continuing

one

investing

working

we
get

types

accommodation
right
for

borough
as

borough,

in
my
own
constituency,
I'm
going
to
call
under-occupied
properties,
and
then
we
have
somewhat
over-occupied
properties,
and
some
of
that
seems
to
be
reverse,
but
at
the
same
time,
in
relation
to
housing
supply,
I
think
we
need
to
be
putting
something
in
there
if
we
can
to
the
department
to
be
making
our
views
known,
that
landlords
have
a
knob
should
have
an
obligation
to
provide
safe
and
adequate
housing,
and
some
of
the
conditions
that
I
have
experienced
in
my
times,
elected
member,
some
very
recently
with
private
landlords
and
tenants
having
to
live
in
houses
that
are
very
dumb
that
are
cold
they're,
not
looked
after
correctly.

think
that
is
something
this
council
should
be
taken
seriously
on
behalf
of
its
citizens,
because
there
is
quite
a
lot
of
those
people
who
are
finding
themselves
in
private
rented
accommodation
because
they
can't
get
public
sector
housing,
and
many
of
whom
that
I
have
engaged
with
would
be
on
mid
to
low
incomes,
maybe
on
housing
benefit
and
can't
actually
afford
to
be
doing
the
repairs
themselves,
and
some
of
these
landlords
are
neglecting
their
responsibilities
for
maintaining
and
keeping
their
own
properties
as
well.

So
if
it's
appropriate
for
this
draft
response
and
then
I'd
be
keen
that
maybe
we
would
get
a
line
in
there
just
to
reinforce
that
cena.

survey

the
format

they
give,
you

usually
quite
tight

it's
quite

tick
box

what
they're
asking
you
and
what
they
would
like
you
to
respond
to.
If
there
are
other
issues
that
members
may
like
to
be
raising
around
housing.

suggest

that
I

representatives
from
each
party
and,

they'd

agree

additional
information
that
they've
sent
them

we've
put
in
on
their

consultation

a
way

gather
some
of
these
additional
comments
that
aren't
really
covered

the
consultation

What
are
issues
that
council
would
like
to
make
dfc
aware
of
as
they
take
that
strategy
forward.

it's
perfectly
fine
having
five
thousand
privately
owned
houses,
and
maybe
people
in
them.
But
if
they're
not
of
good
quality
and
they're
causing
people
in
health,
then
it's
not
good

housing

we

a
strategy
to
deal
with
that
as
well
and
private
landlords
ship
their
responsibility
for
too
long
and
most
in
some
cases.

severe
detrimental
effect
on
people's
well-being

just
crowded

cattle,

unfair

happen
in
this
day

issue

communities.

lot

with
at
the
moment

housing

communities

not
there
and
people
want

live
in
the
rural
areas.

village
is
not,

the

housing
stock
is
not
there.

they
were
asking,
and

it
was
agreed
with
party
leaders
that
we
put
this
letter
in
and
it's

question

previous
occasion

that's
been
hugely
valuable.

insights
have
been
really
important

the

I
would

want

make
reference

at
this
point
in
time
in
relation
to
education,
because
I

believe
it
has
a
huge
impact
upon
our
children,
young
people

borough,

relation
to
the
integrated
education
bill.

currently
passing
through
stormont,
and
I,
like
probably
many
other
members,
have
had
significant
amounts
of
correspondence
from
schools,
parents,
governors
and,
in
some
cases,
pupils
just
over
the
last
number
of
days,
and
I
think
it's
unfortunate
that
the
bill
is
currently
before
the
assembly,
given
that
there
is
an
ongoing
independent
review
of
education,
and
it
would
be
certainly
our
opinion
that
it
should
be
contained
and
any
changes
should
be
reflected
in
the
independent
review.

concern

assembly

actually
consulted

2016-17

there's
been
no
public
consultation
around
this
at

date,

we've
just
gone
through
a
list
of
public
consultation
documents
and
it's
very
important
that
we
do
respond
on
many
of
those.
But
it's
also,
then,
when
we
make
policy
and
counsel,
we
don't
rely
on
information,
that's
five
or
six
years
out
of
date
or
longer,
and
so
it's
not
good
policy
making
to
do
that
and
so
I'd
be
concerned.

In
relation
to
that,
so
I
would
be
wanting
to
see
if
we
can
get
agreement
in
this
committee
this
evening
to
be
writing
to
the
minister
on
behalf
of
those
who
have
written
to
us
as
elected
members
in
recent
days,
and
that
we
would
be
clear
that
we
have
significant
concerns
about
the
bill
in
its
current
form
and
that
it
would
have
a
detrimental
impact
on
both
the
ccms
and
control
sector
of
education
and
that
it
elevates
one
sector
above
others
and
requires
a
greater
legislative
requirement
for
the
department
to
promote
and
to
support
integrated
education.

above
the
the
90
percent
of
the
school
population
across
northern
ireland.
And
I
think
that
that
is
something
that
we
need
to
be
making
sure.
There's
a
council.
We
take
very
seriously
because
it
will
have
major
ramifications
for
the
children
and
young
people
and
the
constituents
across
this
borough.

So
what
I
would
be
proposing
this
evening,
mr
chairman,
is
that
we
would
write
to
the
minister
and
to
the
chair
of
the
education
committee
that
we
would
set
out
our
concerns
as
I
have
just
outlined,
and
that
we
would
oppose

bill
in
its
current
form
and
that
we
would
be
clear
in
that.
Our
view
would
be
that
any
change
to
education
should
come
from
the
recommendations
based
around
the
significant
piece
of
work.

is
going
to
be
done
through
the
independent
review
of
education
in
northern
ireland,
and
it
shouldn't
be
done
in
isolation
and
in
an
island
like
form.
The
way
this
bill
is
being
driven
forward,
in
my
view,
for
for
some
very
narrow
political
purposes,
and
so
would
hope
this
evening
that
members
would
reflect
on
on
some
of
that
and
maybe
agree
that
we
would
send
that
letter
off.

that's
not
really
appropriate

time

then
in
this

a
note
that
you
wanted
to
write
to
the
minister
for
education
and
together
to
consider
this
issue,
I
wanted
to
consider
the
pupils
of
cargo
and
senior
high
school
who
are
still
in
those
they
are
totally
inadequate
facilities
in
kitchen
hill
and
logan,
and
she
is
well
aware
of
them
and
she
was
well
her
predecessors
were
made
aware
of
them
as
far
back
as
2012
and
despite
many
consultations,
many
letters,
many
appeals
and
there
still
has
been
no
movement
on
this
issue,
and
I
would
just
thank
you
for
for
the
opportunity
to
raise
this
issue
again
and
perhaps
see
if
we
could
get
some
some
sort
of
movement
on
this
issue
for
the
for
the
pupils
in
our
borough.

It's
highlight
outlined
in
their
response
to
this
paper
that
protestant
boys
on
free
school
males
are
amongst
those
with
the
lowest
educational
outcomes
and
and
those
are
predominantly
the
students
attending
who
haven't
seen
your
high
school.
I
think
it's
it's
well
over
60
percent
of
boys
and
there's
over
20
percent
of
those
students
on
free
school
males
and
almost
20
percent
have
a
statement
of
educational
need
and
we
still
are
not
expedient
about
about
getting
them
an
adequate
facility
in
which
to
learn
and
thank
you.

next
figure
I
have
is
alderman

And
thank

really
just
to

First
of
all,
in
regard
to
the
letter
that
elaine
has
suggested,
we
submit
I'm
very
happy
with
it.
It's
just
simply
a
holding
letter
and
and
it's
it's
accepting
that
we
want
to
make
a
response.
But
I
think
the
issues
that
are
prevalent
at
the
moment
are
very,
very,
very
complex,
and
I
think
we
need
to
spend
some
time
thinking
about
these
issues
and
noel
purdy
did
come
at
the
behest
of
the
council
and
gave
us
the
report.

That's
going
through
or
trying
to
go
through
the
assembly
about
integrated
education,
and
that
is
a
huge
issue,
and
there
is
a
concern
that
if
that
project
goes
through
the
assembly,
it
will
give
a
decided
advantage
to
the
integrated
sector
without
acknowledging
that
the
most
natural
integrated
sector
is
the
control
sector
and
that
we
can't
ignore.
But
unfortunately,
I
think
this
recommendation
is
ignoring
that
and
and
so
there's
a
lot
of
complex
issue
that
we
do
need
to
consider
and
whether
we
as
council
should
set
up.

So
I
think
a
lot
more
time
needs
to
be
taken
and
we
perhaps
need
to
set
up
a
group
to
discuss
it
further,
even
in
our
own
council.
But
I've
been
in
the
area
of
education
for
over
40
years
and
there
are
always
issues
we're
dealing
with
the
most
important
product
in
the
world
in
our
young
people.
So
we
certainly
need
to
spend
time
and
think
through
the
issues
carefully.

that

don't
maybe
share
some
of
the
views
that
have
been
expressed
so
far.
I
think
two
of
the
great
injustices
in
our
education
system,
actually,
the
first
of
which
is
that
we
segregate
children
largely
at
a
very
young
age,
on
the
basis
of
community
background.

The
second
is
that
we
subject
10
and
11
year
olds
to
high-stakes
unregulated
non-reset
exams
for
the
basis
of
transfer
to
post-primary
two
very
important
issues
that
I
think
need
to
be
addressed
and
and
that
actually
relate
heavily
to
some
of
what
we
said
in
the
response
and
to
the
letter,
I
would
say.
First
of
all,
I
I
don't
support
councillor
cosby's
proposal
and
that
we
write
in
opposition
to
the
integrated
education
bill.
I
think
it
is
long
overdue
and
much
needed
progressive
change.

It
is
a
sad
indictment
on
our
politics
that
now
coming
up
in
24
years
since
the
good
friday
agreement,
when
we
were
promised
not
just
relative
peace,
but
progress
for
the
future
and
progress
towards
more
integrated
and
shared
society
that
still
only
seven
or
eight
percent
of
children
in
northern
ireland
are
educated
in
an
integrated
school.
That
hasn't
happened
by
chance
because
demand
for
integrated
education,
every
single
poll
shows
is
overwhelming.
The
problem
is
the
places,
aren't
there
in
order
to
facilitate
demand.

If
you
look,
for
example,
at
figures
provided
from
the
education
authority
to
nicey
in
june
2020,
the
number
of
first
preference
applications
to
post-primary
integrated
education,
schools
that
didn't
result
in
admission
was
as
high
as
24.
So
clearly
the
education,
the
the
department
of
education,
isn't
doing
enough
to
facilitate
the
demand
for
integrated
education
as
it
is.
So
there
is
a
much
needed
change
and
at
the
heart
of
the
integrated
education
bill
is
the
desire
to
have
a
strategy
in
order
to
meet
that
demand.

It's
not
to
derive
any
other
sector,
it's
to
meet
the
demand
that
is
out
there
and
I
think,
if
we're
serious,
about
making
progress
towards
a
more
shared
and
integrated
society,
but
healing
the
buyers
that
exist
in
our
community.
We
need
to
start
with
educating
more
of
our
children
together
and
ensuring
that
integrated
education
is
an
option
that's
available
to
parents,
just
as
the
controlled
sector
and
catholic
maintained
education
is
an
option
for
parents
at
the
moment.

many
areas
across
northern
ireland,
integrated
education
isn't
a
viable
option
in
the
same
way,
and
that's
because
of
political
choices
that
have
been
made
by
the
dup
and
others
in
order
to
try
and
maintain
that
division.

would
argue
in
our
society
over
the
past
24
years,
so
I
will
not
be
supporting
councillor
bosby's
proposal.

think

right

promoter

would
be
keen
that
we

more
than
content
for

lot

durable
in
relation
to
the
high
school
in
craig
alvin.

to
me
that
is

very
pressing
issue.

was

in
relation

integrated
education,

policies
or
a
bills,
surely
the
place
for
that
would
be

a

discussion
at
the

working

parties
can't
come

consensus

individual
parties
to

by
the
assembly.

I
think
the

place

that
discussion
is

It's

relation
to
electric
vehicle
charging
point
parking
spaces
as
you've
outlined.
I've
get
gotten
a
number
of
complaints
really
recently
about
people
who
are
going
to
council
owned
car
parks
which
have
electric
vehicle
charging
points
they
get
there
and
there
are
vehicles
parked
in
the
spaces
which
are
not
electric
vehicles.

You
have
people
who
are
dependent,
maybe
to
get
that
charge
in
order
to
you
know,
make
their
way
home
and
they've
been
left
sort
of
landlocked
so
to
speak,
and
they
have
to
wait
for
the
vehicle
owner
to
come
back
and
remove
their
petrol
car
out
of
the
space.

The
reason
I
raised
it
is
that
we
had
this
similar
issue
at
circulate
pressure
center,
when
people
were
regularly
parked
in
the
nose
electric
vehicle
charging
points
and
what
happened
as
part
of
a
number
of
measures
was
those
av
charging
points
were
repainted,
I
think
in
a
different
color
and
there
is
additional
signage
there.
I
I've
spoken
with
the
header
states
about
this
and
understand
the
reports
going
to
be
brought
back
next
month
relating
to
av
charging
points.

The
whole
issue
of
it
it'll
be
sort
of
the
request
that
is
part
of
that
report,
whether
the
the
team
could
consider
the
potential
repainting
of
those
electric
vehicles
charging
points
and
off-street
council
owned
car
parks
to
discourage
those
and
non-electric
vehicle
users
from
parking
in
the
spaces
and
clogging
them
up
so
to
speak.

just

of
to
put
that
you
know
on
the
agenda

that's
the
head
of
the
states
maybe
to
go
and
look
into
that
issue

with
the
other
issues
that
are
maybe
coming

relating
