Description
Armagh City, Banbridge and Craigavon Borough Council Governance, Resources and Strategy Committee on Wednesday the 8th of December 2021 at 6.30pm in the Council Chamber at Craigavon Civic and Conference Centre.
A
A
A
Thank
you.
Councillor
lottery
our
numbers.
I
have
an
apology
from
the
chief
executive,
roger
from
strategic
director
sharon
o'gorman
and
from
counselor
paul
barry
this
evening.
So
I'm
not
seeing
any
hans,
not
seeing
any
further
lights.
So,
okay
agenda.
Item,
two
members:
are
there
any
declarations
of
interest
at
this
stage.
C
A
Okay,
thank
you,
councilor
hamlin,
not
seeing
any
further
hands
or
lights
in
the
chamber,
so
that
brings
us
on
very
nicely
to
agenda
item
number
three
and
that's
a
presentation
from
east
border
region
and
members.
I
I
will
say
just
at
this
particular
stage
that
I'm
a
member
of
the
board
of
east
border
east
border
region,
and
tonight
I
I
will
be
acting
in
my
role
as
chair
of
this
committee,
to
both
facilitate
the
discussion
and
the
presentation
from
ebr.
A
But
I
will
not
be
taking
part
in
any
decision
or
vote
on
any
matter
should
it
arise
during
the
discussion,
and
this
declaration
of
interest
also
applies
to
agenda
item
8.1
so
that
housekeeping
hasn't
been
said.
Members
will
move
on
and
will
welcome
pamela
arthur's
and
that
hughes
from
from
east
border
reading
region
to
give
the
presentation.
A
We
have
quite
a
full
agenda
this
evening
members.
So
we
are
going
to
attempt
to
keep
the
presentations
to
10,
to
12
minutes
each
and
and
then
questions
something
similar.
So
that's
our
aim
so
we'll
see
how
we
go
so
you're
very
welcome.
Pamela
you're,
very
welcome
that,
and
the
floor
is
yours.
F
Kinds
of
mclaren
thank
you
very
much
and
to
the
members
of
our
bomb
bridge,
craig
alvin
bora.
It's
a
pleasure
to
once
again
come
along
to
present
to
you
on
the
work
which
we
are
currently
doing
any
border
region
for
you
and
for
our
whole
region,
comprising
the
six
member
councils,
as
country
mclaren
has
said.
I'm
here
to
this
evening,
as
chief
executive
deku
says
our
program
manager
and
who's
also
with
us.
F
So
typically,
I
just
want
to
go
through
three
briefly:
go
through
three
elements
of
our
work
chairman,
so,
first
of
all,
our
current
activity,
which
is
primarily
under
the
indirect
5a
program
to
look
at
the
strategic
partnership
funding
which
we've
applied
for
and
is
relatively
new
to
ourselves
in
east
border
region
and
finally-
and
I
feel,
more
importantly,
to
look
at
local
authority
opportunities
under
the
forthcoming
pace
plus
program
2021
to
27.
F
In
reality,
it
probably
will
end
in
2029
as
it
hasn't
begun
yet
so
quickly
on
our
interreg
5a
projects,
you
can
see
the
list
there.
We
we
have
a
total
of
104
million
approximately
which
we
are
working
on.
Currently,
these
comprise
local
authority
projects
that
you'll
be
particularly
familiar
with
the
carling
ford,
lock,
greenway
you're,
also
the
the
biodiversity,
or,
I
should
say
the
austria.
Sorry
they
can
the
biodiversity
project,
which
is
being
led
by
nearly
morning
down
district,
but
key
officers
involved
from
from
your
district.
F
The
co-innovate,
which
is
the
small
medium
enterprise
program,
which
covers
the
whole
eligible
area
for
interreg
and
the
faster
project
which
I'll
talk
a
little
bit
about
the
others,
are
the
commercial
opportunities
that
we
have
availed
of
with
a
northern
ireland
water
with
ulster
university.
F
F
In
short,
what
we
are
aiming
to
do
is
to
build
the
eevee
public
charging
network,
a
target
value
of
73.
Rapid
chargers
will
be
installed
and
just
to
say,
the
rapid
chargers.
Approximately
20
minutes
should
charge
your
car,
so
it
is
a
game
changer
really
in
comparison
to
to
the
slower
chargers
and
what
part
of
this
project
is
also,
you
know
public
engagement
to
raise
awareness,
the
campaigns
encouraging
the
switch
to
electric
vehicles
and
also
website
site
and
app
development.
F
We
launched
the
project
on
the
9th
of
september,
which
is
world
day
v
day,
and
we
launched
it
there
in
our
mass
city
hotel,
and
this
was
a
hybrid
event
with
45
attendees
there
about
160
joining
remotely,
which
demonstrates
the
interest
in
the
project
and
the
speakers
from
the
three
jurisdictions
northern
ireland,
ireland
and
scotland
were
represented
on
the
day
as
well.
We
also
had
an
ev
car
display
from
four
a
local
dealerships
which
was
excellent
and
approximately
15
different
electric
vehicles
on
display
any
further
information
there.
F
There's
just
a
our
current
chairman,
as
he
said,
I
turned
on
salvage
and
some
of
the
other
elected
members
who
attended
gina
mcintyre,
the
chief
executive
of
especially
body
as
well.
F
So
where
are
we
out
at
the
minute?
Scotland
has
24
sites
proposed
and
they
have
been
agreed
in
northern
ireland,
we're
looking
at
72
sites
because
sites
need
to
be
assessed.
You
know
it's
not
every
site
that
will
actually
be
suitable
and
in
ireland
there's
79
sites
currently
being
assessed.
We've
won
the
issue
in
northern
ireland
and
it
was
actually
raised
by
belfast
city
council,
but
it's
an
issue
that
pertains
across
the
northern
ireland
councils,
which
is
the
the
legacy.
F
They
are
actually
drd
car
parks
which
were
handed
over
to
councils,
and
I
think
it
was
in
1996
but
there's
a
difficulty.
Sorry
in
2016
there's
a
difficulty
there,
which
means
that
you,
you
cannot
charge
for
anything
other
than
car
parking
on
those
sites.
It's
an
issue
that
can
be
resolved
and
will
be
resolved.
The
difficulty
for
us
is
if
it
can
be
within
the
time
frame
of
the
project.
F
So,
therefore,
the
northern
ireland
councils
are
revisiting
their
sites
proposing
others
so
that
we
have
that
as
as
sam
you
know
a
contingency
if,
if
the
other
doesn't
move
forward
quickly
enough
there
you
can
see.
I
mean
this,
you
maybe
have
this
presentation
already
members
and
if
not,
it
will
be
sent
out
to
you,
but
just
there's
the
map
you
can
see.
The
blue
dots
are
the
proposed
sites.
F
The
yellow
dots
are
the
rubber
chargers
and
then
the
purple
ones.
Are
they
the
high
power
ones
and
there's
only
a
few
of
those,
as
you
can
see
just
to
demonstrate
how?
Well
you
know
how
this
project
will
benefit.
Northern
ireland
there's
currently
only
21
fast
chargers
in
the
whole
of
northern
ireland
as
we
speak,
so
this
will
will
give
us
another
25,
26.
F
so
moving
on,
then
I'm
gonna
say
I'll.
Take
any
questions
on
that
just
a
quick
overview,
then
the
reconciliation
fund.
We
have
made
an
application
three-year
program
of
activity
to
the
reconciliation,
a
fund
and
basically,
what
we
wanted
to
do
was
engage
more
directly
with
our
elected
members
and
our
key
stakeholders.
F
We
want
to
capital
capitalize
on
opportunities
in
three
key
areas,
so
in
terms
of
cross-border
challenges,
we're
also
wanting
to
look.
You
know:
we've
always
been
a
north-south
organization,
but
also
to
look
east
west
as
well
now,
in
recent
events
with
a
brexit,
for
example,
and
have
highlighted
the
need
to
establish
more
british
irish
linkages
and
explore
opportunities
for
further
collaboration.
F
We
also
recognize
that
perhaps
we
need
to
engage
new
voices
in
this
border
region.
We
are
almost
50
years
old,
so
integrating
women,
youth
and
minority
ethnic
groups.
I
suppose
we've
always
taken
this
pragmatic
approach
to
cross-border
cooperation.
F
It's
flexible
we
adopt
to
the
current
opportunities
and
challenges
as
we
move
forward,
and
this
we
see
as
as
being
an
opportunity
now
so
to
write
year.
One
we're
looking
at
you
know,
workshops
in
terms
of
the
five
areas
as
listed
there
and
also
what
we'd
like
to
do.
There
is
a
capacity
building
exchange
visit
to
westminster,
we're
also
not
specifically
looking
at
westminster.
F
We'd
also
be
engaging
with
the
welsh
and
the
scottish
as
well
and
in
year,
two
something
similar
and
a
midterm
conference
saying
at
the
end
of
that
year
on
in
year.
Three
again,
I
take
questions
members,
I'm
just
moving
on
something
similar
and
then
our
showcase
of
the
the
project
and
december
24,
and
hopefully
an
action
plan
moving
forward,
it's
a
competitive
process.
F
I
we
have
applied
for
just
over
138
000
euro,
but
the
project
has
been
short-tested
and
hopefully,
before
the
end
of
this
year,
we
will
hear
if
we
have
been
successful
just
in
case
we
haven't,
we've
also
put
a
supplementary
application
in
and
for
one
year's
activity.
So
hopefully
that
will
will
be
successful
and
will
move
us
in
a
you
know
slightly
different
direction
alongside
all
of
the
work
that
we
currently
do
so.
F
Thirdly,
then,
members-
and
this
I
think,
is
exciting-
it's
exciting
not
just
for
ourselves
and
it's
border,
but
for
you
as
elected
members
as
well,
because
the
new
pace
plus
program-
and
it
is
a
total
budget
of
1.1
billion
euro
100
funding,
so
that
is
significant,
and
that
is
there
for
us
until
2027
and
most
likely
2029
the
next
slide
I'd
like-
and
this
is
the
most
important
slide
I
would
say-
and
you
know
everything
that
I'm
going
to
show
you-
you
can
see
there-
that
there's
six
thematic
areas
under
the
pace
plus
program
and
just
to
put
it
into
perspective.
F
If
you
look
at
thing
one
there,
building
the
peaceful
and
thriving
communities-
250
million
in
that
thing,
underneath
are
the
four
areas
now
the
first
1.1.
That's
the
pace.
Action
plans,
the
pace
as
you
know
what
and
that
the
11
local
authorities
in
northern
ireland
all
have
that's
just
110
million.
So
that's
the
drop
in
the
ocean
really
of
this
whole
program
of
1.1
billion.
The
pace
plus
is
a
combination
of
event,
reg
and
pace
old
style
and
pace.
So
the
other
elements
there
are
the
other
thematic
areas.
F
We
in
east
border
region
are
working
with
with
your
council,
with
your
officials
with
our
six
councils
and
others
key
stakeholders
to
prepare
applications
across
that
range
of
the
program.
F
We've
done
it
before,
there's
nothing
new
to
us,
and
I
can
assure
you
that
your
officers
are
fully
engaged.
It's
such
a
huge
program.
You
really
would
need
a
dedicated,
a
presentation
on
that.
I'm
happy
to
do
that
later
stage.
If
that's
what
you
require
and
we
have
been
doing
that
to
some
of
our
councils
as
requested
so
the
program
where's
adapt
has
been
approved
by
the
governments.
F
F
What
have
we
done
in
order
to
ensure
we
maximize
this
program?
We
have
set
up
our
thematic
working
groups,
it's
a
tried
and
tested
formula
for
us.
It's
worked
in
the
past,
and
so
we
have
those
six
thematic
working
groups.
They
include
officials
from
our
six
member
councils,
it's
a
bottom-up
needs-based,
cross-border
approach
and
basically,
what
comes
forward
are
the
priorities
initially
singly
in
each
council,
and
then
we
look
at
where
are
they
the
similarities?
F
So
so
the
thematic
working
groups
they've
been
meeting
regularly
strategic
across
border
priorities
have
been
identified
across
all
the
things
and
the
project
development
work
is
ongoing
and
myself
and
death
would
have
regular
conversations
with
scupb,
because
it's
important
that
we're
you
know
taking
everyone
in
the
right
direction,
and
we
were
very
hopeful
that
you
know
a
number
of
of
projects
will
be
successful
across
the
wide
range
of
the
program.
F
So
members
up,
that's
really
all
I
want
to
say
you
know
it
was.
It
was
very
quick,
but
I
suppose
one
final
thing
I
would
say
is
that,
with
our
current
workload,
we
work
with
60
project
success
partners
across
those
that
I
showed
you
initially
and
with
covert.
It
was
very
important
that
those
partners
were
still
able
to
draw
down
their
monies
from
the
interreg
program,
so
we've
managed
to
keep
all
of
those
deadlines
and
thanks
to
the
the
small
staff
we
have
on
this
border,
but
I
mean
that
that
has
happened.
F
A
G
Thank
you
very
much,
mr
chairman,
and
really
just
to
say
as
a
past
member
of
east
border
region,
it's
good
to
see
pamela
again
and
know
that
that
is
behind
the
scenes
as
well.
There.
G
G
I
mean
it
is
the
way
of
the
future.
None
of
us
can
ignore
that.
I
think,
but
there's
a
map
there
showing
on
the
11
dots.
Where
are
the
the
yellow
dots
where
they
are
all
of
these
points,
and
you
would
need
to
know
if
you're
out
in
the
car
and
you're
getting
low
on
your
charge,
you
would
need
to
know
where
the
next
place
is
so
there's
got
to
be
a
lot
of
publicity
about
this.
There's
got
to
be
a
lot
of
mopping
and
I
think
we
would
need
an
awful
lot
more
than
72.
F
A
F
Yeah,
it's
it's
good
to
see
you
as
well.
It's
a
pity.
It's
not
in
real
life
but
anyway,
hopefully
soon.
Yes,
the
interesting
thing
and
for
us
in
east
border
we're
not
experts
in
electric
vehicles.
You
know
we
facilitated
this
partnership.
We
have
the
right
people
involved,
but
the
interesting
thing
is
that
range
anxiety.
As
you've
just
said,
there
is
a
big
issue,
but
the
majority
of
cars
now
have
a
range
capacity
of
maybe
250
to
300
miles
and
one
charge
which
you'll
probably
do
at
home.
F
So
you
know
the
reliance
on
the
public
charges
aren't
as
high
as
maybe
you
know.
We
think
yes
they're
important,
but
I
mean
the
cars
now
have
that
you
know
250
to
300
miles
that
really,
quite
honestly,
between
you
leaving
your
house
in
the
morning
and
coming
home.
F
Majority
of
people
will
not
need
to
charge
when
they're
out
and
about
unless
you're
going
those
long
distances,
but
absolutely
in
northern
ireland,
and
we
the
infrastructure,
is
poor,
a
lot
of
it
at
times
doesn't
work
we've
been
hearing
not,
but
so
we
we
do
need
to
upgrade
it.
But
you
know
that,
and
the
affordability
as
well
of
the
cars
are
an
issue
for
many
people,
but
again
that's
starting
to
have
a
secondhand
market
now,
for
example,.
A
E
Yeah
thank
you
here
and
thanks
pamela
and
dad
for
the
presentation.
As
always,
it's
one
presentation
that
we
know
whenever
comes
in
there's
a
list
of
achievables
that
you
can
that
you've
achieved
during
the
previous
year.
So
it's
always
good
to
hear
the
progress.
I
know
a
currency
twitter
ways
to
stop
about
the
electric
charging
points.
I
think
the
department
of
infrastructure
well.
First
of
all,
I
know
the
work
that
went
on
behind
the
scenes
between
with
debt
and
pamela
to
to
get
that
faster
project
over
the
line.
E
E
Secondly,
there's
a
there
is
a
project
that
the
department
of
infrastructure
is
funding,
a
separately
to
faster
in
relation
to
electric
charging
points
and
how
are
both
interlinking
with
each
other,
and
then
a
family,
chair
and
pamela
has
offered
there
to
come
back
at
a
later
point
and
give
us
a
presentation
on
pace
plus,
and
I
think
that
would
be
something
that
will
be
really
useful
and
if
I
can
ask
or
propose
that
that
happens
in
due
course.
F
F
F
You
know
that
the
chargers
that
they're
proposing
to
put
in
so
we
gain
us
to
make
sure
that
that
you
know
we're
giving
as
wide
a
range
of
sites
as
possible
and
there's
always
one
thing
on
your
pace,
plus
that
I
should
have
mentioned
as
well
and
myself,
and
that
were
extremely
pleased
when
the
latest
program,
the
final
program
for
the
pace
plus
program
is
out,
and
we
could
send
it
to
you
all
just
so.
F
You
see
you
know
the
types
of
projects
they're
looking
for,
but
under
the
last
theme,
6.1
there's
32
million
available
there
and
they've
said
that
they
will
fund
and
cross-border
entities
such
as
euro
regions
and
they've
actually
referred
to
the
north
west
region
on
on
this
border.
As
you
know,
partnership
models
which
should
be
promoted
so
again
from
your
perspective,
that's
good,
because
east
border
region
is
our
six
member
councils.
F
So
we
certainly
the
fact
that
we're
named
in
that
program.
We
certainly
want
to
maximize
that
as
well.
Moving
forward.
B
Thank
you
chair
and
thank
you
pamela.
It's
just
on
the
topic
of
ev
chargers,
again
they're
getting
a
lot
of
discussion
here
tonight.
I
know
they
were
mentioned
about
approximately
70,
for
knowledge
have
been
bid
for
it
and
in
terms
of
the
amount
we
were
received,
did
you
say
there
was
about
24
or
25.
Pamela
would
sort
of
be
looking
at.
B
F
It's
it's
wider
than
that
country
library,
but
the
key
point
when
we're
looking
at
it
is
it's
a
very
it's
complex
in
terms
of
you,
you
need
accessibility
and
great
availability,
and
that's
a
big
thing.
You
know
for
these,
so
that
many
sites
will
not
actually
work
we're
finding
that.
But
yes,
it
won't
be
an
awful
lot
in
terms
of
each
individual
council,
but
in
terms
of
the
rapid
charge
network
for
northern
ireland.
This
one
project
will
double
what
available
there
and
the
owners.
F
B
Thanks
pal,
I
just
appreciate
that
I
know
it's
complex,
but
certainly
coming
from
it
from
you
know,
to
get
into
parochial.
Our
council
would
certainly
hope
that
our
council
is
represented,
no
correlation.
Those
faster
charges
is
very
belfast
centric
at
present,
and
there
is
more
in
the
northern
ireland
than
just
belfast.
B
You
know
even
the
likes
of
large
and
forgiving
in
general,
but
also
like
the
rma,
certainly
could
be
doing
with
additional
charges,
and
I'm
just
hope
that
you
will
be
certainly
advocate
in
the
case
of
our
accounts
on
other
councils,
but
this
that
distribution
distribution
is
done
on
a
fair
basis
and
not
just
concentrated
in
one
particular
region
as
it's,
as
is
the
current
setup.
Thanks
mama.
F
Yeah,
council
library,
it's
in
in
our
interest,
to
make
sure
that
we
do
have
these
charts
in
our
member
councils,
but
at
the
same
time
you
know
they.
Your
officers
are
working
with
us,
they're,
providing
us
with
the
potential
sites
and
it's
a
work
in
progress.
It's
very
much
a
work
in
progress,
and
so
finally,
I
should
say
it's
the
department
that
will
agree
the
sites.
F
A
F
Three
greenways,
I
should
say:
there's
three
greenway
programs
under
and
to
wreck.
You
have
caroline
fordlock,
you
have
the
ulster
greenway
and
then
northwest
greenways
they've
all
had
a
shortfall
of
monies.
A
business
case
has
been
made
has
been
on
the
request
of
seupb
for
additional
monies.
F
F
So
it's
not
probably
what
you
wanted
to
hear
country
mcnally,
but
what
they're
doing
is
an
exercise
across
all
of
the
pace,
all
of
the
interreg,
a
program
to
look
at
whether
maybe
shortfall
or
whatever-
and
you
know,
with
the
covert
situation-
that's
an
ongoing
process,
there's.
Obviously
some
projects
that
haven't
managed
to
do
what
they
said
they
would
do
and
there's
money
available
there.
So
I
I'd
be
fairly
confident
that
the
money
will
be
forthcoming.
F
The
the
projects
are
able
to
move
forward
with
what
supp
has
approved
for
now.
But
that's
that's
all
I
can
say
at
this
stage.
H
F
Very
much
yes,
marley.
A
Okay
pamela.
Thank
you,
councilman
you're
happy,
so
I'm
not
not
seeing
any
harms,
I'm
not
seeing
any
lights
in
the
chamber
so,
given
that
all
it
remains
for
me
to
do
is
to
thank
pamela
and,
and
also
that
for
for
coming
here.
This
is
this
evening,
albeit
virtually
and
presenting
to
us
and
answering
questions,
and
we
appreciate
it
folks.
Thank
you
very
much.
A
I
A
You
too,
I
think,
I'm
on
youtube.
Thank
you.
Thank
you.
Okay,
bye,
okay,
bye,
bye,
bye,
okay
members
give
us
a
couple
of
minutes
while
we
bring
in
our
next
speaker,
please.
A
J
J
Thanks
very
much
for
your
welcome
good
evening
to
the
members
and
the
officers,
it's
a
great
opportunity
to
be
able
to
present
to
you
the
current
status
of
our
work
programme
and
what
eggplant's
been
involved.
In
recently,
I'm
going
to
be
covering
five
areas
here
that
are
set
as
the
outputs
for
our
work
through
the
service
level
agreement
with
the
council
and
the
very
first
one
will
be
our
work
on
regional,
literary
tourism
and
a
project.
That's
called
spotlight.
J
This
project
is
going
to
close
now
in
the
next
three
months.
It's
the
first
real
eu
project
has
been
focused
on
literary
tourism.
I
will
say
the
completion
of
some
14
digital
apps
across
the
four
regions
of
northern
ireland,
scotland,
ireland
and
finland,
and
two
of
those
are
for
the
northern
ireland
area.
J
We've
also
completed
the
business
incubation
program
for
a
number
of
smes
and
been
providing
them
with
this
innovation
vouchers
to
bring
new
products
and
services
to
market
those.
Smes
are
now
taking
part
in
a
transnational
literary
tourism
network
and
hopefully,
if
conditions
improve
they'll
be
able
to
join
with
another
20
smes
as
part
of
a
joint
program.
J
In
wake
time,
tom
fraser
scotland,
in
the
early
next
year,
the
completion
of
the
project
will
see
a
transformative
guide
and
this
will
be
provided
to
the
borough
council
and
all
our
member
councils
and
other
stakeholders
really
looking
at
the
lessons
learned
the
practice,
the
good
practice
from
this
project
and
setting
us
up
to
deliver
or
develop
new
projects
similar
to
this
and
both
the
uk
perspective,
but
also
in
terms
of
the
irish
partners
in
the
project
and
to
the
eu.
So
that's
the
spotlight
project.
J
You
can
see
here
just
a
flavor
of
some
of
the
apps
that
are
available.
They
can
be
downloaded
through
android
and
also
ios,
and
you
get
a
flavor
here
of
some
of
the
publicity
on
the
project,
which
is
quite
regular
and
concurrent
around
stories.
Initiatives
writers
just
to
give
a
whole
favorable
flavor
of
the
the
developments
in
literary
tourism
in
this
region
and
beyond,
and
you
can
see
some
profiles
here
from
this
borough
and
beyond
as
well.
J
J
Now
that
report
has
been
quite
critical
of
the
management
of
the
government
funds
and
the
contractors,
and
we
have
asked
the
stoneman
public
accounts
committee
to
action,
a
review
of
the
key
findings
from
that
that
could
see
some
of
the
regional,
potentially
millions
or
up
to
20
million
in
clawback,
funds
being
brought
back
into
the
the
public
exchange
in
northern
ireland.
Hopefully
that
could
be
released
into
delivering
broadband
for
other,
not
spots
beyond
project
stratum
I
work
elsewhere
in
the
whole.
J
But
the
main
area
and
the
thrust
of
our
work
has
been
around
promoting
our
strategic
initiative
for
the
region
called
the
framework
of
regional
priorities,
which
has
been
supported
by
the
border
council
on
on
the
other
seven
member
councils
in
the
eggband
partnership,
just
to
give
a
flavor
for
some
of
the
development
opportunities
that
are
coming
through
the
framework
I'll
quickly
touch
on
some
of
those
we
have
five
pillars.
J
The
human
capital
pill
is
very
much
about
education,
skills
and
training
and
we've
an
initiative
that
has
brought
together
regional
education
providers,
including
southern
regional
college,
with
south
west
college,
with
it,
sligo,
who
were
now
in
march
of
next
year,
becoming
the
atlantic
technological
university
for
austria
and
college
and
they're
coming
together
to
develop
common
opportunities
that
can
address
obstacles.
Development.
J
This
is
very
much
in
the
early
stages,
but
so
the
regional
college
and
the
others
are
looking
at
a
series
of
key
priorities
that
they
hope
to
develop
by
way
of
projects,
programs,
initiatives
or
interventions
next
year.
That
will
support
the
delivery
of
providing
the
skills
and
the
upskilling
needed
to
assist
industries
in
our
region.
J
Pillar
is
greening
the
region,
natural
capital,
and
this
is
probably
where
the
main
thrust
of
our
work
has
been
on.
We've
been
doing
some
work
on
promoting
our
cross-border
greenways
master
plan
to
look
at
all
of
the
key
greenways
that
are
being
promoted
that
are
in
potential
stages
of
development
and
an
idea
to
be
able
to
as
I'll
show
here
in
red.
J
Also
in
greening.
The
region
we've
secured
some
funding
for
a
transition
project
on
how
cross-border
communities
can
address
climate
action.
This
project
will
commence
in
january
and
is
really
about
how
we
can
look
at
peace
building
through
bringing
together
communities
from
both
sides
of
the
border,
from
alternate
traditions
really
to
focus
on
climate
action,
led
initiatives
so
that
that's
quite
an
interesting
project.
So
it's
not
a
sum
of
funding,
but
we
hope
that
it
could
realize
something
bigger
and
of
a
greater
scale
in
the
region.
J
It's
been
a
number
of
years
since
the
wider
vision
has
been
promoted.
We
feel
it
is
quite
opportune
to
be
able
to
look
at
this
as
a
strategic
project
for
the
future
on
livable
communities,
we're
developing
a
number
of
project
opportunities
that
can
help
rejuvenate
border
towns
and
villages
and
on
economic
development.
We
produced
a
food
tourism
paper
that
has
looked
at
the
venturi,
it's
food
festivals
in
the
area
over
the
next,
while
the
board's
going
to
be
looking
at
a
regional,
angry
profile.
J
We've
been
able
to
map
the
framework
against
key
government
strategies
and
policies
that
are
out
for
consultation.
So
we've
also
saw
this
a
number
of
meetings
with
all
political
parties
and
we're
meeting
with
those
we're
actively
engaging
with
all
the
governments
and
a
series
of
funder
meetings,
as
well
as
we
try
and
promote
the
opportunities
through
the
framework.
J
Just
my
last
two
slides
now.
The
first
is
on
a
brexit
initiative.
On
the
22nd
of
october,
we
released
the
border
after
brexit
report,
and
that
now
means
I
went
through
the
four
reports
that
we've
completed,
that
we
have
some
two
thousand
responses
gathered,
enables
us
to
submit
evidence
to
various
committees
and
consultations
on
how
brexit
has
been,
and
the
protocol
has
been
impacting
on
people,
businesses
in
the
communities
of
our
region.
J
In
the
earlier
part
of
this
year,
we
had
a
temperature
gauge
blog
series,
which
was
enabling
us
to
keep
track
of
media
developments
and
to
be
able
to
to,
if
you
like,
review
those
and
put
those
out
to
the
public
elected
representatives
and
others
in
a
single
form.
J
In
a
single
blog,
there
have
been
opportunities
to
look
at
opportunities
to
address
brexit
through
our
new
forp
strategy,
and
today
I
was
involved
in
a
webinar
looking
at
collaboration
on
climate
action
across
the
island,
also
on
protecting
nature
and
biodiversity,
and
we
have
a
briefing
paper
on
the
implications
of
brexit
for
our
strategy
and
on
the
north
south
and
in
an
east
west
dimension
there
as
well.
Just
finally
to
close
our
international
work
is
very
much
our
core
work
with
partnership.
J
Work
really
between
the
yet
member
councils
from
both
sides
of
the
border.
That's
a
key
part
of
our
work.
We've
also
been
involved
in
managing
these
two
international
partnerships
that
I've
spoken
about
and
we've
been
engaging
governments
and
current
funding
opportunities
and
joint
supports
to
the
border
region
for
after
peace
plus.
J
So
we
recently
met
with
minister
of
state
conor
vernon's
mp
and
I've
spoken
to
him
about
how
beyond
peace
plus
uk
funds
through
the
leveling
up
program,
share
prosperity,
funds
and
the
irish
government's
shared
island
funds
can
be
brought
together
to
look
at
some
joint
territorial
interventions
that
can
assist
our
border
region
for
after
peace
loss
concludes
in
2027
and
also
how
there
is
still
the
opportunity
for
the
uk
perhaps
to
still
be
involved
as
a
third
country.
J
In
the
indirect
program,
once
the
uk
is
still
negotiating
brexit
with
the
looking
towards
opportunities
in
the
horizon
research
program,
we
continue
to
be
engaged
with
the
eu
on
a
range
of
opportunities,
as
our
projects
develop,
and
particularly
from
the
area
side
as
well
of
our
partnership,
and
we
facilitated
an
eu
workshop
on
developing
natural
and
cultural
assets
in
peripheral
regions.
J
Sure
I
just
wish
to
close
by
acknowledging
and
thanking
the
support
of
the
council
to
arm
work
connect
plan,
and
that
comes
in
all
forms
as
to
the
financial
contribution
which
we're
much
appreciative
of
and
through
the
active
involvement
of
the
four
members
nominated
by
the
council
to
ekman,
because
sir
sam
nicholson's
our
new
vice
chair
as
of
a
couple
of
weeks
ago
and
councilor
inno
mcnail
is
our
immediate
past
chair
also,
of
course,
councillors,
councillor,
elaine,
michael
and
also
ottoman
stephen
muthery,
and
we
appreciate
all
their
active
input
and
direction
that
helps
us
get
on
with
their
work
and
just
finally
to
the
chief
executive,
the
directors
and
to
the
community
planning
team
to
elaine
trisha
michelle
for
all
their
great
work
and
support
to
us.
B
It's
not
really
a
question,
but
I
didn't
want
to
leave
here
in
hanging
after
doing
that
presentation
just
to
thank
she
and
the
team
for
all
all
the
work
they've
done
and
to
thank
counselor
mcnail
on
this
outgoing
role
and
to
wish
councillor
nicholson,
wales
and
then
coming
role
as
vice
chair.
Thank
you,
chair.
D
Thanks
very
much
for
your
presentation
there
and
I
suppose
the
the
main
thing
that
he's
not
works
on
speaking
of
a
sporting
region
himself
is
that
continued
working
alongside
each
other
and
to
draw
down
as
much
funding
as
possible.
You
mentioned
our
east
west
linkages
area
that
you
you're
working
on
as
well.
I
don't
know
we
have
been
working
on
that
over
this
last
year,
so
so
it
will
be.
D
Perhaps
it
needs
to
be
a
conversation
out
there
between
yourself
and
pamela
to
ensure
there's
no
duplication
going
on
there,
and
that
needs
to
be
done
and
again
it's
the
value
of.
I
always
like
to
see
in
a
presentation
the
value
of
the
projects
you
know
they're.
They
support
a
reason
they
have
104
million
and
60
partners
working
currently
or
not.
So
it's
always
good
to
see
that
in
the
presentation,
but
thank
you
very
much
and
I
wish
you
well
for
the
future.
Thank
you.
Shane.
A
D
A
Okay,
do
you
want
to
respond
there.
J
Yeah
yeah
to
say
that
we
very
much
welcome
the
opportunity,
always
engage
with
east
border
region
and
then
to
the
rest
of
us
of
the
northwest
of
us.
We've
got
the
northwest
strategic
partnership.
J
J
We
can
learn
from
each
other
and
we
can
support
each
other
there's
a
lot
that
we
can
learn
from
east
border
region
and
the
north
west,
and
we
very
much
appreciate
those
linkages
and
our
work
really
does
come
to
the
fore
when
we
look
towards
funding
opportunities
and
we're
able
to
use
that
critical
mass
of
the
border
region
that
will
be
seen
through
the
peace
plus
program
you're,
looking
at
over
1.1
billion
coming
into
that
you're,
looking
at
a
billion
in
the
shared
island
funds
as
well,
and
also
the
opportunities
through
the
uk's
shared
prosperity
fund
and
the
more
that
wind
can
do
to
work
with
east
border
and
northwest
to
really
punch
our
way
for
the
border
region.
J
A
Okay,
thank
you
councillor,
savage
members,
I'm
not
seeing
any
hans
or
any
lights
at
this
stage,
so
I
I
think,
we'll
draw
this
to
a
conclusion.
A
K
Thank
you
to
good
evening
members
and
colleagues.
Yes,
chair
item
5.1,
it
is
a
decision
item,
but
it's
the
quarterly
policy
screening
report
and
members
will
see
within
the
this
quarter.
There
are
four
reports
included
and,
as
usual,
then
we
need
consent
just
from
members
to
issue
the
policy
screening
report
to
our
equality
council,
tease,
which
includes
equality,
commission
and
place
on
the
council's
website.
Thank
you,
chair.
A
Okay
martina.
Thank
you
for
that.
So
members
we're
on
on
on
a
decision
item
number
5.1.
Can
I
have
a
proposal
please
alderaan
mitre.
Can
I
have
a
seconder
alderman
tribal
members.
You've
heard
it
proposed
and
seconded
everyone
in
agreement,
getting
known,
yeah
agreed,
move
on
item
5.2
over
to
you,
martina.
K
K
To
worry,
I
thought
there
was.
There
was
something
missing,
but
yeah
it
is
5.2,
that's
fine.
So
this
is
the
consultation
documents
from
external
organizations.
K
Chair
again,
it's
it's
a
decision
item
on
the
details
of
the
external
consultations
on
our
proposed
method
of
dealing
with
those
is
attached
within
the
appendix
I'm
happy
to
take
any
questions
on
that
chair
or
to
refer
those
to
any
of
the
departments
that
are
going
to
take
action
in
relation
to
those
consultations.
Thank
you.
Okay,.
A
B
Thank
you,
chair
just
have
one
slight
amendment:
it's
in
relation
to
the
first
one
on
the
list.
There
are
free
products,
period,
products
free
provision
bill.
I
know
when
our
response
says
for
noting,
but
I
think
we
should
maybe
send
a
favorable
response
to
that
consultation.
I
know
the
free
provision
of
period
products
is
something
that
we've
trialled
out
our
currently
trial
night
and
a
couple
of
our
leisure
facilities,
and
it's
going
well.
So
I
think
we
should.
B
You
know,
give
our
support
for
this
for
this
bill
as
an
organization
and
so
would
propose.
You
know
the
report
with
that
slight
amendment
that
we,
you
know,
do
provide
a
you
know,
a
positive
response
give
indicating
our
support-
and
I
suppose
maybe
it's
just
on
that
topic,
because
no
country,
chemistry
and
councilor,
thomas
and
mullers
have
spoken
on
it.
B
Whether
there
is
a
report
coming
back
with
regards
to
how
the
trial
is
overall
performed-
and
I
know
there's
talk
of
the
possible
expansion
to
other
kinds
of
facilities,
so
wonder
if,
if,
if
that's
sort
of
coming
down
the
line,
if
officers
are
aware
of
it,
but
certainly
I'd
just
like
to
propose
the
report
with
that
slight
amendment-
for
that
for
that
you
know
response
to
our
chair.
Thank
you.
A
Okay,
councillor
library,
thank
you
for
that.
Before
I
bring
martina
back
councillor,
flaherty
you're.
L
Yeah,
sorry,
sorry
thanks
for
letting
me
and
sorry
martina,
yes,
just
actually
very
similar
and
I'm
happy
to
second,
if
it's
necessary
there,
the
proposal
of
councilor
lavry,
because
the
two
notes
that
I
had
were
alongside
lines
and
primarily
and
because
yes,
there
has
been
a
pilot
scheme
running
in
slsc.
L
I've
lost
the
timeline
in
my
head.
I
have
to
apologize,
but
I'm
sure
martino
and
fill
us
in
on
on
how
long
that
is
actually
in
play
with
the
centers
open
a
year.
So
but
the
discussions
that
my
colleague
counselor
mckinstry
and
I
had
with
officers
be
previous
to
that
were
actually
for
a
row
light
in
council
facilities.
L
So
and
the
pilot
came
came
as
I
know
we
understand,
things
were
held
up
and
changed
slightly
with
with
the
covert
pandemic
that
that
befell
us
at
the
just
as
the
faces
were
opening.
But,
yes,
I
agree
with
cancer
lab.
L
I
think
I
would
report,
and
that
would
be
very
useful
and
timelines
of
when
this
is
proposed
to
roll
out
in
our
facilities,
because
I
know
myself,
councillor
mckenstry
and
councillor
mccauley
have
been
quite
active
with
this,
as
periods
do
not
stop
for
pandemics,
and
we
all
have
boxes
and
bottles
of
these
things
in
our
house
that
we're
doling
out
and
happy
to
assist
lots
of
little
charities
that
are
dotted
around
that
are
doing
similar
and
also
just
when
I
get
the
opportunity
it
has
been
brought
to
our
attention
and
I'm
sure
a
lot
of
people
have
seen
the
pr
that
only
20
of
schools
have
signed
up
for
this.
L
So
I
think
it's
very,
very
important
that
we,
you
know
as
a
council
who
are
promoting
this
ourselves
and
our
ability
to
promote
this
amongst
our
schools.
You
know
some
of
us
individually
are
so
I
think
it's
really
important
to
encourage
people
to
take
part
in
this
survey
and
as
council
labor
says,
a
positive
response
to
this
will
be
very
welcome.
K
Thank
you
chair
and
thank
you
members
for
your
feedback.
Yes,
certainly
that's
something
that
I
can
speak
to
the
relevant
department
in
relation
to,
and
I
think
probably
there'll
be
a
report
in
relation
to
the
rollout
of
that
scheme,
maybe
through
the
community
services
department
or
sorry
service
committee
engineering
course
I'll
speak
to
the
relevant
officers
in
relation
to
that
and
make
sure
that
there's
something
brought
back
for
you.
Members.
Thank
you,
chair.
A
A
M
Thank
you
chair
good
evening,
members
members.
The
coronavirus
act
2020
was
implemented
to
ensure
the
business
of
government,
including
the
administration
of
the
justice
system.
Through
the
pandemic
it
provided
that
legal
proceedings
could
be
conducted
via
live
links
if
the
judiciary
determined
it
in
the
best
interests
of
justice.
M
The
department
estimates
there
may
be
a
need
for
at
least
three
six-month
council
officers
have
responded,
indicating
that
provisions
for
remote
hearings
should
be
extended
beyond
march
2022
and
are
interested
in
them
being
made
permanent
council
officers
also
included
in
the
response.
Some
comments
of
our
own
experience
in
attending
courts
via
live
link
during
the
pandemic
and
indicated
that
a
hybrid
approach
would
be
preferable.
M
The
response
to
the
consultation
was
required
by
the
26th
of
november
21
and
in
order
to
comply
with
the
timescale,
the
officer
response
was
submitted
with
clarification
that
it
was
on
officer
response.
So
the
decision
we'd
ask
of
members
tonight
is
that
members
retrospectively
approve.
The
officer
responded.
M
A
N
A
O
Thank
you
chair
and
a
good
evening.
Members
members
say
report.
7.1
is
a
report
in
relation
to
external
lighting
of
council
buildings.
Members
will
see
in
relation
to
appendix
one
a
schedule
of
lighting
requests
that
we
have
received
during
this
year
and
we
would
seek
members
approval
in
relation
to
the
schedule,
as
outlined
in
appendix
one
chair
haven't
taken
any
questions.
A
C
Thank
you,
sir.
I'm
not
for
a
second
intending
to
oppose
this,
but
next
year
it's
projected
that
we
have
the
lighting
up
of
the
civic
center
or
the
council
buildings
on
44
occasions.
C
Does
there
not
come
a
point
in
time
when
this
means
very
little
because
as
the
general
public
drive
round
past
the
buildings,
I
really
don't
think
that
too
many
and
we're
going
to
understand
what
the
building
set
up
from
these
occasions.
I
think
it's
just
getting
to
crazy
heights,
but
content
to
let
go.
A
E
O'hanlon,
a
chair,
I
think
it
was
was
it
already
proposed
by
councillor-
was
already
proposed.
B
Thank
you
chair,
I'm
content,
the
second
again,
I
know
various
charities
and
things
you
use
the
light
and
switch
ons
as
well
as
part
of
their.
B
You
know
press
campaigns
to
get
them
some
publicity,
because
you
know
there
are
a
lot
of
charities
and
things
like
that,
and
they
do
have
a
bit
of
difficulty
getting
their
time
or
getting
you
know,
publicity
time
across
social
media
and
across
you
know,
all
our
platforms
so
like
switch,
ons
and
or,
and
things
like
that
are
a
way
to
help
focus
some
attention,
even
briefly
upon
upon
these
good
organizations
and
the
good
work
that
they
do
and
their
causes
so
to
say
sure
I'm
content,
the
second.
Thank
you.
B
A
Thank
you.
Counselor
love,
rachel
members,
we're
on
item
7.1,
the
external
lighting
of
council
buildings.
We've
heard
it
proposed
by
councillor
hamlin
and
seconded
by
councillor
lavry.
Have
we
agreement
on
this
numbers
broadly?
Thank
you
very
much
passed.
Thank
you.
Jonathan
members
agenda
item
8,
which
is
the
report
from
the
head
of
community
planning
policy
on
research
on
their
information
items,
starting
with
8.1
and
in
the
absence
of
elaine
sharon.
I
Thank
you,
chair
members.
This
refers
to
in
some
part
the
earlier
presentations
which
you
received
this
this
evening
as
part
of
the
sla.
Each
of
the
networks
commit
to
completing
a
six-month
progress
report
as
well
as
attending
committee
as
they've
done
this
evening,
and
those
progress
reports
are
appended
to
this
document.
This
items
for
information
happy
to
take
any
questions.
Members
have.
A
So
we'll
move
on
shout
out
over
to
you
again
item
8.2
community
planning,
update.
I
Thank
you,
chair
members.
This
is
just
an
update
on
the
work
of
the
community
planning
strategic
partnership,
which
last
met
on
the
17th
of
november,
and
the
minutes
are
attached
to
appendix
one.
The
next
meeting
is
due
to
take
place
in
march
2022.
again.
This
is
for
loading
members
happy
to
take
any
questions.
B
A
Awesome,
I
counselor
library
but
yeah.
Thank
you
for
that
members.
Are
there
any
other
questions
or
queries
on
item
8.2,
not
seeing
any
hands
or
likes?
Okay.
Thank
you.
We'll
move
on
agenda
item
number.
Nine
is
an
item
of
correspondence
from
department
for
infrastructure
in
relation
to
the
driving
test
on
mlt
wearing
times,
so
it's
fairly
self-explanatory
counter-intensely.
A
P
Thank
you
chair,
and
I
also
want
to
thank
the
ministers
of
a
private
secretary
for
a
reply.
I
very
much
appreciate
her
offer
to
meet
with
the
director
of
opera
of
operations.
P
The
letter
that
came
back
was
outlined
a
number
of
procedures
which,
on
the
letter,
read
extremely
well,
however,
in
practice
on
the
ground.
What
I'm
experiencing
is
slightly
different.
For
example,
I
was
contacted
yesterday
that
all
available
dates
and
craig
avenue
are
all
booked
up
to
may
2022..
P
So
if
someone
wants
to
apply
today
for
a
driving
license,
they
can't
get
a
driving
license
here
in
quick,
album
until
june.
Another
issue
that
is
becoming
a
bit
more
regular
on
calls
to
me
is
the
fact
that,
and
it's
totally
unacceptable,
is
the
fact
that
tests
are
being
cut
short.
P
So
if
a
people
makes
a
mistake
within
the
first
five
minutes,
the
test
is
over
and
then
you
know
the
pupils
have
paid
for
the
full
test,
even
if
it
is
a
negative
experience
they
they
should
still
have
that
experience,
because
every
experience
will
help
you
on
the
next
time
round.
But
I
can't
understand
why
examiners
are
taking
it
upon
themselves
who
benefits
from
an
early
return
back
to
the
depot.
P
If
a
pupil
fails
within
five
minutes,
it's
not
as
if
they
can
squeeze
another
test
in
because
the
next
test
isn't
coming
into
their
allocated
slot.
And
finally,
what
I
would
like
to
raise
with
the
department
as
well
is
that
I
had
requested
at
the
dfi
clinic
to
mark
out
the
white
lines.
Anything
that's
going
to
happen.
You
know
help
the
pupil
sits
out
on
their
test
route
and
then
to
get
the
white
lines.
Actually
look.
You
know
repainted.
P
I
was
told
just
last
week
it
come
back
that
the
money
wasn't
available.
There
is
a
program
of
works
going
to
happen
in
the
area,
but
unfortunately
this
isn't
included
in
that.
So
I
would
like
to
highlight
that
to
the
department.
I
think
this
needs
done
urgently,
because
I've
spoken
to
a
number
of
driving
instructors
and
they
have
said
that
that
actually
would
help.
Very
you
know
that
would
really
help,
especially
for
the
learner
drivers.
P
P
Not
it's
not
that
they're
doing
nothing
sure,
but
you
know
I
want
us
to
be
the
voice
of
the
constituents
who
are
contacting
me
and
many
other
counselors
who
are
frustrated,
they're
emotional
and
they
feel
absolutely
helpless,
and
I
just
want
to
put
their
case
forward
that
the
department
can
actually
hear
what
we
are
hearing
on
the
end
of
a
phone
and
we're
we're
feeling
helpless
that
we
can't
get
anything
done.
So
it's
not
a
negativity.
It's
just.
I
want
to
try
to
express
what
our
constituents
are
finding
on
the
ground
and
maybe
they
can.
A
Okay
country
tennessee,
I
mean
you,
make
very
good
points.
You
know
as
the
father
of
of
someone
who
who
has
only
recently
passed
this
test,
yeah
you're,
absolutely
right
and
that
if,
if
you
saw
the
car
coming
back
in
to
the
test
center
in
less
than
30
minutes,
it
wasn't
a
good
result.
So
you
make
a
very
valid
point.
Councillor
cosby.
Are
you
sure.
P
Can
I
just
come
back
if
I
need
to
make
that
a
formal
proposal
and
to
meet
with
the
it
was
offered
in
the
letter,
but
if
I
need
to
make
a
formal
proposal
I'll
propose
that
thank
you.
Q
Yeah,
thank
you,
mr
chairman,
and
again
just
note.
Hey
thanks
to
councillor
tins.
I
know
she's
been
a
champion
for
learner
drivers
and
the
driving
instructors
throughout
the
pandemic,
so
credit
to
her
for
chasing
the
issue,
and
I
I
have
to
say
I
have
been
in
contact
with
a
number
of
learner
drivers
and
their
instructors,
three
or
four
learner
drivers
over
the
last
month
or
two
and
a
couple
of
instructors
who
are
really
crying
out
to
get
some
more
progress
with.
Q
You
know
getting
access
to
driving
tests
and
it
has
taken
an
enormous
length
of
time
to
get
through
the
testing
for
these
mostly
young
people,
and
the
frustrating
thing
is
what
is
also
happening,
then,
is
that
these
young
people
are
not
just
spending
their
money
on
their
tests,
but
they're
then
having
to
continue
if
they
fail
the
test.
Q
I
don't
have
to
go
through
the
same
expense
on
that,
but
they've
got
to
continue
to
take
their
lessons
and
until
they
can
get
another
test,
and
so
there's
an
enormous
amount
of
investment
being
put
in
these
young
people,
maybe
they're
saving
for
insurance
or
whatever
else.
We
know
that
that
is
not
on
the
decrease
for
any
of
them
either,
so
the
department
really
do
need
to
set
out
what
their
plan
is
to
reduce
the
waiting
time
between
driving
tests.
Q
And
how
can
these
things
be
progressed
much
quickly
and
how
much
more
quickly
and
how
they
can
reduce
the
backlogs?
I
think
it
is.
It
is
a
critical
issue
for
for
young
people,
particularly,
but
also
for
those
young
people
here,
maybe
at
the
stage
of
getting
into
work,
who
need
access
to
a
vehicle
to
get
to
work
and
to
commute
we're,
of
course,
we're
talking
about
youth,
employment,
unemployment
and
all
those
sorts
of
things,
and
this
is
one
sure
way
of
helping
young
people
to
get
access
to
work
beyond
maybe
their
immediate
facility.
Q
So
we've
got
to
be
doing
all
we
can
to
support
them
in
this,
and
they
encourage
the
department
to
speed
up
the
testing
process
for
for
young
people
to
get
access
to
them,
because
the
waiting
lists
are
far
far
too
long
between
a
test.
A
Okay
country
cosby,
thank
you
very
much
and
I
think
at
this
stage
the
other
important
thing
to
mention
on
the
whole
mot.
Within
times
I
mean
I'm,
I'm
I'm
told
that
there
is
perhaps
a
two
or
a
three
months.
We
are
in
time
from
an
application
to
get
a
test
now,
there's
potential
huge
road
safety
issues
there
in
terms
of
vehicle
condition
and
so
on.
So
these
these
are
equally
important
issues.
So
members
we
we
have
a
proposal
from
concert
tennessee
seconded
by
councillor
cosby,
that
we
asked
the
department
for
a
meeting
on
these
issues.
A
A
We
will
now
be
moving
into
a
confidential
session
of
this
committee.
This
means
that
we
will
be
turning
off
the
public
feed
of
the
meeting.
This
will
be
returned
when
the
meeting
is
restarted.
Can
I
ask
the
ict
officers
to
please
turn
off
the
feed
and
confirm
with
me
when
the
confidential
section
of
this
meeting
can
proceed.
A
A
Thank
you
agenda.
Item
number
15,
any
other
relevant
business
members.
I
haven't
been
notified
about
any
other
relevant
items,
so
it
only
remains
for
me
to
do
to
do
four
things.
I
think
number
one
to
thank
members
for
their
attendance
and
participation
this
evening
number
two
to
wish
them
a
remainder
of
a
good
evening
number
three
to
wish
them
a
happy
christmas
and
and
a
peaceful
2022.
