Description
Armagh City, Banbridge and Craigavon Borough Council Leisure and Community Services Committee on Monday the 8th of November at 6.30pm in the Council Chamber at Craigavon Civic and Conference Centre.
B
Confirm
that
we've
begun
live
streaming,
yep
thumbs
up.
Okay
members
agenda
item:
one
is
apologies.
I
have
apologies
from
alderman
burns.
Currently
baxter
encounter
magalyn.
Are
there
any
other?
Apologies
from
the
floor.
B
No,
I
don't
have
anybody
indicating
to
speak.
Okay.
Members
agenda
item
two
is
declaration
of
interest.
I
don't
have
anybody
and
nobody's
indicating
so
as
per
usual,
we'll
take
them
as
we
go
agenda
item
three
is
business
plans
report
members.
This
is
an
information
item,
so
assuming
that
everybody
has
read
their
papers,
I'm
going
to
ask.
Do
members
have
questions
and
if
so,
if
they
could
indicate
counselor
cosby.
C
Thank
you,
mr
chairman,
and
just
before
we
do
start
can
I
just
say
to
alderman
spears,
alderman
spiritual
hope.
You
are
feeling
much
better,
very
quickly
and
very
soon,
and
I
hope
that
your
isolation
period
ends
with
you
in
good
health.
So
I'll
pass
all
my
good
wishes
to
you.
I
know
you've
been
on
well
at
home
for
a
few
days.
No
so,
but,
mr
chairman,
can
I
just
I
ask
not
a
question
really.
C
It's
just
a
comment
appendix
2
community
development
progress
report,
not
a
criticism
and
because
I
I'm
very
clear
on
the
work
that
the
department
is
doing
and
has
been
doing,
particularly
in
response
to
the
pandemic,
and
I'm
noting
just
in
relation
to
the
number
of
amber
areas
in
the
department.
C
C
But
I
would
also
remind
the
committee
that
I
think
it
was
a
council
when
you
see
ms,
you
were
last
here
and
I
asked
about
resourcing,
and
I
am
hoping
because
I
do
know
that
your
team
are
working
very
hard
and
under
pressure
on
to
very
tight
time
skills
on
funding
requirements
at
times,
and
if
there
are
any
resourcing
pressures,
we
should
be
made
aware
of
them
so
that
we
can
consider
a
response
to
that
in
good
time.
D
Alderman
wilson
yeah
thanks
very
much,
and
I
suppose
it's
filtering
on
from
that
on
an
impact
in
terms
of
resourcing
and
it's
around
the
issue
of
I
know
there
was
a
process
undertaking
a
few
months
ago.
D
I
was
about
10
weeks
ago
around
our
sports
pitches
and
the
potential
for
groups
to
lease
them
that
maybe
have
had
a
longer
term
residence
for
one
of
a
better
word
on
a
on
a
sports
pitch,
and
I
know
in
terms
of
a
lot
of
the
fun
that's
going
around
one
of
the
requirements,
and
it
was
maybe
a
crime
requirement
of
this
council
as
well
in
certain
applications
that
some
type
of
lease
for
a
longer
period
of
time
has
to
be
in
place.
D
In
order
to
draw
down
from
that,
I
went
to
a
number
of
meetings
with
sports
groups
around
the
crusher
ward
and
I'm
just
a
wee
bit
concerned
that
it
appears
that
that
process
has
grown
to
a
bit
of
a
halt.
D
Due
to
you
know,
unforeseeable
resourcing
issues,
I
would
be
really
interested
in
an
update
on
that
from
either
jonathan
or
one
of
the
guys
in
terms
of
how
that
is
going
to
be
kickstarted
again,
and
is
that
something
within
the
leisure
department
that
can
be
brought
forward
in
some
way
and
because
there
is
some
disappointment
out
there
of
a
message
in
front
of
me
now
from
a
local
organization.
Sporting
organization
in
there
they're
just
really
disappointed
that
it's
went
so
long
and
I
haven't
heard
anything
formal
as
yet.
D
So
if
we
could
have
something
around
that,
that
would
be
really
really
useful.
I
think
for
them
just
to
reassure
them,
and
it
is,
you
know,
coming
straight
off
the
back
of
what
counselor
cosby
was
referring
to
in
terms
of
staff,
resource
and
other
resources.
Thank
you.
B
Thank
you,
alderman
wilson
and
jonathan's
indicated
he's
going
to
pick
this
up
with
you
after
tonight's
meeting,
okay
and
I
had
a
counselor
spears.
E
I
would
like
to
thank
laterally
counselor
crosby
for
his
kind
remarks,
he's
one
of
a
long
list
of
my
colleagues
across
the
country
that
have
a
inquired
of
my
welfare
as
I
have
suffered
with
kovas,
but
I
hope
there's
a
life
after
that's
all
I
can
say
I
I
have
it
now
a
week
and
it's
not
something
that
I
would
wish
for
my
worst
enemy.
I
it's
it's
something,
that's
quite
quite
uncomfortable,
in
fact
very
uncomfortable.
E
I
I
was
feeling
rightly
there
for
a
couple
of
days,
but
I
seem
to
have
taken
a
bit
of
a
setback
again
today,
but,
however,
people
will
probably
find
me
a
fairly
resilient.
So
I
don't
hopefully
think
that
you
have
seen
the
end
of
me
and
to
hopefully
I'll
be
out
and
about
in
in
the
not
too
distant
future.
E
That's
number
one
number
two,
following
on
from
the
point
made
by
alderman
wilson
and
while
I
don't
want
to
become
involved
in
in
the
process
by,
I
know
that
it's
it's
an
ongoing
situation,
but
we
laterally
had
quite
a
lot
of
correspondence
in
relation
to
clubs
or
a
club
or
two
clubs
or
whatever
that
were
involved
in
another
part
of
the
borough,
namely
in
in
logan,
and
I
I
read
hundreds
of
emails
with
interest
in
relation
to
that,
and
I
think
that
irrespective
and
I'm
not
taking
any
particular
view
or
side
in
relation
to
that,
but
I
do
believe
that
there
is
a
a
learning
curve
there
in
that
in
that
process.
E
When
I
read
those
emails,
I
would
have
been
concerned
as
to
the
clarity
of
the
this
process,
and
that's
all
I'm
saying
this
will
probably
kick
in
or
is
in
the
process
of
kicking
in
in
other
places
for
other
clubs,
maybe
two
clubs
in
the
one
area
and
the
one
pitch
or
whatever,
that
I
am
I'm
not
commenting
on,
but
I
believe
that
we
need
to
be
ahead
of
the
game
here.
E
I
think
there
is
a
a
a
process
that
I'm
not
sure
is
fully
informed
as
regards
that,
and
I
just
put
that
up
there
as
a
as
a
marker,
I
I
I
think
that
the
you
know
communities
have
interests
in
in
pictures
and
on
clubs
have
interest
and
pitches
and
and
whatever,
but
we
need
to
endeavor
to
get
this
right
as
we
travel
on
this
route,
and
I
I
believe
we
have
it-
just
received
a
bit
of
a
a
timely
reminder
of
a
learning
curve
in
relation
to
all
this
process.
B
B
Okay,
members
of
no
one
else
looking
to
speak
on
this
matter,
so
your
comments
have
all
been
noted
and
officers
may
want
to
pick
and
pick
up
with
you
later
on
on
some
of
those
okay.
Remember
we're
going
to
move
on
to
agenda
item
4
versus
health
and
recreation
report.
Item
4.1,
I'm
going
to
hand
over
to
jonathan.
F
Thank
you
chair
and
a
good
evening.
Members
remembers
the
report
before
you
tonight.
4.1
relates
to
an
event
at
la
call
country
park
officers
received
a
request
from
the
legal
district
improvement
association
and
they
have
proposed
to
run
an
event
on
the
5th
of
december
from
12
noon
to
5
pm
remembers.
The
purpose
of
the
report
is
to
seek
members
approval
to
set
aside
the
the
bylaws
for
this
particular
event,
as
detailed
in
the
report.
F
Just
to
note
also
members
that
the
the
event
that
will
potentially
take
place
will
not
prohibit
the
the
current
activities
at
the
park,
and
that
includes
the
walk-in
trails,
the
the
fishing
and
also
the
the
golf,
but
the
second
member's
approval
and
rational
recommendation.
Thank
you,
chair.
C
Thank
you,
mr
chairman,
happy
to
propose
that
we
accept
the
recommendation.
I
know
the
group
there
take
a
great
interest
in
the
park
and
use
it.
You
know
occasionally
for
events
and
such
like
so
happy
that
we
go
ahead
and
grant
permission.
I'm
separate
to
that,
though
I
know
jonathan
you've
highlighted
a
number
of
bylaws,
but
I
would
just
if
we're
setting
aside
bylaws,
and
so
this
is
a
wider
issue.
C
Mr
chairman
is
supposed
to
relate
to
this
event
and
something
that's
maybe
just
confused
me
out
of
time.
If
we're
setting
inside
by
laws
for
a
particular
purpose
or
raising
so
on
this
particular
occasion,
are
we
setting
aside?
All
of
them
are
just
the
ones
listed.
I
think
that's
one
of
them.
We
need
to
be
clear
about
because
then,
therefore,
that
there
are
new
guidelines
for
the
usage
of
the
park.
C
F
Yeah.
Thank
you.
Thank
you
for
the
question,
certainly
in
relation
to
the
bylaws.
It's
sat
inside
that
particular
bylaws,
not
also
inside
all
by
laws
was
just
the
bylaws
that
potentially
would
pertain
to
that
particular
event.
So
it's
not,
but
all
other
by-laws
would
still
remain
in
place.
G
Oh
yes,
thank
you
very
much
chair
look
as
councillor
cosby
has
proposed,
I'm
happy
the
second
that's
greatly
grouped.
They
use
the
park
a
lot
a
lot
and
have
a
great
heart
for
the
park,
so
it's
very
fitting
and
and
completely
suitable
for
their
event.
I
do
have
a
week
I
sort
of
have
another
week
question
and
I
don't
know
if
it's
for
here
or
now-
I'm
not
quite
sure,
but
it's
in
regard
to
to
using
our
facilities
for
a
function.
Now.
G
This
group
have
come
to
us
and
asked
to
do
this
and
that's
marvelous
and
and
and
wish
them
the
very
best
for
their
their
day
that
they're
going
to
have.
But
I've
had
a
number
of
issues
lately
of
other
groups
using
some
of
our
facilities
and
I'll
give
you
the
example,
namely
the
craig
having
lex
for
fundraising,
and
they
were
charged
higher
for
using
the
paths
around
the
craig
alvin
lex
for
for
a
fundraising
event.
G
So
I'd
like
a
wee
bit
of
clarity
as
to
why
that
was-
and
I
did
ask
the
question
at
the
time
and
I
couldn't
get
around
it
at
all-
and
they
were
charged
a
fee
and
I
think
it's
entirely
unfair
because
it
could
have
just
rocked
up,
let's
be
honest
and
had
their
fundraiser
around
the
election,
and
nobody
would
have
mentioned
it.
And
so
maybe
you
could
get
back
to
me
on
that
one
jonathan,
just
so
that
we're
clear
and
unequal
across
the
board
for
all
events
that
are
running
our
on
our
facilities.
B
H
Yes
sure
thank
you.
It
was
just
really
bad
my
voice
to
the
comments
there
by
councillor
flaherty
and
I
was
at
an
offense
a
number
of
weeks
ago
with
kergaven
lex
for
a
group
that
are
friends
of
primary
school.
So
they
literally
raised
funds
to
fund
the
likes
of
the
literacy
program
or
whatever
in
a
primary
school,
and
they
were
charged
for
using
the
legs
and
they
did
a
litter
pick
before
they
did
a
litter
pick
after
and
they
had
a
massive
amount
of
red
tape
to
go
through.
H
So
it's
really
just
to
make
sure
that
we
are
treating
people
fairly
and
I
do
think
we
need
to
review
that
idea
of
charge
and
the
lex
is
nearly
laughable
given
we
don't
even
know
the
pass,
but
we're
willing
to
check
the
money
off
people
who
want
to
walk
or
run
them.
So
can
I
just
associate
myself
with
that
and
ask
to
be
updated.
Also.
B
Okay,
again,
we'll
note
the
comments
and
I
think
officers
will
come
back
with
with
the
clarification
on
that
counselor
cosby.
You
want
back
in.
C
Thank
you.
I
am
conscious.
This
is
not
the
topic
on
the
on
the
agenda,
but
it
does
raise
pertinent
points
because
I
don't
know
if
any
member
has
actually
seen
what
is
required
of
a
group
in
order
to
get
a
public
facility.
C
It
is
an
enormous
event
plan
and
it
is
very,
very
difficult
to
complete,
particularly
if
you're
working
with
groups,
you
just
want
to
raise
money,
for
you
know
other
charitable
things.
So
maybe
we
should
just
be
furnished
with
what
is
exactly
required
of
a
group
if
they
want
to
use
any
of
our
facilities
that
to
include
the
event,
plans
and
risk
assessment
requirements
and
also
then
fees.
I
do
believe
that
there
is
a
refundable
deposit
also
required
something.
C
My
head
tells
me
it's
up
to
about
2
000
pounds
in
some
respects,
so
certainly
I
know
from
experience
that
has
been
requested,
so
I
would
be
hopeful
that
maybe
we
could
be
furnished
with
all
of
that
information,
and
maybe
that
brought
back
to
this
next
committee
as
an
item
on
the
agenda,
so
we
can
have.
I
B
Yeah,
I
think
that
would
make
sense
for
most
members,
councilor
mcneil.
J
Thank
you
chair
thanks
for
letting
me
in
something
similar
to
councillor
cosby's
question
of
an
organization
we're
running
a
charitable
event.
Would
there
be
a
charge
for
financial
facilities?
Okay,.
B
Unless
one
of
the
officers,
sir
yeah,
I
think
that's
what
we'll
take
that
as
part
of
the
report
and
we'll
get
the
clarification
and
all
of
that
okay,
julie,
noted,
okay,
so
members,
I
have
a
proposer
and
a
seconder
for
that.
So
all
agreed
4.2
christmas
fur
event.
Again:
jonathan
100,
with
yourself.
F
Thank
you
chair
and
again
I
on
the
similarly
into
the
previous
report.
Officers
have
been
contacted
by
the
west
armor
consortium
to
hold
a
christmas
fair
event
at
the
cathedral:
road
recreational
center.
The
the
date
of
the
proposed
event
is
the
12th
of
december
and
it's
8
a.m
to
5
p.m.
And
again,
as
stated
in
the
report,
members
were
asked
to
set
aside
the
the
bylaws
as
detailed
in
the
report
and
if
members
are
happy
to
consider
the
recommendation
happy
to
ask
any
questions.
B
Okay
members:
I
am
fairly
similar
to
the
previous
item,
so
unless
we
have
any
questions,
I
will
need
a
proposal
and
secondary
for
this
mcniel.
What
was
that.
K
Thank
you
chair
good
evening
members
item
4.3
department
for
communities,
access
and
inclusion
programme.
Members
will
be
aware
that
council
is
successful
with
four
access
and
inclusion
and
capital
projects
funded
by
dfc
in
previous
years.
A
second
trunch
of
funding
has
been
made
available
and
preparation
for
this
trunks
potentially
being
made.
Officers
have
investigated
a
potential
project
and,
if
proposed,
that
this
grant
reopens
that
council
will
submit
an
application
for
a
mobile
change
in
places
facility.
K
B
Thank
you
jillian
councillor,
flaherty.
G
Couldn't
find
me
a
button
there?
Sorry,
thank
you
very
much
chair
guys.
Remember
I'm
sure
you
do
not
need
to
hear
me
talk
about
these
toilets
again.
I
am
I'm
just
delighted
with
this
report.
I
am
so
pleased.
I
I
can't
tell
you
how
pleased
I
am
that
you
are
taking
this
forward
in
this
way.
This
is
so
this
is
so
important.
Accessible
toilets
are
an
absolute
necessity.
G
It's
a
necessity.
It's
not
just.
It
is
a
nice
thing
to
do
it's
a
good
thing
to
do.
It's
the
right
thing
to
do
blah
blah,
but
it
is
an
absolute
necessity
for
so
many
people
that
are
living
with
a
disability
and
they
deserve
the
exact
same
access
to
every
single
thing
that
we
do
in
council,
whether
it's
an
event
whether
it's
a
function,
whether
it's
a
sporting
event
whatever
it
might
be,
and
this
will
make
such
a
difference.
So
whoever
gets
the
delegated
authority
for
this.
G
I
will
give
them
the
pen
sign
it
off,
get
this
done
and
let's
hope
and
pray
that
this
funding
comes
honestly
guys.
This
will
make
us
stand
out.
Also,
we
we,
we
really
are
punching
above
our
weight.
I'm
very
proud
of
the
council
have
said
this
before
in
a
number
of
of
council
forms
about
how
well
we
are
doing,
because
you
see
some
of
the
mistakes
that
other
councils
are
making
are
terrific
at
the
minute.
So
I
would
just
honestly
played
with
this.
I
know
you
are
trying
your
best
jillian.
G
I
know
these
are
all
working
so
hard
and
I'm
proud
of
you
for
doing
it,
because
this
really
is
so
important.
I
will
propose
this
100
times
over.
Thank
you.
So
much.
B
Thank
you
councillor
flaherty,
so
we
have
a
proposer,
counselor
tinsley.
A
Yes,
thank
you
chair
and
I'm
delighted
to
be
able
to
second
the
the
recommendation.
I
suppose
jillian
just
really
have
you
any
timeline
as
to
when
we
do
hope
to
have
the
good
news.
K
So
through
the
chair,
thanks
for
the
question
counselor
tinsley,
but
with
no
timeline
as
yet
based
on
previous
years
experience-
and
it
usually
would
be
before
christmas-
that
they
would
come
back
out
because
as
opposed
burn
in
mind,
that
any
funding
received
has
to
be
spent
by
the
end
of
the
financial
year.
And
so
we've
fingers
crossed
that
it
comes
out
soon
and
we'll,
hopefully
be
ready
to
go.
Whenever
the
application
comes
out.
K
B
B
No
problem:
okay,
members,
nobody
has
indicated
to
speak
so
we'll
move
on
we're
on
agenda
item
five,
three
decision
items,
the
first
one
5.1
community
words,
I'm
going
to
hand
over
to
godfrey.
I
I
It's
proposed
that
we
will
host
the
event
within
the
mayor's
hall
and
it
will
be
a
gala
event,
probably
late
january
early
february,
and
of
course
it
will
be
in
lane.
With
the
pha
guidance,
we
will
be
seeking
nominations
from
groups
and
individuals
right
across
the
borough,
and
you
will
see
from
the
body
of
the
report.
There
are
11
different
categories
and
we
probably
think
that's
a
good
balance,
but
we're
open
to
hear
if
there's
any
other
areas
that
we
would
need
to
to
think
about.
I
We
will
be
designing
a
straightforward
application
and
those
will
be
assessed
by
an
officer
panel.
The
budget
implications
are
there,
we
have
fifteen
thousand
within
this
year's
budget,
and
the
executive
office
has
agreed
to
top
that
up.
If
we
require
further
funding
as
well
members.
The
recommendations
before
used
to
agree
to
progress
the
community
awards,
as
detailed
in
the
body
of
the
report.
B
Thank
you,
godfrey
alderman,
wilson,.
D
You
know,
thank
you
anna.
I
think
it's
a
great
idea.
It
has
certainly
been
missed
out
there
in
the
community,
and
I
know
when
I
was
lord
mer
back
in
1718.
There
was
a
number
of
notable
actions
by
the
public
and
I
was
able
to.
It
was
three
awards.
I
delivered
myself
just
through
our
own,
and
I
should
have
been
in
the
murs
office
to
recognize
people's
contribution
to
pacific
life,
and
one
of
them
was
an
emergency
er
capacity
in
the
morns.
D
So
I
think
in
the
absence
that
we've
had
due
to
covet
and
we
I'm
quite
sure
we
will
have
quite
a
lot
of
potential
applicants
to
that
in
particular
scheme
when
it
does
open-
and
I
think
it'll
be
very
popular-
and
I
think
it'll
be
it'll-
be
very
welcome,
because
there
are
a
lot
of
people
who
have
performed
very
selflessly
even
through
covert
through
volunteering
meeting
real
need
out
in
the
community
across
a
whole
range
of
of
areas
and
spectrums.
D
J
B
I
think
members,
if
there
are
any
ideas,
I
think
it
would
probably
make
sense
on
what
godfrey
has
just
said
that
you
put
those
ideas
forward
and
the
final
report
may
be
brought
at
next
month's
committee
meeting
for
signing
off
councilor
cosby.
C
Thank
you,
mr
chairman,
and
happy
with
the
the
content
of
the
report.
I
think
that,
given
the
effort
that
has
went
in
to
cover
response
in
very
unique
circumstances,
the
community
involvement
sector
have
stepped
up
enormously
to
support
those
most
vulnerable
in
the
community,
and
I
think
this
will
be
for
them.
Welcome
recognition
of
the
work,
whether
they
win
or
whether
they
don't
to
be
nominated,
is
also
a
huge
privilege,
and
we
welcome
recognition
that
people
are
saying
we've
seen
what
you
have
done.
C
We
have
been
very
much
appreciated
and
we
want
to
see
you
recognized
in
some
way
and
that
would
be
a
huge
morale
boost
for
many
many
volunteers
who
give
over
their
hours
on
their
days
and
their
weeks
to
give
back
to
those
in
their
own
communities.
C
So
I
I
think
it's
great
that
it's
back
on
the
table
and
thanks
god
for
in
the
team
for
bringing
it
forward,
and
I
look
forward
to
to
seeing
all
of
those
who
deserve
to
be
recognized
and
I
look
forward
to
seeing
them
achieve
the
recognition
that
they
recently
deserve.
Thank
you.
B
A
Thank
you
chair
and
I
I
was
happy
to
also
support
the
recommendation
too.
I
just
want
to
sort
of
point
something
out
that
you
know
if
we
still
are
within
restricted
numbers
that
we
ensure
that
the
those
that
are
nominated,
that
the
majority
of
people
there
on
the
night
is
made
up
from
their
family
and
community
groups,
and
not
you
know,
just
everybody
feeling
that
everybody
else
has
to
be
invited
from
council.
A
This
is
a
night
for
them
and
to
be
recognized,
and
I
would
like
to
ensure
that
those
that
are
nominated
just
because
of
wherever
the
covet,
social
and
and
we
are
probably
still
restricted
under
numbers-
that
they
are
the
priority
for
the
evening
and
that's
them
and
their
community
group
and
family
that's
gets
the
priority.
Thank
you.
E
Spears
chairman,
it's
just
really
to
support
the
initiative
speaking
to
godfrey
about
this,
and
I
mean
I
think
most
of
us
are
aware
as
regards
the
the
potential
that
this
excites
people
out
in
the
community.
E
Understandably,
people
that
have
went
the
second
third
and
fourth
mile
in
a
lot
of
instances
for
whatever
whatever
walk
of
life
they
are
are
in
on
whatever
their
their
their
activity
is
in
supporting
the
community
or
supporting
whatever,
and
it
is
certainly
something
that
has
been
very,
very
meaningful
and
very
well
supported
in
the
past,
and
it's
something
that
that
I
certainly
when
conversation
with
godfrey
last
week
about
it.
E
I
certainly
feel
that,
yes,
it
has
got
a
a
move
and
move
forward
and,
as
regards
the
the
finer
details
of
it,
well,
no
doubt
we'll
we'll
hear
them
on
a
future
occasion.
But
it's
it's
an
item
of
council
business
that
is
very
well
worth
supporting
and
wish
it
well.
Thank
you.
B
Thank
you,
alderman
spears
and
all
members,
I
think,
would
be
agreed
on
this
particular
item
item
5.2
back
over
to
yourself.
God
right.
I
Members,
if
you
just
bear
with
me
for
a
few
minutes,
there's
a
few
things
I
would
like
to
to
take
you
through.
The
original
notice
of
motion
was
agreed
in
march.
2019
and
officers
have
prepared
some
background
information
for
members
around
the
historical
aspects
of
it
and
those
are
included
in
appendix
one
two.
Three
and
four,
the
first
a
working
group
met
on
tuesday,
the
22nd
of
october
2019.
I
Officers
prepared
and
worked
with
the
working
group
and
the
details
are
included
in
the
table
commemorative
public
art,
which
will
be
based
in
logan.
The
exact
location
will
be
determined
in
in
future
meetings.
Commemorative
benches
in
each
of
the
public
parks.
I
However,
in
the
interim
I
am
prior
to
coming
to
committee
tonight,
officers
have
been
doing
further
work
and
particularly
around
the
the
art
piece
and
sculpture,
and
we
feel
that
there
will
be
a
full
budget
required
of
around
90
000
pounds.
Our
recommendation
would
be
to
agree
that
with
members
tonight
and
that
would
be
put
in
as
a
budget
pressure
for
a
one-off
item
not
included
within
department
budgets.
I
I
B
Thank
you,
godfrey
okay.
I
remember
his
unconsciousness
was
actually
discussed
by
the
working
group
and
I
think
this
is
the
outworkings
of
it.
So
members,
unless
we
have
questions,
I
will
need
a
proposer
and
secondary.
B
B
No,
that
was
just
clarification
around
where
it
goes
to
next,
but
I
need
a
proposer
and
a
secretary
to
for
this
decision
tonight
and
I
propose
country
mcnail.
Thank
you
so
proposed
alderman
twable.
Thank
for
you.
Are
you
happy
to
second
yeah?
Okay,
thank
you.
Thank
you.
Okay,
members.
5.3
is
the
art
project
at
core
korean
and
I
think
it's
alison
who's
going
to
deal
with
this
allison
over
yourself.
L
Good
evening
members,
the
report
before
you
tonight
is
concerning
a
diversionary
art
project
at
a
bus,
shelter
in
corcoran,
and
the
recommendation
is
that
members
agree
tonight
to
the
proposed
project,
including
artwork,
on
the
council-owned
corcoran
bus
shelter,
and
also
to
give
delegated
authority
to
the
strategic
director
to
approve
the
artwork
prior
to
commencement,
and
this
will
be
subject
to
consultation
with
porterdine
dea
members,
just
a
bit
of
information
for
members
that-
and
this
project
has
come
about
as
if
I've
been
brought
to
the
attention
of
the
council.
L
Pcsp
team
of
increasing
incidents
of
anti-social
behaviour
in
the
immediate
area
of
the
procurement
estate
on
the
surrounding
woodlands
area
and
in
order
to
help
reduce
these
incidents
and
promote
positive
engagement
with
the
young
people
who
are
involved.
The
pcsp
are
proposing
this
art
project
with
the
community
and
with
young
people.
It
will
also
include
a
number
of
issue-based
workshops
and
the
north
project
on
the
bus,
shelter
and
for
members
information.
The
map
for
the
bus
shelter
is
located
in
your
in
your
report
as
well.
L
A
decision
is
required
tonight
in
order
to
commence
commensurate
out
the
artwork
as
it
is
a
council-owned
bus
shelter
in
order
to
complete
the
artwork
on
this
property,
and
there
will
also
be
consultation
with
residents
who
live
close
by
as
well
as
the
borderline
dea
members.
L
So
members
to
recommend
it
tonight
that
you
agreed
to
the
proposed
project,
including
your
artwork,
on
the
shelter
and
also
that
you're
content
to
give
a
delegated
authority
and
just
to
note
as
well
that
we
there's
been
a
previous
project,
similar
project
carried
out
and
kelly,
the
main
escape
a
number
of
years
ago,
which
was
very
successful
not
only
in
improving
the
look
and
appearance
of
the
bus,
shelter
we've
had
increased
sorry
decreased
reports
of
graffiti
above
the
particular
site,
along
with
decreased
incidence
of
criminal
damage,
and
a
number
of
the
young
people
involved
in
that
project
also
went
on
into
other
mainstream
youth
provision,
and
that
would
be
our
hope
for
this
project
as
well.
B
Thank
you,
allison
country
cosby.
C
Thank
you,
mr
chairman,
and
thanks
alison
for
bringing
this
forward
allison.
I
do
remember
and
recall
the
killer
command
project
very
well.
I
also
recall
being
at
the
launch
of
the
dvd
of
that
program
project
as
well,
of
which
I
believe,
there's
still
a
copy
somewhere
in
my
office,
but
just
to
say
any
work
that
can
be
done
in
this
area,
particularly
at
this
point
in
time,
is
welcome.
C
I
would
be
surprised
if
any
dea
member
in
porter
down
has
not
one
stage
or
another
being
contacted
about
graffiti
in
this
bus
shelter
which
just
sits
outside
the
old
community
center
opposite
now.
The
corcoran
shop
units
that
have
just
been
redeveloped
on
the
social
investment
fund
for
the
residents
group
there.
So
I'm
happy
to
propose
the
recommendation.
1400
pounds
for
the
engagement
and
for
the
artwork
is
quite
a
small
amount
of
money.
C
If
it
can
go
some
way
to
stemming
the
flow
of
money
that
has
to
be
paid
to
remove
whether
it's
an
appropriate
graffiti
or
whatever
in
that
bus
shelter,
because
it
is
heavily
used,
it's
on
the
school
bus
route,
it
is
on
the
main
bus
ride
into
the
town
center
as
well,
for
our
older
residents
and
and
some
of
the
profane
things
that
they
have
had
to
endure
at
that
site
are
unpleasant,
and
hopefully
we
can
bring
some
life
to
it
in
a
much
more
modern
way
so
happy
to
do
that.
C
Happily,
support
that
and
wish
those
involved
in
the
program.
Well,
thank
you.
G
Yes,
sir,
happy
more
than
happy
to
second
fully
concur
with
what
counselor
cosby
has
said,
particularly
with
respect
to
quickly
and
also
just
as
alice
in
herself
referred
to,
with
respect
to
the
the
very
successful
project
in
kilikavian,
and
that
was
what
was
wonderful
for
the
kids
there
and
it's
a
great
success
and
for
1400
honestly
when
you
think
of
what
what's
spent
otherwise.
G
B
Thank
you.
So
we
have
a
segment
councilor
michael
ralph,.
M
Sure,
and
thank
you
allison
for
for
the
report,
delighted
to
see
this
on
the
agenda
tonight
brought
this
to
patricia's
attention
a
couple
of
months
ago
and
has
morphed
slightly,
maybe
from
then,
but
absolutely
delighted
and
endorsed
other
speakers.
What
they've
said
I
know
they
excuse
me.
The
bus
shelter
had
been
repainted
there
recently
and
then
graffiti
again,
so
it's
it's
totally
appropriate.
M
I
suppose
the
only
the
only
thing
that
the
group
in
there
would
would
would
have
liked
to
seen
would
have
been
the
work
done,
post
halloween
allison,
but
we
are
where
we
are
and,
as
I
say,
I
really
really
appreciate
you
bringing
this
through
in
the
pcsp
for
for
funding
an
excellent
project,
look
forward
to
seeing
it
being
completed.
Thank
you,
chair.
B
Thank
you,
councilor
michael
roth
and
councilor
tinsley
yeah.
A
Finally,
chair
just
wanted
to
also
add
my
my
you
know.
I
think
it's
a
fantastic
project
for
the
area
having
been
involved
with
the
young
people
that
got
involved
in
the
killigamine
project.
I
was
so
proud
of
them
and
the
ownership
that
they
took
the
the
snow
was
on
the
ground.
They
were
freezing
cold
and
it
just
they
were.
A
I
was
just
so
proud
of
the
fact
of
the
ownership
that
they
took
and
do
anybody
touch
that
bus
shelter
now
in
terms
of
paint
graffiti
anything
you
know
they'll,
you
know
it's
just
it's
they've
all
took
ownership
off
it
and
it's
a
fantastic
project.
A
I
would
also
alison
ask
if
it
could
be
investigated
that
the
current
underpass
that
we
have
massive
problems,
the
amount
of
money
that
I
have,
we
as
a
council-
have
been
paying
and
to
get
graffiti
removed
constantly
off
under
certain
of
the
current
underpasses,
not
all
of
them,
but
there's
a
number
of
them,
and
I
know
you're
shaking
your
head
because
there's
always
the
same
ones
crop
up
each
time
and
I
think
it
would
be
a
project
if
we
could
possibly
investigate
this
something
similar
in
the
future.
A
For
for
there,
because
the
amount
of
money
that
it's
costing
us,
I
think
something
like.
Is
it
600
pounds
per
cleanup?
I
think
was
quoted
to
me
at
one
stage
and
I
know
one
and
underpass
in
particular,
I've
got
to
clean
four
times,
which
is
nearly
double
the
budget
that
this
has
actually
cost
them.
A
So
if
we
could
possibly
take
a
we
look
at
that
and
just
and
and
what
I
would
also
ask
for-
is
that
if
the
same
young
people
get
involved
and
take
ownership
and
corcoran
is
what
has
in
kiligaming
that
we
ensure
that
there's
some
kind
of
a
recognition
event
for
those
young
people,
even
if
it's
just
having
a
pizza
with
the
mayor
or
something
like
that.
A
I
know
I'm
going
down
the
road
right
here,
a
wee
bit
because
I
haven't
even
started
the
project,
but
I
want
to
ensure
that
those
young
people
that
take
ownership
off
it
are
actually
recognized
for
what
they
do
and
especially
if
they
get
involved.
The
way
the
killigami
and
young
people
did.
Thank
you.
Allison.
B
Thank
you,
members
of
another
two
speakers
on
this
alderman
spears.
E
Chairman
just
following
on
from
what
I
said,
I
mean,
I
know
the
bus,
shelter
in
question
and
indeed
have
traveled
out
that
road
on
occasions
and
seen
some
of
the
the
graffiti
that
has
been
referred
to.
E
I
want
to
mention
another
bus
shelter
in
a
similar
vienne
in
bunker
hill,
the
main
street
near
street
in
town
in
market
hill,
there's
a
bus,
shelter
there
that
has
been
absent
off
any
glass
in
it
for
for
some
time
now
it
was
subject
to
some
vandalism
in
in
the
past
and
it
has
a
consequence,
the
the
plastic,
and
it
is
a
an
odd
shell,
boss,
shelter.
It
hasn't
been
restored
again.
E
So
I
would
appreciate
if
there
was
some
effort
made
in
terms
of
working
with
the
psni
and
others
with
a
view
to
having
that
one
appropriately
restored,
there's
a
lot
of
a
citizen,
senior
citizens
who
use
it
as
a
as
a
as
a
means
of
a
waiting
on
the
bus.
But
it's
not
it's
at
this
moment
in
time.
It's
not
much
of
a
shelter
put
it
that
way.
B
B
You,
okay
members:
I
need
a
proposer
and
a
seconder
to
go
into
committee.
B
Councillor
tinsley
counselor,
michael
roth,
thank
you.
Okay
members
and
online
viewers.
In
accordance
with
schedule,
6
of
the
local
government
act.
We
will
now
be
moving
into
a
confidential
session
of
the
council.
This
means
that
we
will
be
turning
off
the
public
feed
of
the
meeting.
This
will
be
returned
when
the
meeting
is
restarted.
Can
I
ask
the
ict
office.
B
One
session
thumbs
up.
Thank
you.
Okay,
members,
agenda,
immediate,
is
any
other
relevant
business.
I
have
only
received
one
item
and
within
a
lot
of
time,
and
that
is
from
counter
nelson
regarding
fireworks.
H
Thank
you
chair,
and
it's
just
really
in
relation
to
the
firework
display
for
gavin
lex
and
I'll
start,
just
by
obviously
commending
the
staff
for
the
manner
in
which
they
dealt
with
some
of
the
issues
at
the
firework
display
last
week,
and
some
of
the
the
reasoning
behind
the
the
lateness
of
the
night
was
was,
you
know
totally
out
of
our
hands,
and
yet
our
staff
pulled
off
an
absolutely
brilliant
event
and
possibly
think
it
was
some
of
the
greatest
numbers
we've
had
of
late,
and
I
chose
just
to
not
attend
the
event.
H
Given
that
we
had
purchased
some
of
the
higher
aerial
style
fireworks
and
I
was
able
to
see
it
from
my
home
nearly
five
miles
away
from
the
lex
or
four
anyway
so
and
just
want
to.
Firstly
applaud
staff
for
the
monitor
in
which
to
pull
the
event
off
for
how
they
handled
a
number
of
other
reissues
as
well.
But
I
think
what
it
did
demonstrate
was
just
the
lateness
of
the
event
and
the
event
is
scheduled
for
8
p.m.
H
And
then,
with
the
issues
that
happened,
it
had
to
be
postponed
then
to
8
45
p.m.
So
if
something
like
that
ever
happened
again,
we
you
know
8
45
pm,
that's
very
late.
We
still
had
really
good
turnout,
but
I
imagine
that's
down
to
the
fact
that
mummies
and
daddies
had
made
promises
that
they
couldn't
forgo
at
such
a
late
stage.
So
I'm
sure
I
would
like
to
propose
that
we
refued
the
time
of
the
firework
display.
H
It
would
be
my
view
that
we
refer
to
bring
it
forward
to
7
p.m,
but
I'm
happy
to
hear
the
thoughts
of
officers
and
any
other
stakeholders
in
that,
but
for
now
I
would
just
propose
and
that
we
refuse
the
timing
with
a
few
to
making
it
earlier,
because
I
think
that
would
suit
families
and
children
much
more
than
an
epm
start,
never
mind
the
fact
that
it
doesn't
really
allow
for
issues
to
happen
and
then
pushes
it
to
towards
9pm,
which
is
very
linked.
B
I'm
yes,
I'm
not
sure
we
need
to
make
out
a
formal
proposal
in
second.
I
think
officers
may
well
want
to
bring
that
forward.
Alderman
wilson,
I
had
rece
is
this
on
the
same
matter,
because
I
had
received
requests
from
you,
but
it
was
well
outside
the
a
lot
of
time
and
I'm
in
in
terms
of
furnace.
I
cannot
accept
that
because
I've
already
turned
down
other
members
for
that.
So
unless
this
is
on
the
cm
item,
it
will
not
be
accepted.
B
D
It
was
just,
but
during
my
time
and
chairmanship-
and
I
respect
your
decision
you're
the
chair-
you
can
do
that,
but
I
always
enjoyed
the
fact,
we're
elected
reps
and
we
can
bring
things
to
the
table.
This
was
handed
to
me
quite
late
and
I'm
at
your
mercy.
I
feel
I
can't
raise
it,
but
it
sticks
on
me
a
wee
bit
to
him
it's
an
important
issue
for
for
my
area,
but
I
will
present
it
to
the
relevant
officer
or,
alternatively,
invite
your
leniency
I'll
leave
it
up
to
yourself.
B
In
terms
of
fairness
and
consistency,
I
cannot-
and
I
am
not
underestimating
the
importance
to
you,
but
I
would
remind
all
members
if
you
deem
it
so
important.
Please
get
the
item
in
before
12
o'clock.
We
all
know
this
at
this
stage.
Jonathan,
do
you
just
want
to
come
back
in
on
the
aob
from
councillor
nelson.
F
Thank
you
thank
you,
chair
and,
firstly,
I
thank
councillor
announcement
for
her
caring
comments
in
relation
to
the
officers
he
organized
and
executed
the
the
event
on
the
evening.
Certainly,
I
have
asked
the
officers
for
a
post
project,
our
post
event
review
and
we
are
happy
to
take
counselor
nelson's
comments
on
board
in
relation
to
the
annie
potential
revision
of
the
start
time
for
the
event
for
potentially
next
year.
N
Just
very
bring
feature
just
on
the
fireworks
on
back
of
the
comments
by
country.
Nelson,
I
think,
was
probably
the
best
fireworks
display
that
there's
ever
been
at
the
lakes
and
that's
maybe
a
small
part
due
to
the
where
people
are
stumbling
down
the
ledger
center
and
the
new.
You
know
the
new
promenade
down
down
the
lake
and
whatever,
and
but
I
think,
how's
it
congratulated
in
particular-
and
I
do
apologize
his
name
is-
gives
me
the
guy
from
the
golf
course
center.
He
really
looked
after
the
event
on
the
evening.
N
I
thought
it
went
extremely
well,
given
all
the
problems
during
the
day
jonathan.
I
know
you
have
quite
a
few
headaches
when
it's
going
to
come
to
written
books
to
come
across
that
come
across
with
me
and
I'm
not
particularly
congratulate
officer
jonathan.
I
would
just
you
know,
caution,
israel
and
and
earlier
time,
because
I
do
know
there
is
a
period
on
a
thing
over
at
russia
that
comes
over.
You
know.
F
N
The
fireworks
as
well,
I
know
that,
starts
up
at
half
six
and
I
think
if
you
push
it
back
an
hour,
then
you've
been
talking.
They
would
have
to
leave
the
rushmere
from
but
half
phase,
which
is
supposed
to
let
a
lot
of
families
get
home
from
work
and
get
ready
and
get
out
as
well.
If
they're,
partaking
and
they're.
F
N
N
Expansive
event
and
they
put
across,
but
I
think
this
year
it
was
particularly
great
and
people
were.
I
think
that
I
had
to
be
hiding
about
it
again,
and
I've
been
on
holiday
after
a
couple
of
years,
and
certainly
the
feedback
has
been,
has
been
excellent,
and
probably
one
of
the
best
fireworks
affairs
that
I've
ever
seen
anywhere
and
so
just
to
pass
on
jonathan
thanks
to
you
and
given
all
the
problems
that
you
had
on
the
day
and
the
staff
athlete
and
everybody
involved
in
making
such
a
such
a
spectacular
event.
B
Thank
you,
counselor
baxter,
and
I'm
told
it's
tony
hammel
and
kenny
rushton,
the
two
names
that
were
most
involved
in
bringing
the
event
and
to
us,
so
those
comments
are
are
very,
very
much
welcome
and
I
would
concur
completely
with
them.
Okay
members,
if
I
have
no
other
comments
on
that-
and
I
want
to
thank
officers
and
members
and
for
attending
tonight
and
to
those
in
the
chamber
save
home
and
to
everyone
else,
a
good
night.
Thank
you.
