Thanks,
mr
chairman,
counselor
tensley
apology.
Thank
you.

H
I
I
I
I
A
At
the
at
present,
we
are
employing
four
teachers
and
conductors
and
two
classroom
assistants.
The
conductors
are
the
teachers
who
provide
conductive
education.
They
call
us
the
conductors
the
teachers
the
conductors
are
also
recognized
teachers
in
northern
ireland
by
the
general
teaching
council
conductive
education
approaches
a
physical
disability
from
an
educational
rather
than
a
treatment
perspective,
and
this
program
was
that
developed
by
a
professor
down
on
rashfedore
in
1945
in
hungary.
A
Conductive
education
aims
to
develop
the
skills
and
abilities
of
children
with
motor
disorders,
to
enable
them
to
participate
in
mainstream
education
and
or
achieve
their
optimum
potential.
Professional
input
comes
from
the
individual.
The
conductor,
who
takes
the
child
through
a
whole
range
of
processes
connected
with
development,
close
and
active
parental
environment
involvement,
is
an
important
feature
of
the
system
and
the
bodybuilder
school
is
the
only
conductive
education
school
in
northern
ireland.
A
A
They
are
new,
distinct
professionals
whose
training,
experience
and
methods
of
working
are
unique
to
conductive
education.
This
is
just
a
couple
of
pictures
of
our
children
working
in
the
school.
As
you
can
see,
we
are
also
working
in
the
mother
and
toddler
group
and
we
are
teaching
the
parents
how
to
work
with
their
children,
how
to
help
them
at
home.
A
A
Inspections
carry
inspection
carried
out
for
the
department
of
education
in
february
2013
by
the
training
inspectorate,
and
it
concluded
extremely
positively
in
the
areas
inspected
in
this
school.
The
quality
of
education
is
good
and
the
pastor
of
care
is
outstanding.
The
inspector
the
inspection
team
recommended
collaborative
working
with
education
and
library,
boards
and
department
of
education.
A
The
school
was
inspected
again
in
december
2020,
with
excellent
inspection
reporter
kim
and
now
I
would
like
to
introduce
mrs
lisa
mckay
one
of
our
past
pupils
who
actually
came
to
school
today
and
walked
in
and
walked
up
to
flights
of
stairs
all
by
himself.
J
J
Our
input
from
the
national
health
was
pretty
minimal
and
that's
when
we
discovered
body
bear
their
all-encompassing
approach
and
the
hard
work
and
the
dedication
of
the
conductors
have
enabled
dango
to
reach
his
maximum
potential.
From
that
10
month
old
baby,
he
attended
buddy
bodybuilder.
He
had
a
very
bleak
future
and
we
were
told
he
would
suffer
from
a
wide
variety
of
disabilities
and
now
he's
four
years
old,
and
he
can
do
everything
that
your
average
four-year-old
can
do.
J
A
team
attends
mainstream,
preschool
and
he's
just
a
credit
to
the
staff
of
buddy
bear
who've.
Given
him
a
set
of
skills
that
are
going
to
last
him
a
lifetime,
and
so
there's
nothing
else
out
there
like
buddy,
bear
there's
nothing
that
compares
to
it
and
their
approach
of
not
only
educating
our
children
but
also
providing
them
with
all
their
much
needed
therapies.
All
in
the
one
place,
and
it
enables
the
children
to
reach
their
full
potential
and
and
gives
them
hope
for
the
future
and
also
gives
their
parents
hope
for
the
future.
J
So
it's
only
right
that
this
service
should
be
available
to
all
children,
so
they
can
have
the
same
rights
and
access
to
services
that
every
other
child
has
and
your
support
and
helping
to
continue
and
expand.
This
service
will
be
greatly
appreciated,
so
that
others
should
find
themselves
in
the
same
position
that
we
were
in
four
years
ago
can
also
have
that
hope
for
the
future,
and
I
think
eldi's
going
to
show
you
a
short
video
now
of
just
what
the
school
is
like.
So
thank
you
very
much.
H
That's
all
under
this
roof
it
gives
not
only
parents
hope
it
gives
the
kids
an
opportunity
to
deliver
on
their
own
capabilities,
because
inside
it
doesn't
matter.
If
you're
born
with
cerebral
palsy,
you
have
the
ability,
you
might
have
a
disability,
but
you
have
the
ability
inside
you
to
be
whatever
you
want
to
be.
G
K
And
we
came
to
the
school
and
we're
instantly
inspired
and
coming
to
the
school.
We
did
then
start
to
feel
a
wee
bit
of
hope
and
that
will
work
on
them.
I'm
forever
grateful
that
we
discovered
bodyburn
and
all
the
staff
in
the
school
are
absolutely
amazing,
and
we
genuinely
know
that
they
have
her
best
interests
at
heart
and
they're
also
always
considered
a
large.
L
L
G
G
The
education
authority
didn't
have
bus
in
any
way,
so
he
would
have
been
going
to
school
and
they
are
dead
that
he
was
offered
would
have
been
much
time.
The
lady
basically
going
into
getting
it
and
not
anything
else,
and
so
with
bodybuilder
we'd
be
completely
lost
without
them,
and
it's
taken
them
on
a
lot,
and
I
just
think
it's
all
down
to
conductive
education.
We've
lost
without.
A
D
I
think
you
certainly
managed
to
to
do
some
justice.
No
thank
you.
Brandon
I'll
deal
with
I'm
lisa
for
that
fantastic
presentation
and
for
all
of
the
incredible
work
that
you
have
been
doing
at
the
buddy
bird
trust.
It
really
is
outstanding
on
superb
members.
Do
we
have
any
questions
or
comments
for
our
presenters
here
this
evening,
see
a
number
of
hands
up.
Counselor
michael
lyndon,.
M
Thank
you
sure,
and
thank
you,
brandon
and
mrs
various
first
of
all,
I'd
like
to
congratulate
you
and
command
of
the
work
you're
doing
with
the
children,
with
the
cerebral
palsy
at
fantastic,
fantastic
work
and
date
within
the
community.
Just
one
question
brandon:
how
many
kids
do
you
have
in
your
school?
Thank
you.
A
25
children
at
the
minutes,
but
we
could
accommodate
more,
unfortunately,
our
because
of
the
money
we
can't
employ
any
more
conductors.
There's
more
children
would
like
to
come
and
more
children
would
like
to
come
from
further
away.
That's
very
belfast
and
we
are
planning
to
open
new
centers,
but
our
resources
are
very
limited
and
therefore
there
are
some
at
least
three
children
who
are
traveling
up
from
dairy
twice
a
week
every
week
and
the
parents.
Parents
are
willing
to
make
that
sacrifice
at
the
minute.
M
I
If,
if
you
can
write
a
letter
of
support
to
the
education
minister,
we're
going
to
ask
all
the
councils
to
do
that,
because
this
particular
particular
council
and
mid-ulster
really
made
the
hungarians
feel
that
conductive
education
would
be
welcomed
here
and
thanks
be
to
god.
We
took
it
home
and
a
lot
of
hard
work
and
raising
the
money.
A
Sorry,
brandon
with
this
school
everything
happens
under
the
same
roof,
so
children
get
their
therapist,
they
are
moving,
stretching
learning
to
walk
toilet
trail
and
they
also
follow
the
northern
ireland
curriculum.
So
it's
all
all
incorporated,
so
children
don't
have
to
go
to
different
places
to
different
therapies.
A
D
Yeah,
so
there
is
an
integrated
approach.
No
absolutely
absolutely
brandon
you've
requested
a
letter
of
support.
I'm
happy
as
chair
to
propose
that
we
we
pull
together
a
lot
of
support.
I'm
sure
the
committee
will
be
will
be
agreed
and
conscious.
Magellan.
You've
asked
him
back
in
just
okay,
no
problem
at
all
and
with
another
speaker,
then
alderman
twybel.
N
Yes,
thank
you
very
much
indeed,
mr
chairman,
and
really
to
say
first
of
all
that
brendan
and
I
go
back
a
long
long
time
and
I
have
always
remained
absolutely
amazed
at
the
work
that
he
and
his
team
have
done
and
are
doing
in
their
school
and
as
I
say,
we
went
back
to
the
old
education
days
and
I
certainly
have
always
not
just
been
amazed
but
have
been
fully
in
support
of
the
work.
So
I'm
happy
that
you
have
made
the
suggestion
already
that
we
write
a
letter
of
support.
N
With
that
effort,
so
I
just
want
to
say
thank
you
again
to
brandon
and
his
team.
It's
another
lovely
opportunity
to
see
him
in
the
flesh
and
wish
him
well
in
his
wonderful
project.
So.
I
I
I
I
If
you
talk
to
lisa-
and
she
took
more
time
to
tell
you
one
of
the
things
any
young
woman-
that
she
has
a
baby
she's
hoping
that
everything
is
great
and
then
when
things
don't
turn
out
and
people
say
well,
we'll
get
your
help,
then
the
need
to
get
it
as
soon
as
possible,
not
at
a
later
stage
and
with
lisa.
She
was
lucky
to
get
the
wee
boy
over
and
he
used
to
annoy
me
by
saying
that
he
was
the
hulk
and
I
was
superman,
but
he
was
stronger
than
me.
A
Early
intervention
is
very
important
and
we
start
as
early
as
we
can
before
those
contractors
set
and
need
for
operation.
So
children,
our
aim
is
not
to
hold
the
children
until
they
are
19
years
of
age,
because
that's
how
long
they
can
stay.
Our
aim
is
to
to
integrate
them
back
into
society
into
normal
class
inclusion
and
a
meaningful
inclusion
not
to
push
the
children
in
with
wheelchairs
and
doubly
disable
them,
but
to
make
them
to
be
in
that
teach
them
to
be
independent
and
they
can
actively
participate
in
any
classroom.
B
B
Not
often
we
get
such
a
heartfelt
presentation
and
most
of
our
committees
to
be
fair.
I'm
not
linger
because
I
know
you're
the
letter
that
the
church
proposed
has
been
second,
that
I've
been
more
than
happy
to
do
so,
but
I
just
wanted
to
say
when
I
have
a
limited.
B
Unfortunately,
a
limited
amount
of
lived
experience
of
this
and
a
huge
amount
of
personal
empathy
with
you
and
your
staff,
and
I
know
a
number
of
local
families
and
children
who
have
really
benefited
from
your
school
and
the
love
and
support
that
they
get
there
you're
right
there.
What
you
just
said
it
is.
It
is
a
fight
from
the
minute
they're
born,
sometimes
from
before
it.
It
is
a
fight.
It
shouldn't
have
to
be
such
a
fight
all
the
time,
but
unfortunately
it
is
so.
B
B
D
O
Thank
you
chair
thanks
for
bringing
me
in
and
to
brandon,
it's
good
to
see
you
again
brent
and
albert,
albeit
virtually
when
I
first
came
onto
the
council
in
2011.
I
think
the
first
email
that
I
got
in
the
first
phone
call
possibly
was
from
brenton
highlighting
the
the
bodybuilder
trust,
and
I
think,
you've
really
literally
george
salvage,
was
a
very
big
help
at
that
time
and
promoted
every
opportunity,
but
and
really
it's
down
to
people
like
yourself
that
we
have
and
these
facilities
and
just
to
be
associated.
Really.
O
I
have
no
questions
just
to
be
associated
with
the
comments.
That's
come
from
across
the
house
tonight.
There
was
nothing
heads
when
we
talked
about
a
letter
going
to
the
minister,
absolutely
you
know
where
she
and
doing
that,
just
to
you
and
your
team
and
keep
up
and
the
good
work
that
you've
done
for
so
many
years
and
always
brought
whatever.
I
think
everybody,
and
this
knows
about
buddy,
bear
because
of
the
work
you
do
in
the
promotion
that
you
do
around
it.
O
So
it's
good
to
see
you
again
keep
up
the
good
work
and
certainly
you'll
certainly
have
support
and
from
these
pensions
and
here
tonight.
Thank
you.
Thank
you.
D
Thank
you,
councilor
baxter,
alderman
spears,
you've
indicated.
P
I
just
want
to
say
brandon
good,
to
see
you
again
not
really
in
the
flesh,
but
I
can
see
you're
looking
well,
I
a
long
time
discussions
with
you
about
this
project
in
many
many
years
ago
was
always
happy,
then,
to
support
it
equally.
P
Happy
now
to
support
you
in
your
endeavors
there's,
no
one,
probably
in
northern
ireland,
indeed
further
afield
as
give
as
much
dedication
and
commitment
and
time
to
a
project
than
yourself,
and
I
would
commend
you
for
it,
and
I
certainly
wish
you
well
and
thank
you
for
your
endeavors
in
the
on
behalf
of
those
that
have
benefited
from
it,
and
I
know
that
there
have
been
many.
P
I
So
well,
thank
you.
Thank
you
very
much.
Thank
you
very
much.
I
would
love
some
of
you
to
come
down
to
the
school
and
see
the
school
and
see
the
children.
God
bless
some.
When
you
see
a
child.
Take
the
first
step,
it's
absolutely
magic
and
there's
30
55
born
every
year,
there's
actually
359
children
in
our
education
system,
and
I
don't
know
what
help
they're
getting
but
as
they
get
older,
they
get
stiffer
and
they
get
less
mobile.
I
D
So
maybe
that's
something
that
we
can
look
into
as
well,
unfortunately,
and
we're
at
the
end
of
the
time
allocated
for
the
presentation,
but
thank
you
so
much
from
the
bottom
of
our
hearts
for
giving
up
your
time
this
evening,
giving
us
an
insight
into
your
important
work.
Thank
you.
Thank.
Q
Chair
on
good
evening
members
members
report
3.1
relates
to
social
value
of
council,
claire
parks
and,
again
members.
The
detail
is
within
the
reports
and
again
previously,
members
would
have
asked
in
relation
to
council's
procurement
process
in
relation
to
including
clauses
around
social
values
and
our
contract
works
remembers.
The
report
before
you
tonight
is
an
update
in
relation
to
one
such
an
initiative
that
officers
have
taken
those
comments
on
board
and
included
social
values
in
this
particular
contract.
Q
Q
There's
also
been
an
extensive
amount
of
engagement
through
charity
and
community
events
on
site,
as
well
members.
So
again
the
details
within
the
appendix
to
the
report.
I
also
would
just
like
to
mention
to
members
that
officers
put
forward
this
initiative
to
one
of
the
opportunities
in
terms
of
awards.
Q
Abc
council
has
been
shortlisted
as
a
finalist
in
relation
to
the
go
awards
in
terms
of
social
values
in
the
public
sector
procurement
process
and
under
the
recognition
award
frame,
and
that
is
being
held
on
the
5th
of
april,
so
chairs
just
ready
to
update
members
in
relation
to
social
values
in
one
of
our
contracts.
Thank
you
sure.
D
R
O
R
Sure
yeah,
the
the
problem
or
the
challenge
this
year
for
the
organizers
is
the
limited
numbers
and
there
would
have
been
more
places
available
in
in
previous
years,
but
unfortunately
we're
very,
very
limited
in
terms
of
numbers.
So
we
really
have
two
tickets
per
entry
plus
two
tickets
for
council
and
the
chief
executives
tickets
are
separate
side
and
the
chief
executive
gets
one
ticket
for
himself
and
his
wife.
So
unfortunately
that's
that's
the
the
quota
that
we
have
at
this
moment.
In
time.
Sure.
D
D
D
R
Nature
on
item
four
point:
I
think
it's
4.3
4.2
sore
budget
paper
members
you'll
see
the
details
in
front
of
you
there.
It
basically
shows
the
program
commitment,
a
budget
of
6.5
odd
million
and
we
have
committed
6.568
million
and
we
have
spent
6
million
148
pounds
868
pence.
R
D
R
Members,
if
we
could
just
take
you
through
some
of
the
detail
in
terms
of
the
the
community
awards.
Basically
this
is
to
recognize
groups
within
the
the
21
22
year,
who
have
made
an
outstanding
and
a
value,
valuable
contribution
to
community
life,
and
the
community

haven't
taken
place
since
2018..
R
The
deadline
happened
and
we
have
assessed
the
applications,
and
that
was
done
through
an
independent
panel
of
council
officers
and
the
applications
have
been
moderated
as
well.
Filming
commenced
the
last
week
of
february,
with
the
groups
and
footage
is
currently
being
finalized.
At
this
stage.
For
the
shortlisted,
individuals
and
groups,
every
group
or
individual
nominated
will
receive
a
recognition
certificate
and
the
outstanding
calgary
winner
will
receive
the
same
bespoke
piece
of
pottery
from
kiera
campbell
ceramics
that
that
award
winners
have
received
in
the
past
the
top
three
groups.
R
D
Thank
you,
godfrey
alderman,
wilson,
you've
indicated.
D
Problem,
we
will
do
alderman
wilson,
councillor
mcelrath.
E
Thanks
chair
just
to
declare
an
interest
in
the
the
award
committee
awards
element
as
ymca
ported
down
has
been
shortlisted.
Thank
you.
D
No
problem,
thank
you
councillor.
Cosby
members.
There
are
no
other
lights
on
that
item,
so
alderman
wilson.
If
you
want
to
come
in
then
on.
S
My
correspondence-
I
was
just
I
had
raised
the
point
last
month
in
terms
of
those
sports
clubs
using
council
facilities
and
potentials
around
future
uses
and
leasing
arrangements,
and
I've
had
a
good
scan
of
three.
But
I
don't
see
it.
Mentioning
jonathan
was
maybe
trying
to
get
me
earlier
and
I
wasn't
available
to
take
the
call,
but
I
would
just
if
a
wee
update
could
be
sought
on
that,
because.
D
Yeah
sorry,
wilson,
item
number
6.7
and
confidential
this
evening
will
be
discussing.
You
can
confirm
with
me
when
the
confidential
section
of
this
meeting
can
proceed.

B
Thank
you
very
much,
sir.
I'm
not
linger
because
then
we've
had
a
long
and
long
enough
week,
discussion
there
and
I
have
spoken
briefly
to
officers
just
in
advance
of
this
meeting,
but
it
was
really
just
to
highlight
the
fact
that
actually
it
was
this.
B
It
was
this
day
last
year,
this
time
last
year,
when
I
first
raised
the
possibility
of
providing
a
skate
park
on
behalf
of
some
of
the
young
people
here
in
the
poor
down
area-
and
I
don't
want
them
any
more
than
they
do
want
to
be
traveling
too
far
further
afield
to
take
part
in
and
what
they're
very
passionate
about
and
very
talented
actually
to
be
perfectly
ashamed.
B
But
I
do
understand
some
initial
work
has
taken
place.
Jonathan,
and
I
know
that
part
of
that
is
sort
of
scoping
areas
out
and
hunting
for
fun.
But
I
really
have
to
stress
this.
I
don't
want
this
to
be
seen
as
an
impossible
dream
for
these
these
teenagers,
and
perhaps
we
all
need
to
get
our
skates
on.
B
If
you'll
excuse
me
that
after
the
night,
I've
had
it
we'll
just
bang
that
just
actually
just
put
that
to
say,
but
we
do
need
to,
I
think
we
do
really
need
to
make
these
guys
feel
included
unrepresented.
We
can't
ask
them
for
their
opinion
and
they
tell
us
something.
Let
us
let
it
slide.
So
perhaps
maybe
you
can
just
advise
of
some
progress
and
or
actions
that
we
can
take
to
progress
this
we
in
a
wee
bit
more
speedy
mama.
Thank
you.
B
F
Q
Thank
you,
chair
and
again
thank
you,
councillor,
flaherty,
for
your
your
comments
and
relationship,
and
yes,
officers
are
aware
of
the
request
and
they
have
one
of
the
officers
tasked
to
try
and
identify
a
funding
stream
that
this
could
sit
in
and
could
fund
so
that
work
does
continue
and
we
are
looking
actively
in
that
regard
and
also
we
would
be
happy
enough
to
reach
out
to
the
group
as
well
to
see
whether
or
not
we
could
have
a
conversation
in
relation
to
understanding
the
exact
ask
and
the
needs.
