Description
Armagh City, Banbridge and Craigavon Borough Council Planning and Regulatory Services Committee on Wednesday 1st of February 2023 3.00pm in the Council Chamber at Craigavon Civic and Conference Centre
A
B
Thank
you
Tanya,
damn
good
afternoon
and
welcome
to
the
regulatory
section
of
the
hybrid
meeting
of
the
plowing
and
regular
Services
committee
and
I
asked
everyone
to
please
mute
their
mics
at
all
times.
Unless
invaded
to
speak
for
those
of
you
are
physically
in
the
chamber.
Can
I
please
remind
you
that
when
speaking,
you
need
to
wait
until
you
see
yourself
on
the
screen,
so
the
live.
Feed
can
pick
up
your
comments.
If
you
speak
before
your
image
is
projected
those
listening
on
the
live,
feed
or
the
zoom
won't
hear
anything.
B
You
say
this
is
obviously
particularly
important
in
the
case
of
being
required.
Audio
recording
is
being
used
to
assist
in
preparing
the
formal
notes
there
for
anyone
participating
in
the
meeting
consensus
here
being
recorded
and
then
they've
streamed
on
YouTube
and
generate
item.
One
is
apologies,
I
have
counselor
Nicholson
he'll
be
along
at
some
point
and
social
be
along
as
well,
though
four
is
all
right.
Kevin,
you
say:
yeah,
yes,
yeah,
so
I'm
not
aware
I
I
mean,
although
I'm,
assuming
that
everybody
else
will
be
alone
at
four,
if
they're
not
here,
right.
B
Okay,
so
we
be
a
few
more
common,
which
is
good
and
we'll
move
them
into
agenda
item
two
Declaration
of
interest
and,
as
usual,
we'll
check
there
as
we
progress
just
in
a
slight
chance
to
run,
or
it
won't
straight
up
to
agenda
Adam
fee,
which
is
the
confidential
report,
and
so
we'll
move
straight
into
it.
B
I'm
going
to
read
the
following
statement
as
usual:
so,
oh
sorry,
yeah
getting
the
carried
over
there
I
need
a
proposer.
Of
course
it
was
a
second
thank
you.
Okay,
so
I'll
read
a
statement
and
members
and
online
viewers
in
accordance
with
schedule,
sex
of
the
Local
Government
Act.
We
will
now
be
moving
into
a
confidential
session
of
the
council.
This
means
we'd
be
turning
off
the
public
feed
of
the
meeting.
This
will
this
will
be
returned
when
the
meeting
is
restarted.
B
B
Okay:
okay,
we'll
move
down
to
a
generator
number
three,
which
is
back
to
Damian
for
update
on
our
PS
loads.
Thank
you
thank.
C
You
sure
members,
yes,
just
to
give
you
some
I
know.
We
didn't
have
a
report
on
this
matter
last
month
because
of
certain
issues,
but
just
to
give
you
some
statistics
around
case
loads
and
decisions,
I
should
and
so
on,
between
the
5th
of
December
and
the
24th
of
January,
which
is
the
reporting
period
for
this
month,
and
we
issued
24
planning
decisions.
We
received
over
the
same
period,
171
new
planning
applications
and
currently
our
live.
C
Kslo
stands
at
1000
and
17,
and
there
was
I
would
ask
you
to
burn
by
these
figures
or
approximate
because
of
inability
to
run
a
live
report
off
the
system
at
the
moment.
So
they're
based
on
manual
calculations
and
but
they
are.
They
are
the
figures
that
I
can
provide
you
at
the
moment
and
just
the
in
relation
to
the
enforcement
update
for
quarter
three
you'll
from
the
report
to
the
current
life
and
enforcement
care.
C
So
it
stands
at
365
which
has
come
down
members
from
the
end
of
quarter,
two
where
it
was
425.
So
significant
progress
has
been
made
on
that
front
and
the
number
of
Enforcement
cases
received
during
quarter.
Three
was
86,
yet
we
closed
123.
So
that
is
good
news
members
you.
You
will
recall
that
our
live
case
load
Rose
significantly
during
the
pandemic
and
that
in
May
2022
that
figure
stood
at
1095.
C
Therefore,
significant
progress
have
been
made,
but
unfortunately,
numbers
have
Arisen
again
for
reasons
of
outlined
already
during
this
meeting,
and
but
that
that
is
to
be
expected,
I
suppose
at
the
current
time,
but
we
hope
to
see
those
numbers
go
down
again
as
time
progresses
and
obviously
memories
will
be
kept
updated
as
we
go
forward.
Thanks
chair.
B
Yes,
thank
you
any
other
questions
on
that
one:
okay,
assassin
item
or
information.
So
we
move
then,
to
agenda
item
four,
which
is
Tom's
say
to
thanks.
So
Tom
people
were
4.1
when
you're
ready.
Thank
you.
D
Thank
you,
chair
and
photography
members
item.
4.1
is
a
request
for
the
naming
of
a
development
for
dwellings
at
Terry,
Leewood
and
mercury,
and
details
are
in
panics
one.
The
airplane
is
preferred
game
for
this
development
is,
for
he
said
you
and
yeah
I.
Think
it's
been
reason
for
the
referred
name.
Is
a
development
backs
onto
the
river
Blackwater
and
has
a
view
down
to
the
new
Footbridge
with
the
old
fire
used
to
cross
the
river
yeah.
D
Looking
for
other
advantages
of
people
in
the
area
may
also
recall
that
the
old
hotel
in
the
village
had
a
bar
called
The,
Very
side
Inn
and
the
Albion
believes
in
them
in
the
development
was
very
sad
in
his
name
would
be
a
reflection
of
the
history
of
the
village
offers
of
assess,
indeed,
the
proposes
compliant
with
policy
and
recommendation,
therefore,
which
remembers
approval
for
the
name
of
furry
side
view
for
this
development
happy
taken
any
questions.
Members
may
have
thank.
B
You
Tom
members,
you've
heard
Tom's
commentary,
counselor
lover.
E
Thank
you
chair
and
thank
you.
Tom
yeah
I've
heard
stories
a
little
furry
very
down
at
Blackwater,
indeed
down
at
the
band
foot
as
well
on
the
barn,
so
it
helped
regardless
name
be
happy
to
propose
it.
B
D
Thank
you
chair.
This
is
proportion
writing
members
tension
tension
to
the
ABCA
conference,
which
should
be
held
on
the
29th
and
30th
of
March
in
athlone.
The
focus
of
this
year's
conference
is
the
emerging
developments
and
implementation
of
bilingual
systems
and
new
building
migrations.
D
The
conference
provides
an
opportunity
for
networking
with
colleagues
in
the
bilingual
environment
and
to
develop
better
understanding
and
learning
for
the
different
systems
and
operating.
It
also
provides
an
opportunity
to
discuss
current
and
potential
forthcoming
implications
on
the
construction
industry,
including
changes
and
developments
of
regular
requirements
and
the
impact
of
Rights
and
Global
markets
on
the
construction
industry
manager
also
encouraged
to
attend,
particularly
as
ABC
I
would
strongly
support
our
own
fire
safety
conference
taking
place
in
the
Arma
City
hotel
later.
D
B
Okay,
members,
any
queries
or
questions,
there's
an
item
for
information,
any
queries,
foreign.
D
Thank
you
chair.
This
is
the
members
of
the
date
of
the
workloads
of
the
department
in
the
first
10
months.
D
Over
those
last
10
months,
we've
received
2896
applications
with
a
notional
infrastructural
investment
value
in
the
region
of
just
over
360
million
pounds,
which
is
just
over
100
million
more
on
last
year,
which
was
seen
as
a
significant
year.
We've
also
carried
out
over
and
12
320
inspections,
site
inspections
and
undertaken
1979
plan
assessments
and
issued
all
the
appropriate
start.
Reading
notices
the
department
also
continue
to
deliver
the
property
certificate
function
for
the
companionship
properties.
D
B
B
Okay,
good
afternoon,
everybody
Welcome
to
the
plumbing
section
of
the
hybrid
meeting
of
our
planning
on
regulatory
Services
committee
can
I
ask
everybody
to
please
mute
their
mics
at
all
times,
less
invaded
to
speak
for
those
of
you
who
are
physically
in
the
case
of
chamber.
Can
I,
please
remind
you
when
speaking
on
your
make,
you
need
to
wait
until
you
see
yourself
on
the
screen,
so
the
lay
feed
can
pick
up
your
comments.
If
you
speak
before
your
image
is
projected
those
listening
on
the
live,
feed
or
advisory
won't
hear
anything.
B
B
Also
during
the
course
of
this
meeting,
questions
may
be
asked
by
counselors
here
members
of
the
committee
obligence
for
cloud
information
objectors,
or
are
they
speaking
on
their
behalf
and
doing
still
kind
of
solution
Dev
and
divert
to
ascertain
the
information
which
they
have
fees
necessary
to
enable
them
to
determine
the
application
we
have.
Our
members
of
the
public
sheet
know
the
kinds
of
reach
a
conclusion.
Obviously
whether
an
application
should
be
approved
refused
or
deferred
until
it
appears
on
the
application
has
concluded
so
moving
to
agenda
item
appendix
one.
B
B
G
We're
going
to
take
appendix
one
or
two
there'll
be
one
presentation,
but
a
little
bit
two
separate
decisions
in
Russian
is
going
to
do
just
one
presentation
on
the
both
public
momentum:
two
separate
decisions,
so
we
also
have,
as
the
chair
said,
William
Urban,
MLA
representation
and
supporters
application
and
also
attendance
online.
We
have
Brad
mccarvey
from
here
today
from
HDD
I'm,
Dave
Morgan,
also
from
hcd.
So
at
this
stage,
I'm
gonna
invite
Russian
on
principal
planning
officer
to
give
us
a
report.
G
H
And
good
evening,
members,
as
advised
by
the
chair,
proposed
to
present
both
appendix
one
appendix
2,
together
as
they
relate
to
the
same
application
site,
one
is
the
full
application
and
the
other
is
a
list
of
building
consent
application
in
relation
to
your
appendix
2.
Please
note
that
refusal
reason
number
one
is
being
dropped,
but
all
other
reasons
for
refusal
remain
as
per
the
officer
report.
H
The
proposal
has
been
assessed
against
the
spps
and
policy
cty4
of
pps21,
which
relates
to
the
conversion
and
reuse
of
buildings.
The
spps
states
that
provision
should
be
made
for
the
sympathetic
conversion
and
reuse
of
a
suitable,
locally
important
building
of
special
character
or
interest
for
a
variety
of
alternative
uses
where
this
would
secure
its
upkeep
in
retention
and
where
the
natural
scale
of
the
proposed
non-residential
use
would
be
appropriate
to
its
Countryside
location.
H
Officers
are
concerned
that
Grace
Hall
meets
the
definition
of
a
locally
important
building
and
will
satisfied
that
the
principle
of
the
use
is
acceptable.
Officers
are
satisfied
that
the
proposal
will
not
have
a
detrimental
impact
on
the
countryside
or
on
the
immunity
of
nearby
residents
in
terms
of
access
and
traffic
office.
Officers
are
also
satisfied
that
the
proposed
parking
provision
will
adequately
cater
for
the
proposed
parking
requirements
and
the
access
Arrangement
is
acceptable.
H
However,
the
proposal
seek
spread,
respect
permission
for
the
demolition
of
rear
Courtyard
buildings,
which
were
protected
as
curtain
instructors
and
which
contributed
to
the
setting
of
the
listed
building.
No
information
was
submitted
to
demonstrate
why
these
buildings
could
not
have
been
retained
in
their
original
or
reasonably
modified
form.
H
Furthermore,
alterations
have
been
carried
out
to
the
Jordan
building,
both
internally
and
externally,
which
are
considered
to
unduly
affect
the
character
on
architectural
or
historic
interest.
Traditional
features
of
the
building
have
not
been
respected,
resulting
in
the
essential
character
of
the
building
being
lost.
H
With
regards
to
the
extension
of
the
list
of
building
officers
and
consultation
with
HED.
Consider
that
the
scale
and
massing
of
the
new
extensions
is
out
of
keeping
with
the
scale
form
and
massing
of
the
buildings
previously
on
site
and
the
extensions
have
significantly
altered
the
proportions,
character
and
special
composition
of
the
courtyard
and
constitute
a
dominant
presence
on
the
site
in
relation
to
the
listed
building.
H
Should
note
that
the
works
carried
out
to
the
list
of
building
concentrated
direct
defense
and
there
is
no
time
limit
for
immunity,
but
the
reason
set
out
in
the
report
officers
in
consultation
ktd
are
recommend
that
both
applications
be
refused
as
they
do
not
comply
with
the
relevant
policy
set
out
in
pps6
and
with
regards
to
full
applications
also
recommended.
The
proposal
does
not
comply
with
all
of
the
criteria
set
out
in
cty4
of
pps21.
For
the
same
reasons
and
I'll
just
take
you
through
the
slides.
H
This
might
give
you
a
better
indication
of
the
works
that
have
or
the
buildings
that
have
been
demolished.
Grace
Hall
is
to
the
top
right
of
the
Drone
and
the
area.
Shaded
green
are
the
cartilage
proper
structures
that
have
been
demolished,
and
this
gives
you
an
idea
of
the
existing
proposed
layout
and
obviously
this
is
for
retention
of.
So
when
we
talk
about
existing
layout,
the
layout
is
what
was
there
before
the
the
new
works
had
taken
place.
H
H
H
These
are
views
from
inside
the
courtyard
and
on
the
bottom
and
look
into
the
West
is
the
buildings
that
would
have
been
in
place
and
you
can
see
the
profile
of
the
land
as
well
and
prior
to
the
works
haven't
been
carried
out
and
on
the
top
of
the
slide.
That
is
the
new
build.
That's
the
elevation
of
the
new
build
extensions
to
the
rear
of
the
host
property,
and
this
is
looking
from
the
outside
of
the
courtyard.
H
H
H
That
is
a
section
through
the
site
again
showing
you
their
size
and
scale
of
the
extensions
as
existed
prior
to
the
works
being
carried
out
and
the
bottom
profile
or
the
bottom
elevations
are
looking
at
to
the
words
the
back
of
the
courtyard
and
on
the
top
right
hand,
side
you
can
see
like
a
small
courtyard
building
that
has
been
removed
and
I
get
onto
over
to
the
left.
You
can
see
that
the
elevation
that
exists
now
on
the
ground.
H
And
again,
this
is
looking
back
towards
the
other
side
of
the
courtyard.
This
is
the
other
elevation,
but
no
changes
have
taken
place
in
this
part
of
the
courtyard
buildings.
Available
elevations
remain,
as
is
yeah.
H
This
gives
you
an
idea
of
when
we
talk
about
existing
and
proposed
ground
floor
plans
on
the
right
hand,
side
that
is
the
floor.
Plan
of
the
property
has
existed
prior
to
work
taking
place
and,
on
the
left
hand,
side.
H
Well,
obviously,
you
can
see
that
the
size
of
the
new
rear
extensions
that
have
taken
place
and
again
on
the
first
floor
plan
that
that
gives
you
an
indication
of
what
of
the
layout
prior
to
work's,
taking
place
on
the
right
hand,
side
and
then
the
floor
plan
post
Works
taking
place
on
the
left
hand,
side
and
again.
These
are
examples-
are
probably
a
bit
difficult
to
see,
but
these
are
existing
and
proposed
entrance
details,
so
they're
proposing
new
pillars
and
walls.
H
Thank
you.
This
is
an
elevation
of
the
front,
the
front
of
the
property.
This
is
Grace
Hall
itself
and,
as
I
said,
the
building
Works
have
taken
place
to
the
rear
of
the
property,
and
this
is
an
existing
view
of
the
entrance.
At
the
moment
you
can
see
a
wall
on
the
right
hand,
side
that
that
is
not
finished.
It
was
taller
than
that.
H
H
G
Thank
you
very
much
for
your
presentation
regime,
I'd
like
to
invite
with
three
members
of
staff
from
HSN
h
a
day.
I
just
want
to
ask
Jose
to
be
out
at
this
stage
or
with
a
brother
with.
I
Well,
I
I'll
I'll
talk
about
the
farmyard
buildings
in
the
first
instance.
Our
position
is
that
a
character
and
Architectural
and
historic
layout
of
the
farmyard
on
the
Courtyard
area
have
been
significantly
altered
to
the
detriment
of
the
original
special
character,
shape
and
form
and
The
Works
involved.
Often
foreign
consider
remodeling
a
involvement
in
trading
the
demolition
Navigator,
the
setting
of
the
listed
building
a
we
consider
that
a
they
a
works
are
inappropriate
and
a
in
terms
of
its
scale
and
massing
are
very
significant.
I
G
Thank
you
very
much
ran
okay
members
I'm
now
going
to
invite
Mr,
William
Ervin
yeah
to
make
a
representation
supporter
of
the
application
of
Mr
Urban
attack.
There's
one
presentation
you
have
up
to
10
minutes.
If
you
wish
to
speak,
we
want
to
take
two
sample
decisions,
but
if
you
speaking
of
certain
you
can
have
them
in
one
group
of
15
minutes
to
speak
once
the
clock
starts
or
you
can
handle
that.
G
Well,
the
members
ask
you
questions,
you
can
come
back
and
as
I
don't
care.
Okay,
my
servant,
so
I'll
get
you
started
now.
I
want
you
to
start.
J
Okay
and
I
thank
the
committee
for
the
opportunity
to
speak
today
and
first
of
all
can
I
apologize
on
behalf
of
the
agent
David
Herr,
who
is
either
the
country
on
the
cruise
and
can't
make
it
back
for
the
meeting
tonight.
So
it's
unfortunate
that
he
can't
be
here.
He
had
been
in
a
better
position
to
answer
some
of
the
questions.
Maybe
that
would
be
asked
later
than
I
would
be.
J
Hey
can
I
first
of
all,
give
me
some
the
committee
some
background
to
Grace
Hall,
the
Farm
address
always
purchased
by
the
polishing
family
in
1989.
J
Grace
holds
me
in
high
school
night
buildings
for
purchased
as
part
of
the
farm
after
purchasing
the
fire.
Mr
Patterson
realized
that
the
the
me
and
Heist
address
Hall
wasn't
a
serious
about
state
of
repair
and
the
roof
was
leaking
badly
and
water,
damaging
Booth
upper
and
lower
floors
of
the
building.
J
Two
years
after
the
purchase
of
Prius
Hall
and
Mr
Patterson
re-roofed
the
entire
roof,
taking
off
the
original,
slits
and
tiles
and
replacing
them
with
the
same
tiles
done
this.
And
of
course,
he
had
bought
the
purchase
of
armor
at
a
large
price
at
that
time
and
when
he
was
tight
and
he'd
done.
This
work
all
himself
to
restore
the
building
number
of
years
later.
Mr
Patterson
completely
restored
this
whole
and
in
fact,
the
house.
If
the
heist
had
not
been
re-roofed
in
1992,
the
building
would
have
fallen
to
Aragon
area.
J
Some
nine
years
ago,
Mr
Patterson
put
the
largest
function,
room
and
kitchenary
to
the
rear
of
the
main
building
the
buildings
that
were
removed
to
do
that
were
in
the
main
card
yet
of
10
and
then
two
type
that
were
elephant
but
significant
in
the
average
per
person's
eyes.
J
J
And
I
say
that,
including
my
remarks
on
this
actually
say
that
the
partisan
family
have
been
made
a
huge
contribution
to
the
ABC
Council
and
had
Ariane
spent
tens
of
thousands
of
pounds
to
make
Grace
Hold
the
superb
Hospitality
values
that
it
is
not
only
that,
but
the
family
have
provided
much
needed
employment
for
the
area
as
well.
Chancellor
is
crying
out
for
more
top
and
accommodation
miles.
Fatality
and
Grace
Hold
puts
slot
bill
before
making
any
decision.
J
G
Thank
you
very
much,
Mr
Irwin
for
your
comments.
Well
within
time
there,
okay,
members,
just
to
remain
just
we're.
Just
looking
at
application
number
layout,
slash
20
at
10349,
slash,
AF,
the
first
application,
we'll
move
and
the
questions
now
and
maybe
start
the
ballroom
at
least
don't
mind
our
members
at
home.
Please,
if
he's
a
very
queries,
please
put
your
thumbs
up
on.
We'll,
certainly
bring
us
in
rushing
in
terms
of
this
application.
G
What
brought
it
to
the
attention
of
the
Platinum
office
that
this
work
had
been
done
and
was
there
any
raising
given
for
the
nature
of
these
Works
to
bedontalistic
building
without
plan
and
permission
London
data
is
of
Renaissance
forgiveness
rather
than
permission.
So,
just
like
you
know,
maybe
answer
their
inquiries
routine.
H
Thank
you
chair.
Yes,
we
were
alerted
to
work,
seven
being
hired
at
Grace
Hall
by
a
third
party,
and
we
opened
an
enforcement
investigation
and
obviously
we
that
enforcement
investigation
is
still
ongoing.
So
I
really
can't
you
know
divulge
any
more
information
than
that
subsequent
to
US
Open
enforcement
investigation.
These
applications
were
submitted
to
regularize,
obviously
what
or
to
seek
to
regularize
the
work
that
had
been
done.
Like
further
action
hasn't
been
taken,
because
we
obviously
have
to
determine
the
applications.
H
You
know
no
further
action
will
be
taken
while
these
applications
are
still
under
consideration
and
like
we
have
had
meetings,
obviously
with
the
applicant
the
agent
in
terms
of
why
they
did
the
work.
Well,
obviously,
they
wanted
to
to
you
know
to
run
a
business
they
you
know
they
wanted
to
get
graceful
up
in
London,
but
why
they
didn't
come
to
us
first,
like
that.
That
hasn't
really
been.
You
know,
sort
of
articulated
to
us
foreign.
G
K
K
I
could
also
asked
maybe
Brian
of
the
HED.
What
their
opinion
is.
Is
that
just
on
the
farmyard
and
Courtyard
on
not
on
the
main
building,
not
as
we
look
on
the
front
of
the
bending,
which
appears
to
be
as
it
were
on
it
doesn't
seem
to
have
changed.
Maybe
Brian
could
give
us
some
indication
on
that,
but
those
are
two
issues.
Thank
you.
G
H
Yes,
thank
you
chair.
Yes,
that's
correct
enforcement
investigation
was
opened
and
shortly
after
the
investigation
was
opened,
these
applications
were
submitted
and
to
try
and
regulate
the
the
development
that
taken
place
and
we
wouldn't
really
proceed
with
enforcement
action
until
these
applications
were
determined
until
we
decided.
If
the
you
know,
the
proposal
was
acceptable
or
not.
H
G
I
I
Okay,
with
regard
to
the
main
house,
that's
the
principal
listed
building.
We've
noted
that
intense
extensive
internal
Works
have
been
carried
out.
Now
they
I
our
department
requested
detailed,
existing
and
proposed
drawings
for
all
our
works
carried
out,
but
other
than
the
owner's
verbal
description,
hey
that
information
remains
outstanding
and
consequently,
there
remains
insufficient
detail
to
assess
the
extent
of
change
of
use
to
the
main
house
with
regard
to
a
the
farmyard
Courtyard.
Our
position
is
that
a
they've
been
significantly
altered
and
a
the
current
buildings.
I
In
addition,
the
materials
are
out
of
keeping
with
that
hey,
there's
PVC
Windows
Etc,
and
we
consider
that
the
use
of
non-traditional
and
non-sympathetic
materials
is
unacceptable
and
contrary
to
the
requirements
of
policy
BHS,
it
is
also
resulted
in
the
considerable
remodeling
of
existing
site
levels
to
the
farmyard
and
Beyond,
with
negative
consequences.
There's
one
further
issue
that
I
want
to
raise
and
that's
the
entrance
kids,
so
the
entrance
gets
walls
and
fasures
are
considered
to
be
cartilage
structures.
I
I
G
G
No
okay,
so
we'll
move
into
the
debate
stage.
Members
you've
heard
from
itsy
day
you've
heard
from
Mr
Irwin,
MLA
and
you've
also
heard
from
Russian
hubs.
Anybody
any
thoughts
on
the
marks
of
this
application
on
the
decision.
L
Thank
you
chair.
Just
probably,
this
has
obviously
been
extensively
used
as
a
function,
value
on
I've
heard
Mr
Roman
said.
Obviously
our
Council
has
used
us.
Obviously,
this
is
of
the
mean
income
of
the
this
farm
right
and
just
I.
L
Don't
know
what
sort
of
a
financial
impact
would
that
have
among
on
the
family
if
this
had
to
be,
this
was
refused,
I
would
say:
I
don't
have
significant
and
not
not
around
the
family,
but
obviously
employees
and
who
the
subsequent
people
are
supplying
them,
and
all
that
was
put
a
very
detrimental
impact
on
on
the
parliament
family.
G
Thank
you,
Council
Wilson
I'll
ask
rusheen.
Firstly
on
MLS
Mr,
Irwin
Russia
knows
an
addendum
report
about
that.
Could
you
your
text
through
the
the
highlights
of
that
place.
H
Thank
you
chair.
Yes,
we
received
fairly
recently
an
economic
statement
from
the
applicant
sort
of
setting
out
the
in
their
view,
with
the
wider
economic
or
sorry.
H
So
there
is,
there
is
some
information
there.
However,
it
doesn't
go
any
into
any
detail
on
direct
and
indirect
jobs
on
wages
in
the
council
area.
It
doesn't
substantiate
the
benefits
that
refer
to
in
the
document.
It
doesn't
give
any
detail
and
gross
added
value,
which
is
a
key
measure
of
the
value
generated
by
project,
the
local
economy
and
there's,
no.
You
know
analysis
of
displacement
to
other
events
in
the
and
I'd
say
the
borough.
H
It
doesn't
really
set
out
in
the
economic
terms,
the
need
for
the
size
and
scale
of
this
extension
and
the
implications
that
there
would
be
if
this
were
to
be,
for
example,
removed
or
are
no
longer
used.
So
in
terms
of
an
economic
report,
it
probably
doesn't
really
go
far
enough
and
there's
information
missing
there,
and
for
that
you
know.
For
that
reason
we're
not
giving
it.
C
Yeah
thanks
sure
I
just
wanted
to
elaborate
on
on
What
routine
said
because
obviously
what
Russian
was
said
like
the
the
concerns
around
the
the
economic
statements,
is
you
know
absolutely
right,
but
I
suppose
look.
It
is
worth
just
mentioning
and
sure
that
there
is
a
partner
policy
statement
which
members
may
be
aware
of
is
PPS
23
colony
of
bling
development.
C
No,
that's
basically
a
lies
for
established
planning
policy
to
be
set
aside,
where,
in
order
to
secure
the
long-term
use
and
future
of
a
what's
called
a
significant
place,
which
includes
all
this
to
build
it.
C
But
in
order
to
enable
the
planning
Authority
the
council
to
to
consider
it
do
and
that
it
would
have
to
be
the
submission
of
a
statement
of
justification
by
the
applicant
and
that
statement
of
justification
has
to
address
a
number
of
criteria,
one
of
which
is
that
they
would
say
the
conservation
of
the
listed
building
would
not
be
financially
viable
without
the
proposal
that
they're
putting
forward.
Now
that
hasn't
been
done.
C
So
we
have
had
some
economic
information
which
will
retrusion
has
said
right,
but
they
haven't
gone
as
far
as
setting
out
a
statement
of
justification
under
pps23
which
is
available
to
them.
So
we
are
where
we
are
with
this
application.
In
terms
of
we
know
what
the
environmental
concerns
are.
There
is
an
economic
statement,
but
Russian
has
highlighted
the
flaws
within
it
and
at
the
moment
there's
limited
determining
it
can
be
given
to
that
economic
statement.
So
the
Environmental
side
of
things
has
been
given
more
width.
C
If
you
like
members,
so
look
it's
just
to
make
it
aware
of
that
particular
policy
on
this
existence.
Thanks
chair.
G
Thank
you
very
much.
Damian
and
Mr
Urban
allows
you,
you
know,
via
any
information
in
regarding
to
counselor
Watson's
questions
that
you
want
out
at
this
time.
Thank.
J
You
again,
I
am
I
believe
that
if
it
was
the
committee's
subconscious
ways
that
more
information
can
be
a
garden
relation
to
the
economic
benefits
of
this,
but
certainly
it's
a
very
widely
used
value.
People
come
from
all
over
Northern
Ireland
to
use
the
facilities
and,
and
leaders
have
said
this
council
is
used
in
a
number
of
occasions.
So,
with
this
HD
talks
about
the
main
building,
but
without
Mr
Patterson
and
his
family,
restoring
this
building
wouldn't
even
be
there
today,
Bill
Missouri
and
then
25
20
30
years
ago.
There's
no
one
there
to
report.
J
It
said
he
wasn't
going
to
repair
it.
He
was
in
a
position
for
by
the
building
or
training
in
and
been
seriously
damaged,
and
he,
when
the
grid
expense
to
himself
to
restore
and
repair
that
building.
He,
the
building
of
the
the
buildings
that
were
taken
away,
were,
and
the
mean
car
get
a
10
million
two
type
that
were
very
little
significant,
irrespective
for
what
hcd
believes
or
says,
and
more
information
can
be
given
in
relation
to
what
was
take
was
actually
taken
away
on
the
economic
foreign.
G
Thank
you
very
much
for
that.
Mr
Irwin
Oliver
Anderson
bring
it
back
in.
K
Thank
you,
and
certainly
what
Mr
Irvin
saying
here
and
Chris
Hall
is
a
very
popular
venue
and
it
is
a
great
venue
for
for
this
protector
area
here
on
unfold
or
a
theme.
K
K
Experience
again
also
said
that
in
the
past,
I
was
in
involved
with
a
attached
College,
which
ended
up
in
the
paler
Rubble,
and
you
know
it's
not
easy,
if
you
remember,
sometimes
jump
through
hoops
here,
and
they
end
up
having
great
a
lot
of
expense
to
retain
and
maintain
listed
buildings,
just
just
coming
back
on
the
step
under
justification,
as
Damien
has
said
and
pps23
was
that
asked
for,
or
is
the
possibility
to
to
give
time
to
get
that
and
untie
it
in
with
maybe
a
more
clarified
economic
type
statement
to
allow
us
to
to
look
at
this
and
a
more
detailed
manner.
G
Thank
you
very
much.
Oliver
Anderson
motion
down
to
the
question
sort
of
I
think
that's
sort
of
being
towards
proposal.
We'll
move
on
that
in
the
way
where
Oliver
Anderson
so
because
I'd
rather
did
a
bit
and
then
Kaiser
Wilson
asked
a
question
which
is
very
pertinent.
One
and
Jeff
asked
another
one.
So
so
well
get
this
question
at
a
road
I,
don't
know!
G
H
Thank
you
Joe.
Yes,
we
did
have
meetings
with
the
applicant
on
his
agent
during
the
course
of
the
application.
Obviously,
certain
other
concerns
set
that
HED
concerns
and
Advising
them
of
the
policy
requirements
and
inviting
them
to
submit
any
additional
information
that
they
wanted
to
submit,
and
we
had
this
on
a
list
for
a
committee,
I
think
towards
the
end
of
last
year,
and
we
were
advised
at
that
point
in
time
that
there
would
be
more
economic
information
submitted,
and
so
it
was
pulled
from
the
list
and
wasn't
presented
to
committee.
H
So
this
economic
statement
just
came
in
within
the
last
few
days,
so
the
information
was
asked
for
and
we
did
wait
for
it,
but
you
know
it
wasn't
forthcoming.
During
the
you
know
the
course
of
the
application.
What
we
got
was
only
very
late
in
the
day,
which
is
why
we
can
set.
It
continue
to
proceed
to
present.
K
Thank
you
chair
and
thank
you
Russian
for
your
explanation.
So
really
the
detail.
Would
you
agree?
That's
an
economic
statement.
Maybe
it's
not
a
fully
given
all
the
details
that
would
need
to
support
the
economic
sort
of
background
of
this
business.
Yeah,
not
being
the
case.
You
know
it's
getting
a
day
to
get
done
and
we'll
take
time
to
get
done
and
to
get
the
the
full
the
full
view
on
it.
So
I
think
that's
where
I'm
coming
from
here.
Thank
you.
A
G
Thank
you,
Alderman
Anderson
members,
any
further
questions,
so
we'll
members
of
America
did
it
be
it
states,
then
there's
no,
no
good
homes,
any
questions
so
moving
to
the
debate
stage,
so
members
will
have
a
recommendation
for
this
one
for
refusal,
there's
a
bit
of
a
delegate
balance
in
act
first,
because
you
know,
ultimately,
we
can't
get
the
position
of
those
Council
says
you
know
you
can
do
something
and
then
we'll
forgive
you
for
it,
but
also
there
is
the
economic
benefits
of
this
application
that
have
been
highlighted,
but
probably
need
more
information
regarding
my
thoughts
is
at
the
minute
that
we
I'm
sorry.
G
F
Agree
with
your
opinion,
it's
just
a
shame
because
it
actually
looks
like
a
spin
on
a
fantastic
job
Eastern
on
the
building
and
it
probably
would
be
and
Rubble
Only
Kids
CD
can
tie
your
nuts
and
costs
and
right
through
covert
the
whole
lot.
They
probably
just
didn't,
have
their
money
or
just
hadn't
got
the
patience
married
even
go
down
the
system
of
a
plan
for
this
and
a
plan
for
that
I'm,
getting
them
down
to
make
sure
everything
was
okay
and
what
he
was
doing.
F
E
Thank
you
chair
and
thank
you
to
all
the
speakers.
Who
provided
information
on
this
I
thought
it
was
a
very
informative
debate.
Certainly
chair
would
agree
with
your
sort
of
remarks
you
know,
but
the
potential
saturation
of
asking
forgiveness
rather
than
permission
I,
think
the
the
rules
should
apply
to
us
all
equally
on
all
applications.
Equally,
so
I
think
that
that
must
be
noted
and
I
think
there
were
strong
arguments
from
the
presenters
regarding
the
historical
environment.
Protections
which
are
much
needed.
G
Thank
you
very
much
for
that
kind.
Sir
I'll
bring
an
alderman
tribal
note.
M
Thank
you
very
much,
Mr
chairman
and
really
just
when
I
was
reading
these
papers
this
afternoon
before
the
meeting
I.
First
of
all,
couldn't
quite
understand
the
the
structures
of
the
papers
that
came
to
us
that
my
major
Instinct
was
to
have
some
sort
of
support
for
the
retention
of
a
building
of
this
nature.
M
I
think
there
are
few
enough
of
them
about
the
countryside
and
we
should
be
doing
all
we
can
to
retain
them
and
and
develop
them
and
so
on,
and
to
see
that
someone
has
obviously
had
to
respond
to
circumstances
and
to
actually
prevent
the
building
falling
apart.
M
I
suppose,
maybe
that's
putting
it
too
strongly,
but
certainly
the
owner
had
to
do
some
work
to
restore
the
building
and
I
think
we
should
have
some
sort
of
way
of
supporting
him
and
and
not,
and
so
I
think
the
other
speakers
have
all
said.
We
have
enough
sympathy
to
postpone
to
allow
response
to
happen
and
deal
with
the
matter
again,
but
my
instinct
would
be
for
approval
of
this
in
the
long
run.
L
Thank
you
chair,
yes,
I.
Concur
with
your
suggestion.
How
do
we
need
a
wee
bit
more
economic
information
and
obviously
other
speakers
are
have
sort
of
echoed
your
your
thoughts
and
sentiments
as
well.
You
know
we'll
see
entered
he
invents
bad
news
over
the
pandemic.
A
lot
of
them
is
closed.
A
lot
of
people
have
been
struggling
to
maintain
these
values
and
I,
see
some
figures
here
on
on
income
forecast,
income,
I'm
sure
from
2020.
L
The
income
has
probably
fallen
through
the
floor
and
to
maintain
a
building
about
there
I'm
sure
it's
related
upon
this.
This
income
is
generated
in
that
building
and
such
a
high
standard,
so
I
think
what
really
do
need
a
wee
bit
more
information
on
the
economic
side
of
what
the
income
is.
The
impact
on
the
local
communities
regards
employment
suppliers
stood
up
ban
you
for
events,
I'm
sure
for
for
catering
and
functions
and
different
things,
so
I
I
totally
agree
with
your
sentiments.
I'm
sure
that
we
need
to
be
a
bit
more
information.
G
Yeah,
thank
you
very
much
for
that.
Counselor
Wilson
Roberts
was
hugs
good
to
be
it
from
good
discussion
area
in
relation
to
this
I
think
we've
got
a
maybe
a
direction
to
travel,
so
we'll
move
into
decision
phase,
and
this
is
for
a
panda.
This
is
for
appendix
one,
so
we're
just
looking
at
the
first
application
here.
So
members
of
your
content,
like
I,
will
make
a
proposal
that
we
defer
a
decision
on
layout,
2018,
f,.
G
For
further
information,
so
that
we
can
consider
the
economic
benefits
of
the
application
on
that
the
plan
Department
contact
the
applicants
and
get
exactly
what
is
required
to
allow
us
to
consider
that
we
can
give
any
determinant
we
have
to
the
economic
benefits
so
I'm
going
to
make
that
a
proposal.
Members.
So
is
there
a
secular,
councilor,
Wilson.
G
N
G
Members
later
decision
for
the
first
one
I,
don't
think,
there's
any
point
having
it
appeared
on
the
second
one,
because
this
information
will
inform
the
first
one.
So
could
I
have
a
proposer
that
way
defer
application
Lao
with
Slash
20180340
LBC,
for
the
reasons
outline
for
the
first
one
and
I'll
bring
in
councilor
Wilson.
G
Thank
you
very
much.
Councilor
Wilson
I
will
bring
an
alderman
Alderson.
G
Thank
you,
Alderman
Anderson,
so
members
we
all
agreed
on
panics
too.
Yes,
oh
chair
members,
so
that's
them
for
side
of
the
road.
I
would
like
to
thank
the
members
of
staff
from
hcd
for
their
input
today,
I'd
like
ways
to
Mr
Urban
MLA
for
his
representations.
So
that's
a
bit
further
further
information.
Okay,
so
we'll
get
the
chair
back
on
folks.
B
Okay,
thanks
members
and
I'm
informed
that
appendix
3
has
been
withdrawn.
The
quest
of
the
request
of
the
applicant
so
with
that
night
off
the
agenda
will
move
then
to
consider
appendix
5,
because
we
have
speakers
present
for
it,
so
Sinead
McAvoy
is
going
to
be
presenting
on
this
one
on
application.
La
oh
yeah
2022
trouble
one
F
so
and
Sinead
when
you're
ready.
Thank
you.
O
Thank
you
chair.
The
application.
Six
fellow
plan
of
permission
for
opposed
food
process
of
facility
without
mail,
Associated,
processing,
packaging
and
distribution
facilities,
and
the
reason
is
being
presented
to
the
planet
regularly
service
committee
is
because
it's
a
major
application
officers
have
taken.
The
members
have
read
the
report
in
full
and,
as
such,
this
is
a
synopsis
only
I
set
out
and
Report
The
Proposal
as
a
complete
by
an
environmental
statement.
Why
the
report
states
that
this
was
a
voluntary
statement
officers
would
affects.
O
This
was
actually
submitted
on
the
foot
of
a
pre-application
screen,
determination
by
officers
on
the
10th
of
December
2021,
advising
that
one
was
required.
The
application
site
is
located
in
the
development
level
of
Krug
Avenue
urban
area
on
land
sown
as
existing
industrial
land,
the
soul
land
has
sex,
Key,
State
requirements
and
are
studied
and
Report.
The
proposal
complies
to
those
who
are
relevant.
O
Having
regards
the
plan
and
the
relevant
policies,
officer
of
the
pen
in
the
principle
of
the
development
is
accepted
at
this
location,
the
design,
state-led
materials
and
Landscape
treatment
of
post-development
has
been
fully
considered.
The
Proposal
is
for
a
purpose-built
facility.
As
such,
there
is
an
operational
requirement
for
a
middle
section
of
the
building
to
be
43
meters
in
height.
O
However,
while
there
is
relatively
limited
scope
to
be
creative
with
the
photo
design
of
this
part
of
the
building,
substantial
options
and
the
same
Solutions
were
Advanced
to
the
path
States
to
ensure
the
design
would
not
result
in
any
damage
to
visual
immunity.
This
included
careful
consideration
to
the
possession
of
the
building
on
the
site,
types
of
material
and
color
and
Landscape
integration.
O
An
environmental
statement
was
required
to
assess
if
their
opposed
development
is
likely
to
have
significant
effect
on
the
environment
by
virtue
of
its
size.
The
environmental
statement
includes
landscape
and
visual
assessment
and,
as
concluded
they're
in
the
site,
while
the
site
will
be
visible
in
glimpseous
views,
it
would
not
have
a
marked
effect
on
the
quality
character
or
setting
of
the
landscape.
O
O
Number
26
fan
roller
road
is
the
nearest
Leicester
building
to
the
site.
The
same
has
been
consciously
modern,
so
it's
not
to
distract
from
the
surrounding
historic
structure.
Furthermore,
the
type
and
location
of
landscape
was
carefully
considered
to
ensure
that
post
would
not
cramp
the
relationship.
The
Leicester
building,
an
open,
failed,
sealed
and
grass
will
ensure
the
list
of
building
will
not
be
visually
enclosed
as
such
the
opposal
will
visually.
O
The
public
road
network
will
continue
to
function
at
the
high
level
of
service
once
the
middle
traffic
is
included,
parking
is
adequate
to
meet
the
needs
of
the
development
which
includes
electric
car
parts,
charging
points,
QR
set
cycle,
parking
and
storage
provision
has
also
been
included.
There
is
already
a
fit
path
along
the
service
road
to
the
public
Footwear
on
nagmina
road
and
a
section
76
legal
agreement
will
secure
the
construction
of
a
Saxon
fitpath
link
into
the
remaining
footpaths
officers
in
consultation
with
the
EFA
roads
are
contempted.
O
The
access
and
parking
arrangements
are
acceptable
as
regards
to
all
other
material
considerations
that
are
set
out
within
the
report.
The
application
has
been
accompanied
by
an
environmental
statement,
a
flood
risk
and
drains
assessment,
a
traffic
impact
assessment
and
ecology
assessment,
a
tree
survey,
a
landscape,
visual
impact
assessment,
a
shadow,
habitat
regulations,
assessment,
a
Landscape,
Management
plan,
an
outline
construction,
Environmental,
Management
plan,
a
field
raise
plan,
an
outboard,
sound
assessment
and
economic
assessment.
O
These
have
all
been
fully
appraised
by
rather
than
common
authorities,
who
have
made
no
objections
overall,
the
total
economic
benefits
and
all
that
economic
economy
is
approximately
165
million,
and
this
has
been
given.
Yet,
although
not
determine
we
had
pay
officers.
Finally,
there
have
been
no
third
party
objections
to
this
proposal
have
regard
to
the
buff
and
after
undertaken
a
policy
assessment
and
plan
and
balance
and
exercise
also
depended
post-development
complaints
with
area
plan,
the
spps
and
all
other
relevant
policies.
O
N
O
Urban
area,
just
to
the
north
of
where
we
are
at
the
present
time
and
that
scenario
view
of
the
post
side
so
I'd
like
red,
is
the
entire
content
of
the
site.
Thanks,
please,
and
that's
a
state
location
plan
outline
at
that
internal
Road.
Let's
say
it
is
already
in
city
and
husband
and
situ.
It
has
been
done
by
investor
and
I,
who
were
the
owners
of
the
land
foreign.
O
O
That
shows
your
post
Landscaping
plan
around
it
to
the
substantial
Greenery
has
been
left.
It
allow
that
there's
a
natural
feeling
in
the
environment,
foreign
landscape
and
worked
in
relation
to
26
llandular
road,
which
is
the
nearest
residential
property
which
within
the
report
is
listed.
So
there
was
careful
considerations
given
to
the
Views
out
into
that
site
in
relation
to
the
location
of
the
building.
On
the
day,
the
landscape
works,
as
proposed
next
slide.
O
Please
such
shelter,
a
pound,
ground
floor
plan,
the
different
areas
have
been
colored,
which
represents
the
different
processes
involved
and
that
shows
opposed
office
floor
plans
which
really
accelerated
overall.
The
industrial
process,
and
that
shows
oppose
a
elevations
front,
as
you
can
see,
I
suppose
is
scribe
in
the
port.
The
layered
effects
the
Taurus
it
gets
taller
actually
will
come
later
in
color
and
that
will
help
blend
it
into
the
natural
environment,
and
that
shows
just
the
west
and
south
rear
elevations.
O
So
that
shows
a
3D
computer
generated
Mass
interview
just
to
show
that
the
bulk
of
it
and
either
tallest
part
of
it
is
only
takes
up
a
small
section
of
the
overall
footprint
at
the
belly
that
just
shows
cross-sections
through
the
state,
so
the
safe
does
fall
slightly
away
at
mcleanville,
Road
and
there's
another
cross
section
through
the
middle
of
the
site.
So
it
is
in
the
natural
depth
within
the
overall
land
there's
another
cross-section.
It
takes
us
to
a
does,
fall
from
Glenora
Road
and
will
be
lower
from
the
mountain
DeVille
Road
as
well.
O
That
just
shows
the
previous
private
Street
determination
drawn
as
approved
in
1988.
You
will
note
that
we
have
asked
for
a
legal,
76
legal
agreement
to
ensure
the
fitpath
link
to
the
northeastern
will
be
externally
completed
as
part
of
this
development.
O
This
is
taken
from
just
outside
the
list
of
building
the
Glenora
Road
there
and
the
view
so
has
been
with
the
report
and
we've
left
the
open
field
to
the
immediately
to
the
set
another
list
of
building
to
ensure
it
won't
be
cramped
and,
on
the
end
of
the
other
side
effect,
there's
going
to
be
a
landscape
and
proposed,
so
that
just
shows
how
their
effect
of
the
bill
internally
and
will
help
and
reduce
the
bulk
of
the
overall
development.
O
I
just
shows
on
the
Mandeville
Road,
so
it
just
drops
down
again,
so
you
can
see
it
there
just
over
the
top
of
that
air
Drumline
next
slide.
Please,
and
that's
just
for
the
me
and
Amanda
fell
around
about
looking
back
so
just
there
in
the
distance,
you
can
see
the
sort
of
white
portion
of
it,
and
so
there
will
be
views
of
it
from
that
particular
roundabout.
O
O
O
That
just
shows
internally
within
the
site,
to
the
left
there
that
access
road
will
be
taking
the
end
to
the
main
site
and
part
of
the
site
will
be
just
in
front
of
you
not
just
shows
a
fury
to
front
to
the
side
there
as
submitted,
so
that
the
internal
load
access
is
all
in
place.
O
B
Thank
you
also
presents,
and
this
evening
is
Trevor
Locker,
the
chief
executive
of
Field
Valley,
and
he
is
here
to
make
a
three-minute
representation
and
as
the
agent
in
support
of
the
application,
so
Trevor
you're
very
welcome
along
you'll,
probably
see
a
timer
on
your
screen,
and
so,
whenever
you
start
talking
and
a
clock
will
start
tucking,
soap
and
you're
retained
and
you
can
make
your
announcements.
Thank
you.
P
P
It
will
contribute
positively
to
Local
Economic
Development
and
it
should
serve
as
a
catalyst
for
The
Wider
development
of
Mandeville
Business
Park,
chairman
in
concluding
I'd,
like
to
place
on
record,
are
thanks
to
the
council
officers
by
the
diligent
way
in
which
they
have
conducted
the
assessment
of
our
applications
and
I,
or
my
fellow
project
team
members
present
this
evening
would
be
pleased
to
respond
to
any
questions
the
committee
may
have.
Thank
you.
B
N
D
B
F
Q
Yeah
yeah
I
thought
it's
okay,
so
at
the
moment
we
have
no
definite
plans,
as
we'd
indicated
in
the
pre-application.
We
would
consider
that
in
due
course-
and
it
is
the
intention
of
quite
simply
invalid,
to
ensure
that
whatever
ends
up
being
on
the
tamrity
site
will
contribute
to
the
local
local
area,
the
local
community
positively.
But
we
have
no
firm
plans
as
it
sounds
at
the
moment
and
are
just
focused
on
on
the
application.
B
B
You
know
that's
a
good
saying
that
everyone's
done
their
work
on
this
one
appropriately,
which
is,
is
good
to
hear
and
I
suppose,
just
from
your
own
perspective,
I
take
it
should
permission
go
ahead
this
evening,
the
plan
for
the
the
project,
what
he
has
to
be
a
thought
to
be.
Q
I'll
never
asked
Tony
to
down
to
that
one.
If
that's
okay,
Sarah
thank.
R
You
yeah
hi,
there
I
mean
the.
The
intention
is
that
we
need
to
get
through
this
process,
together
with
the
judicial
review
upon
our
activities.
To
make
a
start
on
site
start
on
site
would
be
something
around
during
July
this
this
summer
and
construction
period
will
be
something
in
the
order
of
20
months.
From
start
to
finish,
within
that
there
is
obviously
a
plant
installation,
testing
commissioning,
and
things
are
then
up
and
running
to
full
production.
So
that's
roughly
the
time
scale
for
the
project.
B
Okay,
thank
you
and
don't
see
any
other
lights
on
members
Arena
that
were
fairly
contented
at
this
point.
So
we'll
move
into
the
deviate
fees
and
decision
and
members
counselor
Wilson.
L
Thank
you,
Mr
chairman.
That's
it's
excellent
to
see
more
investment
coming
into
the
borough
on,
especially
with
fan
volley,
supporting
our
local
agri-foods
industry
and
it
sounds
a
very
exciting
about
Enterprise
for
them
to
obviously
they're
iconic
and
tandergy,
but
I
suppose
if
they
want
to
expand
and
grew,
they
need
this
facility
on
this
accent
to
see
this
investment
within
our
Bora.
It
can
only
be
welcomed.
Thank
you.
G
Thank
you,
sir.
Yes,
just
that
sort
of
actual
High,
sir
Wilson
said
you
know
she
need
to
give
a
very
comprehensive
report
and
to
cover
all
the
queries
that
I
might
have,
and
also
Trevor
his
enthusiasm
for
the
business
and
the
way
forward,
and
their
commitment
to
the
borough
was
really
great
to
hear
as
well.
G
You
know
it's
also
good
to
see
that
these
invest
in
alons
are
been
used
on,
as
Trevor
said.
Hopefully,
this
will
be
a
capitalist
for
that
particular
part
of
the
borough,
so
you
know
exciting
times
ahead.
It's
very
much
welcome,
sir.
Thank.
K
A
guitar
on
yes,
I
would
like
to
concur
with
what
has
already
been
said.
Another
exciting
project:
that's
not
the
case
and
commentary
Senator
Craig
Allen,
and
we
certainly
welcome
that
more
economic
value
coming
into
the
borough
and
increasing
jobs
in
the
future.
It's
something
that
despair
has
always
tried
to
do
to
help
and
bring
forward
projects.
K
Uncertainty.
The
van
Valley
project
coming
to
Craig
Allman
is
incredibly
welcome
and
I
think
we
just
need
more
of
these
in
this
one.
Certainly
if
it's
about
thank
you.
B
Thank
you,
Coastal
Library,.
E
Thank
you,
chair
I,
would
concur
with
those
previous
speakers.
I
think
they'll
be
leaning
to
you
know,
accepting
the
recommendation.
You
know
sorry
zone
for
industry
and
it's
certainly
an
exciting
project
going
forward
and
protect
our
world
like
the.
A
E
Know
highlight
the
additional
thought
path:
connection
on
the
northeast
of
the
site,
to
improve
interconnectivity,
not
only
for
lose
access
and
the
site,
but
those
in
the
wider
area
I
think
this
kind
of
activities
to
be
welcome.
This
will
help
encourage
those
workers
from
that
sort
of
Central
Area
to
take
the
opportunity
to
travel
the
site
on
foot
or
cycle
and
date
from
further
failed
and
they
and
to
get
it
a
segregated
cycle.
Network
and
click
Allen.
So
overall
I
think
it's
a
positive
application
of
Bay
Lane
into
support
conversation
time.
B
P
Sure,
just
fair
that
we
anticipate
there
being
an
additional
30.
Jobs
will
be
appointed
over
time
in
skilled
areas
of
engineering
and
production,
product
development,
Etc
and
obviously
there
will
be
a
significant
number
of
jobs
in
the
interim
during
the
construction
phase
and
that
would
bring
a
total
ongoing
employment.
Hopefully
it
was
invites
to
somewhere
between
90
and
100
employees
established.
M
Yes,
thank
you
very
much
Mr
chairman,
and
really
just
to
again
welcome
this
and
say
that,
as
a
one-time
teacher
of
geography,
I,
remember
teaching
about
the
development
of
Craig
Alvin
and
the
creation
of
industrial
areas
and
all
the
rest
of
it,
and
to
see
that
this
again
is
a
wonderful
Block
in
the
the
wall
as
it
were,
and
I
very
much
welcome.
This.
B
I
guess
it
was
from
your
own
perspective,
maybe
a
question
for
James
in
terms
of
the
let's
go
back
to
the
tan
regi
site.
Obviously
it's
an
important
state
to
the
time
and
a
very
strong
historical
link
there
with
the
with
the
the
oats
being
produced
there
and
I'm,
just
wondering
in
terms
of
I
know
you
touched
on
it
briefly,
but
is
it
ultimately
the
that
everything
would
be?
B
You
know,
relocated
eventually
out
there
and
then
a
completely
different
use
for
that
site,
or
how
do
you
see
that
progressing?
Just
you
know,
given
that
yeah
I
would
just
be
Keen
to
understand
that
forward.
Yeah,
certainly.
Q
So
at
the
moment
our
plan
is
to
you
know
if,
for
previous
granted
on
the
projects
built
to
transfer
the
production
that
currently
exists
and
the
capacity
exists
within
panergy
over
to
the
new
site
and
then
stop
the
old
Milling
operation
here
in
tambagi,
and
there
will
be
some
operational
need
to
keep
some
activity
here
for
a
period
of
transition,
while
the
the
new
site
gets
commissioned
and
it's
pretty
pretty
up
and
running
so
it'll
be
it'll,
be
probably
well
beyond
the
completion
of
the
project
that
there'd
be
some
activity
continuing
all
around
the
town
of
reset,
in
terms
of
as
I
said
before
any
any
sort
of
thinking.
Q
Further
than
that,
we
have
not
done
that.
That
could
be
that
we
use
it
and
continue
to
use
the
site
of
part
of
the
operations
within
white
or
that
it's
you
know.
We
seek
a
different
purpose
for
it,
but
we
will
only
make
that
decision
and
syndrome
once
we
are
sure
about
the
sort
of
plan
on
how
we're
going
to
be
progressing.
But
at
this
stage
the
intention
is
to
move
that
Milling
capability
and
capacity
which
exists
in
time
to
be
over
to
the
view
site
in
non-developments.
For
the
operational.
B
Yeah
thanks
for
that
for
that
Clarity,
okay,
members
with
I,
don't
see
any
other
hands
up
our
lights
on.
So
if
we
could
move
then
to
the
decision
for
years,
I
would
want
to
foreign
foreign.
K
B
Okay,
members,
don't
see
any
other
late
cylinder
hounds
up,
we'll
take
a
lot
of
greed
on
that
prompt
and
without
being
the
Keystone
we'll
thank
our
contributors
there
to
the
application
and
you're
free
to
go
now.
Thanks
for
joining
us,
okay,
members
we'll
move
on
there
to
skip
back
to
and
explore,
and
at
this
point
this
is
LA
area
2022
or
654f
on
Sinead
again
is
delivering
the
presentation
on
this
one,
so
she
need
when
you're
ready.
Thank
you.
O
Thank
you
chair.
The
application
6
fell
plan
of
permission
for
the
reaction
of
a
new
manufacturer
and
Engineering
Factory,
with
ancillary
canteen
toilet
facilities
and
office
block,
and
the
reason
is
before
the
plan
and
regularly
service
committee
is
because
it's
a
major
application
officers
taken.
The
members
have
read
the
report
in
full
synopsis.
O
Only
the
status
were
created
in
the
development
limit
of
kragavan
urban
area,
as
defined
by
the
craigavonary
plan
and
soon
predominantly
as
existing
industrial
land,
but
the
Eastern
section
of
the
site
is
sown
as
land
sown
for
industry,
that
stone
has
key
a
six
Key
State
requirements
and
the
application
meets
all
those
that
are
relevant
to
the
proposal.
Authors
are
of
the
penny
that
post
use
is
acceptable
in
principle
as
regard
to
the
design,
sighting-led
materials
and
I'll
skip
treatment.
O
O
A
band
of
existing
trees
are
located
along
the
excess
way
which
are
to
be
retained,
except
for
those
required
to
be
removed
facility
at
the
excess
additional
Planters
report
along
the
northern
boundary
of
the
site
and
offers
have
recommended
the
inclusion
of
a
condition
requiring
a
buffer
planting
along
this
boundary
to
help
obscure
views
of
the
site
from
the
dwellings
at
balnacor.
Meadows,
a
noise
and
our
quality
impact
assessment
has
been
submitted
and
officers
from
consultation
with
the
council's
Environmental
Health
Department
volunteer.
O
Consideration
of
the
information
this
minute
have
no
concerns
in
relation
to
noise
rotor
emissions.
Furthermore,
due
to
the
layout
and
separation
distance,
The
Proposal
will
not
overshadow
or
adversely
impact
late
to
any
nearby
property.
The
access
and
parking
Associated
development
is
considered
to
be
acceptable.
O
There
is
an
accessing
fit
path
along
the
frontage
of
the
site,
which
is
connected
to
a
footpath
onto
the
tourist
town,
road
which
links
to
the
Karen
Road,
an
assessment
of
the
suitability
of
habitat
and
fetish
within
an
entire
site
and
wider
area
for
potential
use
by
a
range
of
protective
species,
including
bats,
brilliant,
Birds,
Badgers
and
smooth
mute
was
undertaken
and
fall
into
consideration
with
the
national
environment.
Innovation
officers
have
no
objection.
O
Impactness
Network
have
been
fully
considered
and
produced
by
both
Rivers
agency
and
Northern
water,
who
have
offered
no
objections
to
the
proposal.
The
Proposal
is
for
a
new
state-of-the-art
building,
as
it
visits
employees
an
additional
20
to
25
people
with
investment
around
the
range
of
year
to
10
million.
There
have
been
one
objection
to
the
proposal
and
the
scheme
had
been
altered
accordingly.
In
light
of
that
objection,
just
a
minute
to
have
regard
to
the
above
and
after
God
had
taken
a
policy
assessment
and
planning
balancing
exercise.
O
O
Such
as
sales
location,
the
site
within
the
general
area,
so
the
north
west
of
Craig
Avenue
within
the
current
industrial
estate,
not
scenario
view
you
propose,
site
outlined
and
read
and
adjacent
in
the
Southeast
and
Southwest
is
AJ
poor
and
that
shows
a
site
location
plan.
Here
that
say:
deadline
red.
O
O
Set
back
slightly
from
what
previously
was
a
proposed
episode,
a
wee
bit
forward,
an
objection
came
in
from
the
adjacent
property
to
say
about
impact
on
their
legs
into
their
offices,
so
it
was
moved
back
slightly
and
that
shows
the
elevation
treatment
offered
in
relation
to
the
engineering
operation
C
to
the
front
elevation,
there's
glass
for
the
guards
of
the
office
development
that
just
shows
a
section
through
the
site.
So
to
this
there
is
the
dwellings
abandon
core
Meadows
and
then
separation
distances.
O
O
That's
just
a
little
bit
of
the
site.
That's
Edge
airport
adjacent
to
it.
You
can
see
the
sort
of
glazed
area
to
the
front
which
they
objected
to
in
relation
to
LinkedIn
to
their
the
officer
sort
of
set
back,
and
that
just
shows
looking
towards
the
rear
of
the
city.
O
You
can
sort
of
see
in
the
background
the
housing
at
balnagar
Meadows,
and
there
is
Landscaping
reports
along
there
to
fill
in
that
Gap,
but
we
have
conditioned
it
to
add
mowers
that
is
actually
a
landscape
buffer
and
there
she
showed
it
just
further
to
the
rear
that
just
showed
exactly
the
rear
boundary.
So
you
can
see
a
bit
of
area
of
bond
in
there,
so
that
is
all
to
be
a
landscaped
out.
O
So
it
just
shows
the
looking
of
you
towards
the
site
internally
in
the
foot
path
like
across
the
front,
so
in
the
same
way
with
AJ
par,
which
was
approved
by
this
planet
committee.
They've
allowed
access,
so
a
small
portion
of
the
landscape
was
taken
away,
but
the
rest
can
be
retained.
B
B
That
was
a
good
sign
again
I'm
not
going
to
drag
it
out
with
no
effort,
nobody
speaking
and
we'll
move
over
through
then
to
the
to
be
a
decision
form
up
and
suppose.
From
my
perspective,
it's
good
to
see
you
know
a
new
facility
in
a
zone
designators
for
such
facility.
So
that's
that's
a
positive
and
it's
a
positive
for
the
borough
as
well
from
our
manufacturing
standpoint
and
councilor
Michael
London.
S
M
Yes
again,
Mr
chairman
is
really
just
to
welcome
this
and
to
take
note
that
in
the
report
we
had
there
that
there
was
obviously
some
consultation
with
the
Neighborhood,
Housing
and
so
on,
and
an
agreement
made
that
they
would
move
the
development
a
little
away
further
and
and
obviously
that
is
a
good
saying
again
of
cooperation
and
working
things
out
so
I
welcome
the
whole
report.
K
K
Coming
in
to
this
Borough
on
the
Enron,
the
areas
and
providing
more
jobs
and
something
we
we
need
to
see
and
continue
to
do
and
to
encourage
more
of
these
applications
and
these
companies
to
to
give
us
more
employment
and
I
have
to
be
congratulated
the
the
company
here
as
well
for
for
their
initiative
in
this
one,
and
hopefully
it
will
continue
to
to
expand
the
future.
Thank
you.
F
B
N
B
You,
okay,
I,
don't
see
any
alert
and
we're
so
sorry,
members
were
all
agreed
and
I've
been
the
kiss.
We
will
move
then
to
appendix
six,
which
is
taken
by
Nicola
I
call
it
when
you're
a
rally.
You
can
commence.
Think.
T
Thank
you
chair.
This
application
is
for
a
play
area
with
a
1.2
meter,
high
fence
at
The
Birches,
and
it's
been
submitted
by
Council.
There
are
no
consulting
or
third-party
objections
to
the
proposal.
The
overall
play
area
measures,
80
square
meters,
sat
on
a
resin,
bind
rubber,
mulch
surfacing
and
there's
nine
pieces
of
playground,
equipment
with
two
pieces
of
furniture,
which
is
a
bench
and
a
bin
proposed
for
the
development
and
there's
an
inclusive
pod
swing,
a
swing
set
with
one
cradle
seat
and
one
zero
g,
inclusive
seat.
T
A
swing
set
with
two
flat
seats,
an
inclusive
wheelchair
around
about
an
accessible
spring
rocker,
an
inclusive
multi-activity
play
you're,
not
a
multi-activity.
A
feather
multi-activity
play
unit,
virtuoso
tube
chime
auditory,
Sentry
play
panel
and
giant
knots
and
Crosses
visual
tactile,
sensory
play
panel
and
I've
said
there.
It
will
be
accompanied
with
a
setting
bench
and
a
letter
bin.
The
principle
of
development
is
Success
acceptable,
as
this
is
an
existing
area
of
open
space
and
The.
T
Proposal
complies
with
policy
OS,
1
or
pps8,
which
is
I-4
space
and
open
space
and
outdoor
recreation.
The
design
and
layout
are
acceptable
and
there's
no
impact
on
the
streetscape
or
adjacent
residential
amenity.
There's
available
on
street
car
parking
and
most
users
will
be
able
to
walk
to
the
site
and
finally,
there's
no
impact
on
natural
heritage
features
and
the
details
are
all
within
the
case
report
and
the
recommendation
is
to
approve
and
I'll
just
go
through
the
presentation.
T
T
So
the
site
is
to
say,
is
at
The
Birches
just
don't
mind
just
beside
mine
tall
next
slide,
please.
T
This
is
the
aerial
view
of
the
site.
Next
slide,
please
the
site
location
plan
next
slide,
please
site
location,
then
layout
and
some
details,
then,
in
terms
of
The
Proposal
next
slide,
please
their
proposed
equipment
next
slide
place.
Just
some
visuals
of
The
Proposal
next
slide,
please.
This
is
then
a
view,
then,
to
the
site
from
Robinson's
time.
Next
slide
of
you,
then,
from
mental
next
slide.
T
T
Foreign,
thank
you
counselor.
We
we
don't
have
the
details
of
the
time
scale
actually
for
putting
it
in,
but
I
do
a
mama
were
I'm.
David
Lemon
from
the
council
has
been
dealing
with
the
application
and
he
has
been
in
touch
to
find
out
when
it's
gone
to
committee,
because
they're
Keen
to
make
progress
on
it
so
I'm
sure
it
may
implement
it
quite
quickly
after
the
decision
is
made.
N
K
Thank
you
chair
and
thank
you
Nikola.
Yes,
sir,
this
is
a
longer.
We
had
a
clear
facility
that
has
been
much
needed
there
in
the
Portugal.
It's
a
an
area
hasn't
had
much
as
far
as
it
comes
to
play
facilities
and
it
certainly
will
be
welcomed
by
the
purchase
community
and
the
young
people
down
there
not
to
have
this
up
and
running
ASAP,
but
maybe
it's
the
start
of
getting
more
facilities
into
that
road
area,
and
if
you,
then
it
comes
in
the
back
recently
of
one
has
recently
opened
and
and
at
Scott
Street.
K
M
Yes
again,
Mr
chairman
happy
to
welcome
and
happy
to
Second.
Thank
you.
U
Yes,
thank
you
chair
and
yes,
I
just
want
to
concur
with
Alderman
Anderson's
comments.
It's
great
to
see
another
facility
come
to
fruition
and
meet
all
aspects
of
the
the
report
on
the
public,
consultation
and
I
know.
This
is
very
well
sought,
after
and
by
the
the
wider
and
purchase
community,
and
yes,
I
just
want
to
welcome
this,
and
yes,
it'll
it'll
be
great
to
see
this
come
to
later.
Thank
you.
B
Thank
you.
Okay
members,
don't
see
any
alert
lights
off
so
we'll
move
into
this
final
decision.
Hollywood
Anderson
foreign.
B
You
remember
saying
we're
agreement
on
that:
I
don't
see
any
to
the
country,
so
without
being
the
case,
that
is
our
final
obligation
of
starting
or
where,
and
so
thanks
for
your
cooperation
and
help
tonight
and
and
we'll
see
you
at
the
next
one.
So
if
we
can
stop
the
live,
feed.
