Description
Armagh City, Banbridge and Craigavon Borough Council Planning and Regulatory Services Committee on Wednesday the 2nd of November 2022 at 3.00pm in the Council Chamber at Craigavon Civic and Conference Centre
A
C
C
Commissioner,
Cosby
is
intended
to
be
here,
but
maybe
for
the
the
plowman
application
section
of
the
meeting
and
okay
I'm,
not
aware
of
any
others
and
Declarations
of
interest
will
take
them
in
the
usual
fashion
as
the
meeting
progresses
and
we
move
them
to
appendix
item
three,
which
is
a
report
and
one
community
and
growth
and
the
offices
of
Olga
Tom's,
going
to
bring
this
report
so
Tom
you
can
commence.
Thank
you.
D
Thank
you,
chair
and
good
afternoon
members
members.
This
is
in
capacitive,
conscious,
Performance
Management
framework.
The
heads
Department,
along
with
the
Strategic
directors,
have
reviewed
the
progress
date
of
their
current
business
plans.
This
report
is
a
six
monthly
progress
report
for
the
period
April
to
September,
we're
both
planning
on
the
building
control
departments
and
the
problems
or
full
details.
Arnabelics
one.
D
A
progress
rating
has
been
applied
in
terms
of
the
progress
against
identified
targets
and
and
using
various
categories
where
the
actions
are
in
progress
or
behind
a
rationale
or
an
explanation
is
prepared
within
the
comments
section
and
the
overall
performance
is
as
new
within
the
report.
I
said,
the
this
report
is
remembers.
Information
on
both
myself
and
Damian
are
here
for
any
questions
that
members
may
have.
Thank
you.
C
Okay,
members
of
further
report,
are
we
any
questions
or
queries
on
that
one?
It's
just
for
information.
So,
okay,
we'll
move
on
now
to
item
number
four,
which
is
a
report
from
head
of
plowing
on
4.1,
is
a
notice
of
listing
Julie's
gonna,
bring
that
one
so
Julie
when
you're
ready
there.
Thank
you.
E
Thank
you
chair.
Yes,
this
is
an
item
for
our
decision.
It's
the
advanced
notice
of
lasting
of
a
telephone
Kiosk
for
your
sanctuary.
E
The
department
for
communities
wrote
to
the
Council
on
the
14th
of
October,
taking
their
views
on
the
on
the
proposed
listing
and
the
time
frame
for
responses
closed
on
the
closes
on
the
25th
of
November.
So
officers
from
the
council
sought
an
extension
which
was
granted
until
the
1st
of
December
and
the
listing
of
the
telephone
kiosk
is
being
considered
under
Section
80
brackets.
One
of
the
planning
act,
Northern
Ireland
2011.
E
a
department
for
communities,
has
assessed
the
merits
of
the
listing
against
the
criteria
set
out
and
their
publication
of
May
2019..
In
this
case,
significant
criteria
include
style
proportion,
ornamentation
plan
form
alterations,
detracting
from
the
structure,
quality
and
survival
of
interior
setting
age,
authenticity,
authorship,
social,
cultural
or
economic
importance
and
Rarity,
and
their
survey
on
appendix
one
DFC
have
described
this
telephone
kiosk
as
being
fairly
intact,
designed
in
1935
by
Sir,
Jazz,
Gilbert,
Scott
and
its
tutor
crime.
Cipher
indicates
that
it
is
pre-1953
ksx
model,
it's
an
iconic
piece
of
straight
furniture
and
they're.
E
A
planning
history
search
has
identified
no
relevant
planning
applications
affecting
the
site
and
there
are
no
constraints
identified
on
the
site
either,
however,
to
to
the
East
and
close
by
there's
a
site
of
local
nature,
import
conservation
importance,
a
local
Wildlife
site,
an
area
of
special
scientific
interest,
the
Ulster
Canal
tow
path
and
the
cluster
of
listed
industrial
Heritage
sites
mentioned
before
as
kinds
of
beers
have
been
solved.
Regarding
the
proposed
listing,
a
draft
response
is
attached
at
appendix
T
and
it
is
recommended
that
members
would
approve
that
draft
response.
C
Okay,
thanks
Julie,
so
who's
just
on
that,
it's
a
working
example,
so
I'm
assuming
BT
or
an
equivalent
owns
the
telephone,
kiosk
I'm
just
wondering
does
that
Judy
bind
them
to
continue
your
service
or
just
do
they
look
after
you
mean
if
it's
listed
obviously
can't
be
removed,
I'm
assuming
so
what's
sort
of
the
longer
term
implications
of
that,
but
it
was
not
really
for
us
to
understand.
F
E
Well,
we
did
clarify
that
BT
actually
are
the
owners
of
it
now
and
I
wouldn't
be
sure
about
what
their
long-term
service
provision
is
for
that
telephone
kiosk.
But
because
you
know,
if
it
goes
ahead
and
is
listed,
will
then
it
can't
be
removed
to
a
site,
Leicester
building
consent,
or
it
can't
be
changed
in
any
way
without
list
of
building
consent,
I'm
not
sure
about
the
function
on
whether
they
would
run
a
service.
E
But
the
actual
structure
itself
on
the
interior,
as
it
is
at
the
moment,
would
would
form
part
of
the
last
time.
C
Okay
and
I'm,
just
wondering
you
know,
should
they
just
you
know,
cease
having
a
a
connection
to
the
phone
in
terms
of
a
service,
then
you
wonder:
Street
Furniture,
whether
they
unfold
a
council
to
I,
don't
know
to
then
end
up
maintaining
this
forever
and
a
day
if
you
like,
I'm
looking
after
it
I,
don't
know
it's
just
something:
I'm,
not
just
sure
about
it.
In
terms
of
that,
but
I
know
we're
not
deciding
I'm,
not.
It
was
just
out
of
interest,
you
know,
but
let
me
demon
you.
G
Yeah
thanks
chair,
yeah
I
think
the
maintenance
over
it
would
be
would
lie
with
with
BT
unless
they
soldered
to
to
someone
else.
I
can't
imagine
the
council
we
want
to
to
take
that
on,
but
perhaps
someone
else
might
be
interested
in
doing
it,
but
whoever
owns
the
kiosk
would
be
responsible
for
for
the
cost
of
maintaining
and
managing
it,
and
but
at
this
stage
it's
Julie
pointed
out.
It
sits
BT
at
the
moment
to
be
responsible
for
that
yeah.
Okay,
let's
find
any.
C
Other
numbers
any
queries
and
that's
no
problem.
Okay,
and
so
we're
happy
enough,
then,
that
we
go
ahead
with
our
recommendation
on
that
I'm
happy
to
proposal.
Okay,
Chrysler
told
them.
That's!
Okay,
thank
you,
and
thanks
Julie,
what's
going
on
there
to
4.2
and
which
is
an
update
on
plowing
Kia
slows
and
Damian's
gonna
bring
them.
G
Yeah,
thank
you,
chair
and
good
afternoon
members
and
members
look
you'll
still
see
from
the
report
before
you
live
care.
Sload
for
planning
currently
stands
919
919
cases
we're
down
approximately
65
I
think
it
is
from
from
down
from
965
from
last
month.
So
during
the
month
of
October,
we
issued
153
decisions.
G
G
But
you
can
see
from
the
numbers
going
out
that
you
know
there
is
a
considerable
amount
of
of
work
being
done
by
the
department
in
terms
of
reaching
planning
decisions
and
one
other
Step
just
to
mention,
for
you
is
the
number
of
colons
it's
one
colon
this
month,
which
brings
the
total
year
to
deal
to
16.
happy
to
take
any
questions
or
queries,
turn.
C
Economic
perspective
also
any
thoughts
members
on
that
I'll
be
in
a
fairness
for
and
for
Newton,
the
MDMA
and
you're
on
the
quarter.
One
statistical
available
man
4.3
thanks.
G
Chair
yeah
members,
the
report
before
you
provides
an
analysis
of
the
statistical
bullet
provided
by
the
department
for
infrastructure
in
relation
to
quarter.
One
of
the
current
business
here
that
bulletin
provides
an
overview
of
planning
activity
across
Northern,
Earth
and
you'll.
Note
that
out
of
11
councils,
we
received
the
fourth
house
number
of
planning
applications
in
quarter,
one
which
is
extremely
positive
news
from
a
planning
income
perspective.
G
We
also
issued
the
third
highest
number
of
decisions
and
therefore,
we've
obviously
played
a
significant
role
in
enabling
and
delivering
investment
in
the
borough
and
creating
job
opportunities
as
well.
With
regard
to
Performance
against
the
statutory
targets,
the
council
was
successful,
admitting
one
of
the
three
targets
for
planning,
and
that
was
for
planning
enforcement
and
Nuria
in
which
we
not
only
met
the
target
but
also
exceeded
it.
Furthermore,
by
processing
83
percent
of
our
Enforcement
cases
within
39
weeks,
we
were
significantly
better
than
the
Northern
Ireland
average
of
70
weeks.
G
It
is
also
worth
highlighting
members.
We
were
the
third
best
performer
of
11
consoles
in
relation
to
the
enforcement
targets
with
regard
to
Major
applications.
We
unfortunately
missed
the
statutory
Target
of
30
weeks,
and
that
is
mainly
attributable
to
the
number
of
major
applications
received
during
quarter.
One
I
shall
say
members
we
received
the
highest
number
of
major
applications
outside
of
Belfast.
G
Notwithstanding
that,
with
an
average
processing
time
of
41
weeks,
we
performed
significantly
better
than
the
Northern
Ireland
average
of
51
weeks
and
against
the
major
Target.
We
were
again
the
third
best
performing
Council
with
regard
to
local
applications.
The
council
recorded
an
average
processing
time
of
20.6
weeks,
which
missed
the
statutory
Target
of
15
weeks,
and
why
that's
extremely
disappointing
for
us?
It's
mainly
a
consequence
of
the
ongoing
challenges
around
High
care
stores
and
staff
vacancies.
G
Notwithstanding
not
our
performance
on
locals
during
quarter,
one
represents
a
significant
Improvement
on
the
previous
reporting
period
and
demonstrates
that
real
progress
is
being
made
and
we
aim
to
use
that
progress
as
a
platform
in
which
the
bill
going
forward
and
I
could
take
any
questions
or
queries
church.
Thank
you.
C
No,
that's
great
I
suppose
just
moving
off
off
peace
lately,
but
it
is
one
I've
stopping
a
few
people
about
recently
and
I'm,
not
on
the
committee.
That
would
maybe
have
involvement
on,
but
it's
just
around
yeshu
the
chamber
and
Banbridge
and
always
referred
it
a
few
times
are
we
do
we
have
any
update
in
terms
of
a
year
and
year.
This
is
a
new
technology.
C
It
was
maybe
one
of
the
million
issues
in
terms
of
that
live,
feed,
sort
of
continuity
around
maintaining
that
on
the
the
Banbridge
chamber
and
I'll
have
on
that
capability.
But,
as
some
of
the
members
said
it's
you
know,
it
probably
could
be
done
based
on
the
information
we
have
in
play
here
and
on
the
knowledge
that
the
at
Team
have
both
opened
up
from.
Do
we
do
we
have
any
updates,
just
internal
conscious
of
the
Banbridge
people.
Do
the
representatives.
G
Yeah
thanks
chair
and
no
I
know.
The
question
was
asked
the
phone
Council
last
month
and
the
Jonathan
Hayes
provided
a
response,
basically
to
say
that
yeah
the
moment
the
infrastructure
isn't
there
are
to
Allah
a
hybrid
meeting,
but
obviously
the
the
whole
issue
around
whether
or
not
these
meetings
could
bug
the
bound
Bridge
as
part
of
a
wider
consideration
around
sort
of
how
the
council
looks
at
the
management
of
its
assets
and
racialization
of
its
assets
and
so
on.
G
C
The
alderman
councilor
Wilson.
H
Thank
you,
Mr
chairman.
Yes,
it's
a
it's
a
mute
point
with
myself.
I
really
think
we
should
be
considering
going
back
to
bomb
bridge
to
just
think.
People
of
Palm
Beach
probably
feel
a
wee
bit
of
a
disconnect
from
the
new
Council
was
formed.
I.
H
Think
keeping
the
parliament
within
within
the
barn,
Bridge
Civic
Belden
would
be
a
move
to
sort
of
allow
people's
fears
at
bond,
which
is
being
sort
of
forgot
about,
and
everything
centralized
in
Craig,
Alvin
I
think
it'll
be
a
advantageous
that
we
consider
going
back
to
barbridge
for
our
meetings.
Thank
you.
C
C
D
Thank
you
chair.
This
is
a
request
for
the
naming
of
a
development
consistent
of
148.
Billions
of
the
Eastbound
and
details
are
contained
with
an
appendix
one.
The
applicant's
preferred
name
for
the
development
is
buying
the
money
View
and
the
up,
against
main
reason
is
that
the
development
is
on
the
bottomani
area
and
borders
the
bottomani
lane.
D
At
the
end,
the
African
has
been
made
aware
of
this
and
has
been
advised,
as
his
advice
is
that
you
wish
the
spelling,
which
is
the
spelling
to
be
proposed
for
the
purpose
about
to
include
the
E
which
actually
reflects
the
Berlin
spelling,
so
others
have
a
deemed
that
the
proposers
are
compliant
with
the
kinds
of
street
name
and
policy.
The
recommendation,
therefore,
is
for
members
approval
of
probably
the
money
View
and
have
you
taken
any
questions.
Members
may
have.
I
C
D
Thank
you
chair.
This
is
a
request
for
the
name
advising
development
consisting
of
fade
dwellings
of
seagull
trade.
Important
details
around
appendix
two,
the
applicant's
preferred
name
for
development
is
Siegel
Lane
and
the
obvious
main
reason
is
this:
Learners
reflects
the
narrow,
informal
Street
passage,
and
the
secret
is
obviously
a
continuation
of
the
theme
for
this
area.
Therefore,
the
recommendation
to
members
is
approval
of
seagullian
and
I'm
happy
to
take
any
questions.
Members
may
have.
C
D
Thank
you,
chair
5.3
is
a
request
for
the
naming
of
a
Housing
Development
consisting
of
73
dwellings
of
the
hollows
in
Oregon,
and
the
details
are
contained
within
appendix
three.
The
Appling
is
preferred
name
of
the
development
is
the
hollows
Manner
and
they're.
Having
a
Spain
reason
is
that
the
preferred
name
is
a
natural
continuation
of
the
hollow's
theme.
D
C
You
talk,
commissary
Library,.
K
C
C
That's
great
tool.
That
concludes
that
section.
So
at
this
point
and
with
few
confidential
items
to
consider
so
I'm
just
going
to
read
a
statement
and
then
I'll
ask
for
the
live
feed
to
be
stopped.
A
members
and
online
viewers
in
accordance
I'm
sorry
I
need
a
proposal
in
secondary
proposed
by
councilor
Wilson
saginaba,
councilor
Tolman.
Thank
you,
okay
members
and
online
viewers.
In
accordance
with
schedule,
6
of
The
Local
Government
Act.
We
will
now
be
moving
into
your
confidential
session
of
the
account.
C
C
Thank
you:
okay,
when
I
got
agenda
item
seven,
which
is
applications
for
plowing
permission
and
I'll,
read
the
following
statement.
Members
of
the
public
are
advised
that
the
planning
and
Regulatory
Services
committee
has
been
held
on
the
council
chamber
in
gregaron
Civic
Center,
however
G
to
covert
restrictions,
the
number
of
persons
who
can
physically
be
facilitable
and
the
Chamber
is
severely
limited.
C
As
a
result,
member
of
the
Republic
are
only
able
to
view
the
meeting
on
YouTube
and
anyone
wishing
to
address
the
committee
has
been
invaded
in
the
first
instance
as
an
attendee
by
a
zoom
audio
recording
is
being
used
to
assist
in
preparing
informal
notes.
Therefore,
anyone
participating
in
the
meeting
consensitive
being
recorded
and
being
live
streamed
on
YouTube.
C
If
you
ever
members
of
the
public
should
know
the
counselors
will
not
reach
a
conclusion
as
to
whether
an
obligation
should
be
approved
refused
or
deferred
until
the
debate
on
the
obligation
has
completed
members
of
a
couple
of
changes
to
their
own
order
and
this
evening,
so
appendix
won.
No
appendix
2
have
been
withdrawn,
so
I'll
not
be
a
sustainable
movement
strip
tube
index
three
and
Trudy
will
be,
and
given
the
presentation
on
that,
so
pretty
when
you're
rally,
you
can
start
thank.
L
You
thank
you.
This
application
relates
to
extensions
to
an
existing
dwelling
on
the
construction
of
the
new
garage.
It
is
before
you
this
evening,
as
objections
have
been
received
from
four
separate
postal
addresses.
The
application
seeks
food
account
information
to
direct
ports
to
the
front
elevation
on
a
flat
roof
extension
to
the
rear.
L
In
relation
to
the
garage
The
Proposal
was
initially
to
have
a
detached
garage
with
the
playroom
and
an
upper
floor.
However,
following
receipt
of
objections,
the
applicant
has
Amanda
this
to
a
single
story.
Detached
Carriage
with
a
small
playroom
to
the
rear
members
are
advised
that,
during
the
processing
of
the
application,
officers
received
12
letters
of
objection
from
four
neighboring
properties,
all
of
which
related
solely
to
the
garage
element
of
the
scheme.
Five
of
the
12
letters
were
received
following
the
receipt
of
the
reduced
scheme.
L
But
officers
having
considered
the
proposal
on
the
objections
received
are
the
opinion
that
the
proposal
will
not
have
a
significantly
adverse
impact
on
the
residential
I
mean
that
if
the
neighboring
properties
and
our
Earth's
opinion
that
the
proposal
meets
the
tests
of
policy
ext1
officers
having
taken
consideration
of
all
material
matters,
readers
recommend,
upon
permission,
be
granted
and
I'll.
Just
take
you
through
the
PowerPoint.
L
This
is
an
aerial
photography
site
within
the
wider
area
and
our
site
is
is
in
the
middle
of
that
photograph
and
the
next
one,
then,
is
a
close-up.
So
you
can
see
the
relationship
with
the
vinegar
and
properties
and
the
existing
boundary
treatment
there
quite
clearly
so
they're
from
taken
at
either
end.
L
So
this
is
taken
within
the
site.
So
essentially,
where
we're
looking
there,
the
garage
will
go
in
the
garden
part
to
the
rear
of
the
dwell
in
there,
and
then
these
are
taken
then
from
within
the
site,
looking
South
and
Southwest.
So
that's
showing
us
that
there
is
a
ship
of
the
other
neighbor
and
the
the
rear
of
the
property
where
the
extension
is
going
to
go.
L
This
is
taken
right
down
at
the
bottom
of
the
corner
of
the
site.
Looking
back
up
so
this
is
essentially
where
the
garage
is
going
to
go
and
again
slightly
further
up
just
give
a
relationship
with
the
house.
L
This
has
taken
then
from
the
the
boundary
with
the
adjoining
neighbor,
like
an
ad
back
across
West
and
again
from
the
bottom
corner
looking
across.
So
you
can
see
then
the
two
houses
from
from
Blenheim
then
and
in
the
background
and
again
strip
straight
onto
the
back.
So
this
is
where
the
extension
is
going
to
go.
L
These
then
are
taken
from
Angela
Crescent,
so
numbers
50
and
49
both
objected
to
the
proposal,
and
this
then,
is
taken
from
number
nine
Blenheim,
Drive,
number,
nine
and
I.
Think
number
eight
were
the
ones
that
objected
on
Blenheim
Drive.
These
are
taken
from
within
their
Gardens.
Looking
back
towards
the
site,
these
are
the
location
of
the
objectors
and
then
these
are
the
existing
and
proposed
floor
plans.
So
you'll
see
a
fairly
substantial
abstention
at
the
back.
L
Neither
is
an
existing
Conservatory
that
will
be
taken
down
as
part
of
this
and
that
footprint
built
over
small
storm
porch
to
the
front,
and
then
the
next
slide,
please,
and
that
shows
the
proposed
garage
and
floor
plans
and
the
the
layout
and
then
shall
be
one
more.
That
shows
our
section
through
the
site
and
then
contextual
elevation
showing
the
neighbors,
and
that
should
be
me.
Thank
you.
C
Okay,
members,
thank
you
and
we
do
have
Ian
and
Ian
Lennon
of
Lanahan
design.
Who
is
the
agent,
so
he
is
available
on
house
speaking
rates
and
members,
a
particular
queries
which
state
I'm
going
to
do
it
before
3D
started.
But
I
had
some
discussions
with
the
objectors
in
this
because
it
came
into
my
employment
and
Rachel
to
speak
to
me
about
it,
but
I
was
able
to
tell
them
like
I'm
sure
the
committee
and
I
can't
take
on
board.
You
know
your
concerns.
You
have
the
opportunity
to
come
to
the
committee
University
in.
F
The
whole
aspects-
it
wasn't
pointed
them
towards
the
plan
portal
for
details
around
and
the
Platinum.
You
know
what
it
looked
like
in
terms
of
the
actual
plan,
so
it's
just
to
put
that
on
the
record,
so
I
feel
like
I'm,
still
participating.
C
L
Yes,
charit
was
originally
to
be
quite
a
bit
higher
with
the
playroom
above
and
then
taken
into
account
the
objections
the
the
applicant
demanded
this
game,
so
it's
now
longer
with
the
playroom
at
the
back
and
the
height
of
it
now
is
only
4.5
from
floor
to
Ridge
height.
Thank
you.
B
I
could
turn
thanks
Trudy
for
presentation
on
this
I
think
about
relating
to
the
garage
all
the
most
the
way
I
hear
in
this
one
and
was
originally
two-story.
B
Are
you
just
present
proposal
set
with
other
garages
within
that
area?
Is
there
some
regards
yourself
up
hype,
but
then,
or
nearly.
L
Yes,
there
are
a
number
of
single
stories
attached
garages
in
Insanity.
Neither
there
wouldn't
have
been
the
higher
version
with
the
room
above,
but
there
are
a
number
of
the
properties
agency
in
there
from
the
the
presentation,
the
presumption
in
it
and
someone
Angela
Crescent
as
well,
so
it
would
be
fairly
standard
in
the
area.
M
Thank
you,
chair
on
a
similar
vegan,
not
necessarily
a
reference
to
the
garage,
because
I
am
looking
at
the
The
View
I.
Think
did
you
say?
Maybe
it's
the
way
I
can't
remember
from
the
angle,
but
you
could
just
about
see
the
roof
of
the
property
over
the
the
fence
and
wall
from
the
other
garden
and
I
am
just
checking
to
see
that
a
if,
in
terms
of
the
extension,
are
we
aware
of
any
other
properties
that
have
extensions
of
similar
Shades
or
have
been
approved
in
the
area.
M
You
know
almost
immediately
around
it
as
well
I'm
just
conscious,
because
there
probably
it
could
be
a
precynical
extensions,
normally
are
not
terribly
contentious,
particularly
unless
you
get
an
issue
of
overlooking
on
something
like
that.
So
I
suspect
and
we're
not
actually
talking
about
overlooking
or
anything
like
that,
either
it's
more
about
amenity
and
Views
and
site
lanes
and
things
so
I
am
just
checking
to
see
if
we
have
other
applications
that
we
have
been
that
have
been
approved
during
the
system
somewhere.
M
That
are
true
that
we
have
approved
extensions
to
other
properties
in
the
immediate
area.
L
Thank
you,
Patricia
can
I
bother
you
to
pick
up
the
aerial
photograph,
the
one
that's
quite
close
up.
Please.
L
L
Thank
you.
Princeton
calls
me
that
the
actual
existing
property
appears
to
have
extended.
Previously
they
were
quite
small
colleges
to
start
off
with
you'll
see
from
there
there's
a
number
of
properties
there
that
have
had
eight
shots
like
the
back,
so
this
proposal
actually
proposes
to
take
away
one
of
those
older
shots
and
sort
of
Consolidated
on
a
slightly
bigger
footprint
there.
L
Given
the
size
of
the
cartilage
of
this,
a
lot
of
this
work
wouldn't
be
that
far
off
permitted
development
essentially
give
them
hope
the
garage
itself,
it
probably
would
have
implemented
development
had
it
been
four
meters
instead
of
4.5,
so
there
should
be
new
answers
like
that
and
other
than
that
they've
just
applied
for
the
whole
lot,
but
quite
a
lot
of
them
have
had
passwords
extensions
out
the
back,
especially
those
those
smaller
ones.
L
So
this
wouldn't
necessarily
be
out
of
character,
as
you
can't
really
see
it
from
anywhere
they.
You
can
see
from
those
photographs
as
well
that
there's
a
good
boundary
definition.
L
It's
in
an
unusual
situation
where
we
actually
have
castlevan
goes
the
whole
way
around
that
site,
and
then
we
actually
have
another
band
of
trays
for
the
other
neighbors.
So
it's
really
quite
a
thick
Edge
in
terms
of
the
neighbor
who's
to
joining
there's,
actually
a
wall
already
there.
So
we're
not
concerned
in
terms
of
overlooking
from
them,
and
they
were
the
one
neighbor
that
didn't
object
to
any
of
the
proposals.
M
Thank
you
thank
you,
chair
and
thanks
for
that
really
Justin
and
I
am
looking
when
I
was
looking
through.
If
maybe
Patricia
could
go
to
the
next
slide
on
this
one.
That's
much
more
zoomed
in
and
to
the
center
of
the
bottom
of
this
slave
I
can
see
what
appears
to
be
a
substantial
out
building
and
with
what
appears
to
me
to
be
two
scale
out
with
that
being
similar,
says,
or
is
that
bigger
or
higher
than
what's
being
asked
for
do?
M
You
know
it
looks
substantial
to
me
and
obviously
it
almost
looks
like
a
double
floor
with
this
with
the
tea,
what
looks
like
velox
Windows
there,
so
it
looks
quite
substantial,
even
in
comparison,
the
property
that's
sitting
beside
so
I'm,
just
interested
to
see
if
we
have
any
information
about
that.
L
Thank
you,
Council
Cosby
I,
don't
have
information
on
it.
In
particular,
it
does
look
quite
well
established
and
on
the
ground
memory
search
me
right.
It
did
have
the
appearance
of
a
single
story,
it's
more
square
and
shape
or
the
one
that
we're
looking
at
tonight's,
more
rectangular
it's
longer,
but
then
the
side
shifts
different
too,
so
the
site
has
the
benefit
of
having
a
bigger
Longer
cartilage
than
than
the
one
that
you
can
see
there.
So
we
no
but
I,
said
I'm
fairly.
L
N
Spider
thanks
very
much
charm
for
bringing
me
in
there
thanks
very
much
for
your
report
as
well.
Trader
I'm,
just
wondering
have
the
form
of
words
treaty
in
terms
of
the
condition
that
the
committee
was
made
to
approve
it
in
relation
to
the
playroom
and
others
one
for
the
garage.
Would
it
be
just
similar
or
would
you
have
a
different
condition
in
mind
for
that
one?
Thank
you,
chair.
C
L
We
actually
check
at
the
garage
as
an
entity
because
of
the
playrooms
are
accelerated,
but
by
all
means
we
can
change
that
to
say
Garage
on
playroom.
If
you
were
more
comfortable
with
that.
N
C
I
Yes,
thank
you
chair
the
elevations
and
all
where
this
Carriage
is
gone.
I,
don't
see
no
problem
at
all.
I
know
it's
very
old
style
Bungalow
compared
to
the
ones
that
are
doing
the
complainant
so,
and
some
of
them
have
characters.
So
they
don't
see
what
their
issues
were.
O
C
I
set
up
any
other
comments
numbers.
If
not,
then
we'll
move
into
decision
fears
and
also
part
of
my
proposal
has
been
made
around
the
condition
on
them
and
just
to
to
marry
up
those
two
separate
entities
and
Chrysler
Cosby.
M
Thanks
sure
I'm
just
not
clear,
maybe
then
on
country
salvages
suggestion,
because
it
might
be
a
playroom
on
the
Drone,
but
whenever
some
children
might
get
a
bit
older
they
might
no
longer
be
a
playroom
and
I
suppose.
If
and
if
any
room
behind
it
is
ancillary,
you
know
it
could
effectively
be
used
for
and
obviously
if
it
was
going
to
be
used
for
business
purposes,
that
would
require
change.
Diffusional
doubt.
Is
it
necessary
to
have
it
I,
don't
I,
don't
really
know
and
I'm,
not
sure.
N
Should
not
be
used
at
any
time
other
than
for
domestic
purposes
and
celebrate
through
the
residential
user
dwelling
known
as
your
team
on
a
railroad.
The
premise
promotional
here
background.
It
does
not
confer
approval
on
the
Care
Network
Creator
business
from
there
so
think
of
it.
Just
the
garage
in
playroom
I,
don't
think
that
it
says
domestic
purposes,
so
I
think
that
gives
a
sufficient
cover
if
it
was
to
go
to
a
teenager's
bedroom
sure
so.
C
You
know
what
she
said
can
I
start
calls
me
it
does.
It
does
stay
up
the
business
professional
hair
background
that
does
not
confer
approval
and
the
carrying
out
of
a
Trader
business
from
there
and,
as
you
really
say,
I
would
necessitate
and
all
their
proceeds
you
to
go
through
yourself
wherever
to
be
the
case
without
yeah.
Sorry,
do
you
mean
you
wouldn't.
G
Look
it's
just
if
it
can
assist,
maybe
I
haven't
regarded.
Everything
that's
been
said.
Yeah,
you
know,
one
possibility
is
that
we
do
amended
to
say
the
garage
and
playroom
within
the
garage
just
to
clarify
at
that
point.
Picking
up
on
what
kinds
of
savages
said
whether
that
members
would
be
would
be
satisfied
with
that.
Our
opinion
is
truly
said.
G
C
C
L
Thank
you
finally
got
Google
Microsoft,
it's
a
single

appearance.
We
reckon
there's,
probably
a

or
take
so
slightly
taller
than
the
one
that
we're
looking
at
just
to
clarify
that
from

Okay,.

Thank

The

The

It

because
it's

There
have
been
objections
raised
to
this

including
the

which
has
been

in

within

you
can
see
the
clump
of
Phil
next
slide,
please,
this
is
the
the
only
real
vantage
point
of
it
from
the
public
road
just
off,
not
Immokalee
Lane
next
slide,
please.
R
It
was
previously
presented
to
members
last
year
and
it's
it's
currently
the
pay
still
underway
at
the
minute,
but
I've
outlined
the
application
site
in
red,
and
this
is
the
concept
run
that
was
submitted
for
the
appeal,
but,
as
you
can
see,
there
is
a
dwell
in
an
existing
third
party
dwelling
number
30,
which
is
actually
in
closer
proximity
to
the
to
the
application
site,
and
this
has
already
been
considered
anyway
within
the
original
planning
report,
but
both
have
now
been
considered
within
the
addendum
next
slide.
R
C
Okay
Nicholas,
thank
you
very
much,
and
so
we
moved
now
to
our
representations.
Firstly,
by
there
was
an
objection
to
the
application,
so
we
have
with
us
Joe,
Colvin
and
Sheila.
O
C
B
C
And
as
soon
as
you
start
talking,
julia.clock
I'll
start
tucking
down
it's
up
to
you.
Then
you
manage
your
time.
Then,
when
you
stop,
she
doesn't
handle
them
to
start
and
the
time
we'll
learn,
expire
after
three
minutes
and
I'll
bring
them
to
a
conclusion.
Then
so
so
I
just
activate
your
mic
and
then
you
can
start
as
soon
as
it
is
activated.
S
Thank
you,
chair
and
committee
members
in
this
prolonged
planning
Saga.
My
application
for
a
dwelling
being
lodged
in
January
17th
was
the
first
event
to
occur
immediately,
adjacent
to
the
shared
application,
with
only
a
12
meter-
separation
distance
from
the
application
for
the
dwelling
to
this
application
for
the
shield.
S
This
shared
application
before
you
was
lodged
over
20
months
after
my
application.
This
is
why
it
has
been
held
back
until
now.
I
have
appealed
the
decision
I
received
in
March
and
I
expect
to
receive
a
decision
eminently.
Therefore,
I
would
respectfully
ask
that
the
committee
defer
issuing
a
decision
until
the
conclusion
of
my
appeal.
Thank
you,
chair.
P
You
finally
interject
now
the
good
afternoon.
Basically,
we
would
say
that
the
decision
before
the
commission
members
today
is
not
full
in
that
it
lacks
some
material
considerations.
Obviously,
the
PAC
decision
which
Mr
Carlton
has
referred
to.
We
would
say
that
that
is
a
major
material
consideration
with
regards
to
neighboring
immunity.
P
Also,
the
application
lacks
the
Northern
Ireland,
diverse
biodiversity
checklist,
which
is
a
requirement
under
pps2,
and
we
know
that
the
shared
Environmental
Services
were
consulted.
However,
there
is
no
evidence
of
the
consultation
on
the
planning
portal,
either
an
outgoing
consultation
or
consultation
response
for
consideration.
This
application
is
for
full
Planning
Commission.
However,
the
plans
lack
details
regarding
existing
ground
levels
finished
floor
levels.
No
color
specification
has
been
provided
regards
to
the
proposed
plotting,
Landscaping
details
board
existing
proposed
haven't
been
provided
in
the
absence
of
detailed
Landscaping
plans.
P
C
Okay,
thank
you,
Sheila.
Thank
you,
Joe.
When
I
moved
to
Julie,
talford
and
Julie,
you
will
have
three
minutes
to
make
your
observations
and
comments
on
the
timer
will
show
you
how
much
is
left
so
you're.
You
can
start
as
soon
as
us.
Thank
you.
Q
Thank
you.
My
family
has
been
farming
at
Dr
McLean
from
at
least
the
early
1800s
on
my
house.
About
now,
I
have
two
young
Sons.
We
have
a
Max
Farm,
including
pedigree
limousine
cattle
herd,
for
which
hay
is
an
important
part
of
their
dad.
We
produce
most
of
her
own
with
her
father
and
we
occasionally
need
to
buy
an
extra
sell-off
Surplus
following
family
bereavements.
We
lost
the
use
of
the
hair
and
Machinery
store,
so
this
shed
is
absolutely
essential
or
does
not
provide
us
with
any
additional
storage
space.
Q
As
such
in
August
2016,
we
consulted
with
planning
in
relation
to
building
a
livestock
shared
in
this
site.
However,
we
were
told
we
could
not
build
livestock
shared
within
75
meters
of
an
unassociated
dwelling.
Therefore,
we
built
this
hand
Machinery
store
on
this
site
and
built
a
livestock
share
under
promoted
development
rates.
Further
back
across
the
field.
This
year
has
been
designed
specifically
to
enable
trailers
of
hay
to
be
reversed
in
for
storage,
depending
on
loading,
which
is
particularly
important
in
Northern
Ireland.
Q
If
and
when
adverse
weather
comes
in
I'll
also
to
enable
access
for
hair,
lift
and
Machinery
to
help
reduce
manual
handling,
we
have
been
using
the
shed
for
four
years
now,
some
hair
back
and
machinery
and
our
cattle
trailer
stored
outside.
So
our
application
included
to
Extended
slightly
between
this
online
registan
shared
a
building.
A
Verizon
developer
has
objected
to
this
application.
Q
Members
may
recall
from
previous
committee
meetings
at
about
I
have
objected
to
him
building
Heist
within
75
meters
of
our
livestock
sheds,
but
I
submitted
this
stored
application,
the
developers
monthly
or
four
weeks
around
Christmas,
that
year
going
door
to
door
to
some
190
houses
and
with
a
petition
some
three
quarters
of
a
mile
away.
They
give
verbal
and
written
submissions
which
were
grossly
misleading
and
let
us
clearly
him
seeking
revenge
for
me
have
been
objected
to
his
development.
Despite
this,
his
best
efforts,
the
petition
was
not
well
supported,
but
just
to
be
clear.
Q
Pigs
are
not
fair
on
hair
and
the
design
of
the
shared
means
that
is
not
suitable
for
livestock
housing.
Only
a
few
weeks
after
the
developer
submitted
the
petition
to
the
planners
having
portrayed
the
share
as
a
significant
nuisance.
He
then
proceeded
to
submit
revised
plans
for
one
of
his
house.
Applications
which
said
and
I
quote.
Existing
hair
shed
will
act
as
acoustic
screen
from
existing
form
yard
activity,
where
the
shared
would
not
act
as
an
acoustic
screen.
Q
It
is
clear
that
the
developer
changes
the
narrative
significantly
to
suit
his
agenda
and,
when
it
comes
to
his
development,
has
actually
portrayed
the
shared
as
a
benefit.
The
use
of
the
shed
for
storage
and
the
fact
that
is
immediately
adjacent
to
our
existing
farmyard
means
that
this
shared
in
its
own
right
does
not
have
a
negative
amenity
impact
on
their
brain
properties.
Thank
you.
C
I
C
Yeah,
it's
it's
a
fair
point.
Nicola.
R
Thank
you
chair.
No,
this
there
they've
already
been
through
the
procedures.
All
the
time
has
been
admitted
in
regards
to
the
consideration
of
the
appeal.
So
that's
a
separate
process,
that's
nothing
which
we
have
anything
to
to
consider
in
terms
of
ourselves.
R
In
terms
of
the
other
way
running,
though
hard
this
would
impact,
should
a
resident
or
whatever
be
located.
Should
they
approve
a
high
star.
I
have
considered
that
in
the
addendum,
and
so
that
has
been
so
that
they
they,
the
material
consideration
of
should
it
be
approved,
has
been
considered
in
the
addendum
that
I
submitted
to
members
foreign.
R
R
C
M
Thanks
chair
in
relation
to
just
some
of
the
stuff
that
she'd
have
mentioned,
and
she
used
the
words
lack
of
material
consideration
in
relation
to
neighboring
amenities,
biodiversity,
checklist
and
the
lack
of
detailed
Landscaping
I
am
conscious
that
that
was
just
thrown
out
to
us.
There
and
I
became
to
get
a
response,
maybe
from
Nicola
or
the
planners,
just
to
address
some
of
those
issues
that
have
been
highlighted.
Thank
you.
R
Thank
you
chair
the
the
first
issue
in
terms
of
material
consideration
of
taking
into
account
the
amenities
I
mean
as
I've
just
said,
though,
that
has
been
considered.
It
hasn't
been
missed
it's
within
the
addendum
report
and
we
have
considered
done
in
terms
of
biodiversity
checklist.
This
is
site,
isn't
in
a
sensitive
area.
R
There
isn't
one
submitted,
but
there
is
a
shared
in
place
already
on
the
site
and
the
small
extension
will
involve
no
removal
of
agitation.
Any
biodiversity
checklist
that
would
be
submitted
for
here
would
would
be
able
to
be
completed
by
the
applicant
themselves.
R
It
doesn't
need
to
be
completed
because
it's
not
a
sensitive
barrier,
but
officers
have
considered
that
in
terms
of
the
assessment
within
the
report
that
there
is
no
impact
on
natural
features
and
in
terms
of
landscaping
debate
details,
there
is
an
additional,
in
addition
to
the
condition
which
is
within
the
addendum
report,
in
terms
of
the
retention
of
that
vegetation
to
the
rear
of
the
site
along
that
boundary.
K
Thank
you
chair
and
just
wanted
to
clarify
a
point
which
I
think
country
Duffy
pointed
on
with
Nikola
and
again
I
do
remember
the
previous
application
for
the
local
mockery
sector.
That's
currently
with
PSE
and
affected
me.
An
application
with
that
was
the
all
are
shared
on
that
site.
Rather
than
this
hair
shed
and
headshot
was
sort
of
a
material,
and
can
you
confirm
I'm,
not
gonna?
K
That
is
still
because,
as
you
manageable
counter,
definitely
that
even
with,
if
this
application
was
to
be
approved,
the
residential
or
alleged
residential,
mainly
from
this
hash
head,
is
a
material
so
that
sort
of
refusal,
because
the
refusal
is
based
upon
the
other
shared
there
at
the
top
corner
of
the
phase,
the
top
right
hand
corner
of
the
food
which
is
used
for
animals
and
the
hash
head
would
be
only
for
hair
machinery
and
that's
conditioned,
and
the
planners
reports
are
just
a
provided
clarification
on
that
point
so
that
we
will
be
reminded
to
take
a
decision
on
this
one
today
and
not
any
potential
legal
process.
K
C
R
Thank
you
chair.
Sorry,
thank
you
chair.
Yes,
just
to
confirm
that
the
the
the
adjacent
appeal
is
there
are
concerns
in
regard
to
residential
immunity,
but
that's
in
regards
to
a
shared
which
was
approved
as
a
certificate
of
lawfulness
which
is
under
construction,
but
it's
not
this
shared.
It's
a
shared
adjacent,
further
up
the
field
which
has
issues
in
regards
to
Resolute
residential
amenity,
that
sheds
being
used
for
livestock
purposes
and
that's
why
there's
a
concern
in
regards
to
this?
R
This
is
specifically
for
hay
and
machinery
and
can
be
conditioned
as
such,
so
we
have
no
objections
or
concerns
in
regards
to
residential
Immunity.
On
that
basis,
foreign.
C
P
Sheila,
thank
you.
Thank
you
with
the
points
I
made
regarding
the
information
that
we
feel
is
that
is
not
present,
and
tonight
is
the
finished
door
levels
I've
never
seen
a
full
application,
or
in
recent
times,
I
haven't
seen
a
full
application,
been
approved
or
recommended
for
approval.
P
That's
lacking
existing
floor
levels
and
proposed
floor
levels,
so
the
drawings
are
lacking
that
information
they're
also
lacking
the
information
regarding
the
specification
of
what
color
the
cladding
is
proposed
to
be,
and
these
are
matters
that
are
relevant
for
the
conditions
and
enforceability
of
those
conditions
and
and
just
with
regards
to
the
PAC.
P
What
we're
asking
is
time
for
the
PSE
to
have
the
decision
issued
regarding
the
appeal
not
to
try
and
decipher
between
us
today
about
the
PSE
feel
about
it.
So
all
we're
asking
is
that
the
decision
will
that
this
decision
is
deferred
until
the
POC
make
up
their
mind
regarding
the
PSU
decision.
P
A
M
Thanks
Mr,
chairman
and
I,
hear
Sheila
saying
so:
I'm
I'm
trying
to
do
I
want
to
try
and
see
if
nickler
can
address
this
point,
because
on
pardon,
my
ignorance
here,
but
the
drones
don't
show
floor
levels,
but
my
eyes,
don't
deceive
me,
because
what
I
see
is
actually
ground
level.
M
So
there
is
no
effect
of
floor
there.
It
is
just
the
bare
ground,
so
would
it
be
a
requirement
to
assess
an
application
or
material
consideration
need
to
be
made
on
the
basis
of
providing
floor
levels
if
you're
actually
going
to
use
the
natural
ground
and
that
exists
and
you're
not
putting
in
concrete
floors
or
bases
or
shop
bases,
or
anything
like
that?
M
It
is
literally
just
on
the
ground.
So
would
that
be
required
in
order
to
make
a
proper
decision
on
a
planning
application.
R
Foreign,
well,
that
too,
as
well,
is
the
fact
that
it's
in
existence,
the
majority
of
the
shared,
is
actually
in
place.
So
we
can,
we
can
see
exactly
how
it's
constructed
and
how
it's
built
on
the
ground.
So
but
yes,
it
does
go
right
to
the
ground.
There
is
no.
There
is
no
subfloor
put
in
or
or
no
other
details,
so
it
wouldn't
be
required
on
the
basis
that
it
has
been
retained
and
whatever
is
being
proposed
to
shown
has
been
exactly
the
same.
R
You
know
in
terms
of
art,
it
fits
across
the
site,
so
I
don't
necessarily
see
her.
That
would
stop
us
making
a
decision
here
today.
Also
in
terms
of
the
the
specification
for
color
claddin
I
mean
that's
it's
behind
vegetation,
it's
on
the
farm
side,
there's
already
a
it's
already
in
place
as
well,
and
you
can
see
the
photographs
again.
So
if
members
wish
to
I'm
sure
we
could
put
a
condition
on
in
regards
to
the
color,
if
that
was
something
which
they
felt
was
an
important
issue
today,.
C
M
Another
issue:
if
I
can't,
because
it'll
probably
help
determine
us
to
you'd,
be
considering
a
deferral
or
not,
but
in
relation
to
the
application,
that's
under
a
pale.
My
apologies
from
one
of
the
future
issues
I
did
hear.
Julie
mention
something
and
that
one
of
the
applications
and
I
think
it
was
the
application
under
pillow
I'm,
not
sure
if
I
picked
it
up
correctly
or
not,
but
reference
was
made
in
that
application
to
this
hair
shade,
as
acting
as
a
sound
barrier
and
of
being
benefit
to
that
application
is
being
made.
M
Can
I
get
some
clarity
just
either
from
Julie
or
a
planner
in
relation
to
that
point,
because
on
one
hand,
we're
being
asked
to
defer
this
off
on
the
basis
that
would
be
heard
or
made,
but
at
the
same
time
it
appears
to
me
if
I
have
picked
it
up
correctly
and
I'm
happy
to
be
corrected.
But
if
I
picked
up
correctly
that
it's
actually
argued
and
not
appeal
that
this
shared
is
acting
as
its
own
barrier.
Can
I
get
some
clarity
on
that?
C
R
I
don't
have
details
in
regards
to
that.
The
only
information
would
be
the
they
plan
that
I
had
shown
you
on
the
presentation
in
regards
to
the
concept,
but
I
have
I
mean
I've
considered.
I
would
consider
that
that
has
been
considered
within
that
addendum.
That
should
this
be
approved
at
appeal
that
the
third
party,
you
know
premises
if
it
was
to
be
placed,
were
the
concept
is
shown,
then
really
we
have.
R
We
have
considered
it
as
part
of
this
debate
today
and
as
part
of
that
addendum
in
terms
of
our
report.
Writing.
C
Of
that
is
that
remains
the
case
that
we
can
only
really
consider
and
Nicola
has
conditioned
the
application,
I
suppose
to
cover
eventualities
and
not
in
that
regard.
But
Christopher
Columbus
hear
your
further
thoughts
if
you
have
them.
Thank
you.
No.
M
I
I
accept
what
you're
saying
Mr
chairman
on
I
entirely
agree
with
you,
although
my
quandary
is
that
we're
being
asked
to
defer
on
the
base,
this
appealers
are
ongoing
and
if
at
one
hand
with
an
ongoing
appeal
that
has
used
the
example
of
this
shared
as
being
a
sound
barrier
in
a
positive
sense
for
an
application.
M
You
know
I'm
heads
going
to
the
fact
that
I
think
maybe
we're
being
asked
to
do
something
that
actually,
if
on
appeal,
the
applicant
was
successful
and
this
was
being
the
sign
barrier.
Surely
it
would
be
a
positive
thing,
so
I'm
I'm
trying
to
get
my
head
around
whether
deferral
is
the
right
thing
to
do
or
not
at
this
stage,
but
I'm,
just
not
sure
where
Julie
has
got
that
information.
M
It
has
been
raised
in
the
floor
and
like
I,
want
to
hear
a
wee
bit
more
about
it.
Just
for
clarity,
I
don't
want
to
get
into
he
shed.
He
said
she
said,
but
if
it
has
been
put
on
the
public
record
in
terms
of
another
space-
and
maybe
we
require
some
legal
opinion
about
this,
but
I'm
just
interested
because
the
comment
was
made
and
I
don't
think
I
can
go
unaddressed.
C
I
will
ask
Julie
to
come
in
at
this
point.
I
would
say
Julie
you
just
keep
your
your
remarks,
factually
less
keen
on
your
Divergent
down
the
route
of
you
know,
petitions
and
what
ax
did
or
what
he
did.
You
know
when
they
run
up
to
this,
so
if
you
could
just
be
on
just
in
total
answer
that
cancer
caused
this
question
around
I
know
you
made
a
quote:
I
think
that
was
around
the
coach
America.
Q
Yes,
I'm
referring
to
the
plans
which
Mr
Colvin,
the
developers,
ability
ABC
Council
on
the
5th
of
the
4th
19th,
and
he
also
submitted
the
same
drawings
to
the
planning
appeals
Commission
on
the
1st
of
the
9th
21.
Q
that
draw
and
I
have
it
here
in
front
of
me,
which
is
his
revised
plans,
and
up
here
he
has
referred
to
I,
don't
know
whether
you
can
see
that
or
not,
but
he
has
referred
to
our
headshot.
It's
an
existing
hair
shed
will
act
as
acoustic
screen
from
existing
farmyard
activity.
Q
So
there
is
a
copy
of
that
within
that
public
planning
application
which
and
the
planners
will
have
in
their
office
at
the
reference
numbers
laoa
at
2017
through
to
you,
SEC,
sorry,
0203
and
forward
slash
I,
don't
know
whether
that's
a
DOT
or
a
or
a
a
zero
I'm,
not
sure
which
but
I
don't
know
sorry
I'm,
not
sure
which
that
is
for
the
reference
number,
but
that
that's
that's
what
it
says.
C
Okay,
thank
you
God
Clarity
Julie.
Do
you
mean
thank
you.
G
Yeah
thanks
chair
and
look
I'll
rely
on
they're,
going
to
do
sort
of
clear
up
any
points
here,
but
as
I
understand
that
the
pale
that's
ongoing
is
based
on
the
adverse
potentially
unacceptable
adverse
impact
of
a
share.
That's
occupied
by
livestock
potential
are
unpack
design
on
the
dwelling
that
sorry
Mr
Colvin
is
proposing
to
build.
G
This
application
is
for
a
different
shed,
and
so
the
two
matters
are
to
a
large
extent
on
related,
but
but
members,
if
anything,
the
the
approval
of
the
proposed
development
would,
if
anything,
benefit
the
outcome
of
the
appeal
for
the
general
here
this
evening,
because
has
already
stated
it
could
potentially
serve
to
mitigate
some
of
the
adverse
effects
of
the
the
shed
that's
occupied
by
livestock
on
the
adjoining
site.
G
So
look
I'm,
hoping
that
helps
to
to
clarify
some
of
the
points
that
have
been
made.
I'm
happy
to
take
up
in
any
queries
around
that
thanks,
Joe.
C
Thanks
Steven,
okay
members,
any
alert
points
we
want
to
raise
at
this
stage
in
the
debate-
fears:
nope.
Okay,
thank
you.
We'll
move
in
to
this
Vision
fears
now
remember
so,
I'm
happy
to
take
who's
Consular
lava.
K
Thank
you,
chair.
Well,
I've
listened
to
your
plan
officer
very
carefully,
as
well
as
Joe,
Sheila
and
Julie,
and
my
own
view
on
this
is
at
the
officer
recommendation
before
us
here
is
correct
and
that
we
are
talking
about
an
existing
shared
which
has
been
in
place
and,
as
noted,
Nicola
has
considered
the
potential
to
plan
the
pay
case
on
their
own
report
and
still
come
to
the
same
conclusion
and
that
this
is
related.
Application
are
related
to
a
different
livestocks,
yet
another
hash.
Yet
so
I'd
be
content.
K
That
I
think
that
the
officer
recommendation
is
important,
given
that
there
is
already
the
condition
Within
their
potential
approval
condition.
Three:
that's
the
button
here,
baby
one
used
for
storage
of
hair
and
agricultural
machinery
and
obviously,
if
the
person
goes
off
of
those
issues,
there's
there's
a
new
potential
rate
of
enforcement.
There
so
I
think
that
would
cover
you
know
any
of
those
residential
concerns.
But
my
own
viewers
are
a
bit
later
to
accept
the
approval
sure
but
I'd
be
interesting.
Her
with
other
membership.
K
C
Is
that
Peter
just
to
a
question
how
we
are
in
decision
fees?
It's
not
a
proposal
just
if
you
could
clarify.
T
T
I
actually
thought
cancer
library
was
going
to
proposer
and
for
the
same,
exactly
the
same
reasons
that
cancer
lovely
had
theater
I
will
I'm
happy
with
the
recommendation
and
label
proposal
recommendation.
Sure.
Thank
you.
M
Thanks
Mr,
chairman
and
yeah,
having
heard
the
the
arguments
and
discussions
on
officers
covering
the
points
raised
and
following
up
with
additional
information
via
the
addendum
I'm,
happy
to
Second
the
proposal
for
approval.
Thank
you.
C
U
Future
this
plan
applications
section
54
application.
Second,
to
a
man,
condition
number
two,
your
plan
approval
LA.
Are
we
at
2019
not
999f,
to
change
drawing
number
two
to
a
to
22b
to
allow
for
an
alteration
to
the
previously
approved
private,
discrete
determination,
drawing
this
allocation
before
the
plan
and
regularly
service
committee,
because
it
relates
to
a
condition
attached
to
the
permission
of
a
major
planning
application
officers
have
taken
the
members
of
read
the
report
and
Falls.
This
is
synopsis.
U
Only
a
section
54
application
is
for
the
development
of
land
without
compliance
with
conditions
subject
towards
the
previous
plan
of
permission
was
granted
and
considering
this
application,
members
must
only
consider
the
question
of
the
condition
in
which
this
application
relates.
Consequently,
the
scope
of
The
Proposal
is
in
principle,
more
limited.
However,
members
are
entitled
to
consider
the
circumstances
that
led
to
the
previous
original
Grant
of
the
plan
of
permission
and
considering
this
application.
U
The
developer
has
had
complication
getting
technical
approval
of
structures,
otherwise
known
as
task
approval
for
underneath
the
archway
of
part
of
the
approved
allocation.
So
the
new
proposal
removed
the
determination
of
the
laneway
which
I'm
turning
head
going
under
the
archway
and
such
will
remove
that
task
constraints.
U
Members
are
faced
the
task
approval
sets
out
to
say
the
remit
of
the
plan,
remit
and
I
considering
this
application.
Obviously,
her
regard
to
the
spps
and
planner
policy
statement,
three
excess
movement
and
parking
in
particular,
which
ensures
that
any
approved
development
will
provide
for
a
proper,
safe
and
convenient
means
of
access
to
the
development
in
consultation
with
the
EFA
roads
officer
content,
the
revised
PSD
drawing
will
still
provide
for
a
proper,
safe
and
convenient
means
of
access
to
development.
Such
a
recommended
approving
this
application.
U
If
members
are
managed
to
approve
the
application,
all
the
conditions
of
the
previous
original
plan
of
permission
to
Western
new
plan
of
permission
is
subject
or
required
to
be
restated
unless
they've
already
been
discharged
or
complied
with,
and
any
new
conditions
can
be
added
if
they're
relate
to
the
proposal.
In
this
case,
members
are
advised
the
condition
number
16,
17
or
18
are
different
fresh
conditions.
Then
it's
approved
under
the
application
Lao
yet
to
2019,
not
999f
officer,
I've
dependent.
U
The
next
slide
please
and
the
site
in
red
there's
an
aerial
view
of
the
site.
That's
slightly
changed
because
construction
work
is
ongoing.
The
present
time
next
slide,
please
inside
the
site
location
plan
as
proposed
and
as
approved
previously
and
that's
the
previous
streets
to
run
as
approved.
So
what's
that
a
leg
to
the
right
hand,
side
which
I
suppose
links
the
Ogle
straight
down
to
the
QR
part
to
the
South.
U
However,
it
was
never
a
three
Road
there's
Bullards
to
the
South
that
was
approved
and
is
still
to
be
approved,
so
three
Road
and
then
the
waist
section
and
underneath
the
archway
next
slide.
Please
so
you
can
see
that's
the
private
series
drawn
as
proposed
with
that
part
determined
removed.
U
So
that
shows
the
elevation
as
proposed
along
that
laneway,
which
was
called
the
mmuse
and
the
archway
underneath
protect
an
internal
Courtyard
and
the
houses
of
that
and
this
development
is
handed
over
to
the
Housing
Association
of
a
report
of
their
management
of
Maintenance
ready
are
not
just
shows
a
3D
visual
in
context,
but
just
to
the
south
of
that
dwelling
heister.
It
probably
gives
illusion
that
you
can
go
on
through,
but
there
actually
is
Bullard
to
prove,
there's
not
a
through
access
way,
as
approved
under
the
application.
U
2019,
not
99
NF,
and
it's
not
a
three-way
under
this
application
either
that
just
showed
a
few
photographs
and
I
do
apologize
I,
just
it's
still
a
construction
site.
So
it
may
not
give
you
much
context,
but
that's
just
the
other
Street
elevation,
and
that
then,
is
the.
The
leg
grew
down.
It's
called
mueslian
worldsly
air
pathway.
It's
now
going
to
be
turned
into
Alienware
and
that
just
shows
another
closer
up
of
muesli
and
an
apologize
I
couldn't
get
actually
in.
U
C
H
Bachelor

it's

there's

Just
wondering!

or
is
it
a

there
you

U
U
If
you
reminded
okay,
do
you
mind
if
members
allow
me
to

The

The
relocation
involves
moving
the
approved

of
the

of
the

the

Consider
that
the

to
that

to

Only
officers
are
satisfied
that
the

would
not
be

In
that
regard,
obviously,
they're
being
mindful
of
the

of
the

considered
the

there
will

Their

in
that
regard,
officers
are
satisfied.
The
proposed

complies
with

the

as
the

we'll

we

what
has

The
only
reason
it's
here
is
due

that
note
that
it
is
an

we
can
turn

as
this
will
be
a
like
for,
like
replacement
officers,
are
of
the
opinion
that
the
proposal
will
not
harm
the
real
character.
L
This
area,
being
a
close
proximity
to
not
report,
is
rich
in
archaeological
potential
and
as
such
historic
monuments
division.
We
have
not
raised
any
objection
to
the
proposal
have
asked
for
a
number
of
conditions
to
be
included
in
any
decision
notice,
and
these
been
detailed
in
the
report
circulated
to
members
in
advance
of
the
meeting.
L
Given
the
existing
structures
to
be
removed,
the
application
was
accompanied
by
biodiversity
checklist
and
about
emergence
survey.
Natural
environment
division
were
consulted
in
relation
to
this
information
and
raised
no
objections
in
relation
to
the
proposal.
Members
are
advised
that
no
objections
were
received
from
any
third
parties
during
the
processing
of
the
application
officers
have
taken
into
consideration
all
matters
raised
in
response
to
consultation
and
recommend
the
plan
and
permission
to
be
granted
and
I'll.
Just
take
you
through
the
PowerPoint.
Please.
L
It's
not
so
location,
just
west
of
our
mastery,
our
site
location
plan,
our
Ariel
photograph
of
the
site,
the
round
Circle
in
the
middle
beside
the
blue
area
is
not
import
itself
and
then
the
center
is
just
to
the
Southwest
of
that
and
the
next
slide
should
be
a
close-up
of
the
center
of
them.
So
this
is
the
center.
It
shows
you
the
access
and
off
the
road,
the
car
parking
areas
and
the
buildings
are
predominantly
hidden,
given
that
the
the
design
awesome
they've
got
a
green
roof
to
them.
L
So
if
we
go
to
the
next
slide,
you
can
see
so
the
novel
Center
itself
are
the
two
circular
ones
to
the
top
right
of
the
picture.
L
So
that's
that's
our
little
structure.
We're
going
to
replace
the
next
slide
please.
So
this
is
a
Heritage
map
just
to
give
you
an
idea
so
that
whole
area
extends
to
or
414
hectares
of
archaeological
potential
on
our
sites,
pretty
much
in
the
middle
of
them.
So
the
next
slide,
then
it
shows
the
actual
structure
to
be
replaced.
So
the
existing
fence
is
to
be
retained
with
some
of
the
slots
replaced
if
necessary,
and
then,
if
the
next
one,
then
this
is
taken
from
the
back
looking
down.
L
So
this
whole
area
is
used
for
educational
purposes
and
the
next
one's
then
so
these
are
pictures
of
the
building.
You
can
see
the
the
roof
of
the
structure
has
seemed
somewhat
better
days,
and
then
these
are
the
existing
plans
followed
by
the
proposed
plants.
So
the
ideas
essentially
same
same
idea
again,
except
this
time.
We'll
have
a
a
roof,
that's
not
collapsing
in
on
itself
and
that's
our
proposed
layout,
and
that
should
be
us.
Thank
you.
C
Thank
you
and
I,
don't
think
looks
like
our
planners
were
about
in
the
irony
is
to
check
the
original
structure
so
we'll
have
to
we'll
have
to
wing
it
a
bit.
No
in
that
regard,
but
sustainable
or
members
any
particular
questions
on
this
one
nope
don't
see
any
okay,
I
swear
we're
seeing
the
Finish
Line
movie.
Are
we
here?
C
Okay,
we'll
go
to
to
be
it
and
it
was
as
an
old
arm.
Australian
District,
councilor
yeah,
but
not
that
old.
Nothing
irony
age,
but
I
can
see
the
merits
of
us,
certainly
in
terms
of
protecting
the
the
Heritage
and
ensuring
this,
and
we
have
a
good
suitable,
visitor
attraction
there
at
the
Navan.
So
I
would
be
fairly
content
with
the
replacement
of
it
and
ensuring
that
there's
continuance
at
the
site
there
for
for
many
more
years
to
come,
counselor
Savage,
yeah.
N
A
few
years
ago-
and
you
know
it
was
truly
painted
at
the
roof
under
the
instructor
and
side
of
it,
Martin
create
ships.
So
you
know
I
think
this
is
something
that
would
have
to
support
that
to
keep
the
show
on
the
road
out
in
Davenport.
So
thank
you,
chair.
C
K
Yeah,
chair
I'd
be
content.
The
second
year
proposal,
I,
was
there
myself
like
two
years
ago
and
noticed
the
roof
as
well,
so
I
think
it's
long
overdue
bit
of
Improvement
Works
carried
out
and
that's
very
important
historical
site
for
future
generations
to
experience
the
history
of
the
site
in
terms
of
all
that
education,
but
I'd
have
on
the
road
collapse
above
their
head,
so
contact
the
second
chair.
C
Hi
Keith,
okay,
I,
don't
see
any
other
hands
up
where
lights
on
so
we'll
consider
that
dealt
with
them.
We'll
move
to
our
last
application,
which
is
appendix
it
and
Kyle,
is
going
to
present
on
this
one's
okay
when
you're
ready.
Thank
you.
V
This
application
seeks
to
discharge
condition:
13
of
plan
approval,
layout,
2021,
10
15f,
which
was
for
177
residential
units
along
the
newey
road
and
Banbridge
condition.
13
of
the
formation
of
the
previous
States
no
development
cell
commands
inside
until
a
final
construction,
Environmental
Management
plan
is
submitted
to
and
agreed
by,
the
council.
The
sample
for
me
shall
include,
but
not
be
restricted
to
location
of
contractor
compound
car
parking
site,
accommodation
and
storage
areas,
location
of
field
and
oil
will
be
stored.
V
Medication
methodologies
have
been
planned
for
the
protection
of
the
water
environment
and
the
reason
was
to
ensure
no
significant
impact
upon
the
environment
are
mainly
during
construction
and
agree.
Appropriate
and
necessary
mitigation
measures.
An
application
is
required
to
go
before
the
planning
committee
as
it
is
taken
to
discharge
condition
of
a
major
plan.
V
Application
officers
have
taken
that
members
have
read
the
report
in
full
and
such
as
a
synopsis
only
so
condition
13
of
plan
approval,
early
2021,
10
15f
was
suggested
by
the
natural
environment
division,
a
modern
management
unit
of
data,
the
conditions
being
necessary
to
protect
the
environment
and
mainly
during
the
construction
process,
and
to
agree
appropriate
and
necessary
mitigation
measures
supported
this
application.
The
final
construction
and
Environmental
Management
plan
has
been
provided
as
discussed
in
detail
in
the
report.
Officers
consider
that
this
plan
has
efficiently
provided
detailed
and
recent
each
element
of
condition.
13.
V
members
are
also
advised
that
Dro
were
consulted
regarding
this
plan
and
both
the
Water
Management
unit
and
natural
and
farm
interface
in
that
phase
that
they're
content
for
confession,
13
to
be
discharged,
business
recommendation
from
the
Water
Management
unit,
a
natural
environment
division
officers
having
also
considered
the
contents
of
the
plan
or
of
the
opinion
that
the
obligations
of
condition
13
have
been
massed
in
this
submission,
therefore,
recommend
that
condition.
13
is
discharged
and
we
don't
have
a
presentation
for
this
application.
C
Okay,
members
on
this,
obviously
no
one,
no
one
percent
and
so
I'm
happy
to
take
any
questions.
We
have
okay,
who
knows
I'll,
be
running
the
middle
in
terms
of
our
towards
the
later
part
of
our
meetings.
We
get
these
conditional
and
type
applications,
but
if
anybody
has
a
query,
now
is
the
time
to
revisit
or
I'll
move
straight
into
the
development
so
move
to
the
beard.
Members
like
we're
content,
I'm
reading
the
room
here
so
I'm
happy
enough
to
move
to
decision
and
propose
if
I
could
have
a
secondary,
councilor,
Wilson.
H
Thank
you,
Mr
chairman
happy
two
seconds,
your
proposal.
Thank
you.
O
C
Can't
remember
concludes
our
main
number
and
I'm
I'm
fairly
fairly
quick
team.
So
thanks
for
that,
just
before
stop
the
life,
it
actually
caused
me
as
potentially
your
your
very
last
council
meeting.
Is
that
correct
your
last
committee
so
I
know
we've
done
some
from
all
these
at
the
at
the
mostly
but
just
I
suppose
from
all
of
us
on
the
planet
committee
I
want
to
wish
you
well
as
you
move
in
the
next
phase
of
your
employee
employment
life.
C
If
you
like,
as
you
approach
this
new
challenge
and
wish
you
all
the
best
thanks
for
your
contributions,
I
know
you're
on
a
few
times
on
committee,
when
you
were
covering
for
I,
think
you
covered
for
me
when
I
was
in
the
mural
seat
and
I
really
appreciate
that
I
don't
know
if
you've
done
a
good
job
here
in
the
Paloma
committee
as
well.
So
thanks
for
that
on
behalf
of
the
committee
and
wish
you
all
the
best
Alderman
Barr.
T
Yes,
thank
you
chairman.
Unfortunately,
I'm
not
there
to
be
able
to
see
cansler
Cosby
finishing
one
of
his
last
committee
meeting.
I
just
want
to
take
this
opportunity
with
us
on
behalf
of
my
own
personal
family
and
our
party
group
to
wish
him
well
I
know
whenever
you
restored
Burr
and
we're
Robin
with
friends
and
and
I
joked
that
to
share
the
Lord
Miracle
by
Cody,
something
from
the
shop
and
sure
enough.
It
was
about
20
pound,
which
I
was
really
taken
back
by,
but
no
I
just
want
to
say.
Thank
you.
T
H
Thank
you,
Mr
chairman,
yes,
I,
just
like
to
take
this
opportunity
to
thank
Chrysler
Cosby
for
all
the
help
and
advice
and
support.
He
has
given
me
from
AFC
and
wonder
Council
on
a
specially
under
the
planning
committee,
because
it
can
be
a
bit
of
a
main
field
at
times,
but
from
the
short
time
I've
been
here
just
over
a
year
and
a
half
Professor
Cosby
has
always
been
very
supportive
and
always
give
me
good
advice
and
pointed
me
in
the
right
direction.
H
N
Thank
you,
chair
and
I'd,
like
ways
would
like
to
wish.
I
could
be
all
the
best
of
the
future.
He
has
a
very
forensic
approach
to
committees
and
Council
and
particularly
cloud-
and
you
know,
like
the
second
floor,
that
he
was
able
to
get
through
the
the
top
of
the
model
quite
quickly
in
many
occasions
and
phenomenon,
and
his
input
will
certainly
be
missed
going
forward.
So
thank
you,
chair.
B
Thank
you,
chair
on
I'll,
concur
with
all
the
remarks
I
previously
I
can
go
back
on.
B
Darn,
hey
refer
the
reason
in
the
main
council
meeting
the
last
main
council
meeting
when
they
come
on
to
council,
I,
break
your
own
bullying,
star
out,
I,
think
mid-20s
or
something
at
the
time
yeah.
B
He
didn't
know
where,
when
we
were
suggesting
that
he
run
for
a
seat
in
Portland
area
and
they
have
his
community
connections,
so
the
decision
was
taken
and
we
did
get
darn
squeaked
in
at
the
last
seat
on
in
the
2011
election,
which
was
a
tremendous
achievement
for
darn,
but
it
produced
the
the
character
of
The.
Man
I
mean
that
common
from
those
humbled
Beginnings
in
relation
to
elected
politics,
he
certainly
proved
to
be
an
outstanding
counselor
and
progressed
on
the.
B
B
If
the
nested
community
and
the
worker
he
did,
but
no
one
darn,
no
doubt
he
will
still
be
about,
he
will
still
be
there
offering
as
good
advice
when
someone
needs
an
advice,
darn
on
as
good
messes
on
the
two
boys,
every
success
and
happiness
in
the
future.
Thank
you.
M
Word,
thank
you
Mr
chairman
and
thanks
members
for
your.
If
you're
kind,
if
not
leave
it
embarrassing
comments,
I
really
appreciate
them
and
value
them,
and
my
wife
watched
the
council
meeting
and
she
was
very
appreciative
of
the
kind
words
of
support
that
that
she
felt
as
well
at
that
time
and
were
very
grateful
for
your
prayers.
M
M
I
had
to
come
here
in
the
first
place,
because
that
was
the
only
other
one
that
had
the
tree
in
him
and
I
got
the
train
and,
and
then
it's
my
fault
country,
Wilson
that
you're
actually
here
because
last
year,
when
I
lost,
when
I
took
leave
of
Miss
answers
and
when
there's
an
independent
for
a
short
period
of
time,
it
was
my
fault.
You
ended
up
on
the
committee
and
then
country
McLeod's
fault
that
I
ended
up
back
here,
but
I
have
enjoyed
the
planning
committee.
M
Despite
what
I
say,
the
time
commitment
is
is
huge
for
members,
and
that
is
not
just
about
being
here.
It's
the
prep
work
that
you
have
to
go
through
in
order
to
kind
of
get
yourself
up
to
speed
and
what's
coming
for
the
meeting
and
Ruth
sent
addendums
and
everybody's
far
into
legal
opinions
and
all
that
sort
of
stuff.
It's
a
huge
amount
of
time
that
goes
into
that
for
members,
but
an
enormous
amount
of
time
that
officers
put
into
that
as
well.
M
So
but
I
just
want
to
say
that
officers
of
the
plan
and
the
planet
department
on
the
support
staff
who
couldn't,
if
this
form
wouldn't
function,
without
that,
we
really
appreciate
I've,
really
appreciated
your
support,
your
advice
and
your
help
with
applications
and
queries
and
your
diligence.
M
Despite
sometimes
the
the
forensic
question,
question
and
I,
don't
think
you
know
in
this
Council
broadly
across
the
board,
we
have
an
enormous
amount
of
Talent
on
professional
staff,
not
as
members
we
should
be
really
proud
of
and
on
a
personal
level,
I'm
actually
going
to
be
proud
to
join
as
an
officer
on
Monday
in
the
Community
Development
Department.
So,
thank
you
very
much
and
I
wish
you
all
well
I.
M
Will
you
will
hopefully
see
me
back
in
this
forum
again,
but
I
know
one
suspect
that
I
might
be
in
in
other
places
and
other
committees
at
appropriate
times.
So
thank
you
so
much
and
I
wish
you
all
the
best
as
well.
Thank
you.
H
G
Sure
no
look
just
on
behalf
of
the
officer
team,
just
like
the
worst
counselor
calls
me
all
the
very
best
and
his
new
role
I'm
sure
it
will
go
extremely
well
and
and
thank
you
for
for
the
kind
words,
but
also
for
your
support
over
the
over
the
time
as
well.
So
good
luck
for
the
future.
C
C
After
the
meeting
yeah,
so
if
we
can
hang
on
for
that,
Daniel
thanks
for
your
help
to
keeping
us
online
and
offline
and
all
the
rest
of
it.
Thank
you
and
if
we
could
just
stop
the
live,
feed.
