Description
Armagh City, Banbridge and Craigavon Borough Council Planning & regulatory Services Meeting on Wednesday 1st March at 3:00pm
A
B
B
Good
afternoon,
everyone
welcome
to
the
regulatory
section
of
the
hybrid
meeting
of
the
planning
and
Regulatory
Services
committee.
Can
I
ask
everyone
to
please
mute
their
mics
at
all
times
and
ask
them
better
to
speak.
For
those
of
you
who
are
physically
in
the
chamber.
Can
I
remind
you
when
speaking,
you
need
to
wait
until
you
see
yourself
on
the
screen,
so
the
live.
Feed
can
pick
up
your
comments
if
you
speak
before
the
image
is
projected
those
listening
on
the
live,
feed
advising
won't
be
able
to
hear
what
you
said.
B
This
is
obviously
important
in
the
case
of
a
vote
being
taken.
Audio
recording
is
being
used
to
assist
in
preparing
the
form
of
limits.
Therefore,
any
anyone
participating
in
the
meeting
can
sense
to
being
recorded
being
live
stream
on
YouTube,
and
we
only
apologies
I'm
aware
of
two
kinds
of
Duffy
and
counselor
Michael
Linden.
You
know
you'll
learn
I'm,
not
aware
of
any
others,
but
if,
if
the
condolate,
let
me
know
Declarations
of
Interest
as
well,
take
them
in
the
normal
fashion.
B
As
we
proceed
so
item
three,
then
3.1
is
an
item
for
decision
and
it's
a
consultation
on
the
draft
ammonia
strategy
and
she
needs
gonna
present
this
one
thanks,
Shania.
C
Thank
you,
chair
yeah,
the
Department
of
Agriculture
environment
Madeira
has
launched
a
constitution
in
the
draft
money
strategy,
the
first
of
its
kind
Northern
Ireland.
The
draft
strategy
recognizes
that
agriculture
makes
a
significant
contribution
to
the
Northern
Ireland
economy.
However,
those
forming
practices
contribute
to
ammonia
emissions,
which
in
turn
have
adverse
effects
of
Nature
and
Public
Health.
Therefore,
the
views
of
the
Council
on
the
message
proposed
in
the
strategy
is
critical,
in
fact,
in
the
right
Pathway
to
Improvement
the
money.
This
ammonia
strategy
aims
to
address
emissions
and
their
impact
on
the
environmental
Northern
Ireland.
C
It
will
support
the
restoration
of
biodiversity,
ecosystems
and
the
services
they
provide
while
facilitating
sustainable
development
of
a
prosperous
agri-food
industry.
This
consultation
seeks
to
encourage
solutions
to
ammonia
challenge
when
I
face
it
proposes
targets
for
2030
and
outlines
a
strategic
direction
for
Action
over
the
next
five
years
to
set
Northern
Ireland
on
a
pathway
to
achieving
those
targets.
C
B
D
D
I'm,
not
sure
many
in
our
own
Council
I,
don't
think
there's
so
many
in
ours,
but
you
may
be
able
to
clarify
that,
but
I
know
in
other
kinds
of
be
it
for
melanoma
and
middle
school,
there's
a
serious
number
and
a
I
suppose
it's
it's
something
that
we
as
a
committee
are
going
to
have
to
deal
with
going
going
forward.
D
I
suppose
my
question
was
I
I
remember
at
one
stage
that
the
niea
and
the
E,
what
was
it
Eis
know
that
he
they
had
the
difference
of
opinion
and
then
I
come
to
an
agreement
with
I.
See
figures
in
in
in
in
the
document
and
and
I
would
be
sort
of
I
I
would
be
sort
of
I.
Suppose
we're
very
you
know,
sort
of
us
agreeing
the
figures
that
I
don't
know
what
what
it
means.
D
If
you
know
what
I
mean
and
and
I
suppose,
that's
my
only
sort
of
concern,
because
obviously,
as
I
say
I'm
glad
to
see
that
you
know
science
and
Innovation
is
being
brought
to
the.
D
Foreigner
of
assistance
to
Farmers,
you
know
who
are
going
to
be
the
the
ones
hit
on
the
back
of
this,
and
and,
like
you
know,
when
you
bring
a
strategy
at
Regional
government
called
growing
for
growth.
You
know
a
crazy
intensive
farm,
and
so
this
is
obviously
the
the
the
the
the
the
end
product
of
that.
So
as
I
say,
look
I,
I
sure
I'm
happy
to
propose
the
the
the
the
the
the
the
letter
in
front
of
us.
D
D
If
you
know
what
I
mean
at
this
stage,
because
I
think
when
this
has
been
played
two
by
the
third
of
margins
Commodores
in
the
first,
and
we
only
had,
we
only
had
a
very
a
few
days
to
consider
it
and
I'm
no
expert
in
it
as
I
say,
and
it
is
a
science
and
and
I
just
want
to
make
sure
that
we're
not
I.
Don't
think
we
are
having
read
it
and
the
reply
to
the
consultation,
but
I
just
wanted
to
bring
that
up
chairman
just
to
sort
of
say
you
know.
D
Yes,
it
has
to
be
done.
It's
a
good
thing,
but
the
environment
going
forward,
but
again
I
suppose
for
that
another
month
to
have
a
look
at
it
and
and
considering
a
bit
more
detailed
and
helpful.
But
I'll
be
the
posture.
B
In
that
regard,
is
there
is
there
extended
window
a
time
that
we
could
make
use
of
a
few
more
weeks
just
to
clarify
those
points,
but
we
bring
it
back
next
month
on
that
business
to
give
not
to
put
you
under
too
much
pressure,
but
it
would
give
a
couple
of
weeks
there
to
to
address.
You
know
the
reasonable
concerns
that
counselor
Nicholson
has.
C
Yeah,
thank
you,
chair
and
through
the
chair,
and
this
response
does
not
agreeing
any
figures
the
present
time
and
yes,
you're
right.
There
are
consistency
between
shared
and
fair
metal
services
they're
at
no
point
not
one
percent
and
Nia
had
not
paid
one
percent.
So
there's
a
big
difference
there
in
regards
to
levels,
but
this
document
and
agree
into
this
consultation
response
does
not
make
the
council
agreed
to
any
sort
of
levels.
C
What
we
are
asking
for
here
is
try
to
get
to
the
stage
in
2030
where
we
can
get
those
levels
right
down
and,
as
you
alluded
to
councilor,
there
are
areas
within
our
Borough
which
are
now
reaching
critical
level,
which
simply
means
we
can't
take
any
more
future
agricultural
activity
intensive
without
an
attachmental
impact,
and
there
is
a
number
of
those
I
think
it's
in
single
finger
and
it's
held
up
and
and
actually
with
the
minister,
the
last
time
they're
worth
the
bank
Minister
for
agriculture
to
make
a
decision
on
those.
C
But
this
document
will
not
make
us
to
adhere
to
any
sort
of
figures.
That'll
have
to
go
through
another
rigorous
consultation,
and
this
exercise,
I
suppose,
will
contribute
to
that
to
find
the
way
we're
all
stakeholders,
including
ourselves,
will
maybe
try
to
tie
up
and
try
to
get
to
a
level
where
we're
now
happened
to,
as
opposed
to
restore
these
areas
and
get
back
down.
To
be
honest,
so
we
also
Grant
your
the
this
response
does
not
pay
us
into
any
sort
of
figures
that
will
probably
come
after.
B
E
Yep,
thank
you
chair.
Thank
you,
chair
and
good
afternoon
members
members.
This
is
just
some
an
update
around
information
relating
to
to
live
case,
loads
and
you'll,
see
from
the
the
report
before
you
that
the
number
of
decisions
that
have
been
issued
by
the
polling
department
since
the
new
it
system
went,
live
back
on
the
5th
of
December
stands
at
around
92
with
274
applications
having
been
received
over
the
same
period
of
time.
E
Which
obviously
has
gone
up
members,
but
look
you
will
recall
that
during
the
pandemic,
members
are
live,
Kia
Stone
include
significantly,
and
that
was
due
merely
to
the
challenges
around
the
current
idea:
equipment
facility,
remote
working
and
the
closure
of
the
planning
officers
very
significant
period
of
time
and
may
last
year
our
Castle
had
reached
1095,
which
was
a
legacy
of
the
pandemic.
E
However,
by
November
it
had
been
reduced
at
170,
but
at
the
same
time,
our
performance
against
statute
before
against
a
significantly
improved,
and
we
had
re-established
ourselves
as
one
of
the
best
performing
public
authorities
Northern
Ireland.
Unfortunately,
the
ongoing
technical
issues
associated
with
the
IB
system
of
impacted
or
ability
to
issue
planning
decisions
and
thus
a
result,
our
live
planning
pistol,
has
gone
together.
E
Members
can
be
assured
that
officers
are
engaging
closely
with
the
supplier
of
the
ID
system,
another
key
stakeholders,
including
AFI,
to
ensure
that
the
ongoing
issues
are
addressed
as
soon
as
possible.
But
to
that
end
they
can
report
the
Technical
Solutions
are
being
applied
on
a
regular
basis.
Some
members
will,
of
course,
become
better
progress
on
the
motor
by
guitar
on
top
and
take
any
queries
or
questions.
B
Just
when
you
are
on
and
I
brought
a
few
of
those
types
of
cases
in
terms
of
the
you
know
the
difficulties
with
the
new
system
and
particular
one
application,
which
just
seemed
to
completely
be
lost
in
the
system.
Despite
there
being
a
you
know,
screen
grabs
of
its
existence.
The
references
on
that
you
know
it
couldn't
be
found
and
which
we
felt
was
quite
strange.
But
I
know
it's
been
resubmitted,
but
I
was
seeing
a
lot
of
that.
E
Yes
sure
I
mean
the
the
all
of
the
issues
that
are
being
reported
to
us,
not
only
by
start,
but
also
the
Republic.
We
are
Lord
and
those
then
referred
them
on
to
the
suppliers
that
they
recorded
by
them,
and
then
it
passed
so
the
the
Technical
Solutions
that
I
mentioned
earlier
that
they're
applying
they're
roughly
applying
these
are
the
Fortnight
people,
just
we're
waiting
for
reports
back
from
them.
Just
to
let
us
know
which
issues
have
been
addressed,
whether
they've
been
success
and
addressed
through
these
tables
that
they
are
playing.
E
So
they
will
continue
I'm
sort
of
meeting
yesterday
of
the
confidence
board
that
oversees
the
new
system
and
the
implementation
of
it,
and
there
were
quite
a
few
issues
that
that
you
know
we're
relatively
called
technical
issues,
and
that
is
assurance
that
we've
been
given
is
that
these
Technical
Solutions
will
continue
to
be
applied.
B
D
Yeah
thanks
chair
thanks,
Damian
and
and
even
I
I've
tried
to
defend
you
as
much
as
I
can
trying
to
know
that
in
in
certain
companies.
But
after
this
time,
I
have
to
agree
with
the
chair.
I
think
like
it's
it's
going
on
too
long
it
it
has
an
impact.
You
can
see
the
numbers
that
we're
now
creeping
back
up
again:
I
I,
just
hope
we
do
and
and
and
get
get
a
handle
in
this
I
think
the
at
people.
D
That's
doing
this
have
got
questions
to
answer
and
it's
not
like
they
didn't
know
what
they
were
doing
from
the
start.
You
know
I
do
think
this
came
too
soon.
After
covert
we
hadn't
recovered
our
numbers,
I
think
our
numbers
should
have
been
allowed
to
get
down
a
little
bit
lower
and
maybe
the
the
the
the
the
impact
wouldn't
have
been
would
have
been
felt
as
much
but
look
we
are,
we
are
and
and
I'm
encouraged
to
hear.
D
Do
you
mean
you
obviously
outline
that
you
you
are
dealing
with
us
as
as
best
you
can,
but
I
I
do
think
you
know
we
do
need
to
get
on
top
of
this
because,
as
I
have
been
defending
yet
this
last,
while
I
am
now
getting
more
and
more
complaints
about
us
and
and
I'm
having
trouble
personal
experience
on
as
well
now
as
well.
So
look
like
I
I'm,
always
I'm,
very
first
philosophical
in
that
when
you
change
something,
there's
always
going
to
be
Gremlins
and
stuff.
D
But
if
we
don't
get
on
top
of
us,
as
you
can
see
from
those
numbers,
we
are
going
to
creep
up
to
covert
levels
again,
which
we
don't
want
to
be
and
and
I
think
you
know
you
have
to
go
and
Harden
these
I.T
guys
and
time
to
get
their
act
together
because
I'm
sure
they've
been
well
paid
for
doing
this,
and
and
it's
not
just
our
account.
So
it's
crossed
10
councils
and
and
and
the
wash
thing
for
us
as
at
hand
kind
so
also
and
they're
going.
D
Oh
look
we
want
on
their
own
and
there
is
that
sort
of
you
know.
We
told
you
so
type
thing,
so
we
need
to
get
our
act
together
as
soon
as
we
can,
but
luck,
Damian
I'm
encouraged
what
you
said
this
evening,
but
or
this
afternoon
so
but
hopefully
we'll
we'll
start
to
see
the
numbers
drop
again.
Thanks,
chair.
B
Okay,
Damian,
you
want
a
speaker.
E
Look
I
want
to
be
absolutely
clear
about
this
and
and
emphasize
that
you
know
all
Chronicles
yeah
that
did
but
I
pretty
much
what
you
were
saying:
they're
closer
Nicholson
the
importance
of
getting
the
grips
with
this,
because
you
know
through
the
SR
over
the
project.
We
highlight
our
concerns:
don't
feed
them
to
the
supplier,
who
was
on
the
call
UPS
at
the
meeting,
but
the
impact
this
is
having
on
business
in
terms
of
live
care
slots,
the
ability
to
issue
decisions,
the
risk
of
litigation,
the
impact
on
investment.
E
All
of
that
was
very
strongly
highlighted
by
all
counselor
Consultants,
who
were
an
attempts
at
the
meeting
and
I
certainly
made
a
clear
on
behalf
of
ABC,
and
we
did
ask
them
to
ensure
that
from
hero
there's
a
very,
very
comprehensive
action
plan
which
identifies
all
the
priority
issues
and
that
we
are
kept
updated
as
the
progress
as
to
whether
these
issues
are
being
solved,
and
so
it
is
a
modern,
very
multiple.
E
B
Okay,
yeah
I'll
be
happy
to
propose
that
I'm
sure
can
actually
like
I'm
happy
to
say
again
so
we'll
we'll
get
that
get
that
done.
Thanks,
Damian,
okay
members,
yeah
I
could
have
a
who's
there
in
a
second
or
to
go
into
confidential
multiplication
like
a
Sacrament
or
element
Anderson
and
so
I
will
read
the
following
statement:
members
and
online
viewers.
In
accordance
with
schedule,
sex
of
the
Local
Government
Act.
We
will
now
be
moving
into
a
confidential
session
of
the
kind,
so
this
means
we'll
be
turning
off
the
public
feed
of
the
meeting.
B
B
B
B
Everyone
welcome
to
the
planning
section
of
the
hybrid
meeting
of
the
planning
and
Regulatory
Services
committee.
You
can
ask
everyone
to
please
meet
their
makes
at
all
times,
unless
invited
to
speak
for
those
who
are
physically
on
the
chamber.
Can
I
remind
you
that
we're
speaking
into
your
mic,
you
need
to
wait
until
you
see
yourself
on
the
screen,
so
the
live.
Feed
can
pick
up
your
comments.
If
you
speak
before
your
image
is
projected
those
listening
on
the
live,
feed
of
our
Zoom
won't
be
able
to
hear
anything.
B
B
E
You
chair
good
afternoon
members
members
you'll
recall
that
on
the
first
of
February
this
year,
the
committee
resolved
ground
planning
permission
for
a
new
food
processing
facility
at
Mandeville,
Business,
Park
craigavon,
and
the
decision
was
made
subject
to
the
imposition
of
a
series
of
planning
conditions
on
the
completion
of
a
section
76
legal
agreement.
E
The
purpose
of
the
legal
agreement
was
to
secure
the
construction
of
a
section
of
food
path
on
a
nurray
of
land
outside
of
the
application
site,
which
would
connect
the
site
to
knock
men
around
the
boat.
Further
to
the
committee
reaching
its
decision
on
the
1st
of
February,
the
footpath
has
been
constructed,
which
means
that
the
legal
agreement
is
no
longer
required
due
to
this
material,
tunes
and
circumstances.
E
Officers
are
of
the
view
that
the
decision
made
by
the
committee
in
February
is
now
required
to
be
rescinded
and
the
application
referred
back
to
members
for
reconsideration
and
on
that
basis,
members
are
being
asked.
Members
are
being
asked
to
agree
the
recommendation
before
them.
Thank
you,
chair.
B
Okay,
remember
so
we
need
a
busy,
a
proposer
and
secondary
that
we
do
that
and
moving
into
in
our
application
number
one
on
the
list
and
to
have
a
loser:
Alderman
Anderson
secondary
Alderman
twable.
Thank
you.
Okay,
don't
see
any
other
lights
on
so
we'll
move
there
to
application
earlier.
2022
travel
to.
C
Thank
you
chair.
Yes,
our
previous
decision
has
now
been
rescinded.
I
know
you
have
to
present
this
application
and
fall
again
for
you
all
to
reconsider
the
application.
6
will
plan
permission
for
a
post
food,
processor,
Saturday
without
mail,
Associated
process
and
packaging
and
distribution
facilities,
and
the
reason
has
been
presented
to
planning
committees,
because
it's
a
major
application
officers
have
taken
that
the
members
have
read
their
report
in
full,
including
the
addendum
and
substance
synopsis.
Only
I
set
out
in
the
report.
C
The
Proposal
is
a
comment
about
an
environmental
statement
which
was
submitted
on
the
foot
of
a
pre-application
screen
determination
by
officers.
The
allocation
site
is
located
in
the
development
limit
of
Krug
Avenue
urban
area
on
lands
owned
as
existing
industrial
land.
The
Zone
land
has
set
key
six
Key
State
requirements
and
a
study
to
report.
The
proposal
complies
to
those
were
relevant.
The
same
Satan
layered
materials
and
Landscape
landscape
treatment
of
the
post-development
has
been
fully
considered.
The
proposal
is
for
a
purpose-built
facility.
C
As
such,
there
is
an
operational
requirement
for
the
middle
section
of
the
building
to
be
43
meters
in
height.
However,
while
there
is
relatively
limited
scope
to
be
creative
with
the
functional
design
of
that
part
of
the
building,
substantial
options
and
the
same
solution
were
Advanced
to
ensure
that
the
Zane
would
not
result
in
any
damage
to
visual
amenity,
this
included
careful
consideration
the
recession
of
the
building
on
the
site,
types
of
material
and
color
and
Landscape
integration.
C
The
layered
approach
to
the
overall
finishes
of
this
section
of
the
building
will
add
interest,
but
importantly,
will
reduce
the
apparent
bulk
of
the
building
with
a
soft
appearance.
As
the
height
increases
overall
I
suppose,
building
will
be
visible
from
a
number
of
viewpoints
of
the
short
opinion.
It
will
not
have
a
non-acceptable
impact
in
local
character
or
amenity.
C
As
a
result,
the
impact
and
Immunity
officers
in
consultation
with
the
Environmental
Health
Department
are
satisfied
that,
given
the
layered
construction
type
and
separation
distance
involved
in
the
construction
operation
phase
of
this
development,
combined
with
the
plan
and
conditions
imposed,
it
is
not
expected
to
give
raise
to
any
unacceptable
adverse
impact
on
Amanda
as
regards
to
archaeological
works
and
the
built
a
national
environment,
number
26,
vanilla
road
is
the
nearest
listed
building
to
this
site.
The
same
the
design
of
the
building
has
been
constantly
modern,
so
it's
not
a
distract
from
the
surrounding
historic
structure.
C
Furthermore,
the
type
and
location
of
landscape
must
carefully
considered
to
ensure
the
pose
would
not
cram
the
relationship
with
Leicester
building
an
open
field.
Saving
grass
will
ensure
the
list
of
building
would
not
be
visually
enclosed
and
such
whether
post
will
visually
compete
with
the
setting
of
this
Leicester
building
in
the
short
term.
Historic
environment
division
have
advised,
if
no
significant
objection
to
proposal
and
welcomed
the
mitigation
measures
included,
including
the
orientation
of
build
Mill
where
the
possession
is
to
ensure
limited
from
the
Lesser
bill
into
the
north
and
west
are
attained.
C
As
regards
to
access
traffic
and
park
and
Junction
module
has
been
prepared
for
the
state
access
roundabout
was
confirmed.
The
public
road
network
will
continue
to
function
with
a
high
level
of
service
once
the
mill
traffic
is
included,
parking
is
adequate
to
meet
the
needs
of
the
development
and
includes
electric
car
charging
points.
Cycle
parking
and
storage
provision
has
also
been
included
included.
There
is
already
a
footpath
along
the
service
road
to
the
public
road
on
knock
Meadow,
Road
and
the
construction
of
a
Saxon
of
food
path.
C
A
link
to
the
remaining
field
cost
has
now
been
completed.
Officers
in
consultation
at
the
fa
roads
are
content.
The
access
and
park
arrangements
are
acceptable
as
regards
to
all
other
material
considerations
outside
in
the
report.
These
have
been
fully
appraised
by
the
relevant
authorities.
We've
offered
no
objections
overall,
the
totally
economic
benefit
of
this.
The
normal
economy
is
approximately
165
million,
which
has
been
given,
which
but
not
determined
with
family.
There
have
been
no
third
party
objections
to
this
proposal.
C
C
C
C
Just
shows
reporting
floor
plan,
the
different
elements
colored
and
that's
the
office's
identical
part
of
the
overall
development
towards
the
safety,
AB
sections,
East
and
Northwest.
So
you
can
see
there's
a
layered
approached
to
the
mill,
so
that
helps
tell
a
softened
impact
as
it
gets
into
the
full
height
of
42
meters.
C
That's
just
a
3D
computer-generated
Mouse
interview
just
to
give
you
an
indication
of
it
in
3D
and
then
there's
cross
sections
of
the
seat.
As
you
can
see,
the
mean
element
is
the
Old
Mill
and
that's
just
another
further
from
there
from
the
other
direction
and
then
cross-section
through
the
state
from
the
mineral
Road.
C
So
that's
the
the
PSD
drawn
As
proved
under
in
the
1998,
which
is
the
internal
route
and
part
of
that's
been
constructed,
and
now
the
fit
path
to
the
Northeast
has
been
fully
completed
to
join
into
the
surrounding
effort
paths,
and
that
just
shows
you
love
closures
from
the
roundabout
there.
So
those
have
been
passed
in
recent
weeks,
we'll
see
that
that's
now
been
constructed.
C
So
this
is
their
3D
computer
generated
lifted
with
the
proposal
in
the
background,
so
at
the
nor
at
the
top
you'll
see
as
the
present
there
and
then
underneath
that
you
would
see
it
with
their
building
implanted
on
it
and
there's
another
one
clown
Road
approach,
that's
just
down
past
the
Leicester
building
and
that's
from
the
nutmina
road.
C
That's
off
the
roundabout
on
approach
to
the
site,
and
you
can
see
in
the
distance
there
that
the
layered
approach
will
help
integrate
the
tar
to
the
to
the
north,
not
suggested
over
from
the
Mandeville
Road
as
if
you're
heading
towards
Greg
Avenue
hospital.
So
there
is
a
an
area
up
there,
but
you
can
also
see
the
site,
so
you
can
see
it
there
and
then
the
bottom
slide
and
that's
just
the
roundabout
on
approach
just
coming
off
from
the
Tesco
roundabout.
You
can
see
it
there
in
the
foreground.
C
C
That's
just
a
photograph
of
the
entrance
to
the
site.
As
I
said,
the
the
internal
Road
has
been
constructed
by
invest
ni
and
that's
just
looking
out
this
really
internal
fit
paths.
I
am
along
that
particular
route
and
that's
just
the
safety
you
can
see
in
the
foreground
there,
with
the
internal
Road
already
in
place.
B
Okay,
thanks
Steve,
so
members,
you
know,
we've
heard
this
one
before
and
it
is
a
change
really
just
to
take
notice
of
the
fact
that
that
pathway
has
been
constructed.
So
not
BSS,
don't
tend
to
dwell
too
long
a
lot
of
members.
So
if
we
want
to
move
into
any
questions
and
quickly,
then
through
to
your
decision,
I'll
take
any
questions
really
commentary,
don't
sense
any
or
any
lights
on.
So
my
worst
time,
I'm
gonna
go
for
a
poser
and
a
secondary.
We
adopt
this
decision.
B
C
Yeah,
thank
you
chair.
The
application
is
for
a
residential
development
comprised
in
the
mixture
of
apartments,
semi-attached
and
attached,
dwellings
with
car
parking
landscape
and
retaining
walls,
new
access
arrangements
and
general
site
works,
and
the
reasons
for
before
the
plan
and
regularly
service
committee
is
because
it's
a
major
application.
C
Authors
have
taken.
The
members
have
read
the
report
in
full,
including
addandam.
As
such,
this
is
a
synopsis.
Only
the
application
cycle
occurred
when
the
Town
Center
boundary
of
bound
Bridge,
with
the
majority
of
the
sites
owned
as
a
development
opportunity
site
with
the
section.
Also
within
an
area
of
townscaped
character,
the
sewing
has
three
keysight
requirements
and
housing
is
considered
an
acceptable
Town
Center
use,
as
such
officers
are
of
the
pain
reposal
is
in
principle,
is
considered,
acceptable
and
considering
the
same
layered.
C
Overall
we're
sending
a
shortfill
of
27
spaces
when
it's
considered
against
creating
places,
planning
guidance.
Sales
criteria
whereby
A
reduced
level
of
parking
standard
may
be
acceptable,
for
example,
States
within
10
meters,
walking
distance
or
within
800
meters
of
a
town
center.
This
site
is
actually
within
the
Town
Center
weighing
up
all
material
considerations
after
content
and
postpartum
evasion
is
acceptable
based
on
the
New,
York
circumstances
and
highly
accessible
location
of
this
within
the
Town
Center
in
respect
of
features
of
archaeological
and
built
Heritage.
C
The
north,
the
northern
portion
of
the
site,
is
located
within
an
area
of
townscape
character.
A
building
within
the
area
of
time
skip
character
is
to
be
demolished
officer
of
the
pen
that
a
spell
makes
no
material
contribution
to
distinctive
character
of
the
area
and
is
acceptable
to
be
demolished.
C
Finally,
there
has
been
one
objection
to
this
proposal.
These
have
all
been
fully
considered.
The
reports
the
drawings
submitted
have
been
annotated,
detailed
Liberty
treatment,
existing
opposed
and
officer
content
proposal
will
not
have
a
detrimental
impact
on
the
occupier
as
such
after
undertaken
a
policy
assessment.
Authors
of
the
opinion
that
the
political
complaints,
various
plan,
the
spps
and
all
relevant
planning
policies
and
therefore
should
be
approved.
C
C
That
shows
a
site
location
plan,
the
area
of
the
site
outline
red,
so
the
buildings,
the
Northeast,
are
excluded
from
this
particular
site.
C
C
So
the
layout
is
the
same
to
ensure
an
active
Frontage
along
the
commercial
Road
and
the
meeting
Road
and
a
long
overload
as
well.
So
it
wraps
right
around
it's
safe
to
give
that
a
townscape
character
and
that
shows
proposed
elevations
of
the
apartments
onto
his
cover
Road,
and
that
just
shows
it
in
context
with
the
joining
buildings
on
down
and
the
Presbyterian
Church
there's.
This
is
actually
Leicester
building.
C
So
that
shows
some
of
the
proposed
house
types
and
that
just
gives
an
elevation
treatment.
So
the
site
raises
they're
from
the
commercial
Road
up
to
the
maidenhouse
road,
as
you
can
see,
and
the
state
has
been
designed
to
the
open
space
to
be
in
the
middle,
but
great
gradually
to
avoid
the
need
for
large
routine
walls
Etc,
and
that
just
shows
the
context
of
the
section
in
relation
to
the
objection.
C
So
it
just
gives
a
food
of
the
safety
man
after
you
can
see
well
at
the
minute
that
steel
structures
actually
completely
been
demolished
now.
So
it
just
shows
that
the
previous
industrial
building
that
was
on
the
site
has
now
all
being
demolished.
C
C
That
just
shows
it
on
up
from
just
give
it
in
context,
so
those
apartment
block
will
go
just
there
and
not
a
gap
site
and
include
the
the
office
building
mistakes
that
just
shows
within
the
site
from
The
Meeting
House
Road
up,
so
the
site
has
been
cleared,
Justin
and
the
other
opposite
roads,
and
that
just
shows
it
on
up.
C
So
there's
a
no
food
path
or
anything
there,
but
on
this
proposal
there
will
be
a
new
food
path
up
the
side
of
that
road
and
that
just
shows
a
close-up
of
that
boundary
in
relation
to
that
property
in
which
the
objection
was
part
of
that
boundary.
That
wall
is
to
be
retained
and
plastered
and
painted
and
the
rest
will
be
a
close
Board
of
fence
so
that
boundary
actually
will
not
be
open
to
that
dwelling.
I
think
that
was
a
highlighted,
an
objection
there's
a
fear
of
there.
C
B
And
we
have
in
in
person
today
even
Locker.
Even
all
this
and
James
McConnell
Harry
Wilson
argot
actually
make
a
representation
and
you're
very
welcome
to
the
committee,
and
you
have
three
minutes
of
toggle.
So
how
you
split
that
UPS
up
to
your
sales,
but
the
timer,
as
you
can
see,
is
on
the
who
wants
to
go
first,
like
an
operator
make
them.
B
That's
ground.
Well,
look
your
time
will
start
as
soon
as
you
start
talking
basically
and
then
it'll
finish
whenever
the
clock
runs
to
zero.
Thank
you
thank.
F
You
chair
good
afternoon,
chair
and
committee
members.
Thank
you
for
the
opportunity
to
speak
at
this
meeting.
I
am
the
agent
for
the
application,
and
this
is
Mr
McConnell,
the
architect,
as
you've
heard
from
the
officer.
This
is
a
major
application
for
59
dwellings
in
Banbridge,
Town
Center
approve
this
application
will
result
in
the
Redevelopment
of
the
former
germinal
Warehouse
facility
and
Commercial
Road.
F
It
is
intended
that
the
dwellings
will
provide
social
housing
accommodation,
allowing
this
application
will
see
the
Redevelopment
of
the
large
Brownfield
site,
providing
housing
and
a
highly
sustainable
location.
This
is
consistent
with
the
local
development
plan
and
the
identification
of
the
site
as
a
development
opportunity
site
which
is
suitable
for
housing.
F
F
This
game
will
be
will
provide
a
mix
of
dwellings
detached
semi-detached
and
departments.
The
layout
has
been
designed
to
carefully
integrate
the
schemement
with
its
surroundings
and
provide
a
permeable
and
legible
Housing
Development
with
a
large
centralized
area
of
public,
open
space
and
pedation
links
to
the
rest
of
the
Town
Center.
F
This
game
also
pays
careful
regard
to
the
residential
amenity
of
a
single
residential
neighbor,
as
well
as
having
taken
into
consideration
the
historic
buildings
in
the
area.
We've
addressed
all
planning
issues
relating
to
the
site,
including
dealing
with
the
loss
of
industrial
buildings,
addressing
contamination
surveying
the
site
for
bats,
providing
bird
boxes
to
support
the
swift
bird
population
in
the
area,
addressing
issues
with
lighting
from
the
nearby
tennis
courts
in
Bowling,
Green,
air
quality
and
noise,
surface
surface
water,
drainage
and
ensuring
that
the
skin
can
be
delivered
with
connections
made
to
Ena
water,
Wastewater
Network.
F
Overall,
we
agree
with
the
flying
Department
that
the
proposal
is
a
sustainable,
uncertable
reuse
of
these
lands.
We
would
like
to
thank
the
county
supplying
department
for
their
continued
guidance
on
the
application
on
the
speed
at
which
they
have
worked
to
determine
the
application.
We
welcome
the
recommendation
and
respectfully
request
the
committee
approve
the
application.
Thank
you
chair.
B
G
Thank
you
very
much
chair.
Thank
you
for
important.
Thank
you
for
your
presentation,
gentlemen.
It
might
be
just
for
the
the
agent
said
she
needed
imaginers
too
accessible
to
aliens
that
are
going
to
have
access
onto
Meeting
House
Road,
it's
at
the
top
of
some
of
the
accessible
their
units
within
the
development
or
a
little
bit
more
and
the
development
thanks.
F
For
all
that,
all
the
dwellings
are
designed
as
as
lifetime
homes
designed
for
for
for
social
accommodation
standards.
The
two
detached
dwellings
that
front
onto
Commercial
Road
in
the
center
of
that
elevation
are
two
wheelchair
locations,
and
and
when
we
were
designing
the
scheme,
we
we
we
purposefully
look
here
at
those
two
dwellings
as
close
to
the
edge
of
the
site
as
possible
to
allow
those
people
should
be
in
wheelchairs
to
be
as
close
to
the
commercial
core
of
the
town
as
possible.
F
So
that's
that
those
are
the
those
are
the
wheelchair,
accessible
dwellings
on
Commercial
Road.
H
Thank
you,
Sheriff
latman.
Have
you
any
time
skills
for
the
start
of
this
development
and
completion
I
just
want
to
follow
on
from
Christopher
Salvage
question
out
of
the
the
all
the
developments?
In
my
opinion,
maybe
two
out
of
the
ball
is
wheelchair
accessible.
Is
there
any
plans,
maybe
to
expand,
expand
that
because
I
know
there's
a
shortage
of
housing?
Obviously,
four
people
was
mobility
issues.
Okay,.
F
Thank
you
councilor,
so
you
can
see
from
the
photographs
of
the
the
the
the
developer
has
actually
taken
down
and
got
the
site
ready
for
for
for
commencement
as
quickly
as
possible,
and
that's
really
what
we
want
they
want
to
do.
F
F
Some
minor
issues
on
archeology
work
has
to
be
that
we
couldn't
do
archeology
because
their
buildings
on
the
site,
so
we
have
to
deal
with
archeology
and
I,
think
there's
a
landscape
and
landscape
and
discharge
required
so
those
side,
those
Martyrs
aside,
there's
a
connection
available
for
ni
water,
which
is
a
big
problem
elsewhere
in
Northern
Ireland,
and
this
site
has
got
agreement
for
connection.
So
there's
nothing.
Stopping
this
development
happen
and
I
think
it
will
I
think
you.
F
We
would
like
to
be
on
site
as
quickly
as
we
can
get
the
archeology
done
and
we've
been
getting
archaeological
quotes
this
past
week
to
get
people
instructed
to
do
that
so
subject
to
getting
through
those
discharge
conditions,
and
you
have
to
do
things
the
right
way.
We
would
like
to
be
seen
to
be
on
set
as
soon
as
possible
and
possibly
before
the
summer,
the
the
design
of
the
houses
and
the
the
number
of
wheelchair
units
and
the
various
accessibility
of
the
wheelchair,
the
dwellings
we've
been.
F
We
have
been
working
with
Arbor,
Housing,
Association
and
they've,
guided
us
into
as
to
the
actual
requirement
for
for
for
the
and
the
the
Bland
or
the
tenures
that
we've
provided
on
the
site.
Now,
if,
if
time
comes
and
there's
a
requirement
for
additional
wheelchair
accessible
units,
we
can
come
back
and
we
will
come
back
in
to
meet
the
demand.
This
is
a
waste.
F
She
needed
quite
rightly
didn't
promote
it
as
a
social
housing
scheme
and
because
we
haven't
applied
as
a
social
housing
scheme.
You
know
we
are
very
much
focused
on
providing
social
housing
on
this
side
and
if
a
firebar
housing
indicate
that
that's
something
that
that's
necessary,
then
I,
don't
think
there'll
be
any
problem.
Coming
back
and
seeking
to
expand
on
the
number
of
units
for
which
here,
users.
I
Thank
you,
chair,
two
queries.
Suppose
the
first
one
we
regarding
the
total
number
of
car
parking
spaces
within
the
development,
I
noticed
to
say
this
53
Yen
cartilage
and
then
the
20th
layer
base
or
is
that
is
that,
then
you
know
81
or
81
spaces
in
total
and
within
the
development,
just
to
clarify
that
and
would
those
be
numbered
so
that
there's
one
for
each
property
or
and
then
a
couple
of
overflow
ones.
Just
how
will
that
parking
be
managed
at
this
location
a
bit
more
detail
on
that.
F
Thank
you.
Thank
you.
Councilor
yeah,
yes,
the
the
81
spaces
are
at
the
moment,
they're
allocated
there,
there's
the
and
and
it's
purposefully,
unalculated,
and
not
because
it's
a
town
center
location,
there's
on
where
we're
relying
on
in
cartilage
spaces.
For
for
the
people
who
have
dwellings,
there'll,
be
apartment
spaces
as
well,
provided
and
then
the
out
of
curtainage
work,
spaces
which
are
lay-by-spaces
on
both
meeting
High
Street
and
on
Commercial
Road
are
provided
to
be
flexible
now.
F
The
reality
is
people
on
Commercial
will
use
those
spaces,
but
if
any
spaces
become
available,
then
time
Center
users
will
use
it
for
their
shop
whatever.
So,
there's
a
it's
important
to
get
a
sustainable
blend
of
parking
on
the
site
of
this
nature,
and
so
it
was
something
that
root
service
challenged
us
on
and
asked
required
us
to
do
a
parking
survey
to
make
sure
that
the
number
of
car
parking
spaces
on
site
were
satisfactory
and
that
there
were
so
sufficient
spaces
in
the
wider
area
to
support
the
the
scheme.
F
So
we
we've
already
satisfied
Food
Service
on
the
number
of
parking,
but
an
answer
to
the
question:
will
they
be
identified
and
allocated
and
maintained
spaces
within
the
site
will
be
maintained
within
the
development
they'll
not
be
allocated
to
certain
users,
they'll
be
open
to
whoever
has,
on
a
first
come
first
service
basis
within
the
confines
of
the
of
the
site
itself.
F
Some
spaces
will
be
encouraged
inside
the
dwellings,
so
those
occupiers
will
have
their
own
space
and
then
the
on-street
parking,
Commercial
Road
parking
will
be
on
a
will,
be
a
first
come
first
service
again,
residents
will
will
make
me
have
those
whenever
they
need
them
at
night
time
whenever
they
come
home
from
their
work
or
wherever.
So
we've
worked
hard,
not
Point.
Counselor
I
hope
that
answers
your
question.
I
Thank
you.
Thank
you
for
for
that
update
Matt.
The
second
question
be
regarding
cycle
impervation
and
always
mentioned.
This
is
the
time
center
location,
so
they
gave
uses
cyclers
to
go
about
their
business
in
terms
of
commuting,
but
they
don't
see
any
plans
for
like
cycling,
stands
or
Cyclone
storage
units
on
such
a
time-side
allocation,
which
will
become
a
place
another
Belfast
type
locations.
Has
there
been
any
provision
at
all
for
cycling
on
this
location,
or
has
it
been
solely
focused
on
the
parking
angle?
F
Thank
you
councilor,
within
the
apartment
blog
at
the
at
the
grind
floor
and
there's
a
cycle
storage
area
allocated
and
under
Cycles.
So
there's
an
internal
cycle
area,
say
a
cycle
storage
area
inside
the
apartment
block
and
also
there's
cycle
spaces
and
within
the
apartment
car
park
for
people
in
the
apartment
should
they
should
they
wish
to
Avail
of
of
a
cycle
an
outside
cycle
space
and
then,
obviously,
within
the
dwellings
themselves,
people
will
have
have
SP
lock
up
their
Banks
as
part
of
their
within
the
correlation
of
their
home.
D
Yeah,
thank
you
chair.
Thank
you
for
the
those
are
present
here
are
presented
so
far
help
me
go
when
you
go
last
year.
Most
of
the
questions
have
been
asked,
but
they
obviously
a
very,
very
detailed
report,
as
she
nearly
said,
and
all
the
Consultants
back,
the
one
question
I
had
in
relation
to
you.
You
were
24
apartments
and
obviously
it's
a
private
road
to
the
apartments.
D
So
I
assume
you
envisaged
people
pulling
their
bins
out
or
what
is
the
worst
strategy
for
the
site,
because
it
is
a
substantial
development,
obviously,
as
you
say
in
in
in
in
in
a
town
center
and
and
obviously
there'll
be
a
lot
of
waste
and,
as
we
all
know,
at
the
minute,
we've
all
got
three
events,
and
so
you
can
imagine
a
a
a
a
a
a
collection
of
bins
at
the
edge
of
the
road
as
I've
been
taking
into
account
with
with
a
waste
strategy.
Thank
you.
B
F
Thank
you.
Thank
you,
counselor.
Yes,
there's
the
the
site
layer
allocates
areas
for
for
bins
to
be
brought
out,
so
we
have
those
with
three
areas
within
that
private
room
to
be
brought
out,
but
they
would
all
be
brought
night
on
Monday
to
the
to
the
to
the
entrance
of
the
of
this
of
the
scheme,
and
that's
again,
like
it's
nice,
to
know
everywhere
that
that's
what
that
was
one
of
the
early
questions
that
she
need
put
us
over
to
actually
make
sure
that
that
was
provided.
B
D
B
F
Not
not
in
the
scheme
counselor,
but
not
in
this
game,.
B
Hopefully,
keys
will
be
provided
there
thanks
Sinead,
you
had
your
light
on
there.
C
Yeah
no
I've
just
touched,
my
email
had
already
said
and,
as
you
say,
it
bins
and
stories
like
that
was
an
integral
part
of
it.
He
said
kind,
so
there's
nothing
as
bad
has
been
sitting
out
a
long
space,
that's
one
of
the
main
arterial
Rigs
and
the
bound
Bridgestone
Center,
actually
within
the
Town
Center.
So
actually
the
agents
worked
hard.
C
I
could
maybe
bring
up
the
layout
just
to
show
you
they've
actually
designated
three
spaces
within
each
residential
development,
and
then
that
has
all
been
P
of
yours,
which
makes
it
very
easy
for
the
the
occupier
to
bring
it
down
to
where
it
is
to
maybe
just
bring
up
one
of
the
legs,
maybe
even
just
bring
it
there's.
Also
within
Apartments.
There
is
a
one
1
100,
liter
Euro
bins,
provided
as
well
as
your
normal
240
liter
bins,
whereas
it
does
need
a
bin
collection
areas.
C
That's
all
been
provided
within
the
state,
so
refer
to
the
agent
not
looking
to
work
very
hard
to
ensure
that
that's
when,
if,
if
granted
actually
will
be,
you
know
quality
residential
development,
you
don't
want
to
have
those
so
just
go
with
the
layer.
Patricia
I
should
have
stopped
just
near
the
start.
C
Yes,
that's
the
one
there!
Sorry
back
again,
maybe
it's
not
too
tight
to
see
we're
in
the
back
I
thought
that
was
all
previously
like
a
rear
yard
and
grass
area,
but
they
end
up
within
the
behaviors
and
they
put
in
the
to
note
the
three
bin
stories
areas.
They've
actually
got
an
area
for
your
rotary
clothesline,
all
that
in
the
back,
so
it's
not
visible
from
the
outside.
C
For
the
apartments
there
is
I've
been
collection
area
at
the
edge
of
the
curb,
so
all
the
bends
will
be
setting
out
and
there's
other
areas
for
your
recycling
bins
as
well
as
your
cycle
stands
and
also
Lots,
but
then
to
be
a
part
of
the
development.
So
it
should
be
easy
for
future
occupiers
to
bring
their
bins
out
and
bring
it
back
in
and
when
it's
easy
for
an
occupier,
they
tend
to
actually
go
about,
go
about
their
business.
But
if
it's
difficult
for
them,
they
probably
won't
do
it.
B
D
Because
I
I
know
that
it's
something
that
you
know
secure
by
Design
like
I,
don't
know
what
the
thought
is,
because
it's
it's
I'm
just
saying
other
teamers
are
going
to
be
gated
and
controlled,
and
that
being
you
know,
it
creates
its
own
sort
of
issues
as
well.
Just
clarification,
I,
don't
see
it
at
the
minute.
What
is
it?
Is
there
a
potential
it
could
be
down
the
lane.
C
Yes,
I
suppose,
there's
a
number
of
conditions
to
be
discharged.
One
is
the
hard
Landscaping
soft
landscape
and
include
the
management
of
it,
because
previously
that
road
was
to
be
adopted,
you
know
back
to
private
status
just
to
make
it
that's
a
little
bit
more
Community
value
for
that,
so
they
have
control
over
it.
C
So
if
the
future
developer
at
this
side
is
the
Housing
Association
never
taken
over
the
management
company
and,
as
you
readily
alluded
to
they'll-
probably
try
to
get
that
there
have
some
sort
of
barrier
with
only
the
residents
have
access
to
all
the
rear.
Gardens
Etc
have
their
own
way
and
get
success.
You
can
see
to
the
back,
it's
just
as
opposed
to
me
and
routes
in,
but
that'll
be
for
a
discharge
to
condition
and
consideration.
Then.
B
G
22
and
27
under
467
people,
on
the
listen
Banbridge
on
over
300
of
them
are
in
housing
stress.
So
you
know
this
has
to
be
welcomed
and
relieving
the
housing
issue
and
bar
bridge,
and
you
know
what
is
within
our
borrow
this
area
of
the
second
half
of
Verizon
demand.
So
I
think
this
is
a
very
good
news
story
for
the
the
borough
on
Banbridge
and
particular
sure.
Thank
you.
H
Thank
you,
chair,
I'll,
probably
just
concur
with
us
cancer
salvages
comments.
I
think
we
were
second
in
the
league
behind
Lurgan
and
for
demand
for
social
housing
and
I
think
probably
would
have
been
such
a
social
location
to
the
town
center
I
would
hope.
Now
it
would
increase
footfall
for
the
Traders
within
the
town.
It's
basically
a
stop
over
the
road
and
you're
into
the
middle
of
the
heart
of
palm
Ridge,
Town
Center.
H
So
what
I
think
it
is
to
be
welcomed,
I
think
not
only
for
paper
with
lukenhausen
at
the
moment,
but
hopefully
that
the
traders
of
bomb
bridge
or
the
Town
Center,
which
will
increase
their
footfall.
Thank
you.
D
Yeah
thanks
chairman
and
like
the
previous
speakers,
as
has
been
said,
it's
it's
a
Well
worked
out
scheme
and
obviously
she
needed
as
as
normally
an
impeccable
report
from
very
hard
to
pick.
Holes
in
and
again
has
been
said.
D
A
very
very
nice
scheme
well
worked
out
and
despite
the
chimneys,
but
I
will
leave
that
one,
but
no
as
I
say
it's
it's
really
well
worked
out
and
if,
as
I
say,
a
few
more
like
this
would
be
would
be
great
because
I've
driven
up
that
road
many
times
and
I've
looked
at
that
sort
of
wall
of
of
kind
of
corrugated,
10
and
concrete,
and
this
would
be
a
much
much
more
pleasant.
Aesthetic
on
on
the
street
skip
so
definitely
very,
very
good
scheme.
Thank
you.
B
Okay,
members

any

H
Thank
you,

I
am
hoping
to
propose.
We
accept

Okay,
thank
you.

There's
a
quantitative
and
qualitative
need
for
this
proposal.
Members
will
note
that
the
retail
impact
assessment
is
considered
in
detail
in
the
report.
The
retail
impact
assessment
includes
that's
the
principal
bulky
shopping
location
in
the
catchment
days,
Bridgewater
Park,
the
total
bulky
household
and
furnace
and
turnover
of
principal
shops
and
Bridgewater
Park
is
26
million
pounds
in
2022
and
estimated
to
grow
to
26.6
million
pounds
in
2023.
K
Given
the
proposal
to
have
a
total
turnover
of
1.98
million
pounds,
an
increase
in
turnover
of
0.3
of
a
million.
This
means
that,
even
if
all
of
its
turnover
is
drawn
from
the
shops
in
Bridgewater
Park,
the
resulting
retail
impact
will
not
be
harmful,
but
merely
that
the
shops
in
Bridgewater
Park
will
achieve
a
little
less
growth
next
year
than
they
may
otherwise
achieve.
K
The
estimates
of
Banbridge
Town
Center
are
that
it
has
a
comparison
turnover
of
50.
It's
8
million
pounds,
given
the
proposed
unit.
4
will
have
a
turnover
of
less
than
2
million
pounds
this.
This
would
not
result
in
demonstrable
harm
harmful
impact,
even
if
all
its
impact
was
drawn
from
the
Town
Center.
K
A
child
support
assessment
form,
as
well
as
a
parking
statement,
and
surveys
have
been
submitted
in
support
of
application.
No
new
parking
spaces
are
proposed
to
the

parking
spaces
and
13
accessible
spaces
previously
approved
on
the

under

The

indicates
the
need
of
an
additional

Officers
have
considered
the

and

and
others
considerable

therefore

K
K
K
Okay,
so
in
terms
of
the
location
of
the
developments
Bridgewater
Park,
which
is
just
the
site
of
Banbridge,
the
next
slide
then
shows
the
site
location
plan,
and
then
we
can
see
an
aerial
view
of
the
sites,
so
the
next
slide
just
shows
a
closer
up
view
of
of
burial,
so
the
lights,
the
white
roof
of
the
unit
and
then
the

it

The
next
slide
then
shows
the
proposed
site
layout,
which
is
followed
by
the
floor
plan
that
was
previously
approved.
K
So
you
can
see
unit

there
to
the
left
of
the
screen
and
then
this
smaller
Mass
name
that
has
proposed,
which
was

the
rear
of
the

Then
the
mezzanine
is
shown
just
to
the
right
there.
So
it's
highlighted
in
purple
and
there's
just
a
text
up
the
majority
of
the
units,
but
you
can
just
see
the

there
at
the
entrance,
which
would
be
a
void.
K
B
Yeah
thanks
kid:
Eamon
is
also
along
for
this
application
to
make
a
representation
of
the

and
support.
So
again,
you
have
your
three
minutes
and
start
whenever
you're
ready.
Thank
you.
F
F
Secure
the
end
user,
we
have
been
asked
to
increase
the
mezzanine
floor
by
650
square
meters.
There'll
be
no
other
changes
to
the
building.
We
have
demonstrated
to
the
satisfaction
of
the
client
Department
that
the
proposal
is
comply
with
the
local

resumes

for
retail
warehousing
and
that
the
proposal
will
not
have
any
harmful
impacts
in
terms
of
retail
policy,
roads
or
layout
considerations.
F
The
Proposal
will
deliver
a
new
household
Furniture
retailer
to
Banbridge
and
will
provide
economic
benefits
in
terms
of
providing
about
20
retail
jobs
and
increasing
competition
in
the
retail
Market.
I'd
like
to
thank
the
department
for
the
expedient
assessment
of
The
Proposal
I
would
requests
respectfully
request
to
connect,
allow
the
application.
Thank
you.
D
Yeah
I
think
this
one's
quite
straightforward,
but
okay,
just
just
go
over
again
the
the
sort
of
thought
process.
Obviously
we're
increasing
the
floor
area
we're
not
increasing
the
requirements
of
car
parking,
just
just
a
bit
more
detail.
You
know
in
relation
to
read
the
report
and
I
can
see.
Obviously,
and
did
you
do
your
own
sort
of
assessment
on
that?
Did
you
find
it
was
the
same?
Are
you
content
that
you
know
what
has
been
sort
of
presented
here
as
as
as
regards
car
parking
is,
is
sufficient?
Thank
you,
chairman.
K
Yep
sorry
yeah
in
terms
of
the
parking
numbers
we
have,
we
went
through
the
assessment
that
was
provided
and
we
we
determined
that
there
was
an
overprication
of
a
parking
space
in
the
previous
application
and
indeed
considering
the
other
applications
on
the
site
and
pending
applications,
but
also
in
terms
of
trying
to
justify
relaxing
the
the
normal
standard.
One.
One
of
the
reasons
was
that
it's
not
a
standalone
unit
as
part
of
a
obviously
a
retail
complex.
B
Okay,
thank
you
any
other
questions
or
queries
members,
okay,
so
we'll
move
into
the
to
be
at
the
decision
for
his
members.
D
Yeah
Dr
chairman
as
I,
said,
I
think
this
one's
quite
straightforward.
It's
already
been
approved
it's
an
extension
of
that
first
floor,
mezzanine
as
Kayla's
eloquently
outlined
on
the
agent.
You
know
that
this
is
a
shared
car
parking
area
and
I
I'm
content
I
think
it's
been
again
well
sort
of
interrogate
it
robustly
by
by
kale
and
and
obviously
it's
again,
it's
a
another
unit
in
the
Bridgewater
complex,
so
I
think
it's
it's
pretty
much
straightforward
won't
show.
Thank
you
thanks.
B
H
Thank
you
chair.
Yes,
always
the
second,
so
proposal,
it's
good
to
see
another
more
use
of
the
the
Boulevard
and
the
retail
Park
up
there
and
bring
another
retailer
in
on
the
jobs
along
with
us
most
welcome
for
the
area,
so
how
many

The

Thank
you.

thanks

you're,

ppsc
defines

and
therefore
the

and
the

therefore
complies
with
the
spps

OS

of
pps8
and
is
considered
acceptable
at
this
location.
A
The
Proposal,
located
within
a
predominantly
residential
area
and
the
nearest
dwelling
is
opposite.
The
site,
approximately
50

Network.
The
existing
use
of
the
site
is
public,
open

and
it's
really
accessible
to
the
public.
Given
that
this
is
an
existing
area,
open
space,
accessible
for
use
by
the
public,
the
separation
distance
to
Residential
Properties
and
the
intervening
Road
officers
are
satisfied.
A
The
Proposal
would
not
have
an
adverse
impact
in
residential
amenity,
the
proposed
juices
and
celebrated
the
existence
use
of
the
site
and
for
that
reason,
does
not
require
its
own
parking
provision.
The
site
is
currently
served
by
all
Street
Park
and
in
the
proposed
development
is
accessible
by
pedestrian
access
officers.
Consider
the
existing
on
street
parking
to
be
sufficient
to
serve
the
development.
No
objections
to
the
proposal
have
been
received
and
also
consultations
are
satisfied
and
officers
are
recommend
that
the
application
be
approved
and
I'll
just
take
you
through
the
slides.
A
This
is
an
aerial
view
of
the
site
and
you
can
see
it's
an
existing
area
of
open
space
grass
at
the
moment,
and
this
is
our
site
location
plan.
This
might
be
a
bit
difficult
to
see,
but
you
can
see
the
application
side
there
just
outlined
in
red-
and
this
is
the
site,
location,
layout
and
details
that
just
gives
you
an
idea
of
the
proposed
layout
of
the
play.
Park
and
again,
this
gives
you
a
bit
more
detail
on
the
proposed
equipment
which
does
include
accessible
swing,
accessible,
wheelchair
roundabout,
an
accessible
double
width
slide.
A
D
Yeah
look
thanks.
John
thanks
Rasheen
and
the
only
question
is
that
again
my
colleague
Council
Flagler
would
would
she
never
didn't
ask
what
accessible
equipment
is
there
within
this
layout
and
the
only
other
thing
is
I'm
assuming
this
is
a
a
local
player
part
rather
than
a
regional.
You
know,
because
because
obviously
there
would
be
need
if
people
were
coming
to
this
in
cars
and
think
I
see,
there's
no
car
parking.
D
A
Yep,
thank
you
chair.
Yes,
within
the
layout,
there
is
an
inclusive,
accessible
swing.
There
is
an
accessible
wheelchair
roundabout
specifically
for
the
wheelchairs.
There
is
an
accessible
double
width
slide
and
there
is
sensory
tube
chains
and
there
are
sensory
chunky,
nuts
and
Crosses.
So
it
is,
there
is
accessible
equipment,
Within
the
play
park
and
look
yes,
we,
you
know
this
is
a
local
play
park
that
will
serve
the
local
residential
areas.
A
It
is
an
existing
area
of
open
space,
so
there
is
no
requirement
for
additional
car
parking
because
there's
no

M
Thank
you
very
much
for
that
report.
Rushing
I
just
wanted
to
ask
obviously
there's
quite
a
large,
considerable
pool
of
residents
and
not
sort
of
immediate
Mahan,
Road
area
and
I.
Just
wanted
to
ask.
Is
there?
Is
there
any
sort
of
indication
as
to
time
skills
for
construction
or
completion,
because
I'm
aware
that-
and
you
know
this
follows
on
obviously
from
the
player
strategy-
that's
being
carried
out
a
number
of
other
locations
across
council
at
the
minute?
A
J
Thanks
to
roshin
for
the
report,
yes,
let's
just
cancel
bringing
forward
I
know
there
a
facility
one
has
been
much
needed
in
the
Mahan
Road
area
and,
as
I've
said
before,
it's
common
on
the
back
of
a
number
of
their
areas,
which
aren't
much
needed
and
I
I
know
by
talking
to
people
in
the
past
that
that
particular
area
is
this.
Is
that
has
been
greatly
required
needed
going
forward
on
the
no
doubt?
J
D
M
Yes,
thank
you
chair.
As
my
my
colleague,
Alderman
Anderson
has
alluded
to.
Obviously
there
there
has
been
a
a
long
demand
and
for
the
many
residents
in
this
area
and
it's
great
to
see
this
further
extension
of
the
play
astrology
and
ABC
Council
and
I'm
more
than
happy
to
Second
this
proposal.
Thank
you.
