Description
East Ascension Drainage Board - December 12, 2022
A
A
We
do
have
six
of
us
here
and
I'm
gonna
ask
Mr
Cagney
a
lot.
If
you
please
lead
us
an
invocation
and
pledge
certainly
will.
B
Thank
you.
Mr
chairman
one
of
the
Father's
son
holy
spirit,
amen,
Heavenly
Father.
We
ask
your
blessings
on
this
body
tonight
as
we
do
the
business
of
the
peoples
of
Ascension
Parish.
We
ask
that
you
bless
us
and
guide
us
in
all
of
our
actions
and
may
your
Holy
Spirit
be
with
us
at
all
times,
for
we
place
our
lives
in
your
hands
always
and
forever.
In
the
name
of
your
son,
Jesus
Christ,
amen.
A
Thank
you,
KAG
all
right.
Moving
on
to
item
number
three
public
comments
period.
If
anyone
from
the
public
would
wish
to
comment
on
any
of
our
agenda
items,
please
come
see.
Miss
Leslie
over
here
to
fill
out
a
card.
She
will
help
you
out.
Oh,
we
have
no
additions
to
the
agenda
tonight.
Moving
on
to
item
number
four
acceptance
of
the
November
14
2022
minutes.
C
A
Have
a
motion
by
Mr
Lambert,
a
second
by
Mr
Lawler,
any
objection
hearing,
none
so
moved
Chairman's
reports,
announcements
I
will
make
one
quick
little
announcement.
I've
been
talking
about
it
a
lot
the
last
few
weeks,
but
our
Lawrence
Levy
extension
project.
That's
been
on
the
book
for
quite
a
number
of
decades.
Now
that
bid
is
currently
out
and
will
be
closed
on
this
upcoming
Thursday,
the
15th
so
we're
very
excited.
We
I
I
attended
the
pre-bid
meeting
the
week
before
last
and
I
believe
we
had
I,
don't
know.
A
15
20
contractors
show
up
so
there's
a
lot
of
interest
and
very
very
excited
about
that.
So
here
in
the
coming
weeks,
we'll
have
more
information
on
actual
start
dates
and
details
for
the
lower
level
extension,
so
I
do
have
Miss
Kimberly
Cole
out
there
and
I
want
to
give
her
a
huge
shout
out.
So
thank
you
for
all
of
that.
We
do
appreciate
it
very
much
all.
D
A
I
do
have
a
motion
from
Mr
Mr
Lambert.
We
got
a
second
from
Mr
Mason
and
if
you
don't
mind,
I'll,
just
shout
it.
This
is
just
going
to
allow
us
to
utilize
to
mobilize
on
utility
relocation
a
little
quicker.
C
Access
road
to
this,
what
a
for
future
have
we
looked
at
that
or
would
how
about
they
get
back
to
this
clearing
that
we're
trying
to
do
this
right
away?
It.
C
A
Moving
on
to
item
6C
approval,
substantial
completion
for
the
fish,
Bayou
control
structure
with
Wharton
Smith
Miss
casso
jumped
on
that
motion,
and
we
got
a
second
about
Mr,
cagnellotti
and
so
I
cannot
forget.
I
can't
remember
the
publication,
but
I'm
gonna
give
Miss
Cole
a
second
shout
out
tonight.
So
thank
you.
You
and
Miss
caso's
fish
Bayou
control
structure
was
nominated
in
one,
a
pretty
a
pretty
impressive
recognition.
Yeah.
E
It
was
in
the
2022
yearbook
as
one
of
the
projects
of
the
year
for
civil
engineering
magazine
awesome.
A
A
We
have
a
motion
by
Mr
Mason,
a
second
miss
casso,
any
objection
hearing,
none
so
moved
item
6E
approval
of
recommendation
for
the
highest
scoring
respondent,
delcom
LLC
in
reference
to
the
flood,
control
maintenance
and
project
Services
Marvin
bro,
Henderson
Bayou,
starting
to
a
pumping
station
and
adjacent
flood
control
structures.
A
We
have
a
motion
by
Mr
Mason,
a
second
by
miss
casso,
any
questions
or
any
objections.
Just
real
quick,
Mr
Lawler.
G
F
G
Want
to
clarify
that
we
did
add
in
the
scope
of
this
RFP
for
the
maintenance
and
repairs
of
the
pump
stations
we
added.
We
know
we're
going
to
have
a
tilting
we're
coming
some
rain
gauges.
Anything
that's
a
component
for
these
pump
stations
is
in
the
scope
of
this
RFP
so
that
in
the
future
we
can
use
this
contract
for
maintenance
and
repairs
on
all
of
our
features
within
our
systems.
C
I
A
We
have
a
motion
by
Mr
Lawler,
a
second
by
Mr,
Lambert
and
Mr.
Lawler
has
a
question:
what.
I
We
got
a
grant
a
couple
years
ago:
59
million
dollars
we
approved-
that
is
this
paying
for
that,
or
is
that
great
bang
for
this?
Yes,.
C
I
That's
proportionately,
and
what
is
the
scope
of
this
because
I
know
a
while
back?
We
did
a
lot
of
work
on
the
little
Ridge
Levee
evaluations,
like
30,
completion
of
design,
all
that
kind
of
stuff
we're
looking
at
it.
What
do
we?
What
are
we
trying
to
get
out
of
this
and
what
is
the
scope
and
what
are
the
deliverables
yeah.
J
I
think
Hartman's
here
and
they
thoroughly
looked
at
what
they're
going
to
be
doing
once
you
come
up
Jared
and
give
them
a
little
synopsis.
A
So
this
is,
this
is
for
Barbara
bro
Levy,
that
not
so
much
the
Law
related
to
Lawrence
Mike.
B
100
year,
flood
protection
and
installing
water
control
structures
in
various
locations
pending
pinning
modeling.
So,
okay.
I
A
G
Is
the
19
million
that
the
board
had
contributed
to
get
to
57
million
okay?
This
is
phase
one.
That's
been
awarded
for
engineering
for
all
of
the
design
and
bid
packaging
once
phase
one
is
completed
off
this
RFQ,
then,
at
that
point
we'll
be
going
back
to
FEMA
to
get
to
the
next
phase
two
of
construction
gotcha.
That
makes
sense
good
deal.
A
All
right
any
more
questions
for
Mr
maso,
any
objection
hearing
none
so
moved.
A
All
right
item
six
G,
all
right,
6G
acceptance
of
low
responsibility
with
Shavers
whittles
Construction
LLC,
and
to
approve
the
parish
president
to
enter
to
any
ethical
agreement
or
contract
in
reference
to
the
New
River,
tilting
Weir
structure.
H
J
Go
ahead
yeah,
so
we
have
a
individual
and
an
Ascension
who
actually
reached
out
to
us
and
are
disposing
property
in
an
estate
and
had
no
use
for
the
property
and
do
its
proximity
to
the
diversion,
and
there
was
absolutely
no
downside
for
us
to
accept
this
donation
is
obviously
a
tax
benefit
for
them
to
write
it
off,
but
we're
not
taxed
on
it.
So
it
doesn't
cost
us
anything.
We
could
possibly
use
it
as
a
a
launch
for
maintenance
in
the
future.
H
J
So
this
is
another
donation,
that's
not
costing
us
anything.
Obviously,
it's
a
large
parcel.
It
is
in
one
of
the
30
projects
for
hntb
is
to
widen
and
the
detention
area
that
or
intake
area.
Excuse
me
for
the
pumps.
If
we
ever
choose
to
do
so,
it
doesn't
cost
us
anything
the
reason
they
wanted
to
retain
some
mineral
rights,
so
they
prefer
to
just
do
a
a
servitude
over
the
parcel
and
25
feet
down
for
excavation
purposes,
and
so
here
this
is
a
another
give
me
now.
J
A
Hearing
none
so
move
item;
6G
approval
to
authorize
the
parish
president
to
execute
all
documents
pertaining
to
the
break
grants
for
with
the
following
considerations:
Bert
Allen,
ditch
detention
for
6.6
million
morning
beer
at
lateral
detention,
improvements
for
1.8
million,
Mr
Ron,
Savoy
yeah.
G
We
just
wanted
to
bring
this
guy
before
you
guys
tonight
before
we
went
in
the
application
process.
This
is
two
projects
from
the
floodplain
Management
program.
That's
now
going
into
the
Adept
and
they
have
funding
available
and
we
want
to
try
to
go
ahead
and
submit
two
projects
and
seek
funding
for
them.
We've.
J
A
All
right
hearing,
no
objections
so
moved
item
6K
approval
of
Cooperative
Endeavor
agreement
between
the
Paris
and
the
town
of
Sorrento
to
allow
all
this
rental
to
use
the
use
of
Paris
over
2.
To
maintain
a
sewer
line
connected
to
the
lift
station
owned
by
the
town
for
use
of
the
servitude.
Sorrento
will
maintain
the
portion
of
the
sewer
line
located
in
the
parish.
I
L
All
right
good
evening,
I'm
gonna,
keep
it
short
and
sweet
tonight.
I'm
gonna
go
ahead
and
discuss
some
of
the
hottest
activities
we
have
going
on.
As
you
all
aware,
the
floodplain
management
plan
has
been
submitted.
It's
currently
under
review
by
your
consultants
and
as
soon
as
we
receive
comments,
we'll
Implement
those
comments
and
it
will
put
a
nice
bow
tie
on
it
and
we'll
turn
it
in
for
good.
However,
through
adapt,
we
have
been
taking
those
30
projects.
L
You've
seen
this
slot
before
these
are
the
assessments
factors
that
we
use
to
rank
the
30
projects.
This
map
is
I've,
cleaned
it
up
a
little
bit
at
the
request
of
some
of
the
council
folks,
council
members.
These
are
ranked
from
1
through
30
and
on
the
far
right,
you'll
see
the
prioritization
score
and
it
ranked
from
162
and
a
half
to
122
and
a
half.
That's
just
a
score
based
on
our
prioritization
tool.
It
doesn't
make
one.
It
doesn't
mean
that
the
project
on
the
bottom
30
is
now
going
to
get
funded.
L
We
just
have
to
look
at
multiple
sources
of
funding,
and
so
with
the
with
having
said
that,
we
have
four
projects
and
it
has
a
mitigation
grant
program.
One
was
submitted
early
in
the
year,
which
is
the
Henderson
safe
house.
We
currently
submitted
that
Ravi
Savoy
Arena
win
hardening,
which
will
give
you
some
additional
capacity
to
house
first
respondents
during
the
storm,
the
less
City
or
lateral
detention
and
drainage
Improvement
project,
and
that
Black
Bayou
Upstream
of
la-44
improvement
project
on
the
brick
applications,
the
ones
you
just
approved.
L
L
We've
wrapped
up
one
application
today,
we'll
probably
wrap
up
another
one
on
Wednesday
and
we'll
turn
that
into
the
parish
to
the
to
Ron
and
everyone
else
for
review
and
we're
actually
going
to
put
it
in,
on
behalf
of
the
parish
at
the
FEMA
go
site
and
then
looking
further
down
the
further
down
the
lawn
we're
looking
at
other
grants.
Fema
grants
with
the
hmgp
brick
HMA
dotd,
the
iej
funding,
Louisiana
Watershed
and
the
nrcs
nrcs
does
conservation
and
there
are
opportunities
there
to
get
some
additional
funding
from
there.
L
And
so
that
concludes
my
presentation
at
this
time.
If
you
have
any
questions
regarding
the
projects
or
the
brink
application
process,
I
don't
really
answer
that.
C
L
This
is
our
internal
deadline.
They're
due
to
FEMA
goes
up
I'm
sorry
next
week
and
then
turned
into
the
federal
government
on
the
27th
of
January,
so
gotcha.
A
All
right,
7B
or
monthly
Journeys
report,
Mr
J.E
Robin.
M
Good
evening
Mr
chair
Council
welcome
back
thank
y'all
for
being
here
good
to
see
you
we've
got
our
November
report.
It
wasn't
here
last
month,
I
hope
you
all
enjoyed
the
little
video
we
put
together
for
y'all
we're
very
proud
of
the
projects
that
we've
done
this
year,
as
of
y'all
said
too
so.
I
do
want
to
thank
our
crews
for,
for
all
of
that,
work
as
usual
got
you
some
photos
here
of
some
of
the
work
we've
done
tree
debris.
Removal
guys
that
never
ends
I
had
five
calls
today.
M
M
We've
been
able
to
maintain
some
good,
constant
off-road
work
with
the
weather
we've
had
in
the
last
couple
months,
so
we
wanted
to
highlight
a
little
bit
of
that
roadside
ditches
or
minor
drainage,
they're
excelling,
in
that
at
the
moment
really
good
work
went
out
and
looked
at
a
lot
of
it
myself.
Guys
are
really
learning
how
to
flow
water
around
here,
so
very
proud
of
them
Culvert.
This
is
one
that
we've
really
been
excelling
in
this
year.
M
That
I,
like
some
of
the
older
older
areas
and
I,
think
Mr
Dempsey
have
worked
with
you
with
some
of
it.
Someone
like
Villa
Galvez.
What
we're
in
now
right
here.
All
of
this
is
very
important.
A
lot
of
these
covers
60,
70,
plus
blocked
up
very
well
excelled
this
year
in
in
that
department
and
we're
able
to
respond
you'll,
see
further
and
I
need
some
driveway
work
that
we
do.
This
is
requested
by
our
tax,
paying
citizen.
It
is
a
service
that
we
offer.
M
Senko
repair
we're
working
with
that
I
do
want
to
tell
y'all
I
think
we've
got
a
new
camera
this
year.
That's
going
to
allow
us
to
look
inside
of
these
Pipes
make
better
decisions
on
these
sinkhole
repairs,
maybe
getting
the
cost
down
and
then
some
of
it
we
don't
spend
unnecessary
money
and
we
make
a
proper
fix.
That's
going
to
save
us
money,
maybe
in
the
future.
So
I
would
thank
president
Quitman
for
approving
that
and
allowing
us
to
get
that
tool.
M
I
think
that's
much
needed
inside
of
this
Parish,
some
more
covert
replacement
and
ocalco
Road.
This
really
helps
that
Gooding
lateral
system
get
that
water
down
the
New
River
and
get
it
to
our
pumping
stations
some
more
there.
This
is
one
that
I
really
wanted
to
show
y'all
and
express
the
gratitude
for
our
crews
on
this.
We're
really
learning
a
lot
about
ourselves
and
what
we
can
do
within
our
crews.
M
These
box
coverts
here
guys
only
been
here
two
years,
and
this
is
the
first
year
the
first
time
I've
seen
so
many
of
these
box
covers
getting
cleaned.
Some
of
these
things
were
40
and
50
percent
blocked
up.
We
were
able
to
work
with
the
state
even
on
some
of
those
some
box
covers,
underneath
those
interstates
coming
up,
I
think
it
was
Twin,
Lakes,
RV
park
or
mobile
home
park.
M
The
state
come
out
was
gracious
enough
that
that's
a
long
line
of
box
cover
it's
something
that
we
can't
service,
but
it
it
is
just
huge
for
that
school
down
at
the
end
of
that
lateral.
So
this
is
a
really
really
good
project
that
organizer
or
excelling
in,
and
we
got
some
good
equipment
to
do
it.
So
I
wanted
to
highlight
that.
Let
y'all
know
we
are
really
on
it.
It
makes
a
huge
difference.
M
We
can
dig
all
we
want,
but
if
we
can't
get
the
water
through
this
stuff,
we
you
know
we're
not
doing
any
good
completed.
Work
orders
we're
kind
of
maintaining
what
we
saw
in
the
summer,
we're
at
about
a
53
completion
rate,
we've
gotten
as
low
as
47,
but
we've
been
maintaining
that
you
know
49
50
up
to
53
percent,
complete
I
feel
like
that's
kind
of
where
we're
at
we
just
have
to
work
on
being
a
little
more
efficient.
M
We
do
have
55
1545
work.
Orders
have
been
entered
in
our
system
and
I'll
remind
y'all.
We
did
transfer
work,
orders
from
the
old
system
into
new
and
let
y'all
know
updated
that
that
project
is
complete.
So
we
have
work
orders
on
top
of
what
were
put
in
this
year
that,
as
you
can
see
here
so
I
think
we're
holding
our
own
pretty
good.
It
just
kind
of
shows
us
where
we're
at
and
where
we
can
do
better.
M
Some
of
the
major
drainage
projects
completed
in
November
was
the
4-H
rifle
range
thanks
to
y'all
guys
those
guys
have
a
wonderful
facility
box
culverts.
We
talked
about
that
74
backside
of
the
East
Coast
tree.
M
That's
part
of
a
good
eating,
lateral
and
a
middle
branch
of
goudin
from
Cal
road
back
in
the
Twin
Lakes
subdivision
projects
in
progress,
upper
Gooding,
laterals,
Ferdinand,
Road
dialects,
clean
I'm,
going
to
Old
Mill
Gooding
to
Highway
74
is
almost
complete,
I'm
going
to
say
we're,
probably
about
a
month
out
setting
pipes
on
Cal
Road
as
we
speak,
and
another
good
little
project,
that's
going
to
tie
into
I
think
some
of
your
concrete
lining
as
I
spoke
Villa
Galvez.
M
If
you
went
by
there
today
and
I,
tell
you
those
guys
are
doing
a
wonderful
job.
Those
guys
ought
to
see
they
ought
to
be
very
proud
of.
Y'all
upcoming
drainage
projects.
Didn't
really
change
much
y'all
guys
know
this
takes
a
lot
a
lot
of
time,
but
hoping
to
hoping
within
the
next
two
months
or
so
come
February
that
we're
really
making
a
move
towards
these
projects
and
off
of
the
existing
that
we
just
talked
about.
B
Just
quick,
you
said
they're
doing
the
concrete
lining
at
Villa
Galvez
have
they
started
that
run.
G
No,
that's
not
the
concrete
line
and
they're
digging
a
section
of
the
ditch
in
preparation.
The
concrete
lining
coming
on,
but
the
bid
for
the
next
round
of
concrete
line,
and
we
do
have
the
plans
in
and
that'll
be
going
out
for
bid
in
the
next
couple
weeks.
Right
and
the
other
project
is
for
Shadows
of
manchac
did
come
in.
We
do
have
the
bids
for
that
and
the
other
concrete
line.
G
The
the
French
ball
to
be
in
that
packet
in
the
courthouse
in
the
Villa
Galvez.
A
D
I've
been
getting
a
lot
of
calls
about
Black
Bayou
near
Germany,
Road,
apparently
there's
some
kind
of
a
clog
there
and
it's
backing
up
and
there's
it's
kind
of
runs
between
two
subdivisions.
East
Creek
and
Cross.
Creek
and
I've
got
a
lot
of
calls
with
the
kind
of
recent
rain
events.
We've
had
and
they're
just
little
little
hesitant,
so
I
didn't
I,
don't
have
the
work
orders
with
me.
It's
at
my
office,
I'm,
sorry,
but
I
can
get
those
over
to
you.
D
C
Just
I
guess
Lessons
Learned
on
the
so
what
we
had
passed
early
on,
Jefferson
Crossing
with
the
lining
of
those
cupboards
and
Jade
you've
been
mentioning
a
lot
of
washouts.
It
seemed
like
this.
This
problem
is,
is
really
growing
up
a
week
taking
note
and
seeing
what
we
can
kind
of
prevent
on
this
stuff
or
yeah.
J
A
lot
of
it
has
to
do
with
the
metal
cobras,
which
I've
already
taken
action
on.
It's
just
going
to
take
time
for
us
to
replace
those
and
do
and
just
work
through
the
process
to
move
to
a
more
durable,
long-lasting,
Culvert
type
rather
than
those
metal
metal
culverts.
That
over
time
will
just
rust
and
create
sinkholes
and
just
going
to
be
an
ongoing
thing
for
a
while.
Just
don't
have
the
money
to
replace
them
all.
So
we
just
have
to
take
them
as
they
come
and
there's
plenty
of
them
so
appreciate.
M
So
what
we
do
is
we
do
assess
it.
We
do
shoot
grade
and
look
at
it
and
address
it
as
needed.
You
know
per
per
our
assessment
okay,
but
for
the
most
part
we
have
been
preaching:
we're
not
there
to
put
out
a
fire
we're
there
to
look
at
tomorrow
and
next
month.
So
so
yeah,
that's
that's
our
mentality.
Now
so.
I
Mr
Clinton
I
emailed
some
questions
to
you,
November
16th
yeah
I
mean
what
were
they
about
about
the
I
met
on
Chase
too
about
that
subdivision
in
Gonzalez.
Some
of
the
legal
aspects
of
that.
A
Oh,
the
oh.
J
N
Good
afternoon
everybody
all
right.
So,
oh
it's
a
nice
report.
It's
going
to
cover
October
through
November.
N
Our
state
highway
contract
has
been
fully
satisfied
for
our
Mowing
and
spraying
obligations.
We
still
have
to
do
a
few
litter
pickups
on
some
of
our
highways
to
be
completely
satisfied
for
the
contract.
N
Reviewing
some
quick
work
order,
metrics
coming
in
for
our
looking
at
our
call
centers
tickets
coming
in.
You
can
definitely
see
a
lot
of
trends
that
are
happening
between
the
reports
of
me
and
Jade.
You
can
see
the
definite
bell
curve
coming
in
during
the
summer
months.
N
What
of
those
that
come
in
how
much
we
are
able
to
complete
each
month?
August
and
September
were
a
very
good
production
month.
We
were
and
very
good
dry
conditions
we're
able
to
get
a
lot
done.
N
So
there
are
some
year-to-dates
as
the
report
that
I
ran
in
November
towards
the
end
of
November
for
the
entire
2020
year
in
munis
we
received
1026
they've
completed
so
far
560,
and
we
did
have
about
an
average
two
to
one
coming
in
for
every
two
that
come
in
we're
completing
one
and
the
majority
are
for
our
minor
waterways
and
servitude
cleanings,
with
the
backed
up
queue
that
we've
got
it's
going
to
take
to
around
February
for
us
to
complete
the
remaining
of
those
20
22
tickets.
N
N
So
you
can
see
the
the
the
the
curve
coming
in
from
July
to
August,
and
you
could
definitely
see
the
dip
that
happened
in
July
when
we
got
rain
non-stop
for
several
weeks,
it
seemed
production
is
upscaling
the
eighth
ninth
into
the
tenth
month,
so
the
data
is
definitely
trending
that
we're
getting
in
about
two
work.
Water
requests
for
everyone
that
we're
able
to
complete.
N
Monthly
total
breakdowns.
Actually,
this
is
the
year
to
date,
breakdown
by
tasks
we
were
able
to
probably
eat
330,
off-road,
243,
cutting
pairs,
roads,
207
servitudes,
and
about
100
and
Road
obstructions.
This
was
year
to
date
by
breakdown
by
tasks
that
we've
been
able
to
do
this
year
status.
Up
to
current,
we
are
hanging
around
50
completion,
which
is
about
the
same
as
a
two
to
one
as
they
come
in
what
we
were
able
to
do.
N
In
October,
we
were
able
to
cut
a
lot
of
off-road
tickets
in
October,
why
it
was
still
dry,
November,
the
same
thing
up
until
mid
of
November.
When
we
got
all
that
rain
started,
you
can
see
we're
seconded
by
trash
and
litter
and
cutting
Paris
roads
that
we
started
to
shift
gear.
As
we
came
off-road
in
November,
a
quick
update
on
the
Lifehouse
contract
where
we
are
and
the
end
of
November,
we
have
a
balance
remaining
of
295.
A
thousand
currently.
N
What
we
were
able
to
do
for
our
Department's
overtime,
while
we
have
the
dry
conditions,
you
can
see.
The
date
ranges
all
the
way
from
August
to
the
beginning
of
November
was
the
season
where
we
were
full
pedal
to
the
metal
trying
to
get
as
much
done
as
we
can
get
off
road
before
the
rain
started
to
come
in
this
winter.
N
K
N
F
K
Please
it
was
fantastic
work,
we
appreciate
it,
it's
you
know,
that's
the
gateway
to
our
community.
It's
the
first
place,
everybody
gets
off
the
interstate,
it
looks
it
needs
to
look
nice
and
it
is
this
is
this
is
just
so
impressive
if
we
can
eventually
handle
that
that
issue
we
have
in
litigation
at
that
same
location.
That
I
think
you
know
in
in
short
order.
Our
community
will
be
the
the
entrance
to
our
community
will
look
as
nice
as
it
needs
to.
Thank
you
all
very
much.
Thank
you.
A
B
I
just
want
to
mention
I
guess
most
people
have
heard
by
now
that
mayor
Bonnie
arson
knows
his
father
passed
away.
Saturday
afternoon
and
I
think
the
funeral
Rangers
were
published
today
his
funeral
will
be
Wednesday,
so
I
just
want
to
make
make
that
announcement.
