East Ascension Drainage Board - June 6, 2023

B
A
There
will
be
a
public
comment
period
if
you
have
an
item
on
this
agenda
for
which
about
which
you
would
like
to
speak.
Please
see
the
secretary
sign
a
red
or
a
green
card
there
and
get
that
back
to
her
and
it
will
be
passed
to
us
and
we
will
call
upon
you
at
the
appropriate
time.
You'll
have
three
minutes
at
that
time.
Just
speak
item
four:
the
acceptance
of
the
minutes
of
a
motion
by
Mr
Robert,
a
second
by
Mr
Mason,
to
accept
the
meetings
of
May
9th,
the
the
minutes
of
May
9th.
A
A
6A
approval
of
the
change
order,
number
one
for
the
New
River
tilting
Weir
structure,
contractor
Shavers,
Whittle
Construction
in
the
amount
of
56
375.17
for
Weir
gate
structure,
materials,
including
foundation
and
Sheet
piles
and
carbon
steel
wheel,
gate
assemblies,
bringing
the
new
contract
total
to
277
875.17
have
a
motion
by
Mr
cagnellotti
in
a
second
by
Mr
robare.
Are
there
any
questions,
any
objections
hearing
none
that
motion
passes.
A
Let
me
get
back
for
the
secretary's
benefit
to
the
roll
call.
I
did
not
mention
that
Mr
ogeron
is
not
here.
Mr
Malone
song
is
ill
apologize
for
not
catching
that.
Thank
you
very
much
item
b6b
approval
of
amendment
number,
one
with
Aiden
Holmes
LLC
for
sandbagging
and
delivery
services
to
various
locations
for
an
additional
100
000
bags
at
3.45
cents
per
bag
for
an
additional
345
thousand
dollars.
The
total
contract
amount
for
the
term
of
2022
through
2025
should
not
exceed
six
hundred
and
ninety
thousand
dollars
have
a
motion
by
Mr
Lambert.
D
No
sir,
we
actually
got
the
hundred
last
year.
Yes,
very
fortunate,
thank
God.
We
didn't
have
to
use
them,
so
we
still
have
them.
However,
the
contract
had
no
funds
on
it.
So
if
we
get
hit
with
a
hurricane
in
the
next
couple
of
months
or
something
we
deplete
that
Surplus,
we
got
no
mechanism
to
start
replenishing.
That's.
C
A
Have
a
motion
by
councilman
Lawler,
a
commissioner
Lawler,
a
second
by
commissioner
cagnellotti
to
approve:
are
there
any
questions
hearing
none
that
motion
passes
item
d,
approval
of
a
resolution
authorizing
yeast
Ascension
Consolidated
Gravity
Drainage
District
number
one
to
prepare
and
submit
an
application
to
the
building,
resilient
infrastructure
and
communities
otherwise
known
as
brick,
Mr
Mr
Savoy?
Do
you
have
anything
you
want
to
tell
us
about
that?
This.
D
C
Go
ahead,
Mr
Lawler!
Do
we
know
what
kind
of
things
projects
we're
looking
at
for
this.
D
Mr
John's
here
with
hntb,
he
can
address
those.
E
So
this
is
one
of
three
items
on
the
agenda
that
you
will
see.
A
lot
of
these
grants
require
resolutions
improving
unauthorizing
the
board
to
submit
the
grant.
This
one
is
for
next
year's
brick
Grant
application.
We
have
currently
submitted
three
already,
so
this
would
just
give
you
the
authority
to
go
ahead
and
we're
trying
to
find
other
projects
that
are
suitable
for
great
for
Brick
Grant
applications
and
they're
all
stem
from
the
floodplain
management
plan.
A
Right
and
if
they
say
women
are
high
maintenance,
all
right
item
number
did
we
vote
on
that
I
think
we
did.
We
have.
We
voted
yes,
good
deal,
I'm
gonna,
lose
track
item
e
approval
of
a
resolution
authorizing
the
East
Ascension
Consolidated
gravity
during
this
District
number
one
to
prepare
and
submit
an
application
for
the
emergency
preparedness
grants
have
a
motion
by
Mr
cagnolotti
second
by
somebody
over
there,
Mr
Basin
or
all
of
them
any
questions,
any
objections.
Hearing
none
that
motion
passes.
A
A
Hearing
none
that
motion
passes.
I,
guess,
there's
no
objections
either.
Thank
you
item.
G
approval
of
the
amendment
number
one
to
master
contract
for
Professional
Services,
adapt,
Ascension
drainage
assistance
program
team
to
increase
the
total
contract
amount
by
an
additional
eight
hundred
and
seven
thousand
two
hundred
and
thirty
nine
dollars
to
a
new
contract
total
not
to
exceed
100
one
million
eight
hundred
and
seven
thousand
two
hundred
thirty
nine
dollars
and
to
authorize
the
parish
president
to
sign
and
execute
the
necessary
documents
to
process.
The
amendment
Mr.
D
This
is
just
a
get
to
the
next
phase
of
adapt,
We've
exalted
their
first
task
order
and
now
to
keep
moving
these
grants
and
all
the
things
that
we
just
got.
Resolutions
for
they've
got
their
second
task,
orders
submitted
and
that's
what
this
is
for.
A
E
Okay
good
deal
so
I'm
gonna
go
ahead
and
get
into
some
of
the
capital
projects
that
we
are
tracking
number
one
being
the
floodplain
management
plan.
We
submitted
the
final
this
past
June
5th.
We
submitted
it
digitally
and
we
have
a
hard
drive
copy
that
we
submitted
to
Parish
officials,
so
it
is
now
legit
and
it
can
be
used
for
many
of
the
projects
that
we're
going
to
talk
about
later
on.
In
some
of
these
Grand
applications,
Marvin
broke
Pump
Station
11
improvements.
E
We
are
working
with
FEMA
we're
trying
to
request
some
additional
funds
increased
due
to
increased
construction
costs.
Many
of
you
know
in
the
last
two
years,
due
to
the
pandemic,
construction
costs
have
escalated
quite
a
bit
and
some
enr
reports
we've
seen
14
in
the
last
two
years,
certainly
30
hike
over
the
last
five
years.
When
this
Grant
application
was
put
together.
It
has
you
know,
increased
construction
costs
and
therefore
the
design
costs
as
well.
So
we're
working
through
that
Bayou
Conway
surrender
Pump
Station
expansion.
E
There
was
an
amendment
approved
May
9th
for
additional
scada.
This
was
the
light
of
what
transpired
at
the
Marvin
Brook
Pump
Station,
and
put
some
additional
scada
features
at
the
at
the
Bayou
Conway's
pump
stations
to
make
sure
that
that
doesn't
happen
there
as
well
and
Infiniti
is
completing
100
plans
to
specifications.
We
have
a
call
with
them
tomorrow.
Sorrento
storm
fresh
protection.
E
This
is
a
project
that
is
being
spearheaded
by
pod,
Bert
klon
Peters
working
through
the
design
and
we're
coordinating
monthly
progress,
updates
we're
trying
to
schedule
a
meeting
with
them
to
get
another
update,
Laura
Rich,
Levy
extension.
This
is
one
that's
being
headed
by
pld.
In
conjunction
with
the
parish,
the
contractor
has
cleared
a
route
for
the
dirt
pit
to
the
levee
and
has
started
hauling
dirt.
E
The
Highway
22
gapping
project,
another
one
of
a
joint
venture
between
pod
and
the
parish
dotd
has
is
reviewing
the
conceptual
plants
some
of
the
survey
has
begun
and
the
assistant
parishes
coordinating
design
progress.
I
said
this
is
being
designed
by
McKenna
Creed
New,
River
dredging,
it's
a
bulkhead
repairs
that
are
scheduled
for
the
middle
of
this
month
and
we're
moving
out
towards
closeout
the
New
River
tilting
weird
this.
E
The
contractor
has
mobilized
equipment,
and
this
is
just
approved-
a
change
order
for
the
Wallace
and
Paul
cap
buttercream
drainage
improvements.
Documents
have
been
submitted
to
FEMA
and
waiting
on
RFI
Shadows
at
Manchester
call
for
capacity
increase
contracts
during
completion
in
about
two
or
three
weeks:
Villa
Galvez,
Courthouse,
lateral
and
Bayou
Francois,
lateral,
Channel
lining
pre-construction
meeting
was
held
on
May
15th
and
the
contract
was
looking
to
mobilize
the
middle
of
this
month
rather
play
subdivision
study.
E
Crawford
Road
drainage,
overview
drainage
studies
being
completed
looking
to
budget
for
the
year
2024.,
a
Black,
Bayou,
bulkhead,
repair
apartment,
developing
plants
and
specifications
to
make
those
repairs,
Marvin,
Rose,
spoiled
removal
and
overflow.
The
dirt
speed
now
being
routed
additional
dirt,
hauling
required
before
cut
to
start
Marvin
Brown
concrete
crane
is
debris
pad.
This
is
a
gallon
of
proposed
construction
budget
to
determine
the
best
path
forward
and
then
finally,
the
Fontano
Road
Project
herbs
and
Associates
us
beginning
to
survey
face
on
that.
E
A
Right
question:
there:
we
are
there.
E
C
E
There's
a
roundabout
that
has
to
be
completed,
and
so
you
would
have
some
conflicting
work
done
there.
It's.
D
D
Everything
is
received,
we're
moving
along
quickly.
It's
all
lined
up.
We
just
okay
cool
the
overlapping
projects
that.
E
So
moving
on
so
we
meet
with
we
meet
with
Ron
and
on
a
bi-weekly
basis,
and
we
give
them
a
capital
project
track,
and
this
is
this
is
a
cat
chart
that
shows
all
the
projects
that
we're
tracking
with
the
consultants-
and
you
know
whether
it's
a
design
or
construction
phase
Grant
project
tracking.
So
we
have
submitted
three
Hazard
mitigation,
Grant
programs
due
to
the
four
six
one
one
hurricane
Ida
allocation
to
the
tune
of
about
6.3
million
dollars.
E
It's
a
Henderson
value,
Pump
Station,
safe
firm,
the
Robbie,
Savoy
Arena,
wind,
hardening
and
retrofit,
and
the
lesson
here:
Bayou
drainage
improvements
and
cover
replacement.
We've
also
submitted
two
brick
applications
to
the
tune
of
about
3.9
million
dollars:
Bert
Allen,
District,
Improvement
and
detention
at
the
Marty
Bureau,
lateral
detention
improvements.
E
We've
also
submitted
four
lwi
Louisiana
Watershed
initiative
around
two
pre-applications
with
the
New
River
Regional
Water
Management,
Pump,
Station,
John,
LeBlanc,
attention,
upper
bio,
Conway,
drainage
detention
and
the
lower
volume,
Conway
detention
and.
A
Then
finally
interrupt
you
there
and
ask
you
when
is
there
expect?
Is
the
expected
determination
of
what
fun
what
things
will
be
fine
funded?
Excuse
me
from
the
round
two
pre-applications
so.
E
These
are
competitive,
so
we're
submitting
them
we
submitted
for
we.
We
don't
have
much
insight
as
to
what,
when
the
timeline
The
lwi
Watershed,
but
we
do
understand
that
it's
going
to
be
sometime
this
year,
where
they're
going
to
meet
review
these
applications.
I
would
imagine
it's
possibly
this
fall
when
we'll
hear
about
which
ones
are.
E
You
know
contenders
in
addition
to
that,
Louisiana
Watershed
initiative
has
the
right
to
request
more
information.
If
there's
anything
that
they,
you
know
that
they
need
to
process
these
applications,
so
there'll
probably
be
an
RFI
period.
Where
they'll
request
more
information,
they
said
we'll
work
with
them
to
get
what
they
need.
E
And
then
rounding
out
the
list
here
we
also
submitted
on
behalf
of
the
parish
Louisiana
Statewide
flood
control,
ladotd
pre-ops.
We
submitted
the
West
Gully
drainage
improvements
and
the
middle
Henderson
Channel
improvements
to
the
tune
of
about
3.6
million
dollars.
So
all
in
all
we're
looking
at
about
140,
just
under
140
million
dollars
worth
of
grants
that
we
submitted
on
behalf
and
then
finally
mentioned
earlier.
E
The
promoting
resilient
operations
for
transformative,
efficient
and
cost-saving
Transportation
Grant,
which
is
the
the
acronym,
is
protect
one
of
the
projects
we
have
in
mind
for
that
as
the
calabas
drainage
and
Crossing
Improvement.
It's
a
15
million
dollar
project
with
to
protect
one
of
the
things
that
our
grant
writers
are
telling
us
they're
they're
looking
for
resiliency,
so
it
can't
be
like
a
brand
new
project.
E
A
Mr
Lawler
and
then
I'll
follow
up.
Oh
I'm,
sorry
go
right
ahead.
C
So
what
do
they
mean
like
looking
for
resiliency
in
that?
What
are
they
trying
to
build,
or
what
are
we
trying
to
build
so.
E
For
instance,
if
we
have
a
roadway,
let's
say
the
otd
is
going
to
go,
prepare
and
rehabilitate
three
miles
of
roadway,
including
culverson
and
whatnot.
If
you're
just
going
to
put
an
overlay
and
you're
not
going
to
do
any
improvements
to
elevate
the
highway,
that
that
will
not
provide
any
resiliency,
but
if
you're
going
to
raise
the
highway
and
keep
the
road
away
from
going
on
there
for
per
se,
then
they
will
pay
for
the
additional
funds
to
raise
the
highway
to
keep
it
from
going
under
during
a
high
water
event.
E
Trying
to
get
other
ideas-
it's
pretty
broad,
but
you
know
I
met
with
the
grant
writers
yesterday
and
they
were
they
were
making
sure
that
you
know
we
put
good
applications
out
there
and
the
key
word
is
we're
still
going
to
see
making
something
more,
even
even
a
pump
station
project
said,
for
instance,
you
know
like
Marvin
bro.
One
of
the
things
that
comes
to
mind
is
moving
the
heat
exchangers
from
the
flood
side
to
the
protective
side.
You
know
that
would
provide
resilience.
E
A
E
E
Does
outline
a
timeline
so
that
pre-applications
would
do
me
first,
you
were
gracious
enough
to
sign
them
for
me
and
then
they
will
review
them.
They
will
also
go
through
an
R5
period
where
they
request
more
information,
but
that
timeline
is
I,
believe
in
September
or
October.
E
Just
just
to
give
an
idea
now
this
is
not
a
timeline
for
any
particular
Grant,
but
this
is
a
timeline
just
to
kind
of
put
this
in
perspective.
For
some
of
these
grants
you
do
a
pre-application
process.
You'll,
probably
get
a
notification
in
the
fall
that
you'll
have
a
an
application
process
that
occurs
sometime
in
the
2024
time
frame.
Then
you'll
get
a
phase.
One
engineer
face
fund
the
day
and
constructions
face.
So
you
know
from
the
time
that
you
submit
a
pre-application
to
the
time.
You
start
construction.
E
You
know
several
years
could
go
by
and
it's
one
of
the
things
that
we
have
to
take
into
consideration
moving
forward,
because
you
know
inflation
is
something
that
you
have
to
consider,
and
so,
but
this
is
just
a
generic
timeline
of
what
occurs
when
we
put
in
Tom
grants
and.
A
A
I
mean
that
was
seven
years
as
I
saw
it
on
that
line.
From
the
time
you
make
a
pre-app
till
you
start
construction.
E
Yeah,
the
the
dotdlwr
I
mean
the
do
to
the
they
welfare
control
seem
to
be
moving
along
pretty
bad.
They
have
a
good
feel
for
what
they
for
how
they
process.
In
addition
to
that,
I've
spoken
with
the
with
the
engineer
who
processes
those
financial
runs
to
our
program.
Typically,
it's
a
20
million
dollar
a
year
program,
it's
very
competitive,
but
they
had
funds
level
left
over
from
last
year.
So
it's
looking
like,
maybe
like
a
24
million
dollar
program
this
year,
so
fantastic.
A
F
Good
evening,
chair,
casso
and
good
evening,
so
we
got
your
May
2023
drainage
report.
Are
you
see
in
our
work
order
queue?
We've
had
2050
work
orders
in
the
last
year,
we've
completed
1210,
while
we
take
any
small
victories,
we're
up
one
percent
from
last
month,
59,
so
hey
we'll
take
it
as
we
get
it.
Work
orders
by
department
is
a
small
clip
here
to
give
you
an
idea
where
those
1200
work
orders
were
going
and
what
what
part
of
the
department
is
addressing
those
issues
you
see.
F
Work
orders
by
activity,
as
stated
before,
this
is
kind
of
a
small
clip
it.
If
you
look
to
the
bottom
left
corner,
we
have
60
tasks
that
we
assign
work
to
this,
where
this
here
give
you
an
idea
of
some
of
the
top
15
tasks
that
you
see
on
a
daily
basis,
buy
task,
you
see,
dig
roadside
ditch,
which
is
mostly
mine
or
drainage.
F
169
work
orders
in
there
so
far,
so
it's
kind
of
a
breakdown
if
you're
interested
in
in
the
full
thing
you
reach
out
to
me
and
I'll,
be
more
than
happy
to
print
that
report.
For
you
work
orders
for
the
month
of
May,
we
received
155
news.
We
know
it's
all
summer
time.
It's
yards
are
turning
green
everybody's
concerned
about
their
ditches.
So
imagine
that's
where
that
came
from,
so
we
were
able
to
complete
107
in
the
month
of
May
of
modern
drainage
projects
we
completed
68..
F
This
gives
you
a
small
sample
of
idea
by
by
task
where
those
68
work
orders
were
completed
off,
of
off-road
sinkhole
repairs,
pump,
trucks,
blowing
out
culverts,
digging
roadside
ditches,
replacing
culverts
and
such
on.
F
F
I'll
give
you
an
idea
of
you'll,
see
here
at
Iowa,
road,
lateral,
shredding,
complete
and
what's
in
progress
and
you'll,
see
on
some
of
these,
though
they're
they're
big
projects,
so
you'll
see
some
completion
and
some
in
progress
on
them
so
plug
row,
ditch
east
of
I-10,
the
Smith
Bayou
Reese
Lane
Highway
929
box
covered
upgrades,
shredding,
Smith
Bayou
from
Robert
Wilson
to
Highway
30
and
upper
digging
upper
section
of
lower
goudin.
F
So
here
we
have
the
sectional
plug
row
plug
row,
ditch
east
of
I-10,
the
Smith
Bayou
and
where
your
pointer
is,
is
about
where
we're
at
we're
almost
I-10.
To
finish
that
section,
we
have
a
machine
on
the
other
side
at
this
moment,
we're
currently
on
the
mckinrel
McKinley
lateral
in
that
industrial
area,
digging
back
for
a
two
Highway
30.
Probably
we
got
about
a
about
half
the
Culvert.
There
stopped
up
so
we're
trying
to
open
that
up
and
get
that
top
end
flowing
for
these
guys.
F
That's
our
shredding
project
on
Smith,
Bayou
Road
from
Robert
Wilson.
That's
in
progress
at
the
moment
give
you
idea
of
the
amount
of
work
being
done
there
and
here's
your
lower
goudin
east
of
Highway
73
in
red
that
is
completed,
and
we
are
on
that
West
High,
West,
Side
of
Highway
73
right
now
in
progress
to
finish
that
section.
F
This
here
was
kind
of
over
overall
map
to
give
you
an
idea.
What
we're
trying
to
do
with
this
system
to
get
this
water
to
flow
down
stream,
so
I
kind
of
put
together
what's
been
completed.
What's
in
progress
and
you'll
you'll
see
that
I
added
a
little
new
feature
upcoming
work,
and
that
is
that
industrial
area,
which
is
to
the
top
end
of
that
system.
F
Let
y'all
know
where
we
were
going
with
this
work.
I
also
Reece
Lane
at
Black
Bayou
in
process
of
changing
out
the
box
culverts
there,
and
that
concludes
me
for
this
month.
Thank.
G
F
A
Did
it
item
number
c,
the
vegetative
monthly
report.
A
H
Little
bit
good
afternoon,
everybody
all
right
so
report
from
me
giving
you
a
quick
update
on
where
we
are
on
our
state
highways,
63
cutting
you
can
I
threw
in
a
quick
map
just
to
show
you
where
blue
is
what
we've
done
right
now,
they're
on
9
35
this
week
and
what
is
in
Gray
is
still
left
to
be
done.
Of
course,
we're
been
finished
with
herbicide
and
we've
only
got
two
more
roads
left
to
do
for
our
litter
and
then
we'll
be
satisfied
for
our
spring
cycle.
H
H
H
Work
orders
of
the
call
center
overall
April
we
were
around
79
percent
due
to
the
ramp
up,
dropped
us
down
to
76
percent
overall
so
far
year
to
date,
we've
done
almost
2.
000
work
orders
from
the
call
center.
H
A
So
we've
had
six
months
of
item
number
D,
Marvin,
bro,
Pump,
Station
incident,
update,
Mr,
Bill
Dawson
I
want
to
thank
the
he
and
Mr
LeBlanc
and
Ron
and,
of
course,
the
parish
president
for
con.
Staying
with
this
I
appreciate
the
effort
to
make
a
report
each
month
and
until
we
I
think
until
we
get
to
scada,
we
need
to.
We
need
to
keep
doing
it.
Bill,
okay,.
I
J
So
I
want
to
apologize.
I,
don't
have
a
fancy
PowerPoint
tonight,
but
if
I
did
everything
would
be
green,
which
means
everything's
good,
which
means
that
the
safety
portion
of
the
Marvin
bro
pumping
station
is
working
great
and
we
haven't
put
the
brakes
on
anything
and
everything's
running
smooth
and
if
there's
any
questions
for
me,
we
good
all
good.
A
James
I
think
we're
doing
great
I
there
any
questions.
Gentlemen
I
would
like
to
comment
I'd
like
to
have
some
discussion
going
forward
about
reports
of
safety
incidences
to
this
body
on
some
kind
of
kind
of
routine
schedule,
but
it
certainly
doesn't
need
to
be
monthly
so
that
we
have
an
idea
of
what's
going
on
out.
There
are
people
getting
hurt?
Are
they
not
in
in
any
part
of
Parish
government
shoot?
Let's
talk
about
that
at
some
point?
What
would
be
realistic
and
not
create
too
much
reporting
problem,
but
I
think
it's
it.
J
K
A
K
This
is
this
is
new
and
he's
cunning
he's
he
well.
He
he's
been
instrumental
in
creating
this,
that
and
tracking
it,
and
so
it's
I'm.
A
And
I
don't
want
to
get
caught
again
in
a
council
meeting
with
a
injured
employee,
maybe
very
severely
injured
whatever,
and
we
go.
Why
didn't?
We
know
that
these
things
were
happening
and
why
didn't
we
know
that
there
wasn't
this,
the
kinds
of
things
that
we
now
have
learned
needed
to
be
at
Marvin
grow?
Why
weren't
they
there
we
have.
A
J
Report
I
think
you'll
be
I,
think
I
think
the
thing
you'll
be
impressed
with
is
that
we
are
finally-
and
this
is
not
taken
away
from
anybody-
that's
worked
Papyrus
government
before
us
or
me,
or
whatever
I
think
you're
going
to
be
impressed
that
we're
actually
tracking
you
know
every
single
thing.
That's
happening,
I'm
talking
about
every
mailbox
to
every
Culvert,
to
every
glass
to
every
trip.
J
It's
it's
mind-boggling,
I
think
the
best
thing
to
do
is
to
email
it
to
you
sure,
and,
and
so
you
can
see
so
that'll
lower
at
least
lessen
the
pain
whenever
we
talk
face
to
face
about
it.
But
yeah
I
will
tell
you
this
very,
very
impressed
with
where
we
are
now
to
where
we
were,
and
it
ain't
got
anything
to
do
with
James
LeBlanc.
J
It's
got
everything
to
do
with
our
employees,
understanding
and
preparing
and
being
aware
of
what
their
surroundings,
when
they're
working
and
being
aware
of
what
we're,
what
we're
trying
to
do
every
day.
But
I
can
tell
you
we're
doing
this
in
every
single
Department
that
we
have
in
Ascension
Parish
from
for
every
one
of
them
and
I
I.
Think
you
I
think
if
I
can
paint
the
picture
for
you
where
we
were
and
where
we
are
now
I
think
you'll
see
some
some
big
time
improvements.
A
J
Think
it's
also
important
to
know
this
Council.
We
don't
just
track
incidents
and
I.
Think
you're
going
to
be
overwhelmingly
amazed
and
I
think
the
public
needs
to
notice
how
much
money
this
Parish
spends
on
vandalism
at
all
parts.
It's
unreal,
it's
more
than
you
can
ever
imagine
it's
more
than
you
can
ever.
Imagine
that's
the
number.
One
thing
is
how
many
times
the
public
needs
to
know
this.
J
A
J
I
think
another
thing:
that'll
Amaze
you
and
the
public
needs
to
know.
This
is
how
many
times
we
get
accused
of
something
that
never
happened,
and
if
we
wouldn't
investigate
it,
you
know
we
don't
just
just
because
something
happens
just
because
somebody
says
that
they
hit
a
hole
on
the
road
just
because
somebody
says
we
hit
their
mailbox.
We
don't
just
write
a
check,
we
go
and
investigate
it,
and
you
would
be
amazed
at
how
many
times
we
get
accused
of
something
in
this
Parish
that
never
happened.
Wow
so
I'll
end
it
with
that.
J
M
And
James
vice
president,
most
probably
the
other
thing
I
would
add
to
this.
The
near
Miss
maybe
add
those
in
because
I
mean
you
get
to
buy
in
from
the
employees
that
you
know
hey
look
you
know
they're
going
to
see
it
first
and
you
know,
is
I,
think
it'll
help
too
I.
J
Think
one
thing
that
I'm
real
real
impressed
with
is
we've
gone
from
in
the
past
Harley,
not
reporting
anything
to
every
day.
We
reporting
something
you
know
so
there
ain't,
no
grass
growing
under
nobody's
feed
I,
can
tell
you.
N
N
Was
impressed
yeah
I
think
it
was
and
everybody
bought
in
you
know
everybody
that
was
there.
Ron
was
enthused,
you
were
into
I,
was
enthused
to
see
the
the
reaction
and
all
the
new
safety
improvements.
So
it's
it's.
It's
a
work
in
progress,
and
you
said
it's
ongoing.
It's
getting
better.
Yes,
good
news.
Thank
you.
J
And
you
said
safety
improvements,
but
I
will
tell
you
this.
That
does
not
happen
at
Marvin
Pro.
That
does
not
happen
at
Henderson
Bayou,
and
that
does
not
happen
at
Sorrento
without
these
guys
right
here:
oh
yeah,
Jade,
Robin
and
and
Ron
salboys,
supporting
it
every
single
day
and
and
that's
the
reason
why
we've
been
successful.
J
I
think
the
ones
that
does
at
least
three
or
four
y'all.
That's
that's
made
the
trip
and
and
and
and
we
don't
mind
making
11
trips
to
all
11
councilmen.
L
I
Okay,
get
get
my
fancy
presentation
by
you
guys,
oh
so
what
I'm
going
to
do
tonight
is
hopefully
briefly
I'm
going
to
go
through
this.
I
The
report
that
Triton
did
they've
been
they've,
been
on
the
job
since
about
the
first
part
of
April,
and
they
committed
to
turn
in
some
reports,
so
they
they've,
given
us
kind
of
a
status
report
and
I'm
going
to
go
over
that
briefly,
like
I
said,
if
you
wanna
88-page
report,
but
it's
in
it's
in
the
agenda
packet,
the
just
to
talk
about
the
chronology,
as
I
said,
April
3rd,
that
we
had
to
kick
off
meeting
and
they've
been
working
since
that
time
and
every
week
they
give
us
a
status
report
of
this
is
what
they
did,
and
this
is
what
they
accomplished.
I
The
first
part
of
their
report
talked
about
each
Pump
Station
and
it
looked
at
what
we
currently
have
and
what
they
recommend.
As
as
I
know,
all
you
guys
have
been
told
before
pumping
engines
one
through
five.
They
don't
have
any
skater.
They
don't
have
anything
any
PLC
hooked
up
to
it
at
all
pumps,
six
and
seven
have
plc's.
They
currently
are
not
connected
up
for
scada
to
the
parish-wide
system.
They'll,
fuel
storage,
tanks
and
you'll
find
this
at
every
one
of
the
stations
that
fuel
storage
tanks
through
a
Internet
Protocol.
I
They
they
connect
up
over
the
web
to
a
scada
network.
So
this
is
what
Triton
has
recommended
for
Marvin
bro,
which
is
the
to
replace
the
Siemens
plcs
with
Alan
Bradley,
which
you
know
we're
going
to
get
to
that.
I
have
to
get
in
this
a
little
bit
later,
but
they
have
a
section
on
how
they
chose
the
standard
PLC
for
Ascension
Parish,
how
they
they
chose
the
standard
human
machine
interface.
I
But
that's
this
is
to
standardize
all
the
plcs
that
are
at
all
the
pump
stations
and
again
a
fuel
storage
tank
we're
going
to
connect
that
up
to
the
new
human
man
interface.
So
this
HMI
I
guess
you'll
be
hearing
a
lot
about
that
later.
But
you
know
we're
going
to
put
one
of
those
at
the
Marvin
broke:
Pump
Station
and
then
that's
going
to
be
in
the
control
room.
Upstairs
The
Operators.
There
will
be
able
to
change
settings
at
Sorrento
and
and
at
Henderson
Bayou.
I
In
addition
to
oh
Marvin
broke
the
Sorrento
Pump
Station,
there
was
one
PLC
there
that
controlled
the
three
pumps.
You
know
we're
gonna
we're
gonna
change
that
over
again
to
this
to
the
recommended
standard
that
we
have,
which
is
the
Allen
Bradley
and
the
same
thing
it's
rental
pump
station
is
going
to
be
a
interface
there
for
the
operator
and
again
these
interfaces,
they're
gonna,
they're
gonna,
have
all
the
scada
data
on
it,
so
it
will
have
the
rain
data
the
level
data
it'll
have.
I
I
However,
when
Triton
looked
at
it,
they
recommended
another
vendor,
which
is
this
Aviva
in
touch
we're
still
not
a
hundred
percent
committed
to
to
change
these
out,
and
so
we
have
scheduled
some
demonstration
times
we're
going
to
bring
in
this
this
interface
machine
and
show
people,
particularly
our
drainage
people,
show
them
what
what
that
will
produce
and
then
make
sure
that
that's
the
the
right
equipment
for
what
we
want.
I
Like
I
said
we
did
these
hardware
and
software
evaluations
and
the
PLC.
You
know
they
picked
out
this
Allen
Bradley,
which
you
know.
Probably
you
guys
that
have
some
construction
experience,
Alan
Bradley.
They
made
electrical
components
in
this
and
that
they're,
a
U.S
company
and
and
their
company
has
been
around
for
an
awfully
long
time.
The
human
machine
interface
tried
and
evaluate
four
different
families
of
that,
and
it
recommended,
as
I
said
this
Aviva
and
a
local
human
man
interface.
I
They
they
also
selected
Alan
Bradley,
as
as
that,
so
the
path
forward
for
triton
is
so
what
we're
we've
identified
here.
The
main
things
is
is
to
as
I
talked
about
is
to
demonstrate
this
HMI
to
make
a
decision
about
which
vendor
is
the
proper
vendor
to
to
put
this
throughout
our
systems
and
they're
going
to
assist
us
in
what
the
proper
interface
is
for
pumps,
one
through
five
at
Marvin
broke,
so
I
didn't
go
through
that
in
great
detail,
but
Marvin
bro
doesn't
have
anything
that
transmits
their
their
run
data.
I
So
we
need
to
find
either
a
caterpillar
interface
or
a
third-party
interface.
That
will
pick
all
those
points
up
and
and
transmit
it
to
the
plc
and
Triton
is
the
one
to
help
us
with
that
they're
going
to
help
us
with
the
architecture
for
the
plcs,
for
example.
Is
there
one
PLC
per
pump
or
what
you
know
more
than
one,
but
we're
going
to
talk
to
them
particularly
very
closely
about
this?
I
I
I
will
say
this
that
you
know
we
don't
we
don't
know
at
this
point
in
time,
but
on
the
first
slide,
contract
that
was
approved
for
triton
was
forty,
eight
thousand
dollars
we
spent
about
eighteen
thousand
dollars.
I
think
there
are
some
bills
yet
that
are
in
the
process
right
now,
so
I,
don't
think,
there's
exactly
thirty
thousand
left,
but
we're
going
to
need
to
expand
that
contract,
and
so
we'll
come
back
to
you
guys
with
that
next
month.
K
No,
it's
just
important
to
understand
that
the
way
our
scada
system
has
been
developed
has
been.
A
very
different
pieces
have
been
established
in
different
time
frames
and
they
haven't
been
looked
at
from
an
overall
plan
of
how
we
build
this
out,
and
so,
as
you
can
see,
with
the
HMI
and
some
critical
decisions
need
to
be
made.
K
So
as
we
get
the
HMI
and
Triton
starts
to
fix,
some
of
our
things
that
are
not
working
completely
properly
like
Sorrento
puppet
station
is
not
where
we
need
it
or
interface
with
VT.
Scada
is
not
providing
enough
flexibility
for
us
and
presenting
the
data
like
we
need
it,
and
so
that
may
be
for
the
interface
change
the
different
plcs
that
we
have
spread
across
the
parish.
We
need
to
see
if
we
can
go
with
one
brand,
then
we
need
to
see
about
you
know
what
can
we
do
to
stockpile
Parts?
K
What
were
the
cost
in
these
things,
so
that
everything's
talking
appropriately
to
each
other
and-
and
we
haven't
done
that
yet
and
that's
what
we
have
started
the
process
to
do
so
as
we
complete
That
Base,
then
we
can
say:
okay
now,
let's
tackle
Marvin
bro,
which
has
two
machine.
Two
pumps
on
that
have
skated
cables,
but
five
do
not
because
they're
older
pumps,
so
we
gotta
do
all
these
things
to
make
sure
we
fix
those
that
are
not
and
we
adjust
those
with
those
caterpillar
interfaces,
and
things
like
that.
K
That
is
just
not
like
plug
and
play
anymore.
Six
and
seven
are
because
they
already
set
up
that
way,
but
one
through
five
is
not
so
just
trying
to
explain
the
magnitude
for
which
we're
trying
to
go
back
to
the
beginning
and
build
upward,
and
so
that
that
we're
doing
it
all
in
a
process
to
where
everything
talks
to
each
other.
K
Our
staff
understands
what
has
been
done,
how
to
problem
solve
and
and
we've
just
started
training
a
an
employee
who
may
move
to
scada
he's
in
that
process
of
we're
doing
that
due
diligence
to
see
if
he
wants
to
do
this,
so
he's
been
at
it
for
a
couple
weeks
now,
so
that
we
have
someone
on
staff
that
can
help
assist
and
be
there
for
the
build
out
so
that
they
understand
what
was
installed.
They
are
now
going
to
be
at
every
testing.
K
Every
facility
gets
tested
every
PLC
so
that
they
can
lay
eyes
on
how
this
thing
is
built
out.
So
if
we
have
any
issues,
we
have
someone
on
staff
who
has
noted
kept
up
with
it
and
and
recorded
these
changes,
as
we
continue
to
build
this
system
out.
A
A
M
All
well,
this
is
you
know,
I,
say
a
lot
of
times
that
dreams
really
come
true,
and
this
is
this
is
part
of
it
all
of
the
tours
all
of
the
extras
that
everyone
has
put
into
this
you
finally
starting
to
see
most
probably
one
of
the
best
Drainage
Systems
put
together.
M
M
I
mean
this
stuff,
it's
hard
to
put
stuff
together
with
trying
to
what
we
have
today.
So
you
know
drains
really
do
to
come
through
with
this
because
yeah
we
we
ahead
of
the
game
now
now
that
that
falls,
what
I
can
see
but
I
think
it's
due
to
all
the
education
doing
the
tours.
Looking
at
other
parishes,
looking
at
other
things,
that
really
is
getting
our
system
up,
I
would
say:
I'd
put
them
up
in
the
top.
So
that's
all
it's
awesome.
A
I
I
So
you
think
about
one
day
is
this:
you
know-
and
this
is
not
going
to
be
far
away
well
when
there's
rain
down
in
at
New
River,
and
we
pick
it
up
on
the
rain
gauge
and
we
see
you
know
the
the
levels
rising
in
new
New
River
and
the
computer
sees
that
and
it
says:
oh,
you
know
what
I
need
to
start:
a
pump
I'm
going
to
start
pump
number
three,
because
I've
been
running
four
and
five
the
last
few
times
and
let's
see
how
quickly
and
I'm
gonna
pull
it
down
to
plus
two
and
then
you
know
they
see
it
can't
meet
that.
I
A
K
We've
been,
we've
been
communicating
with
with
oep
drainage.
Sandbags
are
completed,
as
stated
earlier,
so
we
have
started
this
process
like
we
do.
Every
year
working
working
into
June,
we
actually
started
before
May,
and
so
we
will
have
an
internal
thing
where
all
the
staff
is
briefed
again
like
we
do
annually
and
we
are.
We
are
completely
prepared,
I,
don't
think
anything's
left
off
other
than
we
are
working
on
having
the
last
problem
number
seven
of
the
group,
not
seven
actually,
but
the
seven,
the
seventh
pump,
that's
been
repaired.
K
So
as
soon
as
it's
back
on,
we
hope
to
have
it
back
installed.
We
have
just
finished
our
camera
system
for
the
internal
part
of
Marvin
bro
that
is
being
set
up.
It
came
online
this
week,
so
we're
going
to
try
to
continue
to
it
to
develop
that
and
put
it
in
its
own
interface
so
that
we
can
have
cameras
inside
of
Marvin
bro
as
well
as
Sorrento
and
Henderson
as
well.
So
and
of
course
Sorento
already
has
them,
but
but
Henderson
would
probably
be
the
next
one.
K
We
start
putting
cameras
on
the
inside
and
some
of
the
older
cameras
that
Henderson
need
to
be
replaced,
but
but
I
think
you,
what
you
see
is
camera
systems
on
the
fish
Bayou
locks,
so
we
can
see
the
open
and
closing
of
those,
including
levels
so
we're
getting
there
we'll
have
cameras
on
the
tilting,
Weirs
and
scada
as
well
so
you're
looking
at
Levy
extension
locks
on
those
as
well
for
all
by
you
blocks
as
well.
K
K
You
know
the
the
key
falls
in
in
two
future
critical
projects
and
their
game-changing
projects
and
we're,
as
as
you
saw,
one
was
nlwi,
but
it
does
it
more
likely
will
be
a
a
special
allocation
that
is,
the
New
River
Pump
Station,
and
bypass
at
Highway
74
into
Spanish
Lake.
So
we
can
regulate
the
Waters
of
bluff,
swamp
and
Spanish
Lake.
K
Hopefully,
a
new
pump
station
at
Sorrento
in
in
Conway
with
the
cellular,
build
to
Marvin
bro,
will
solidify
our
Eastern
protection
and
being
left
out
of
that.
West
Shore
made
us
vulnerable
there
and
these
at
least
Darrow
at
least
hillaryville.
It
leaves
Pelican
Point,
Pelican
Crossing,
all
of
that
area,
vulnerable
to
storm
surge
as
well
as
other
things.
So
those
two
projects.
We
can
never
lose
sight
of
the
importance
of
those
they're
both
being
worked
on,
but
they
are
they're.
K
We'll
keep
lobbying
like
we
do
at
the
state
and
federal
level
to
get
these
to
get
these
projects
online,
but
we
can
never
lose
sight
of
our
retention
and
detention
ponds
that
we
have
planned
in
the
30
throughout
the
parish
to
hold
flash
flooding
Waters.
So
hopefully
some
of
these
grants
will
come
due.
We've
submitted
a
lot
we're
waiting
on
those
responses,
we're
hitting
some
that
have
been
12
months,
since
we
submitted
still
no
answer,
so
you
can
see
how
long
these
things
take.
K
So
we
may
consider
at
some
point
in
time
funding
some
of
our
smaller
ones
ourselves
through
a
phase
process
and
knocking
the
ones
out,
maybe
three
to
four
million
we'll
see
we'll
see
if
some
of
these
grants
come
in,
but
as
the
years,
if
we
put
four
million
dollars
away
a
year.
Well
that
turns
into
eight.
We
can
actually
fund
one
of
our
projects
ourselves.
K
So
we're
going
to
have
to
look
at
that
and
and
whether
these
grants
or
eventually
going
to
come
around
and
we'll
leverage
that
that
money
as
much
as
we
can
with
a
25-75
split
or
even
a
50
50
which
I
hate
but
90.
Tens
are
awesome
all
day
long.
So
that's
where
we
are
in
the
recap
of
things
but
yeah.
It's
it's
a
process
and
I'm
glad
you,
chairman,
Casa,
recognized
the
time
frame,
how
frustrating
and
slow
this
is
2016..
K
We
have
been
waiting
and
waiting
and
waiting,
and
we
have
yet
to
see
a
major
project
from
that
flood
and
that
is
frustrating
I
can
tell
you.
I
I
get
I
come
in
frustrated
when
I
think
about
it,
because
we've
got
1.2
billion
dollars
to
fund
projects
and
name
me,
one
that
you've
seen
completed.
Name
me,
one,
that's
frustrating!
A
Appreciate
that
Mr,
Mr,
President
and
I
want
to
tell
you
this
body
has
been
frustrated
for
years
and
often
he'll
responsible
for
things
that
was
no
way
in
the
world.
We
could
have
changed
so
I
appreciate
your
comment
that
these
projects
take
a
long
time
that
it's
frustrating
and
no
doubt
the
only
project
that
I'm
aware
of
that's
been
finished,
that
it
was
needed
in
2016.
Very
much
needed
in
2021
was
fished
by
you
and,
and
that
was
begun
a
decade
ago.
So
the
frustration
is
is
appreciated
and
we
understand.
