concept

That
was
done
on
the
parcel
and
we'll

Derek

ahead
and
get
into
his
presentation.
But
the
subject
property
of
the
presentation
is,
is
what
the
appraisal
in
the
packet
is
is
about.

just
want

talk
a
little
bit
about
this
Regional
Pump
Station
and
a
need
for
acquiring
this
piece
of
property.

Y'all
know
about
the
history
of
this
area
and
the
problems
that
was
brought
before
y'all
and
the
homeowners
and
so
forth
and
and
the
Developers
for
Conway
was
originally
going
to
come
in
and
do
a
private
pump
station
within
the
development
and
the
homeowners
were
going
to
be
saddle
with
doing
those
long-term
maintenance
and
perpetuity
and
so
forth,
and-
and
so
recently
honest,
you
know,
the
the
council
had
some
concerns.
Stranger
board
had
some
concerns
Administration
reached
out
and
we
started
talking
with
those
guys
about.
Is
there
another
way?

Is
there
another
way?
Is
there
some
way
we
can
look
at
because
it's
not
just
the
property
that
we
talk
about.
It's
actually
a
regional
issue,
that's
going
on
in
this
area,
and
it
affects
a
lot
more
property.
So
this
is
basically
a
plan
and
a
culmination
of
us
working
together
and
trying
to
figure
out
if
there's
another
solution,
another
way
to
skin
the
cat,
and
that's
why
we're
here
tonight
is
to
present
this
to
you,
and
this
is
the
first
step
in
trying
to
achieve
this
long-term
goal,
an
introduction.

So
what
we're
looking
at
is:
we've
got
Hackett
canal
and
Hackett.
Canal
basically
connects
Panama
Canal
all
the
way
to
Bayou
Conway,
the
the
area,
basically
to
the
north
of
I-10.
It
has
increased
water
flows
and
we'll
get
into
that
in
a
minute.
But
basically
this
is
a
very
important
Canal
that
connects
these
two
waterways.
H
It
basically
acts
like
an
equalizing
Basin,
where,
if
one
gets
too
much
water,
it
comes
to
the
Panama
if
Panama
Rises,
it's
basically
a
pop-off
valve
to
the
north,
and
so
it
constantly
has
water
going
back
and
forth
depending
on
the
elevations
in
each
one
of
those
bayous.
H
So
talking
about
the
local
drainage
issues,
then
we'll
talk
about
the
regional,
but
the
local
drainage
issues
inside
the
Conway
was
basically
that
the
Retention
Ponds,
as
y'all
had
heard,
was
had
a
water
surface.
Elevation
of
4.0,
which
was
causing
the
design,
was
basically
1.8
the
original
design.
So
during
wet
periods,
the
roads
were
inundated
for
long
periods
of
time
and
having
those
issues
which
caused
us
to
have
to
come
in
and
look
at
a
pump
station
because
we
had
no
other
Outlet.
H
All
we
could
do
was
try
to
draw
down
the
entire
system
enough
to
keep
the
water
from
going
into
those
into
the
roadways.
The
regional
drainage
issue
is
the
fact
that
Bayou
Conway
Hackett
Canal
Panama
Canal
are
all
interconnected
channels,
like
I,
said,
but
they're
part
they're,
slowly
draining.
So
when
you
have
a
Panama
kick
up,
it
takes
a
very
long
time
to
drain
out
and
then
so
forth.
So
the
downstream
water
elevations
at
Bayou
Conway
cause
it
the
an
increased
tail
water
condition
for
not
only
the
Conway
but
the
entire
region.
H
The
entire
region
has
a
very
slow
flow
flow
area
and
a
very
slow
tail.
You
know
the
tail
water
kicks
up
and
really
causes
some
issues
throughout.
H
So
we
started
looking
at
the
entire
Watershed
as
a
whole,
and
it's
about
726
Acres
that
is
affected
by
to
Hackett
the
Panama
and
Bayou
Conway,
so
the
Conway
development
itself
is
only
42.7
percent
of
the
overall
area.
So
we
wanted
to
stress
that
this
is
a
regional
solution.
It's
not
just
about
a
development,
it's
not
just
about
a
certain
area,
but
this
this
will
help
other
res
the
existing
residents
in
the
area,
and
it
helps
some
underdeveloped
properties
that
have
some
inundation
issues
and
other
other
areas
around
it.
H
So
we're
looking
at
less
than
50
percent
being
inside
this
type,
this
development.
So
we
broke
this
up
into
a
phase
one
and
a
phase,
two
type
scenario.
The
phase
one
scenario
is
basically
we're
going
to
come
near
the
interstate
and
we're
going
to
create
drainage
basins.
Well,
we
we
weren't
going
to
excavate
these
areas
prior
to
this,
but
now
we're
going
to
come
up
there,
we're
going
to
completely
excavate
this
out
and
base
basically
make
storage
capacity
within
inside
this
drainage
basin.
H
We're
going
to
take
control
structures
to
be
installed
at
the
North
ends
of
Hackett.
So
right
now,
Hackett
Canal
on
the
North
side,
basically
stays
at
an
elevation
of
four
and
so
we're
going
to
be
putting
overflow
Weirs
on
the
north
side
of
Hackett
and
right
by
the
interstate
and
we're
going
to
hold
that
elevation
forward.
If
the
area
gets
higher
in
the
high
Canal
on
the
South
Side
it'll
spill
over,
and
so
we
basically
are
keeping
this
pop-off
valve
that
we're
talking
about
and
keeping
that
connectivity.

So
whenever
we
need
it
like
it
can
never
get
worse
than
what
it
is
today,
but
it
can
only
it's
only
going
to
get
better
and
so
we're
also
going
to
take
Hackett
canal
and
we're
going
to
regrade
it
from
the
north
to
the
South.
Basically
lowering
Hackett
Canal
a
couple
feet
in
order
to
get
the
water
surface,
the
tail
water,
water,
surface
and
so
forth
of
this
system
down
about
a
about
two
feet:
maybe
two
and
a
half
feet.

So
the
last
part
of
it.
With
this
phase
one
is
we're
gonna.
We
need
to
acquire
that
the
property
that's
before
you
tonight
and
we're
going
to
basically
put
large
culverts
with
flap
gates
from
this
Hackett
canal
in
the
Panama
Canal-
and
this
is
a
temporary
type,
stop
Gap
measure
and
what's
going
to
it's
going
to
do?
Is
it's
going
to
allow
the
water
flow
into
Panama
when
Panama
is
lower
than
the
water
inside,
with
with
the
increased
detention
that
you're
looking
here,
Regional
Detention?
What
you're
looking
at
is
it.

It
has
a
lot
more
storage
capacity
as
well
as
because
we
are
able
to
lower
the
water
surface
two
and
a
half
feet.
We
have
a
tremendous
amount
of
additional
storage
capacity
that
can
handle
storms
in
excess
of
what
the
design
is
in
excess
of
25
and
50
year,
storms,
without
over
topping,
without
having
the
issue
that
you're
seeing
today
phase
two
is
the
long-term
plan.
What
we're
looking
at
doing
is
this
is
the
regional
Pump
Station
that
would
eventually
go
here
and
what
this
is
going
to
allow
to
do.

It'll
allow
the
water
to
get
even
lower
if
we
need
it,
and
this
is
what
we're
the
administration
was
talking
about.
When
you're
talking
about
dry
Vents-
and
you
know
a
storm
is
coming,
you
can
draw
down
this
entire
system
lower
than
what
even
the
the
pipes
are
brought
down
this
system.
And
then
you
have
a
greater
storage
capacity
for
this
entire
region.

So
the
regional
pump,
the
reason
for
the
phase
one
is:
we
feel
that
we
can
do
the
phase
one
way
quicker
than
the
phase
two.
So
let's
put
in
the
temporary
type
measures
and
basically
truncate
that
timeline
that
we
all
know
comes
with
when
you're
designing
a
pump
station
when
you're
trying
to
get
it
per
minute
so
forth.
So
now
we're
looking
at
doing
this
building,
you
know
constructing
three
pipes
with
flap
Gates
versus
putting
in
an
entire
Pump
Station.
H
So
looking
at
when
we
started
talking
about
you
know
how
this
is
going
to
work
and
so
forth.
This
is
just
some
preliminary
things
that
we've
all
been
talking
about,
but
the
the
developer
at
Conway
has
agreed
to
put
a
million
dollars
of
monetary
value
directly
to
this
project,
but
they
write
a
check
to
Ascension
Parish
to
help
fund
The
Pump
Station,
we'll
also
are
going
to
at
their
own
expense,
construct
all
those
Regional
Detention
ponds
that
we
looked
at
as
well
as
provide
all
the
control
structures
and
install
the
north
detention.

Basin
control
structures
donate
the
property
around
the
Regional
Detention
ponds,
as
the
parish
wanted
to
have
control
of
that
property.
In
case
there
was
ever
an
issue
that
they
can
go
in
and
do
the
maintenance
and
protect
the
Regional
Detention
Basin,
and
we
were
actually
also
going
to
revise
the
future
filings
of
Conway
and
for
this
particular
type
scenario.

So
there
were
some
pipes
that
need
to
be
revised,
rerouted
and
so
forth,
and
they
committed
to
do
that
in
order
to
have
it
flowing
positively
and
allow
the
extension
bonds
to
stay
at
the
elevations
that
we
need
them
to
stay
at
the
parish.
Contribution
is
construct
and
operate.
The
regional
Pump
Station
at
the
southern
end
of
that
storage,
Basin,
that's
the
long
term,
purchase
the
property
on
L8
and
941.
H
It's
for
you
tonight
provide
the
temporary
pumps
so
what
we
talked
about
in
the
phase
one-
if
we
just
if
for
any
reason
that
the
drainage
department
decides
that
we
need
to
put
in
any
pumps
in
addition
to
the
pipes
they're
talking
about
bringing
in
a
couple
tractor,
you
know
PTO
pumps
just
for
a
temporary
measure.
In
case
they
see
a
large
storm
coming.
They
can
help
facilitate
that
and
they'll
they'll
work
on
that
as
they
need
it.

Y'all
are
going
to
perform
a
regional
drainage
study
to
make
sure
that
it
dots
the
eyes
and
crosses
the
t's.
We've
done
a
study,
but
you
all
know
as
well
as
I
do
anytime
you're
trying
to
introduce
a
pumping
system
into
a
region.
It
takes
a
large
Regional
type
study
and
it's
got
a
you
know.
The
Army
Corps
of
Engineers
got
to
be
involved,
and
you
know
everyone
else,
all
those.

Even
though
we're
providing
all
the
materials
the
drainage
department
is
going
to
put
in
put
them
in
we're
going
to
buy
the
Culverts
for
under
941,
we
have
to
increase
those
cohorts
of
some
60
inch
culverts
under
941
to
allow
that
flow
to
go
back,
unimped
it
and
so
we're
going
to
provide
the
materials
extension
Parish
going
to
put
them
in
since
Parish
agrees
of
you
know
we're
going
to
actually
do
a
complete
drainage
study
of
Conway
revise
that
study
to
match,
what's
actually
out
there
today,
as
well
as
in
the
future
and
then
allow
the
construction
of
the
remaining
phase
of
Conway
once
it
adheres
to
this
new
plan
here
to
answer
any
questions.

I
know:
I
went
through
this
fast,
but
we've
done
some
modeling.
We've
we've
put
this
together
this
this
will
work
We've.
We
feel
confident
in
that.
We
think
that
there
needs
to
be
more
of
a
regional
type
study
to
make
sure
that
you
know
we
kind
of
look
at
the
big
picture,
make
sure
that
it
works,
make
sure
our
elevations
whole
make
sure
our
volumes
within
this
Watershed
can
hold
all
the
water
from
the
storms
that
we're
talking
about,
and
we've
done
all
that
and
we've
also
modeled
the
regional
basins.

We
model
what
it
does
to
the
adjacent
properties,
and
it
does
help
everybody
in
this
region
and
so
we're
pretty
we're
pretty
confident
in
that
pretty
excited
about
how
we
can
work
together
with
this
parish
and
try
to
help
our
neighbors
and
help
everyone
and
help
the
entire
region
as
part
of
this
project.

design

a
thing

Encompass
all
the
items
mentioned
and
then
the
other
one
would
be
RFQ
for
design
and
and
formal
design
of
the
pumping
station
and
phases.
So
that's
where
we
are
and
we
wouldn't
move
forward
on
those
and
pending
on
board
boots
tonight.

that
would
be

smart
to
have
the

place
before
we
purchase
the
property.

thinking
about

rainfall

initial
phase,

gravity
fed
you
put

pipes
in,
they
got
a
flat
gate,
it's
passive
system.
What
they
had
talked
about
was,
if
they
see
a
large,
if
they
see
anything,
that's
alarming.
They'll
come
out
with
with
the
tractor
pumps
and
eventually
it
have
a
pump
station,
but
this
system
works
for
a
model
with
just
the
gravity
fed
passive
system
right.

the
design
phase
of
this,
mentioning
all
the
acreage
of
retention.

being
looked

added

the
whole

proposing

station

the
ditches
and
pipes.

have
is
Panama
can
rise
rapidly
above
that
gravity
flow
and
eliminate
that
fall
and
then
backflow
towards
the

development.
So,
there's
the
need

crucial
part
of
having
this
property
to
put
a
pump,
because

want
to
be
able
to
manipulate
those
elevations
and
create
artificial
storage,
but
we
feel
confident
that,
if
it
all
does
come
to
fruition,
it
gets
built.

will
have
formulas
in
there
to
where
this
thing
is
automated,
similar
to
Sorrento
pumping
station.

been
focused
very
heavily
in

areas
of

parish
and
trying
to
get
where
we
can
get
while
it
hasn't
been
raining.
