acceptance
of
minutes
of
our
August
3rd
2022
meeting
motion
by
Mr
Robert,
a

by
Mr
weisback,
any
objection
hearing,
none
so
Moon,
Chairman's
reports,
announcements,
I
just
have
one
Mr
Turner-
is
not
here
with
us
tonight
because
he
made
me
wear
that
eae
Jersey
last
night
and
I
told
him
he
could
not
attend.
C
A
On
to
item
6A,
General
business,
oh
I'm,
sorry
and
oh
thank
you.
Mr
Lambert,
on
on
item
number
five
announcements.
We
will
be
removing
item
K
item
6K,
the
which
consisted
of
approval
to
increased
cubic
yardage
on
embankment
for
the
New
River,
judging
project
that
is
no
longer
necessary.
A
Right,
moving
on
General
business,
6A
update
on
a
Rhonda
Place
task
holders,
we
had
Miss
Kimberly
Cole
here
with
us
foreign.
D
On
our
findings
of
our
Rhonda
Place
evaluation,
so,
as
you
all
may
recall,
their
don't
fall
on
a
place,
would
split
between
Black
Bayou
and
Henderson
Bayou,
as
it
is
today,
black
values
in
pretty
good
condition.
The
the
subdivision
connectivity
to
it
is
in
good
condition.
However,
air
drives
connection
to
Henderson.
Bayou
has
tilted
in
over
the
last
few
years,
so
we
performed
two
separate
evaluations,
one
on
the
Henderson
Bayou
connectivity,
starting
with
Eric
drive,
because
that
was
the
more
pressing
need.
D
I'll,
try
to
pull
it
from
here
to
install
a
buffer
swail
in
between
the
school
board
property
and
the
subdivision,
and
then,
lastly,
to
perform
an
evaluation
of
the
subdivision
to
determine
if
there
are
any
structures
that
are
undersized
or
damaged.
If
you
may
recall,
we
did
replace
or
recommend
the
replacement
of
one
of
the
structures
that
went
under
Eric
drive.
It
was
crushed,
so
that's
where
that
recommendation
came
from
and
it
was
also
died.
So
we
thought
that
that
might
be
consistent
with
the
rest
of
the
neighborhood.
D
Since
it
is
an
older
neighborhood,
we
provided
a
plan
set
for
the
parish
to
utilize
to
make
the
improvements
on
the
connectivity
to
Eric
drive.
This
includes
replacing
the
crush
Culvert
under
Eric
Drive,
installing
a
subsurface
system
to
connect
the
drainage
along
Eric
drive
to
the
Henderson
biolateral
and
re-grading
the
Henderson
bilateral,
because
it
is
also
silted
in
as
time
has
gone
by
just
a
zoomed
into
the
northern
end
of
that
that's
the
drainage
layout
it
does.
It
is
on
the
school
board's
property.
D
So
that's
a
component
of
this
is
that
it
will
have
to
be
easements
given
by
the
school
board
to
put
the
drainage
through
there,
but
we
thought
that
that
would
be
the
easiest
route
to
not
have
to
go
through
private
landowners
recommendation
is
the
ap929
Culvert
replacement.
When
we
were
working
on
it
with
the
high
school.
We
noticed
that
those
structures
were
set
incredibly
High,
they're,
actually
higher
than
the
Upstream
culverts
in
Rhonda
place.
D
Lastly,
the
buffer
swell
between
the
school
board,
property
and
the
homes
on
Elise
Avenue.
The
school
board
is
where
the
high
school
itself
is
completely
self-contained
in
its
design
for
drainage.
However,
we
thought
that
this
would
be
a
good
way
to
ensure
that
the
rear
of
the
Lots
along
Elise
Avenue
have
connectivity
to
the
two
outfalls.
D
So
the
next
steps
moving
forward,
we
did
submit
technical
memos
for
both
the
Henderson
Bayou
evaluation
and
Black
Bayou,
as
well
as
the
plan
sets
for
Eric
Drive.
So
the
next
steps
would
be
to
coordinate
with
the
school
board
for
the
easement
so
that
the
parish
could
install
and
make
these
improvements
and
then,
as
you're
referring
to
in
the
transportation
meeting
councilman
Lawler.
E
Is
there
any
way
we
could
work
with
the
school
board
to
see
if
we
can
get
some
type
of
retention?
Can
you
bring
up
the
Eric
to
oh
you're,
trying
to
bring
it
back
to
Parker,
Road
or
you're,
trying
to
go
to
Fountain
Blue?
There's
two
90s
I'm
looking
at
here
this.
D
D
That
was
one
of
the
Alternatives
that
we
had
looked
at
early
on.
We
thought
this
would
be
the
most
immediate
solution
to
the
problem
to
install
now
there
are
negotiations
that
I'm,
not
particularly
privy
to
between
the
parish
and
the
school
board
for
the
backed
portion
of
this
site.
We
had
kind
of
suggested,
potentially
rerouting
part
of
Eric
drive
into
the
detention
Pond
for
the
school
board.
D
E
F
D
D
So
this
is
two
separate
projects:
I
believe
the
parish
received
a
capital
outlay
Grant
to
millin,
Overlay
I,
don't
I,
think
Joey
lasso,
don't
quote
me,
but
I
believe
they
received
a
grant
to
Mill
and
overlay
929,
which
is
taking
place
now,
in
addition
to
that,
there
is
the
widening
of
929
associated
with
the
school
board,
Parish
Cooperative
Endeavor
agreement.
What
we're
doing
now
is
Joey
will
replace
the
culverts
and
not
install
the
head
walls,
because
we're
still
in
in
the
design
component
there's
going
to
be
sidewalks
Road
wide.
That's
what
I
wanted
to.
D
D
D
F
F
D
You
well
I,
have
the
mic:
I
did
want
to
call
attention
to
lowridge
Levy
extension
and
just
State
publicly
that
the
solicitation
for
the
rfqs
for
fill
pre-approval
is
out
by
the
Pontchartrain
Levy
District
right
now.
So
if
there
are
any
potential
borrow
pits
that
are
interested
in
supplying
fill
for
the
levy,
they
should
go,
obtain
this
RFQ
and
submit
their
qualifications
to
us
so
that
we
can
vet
them
and
then
their
name
will
be
on
a
list
of
pre-approved
borrow
pits
for
use
on
the
levy.
F
D
D
A
All
right,
thank
you.
Miss
Kimberly,
moving
on
to
item
6B
approval
of
substantial
completion
of
Mbps
mechanical
fabrication
services
with
delcom.
We
have
a
motion
by
Mr
weisback,
a
second
by
Mr
cagnellotti,
any
questions,
any
objections,
hearing
none
so
moved
great
job
again.
Dean
item
6C
discussion,
approval
for
order
to
present
justification
to
install
sheet
piling
and
concrete
pad
for
debris,
removal,
crane
support
and
erosion
control
on
the
suction
side
of
pump.
Six
and
seven
Mr
Dean.
H
Unfortunately,
Joe
couldn't
be
here
tonight.
He
had
a
family
emergency,
but
we've
been
working
with
Adora
on.
This
is
an
improvement
project
not
only
to
give
us
a
crane
Pad,
but
also
to
help
us
keep
debris
from
six
and
seven,
which
has
the
rakes
and
we
get
large
debris
in
there
and
it
jams
the
rakes
and
we're
down.
H
I
A
I
I
A
Item
d
discussion;
approval
for
order
to
present
justification
to
remove
a
portion
or
Levy
in
front
of
pumps,
one
two
and
three
discharge
Pathway:
to
reduce
back
pressure
erosion
and
improve
discharge
flow.
A
We
have
a
motion
by
Mr
Robert,
a
second
by
Mr
wagenspack,
and
this
is
on
the
on
a
discharge
of
pumps.
One
two.
H
Discharge
against
the
bank
and
that
causes
them
to
turn
and
swell,
and
then,
when
we're
in
a
high
pump
situation,
it
actually
puts
back
pressure
on
the
pump
as
well
as
it's
eroding
the
bank.
So
we
want
to
take
that
big
dirt
pile
cut
it
down
and
cut
it
open
and
where,
when
we
get
up
to
three
foot,
we
actually
pump
over
and
go
straight
into
the
swamp.
Gotcha.
A
Okay,
great,
we
have
a
motion
by
Mr,
robare
or
second
by
Mr,
Lambert
Mr
wagenspack,
any
objection,
any
more
questions
so
move.
Thank
you.
Thank
you.
A
Item
e
approval,
cea
with
the
church
in
Santa,
Monica,
utilize,
existing
field
mitigation
storage,
credit
through
repair
and
drainage
project,
in
exchange
for
donation
of
property,
for
regional
storage,
on
the
property
located
at
39171,
Highway
42
in
Prairieville,
and-
and
we
have
a
few
a
few
gentlemen
who
are
going
to
present
Mr
Bill
Dawson,
Mr,
sturmer
and
Mr
Murphy.
J
I
I
K
If
I
may,
if,
if
my,
if
I
may
intervene
here,
okay
there's
a
lot
of
moving
parts
to
this
thing,
it
has
a
drainage
component.
It
has
a
sewage
component
which
involves
the
parish,
and
so
everybody
needs
to
agree
on
the
on
the
project.
So
we're
here
for
drainage
approval
on
the
drainage
portion
of
the
of
the
cea.
E
A
F
No
I
mean
I
just
had
a
couple
things.
I
know:
I've
talked
to
a
couple
people
on
this
today.
Another
thing
that
I've
been
thinking
about
the
film
mitigation
storage-
and
this
may
be
a
better
question
for
Ron
or
somebody
is
something
we
have
like.
A
number
of
that
that
we
have
like
hey.
We
have
X
amount
of
film
mitigation
storage
that
if
somebody
and
wears
that
encompassed
oh.
A
F
L
The
question
is
the
number,
so
the
Muddy
Creek
project
created
20,
roughly
25
000
cubic
yards
of
excavation
all
mitigation
credit.
We
call
it
credits
eligible
is
created
new
stores
in
the
floodplain
I've
heard.
The
proposed
church
was
looking
for
needing
16
000
to
offset
the
field
in
the
flow
plane.
Roughly
so
there's
more
than
enough
the
credits
or
did
I
say
credits.
The
excavation
was
done
in
money,
Creek
project.
L
If
you
were
to
follow
the
drainage
ordinance,
whether
it
is
was
an
off-site
mitigation
option,
one
you
had
to
be
within
plus
a
minus
one
foot
the
base
elevation
of
the
site
and
meets
that
two
has
to
be
in
the
same
Watershed
and
obviously
it
is.
It
meets
that,
and
so
it
meets
that
criteria.
And
the
second
part,
is
you
want
to
try
to
make
preserve
someone
from
filling
it
in
in
the
future
if
this
was
a
different
situation,
but
this
is
a
ditch
public
drainage,
servitude,
I
can't
imagine
a
drainage
project.
L
We're
asking
to
go
fill
this
thing
in
so
that's
protected
and
the
lawyers
here
for.
What's
the
word
in
the
future,
perpetuity
and
perpetualities
yeah
take
it
through
an
extra
suitable
in
there,
but
that's
the
it
covered
all
three
of
those
criteria.
So
if
this
was
came
as
a
commercial
permit
application-
and
they
said
we
want
to
address
it
off-site,
these
are
three
criteria.
This
money,
Creek
project,
meets
all
three
of
those
criteria.
L
A
And
I
would
like
to
jump
in
at
this
point
before
Mr
Murphy
even
gets
up
because
we
spent
some
time
on
the
on
the
telephone
today,
as
well,
so
in
the
ca.
So
what
they're?
Looking
for
they're
looking
to
take
advantage
of
16
000
of
the
25
000
cubic
yards
we
have
available
and
in
exchange
to
buying
those
credits?
What
they're
doing
is
given
donating
in
exchange
to
7.3
acres
of
land
to
Ascension,
Parish
of
which
they
will
I'll
put
a
small
retention
pond
on,
but
it
will
allow
us
to
option
out
of
that.
A
7.3
Acres,
Derek
I,
think
we
discussed
about
four
or
five
of
it
is,
is
actually
available.
You
know
for
two
smaller
Regional
Detention
sites
and
and
I
know.
You
said
you
were
going
to
put
some
numbers
for
me.
So
I'll.
Let
you
give
me
that,
but
we
have
the
potential
to
create
how
many
more
cubic
yards
of
storage
on
that
7.3
Acres.
M
So
so
we
would
be
donating
to
the
parish,
7.3
Acres,
part
of
that
there's,
some
pipelines
and
so
forth
and
some
other
criteria
so
we're
looking
at
having
a
potential
of
4.65
Acres
that
could
be
excavated.
We
actually
went
and
surveyed
today
the
static
water
on
muddy
creek
and
a
7.7
as
the
static
Waters
it
sits.
M
Today
we
used
a
elevation
of
8.3
for
our
calculations
and
we
came
up
with
a
little
bit
more
of
40
000
cubic
yards
that
you
could
get
if,
if
the
parish
decided
to
utilize
the
entire
4.65
Acres
four
additional
mitigation,
there's
there's
there's
additional
options.
Of
course
you
can
do
inline
detention,
you
can
hold
back
the
water
and
not
allow
it
all
the
way
through
I
know.
Discussions
were
had
last
night,
this
this
project,
already
floods
and
you're
right
it
does.
M
The
the
natural
ground
out
here
is
anywhere
from
14
15,
all
the
way
up
to
18
and
Beyond,
with
the
base
flood
being
at
21..
So
what
you're
basically
doing
is,
if
you
would
excavate
this
area
you
would.
You
would
increase
the
floodplain
storage
from
the
8.3
or
7.7
all
the
way
up
to
the
Natural
ground,
which
was
we
estimate
somewhere
around
40
000
cubic
yards.
A
Okay,
so
and-
and
we
see
y'all-
ask
them
for
16
000
cubic
yards
and
so.
M
As
it
sits
today,
based
on
the
surveys
that
we
have
today,
is
it's
16
000
cubic
yards
below
the
base
flood
between
the
natural
ground
that
we
surveyed
in
2016,
and
today
it's
about
16,
000
cubic
yards
of
difference.
I
feel
once
we
get
to
design
in
order
to
have
positive
slope
on
the
parking
lot
and
so
forth,
we're
going
to
basically
what
they
did.
M
They
left
it
flat
and
so
we're
going
to
end
up
taking
that
parking
lot
and-
and
we
don't
want
to
do
a
lot
of
subsurface
drainage
and
so
forth,
so
we're
going
to
put
a
slope
on
the
parking
lot
which
is
going
to
cut
out
some
of
that
and
reduce
that
amount,
but
right
now,
as
it
sits
today,
basically
as
a
as
a
the
hill,
the
elevation
of
the
hill
is
22.
Basically,
it's
a
flat.
The
property
was
at
the
High
Point.
Some
of
this
was
in
flood
zone
X.
M
Some
of
it
was
in
flood
zone
AE,
and
this
property
was
about
21
at
the
high
end
right
now,
it's
at
22
and
the
finished
floor
of
the
building
has
to
be
at
elevation
23..
So
we're
actually
due
to
the
two
foot
free
board
requirement
in
Ascension
Parish.
So
we
do.
We
do
feel
that
as
we
get
closer
to
Muddy
Creek,
it's
going
we're
going
to
reshape
that.
But
under
the
building
we
actually
have
to
add
another
foot
in
order
to
meet
the
requirements
of
Ascension
Parish,
but
that.
M
N
K
There
was
a
road
project
for
for
widening
Highway
42
and
the
contractor
on
that
project
used
this
location
as
a
as
a
staging
site,
and
there
was
a
lot
of
film
material
that
was
left
there
as
a
result
of
that,
the
parish
was
also
in
need
of
having
a
regional
sewage
plant
placed
in
this
area,
and
so
we've
worked
out.
K
K
Our
fill
ordinance
does
not
apply
to
those
particular
projects
and
so
to
the
extent
that
it's
a
public
use,
the
fill
ordinance
doesn't
apply
pursuant
to
17503.,
and
so
the
question
is:
is:
is
this
a
what
what's
your
question
again,
one
more
time,
I.
N
I
mean
we
have
some
legal
documents
we
have,
we
had
to
do
and
it
would
seem
to
me
that
the
language
needs
to
be
right
legally,
but
that's
up
to
you
to
decide.
N
I'll
just
leave
my
question
for
you
all
to
ponder
as
you
do
these
documents.
Okay,
but
I-
don't
want
to
see
this
noted
as
a
donation
when
that's
not
what
it
is
or
I
don't
want
to
see
it
not
be
a
donation.
If
that
is
what
it
is,
it's
it
just
needs
to
be
whatever
it
is.
N
I
doubt
that
Louisiana
Nursery
Outlet
knows
that
they're
about
to
be
next
door
to
the
treatment
plan.
I
know
the
folks
behind
that
subdivision.
09
30
haven't
been
notified
that
they're
about
to
be
next
to
order
treatment,
plan
or
behind
a
treatment
plan,
and
they
have
a
right
to
know
whether,
and
certainly
we
didn't
know
either
so
you
know
we're
all
learning
together
at
the
11th
hour
here.
What
is
going
on
on
its
face?
It
seems
to
make
sense.
N
N
What
I
Hear
with
some
frequency
in
places
where
there
have
been
natural
disasters,
is
water,
overtaken
the
sewer
plant
sewers
then
mixed
with
the
detention
or
the
with
the
water
and
it's
draining
off
into
the
into
the
Muddy
Creek
so,
which
is
then
draining
into
Bayou
manchac
I
realized.
If
we
had
that
kind
of
natural
disaster
we're
going
to
have
a
problem
somewhere,
but
is
this
a
good
place
for
that
to
happen
and
what's
the
risk.
N
J
M
Yes,
ma'am,
let
me
address
several
things
on
what
you're
saying
so
so
one
is
in
every
type
of
either
commercial
or
residential
development.
In
a
central
Parish,
you
usually
have
a
sanitary
treatment
plant.
This
particular
case
is
a
little
bit
larger
than
normal.
It's
actually
a
200
000
gallon
per
day
plant.
M
It
is
the
plan
itself
is
about
100
by
133,
it's
going
to
be
sitting
on
three
quarters
about
two-thirds
of
an
acre
per
section,
174046
of
unified
development
code.
It
talks
about
when
you
have
a
community
plant,
you
have
to
be
at
least
100
feet
from
any
residence
out
there
when
we
are
when
we're
looking
at
at
putting
in
a
plant.
That
was
one
of
the
first
things
that
the
staff
looks
at
to
make
sure
that
we're
not
within
100
feet.
M
So
we
did
a
study
today,
the
closest
building
closest
residence
to
this,
to
even
this
property,
not
just
the
plant,
but
the
property
was
328
feet
with
most
of
the
residents
being
well
over
500
feet.
So
we
far
exceed
the
minimum
requirements,
at
least
by
three
times
in
one
one
instance,
at
five
times.
M
In
all
the
other
instances,
so
we
feel
that
we
could
have
put
it
in
other
locations,
but
we
felt
that
this
was
the
right
location
from
the
existing
residence
that
it
gave
us
the
most
cover
from
from
those
residents
did
find
out
today
as
well
that
we're
going
this
plan
will
have
some
free
board,
I
think
close
to
a
foot
of
free
board
from
100
Year
storm.
I,
know
you're,
concerned
about
that
yesterday,
the
as
As
a
matter
of
dealing
with
DEQ
and
looking
at
the
stringent
tmdls
and
the
treatment.
M
When
you
look
at
this
kind
of
plant
and
having
an
the
sludge
holding
and
and
the
the
amount
of
the
standards
that
this
plant
has
to
be
because
it's
going
into
Bayou,
manchac,
it's
above
and
beyond,
just
just
the
average
plant
out
there
it
has.
It
has
probably
one
of
the
most
fringent
discharges
in
the
state
anything
in
Bayou
manchac,
as
you
can
imagine
so
in
that
regard,
it's
safe.
We,
the
DQ
a
lot,
would
rather
you
discharge
into
a
water
body.
M
It
actually
acts
as
part
of
an
additional
treatment
on
top
of
all
the
mechanical
treatment
chained.
Basically,
they
call
it
a
train,
so
you
so
we
do
things
like
we
put
all
the
mechanical
devices.
Sometimes
we
go
into
vegetation.
Sometimes
we
go
into
ponds
and
so
forth,
so
they
like
that
treatment
even
better
before
it
gets
to
any
type
of
major
water
bodies
like
Bayou,
manchac
and
so
forth.
M
So
a
lot
of
times,
if
you
look
at
where
sewer
treatment
plants
are
placed
most
fluid
treatment
plants
is
a
place
near
ponds
in
those
areas
and
that's
because
DEQ
require
requires
or
or
would
like,
that,
additional
treatment.
So
in
this
particular
case,
with
the
free
board
being
there
it
being
temporary
and
the
distance
away
from
all
of
those
residences,
that's
about
as
best
as
you
can
get
in
this
particular
case
and
the
additional
mechanical
stuff.
O
Yeah
Miss
Terry
one
of
the
things
when
they
asked
me
about
you
know
putting
that
there
I
was
the
same
thing.
I
was
like
man,
I
want
to
stop
stinking
in
back
of
the
church,
and
so
we
went
through
a
loan
process
of
talking
with
them.
O
I
actually
required
them
to
bring
me
to
a
place
where
they
had
the
same
systems
in
the
ground
and
when
it's
it's
totally
quiet,
it's
surrounded
by
fence,
there's
no
smell
whatsoever,
and
it
would
be
very
similar
going
into
any
kind
of
subdivision
and
they
have
them
in
all
the
subdivisions.
O
It's
the
same
type
except
this
one's
even
more
extreme
and
even
a
better
type,
and
so
I
did
look
into
that
as
well,
because
the
last
thing
I
wanted
to
do
because
it
is
temporary
and
and
we
did
it
to
be
able
to
be
a
help
because
of
the
location
and
stuff
so
I
I.
You
know
I
looked
into
those
very
same
things.
M
F
First
of
all,
Pastor
stormy
answered
my
question
about
the
sound,
because
I
was
thinking
about
that
for
the
church.
Also,
the
sound
and
the
smell
I
don't
know
what
the
negotiations
were
with
NWI,
but
I
know
we
do
have
neighborhoods
where
the
sound
is
obscene,
Extremely
Loud,
so
as
long
as
that's
been
worked
out
by
y'all
and
y'all
are
comfortable
with
it.
That's
a
major
part
of
it
same
with
the
smell
of
my
question.
Yeah.
F
Know
it's
hard
to
be
heard
saying
the
word
of
the
Lord
if
you've
got
yeah
in
the
background
and
that's
your
ultimate
goal
there
more
of
a
kind
of
going
back
to
some
of
the
legal
question.
This
seems
to
be
not
a
not
a
donation,
not
there's
anything
wrong
with
that.
But
legally.
This
seems
to
be
a
contract
and
there's
an
obligation
on
both
sides,
meaning
that
we
have
to
get
fair
value,
and
you
know
we
know.
F
In
the
past
couple
of
months
we've
heard
about
giving
things
away
that
our
Parish
government
not
having
Fair
Value,
not
knowing
that
the
fair
value
is
that
goes
into
the
fair
value
of
the
credits
and
that's
part
of
the
reason.
I
was
asking
about
the
storm
credits,
the
I'm,
sorry,
the
film
mitigation
storage
credits.
We
basically
have
to
establish
an
amount
of
value
of
those
and
make
sure
that
this
is
we're
getting
something
of
equal
value.
If
we're
giving
something
away
and
I'm
not
sure
the
contract
does
that?
M
M
You
know
no,
it's
negotiated
between
individual
people,
so
it's
it's
it's.
What
some
watersheds
be
honest.
Some
watersheds
I
have
less
credits
and
they
have
more
demand.
It's
a
supply
and
demand
thing.
I
can
tell
you
the
last
agreement
we
were
involved
in.
It
was
about
five
dollars,
a
cubic
yard.
That
was
several
years
ago.
Pastor
Shermer
talked
about
last
night.
This
property
was
purchased
in
2014-15
at
1.3
million
dollars
and
I
know
that
this
property
is
probably
you
know,
got
the
Muddy
Creek
on
it
and
so
forth.
M
F
We
need
to
be
be
sure
that
if
we're
going
to
approve
this,
you
know
we've
already
had
some
issues
with
giving
away
things
that
are
not
the
proper
value.
We've
got
to
make
sure
we
have
the
proper
value
here,
because
this
is
not
a
donation.
This
is
you
know.
One
side
is
giving
something
the
other
side's
getting
something
they
have
to
be
a
comparable
value,
I
think
to
so.
K
I'm,
a
interject
here,
I,
agree:
I,
think
this
needs
to
be
Rewritten.
It's
not
a
donation,
there's
there's
Mutual
obligations
and
there
needs
to
be
a
quick
pro
quo.
What
I
can
do
is
re
rewrite
it
for
the
next
council
meeting
and
then
bring
it
back
to
drainage
next
month.
K
So
if
you
want
to,
if
you
want
to
approve
it,
if
you
want
to
approve
it
now,
subject
to
it
being
Rewritten,
no,
what's
that,
oh
and
so
that
way
it
doesn't
have
to
come
back,
and
then
you
get
final
approval
at
at
Council
yeah.
I
Yeah
yeah,
so,
while
we're
cleaning
it
up,
John
Paul
I
had
a
I'm,
not
a
lawyer,
but
so
it
seems
it
seems
incorrect
that
you
know.
If
you
look
at
this,
this
agreement
is
buying
between
the
following
parties.
You
list
Ascension
Parish
government
in
the
church
in
Santa
Monica.
However,
if
you
look
at
obligations
under
the
church,
the
first
five
bullets
are
between
the
church
and
NWI
that
that
kind
of
seems
incorrect
shouldn't
that
just
be
a
separate
cea
between
there.
K
Is
a
separate
cea
that
that
outlines
that
and
parish
is
not
a
party
to
that.
It's
my
understanding
that
that
so.
M
I
think
I
think
that
we
just
take
the
NWI
stuff
out
of
this
cea
with
the
parish,
because
there's
already
a
lease
agreement
between
NWA.
Just
like
we
talked
about
last
night,
it's
already
been
executed
because
we
had
we
were
out
of
time
and
we
needed
to
go
forward
because
they
needed
to
move
forward
like
with
Prairieville
high
school
and
so
forth.
So
those
those
agreement-
and
it's
it's
pretty
extensive.
I
That's
I
think
we
just
need
to
take
the
NWI.
K
O
If
I
may-
or
we
can
put
it
as
an
addendum
on
the
end-
because
it
was
part
of
the
overall
movement
of
why
we're
doing
what
we're
doing
yeah,
you
know
to
make
that
to
make
it
all
work,
we're
trying
to
make
everything
work
at
one
time
and
then
also
on
the
credits.
If
you
did
them
at
five
dollars,
it
would
be
eighty
thousand
and
I'm
pretty
sure
the
land
you
know,
Seven
Acres,
land
plus
the
front
edge
down
and
all
the
back
would
would
be
there.
So
yeah.
That's
just.
A
C
F
J
We
have
a
separate
agreement
on
the
utilities
part
about
this
owners
who
are
treating
a
separate
agreement
that
hasn't
been
brought
to
a
committee
or
to
the
council
that
talks
about
what
the
parish's
obligations
would
be
and
what
NWI
obligations
would
be
to
participate
in
this.
This
sewage
treatment
plan.
A
P
I
wanted
to
make
a
couple
points
first,
point
to
address
Mr
Lawler's
question.
As
far
as
the
the
value
I
was
thinking
the
same
thing
and
it
kind
of
clicked
to
my
head.
When
he
was
talking
about
it,
it
could
be
as
Fair
as
they
need.
Sixteen
thousand
mitigation
credits,
the
property
that
they
are
donating
as
an
act
of
donation,
is
potentially
or
a
potential
site
for
forty
thousand
litigation
credits
so
right
there
you're
getting
the
most
double
or
more
the
mitigation
credits
in
value.
P
So
that's
one
way
to
look
at
the
value
of
it
as
far
as
the
trade
or
anything
else,
I
mean
because
of
where
the
property
is
in
relation
to
anywhere
else.
In
that
zone,
I
feel
like
the
mitigation
credits
would
be
equal
in
the
future,
just
because
you're
still
going
to
need
it
around
there.
P
As
far
as
the
the
contracts
having
the
NWI
on
there,
the
one
that
we're
approving
and
putting
through
here
I
don't
see
it
being
an
issue
because
it
almost
helps
the
fact
that
we
can
take
the
this
document
from
the
parish
and
say:
look
it's
already
recorded
here.
It
was
in
these
minutes
of
this
meeting.
It's
there
as
long
as
legal
can
make
sure
that
it's
not
anything
that'll
mess
up
a
contract
I
feel
like
in
these
situations,
the
more
specific
of
different
parties
duties,
the
the
more
necessary
whether
we're
saying
obligation
or
not.
P
Q
Don't
see
it,
it's
fine,
that's
fine,
I
I
agree
with
you.
It
doesn't
have
to
go
to
utilities.
It's
only
if
this
this
the
council
or
the
board
decides
it
needs
to
it,
does
not
have
to.
It
can
go
straight
to
the
council
as
any
I
can
skip
a
committee.
The
second
thing
is
yeah.
We
can
do
a
quick
appraisal,
and
so
we
can
show
just
value
of
the
property
being
donated.
It's
real
easy.
We
could
do.
Q
We
could
put
Express
on
that
and
that
way
we
have
a
number
and
then
the
attorney
can
make
sure
that
he
gets
with
Patrick
and
the
Auditors
to
ensure
that
there's
no
discrepancy
with
value
and
that
we
are
receiving
something
of
greater
value,
which
is
gonna,
which
I
believe
is
going
to
be
the
case
here,
but
at
least
we'll
have
the
documentation
and
Auditors
to
sign
off
on
it
and
then
I'll
clear
us
of
any
any
of
those
questions,
but
but
I
do
want
to
say,
I
do
appreciate,
pastor,
sturmer
and
and
because
not
only
this
is
a
drainage
issue.
Q
But
this
is
the
best
solution
that
we
could
possibly
come
up
with
in
order
to
create
additional
capacity
so
that
Highway
42
could
continue
to
grow
and
and
add
businesses
and
Residences,
because
we're
at
capacity
now,
as
you
all
know,
we're
overflowing
capacity
actually.
So
this
is
one
of
the
true
Solutions
and
so
I
do
want
to
thank
the
church
for
their
for
Their
donation
working
with
the
parish
to
ensure
that
we're
solving
two
of
these
problems,
which
are
which
are
serious
in
nature.
So
thank
you.
F
Sean
I
want
you
on
this
one
you're,
the
only
one
that
didn't
get
the
email
today
from
some
of
the
homeowners
surrounding
this
area.
One
of
their
big
concerns
is
flooding,
since
the
dirt
has
been
put
on
that
property
they've
had
increased,
flooding,
I've
actually
seen
it
with
my
own
eyes.
It
goes
much
farther
into
their
yards
towards
their
houses
than
it
ever
did
before
is.
L
All
right
so
so
the
question
is
right:
now,
when
it
comes
to
elevating
change,
you
modifying
the
land
is
what
you
see
out.
There
is
what
you
get
Muddy
Creek
has
been
already
wide.
The
land
has
already
been
filled
other
than
their
when
they
do
the
design
they
will
go
around
the
perimeter
of
the
project
and
do
through
a
normal
drainage
study
process.
They
haven't
submitted
a
full
drainage
study.
Yet
when
they
do
the
drain
study,
it
will
do
everything
except
for
the
mitigation
part
that's
addressed.
L
L
This
is,
you
know,
engineer
talkers,
so
the
entire
part
of
your
the
drainage
ordinance
is
not
to
adversely
impact
you
to
find
what
reversal
impact
is
in
to
increase
runoff
or
to
prevent
or
block
any
you
know
contributing
you
know.
Drainage
patterns
on
a
project
you'll
have
to
go
through
a
full
process
of
that.
It's
just
the
fuel
migration
part
and
part
of
his
drainage
study,
we'll
say
to
address
field
mitigation.
L
There
is
being
addressed,
it's
not
a
case
wave
remote,
he's
actually
connected
to
the
source
of
where
they're
mitigating
it's
being
mitigated
by
this
and
they'll.
Do
it
the
normal
drainage
study
process,
so
there
will
be
more
improvements
than
what
you
use
at
the
site
that
you
see
today.
There'll
probably
be
perimeter.
Swells
there'll
be
some
other
things
to
make
sure
any
water
was
coming
towards
this
land
that
they
may
not
have
thought
about
it.
L
F
O
F
I
F
Is
it
looks
like
this
could
benefit
them
for
what
I'm
hearing
that
the
sewer
plant
will
not
affect
them?
The
smell
it
won't
affect
them
with
sound.
F
This
could
be
an
overall
a
good
project
for
the
area.
That's
what
I'm
gathering
from
people
that
know
a
lot
more
about
this
than
I
do,
and
that's
mainly
those.
L
Two
guys
and
one
other
feature
this-
it
could
have
gone
the
route
of
saying,
since
you
know
a
lot.
We
learn
about
detention
ponds.
Sometimes
they
do
multiple
things.
The
same
source
does
multiple
things,
detention
and
a
part
of
your
field
mitigation
problem.
They've
got
the
field
mitigation
problem
solved.
They
are
still
committed
to
doing
a
detention
Pond
to
offset
their
runoff.
So
it's
not
like
they're
using
this.
In
my
opinion,
the
good
oppressed
it
and
saying
mitigation.
F
Yeah,
no,
that
sounds
good
and
the
only
reason
I
was
I
was
saying.
This
should
go
to.
Utilities
is
originally
when
it
was
in
utilities.
I
asked
why
I
was
in
utilities
and
I
was
told
that
it
had
something
to
do
with
utilities,
so
nothing's
changed,
so
it
seems
like
it
should
go
to
utilities.
That's
why
I
was
saying
that
I
mean,
and
it's
still
got.
E
That
that
was
that
was
the
intent
being
Mr.
Dawson
worked
on
we'd
tried
to
have
this
utilities
meeting
before
so
a
lot
of
these
questions
would
have
been
answered
already,
but
I
have
no
problem
with
moving
forward.
The
only
thing
I
have
Sean
is
the
the
box
covers
that
we
put
under
Highway
42.
E
You
know
on
Highway
42.,
you
know
when
you
you
get
to
that
point.
I'm
hope
I'm,
pretty
sure
we
doubled.
The
capacity
of
those
boss
covers
that.
We
put
so
I'd
like
to
hear
a
little
more
conversation
on
that.
Okay
and
the
his
father
retention.
Is
it
4.6
Acres
that
would
be
the
dog,
or
is
it
going
to
be
more
now.
M
The
4.6
acres
is
what
could
be
dug
if
the
parish
came
in
and
wanted
to
do
a
full
mitigation.
The
detention
Pond
would
be
basically
just
what
was
required
in
order
for
the
church
to
be
built.
M
So
what
we
had
talked
about
was,
let's
put
it
on
the
property
to
7.3
Acres,
because
the
parish
is
going
to
go,
dig
out
or
possibly
dig
out
anyway,
so
we've
got
to
put
it
on
there,
but
it's
probably
going
to
be
somewhere
if
I
had
to
guess
between
one
and
two
acres,
and
it's
not
going
to
be
to
the
depth
that
it
would
be
for
for
for
a
major
mitigation
or
detention
project
for
this
area.
So
it's
just
gonna.
M
It's
just
gonna
be
meeting
the
requirements
of
the
unified
development
code
of
today.
Just
for
the
church,
Construction.
L
L
Design
frequency
than
what
you
would
want
for
the
development
just
because
of
the
imagine
the
burden
of
actually
having
to
that's
major
Waters
coming
through
euro
could
be
acting
as
a
levy.
And
then,
if
you
had
to
repair
it
all
the
traffic
that
would
be
impacted,
you
had
to
repair
a
culvert,
so
they're
not
even
allowed
to
discharge
that
amount
of
water
more
than
existing
to
even
get
to
a
point
to
impact
in
those
42
box.
Colors.
R
L
E
The
Wastewater
I'm
glad
the
president,
the
past
president
brought
out.
You
know
this
Highway
42.
This
was
almost
a
deal
of
sewer
to
nowhere
that
Highway
73
connected
to
the
river
was
always
implant.
We've
looked
at
several
different
ways
of
trying
to
get
that
the
Wastewater
to
the
river
so
any
help
that
they
can
get
now.
It'll
be
deeply
appreciated,
but
this
guy.
E
So
when
you
mentioned
Louisiana
Nursery
I'm
a
little
nervous
now
when
I
walk
in
there,
because
just
about
every
time
I
walk
in
there's
either
overflow
of
wet
sewage
and
these
people,
you
know
all
our
businesses
along
Highway
42.
They
need
help
and
they've
been
crying
if
they
help
for
quite
some
time
now.
So
thank
you,
Mr
stomach
for
trying
to
help
us
out.
N
Yeah
I
certainly
want
to
issue
my
thanks:
Mark
I'm
sure
you
never
knew
it
would
be
so
hard
to
give
something
away,
but
you
know
it
we
do
or
to
trade
it
or
whatever
we're
going
to
ultimately
decide.
It
is
in
the
legal
department,
but
thank
you
all
for
for
coming
tonight,
for
for
helping
us
to
understand
and
and
for
and
I
want
to,
thank
Derek
for
taking
my
call
today
and
certainly
for
sorting
through
my
questions
with
me.
N
A
So
I
did
have
the
original
motion
for
Mr
Robert
with
a
second
from
Mr
Lambert,
and
we
are
going
to
ask
Mr
Jean-Paul
Robert,
not
not
Mr,
Joe
Robert,
to
clean
this
language
up
for
us
before
we
bring
this
back
to
the
full
Council.
This
gotta
decide
what
we
want
to
do
with
the
utility
aspect
of
it.
Leave
it
on
there,
take
it
off
and
then
the
full
Council
can
go
ahead
and
and
decide
once
and
for
all
or
the
other
final
language
in
the
CE.
A
So
if
there's
no
more
questions
or
no
objection,
everybody's
good,
all
right
motions
have
moved
yeah.
Thank
you
all
right
item
F
renewal
of
Master
task
order,
contract
for
Professional
Services
for
drainage
engineering
and
support
services
in
the
amount
of
one
million
dollars
to
be
shared
between
the
following
firms,
aims
Group,
Incorporated
or
Dura
Group
LLC,
Atlas,
technical
consultants,
bki
csrs,
Evans,
Graves,
gec,
H,
Davis,
Cole,
Hartman
engineering,
Infinity,
mckimmickery,
Meyer,
Engineers,
PEC
and
T
Baker
Smith.
A
We
have
a
motion
for
Mr
weigerspeck,
a
second
for
Mr
cagnellotti,
any
questions,
any
objection,
hearing,
none
so
moved
item
G
approval
amendment
number
one
to
the
master
contract
for
surveying
services
to
extend
the
contract
term
through
October
1st
2023.
This
is
only
to
complete
the
current
projects
with
no
additional
tasks.
We
have
a
motion
from
Miss
Caso,
a
second
from
Mr
Lawler,
any
questions,
any
objections,
hearing
none
so
move
item,
H
renewal
of
task
order,
contract
for
wetlands,
delineation
and
Permian
services
with
ELO's
Environmental.
A
We
have
a
motion
by
Mr
Lambert,
a
second
by
Mr
cagnellotti,
any
questions,
any
objections,
Harry,
none
so
move
item,
I
renewal
of
a
task
order,
contract
for
Professional
Services
for
design
and
related
services
with
our
Dura
Group
LLC,
in
support
of
the
central
Parish
drainage,
pumping
stations
through
October,
8th
2023
and
amount
not
to
exceed
500
000.
N
A
motion
by
Mr
catalani.
Second,
by
miss
casso
any
questions
from
Mr
Cole.
He
is
here
patiently
waiting
yeah
all
right,
no
objections
so
move
thanks
for
making
the
trip
there
patiently
waiting.
All
right,
I,
don't
know.
I'm
sorry
lost
item
K,
which
we
removed
from
the
agenda
earlier
item;
L
approval
to
enter
to
a
contract
for
the
instrument,
instrumentation
and
integration
work
associated
with
fish
value,
followed
by
your
control
structures,
scada
at
the
base
proposal,
price
of
twenty
one
thousand
nine
hundred
thirty
eight
dollars.
G
Now
this
is
just
a
new
actually
a
new
company.
This
will
be
replacing
the
chem
spray
South
contract.
We
had
to
reorder
P
that
and
they
won
the
bid
and
we're
looking
to
go
into
contract
with
them
for
that
service.
One
thing
we
did
leave
off
the
budget
on
this
was
not
to
exceed
200
000
and
that's
normally.
What
we've
had
in
place
with
with
chem
spray.
A
I
Yeah
so
Ron
and
I
were
discussing
this
earlier.
I
just
wanted
to
make
sure
so
it's
not
to
exceed,
but
we're
not
amending.
This
is
just
to
accept
the
bid,
so
I
would
assume
y'all
would
come
back
later
to
present
the
contract.
This.
G
Actually
does
ask
to
give
the
parish
president
the
authorization
to
execute
a
contract
it'd
be
a
task
order,
contract,
okay,
and
we
will
not
task
any
work
unless
we
need
to
do
so
and
our
crews
can't
handle
it's
just
for
the
the
areas
within
the
basins
that
are
Downstream
in
that
low-lying
areas
where
we
can't
get
heavy
equipment
to.
We
need
this
type
of
contract
to
keep
those
areas
open,
which
also
proved
dividends
of
value.
G
Whenever
hurricane
Ida
hit,
we
were
able
to
go
right
to
work
on
some
of
that
stuff,
and
that's
these
guys
are
capable
of
doing
it
matter
of
fact
they
did
the
cleanup
for
Iberville
Parish
in
hurricane
Ida
for
that
Parish,
so
reputable
source,
and
we
look
forward
to
working
with
them.
I
I
G
A
B
A
All
right
any
objection
to
the
amended
motion
hearing,
none
so
moved
item
in
approval
of
Public
Works
Construction
contract
with
Pelican
underground
LLC
in
the
amount
of
162
945
dollars.
Cipp
install
approximately
252
feet
of
48
inch
liner
and
cleaning
of
lines
to
accept
cipp
not
to
exceed
245
000.
Mr
Ron.
G
Again
guys,
what
this
is
is
the
dealing
with
sinkholes
and
existing
infrastructure
within
servitudes
and
subdivisions.
This
has
been
a
problem
area
in
manchac
Plantation,
and
we
we
just
cannot
get
this
thing
to
fix
without
going
inside
the
pipe.
So
that's
what
this
bid
is
for.
You
may
ask
why
the
additional
funding
is,
we
really
don't
know
exactly.
G
We
feel
confident
that
the
quote
will
be
executed
and
will
be
fine,
but
there
may
be
additional
work
needed.
We
didn't
want
to
have
to
come
back
if
we,
if
we
have
to
do
more
work
than
what
was
in
The
Proposal
once
he
gets
inside
the
pipe
Mr
Lawler.
F
G
This
particular
line
is
in
menchac
Plantation.
It's
the
main
drainage
line
that
comes
out
of
their
Pond,
I,
guess
you'd,
say
paralleling
Perkins
Road
and
goes
out
to
Bayou
manchac,
but
the
pipes
are
are
so
deep
and
they're
right
next
to
homes
and
whatnot,
and
you
just
there's
no
way
to
do
anything
of
the
repair
other
than
going
inside
the
pipe
yeah.
It's
pretty
cool.
Okay,
thank
you.
F
C
A
I
have
a
motion
by
Mr
Lawler
second,
by
miss
casso
any
objection.
Hearing
none,
oh
chair
would
entertain
a
motion
to
enter
executive
session
motion
by
Ms,
Caso
or
second
by
Mr
cagnellotti,
but
everyone
please
vote
to
go
into
executive
session.
A
E
R
A
S
Had
to
give
you
guys
an
update,
but
I'm
glad
to
be
here
again
tonight,
so
I
got
I'm
gonna
do
both.
As
you
all
know,
the
floodplain
management
plan
is
almost
wrap
it
up.
So
just
gonna
that
one's
you
know
on
its
way
out
and
it'll
be
absorbed
by
adapter
for
that,
so
on
the
floor
plan
management
status,
here's
the
the
top
30..
These
are
the
30
projects
that
made
the
list
based
on
the
prioritization
Tool
and
the
prioritization
criteria,
which
is
listed
there.
S
A
lot
of
that
criteria
has
to
be
in
there
just
because
of
some
of
the
Federal
grant
requirements.
It
looks
better
when
you
take
things
into
consideration
like
enhanced
Mobility,
Equity
environmental
impacts.
S
This
is
what
the
project
locations
look
like
by
Basin.
It's
just
the
way
it
broke
down
by
a
man.
Jack
has
eight
Marvin.
Bro
has
ten
we
get
Marvin
bro
is
the
largest
basin.
Hanson
Bayou
has
seven
and
biocon.
With
his
five
on
the
adapt
side
of
the
house,
we
successfully
put
together
an
RFQ
to
request
Professional
Services
to
to
get
get
Engineering
Services
to
do
the
design
for
the
Marvel
Levy
enhancements,
which
includes
the
Marvin
Brook
Pump
Station,
Marvin,
bro,
West,
Levy
Marvin
broke
North
Levee
and
the
lower
Rich
Levy.
S
That
advertisement
closes
on
the
13th,
which
is
on
Thursday.
If
my
calculations
are
correct
and
then
disabilities
will
be
taken
in
they'll
be
graded
by
a
nominating
committee,
and
then
a
selection
will
be
made
at
some
point
in
November,
November
December
I'll.
Take
that
back.
Some
of
the
other
things
that
we're
working
on
on
adapt,
Henderson,
bio,
Pump,
Station,
Safe,
House
application
that
was
turned
in
in
August
is
being
currently
reviewed
by
FEMA
and
gossip,
bio,
Conway,
Pump,
Station
expansion.
S
We
spent
pretty
much
like
the
last
month,
preparing
budgets
and
schedules
for
Capital
drainage
projects,
helping
out
the
parish
with
the
with
the
budget,
and
then
we've
also
been
looking
at
the
grants
for
adapt
projects
once
the
FMP
projects
had
turned
in
these.
Are
your
top
and
not
the
only
ones,
but
these
are
some
of
the
top
sources,
brick
building
resilient
infrastructure
and
communities
that
application
opened
up
last
month.
S
It
closes
on
January
27th,
there's
about
2.295
billion
dollars
available,
and
so
that
would
be
one
that
we
will
certainly
tap
into.
Has
a
mitigation
grant
program
there's
a
available
funding
right
now.
S
Currently,
due
to
Hurricane
Ida,
there
was
a
2.484
million
dollars
in
the
first
installment
and
for
4.72
million
dollars
in
the
second
installment
that
second,
if
there's
any
applications,
we're
working
on
one
right
now,
that
application
will
be
due
November
27th
infra,
which
is
National
significant,
multiple
Freight
Highway
projects,
there's
about
7.25
billion
available
over
four
years,
so
fiscal
year,
22
and
26..
S
As
far
as
drainage
projects
go,
those
may
not
be
as
relevant
as
some
of
the
other
ones.
However,
if
there's
a
drainage
project
that
crosses
a
highway,
there
may
be
some
synergies
there
and
they
raise
rebuilding
American
infrastructure
with
sustainability
and
Equity
2.275
million
available
outside
of
Civilian
fiscal
year.
22,
minimum
Grant
is
5
million
dollars,
special,
especially
in
urban
areas,
and
a
million
dollars
in
rural
areas
and
Statewide
flow
control.
200
million
dollars
available
every
year.
S
I
Yeah,
just
I,
don't
think
this
is
a
question
for
you,
maybe
a
question
for
administration:
can
we
can
we
take
these
presentations
and
somehow
put
them
on
a
website
so
that
people
can
go
back
and
look
at
them
like
the
project
list?
We
have
a
lot
of
good
presentations
in
our
meetings
and
sometimes
they
don't
get
transcended
into
an
agenda
where
somebody
can
go.
Look
at.
Q
I
hate
to
do
it
if
we're,
if
y'all
choose
to
swap
out
a
project
or
you
just
don't
feel
like
that,
this
one,
you
know,
meets
the
criteria
or
something
so
as
soon
as
soon
as
this
FMP
is
finished,
and
we
start
switching
over
to
adapt
to
fund
and
create
these
projects,
then
we'll
certainly
have
the
website
through
the
adapt,
and
it
would
just
be
just
like
move
Ascension
where
they
can
go
in
check.
Statuses,
see
what's
funded,
see
what
we
own
and
get
ready,
yeah.
S
I
did
mention
that,
but
we
have
met
internally
with
staff
to
see
what
they
would
like
to
see
on
the
dashboard,
and
so
that
is
our
intent
through
adapt
to
create
a
dashboard
where
you
can
go
in
and
look
at
all
these
projects
and
progress.
Did
you.
I
Send
the
presentation
just
to
the
board
yeah
I
can't
start
again:
I
haven't
but
I'll
forward
it.
Okay.
Thank
you.
A
And
I
would
like
to
add
so
as
soon
so
we
have
our
or
monthly
steering
Community
I.
Think
next
week,
I.
A
Yeah
and
then
so,
once
the
once
the
30
projects,
once
staff
and
hnt
beef,
you
know
feels
really
good
about
the
30
projects.
I
would
really
like
for
the
commission
to
make
best
efforts
and
I'm.
Actually,
a
big
favor
of
Mr,
monzon
and
staff
is
I
would
like
to
actually
meet
in
a
few
subcommittees
to
where
everyone
can
really
review
of
the
30
projects.
A
You
can
look
at
the
ones
in
your
District
that
way,
if,
if
you
have
some
major
concerns
that
maybe
aren't
on
that
30
list,
that
you
think
maybe
it
should
be-
you
know
with
another
project.
You
know
in
your
area
that
isn't,
but
but
before
we
approve
it
and
really
make
it
make
it
public
I
want
to
our
steering
committee
meetings
are
very
fruitful,
so
especially
with
the
30
projects,
so
I'd
really
like
everyone
to
take
the
time,
hopefully
like
November
December,
maybe
between
those
two
months
we.
C
S
So
one
last
thing
I
also
forgot
to
mention
is
that
that
list
of
dirty
is
going
to
be
re-prioritized
based
on
cost
benefit
analysis,
which
you
didn't
see,
that
cost
benefit
analysis,
but
we're
cranking
it
out
all.
A
Right
and
I
would
say,
my
favorite
aspect
of
this
entire
process
has
been
is
completely
I
mean
completely.
Data
driven
I've,
been
in
90
of
the
meetings,
the
last
18
months
and
my
district
might
have
the
fewest
projects
out
of
all
of
them,
because
there's
so
much
necessity
elsewhere.
So
those
those
benefit
cost
analysis
that
number
next
to
them.
A
All
really,
you
know,
shows
the
big
picture
so
yeah,
so
November
December
I
want
everybody
to
try
to
find
a
couple
days
to
where
you
know
we
can
sit
down
with
h,
t
b
with
with
Ron
and
Parish
president,
all
of
them
and
kind
of
look
at
these
30
projects.
So
I
just
wanted
to
make
everyone
aware
of
that.
Mr
Lambert.
You
have
a
question
comment.
E
You
know
I
I
I.
We
really
need
something
here.
As
soon
as
I
say
we
got
November
December,
but
a
lot
of
the
stuff
has
been
on
the
books
and
I'm
telling
you
people
are
waiting
for.
H
Q
Yeah
and
so
as
we
review
the
projects-
and
we
put
them
in
the
order
for
which
we
can
attack
them
one
by
one,
it
will
be
whether
we
own
the
property
already
whether
we
have
permits,
and
so
that
is
going
to
be
ranked
to
see
you
know
on
delay.
Q
So
we
can
move
on
some
almost
immediately
based
on
that
information
and,
of
course,
funding
so
we'll
have
to
have
budgetary
things,
but
yes,
that's
exactly
board,
commissioner
Lambert
getting
at
and
exactly
what
we're
going
to
plan
to
do
as
we
take
these
and
reshuffle
these
32
priorities
on
what
we
already
have
accomplished
in
the
projects,
because
some
of
them
we
do
on
the
property
some
of
them.
We
do
have
right
away
and
servitude
already
existing
some
of
them.
Q
A
G
That
you
want
to
yeah
I,
just
wanted
to
kind
of
provide
a
few
updates
for
some
agenda
items
that
previous
meetings
we
had
approved,
one
being
Shadows
at
manchac,
Phase
One.
That
was
let
forbid,
and
the
bids
came
back
today,
so
that
project
is
moving
forward
and
Hartman
is
reviewing
the
bid
tabs.
So
probably
at
the
next
strange
board,
meeting
we'll
be
making
recommendation
on
the
bid
on
that.
G
G
The
qualifications
are
due
on
that
on
October
20th,
as
John
mentioned,
the
Marvin
broke,
Pump,
Station
and
Levy
upgrades
qualifications
are
due
on
the
13th
of
October,
and
our
survey
and
retainers
are
out
for
RFQ
as
well,
so
that'll
be
due
on.
They
actually
end.
They
were
due
to
last
week.
G
R
Good
evening,
Mr
chair
board
good
to
see
y'all,
it's
been
a
while,
so
we
got
August
and
September
report
guys.
We
turned
a
lot
of
dirt
during
these
months.
You'll
see
in
his
report,
so
I'm
gonna
go
through
him,
pretty
quick,
it's
getting
late,
but
it's
a
pretty
good
slides
a
lot
of
tree
removal
still
going
on.
This
is
mostly
just
monthly
things
that
are
falling
maintenance
from
our
Waterway
crew.
R
So
you'll
see
a
few
in
New
River,
Little,
Old,
Jefferson
Highway,
some
more
New
River
continuing
our
roadside
Ditch
Projects.
These
are
all
done
by
work
order.
A
residence
place
in
so
they're
prioritized
by
you
know
how
they're
affecting
those
residents
so
a
few
shots
of
that
kind
of
work,
and
you
can
see
the
extensive
work
we
did
here
and
what
value
we
brought
to
off
of
Church
Point
Road.
R
There
off-road
at
bro
Street
installed
a
little
maintenance
Culvert
to
allow
or
vegetation
crew
and
our
trainers
Crews
to
to
work
these
off-road
ditches.
We
do
that
from
time
to
time.
Culvert
maintenance,
Crews
we're
hitting
these
things
pretty
hard
documenting,
failed
culverts,
sinkholes
things
like
that.
Pretty
good
program
is
working.
I
know,
y'all
heard
me
brag
on
it
from
month
to
month,
but
it
really
is
working.
Well,
we've
got
areas,
we've
we've
helped
even
with
some.
R
Some
very
bad
covers
just
getting
them
unblocked
and
letting
that
water
flow
more
covert
maintenance,
which
is
opening
opening
up
those
ends
of
the
culverts,
not
a
fun
job.
But
boy
tell
you
really
hurts.
It
really
helps
Cannon
Road
during
the
process
of
repaving.
This
road
had
a
little
issue.
R
Emergency
job
found
a
covert
covert
issue
below
a
driveway
that
was
keeping
some
sewer
from
backing
up
in
a
residence
home
so
very
proud
of
our
crews
for
getting
out
there
after
hours
and
taking
care
of
that
Resident
replacing
a
little
driveway
common
job.
There
sinkhole
repairs
and
you
can
see
guys
just
like
all
over
the
parish.
We
have
some
of
that
that
older
metal
corrugated
pipe,
so
that
is
a
very,
very
common
job
in
our
Parish.
R
So
few
more
sinkhole
repairs
this
year's
one
that
y'all
y'all
guys
voted
on
and
I'm
sure
to
Sheriff's
very
happy
to
have
seen
this.
This
went
on
at
the
rifle
range.
You
know
over
off
of
St
Landry.
R
He
waited
a
long
time
for
this,
so
we're
proud
to
say
that
Mr
Jamie's
group
did
a
wonderful,
beautiful
job
and
did
a
did
a
wonderful
job
representing
you
guys,
helping
another
Parish
agency
laterals
you
talk
about
turning
turning
dirt,
Mr
Dempsey
I
noticed
it
in
your
District,
but
man
I
got
to
really
say
our
major
drainage
crew,
we're
doing
maintenance
sweeps
of
this
this
whole
area
and
guys
looking
at
look
at
that
work.
Look
at
how
that
water's
gonna
flow.
R
Look
at
those
culverts
there
I
went,
took
pictures
of
these
and
I
could
not
fight
them
and-
and
it
just
kills
me,
but
that
covert
was
50
blocked
before
these
guys
came
in
and
it
is
just
to
go
out
there
in
person
these
pitchers.
Do
it
no
justice
at
all
the
residents,
I
I
can't
say
enough
about
the
residents
in
those
areas.
R
R
This
is
one
system
and
y'all
note
that
we
will
be
working
with
our
Parish
staff
and
and,
of
course,
y'all
guys
to
see
what
system
we
go
to
next,
but
do
want
to
make
note
that
we
looking
at
this
system-wide
we're
not
just
going
in
and
digging
one
lateral,
but
ton
of
work's
been
done
there
shooting
range
y'all
guys
remember
a
couple
months
ago,
y'all
voted
on
this
look.
We
came
through
for
y'all,
Jamie,
Brown's
crew
did
a
wonderful
job
that
was
a
little
shot
of
before.
R
That
was
some
during
ran
into
a
little
issue
where
it
wasn't
quite
as
much
as
we
talked
about,
but
working
with
the
parish
president
and
or
a
commissioner
here
we
were
able
to
get
it
taken
care
of
and
get
the
permissions
to
go
further.
But
I
want
to
thank
y'all
for
that,
because
I'm
sure
these
kids
are
going
to
get
a
lot
out
of
it,
and
this
group
deserved
it,
but
that'll
give
a
little
idea
the
the
yardage-
and
we
did
take
this
field
from
one
of
our
our
Parish
Lots.
R
It's
so
it
didn't
come
out
of
ditches
didn't
come
out
of
nowhere
else.
It's
it's
good
clay,
completed
work
orders
a
year.
So
far
in
the
nine
months
we've
been
on
this
work
order
system,
we've
had
1321
work,
orders
that
have
been
entered
into
this
system
right
now,
we've
completed
636
work,
orders
about
a
48
completion
rate,
I
found,
and
you
can
that
I
presented
and
you
can
see
to
the
right
on
the
completed
work.
Orders.
R
We
we
get
into
these
laterals
and
dig
these
channels
and
get
the
maintenance
a
little
better,
but
our
guys
are
being
really
consistent
and
at
least
we
can
work
forward
from
there.
R
So
major
drainage
projects
completed
in
August
and
September,
we
completed
the
Vincent
trip,
ditch
project,
which
was
all
all
laterals
off
of
instant
trip:
ditch
Joe
severity,
Bank
ficklin
tier
two
Highway
74,
Adams,
Road
and
L
Landry
cross
culverts,
lower
Gooding,
lateral,
Spa
removal,
covert
replacement,
the
rifle
range
and
also
the
rifle
range
in
Sorrento
and
Ira.
Road.
Lateral
in
progress,
as
you
see,
is
that
Gooding
system,
so
we've
got
four
crews
on
that.
So
we're
trying
to
really
really
focus
on
one
system
at
a
time.
R
So
remember
that
for
me
projected
upcoming
drainage
projects,
Babin
Canal,
shredding,
St
Landry
to
Conway
Bayou,
Smith
Bayou
from
Interstate
to
Ashland,
Stevenson,
lateral
from
Aikens
to
Daigle,
Marty
burrat
from
Merritt
Evans
at
Parker,
Place,
Joe
boy,
David,
Drive,
double
36,
Arch,
coverts,
Roger,
zero,
coverts.
Now
that's
for
emergency
fuel
access
for
the
18
wheelers
that
come
in
from
Marvin
Pro.
R
You
see
a
couple
of
these
we're
just
waiting
on
the
culverts
or
and
that
that
is
still
a
problem
with
that
we
all
see
in
Concrete
Culverts,
especially
it
has
taken
a
long
time
to
get
these
things
so
on
some
more
projects
and
I
think
y'all
seen
that
in
the
transportation
side.
Also,
but
that's
what
I
got
for
you
guys
as
well.
A
I
will
say:
real
quick
I
received
a
phone
call.
Last
week,
Mr
Thad
Bello
asked
me
to
personally
thank
everyone
with
the
kids
shooting
range
on
airline
said
it
was
fantastic,
looks,
looks
better
than
it
ever
did,
so
he
was
extremely
grateful.
Mr
Lawler,
all.
F
Right,
one
thing
mainly
is
that
the
photographs
that
are
taken
I
noticed
that
some
of
them-
those
with
our
app
because
they
have
like
the
date
and
the
map,
a
Google
map
on
it.
R
Yes,
so
we
use
that's
another
time
stamp
out
and
we
do
that
to
document
obviously
the
time
the
date
the
location
location
is
important
to
me,
because
I
originally
not
from
this
Parish
I,
want
to
know
exactly
where
it
was
at
so
but
yeah.
F
That's
pretty
good,
well
tell
your
Crews
that
are
taking
a
good
doing
a
good
job,
taking
pictures
absolutely
and
I've
mentioned
to
a
man
right
next
to
me
that
my
favorite
road
name
in
Ascension
Parish
is
bang
Finland
I,
don't
know
who
he
was
I'm
sure
Dempsey
knows
him
was
related
to
him.
I
still
have
to
give
me
a
little
education
on
that
later
on,
but
I
love
seeing
that
on
there.
B
P
Yeah,
it
is
I
just
had
one
question
and
I've
kind
of
touched
on
this
question
before
the
work
orders
and
what
we
have
complete
and
what
we
have
out
of
the
year.
Is
there
any
way
out
of
the
complete
orders?
We
can
categorize
the
ones
that
you
can't
really
say
that
didn't
meet
what
the
people
wanted,
because
I
mean
most
of
I
mean
I,
guess
which
ones
we
didn't
do
anything
out
of
all
of
those
orders
say
we
couldn't
do
anything
as
a
right
away.
P
R
We
actually
did
work
so
you're
heading
in
the
direction
that
we've
been
looking
at
in
the
last
month
or
two
Mr
Jairus
has
been
working
with
us
on
that.
So
we
we
have
different
task
codes,
so
some
of
that
gets
put
in
a
different
task
by
that
supervisor.
When
they
find
out
that
same
information,
you're
asking,
then
we
can
pull
a
report
on
it.
C
R
P
But
I
was
thinking,
possibly
even
if
you
look
at
it
from
the
different
aspects
of
the
labor,
because
you
have
your
guys
that
go
out
there.
Scout
the
labor,
so
I
mean
that's
not
going
to
be
involved
in
in
that
part
of.
If
we
spend
money
on
this
project
because
they're
going
to
evaluate
it
anyway,
but
maybe
see
okay,
if
we
have
our
grass
cutting
or
ditch
digging
guys,
so
we
can
put
that
labor
to
that
project
and
we
can
see
okay
well.
P
R
I
I
just
wanted
to
say
thank
you
all
the
work
and
obviously
the
goudin
is
in
my
district,
but
you
know
during
those
hard
rains,
I
spent
the
better
part
of
an
entire
day
tracing
the
Gooding
back
through
and
back
to
New
River
back
towards
Tiggy,
where
we
saw
a
lot
of
water
back
up
and
then,
in
the
days
after
that,
it
kind
of
stacked
up
and
and
I'll
say
that
you
know
you
guys
are
being
very
thorough
on.
I
You
know
catching
all
parts
of
that
system,
and
you
know
I
know
that
we
have
other
problem
areas
that
we're
going
to
be
working
on.
But
it's
much
appreciated
and
I've
seen
a
lot
of
the
work
firsthand
it's
it
looks
very
good
and
you're
right.
All
the
residents
have
responded
well
to
just
seeing
that
work
done.
There
was
a
lot
of
silting
in
a
lot
of
places
where
the
Gooding
meets
New,
River
and
I.
Think
all
this
work
being
done
is
going
to
help
move
that
water
faster.
E
Thank
you,
Mr,
chair,
I,
appreciate
you
having
Joe
Barr
Road
conference
on
that.
Do
we
have
any
idea
when
those
box
covers
are
coming
in
no.
R
Sir,
not
at
this
time,
I
I
do
know.
Mr
Davin
has
been
working
with
Finance
one
of
the
things
this
year
was
the
the
coverts.
The
bid
was
won
by
an
out-of-state
company,
so
we're
working
to
see.
How
can
we
prioritize
getting
those
coverts
in
when
they
can't
meet
a
certain
deadline
and
that
that's
a
lot
of
I
would
imagine
Finance
has
to
work
that
in
with
legal
it
was
as
early
as
late
as
last
week.
Daven
was
working
on
that
because
we're
we're
seeing
where
we're
nine
months,
10
months.
R
Now
and
unfortunately,
the
local
companies
have
lost
those
bids.
E
Gotcha,
the
other
thing
was
the
villagov
is,
maybe
Ron
can
help
us
see.
We
got
yep
Jade
a
few.
G
G
Of
see
where
this
apartment
is
pretty
well
wrapping
up
the
the
bid
package
and
the
specifications
on
all
three
of
those
sites,
what
we
need
to
do
now
is
make
sure
and
get
what
finances
for
is
the
budget
on
that
DMC
we're
pretty
much
ready
to
go
with
the
plans
and
specs.
We
just
have
to
make
sure
that
when
we
go
to
bid
it,
we
have
the
funds
available,
because
I
think
we're
at
1.2
is
what
the
budget
came
up
with
that
project.
G
So
we're
just
waiting
on
verification
from
Finance
to
make
sure
can
we
move
forward
in
2022
or
do
we
have
to
wait
for
the
budget
to
go
into
play
in
2023?
So
that's
where
we
are
with
that,
but
plans
are
ready.
Q
Yeah
I
just
wanted
to
add.
There
has
been
a
tremendous
increase
in
the
cost
of
Concrete
Culverts
I'd.
Imagine
that's
going
to
stretch
into
concrete
lining
it's
something
that
the
board
and
administration
have
to
be
have
to
pay
very
special
attention
to
our
revenues,
if
not
kept
up
with
inflation,
and
so
we're
gonna
have
to
really
really
look
at
how
we
stretch
these
projects
and
what
these
bids
may
come
back.
Q
So
it's
going
to
be
a
challenge
for
us
until
either
this
price
has
come
down
or
our
revenues
go
up
in
order
to
keep
paid.
So
I
just
want
to
make
the
board
aware
of
that.
I
could
just
tell
you
that
the
cost
per
foot
on
the
concrete
colors
are
astronomical.
It's
just
it's
blowing
our
mind
on
how
much
they've
increased.
Even
those
gas
prices
have
come
down.
It
seems
like
there's
a
delay
and
and
the
other
products
coming
down,
and
they
only
keep
going
up.
Q
B
Thank
you,
Mr
chairman
no
I
just
want
to
kind
of
echo
what
Dow
said.
A
lot
of
work
going
on
in
my
district
is
not
unnoticed.
Everybody's
everybody's
calling
and
thanking
me
and
I
also
want
to
thank
Ron
personally
and
his
staff
for
the
quick
response.
We've
gotten
a
lot
of
calls.
You
know
the
weather's
drying.
Aren't
they
out
here.
Working
but
y'all
have
responded
and
gone
to
each
individual's
home
and
my
district
and
spoke
with
them.
So
I
just
want
to
appreciate.
You
know,
show
my
appreciation
for
that.
C
T
Foreign
good
afternoon,
everyone
covering
the
last
two
months
of
August
and
September,
just
like
Jade
I,
got
a
good
bit.
So
let's
get
get
going.
One
last
update
for
sandbags.
The
vendor
has
completed
the
100
000
bags
that
we
have
ordered
and
they're
currently
sitting
all
nice
and
pretty
wrapped
up
on
pallets
and
look
at
Lamar
Dixon
Bar
number
one
Lifehouse
crew
spotlights
got
some
before
and
afters
here
at
manchac
Harbor
on
73
and
Jefferson
Crossing
Bluff
Road
from
Oak
Alley
Auto
Meadow.
T
They
were
also
part
of
getting
Alligator
Bayou,
all
cleaned
up
and
ready
to
go
for
the
grand
opening
spraying
behind
the
work
that
they've
been
doing,
because
the
significant
amount
of
work
that
they
do
do
in
the
areas
we
try
to
make
sure
we
get
herbicide
on
them,
they're
working
with
our
litter,
Crews
down,
Cannon,
Road
and
also
miss
Caso.
This
is
73
and
10.
T
yeah,
as
you
can
see
in
that
bottom
right
picture,
the
first
servicing
that
they
did
back
in
September.
They
hauled
off
about
70
bags
of
batch
and
stuff
that
they
cut
out
of
the
medians
so
clear.
There's
a
limit
on
that
and
I
think
we
only
managed
to
break
one
window
an
entire
day,
so
that
was
that
was
great
quadrants
Spotlight,
it's
Mowing
and
spraying
had
guys
in
the
Northwest
going
down
the
KCs
line
between
duplexes
and
post
office
off-road
on
ballpark
at
the
pumping
station
off
Henderson
Bayou,
going
down
74.
T
off
the
Les
cheniere
lateral
I
did
want
to
point
out
the
orange
tractor.
There
is
not
stuck
that's
just
how
deep
they're
able
to
get
when
the
ditches
are
drying.
They
can
climb
right
on
out
Road
Spring
crew
Spotlight,
so
I
want
to
make
sure
I
start
mentioning
them.
I
caught
these
guys
working,
Jackson
Street
down
in
Darrow,
getting
everything
sprayed
down
there
also
caught
my
other
crew.
The
other
day
they
were
going
down.
T
Moody
Dixon
our
tree
crew,
Benny
and
his
guys
were
extremely
busy,
beginning
of
August
with
all
the
school
bus
obstructions.
This
is
one
down.
Spelman
Wells,
also
working
a
lot
with
drainage.
This
particular
one
was
on
Jeff
Street
treated
and
Fallen
across
on
right
here,
also
working
again
with
drainage,
pulling
tree
debris
out
of
my
inner
cease
to
give
y'all
a
quick
update.
T
We've
recently
have
finished,
30,
429
and
73.,
and
our
red
screen
crews
are
working
on
getting
those
sprayed
just
as
soon
as
it
starts
to
green
back
up,
we'll
hit
it
for
maximum
efficacy.
T
And,
let's
see
there,
we
go
all
right,
so
work
order,
metrics,
it's
it's
just
amazing
how
much
the
data
is
similar
between
mine
and
Jades.
We
were
getting
in
about
an
average
of
200
coming
in
from
the
month.
This
is
what
the
is
coming
in
through
the
call
center,
not
our
own
internal
Generations,
as
you
can
see
the
trans
Sergeant
taper
off
down
the
141
last
month
and
only
26
so
far
this
month.
T
T
What
we've
been
able
to
do?
We
definitely
hit
our
Peak
production
point
so
far
to
date,
as
we're
working
in
munis,
August
and
September,
we
were
hitting
around
130..
T
T
A
quick
status
snapshot
of
what's
up
date,
that
57
percent
represents
about
680
work,
orders
that
we've
completed
so
far
since
we've
been
in
the
immune
system
since
April
what
we
did
just
in
August
there
you
go
seeing
our
road
obstructions
with
our
tree.
Crews
was
out
number
one
with
everybody
going
back
to
school,
back
in
August
hand,
cleaning
and
servitudes
and
cutting
off
roads
in
September
last
month.
T
It's
off-road,
off-road,
off-road,
off-road,
we've
been
doing
nothing,
but
off-road
here
lately
completed
work
orders
in
October
off-roads
out
in
the
lead
again
so
far,
a
quick
update
for
our
Lifehouse
contract
with
what
has
been
spent
with
drainage
and
vegetation.
We're
currently
left
at
295,
000
left
for
the
overtime
I'm
sure
y'all
been
seeing
us.
We've
been
out
almost
every
weekend
trying
to
get
caught
up.
T
You
can
see
where
we
were
at
taking
care
of
431
when
we
completed
and
finished
up,
42.
73
and
429
recently
finished
30..
We
started
on
Black
Bayou
this
last
weekend
and
still
continuing
into
this
week,
we're
still
working
on
black
value.
T
T
T
A
Any
questions
comments
for
Mr
Lambert.
E
E
Yes,
it's
probably
we've
been
talking
about
what
we're
trying
to
do
the
Improvement
for
the
the
concrete
structure,
all
the
way
back
around
to
Smith
art,
okay,
and
if
y'all
can
finish
it
up,
but
I
want
to
send
out
a
great
thanks
to
look
all
of
the
supervisors,
right-of-way
agents,
all
the
employees.
We
are
coming
off,
one
of
the
hottest
Summers
that
we've
I
know
I've
had
to
deal
with.
E
T
And
WAFB
had
actually
posted
that
this
July
was
the
top
10
in
rainfall
this
year.
So
we
went
from
so
much
rain.
We
couldn't
do
anything
until
all
of
a
sudden
dry
spell
so
we're
making
making
hay
while
the
Sun's
shining
that's.
Q
Yeah
I
just
want
to
note
that
you
know
conversations
with
Johan
is
to
take
advantage
of
this
dry
weather
and
sunny
weather,
so
we
got
them
working
overtime
on
weekends.
This
is,
as
we
appear,
to
reach
the
end
of
the
growing
season.
This
is
where
we
kept
work,
orders
and
start
tying
up,
Loose
Ends.
So
as
we
go
into
winter,
we
have
it
all
start
back
in
January
zero
to
ensure
so
the
spraying
and
spraying
is
critical
as
we
enter
into.
Q
We
began
to
close
out
all
those
work
orders,
so
you
start
to
see
that
number
dwindle
as
the
growing
season
in
years.
In
the
end,
and
we
start
entering
into
winter,
we
will
have
the
majority
of
our
crews
start
taking
vacation
as
we
approach
the
end
of
the
year,
and
so
we'll
have
some
some
mixed
Crews
and
some
shuffling
some
people
around.
Q
But
this
is
certainly
the
opportunity
for
us
to
catch
up
on
a
lot
of
work,
orders
and
close
the
end
of
the
year
we've
just
been
blessed
with
some
sunny
weather
and
lack
of
rain
here,
and
so
off-road
has
become
a
priority.
Due
to
the
fact,
we
don't
tear
up
too
much
property
when
we're
in
these
dry
phases
here
and
so
that's
why
off-road
has
been
a
priority,
but
I
want
kudos
to
the
vegetation
crew
for
working
weekends
and
and
getting
it
knocked
out.
So
thank
you.
Thank.
