is
looking
at
a
seven

a
half
billion
dollar
investment
in
the
West
Bank
that
would
create
350
new
permanent
jobs
and
that
during
construction,
it's
estimated
that
46
million
dollars
of
sales
and
use
tax
revenue
would
be
generated
and
that
over
the
life
of
this
project,
437
million
in
direct
property
tax
revenue
will
be
collected
for
the
parish
and
that's
483
million
dollars
total.
And
then
the
exemption
amount
with
the
itep
would
be
approximately
359
million
over
the
10
years.

energy
I
want

Real
briefly,
I've
been
told
to
keep
it
three

five
minutes,
so
I'm
gonna
do
that.
So,
as
Kate
indicated,
we
are
looking
at
investing
about
seven
and
a
half
billion
dollars.

The
project
will
be
producing
clean
hydrogen,
slash,
clean
ammonia
and
basically,
what
we're
doing
is
we're
producing
this
product
for
the
energy
sector
as
the
globe
is
pursuing
a
clean
energy
alternative,
we're
looking
to
generate
an
energy
source
that
can
capture
over
98
of
the
carbon
during
manufacture
and
then
provide
basically
a
carbon-free
solution
for
both
firing
power
generation
devices
globally,
as
well
as
the
emerging
shipping
market.
For
that,
as
Kate
also
indicated,
we
will
be
creating
350
full-time
jobs.
These
will
be
locally
hired
people,
the
vast
majority.

fact,
we
are
looking
at
put
in
employment
and
training
programs
to
assist
people
that
otherwise
may
have
barriers
to
employment
to
come
to
work
for
us.
What
during
construction
will
Peak
at
about
1500
construction
workers,
even
though
we'll
modularize
and
bring
in
a
fair,
probably
40,
to
60
percent
of
the
plan
under
modules,
is
still
a
tremendous
construction
effort.

us

commercial
operation

we're
bringing
in
natural
gas
and
we're
converting

hydrogen.
So
in
our
process,
it's
an
endothermic
where
everything's
contained
inside.
So
we
split
the
natural
gas
molecule
apart.
Carbon
goes
with
some
water
to
form
CO2
that
goes
to
storage.
The
hydrogen
molecules
come
in
and
we
produce
hydrogen,
then
from
that
we
convert
it
to
ammonia
and
the
reason
we
convert
it
to
ammonia
is
because
it's
very
expensive
and
difficult
to
transport.

Hydrogen
stores
at
a
negative,

degrees,

Ammonia,
is
minus
30
degrees
C.
So
we
can
ship
ammonia.
We
can
transport,
ammonia,
actually
power
generation.
That
thing
of
that
service
of
Industries

burning.
The
ammonium
and
the
Marine
Fleet
is
actually
looking
at
ammonia
as
its
alternative
fuel
source.
So
you
can
deliver
at
the
market
and
split
and
pull
the
hydrogen
back
out
of
that
or
you
can
use
it
just
as
ammonia
as
an
energy
subject
in
itself.

of

CO2

stores

see

a
different

but
there's
certainly
a
lot
of
people
in
this
Parish
that
use
that
that
lake,
so

that
something
we

technical
standpoint,

it's
probably
the
safest
measure
known
to
man,
but
let
them

talk

it,

they
would
love

do

the
last

misinformation

Europe,

will

using
it

putting

hydrogen
pipelines
to
use

fuel
cells

truck

that
sort
of
stuff.
That's
what
they're
looking
at,
but
most
of
the
industry
that's
currently
demanding.
It
is
actually
decided
that
ammonia
is
a
safer
and
better
product
to
deal
with.
So
again,
that's
not
something
we
do.
We
we
produce
the
hydrogen
turn
it
into
a
ammonia
and
sell
it
to
our
clients.

dealing
with
it
extracting
the
carbon
separating
it

mean
I
can
imagine
a
worst
case
scenario

type
of
explosion.

I

correct

if

but

you
take
ammonia
and
you
crack
it
to
get
back
to
hydrogen,
you
produce
nitrogen.

that's

byproduct

deal

through
scrubbers
through
a
catalytic
scrubbers
from
our
standpoint,
bringing
in
natural
gas
and
then
cracking
the
hydrogen
out
of
the
natural
gas
molecule.
The
CO2
stream
goes
directly
into
compression
into
Danbury
storage
line.
So
that's
never
exposed
to
atmosphere.

project

exemption
for
this
project

a

a
one
sentence
overview.
Is
our
company
takes
hard
to
recycle
Plastics?
That
would
otherwise
be
bound
for
landfills
and
converts
them
into
a
feedstock
that
petrochemicals
can
use
to
make
new
plastic
resin
the
project?
We
actually
have
one
project
on
our
construction
currently
in
Ohio,
and
there
is
another
project
like
this
actually
in
operations
in
Ohio.

So
while
it
sounds
like
a
new
idea,
it
is
in
existence,
but
the
basic
process
is
called
paralysis,
which
is
taking
large
Kilns
about
1200
degrees
and
heating
things
in
an
oxygen-free
environment,
so
that
the
chemical
makeup
of
the
of
the
plastic
feedstock
isn't
changing
from
the
Kiln
you'll,
get
a
it
basically
vaporizes
everything
from
the
vapor.
We
then
put
it
through
condensation
to
cool
it
down,
to
create
a
paralysis,
oil
and
a
paralysis
and
gas.

Those
two
products
are
then,
are
then
taken
by
other
petrochemical
companies
to
to
further
refine
them
into
a
new
plastic
feedstock
unchanged,
and
it
can
be
an
infinite
Loop.
You
can
recycle
it
as
many
times
as
you
need
to
so
a
quick
overview.
The
site
we're
looking
at
is
Enduro
it's
350
million
dollars.
We
will
have
five
full-time
employees
for
with
our
company
and
we'll
be
using
a
third-party
contractor
for
30
full-time
operation
and
maintenance
positions.
It's
about
a
three-year
construction
period
which
would
have
about
250
jobs.

feedstock
would
be
coming
in
VIA,
Rail
and
truck,
so
we
will
have
rail
facilities
on
our
properties
and
the
outbound
project.
The
outcome
outbound
products
would
be
piped
off
so
on
our
facility
we'd
have
rail,
we'd
have
Conveyor
Systems
to
move
our
feed
stocks,
we'd
have
silos
to
hold
the
feedstock
and
then
what
is
very
similar
to
General
petrochemical
we'd
have
Kilns
Towers
things
like
that,
and
then
Kate
has
walked
through
the
economics.

our

we
believe

being
very
involved
with
in
the

way

companies
can
participate
in
our
Recreation
programs
around

parish,

curious
about
the
heavy
Plastics
and
what
type
of
plastics
do
you
do.

Plastic
feedstock
will
be
coming
from
post-industrial
or
post-consumer.
So,
if
you
have
a
you
know
large
consumer
manufacturing
plant
and
they
have
50
000
empty
bottles
that
weren't
used
because
they
changed
the
product
line.

lot
of
those
end
up
in
the
trash
right
now,
so
we
actually
reach
out
to
get
the
post-industrial
plastic
or
even
just
the
cuttings,
from
the
moldings.
Anything
like
that.
We
are
also
looking
at
sorting
Municipal
trash,
so
we're
reaching
out
within
this
area
and
other
parts
of
the
country
to
build
in
sorting
lines.

jobs

and

part

depend

typically
runs

analysis

almost
positive,
that
for
the
previous
project
it
was
1400,
indirect
jobs
that

supported,

on
the
needs
for
additional
housing,
hotels,
restaurants,
retail,

support

project
of
that
size
and
then
all
the
jobs
that
are
associated
with
those
support
activities,
including
valves
equipment,
rental.
Everything
else
that
that
will
supply
that
plant.
And
it
would
be
the
same
thing
for
this
one
too,
but
on
a
smaller
scale,
because
it
is

direct
employees.
So
it
would
maybe
be
tens
of
indirect
jobs.

projects,
there

tremendous
numbers

jobs

are
associated
with
those
projects,

many

our
constituents
are
there
employed

little
difficult,
sometimes
to
manage
because
of
the
impact
they
have.
It's
also
important
that
we
realize
how
many
people
they
employ
not
only
in
the
specific
project
but
across
the
parish
and
other
ancillary
work.

the
itep,
so
Mauser
USA
is
a
plant
located
in
Geismar
and
they
manufacture
industrial
bulk
containers
that
go
to
the
larger
industrial
plants
around
the
area,
and
previously
they
have
been
before
the
council
for
non-compliance
in
the
past,
and
we
did
just
get
the
letter
from
Led
stating
that
they
were
non-compliant
for
the
2021
year
of
their
contract,
for
they
met
the
jobs,
but
they
did
not
meet
the
payroll.

short
of
their
payroll
goal,
so
the
last
time
that
they
came
before
the
council.
The
resolution
from
the
council
recommended
a
future
penalty
equal
to
the
percentage
of
payroll
shortfall

any
one
year

non-compliance.

consideration
and
went
to
the
aedc
board
of
directors
and
narrowly
they
recommended
conforming
with
the
wishes
of
the
council

levying
the

penalty
on

assesses
penalties,
they
put
it
on
the
last
year
of
the
contract.

they

they're
gonna
go
out
and
hopefully
raise
some
good
funds
and
get
some
projects
going
in
some
of
our
Parks,
which
are
much
needed,
and
so
this
is
a
Cooperative
Endeavor
agreement
that
will
allow
us
to
do
business
with
them
to
start
working
with
them
and
then
I
think.

way
we've
kind
of
worked
it
out
is
subsequently,
as
we
go
along
every
project,
every
kind
of
big
fundraiser,
we'll
kind
of
go
through
and
do
additional
ceas
on
that
to
be
able
to
to
work.
That
out
is
that.

real

our
mission
and
vision
for
the
park
foundation.
So
the
mission
of
the
Ascension
Parks
Foundation
is
to
improve
the
health,
wellness
and
quality
of
life
while
conserving
green
space

Ascension
community
and
we're
going
to
do
that
by
working
with
the
Parish
of
Ascension
Recreation
Department.
We
also
want
to
improve
access
and
give
different
options
for
recreation
in
the
parish.

and
six
other
board
members
I'm
just
here
presenting
on
our
behalf.

This
is
at
Paula
Park,
so
they
went
out,
they
planted
trees,
I
think
they
planted
about
eight
of
them
and
it
was
mainly
in-kind
donations
and
our
foundation
was
there
to
help
support
them,
but
then
also
bridge
the
gap,

that
there
is
between.
You
know,
residents
wanting
to
get
involved
in
the
community,
and
you
know
Michael
getting
tons
of
requests,
so
we
were
able
to
to
help
get
them
together
and
plant
some
trees
and
then,
lastly,
this
is
our
board
of
directors.

everything

been
working
with
Michael
on

You

I
was
hoping
that
some
of
the
People
Ministry

stayed

get

people
from
industry
to
see
that
now
there's

opportunity
that
when
they
have
donation
dollars,
they
can
look
at
Ascension
Parish.
They
haven't
been
able
to
do
that

them

give
back
to
Ascension
Parish
in

way
they
couldn't
do
it

but
it's
not
just
for
Big
Industry.

this
is
for
everyday
people
that
want

involved

help

Parks.

we
have
a
way
to
do
it.

so

waterways

offering
opportunities

our
young
or
in
possibly
entrepreneurs
that
are
getting
out
of
high
school
to
do
some
type
of
rentals.

rental

offer
where

little
place
built
and
people
can
lead
to
places
or
different
ideas
like
that

think
you
could
get
some
people
within
the
community
that
have
larger

to
donate
to
the
land
and
same

with
the
in-con
services

get,

get
some
people
involved
to
maybe
do

of
these
buildings
or

to
donate
some
material.

really
not
only

in

friends

their
young
kids
or
in

place

guides

can
