Description
Finance Committee - June 6, 2023
A
All
right
I
will
call
to
order
this
finance
committee
meeting
on
June,
6,
2023.,
Madam
Secretary,
it
looks
like
councilman
Malone
saw,
is
out.
He
did
tell
me
he
was
sick
and
councilman
ogeron,
councilman
Lawler
told
me
he
was
going
to
be
late
and
councilman
Robert
is
out.
A
The
chair
has
no
additions
for
tonight.
So
we'll
go
on
a
public
comment
number
four.
Anyone
wishing
to
speak.
Yes,
sir,
oh
I,
skipped
right
over
that
invocation
and
pledge
my
bad
coach.
Will
you
can't
lead
us
an
invocation
and
pledge.
B
You
want
to
date
into
it.
That's
right!
That's
Bob
with
hands,
please
most
Heavenly
Father
as
we
come
and
assemble
ourselves
here
tonight,
we're
very
grateful
and
so
thankful
that
allowed
us
to
be
here
tonight.
We
pray
Lord
that
you
bless.
The
meeting
tonight
bless
all
that
have
come
tonight.
I
expect
you
bless
this
Parish
of
Ascension
moving
forward.
We
thank
you
for
the
many
many
blessings
that
you
have
put
Upon
Us
of
this
Parish
of
a
sentence
and
Lord
God.
B
A
A
Okay:
let's
try
that
again.
Thank
you,
Mr
Lambert,
for
catching
that
I
was
gonna,
go
straight
through
without
so
public
comment.
Anyone
that
wants
to
speak
on
any
agenda
item
just
right
over
there.
Those
red
and
green
slips
fill
it
out,
give
it
to
Miss
Ashley,
and
she
will
be
glad
to
give
you
your
three
minutes
when
it
comes
up
on
that
item.
A
We'll
move
on
to
item
five
general
business
item,
a
approval
of
an
intergovernmental
agreement
between
the
parish
and
the
Amy
River
Basin
commission
to
provide
the
parish's
Drone
equipment,
including
an
operator
to
Pilot,
said
drone
to
the
Amite
River
Basin
commission
for
purposes
of
obtaining
aerial
footage
of
the
Amite
River
Basin,
the
Comey
diversion
project.
The
video
will
contain
the
Ascension
Parish
21
logo.
C
So
this
this
is
a
opportunity
to
do
two
things:
the
Comey
River
Project.
Obviously
you
all
know
understand
and
heard
the
history
of
that
it's
going
to
reduce
levels
and
divert
water
to
the
Mississippi
River
up
at
the
Comey
level,
so
that
it
doesn't
come
down
the
Amite
River
and
we
don't
have
the
issues.
I,
think
the
estimates
were
half
a
foot
to
a
foot
adjustment
or
in
relationship
to
what
that
project's
going
to
do.
C
Project
has
been
going
on
for
extreme
amount
of
time,
so
I
think
we
have
the
ability
to
kind
of
showcase
our
staff
here
and
also
learn
about
the
particular
project
of
the
co-me.
So
the
work's
not
supposed
to
exceed
two
months,
but
they
will
assist
in
having
our
staff
go.
D
E
A
Any
other
questions,
any
objections.
All
right
motion
moves
forward:
Item,
B
approval
of
renewal
of
one
year
with
Security
Services
contract
between
Ascension
Parish
government,
Lamar,
Dixon,
Expo,
Center
and
Merchant
Security
Services
Inc
in
the
amount
of
104
thousand
dollars
to
provide
one
unarmed,
uniform
security,
Support
Officer
from
4
30
pm
to
8
AM
7
days
a
week
to
provide
proactive
deterrence
to
criminal
activity,
enforce
policies
and
procedures
and
Aid
management,
employees
and
guests.
F
It's
one
officer
at
a
time
it's
several
shifts
throughout
the
year,
but
it's
one
officer
at
a
time
to
make
sure
that
we
have
24-hour
coverage
on
the
property.
F
B
F
We
have
an
RV
operation,
so
we
have
to
kind
of
have
some
money
on
site
in
case
of
emergencies
at
all
times,.
G
F
A
Any
other
questions,
okay,
do
I,
have
any
objections.
All
right
motion
carries
Madam
Secretary.
Please
note
that
Mr
Robert
Mr
Lawler
have
arrived
all
right
item
C
approval
for
Paris
Quint
mall
to
approve
and
sign
the
Cooperative
Endeavor
agreement
with
TNT
building
consultants
for
use
of
the
parking
lot
of
Lamar
Dixon
at
a
cost
of
25
000
a
month
to
include
parking
lot
upgrades
and
complete
turf
field
for
Lamar
Dixon.
D
H
F
We
have
the
TNT
guys
here
as
well
to
talk
about
the
operation
standpoint
of
it.
Would
you
like
to
kind
of
Step
Up.
I
Thank
you
Mr
chairman
members,
so
the
whole
Crux
of
the
reason
we
put
this
together
was
really
to
try
and
soften
the
blow
of
the
traffic
that
will
likely
increase
to
some
level
as
you're
dealing
with
some
of
the
industrial
expansion.
So
what
what
this
project
will
do
is
allow
us
to
park
up
to
4
000
vehicles
and
keep
those
Vehicles
off
of
Highway
30.
I
that
won't
those
Vehicles
won't
be
parked
at
one
time.
That
would
be
a
sort
of
a
they'd
ebb
and
flow
out
of
the
parking
lot
and
then
from
there
they
would
be.
The
workers
would
be
brought
to
the
different
industrial
sites
that
would
utilize
the
parking
area.
So
really
the
whole
plan
behind
it
is
to
help
help
with
the
traffic.
H
I
Absolutely
and
and
as
the
as
the
process
starts,
and
it
begins
to
be
utilized,
at
least
for
the
foreseeable
future.
It
will
be
a
Monday
through
Friday
operation,
but,
as
you
know
there,
there
are
multiple
ways
to
get
in
and
out
of
the
facility,
and
so
as
as
the
plan
moves
forward,
we'll
make
sure
that
we
use
the
Ingress
egress.
That
makes
the
most
sense
when
the
recreation
side
of
things
is
is
being
utilized.
H
Okay,
thank
you,
Miss
kazza,
yes,.
J
I
Yeah
I
think
you
know,
so
we
will.
We
will
be
responsible
for
as
at
any
time
that
it's
in
operation,
we
will
have
people
in
place.
They
have
to
make
sure
that
people
get
get
parked,
as
they
should
so
it'll
be
monitored
by
us
at
all
times
that
it's
operational.
J
Restriction,
she
assured
me
that
the
foundation
is
supportive
of
this
process.
She's
very
excited
about
the
potential
and
the
utilization
of
Lamar
Dixon
in
this
way,
so
I
just
wanted
to
let
my
fellow
councilman
know
that,
and
certainly
I
was
pleased
to
hear
that
from
her
I
think,
that's
it
for
me.
Thank
you.
D
K
Yeah,
so
this
and
I'll,
if
I,
can
hold
it,
where
everybody
should.
I
See
let
me
get
back
to
the
microphone
here.
This
area
right
here
will
be
the
the
footprint
of
the
parking
lot,
and
one
of
the
things
that
is
included
in
the
cea
is
that
if,
at
any
point
you
end
up
under
a
state
of
an
emergency,
the
the
parish
would
would
have
the
ability
to
utilize
the
parking
lot,
which
will
be
much
improved
because
we're
going
to
spend
quite
a
quite
a
bit
of
money,
making
it
a
a
substantial
parking
lot.
I
A
It
okay,
thank
you.
Mr
Lambert,
Mr,
Auber,.
I
Well,
it's
it's
gonna
it'll
ramp
up
as
as
different
projects
move
forward,
but
at
no
time
will
you
have
we'll
have
the
ability
to
park
four
thousand
vehicles,
but
you'll
never
have
at
any
point
in
time
four
thousand
vehicles
coming
in
all
at
once,
four
thousand
leaving
all
at
once,
it'll
be
a
you
know.
You
you'll
have
a
group
of
people
that
get
Bust
from
the
work
site,
they'll
hop
in
their
vehicles
and
leave
while
they're
leaving
you
might
have
some
more
coming
and
going
so
I
believe.
I
On
top
of
that,
you
know
one
of
the
things
we
had
a
good
discussion
with
Kyle
about
is
that
On,
Any
Given
major
event.
You
move
four
plus
thousand
vehicles
in
and
out
of
the
facility
right
now,
so
I,
don't
think
we'll
ever
have
a
situation
to
where
we're
having
to
move
that
many
vehicles
all
at
once.
G
One
time
but
yeah
so
we're
looking
around
2000
is
estimated.
My
my
concern
with
that
is
exactly.
As
you
said,
the
volume
of
vehicles
that
we
handle
for
events
is
it's
not
it's
not
handled
I
mean
it's
handled
great
for
the
infrastructure,
that's
there,
but
you
have
traffic
backed
up
all
the
way
to
the
interstate,
a
lot
of
times
by
the
way
to
where
the
interstate's
backed
up
to
Prairieville
yeah.
G
Yeah,
if
that
was
on
a
daily
basis,
that
that
would
be
a
nightmare
and
right
in
in
my
eyes,
and
the
reason
that
it
doesn't
make
sense
to
me
is
because
you
have
a
two-lane
road
going
into
there
coming
off
of
a
really
busy
road,
Highway
30.
And
then
you
have
another
two
like
well.
G
F
F
G
F
N
I
want
to
add
something
real
quick,
so
the
4000
would
be
at
any
time
at
Peak
capacity
right
and
there's
staggered
shifts
with.
So
it's
not
just
one
individual
facility,
it's
multiple!
So
if
you
have
staggered
shifts-
and
it
starts
in
phasing
right,
so
the
first
phase
would
be
500
and
be
developed
as
a
and
back
to
the
point
with
traffic
coming
in
and
out
at
any
time
in
the
morning.
These
guys
would
be
coming
between
the
hours
of
5,
30
and
6
30.,
and
so
they
don't
all
show
up.
G
K
N
Also
keep
in
mind
another.
Another
point
is
a
lot
of
these
folks
that
are
coming
in,
for
these
projects
are
from
out
of
town.
They
can
also
facilitate
a
lot
of
RV
parking.
We
anticipate
out
of
the
4
000
somewhere
between
three
to
five
hundred
folks
will
be
staying
on
site
in
the
RV
park,
and
so
that
actually,
the
that.
M
Thank
you.
This
isn't
really
for
y'all
or
they'll
call
you'll
be
interested
when
we
built
the
edenborn
extension
back
in
2017
and
planted,
we
made
sure
that
we
had
enough
land
that
we
could
add
two
more
Lanes
to
that
to
eventually
have
four
lanes
going
in
and
out.
So
if
this
is
something
that's
really
going
to
work
out
well,
we
do
have
concerns
about
it.
The
cost
of
adding
two
more
Lanes
along
there
will
not
be
nearly
what
it
was
before,
because
we
have
the
land
I.
M
M
G
I
G
Okay,
I
would
strongly
suggest
looking
at
some
with
with
easier
egress,
more
Lanes,
less
traffic.
A
I
do
have
a
motion
and
a
second
do
I
have
any
other
questions
or
comments.
Any
objections.
A
His
screen
was
locked,
he's
good.
All
right
looks
like
the
yays.
Have
it
motion
case.
Thank
you,
gentlemen.
Thank
you.
Thank
you
appreciate
it.
A
Okay
item
D
Ascension
Economic
Development
to
introduce
Honeywell
International
for
approval
of
participation
under
the
itep
under
the
2018
rules.
Miss
I
have
a
motion
by
Mr
kagnolotti,
a
second
book
I.
Would
too
please
Ms
MacArthur.
We
have
a
motion
a
second.
We
still
want
to
hear
from
you.
O
Right
well
good
evening:
Honeywell
is
putting
a
fifth
production
line
for
their
acline
unit
and
that
is
used
to
produce
sanitary,
thin
film
plastic
for
the
packaging
of
pharmaceutical
pills
and
tablets.
This
expansion
would
be
at
their
geismarck
facility
and
38
million
dollars
of
capital
investment
with
four
new
jobs
over
the
30-year
life
of
the
project.
O
A
I
have
a
motion
in
a
second
do:
I
have
any
questions,
any
objections,
all
right
motion
kicks
approval
of
intergovernmental
agreement
between
the
parish
and
the
Ascension
Parish
Sheriff
to
facilitate
the
establishment
of
A
needs,
assessment
and
strategic
plan
for
opioid
awareness
determine
how
to
effectively
use
the
settlement.
Funds
I
have
a
motion
for
Mr
Lambert,
a
second
for
Mr
cagnolotti.
Do
you
have
any
questions?
A
A
Second,
from
coach
any
objections.
Any
questions
motion
carries
item
G
approval
of
amendment
number
two
to
Cooperative
Endeavor
agreement
between
Ascension
Parish
government
and
Nicholls
State
University
to
allow
the
university
to
operate
and
administer
the
West
Ascension
Early
Childhood
I
have
a
motion
from
coach
and
a
second
from
his
Kazo.
Do
you
have
any
questions?
A
Any
objections
motion
carries:
let's
see,
item
H
presentation
of
volunteer
Ascension
annual
report
and
approval
of
requests
for
funding,
Ms
Sherry.
P
Good
evening
everyone
I'm
Sheri
dennig
with
volunteer
Ascension
and
is
part
of
our
Cooperative
Endeavor
agreement.
It's
my
job
to
come.
Let
you
guys
know
what
we've
been
up
to
since
we
spoke
last
so
I'm
going
to
be
real,
quick,
but
just
go
over
what
we've
been
up
to
and
one
of
my
sheets
fell
out
so
we'll
go.
If
you
can
just
move
to
the
next
slide.
I'll
go
off
of
here.
Oh
I'm,
sorry
I
didn't
see
it
there.
Okay.
P
Okay,
special
Tuesday,
that's
this
is
a
program
that
we
kind
of
took
under
our
wing
from
Miss
Bobby
Blanchard.
She
still
is
in
charge
of
it,
but
it
is
an
opportunity
for
kids
and
adults
with
special
needs
to
come
together
for
a
day
of
fun
at
Gonzalez
Primary.
P
In
fact,
we
fed
110
people
today
the
program
to
started
near
nearly
30
Years
Ago
by
a
grandmother
in
her
backyard,
who
wanted
to
make
a
safe
space
where
people
other
children,
such
as
her
grandson
with
special
needs,
could
feel
like
they
could
play
and
enjoy
one
another
and
belong.
So
we
wanted
to
keep
that
tradition
going
and
help
Miss
Bobby
with
that
our
Community
Partners
are
BASF
Atmos
Energy
in
Gonzales,
Primary,
School.
P
And
I
want
to
talk
just
for
a
moment
about
a
grant
that
we
got
with
Capital
Area
United
Way.
As
many
of
you
know,
there
is
an
Ascension
Parish,
Vision
Council,
where
United
Way
is
coming
to
us
to
talk
about
what
are
your
needs
as
small
nonprofits
in
Ascension
Parish
and
based
on
the
input
that
we
give
them
grants.
P
Their
grants
are
written
based
on
the
needs
of
Ascension
in
Paris,
which
is
fantastic,
and
what
they've
come
up
with
is
an
Alice
Grant,
which
is
asset,
limited
income
constrained,
employed
individuals
or
families,
and
through
that
Grant
we
were
able
to
provide
the
following
services
to
Working
Families
that
were
seriously
one
emergency
away
from
either
losing
a
vehicle
being
evicted
or
worse,
and
it
has
been
an
absolute
game
changer
for
us.
In
my
opinion,
this
is
a
silent
population.
They're
not
used
to
asking
for
help
they're
at
least
one
two.
P
Sometimes
three
jobs
in
a
family
just
to
make
ends
meet
and
we've
been
able
to
come
alongside
them,
do
case,
work
and
help
them
to
get
to
the
next
step
and
remain
in
their
homes,
keep
their
vehicles
and
continue
to
do
what
they're,
what
they're
doing.
But
in
addition
to
that,
we're
also
offering
some
financial
literacy
and
some
budget
planning,
which
is
helpful
in
these
cases,
and
it's
been
extremely
beneficial
to
us
and
to
the
clients.
P
It's
been
some
great
case
work
that
we've
that
we've
done
here
and
just
to
give
you
an
idea
as
far
as
what
we
were
able
to
help
people
with
major
and
minor
car
repairs
and
maintenance,
we
had
nine
of
those
that
we
took
care
of
and,
if
you
think
of
it,
this
is
how
you
get
to
work
and
if
you're
on
a
very
strict
budget
and
not
a
lot
of
money
and
not
a
lot
of
savings.
P
If
something
happens
with
your
car,
I
mean
we
had
two
three
situations
in
particular
where
people
were
about
to
lose
their
jobs
and
we
were
able
to
come
alongside
and
help
them
with
that.
Fifteen
hundred
or
two
thousand
dollar
repair
that
kept
them
working
car
notes.
Car
insurance
tires
inspection,
stickers,
rent
and
mortgage
payments,
12
keeping
people
in
their
homes.
When
there
was
a
time
when
it
was,
there
was
a.
It
was
just
a
time
where
they
could
really
make
ends
meet
emergency
shelter.
We
had
three
of
those
and
groceries
and
gas
16.
P
We
had
173
connections
with
these
clients,
so
we
were
working
very
closely
with
them
and
it
was
more
than
just
helping
we're
building
relationships
with
people
and
trying
to
come
alongside
them
and
help
them
to
not
or
to
get
out
of
the
cycle
not
to
just
stay
where
they
are,
but
to
make
that
next
step
to
be
able
to
to
go
further.
The
estimated
hours
of
case
work
was
87
and
for
those
of
you
who
don't
know,
we've
had
two
employees
since
the
very
beginning.
Just
two
employees
we've
learned
a
lot
along
the
way.
P
We've
done
a
lot
of
case
work,
which
is
something
that's
been
new
to
us,
but
since
2016
that
all
changed,
we
learned
a
lot
about
casework
and
collaborative
efforts
within
the
parish,
and
it's
just
it's
really
come
in
handy
for
us,
and
so
that
is
that's
really
our
concept,
a
hub
concept
of
collaboration
with
other
agencies
and
other
small
non-profits
and
churches.
Just
for
everybody
to
come
together
and
take
a
piece
of
the
puzzle.
P
So
the
estimated
hours
of
work,
as
we
said,
was
87
hours.
We
helped
16
families,
which
is
51
people,
six
individuals
for
a
total
of
57
people.
So
we're
really
proud
of
that,
and
there
will
be
another
cycle
of
this
coming
up
and
we'll
we
will
continue
to
apply
for
these
grants.
They've
been
very,
very
helpful
for
people
in
Ascension
Parish.
P
These
are
our
connect.
Teens
I
told
you
guys
about
this.
Last
time
we
have
kids
from
ages
12
to
17..
It's
a
summer
volunteer
program
and
the
kids
are
selected
through
application
and
an
interview
process
which
I
love,
because
kids
aren't
used
to
sitting
across
the
desk.
You
know
for
an
interview
and
that's
something
that
we
want
to
be
able
to
teach
those
soft
skills
and
have
them
become
very
comfortable,
not
only
communicating
with
their
peers,
but
also
with
adults,
and
that
is
part
of
our
mission
there.
P
The
program
includes
leadership,
training,
soft
skills
and
also
financial
literacy,
we've
partnered
with
Hancock
Whitney
on
that
and
that's
been
a
huge
aspect
for
us
this
year.
It's
our
22nd
year
we've
had
567
youth
which
have
participated
since
the
beginning
and
that's
over
11
000
hours
volunteered
right
here
in
Ascension,
Parish
and
five
of
these
kids
were
with
me
today
at
special
Tuesdays
working
and
I'm
gonna.
Do
a
quick
recap
on
our
school
tools
from
last
year.
Of
course,
this
is
coming
up
again
this
year,
but
the
value
of
the
supply
is
collected.
P
Thirty,
two
thousand
four
forty
one,
forty
four
total
volunteers,
38
total
volunteer
hours,
226.76
school
uniforms,
the
number
of
uniforms
requested
by
school,
counselors,
259
and,
as
you
know,
we
work
directly
with
the
counselors
at
each
school.
They
contact
us
directly
with
sizes
and
information
on
the
uniforms
that
they
need,
and
it
is
always
our
goal
and
in
most
cases
we
can
accomplish
that
to
get
those
uniforms
in
the
hands
of
the
kids
before
they
get
on
the
bus.
In
the
afternoon
the
value
of
the
uniforms
delivered
to
schools
was
1554.
P
and
the
value
of
additional
pieces
was
243
and
what
that
means
is,
if
we
don't
have
a
size
and
our
inventory
that
we
keep
in
our
office
we'll
go
to
Saks
and
we'll
purchase
those
from
from
Saks.
So
we're
looking
at
a
total
of
1797.
connect.
Teens.
Last
year
we
had
14
volunteer
hours
or
two
a
little
over
240
and
the
VA.
The
value
of
the
volunteer
hours
was
71
91.89
and
the
independent
sector.
P
P
It
is
always
we
couldn't
do
it
without
our
partners,
which
they're
all
listed
here,
and
even
the
huge
list
of
in-kind
people
that
come
alongside
us
and
I
love
that
we
have
such
great
Partnerships
and
relationships
with
agencies,
churches
and
other
non-profits
here
in
Ascension.
So
whatever
we're
doing
we're
pulling
other
people
into
it
and
we're
doing
so
much
more
together
as
a
community.
So
thank
you
and
if
you
have
any
questions,
I'm
sorry.
A
P
P
Sir,
yes,
sir,
in
fact,
we've
been
we've
been
getting
involved
with
the
wag
Center
too.
We
have
with
the
with
Easter
egg
hunt
and
we're
also
trying
to
to
work
with
spending
a
day
in
Donaldsonville
each
week
and
we're
working
toward
that
now.
So
very
good,
yes,
sir.
Thank
you
very
much.
Yes,
sir.
Thank.
E
In
some
programs
and
some
of
the
projects
they
work
on
phenomenal
and
also
I
want
to
mention
they
do
have
a
seat
at
the
oep.
When
we
have
a
disaster,
she
sits
there.
One
of
her
staff
sits
at
that
at
those
briefings
and
they
they
get
volunteers
to
come
and
help
all
the
time,
especially
during
the
disaster.
So
I
wanted
to
make
that
point
as
well.
Yes,.
E
A
J
L
P
A
S
so
I
do
have
a
motion
in
a
second
to
have
more
questions.
D
D
A
A
You
all
right
item
I
approval
to
make
the
second
installment
payment
of
42
500
for
professional
liability
coverage
for
the
Ascension
Parish
government,
health
care
workers,
total
contract
amount,
89,
122
and
50
cents
with
iron
shore,
Mr
Hughes.
Here
I,
don't
see
him.
A
Okay,
I
have
a
motion
by
Mr
Robert,
a
second
by
Mr,
cagnellotti
and
I
have
a
question
from
Mr
Lawler.
M
We
don't
have
a
contract
or
anything
on
this
one.
Either
though
we
don't
know
the
42-5
doesn't
add
up.
Is
that
what's
actually
owed
or
is
that
just
a.
Q
So
the
total
amount
is
the
the
89
000
we
had.
We
had
to
make
two
installments
just
to
make
sure
we
met
the
deadline
for
the
for
the
coverage,
and
so
the
first
installment
was
under
that
50
000.
That
comes
to
the
council.
So
the
second
amount
is
the
the
larger
amount
that
that
needed
to
come,
because
the
contract
then
is,
is
going
to
be
added
to
and
it's
going
to
be
over
over
the
50
000.,
and
it
was
just
because
of
a
deadline
that
we
needed
to
to
make
for
making
the
actual
payment.
Q
Q
I
think
it
was
one
of
those
things
the
the
our
provider
was
trying
to
find
the
best
rate.
Also,
you
know
we
were
trying
to
figure
out
with
our
lady
the
lake,
where
they're
going
to
stay
our
employees.
Were
they
not
going
to
stay,
and
now
we
know
there
are
employees,
so
that
made
this
much
more
important
to
make
sure
we
get
it
done.
Okay,.
M
Let's
just
maybe
for
the
next
meeting,
so
we
know
exactly
how
much
we're
paying,
because
we
don't
know
what
we
paid
before
they
I
know.
We
have.
You
have
89
122.5,
but
if
we
had
a
first
installment,
we
don't
know
what
that
first
installment
was.
A
Okay,
so
I
have
a
motion
and
a
second
any
other
questions.
Any
objections.
Okay,
carries
item,
J
discussion
of
Shaw
contract;
Service.
Excuse
me:
straw,
Construction,
Services,
contract,
Mr,
Dawson.
R
S
T
Good
evening,
everyone,
my
name,
is
Stanwood
Duvall
I'm,
a
lawyer
I
represent
Shaw
Construction
Services.
My
experience
at
these
kind
of
things
that
y'all
probably
really
don't
want
to
hear
from
me,
so
I'll
introduce
Mr
chuckle
greca
he's
with
Shaw
and
Paul
Ladner
who's
been
the
guy
here,
mainly
on
the
job.
They
both
put
shawl
construction.
So
questions
they're
here
to
answer.
U
U
We
went
through
covid
I,
don't
need
to
convince
anyone
of
the
impact
that's
had
on
a
small
construction
company
and
a
lot
of
weather.
We've
got
almost
a
year
and
a
half
of
weather
days,
but
at
this
point
we
are
99.5
complete.
We
only
have
left
I,
believe
eight
services
to
complete
and
we
also
you'll
see
wet
well,
two
that
still
needs
a
design
change.
V
Were
some
you're
good?
There
were
some
design
flaws
in
the
project
that
we,
when
we
first
started
out,
I
kept
asking
questions
in
rfis.
Actually,
this
job
has
70
74
rfis.
V
With
questions
asked
when
we
first
started,
the
gas
company
actually
had
put
the
new
gas
Main
and
gas
services
where
the
sewer
systems
were
supposed
to
go
the
sewer
systems
and
the
sewer
services.
So
we
we
had
to
work
around
that
and
just
delays
on
responses
from
the
rfis
to
to
proceed
with
the
project.
V
V
Eight
services
and
then
went
well,
two
has
been
redesigned.
V
T
U
T
We
need
approval,
yeah
I,
think
that's
one
of
the
I
guess
something
that's
up
in
the
air.
There
has
been
no
approval
yet
for
for
Sean
to
begin
that
work.
U
S
V
I
would
like
to
put
a
deadline
for
July
31st.
That's
what
Jeremy.
V
You
we
have
discussed
in
our
meetings
in
the
progress
meetings
at
July.
31St
would
be
the
end
of
the
contract,
substantial
completion,
we'll
walk
through
the
the
repair,
the
punch
list
and
completely
be
out
of
here
by
July
31st.
T
That
that's
the
change
order,
the
next
agenda
item
for
the
what
well
number
two
yeah.
V
Oh,
that's
a
man
holding
that's
well
too
and
yeah.
What
what
happened
is
the
initial
design
on
wet?
Well,
two
failed,
the
so
they
did.
They
actually
moved
wet
well
too,
from
the
original
place
that
it
was
supposed
to
be.
They
had
Soul
boards
from
the
original
place
where
it
was
supposed
to
be
and
never
done,
Soul
boards.
So
when
they
designed
it,
it
was
a
design
flaw
because
it
sunk
in
the
area
it
was
in.
So
we
tried
to
stabilize
it
a
couple
of
times.
V
Then
the
new
engineer
designed
to
where
we
could
shift
the
wet
well
over
to
the
right
several
feet
to
get
out
of
the
position
that
we've
worked
in
for
the
last
year,
trying
to
stabilize
that
that
area,
it's
diverting
the
pipe
from
straight
angle
to
a
45
degree
angle.
V
V
Yes,
sir,
the
manhole,
we
we
put
a
foundation
under
the
manhole
to
stabilize
that
manhole
and
tie
the
pipe
in.
V
V
S
V
S
T
That
would
not
be
something
that
Shaw
would
be
able
to
do.
Obviously,
Shaw's
not
doesn't
have
any
contract
with
Evans
and
Graves.
It's
contract
is
with
Ascension
and
obviously
ascension's
contract
would
be
with
Evan
and
Graves
as
well,
so
so
I
would
I.
Couldn't
we
couldn't
answer
that
question
other
than
to
say
that
we
we
certainly
have
not.
W
If
I
can
speak
it
on
that
issue
traps,
we
have
had
discussions
about
that
bill
and
I
have
talked
about
it.
We
haven't
we
we're
trying
to
get
to
the
conclusion
of
the
project
before
we.
W
We
addressed
that
issue,
but
Dean
Dean
came
on
this
recently,
determined
that
there
was
an
engineering
flaw.
Let
the
engineering
firm
go,
got
a
new
engineering
firm
who
determined
that
this
was
a
bad
spot
and
moved
the
wet
well
and
now
we're
trying
to
finish
it
up.
Well,.
S
K
X
X
S
U
Me
it
was
very
painful
for
us
too,
to
be
here
four
years
on
a
one-year
contract.
Many
many
obstacles
have
been
overcome
and
we
have
been
working
diligently
with
the
engineers,
and
you
know
we
get
pushed
aside.
X
T
I
I
think
it's
a
lot
to
do
with
design
flaw.
There's
been
what
three
attempts
at
Wet
well
number:
two
already
the
trenchworms
had
to
be
increased.
There
was
some
rfis
on
that
that
increased
the
dollar
amount.
So
that
would
be
a
good
bit
of
the
increase.
W
There's
a
lot
of
moving
parts
to
this.
We
need
Dean
here
to
fully
explain
it
and
he's
on
vacation.
Unfortunately,
this
week
when
it
comes
to
liability
issues,
I'd
rather
do
that
in
executive
session.
Suffice
to
say
there's.
We
believe
that
there
is
fought
to
be
spread
around
and
I
would
like
to
I'd
like
to
sit
down
in
an
executive
session
and
go
over
each
part
of
that
with
with
the
council,
maybe
at
the
next
council
meeting
with
Dean.
A
For
now,
yes,
for
now,
I
do
have
a
couple
other
comments,
but
I
actually
have
somebody
from
the
public
that,
like
to
speak,
Mr,
Burnett,
Mr,
Brian,
Burnett,
I'm
gonna,
give
him
his
three
minutes
and
then
I'll.
Let
everybody
answer
their
questions.
A
Y
My
name
is:
I
live
at
38073
Highway
22
along
the
whole
project
area,
they've
been
working
on
this
now
for
four
years
they
tore
one
of
my
driveways
up
in
the
beginning
and
they've
never
fixed
it
back
the
way
it
was
I
think
that
that
needs
to
be
addressed.
The
entire
high
side
of
Highway
22
has
been
undermined
and
it's
getting
big
ruts
and
holes
in
it
and
the
amount
of
traffic
that
comes
through
the
plant.
Y
You
know
from
the
plants
and
stuff
like
this
it
to
for
them
to
put
things
back.
The
way
they
were
they'd
have
to
redo.
Almost
that
whole
side
of
the
road
from
here
reveal
on
into
Dallas
just
about
it's
in
poor
and
terrible
shape.
Y
You
got
places
where
you're
driving
along
and
your
car
wants
to
pull
you
off
in
that
ditch,
not
to
mention
I
got
about
300
and
something
feed
across
the
front
of
my
place
that
I
used
to
be
able
to
cut
every
week
along
the
ditch
all
the
way
to
the
road
it's
impossible.
They
got
gullies
and
stuff
that
have
never
been
fixed
and
addressed
properly.
Y
I've
talked
to
Mr
Paul.
Several
times
he
assures
me
that
my
driveway
is
going
to
be
fixed
back
because
I
ride
a
motorcycle
and
getting
out
across
that
growl
up
on
the
Edge.
It's
it's
impossible
sometimes
and
I
just
want
to
make
sure
that
we're
going
to
be
taken
care
of
and
put
back
the
way
we
were
number
one
and
as
far
as
the
project
itself
are
we
going
to
have
to
be
mandatorily
hooked
up,
because
I've
got
kids
that
live
over
600
feet
off
of
the
highway
away
from
this
project.
Y
Well,
they're
going
to
have
to
be
paid,
you
know
single
income.
Families
have
to
be
paid
to
to
make
that
route
all
the
way
out
to
the
highway,
where
the
things
that
and
stuff
like
that,
when
they
just
built
their
home
in
the
last
three
years
and
we're
told
to
put
in
you,
know
sewer
systems
to
take
care
of
what
they
had
and.
A
O
V
R
V
U
V
And
this
is
referred
back
to
Evans
and
Graves,
saying
here:
here's
a
sketch
of
driving
Timber
piles
for
a
pile
cap
on
it
well
without
without
tying
that
pile
cap
into
the
the
timber
piles
it
didn't
hold,
so
it
shifted
more
the
subsurface.
The
reason
is
a
design
flaw
is
they
did
not
have
a
soil.
Soil
bore
to
be
able
to
design
it
to
the
proper
stability
of
the
ground.
G
So
you're
saying
that
the
ground
wasn't
the
the
ground
foundation
in
the
ground
wasn't
strong
enough.
Yeah.
T
T
Bounced
Soul
boring
tests
for
the
second
wood
Wells.
No,
it
failed.
Then
a
sold
one's
test
was
approved.
That's
when
they
went
back
in
that
day,
but
the
engineers
had
go
back
with
the
timber
piles
several
piles
were
put
in
and
that
again
failed,
and
so
it's
a
construction
company
we're
just
bound
to
to
do
the
job.
Ask
for
the
plans
and
specifications
guys.
G
V
Shifting
it
over
25
feet
or
so,
and
the
engineering
firm
that
come
out,
we
talked,
and
we
designed
it
a
little
bit
different.
We're
we're
driving
Timber
piles
longer
Timber
piles
than
what
was
designed
on
the
first
second
go
around
now
we're
tying
the
rebar
into
the
timber
piles
to
where
it
can't
push
up
or
go
down,
and
it's
going
to
be
a
bigger,
concrete
foundation.
V
U
G
On
I'm
not
finished,
why
did
we
not?
Why
did
we
do
this
three
times
the
same
thing
three
times
I
mean
this
should
have
been
brought
to
us
the
second
time.
Definitely
by
the
third
time,
I
mean
I
I,
there's
I'd
like
to
talk
about
it
in
an
executive
session.
There's
definitely
more
thought
to
be
passed
around
than
just
the
engineering
I
mean
to
some
point,
but
thank
you.
I
appreciate
y'all.
A
A
A
Okay,
perfect
next
one
great
Mr,
Lawler,
okay,.
V
A
New
mustache
scares
me
all
right.
Well,
let's
move
on
to
item
k.
Then
approval
of
change
order,
number
nine
Shaw,
Construction,
Services,
Ascension,
Parish,
sewer
program
improvements
for
an
additional
scope
of
services
for
an
additional
amount
of
82
588
dollars.
The
total
contract
amount,
five
million
56
150.
J
This
until
the
next
meeting-
and
it
can
be
the
council
meeting
coming
up
or
whenever
the
the
administration
believes
it
can
wrap
its
arms
around
this,
get
us
something
in
that
we
can
review
as
far
as
the
timeline
whatever
and
I
like
any
delays,
we
need
to
know
who's
been
responsible
for
that,
and
then,
at
the
end
of
that,
we
could
make
a
decision
how
we
move
forward.
I,
don't
have
any
objection
to
to
this
moving
forward.
J
I
think
that
the
challenge
is
what
we
do
after
this
to
be
able
to
grabble
with
the
things
that
cause
the
delays,
so
I
I'm
happy
to
make
a
motion
that
we
handle
this
I'd
like
to
see
this
thing
get
done
and
finished,
and
then
we
can
move
on
to,
and
so
as
part
of
that
motion
I'd
like
to
or
as
a
second
motion,
which
is
fine
with
me,
Mr
chair.
Whatever
you
want
to
do,
let's
vote
on
the
first
one
and
I'll.
J
A
E
A
Is
we're
going
to
go
ahead
and
we
have
a
motion
to
approve
change
order.
Number
nine
I
have
a
second
for
Mr
cagnolotti
I
have
a
couple
of
of
do.
You
still
want
to
speak,
or
are
you
going
to
speak
in
a
second
okay,
Mr
Lawler.
M
J
L
D
D
Okay,
I
want
to
make
sure
that's
that's
known,
because
we
not
only
I'll
speak
for
for
my
my
company,
but
all
utilities
will
be
glad
when
this
project
is
over
and
it's
just
it.
We
don't
want
to
miss
the
the
main
thing
that
we've
been
trying
to
do
here,
we're
getting
waste
water
out
of
ditches
and
we
yeah.
You
know
this
is
what
the
parishes
wanting
to
move
to,
and
we
just
need
to
finish
it
up.
Thank
you.
Okay,.
A
J
To
make
a
motion,
everybody
can
help
me
with
the
language
if
they'd
like
that,
our
legal
counsel
and
administration
provide
us
with
a
very
thorough
timeline
history
of
this
project.
We
don't
want
to
whitewash
it.
We
want
to
know
where
the
delays
have
been
and
why
and
we
want
to
be
able
to
make
a
decision
or
at
least
consider
our
options
for
read
for
approaching
the
engineering
firms
to
reimburse
the
parish
for
these
expenses
that
have
been
incurred
as
their
designs
were
flawed.
M
Yeah
I'll,
second,
that,
but
we
have
a
lot
of
projects
that
are
getting
delayed,
whether
it's
we
have
transportation
projects
that
are
getting
delayed.
We
have
sewage,
we
have
Recreation
projects.
We
want
we're
trying
to
get
done
so
I'd
like
to
not
just
on
look
at
this,
but
look
at
our
whole
process
as
a
whole,
because
we've
got
projects
all
over
that
just
aren't
getting
done.
Lack
of
Manpower
lack
of
focus,
I,
don't
know
what,
but
it's
it's
an
endemic
problem
lately.
M
A
Awesome
all
right
so
I
have
a
motion
in
a
second
for
Miss.
G
S
A
Yeah,
okay,
so
I
do
have
a
motion
and
a
second
from
Miss
caso's
extra
amendment
to
get
yeah
yeah
extra
we'll
go
with
that
to
get
the
meeting
for
the
next
council
meeting.
Do
I
have
any
objections.
Any
questions
to
that
awesome.
Thank
you
all
right
item.
L
bid
results
in
approval
to
enter
into
contract
for
asphalt,
concrete
pavement
preservation,
2023
with
the
lowest
responsive
bid
submitted
by
material
resources
Inc
and
the
amount
of
948
100.
I
have
a
motion
for
Mr
Robert
in
a
second
for
Mr
cognolotti.
Any
questions.
A
Any
objections
motion
carries
item
m
approval
of
renewal
of
memorandum
of
agreement
between
the
department
of
Army
and
co-applicants,
the
Ascension
Parish
government
and
the
East
Central
Consolidated
Consolidated
Gravity
Drainage

number
one
for
the
Expediting

of
section
10
404
permit
applications
I
have
a
motion
for
Mr
Lambert
in
a
second
for
Mr
cognolotti.
Several.
Do
you
want
to
say
anything?
Are
you
good
I'm?
Good?
Okay,
thank
you.
Any
questions,
any
objections.
No
yes,
ma'am
Miss,
Kazu.
J
Those
of
you
who
are
not
around
when
we
entered
into
this
404
program
with
the
corps.
This
is
a
huge
piece.
It's
it's
worth
the
money
we
spend
spend
on
it.
It
doesn't
mean
that
our
projects
get
done
ahead
of
anybody
else,
but
it
means
that
our
permits
get
looked
at
by
an
individual
who's
qualified
to
do
that
assessment.
When
they
arrive,
they
we
go
to
the
back
top
of
the
stack
so
for
that
gentleman
or
lady
whoever
it
might
be.
So
we
just
appreciate
that
this
is
being
done.
A
Okay,
thank
you
Miss
Council
for
that
explanation.
So
we
do
have
a
motion
in
a
second
and
no
objections.
No
questions,
awesome
item
in
approval
for
Parish
president
Quint
mall
to
enter
into
an
agreement
with
the
capital
region,
Planning
Commission,
Metropolitan

plan;
development
Grant

a

19
546.79.
L
A
Have
a
motion
for
Ms
caso
in
a
second
from
Mr
cagnolotti,
you
have
any
questions.
Any
objections
motion
carries.
Let's
see,
item
oh
approval
of
amendment
number,
one
grant
extension
to
the
memorandum
of
understanding
between
the
national
Recreation
and
park
Association
and
the
Ascension
Parish
government,
Recreation
Department
for
the
south
Louisiana
Fairgrounds,
and
that
includes
Law
Library
of
field
sports
renovation
process,
project
I
have
a
motion
from
coach
and
a
second
from
Mr.
Robare
and
I
have
a
couple
questions.
First,
one
Mr
Lawler.
M
Z
T
Z
Z
June
30th
of
2024.,
no,
it
was
on
our
schedule
for
this
year,
so
this
is
one
that
it
got
approved.
This
grant
got
approved
right
before
hurricane
Ida,
and
so
what
our
plans
kind
of
got
as
we're
working
through
that
with
nrpa.
Once
we
started
deciding,
we
were
going
to
make
some
changes
to
Lala
regira
field
to
and
then
we
got
the
arpa
funds
for
the
airnasium
and
we
were
starting
to
do
more
in
that
area.
Z
We
put
off
this
project
because
we
needed
to
do
some
work
on
that
first
or
needed
to
have
a
plan
on
that.
So
all
those
projects
right
now
are
getting
underway.
So
now
we're
ready
to
go
back
in
with
this,
and
so
from
talking
with
them.
We
decided-
let's
just
throw
another
year
on
to
it,
because
their
book
nrpa's
books
closed
at
the
end
of
June.
So
that
gives
us
another
year
to
get
this
done.
Z
I,
don't
anticipate
it
taking
that
long,
but
since
we're
talking
about
completely
renovating
the
field,
we
want
to
make
sure
we're
ready
for
the
growing
season
and
that
we
can
actually
put
it
in
and
it's
six.
So
we're
not
doing
it
over
the
summer
right
now.
We
can
wait
a
little
bit
and
get
it
properly
grown
in
okay,.
A
Okay,
coach,
Thomas.
B
Mr
King
the
and
listen
to
Mrs,
Terry
and
and
a
couple
other
councilmas.
The
delay
in
his
project.
L
B
Z
We
were,
we
were
prepared
to
do
this
and
fall
of
right
before
Ida
happened,
and
so
this
is
coach
just
make
sure
we're
all
on
the
same
page.
This
is
for
basically
that
290
baseball
field
up
there,
the
right
by
the
fire
department
so
right
there
behind
the
fire
station,
we're
converting
that
into
a
multi-purpose
field.
We
also
are
using
some
of
these
funds
to
gather
some
equipment
and
different
things
like
that.
Z
So
we
put
that
off
until
we
were
going
to
go
ahead
and
do
it
this
year
once
we
got
all
those
other
projects
in
line,
because
we
didn't
know
how
we
were
going
to
be
able
to
kind
of
design
that
area,
knowing
that
we
had
the
issue
coming
with
their
Nation,
so
we
had
to
get
money
approved
for
that
to
be
able
to
do
it,
and
then
we
had
to
get
everything
squared
away
in
the
contract
to
be
able
to
do
or
the
cea
with
the
city
so
that
we
would
be
able
to
do
while
I
was
your
field
and
all
the
other
improvements
over
there.
Z
So
we're
really
just
trying
to
line
up
four
different
projects.
All
in
the
same
area
make
sure
we're
not
running
over
each
other
trying
to
do
all
this,
because,
if
I'm
putting
the
field
out
there,
I
also
don't
want
to
rut
it
up,
while
I'm
going
to
try
to
demo
a
building
and
then
build
something
else
right
next
to
it.
B
Well,
I'm
I'm,
very
happy
and
very
you
know,
concern
that
because
of
the
de
la
laughio
and
as
I
can
remember
in
in
this
situation,.
B
Where
we
normally
normally
don't
have
the
money,
but
in
this
case
we've
had
the
money
and
we
can't
get
things
moving.
You
know
and
that's
that's
very
pleasant
to
me.
You
know
where's,
the
breakdown
would
be
as
far
as
getting
things
going.
I
mean
most
time.
Looking
for
money,
we
can't
find
it,
but
here
this
case
here
we
have
the
money
and
we
can't
get
things
going.
We
can't
get
it
started,
I
mean
get,
get
the
ball
moving,
get
it
rolling.
Z
Oh,
this
is
a
forty
thousand
dollar
Grant
to
several
hundred
thousand
dollar
project,
just
right
there
and
a
couple
million
dollar
project
when
you're
taking
all
of
the
other
ones
into
account.
So
it's
just
a
tiny
piece
of
it
and
we
didn't
have
all
those
funds
together
for
the
rest
of
it,
so
the
rest
of
it
kind
of
came
as
we
were
going
through
this
process.
Well,
so
for
the
field,
specifically
the
multi-purpose
field.
What
this
grant
the
item
on
this
agenda
that
we're
talking
about
that's
forty
thousand
dollars.
B
Z
B
But
we
appreciate
it
and
thank
you.
Z
Z
So
what
we
had
to
do
is
we
had
to
go
back
to
the
vendor
there,
instead
of
a
big
circle,
now
they're
going
to
elongate
it
a
little
bit,
maybe
similar
to
kind
of
like
the
shape,
the
kidney
shape
or
whatever
at
okra,
or
something
like
that.
So
we
have
that
going.
We
are
working
on
a
design
for
our
restroom
there
now
and
we're
also
get
so
we're
going
to
be
able
to
get
the
splash
pad
the
Turf
Mound
seating
area
and
the
concrete
walkway
walkway
on
state
contract.
Z
A
Alrighty
motion
carries
item
P,
contractor
Port
of
all
contract
agreements
enter
into
in
the
month
of
May
Patrick
sent
that
to
us
and
our
actually
did
somebody's
in
it.
I
get
a
lot
of
emails.
Somebody
said
that
to
us
earlier
and
it's
the
Excel
document.
It
has
a
bunch
of
tabs
to
kind
of
explain
all
the
contracts.
So
if
you
guys
have
any
questions
about
that,
Patrick
will
be
glad
to
answer
it
or
oh
Aaron's
got
one
okay
go
ahead.
M
E
Q
We
have
two
different
sheets
now.
Actually
one
with
more
tabs
I
would
have
to
look
into
the
details
so.
M
Yeah,
the
reason
is
that
it's
interesting
is
it's
all
with
the
same
company.
It's
all
at
Lamar,
Dixon
two
of
them
are
the
same
building,
and
if
you
combine
them,
it
would
exceed
fifty
thousand,
but
we've
separated
them
out
to
all
be
under
fifty
thousand,
which
is
suspicious
and
they're
all
signed
on
this
they're
all
the
same
term.
M
What
it
says,
ditech
our
new
disk,
Tech
control
systems
two
or
for
trademark
and
I
mean
they're
on
there.
I
don't
have
to
read
it
to
everybody.
Z
So
I
can't
I
can't
speak
to
the
entire
thing,
but
some
of
that
is
the
for
the
gym.
So
we
are
separate
from
Lamar,
Dixon
and
so
Recreation
will
be
paying
for
part
of
that
one
I,
don't
know
the
separate
breakdown
of
those
I'd
have
to
go
back
and
look
at
it,
but
we
are
covering
the
Gen,
the
new
gym,
the
old
gym
and
then
I
believe
the
trademark,
which
is
also
tied
into
that
same
Chiller
that
we
have
for
that,
and
so
we
do
share
some
of
those
controls.
Q
Foreign
well
and
again,
we'd
have
to
look
at
them
and
I'm
trying
to
look
at
it
on
my
my
computer
to
see
what
they're
all
for,
if
they're,
for
the
same
thing,
if
they're
for
service
contracts
are
they
all
the
same
thing?
I
know
some
contracts
came
to
council,
but
I,
don't
know
which
ones
again
I'm
just
looking
at
this
code,
but
we
can
look
at
that
and
get
back
with
you.
Okay,.
Q
Times
you
know
what
what
I
would
ask,
and
especially
with
this
one,
because
it's
so
voluminous
we've
got
288
contracts.
If
you
have
a
question,
if
you
could
give
us
a
heads
up,
we
can
come
prepared
with
the
answers.
If
you
just
give
me
a
call,
you
can,
if
you're
free
to
call
me
and
then
we
can
try
to
to
get
an
answer
before
that
and
look
if,
if
there's
something
we
said
we're
going
to
get
back
with
you
and
you
don't
hear
from
me,
y'all
got
my
cell.
