First,
let
me
thank
everyone
for
being
out
here
today
on
this
truly
Monumental
long
time
ribbon.
Cutting
the
fish
Bayou
locks
was
a
great
tool
in
controlling
the
future
flooding
and
going
from
a
6x6
box
covered
in
Frog
by
you
to
adding
essentially
a
cut
in
the
road
with
these
new
locks.
The
important
of
having
these
locks
are
basically
a
cut
in
the
road
without
having
to
close
the
scenic
route
of
Alligator.
Bayou
Road
in
a
time
of
Crisis
cannot
go
understated
I'm,
especially
grateful
to
have
Congressman
Garrett
Graves,
a
Pontchartrain
Levy
District
case
of.
A
Especially
councilwoman
Terry
casso
for
always
pushing
this
project
forward
and
everyone
else
that
has
played
such
an
important
role
in
making
this
go
from
concept
to
reality.
I
want
to
give
a
shout
out
to
my
friend
and
neighbor
to
the
west
Parish
president
Mitch
Uso.
We
look
forward
to
working
with
Emeryville.

I'm
equally
impressed
by
the
speed
and
accuracy
of
the
budget
for
this
project
from
our
general
contractor
Warden
Smith,
electrical
engineering,
firm
Parish
engineering
and
structural
engineering,
firm,
Ragland,
aderman
and
Associates
and
others.
This
project
was
built
out
in
May
of
2021
and
I.
Think
we
can
all
remember
the
challenges
we
face
with
weather
at
the
time,
showcasing
even
more
the
necessity
for
this
project,
once
we
were
able
to
overcome
the
flooding,
hurricane-itis
challenges
and,
of
course,
the
covid
material
delays.
This
project
was
constructed
on
time.

Really
excited
open
up
this
new
white
water
rafting
feature.
We
got
bottle
openers
for
the
beer,
it's
going
to
be
great,
no
really
Mr
President.
Thank
you
very

Look.
The
the
public
would
see
when
we'd
have
these
floods.
They'd
see
folks
come
in
and
cut
the
road
and
over
and
over
and
over
again
and
people
just
look
at
like
what
in
the
world
is
going
on.
This
is
this
is
crazy
and
I.
Think
the
solution
here
is
is
absolutely
a
common
sense
solution.

This
is
what
government
needs
to
be
doing
to
provide
a
long-term
solution
here
to
a
a
huge
challenge
that
we
have
in
this
Basin.
That
has
has
just
been
contained
when
we
made
changes
before
any
of
us
were
alive
to
to
buy
you
mancheck.
We
change
the
hydrology
here
and
we're
going
to
have
to
continue
mitigating
that
decision,
to
make
sure
that
that
this
can
be
a
safe
place
to
live
and
I
do
want
to
thank
the
Paris
for
taking
the
lead.
I
want
to
be
clear.
This
isn't
federal
funds.

is
this
is
the
parishes
funds
that
have
been
put
up
toward
this
and
I?
Think
the
pld
also
the
Pottstown
Levy
District,
also
made
a
about
a
seven-figure
investment,
and
this
is
well
in
addition
to
this
all
being
part
previously
of
a
Corps
of
Engineers
assessment
for
Amit,
River
and
tributaries,
which
was
millions
of
dollars
years
ago,
and
so
there's
a
lot
of
history
here.
I
want
to
say
it
again.
This
is
common
sense.

This
is
a
good
first
step
to
ensure
that
we
have
a
way
of
draining
and
driving
in
this
Basin,
but
also
want
to
be
clear,
because
I
know
that
this
is
a
a
huge
priority
for
virtually
everybody
here.
Look.
This
is
one
step,
we're
not
finished
with
this
Basin
in
the
Amy
Basin.

We
have,
as
we
added
up
over
a
billion
dollars
that
are
being
invested
in
the
inmate
Basin
today,
but
we
still
have
vulnerability
in
this
whole
Spanish
Lake,
Bayou,
Paul,
Bluff,
Road
Basin,
and
we're
going
to
continue
moving
forward
till
we
get
the
right
drainage
solution
there
and
that
this
continues
to
be
a
safe
place
to
live,
to
raise
a
family
to
make
investments,
and
so
again
I
just
want
to
I
want
to
thank
the
powers.

Iberville
powers
to
allow
for
this
to
happen.

the
right
thing
to

Ida,
and

prayers

stresses

going

projects
such
as
this
one
sets

tone

significant
funding
constraints
and
the
2012
issues

the
Frog
value
structure,
things
were
definitely
re-looked
at.
So
it's
really
wonderful
to
see
this.
This
plan
come
out
of
the
Amy
River
and
tributaries
Bayou.
Manchac
project
be
the
first
of
many.
Hopefully
the
residents
of
this
area
see
out
of
that.
I
would
really
I
I
can't
let
this
morning
go
without
thinking,
Kimberly
Cole.
She
has
been
just
such
an
integral
part.
You
know
Glenn
Shaheen
as
well
was
we
started
with
GSA
in
2005..

now
2022,
it's
now
becoming
Creed,

knows
it's
taken

long
time
to
see
this

fruition.

voted

Tommy's
Administration
could
have
been
might
have
been
at
Kenny
I,
don't
remember
the
timeline
exactly
and
I.
Don't
remember
the
timeline
because
it
takes
too
long
and
so
I
appreciate
Congressman
graves
in
his
office
and
all
of
the
help
that
they
have
been
to
us
to
to
make
it
come
to
fruition,
to
have
it
happen.

this
is
where
I
live
a
little
bit,
so
as
Congressman
Garrett
gray
stated,
you
know
this
is
this
is
the
first
step
for
this
area.
We've
invested
a
lot
of
money
on
the
Eastern
side
of
the
parish,
with
storm
surge
coming
out
of
Lake,
Maura
Paul
and
the
Amy
River,
Basin
and
and
the
challenges
we
we
face
in
Santa,
Monica
and
AC
and
and
a
lot
of
the
Galvez
as
well.

But
you
know
it's
it's
time
and
I
think
that
may
2021
not
only
2016
but
more
importantly,
May
2021
was
was
a
flood
that
really
opened
our
eyes
to
to
say
and
and
I
remember,
telling
Parish
president
miss
you
so
I
said
we
just
simply
can't
do
this
anymore.
We
can't
sit
here
and
cut
this
road
and
keep
putting
these
Aqua
dams.
A
We
have
got
to
look
for
major
solutions
for
this
area
and
we
are
doing
so
with
the
health
of
Congressman,
Garrett,
Graves
and
other,
as
well
as
our
state
delegation
and
and
others
all
the
way
up
to
the
governor.
We're
looking
at
Solutions
right
now
and
we'll
be
excited
to
announce
those
in
the
future
when
they
come
to
that
point,
but
this
is
the
first
step
and
what
a
what
a
magnificent
structure
to
be
a
first
step,
but
but
this
this
doesn't,
this
doesn't
cure
it.
This
does.
A
This
is
not
the
the
total
solution
for
this
area,
and
so
we're
going
to
keep
battling
we're
going
to
keep
fighting
for
funding
and
and
we're
going
to
do
everything
possible
to
help.
A
And
listen
not
only
Ascension
but
regionally,
because
that's
the
concept
and
we
know
Regional
projects
work
and
so
we're
really
focused
on
a
regional
aspect
and
attacking
flooding.
So
I
want
to
tell
all
the
contractors
who
are
not
here
who
are
watching.
This
has
sent
the
benchmark,
no
change
orders
project
done
on
time.
So
this
is
the
benchmark,
and
this
is
what
I
love
to
see
and
so
I'll
be
pushing
every
future
project
to
be
exactly
the
same,
and
you
know
just
just
tremendously
excited
about
how
this
project
turned
out.
