items
that
are
involved
right
here.
The
first
is
the
status
of
an
intergovernmental
agreement
with
cpra,
dotd
and
pld
to
use
Consultants
I
have
been
working
with
Mr
Peterson.
He
wanted
first
to
work
and
finish
the
the
intergovernmental
agreement
with
cpra,
so
we
are
waiting
for
drafts
back.
As
you
recall,
we
wanted
to
be
able
to
use
the
already
contractual
agreements
that
may
have
been
in
place
by
any
of
these
entities
in
order
to
make
things
move
faster.
So
it's
not
going
to
be
a
intergovernmental
agreement.

will
be
a
what
they
call
mou
or
MOA.
So
one
of
the
things
we're
working
on
in
reference
to
that
the
other
is
you
should
have
in
your
packet.
We
have
had
some
very
final
discussions
with
cpra
Mr

sent

describes
the
process
and
recommendations

how
you
get
in

how
you
get

remained
in
natural
resource
committee
and
it

will
not

probably
enough
time
for
that
bill

get
through
the
entire
process,
but
this
is
the
requested
report
from
representative
Carter

last
meeting

an
update
about
how
the
process
works.

understanding

rules,

now

interpretation
is

remove
50
percent
of
the
debris

there
prior

our
storm

huge
difference.

can
move
forward
with
that

think

ever
ask
to
remove
the
scenic
rivers
from

the

created

storm
water
utility
system,
which
would
allow
municipalities
and
parishes
to
pass
by
a
vote

councils

stormwater
utility
like

Baton
Rouge,

sewer
fee.
This
would
be
a
storm
water
fee.
The
bill
by
representative
Edmonds
requires
now
that
this
would
require
a
vote
of
the
people.
It
has
some
certain
mandates
as
to
the
length
and
term
of
it
that
bill
passed
out
of
the
house
and
is
currently
pending
in
in
the
senate
committee.

which

went
over
is
House
Bill
465

Hodges.
That
bill
remains
in
committee
and
finally
is
Senate.

42,
which
is
the
statutory
creation
of
the
Louisiana
watershed
management
Council
to
statutes,

recall,
we
have
been,
we
have
been
designated
arbc
has
been
designated
as
now
region
9,
and
we
are
in
fact
the
steering
committee
for
that
committee.
That
bill
is
presently
pending
in
on
the
house
floor.
That
bill
is
I
would
expect
getting
ready
to
pass
I'll
answer
any
questions
you'll

legislation.

letters

opposition

Watershed
initiative,
was
created
by
Governor
order,

this
same

to
run
this
through

it

money

Shack
drains
is
draining
poorly
there's
a
lot
of
debris.
It's
hadn't
been
maintained,
it's
a
Scenic,
historic
stream
and
so
that's
been
lifted
to
allow
for
maintenance
of
the
stream
limited
to
just
that
so
for
Iberville
Parish,
all
of
East
Iberville,
which
includes
Sunshine
Carville,
St
Gabriel.

Those
whole
two
points
all
has
to
drain
into
by
your
man
check
by
way
of
allocated
by
you,
so
we're
dependent
on
Bayou
manchac
to
as
an
outfall
to
float
our
Waters
to
give
relief
to
the
city
of
Saint,
Gabriel

Carville
Gillis
long.
All
of
those
a
lot
of
petrochemical
facilities,
we're
subject
to
flooding
there
we're
challenged
and
if

and
on
the
Amy
River
Amy
River
can
be
as
low
as
has
fallen
to
its
natural
levels,
say
seven
foot
lower
than
by
you
manchac,
and
we
can't
figure
out
why
Bayou
manchac
is
perched
in
the
air.
So
to
speak,
it's
just
not
draining
so
there's
been.
Surveys
done.
That's
identified
a
lot
of
debris
on
the
bottom
of
the
channel.
The
channel
is
half
full
even
before
it
starts
raining
so
to
us.
That
means
a
lot
I
think.

Another
part
of
the
project
is
to
look
at
Ward's
Creek
Wards
Creek
is
known
to
drain
up
to
75
percent
of
Metropolitan
Baton
Rouge.
It
starts
at
the
state,
capitol
and
picks
up
all
of
the
water
from
there
to
Government,
Street
to
Corporate
Boulevard
to
Essen,
Lane
bluebonnets,
all
the
way
down
and
it
empties
into
Bayou
manchac.
So
it
too
has
to
drain
through
by
your
manchac
and
the
alignment
where
warts
Creek
enters
into
By
Your,
Man
Shack,
it's
pointing
Upstream,
so
to
speak.

Downstream
would
be
towards
the
Amy
river
which,
by
mancheck
empties
into
so
part
of
the
project,
is
to
realign
it
to
where
the
the
mouth
points
Downstream,
where
it
can
flow
out
a
lot
more
easily
and
there's
some
other
obstructions.
Part
of
this
project
is
also
to
look
at
the
la-427
bridge.
Y'all
might
know
it
is
old,
Perkins
Road
in
front
of
Santa
Maria.

bridge
is
extremely
low
and
it
impedes
the
flow
of
the
water.

see
the
stage
difference
above
and
below
it.

for

storm
water

Pump
Station
project
manchac
cannot

only
solution
anytime,
the
Amy,
River
or
the
Basin
itself
is
inundated
with
flood
waters.

bike
water
event,
possibly,
and
so
you
have
to
have
another
Outlet
of
or
another
way
to
get
that
water
out
of
manchac
and
or
at
least
not
to
contribute
to
it.

What
that
allows
that
to
do
is
it
allows
us
to
pump
New
River
down
and
then
accept
water
from
Spanish
Lake,
which
ultimately
ends
up
in
manchac,
as
well
as
summer
Bluff
swamp,
reducing
those
elevations
and
providing
an
alternative
sending
that
water
into
the
Mississippi
River.
This
is
the
only
project
listed
that
removes
water
from
the
Amy
River
Basin,
completely
and
in
doing
so
is
has
the
benefit
to
each
of
those
parishes
Downstream,
and
so
when
we
have
a
high
water
event,
such
we
had
in
May
2021
the
flooding
area.

With
with
the
aqua
dams
and-
and
all
that
goes
along
with
the
legalities
of
that,
this
provides
an
opportunity
to
not
have
the
Spanish,
Lake
water
or
the
bluff
swamp,
contribute
to
manchac,
allowing
it
to
recede
quicker,
faster
and
then
hopefully
not
having
to
to
employ
different
tactics
or
or
structures
such
as
the
aqua
dams.
So
when
we're
not
taking
water
from
Spanish,
Lake
or
Bluff
swamp,
we
have
the
opportunity
to
split
the
Marvin
bro
Basin
in
half
and
then
all
the
water
in
the
geismarck
Dutch
town
west
of
Gonzales.

That
water
would
then
also
be
put
into
the
Mississippi
River,
therefore
not
contributing
that
water
to
the
Amy
River
Basin,
which
would
possibly
affect
St,
James
and
Livingston.
So
at
any
given
time
that
this
is
utilized,
it
has
benefit
from
a
regional
standpoint,
and
so
this
has
been
looked
at
from
the
Corps
of
Engineers,
probably
two
decades
ago.

just
was
the
funding
wasn't
possible
at
that
time,
and
so
it
just
becomes
very
evident,
as
we
continue
to
put
pumps
along
Alligator
Bayou
Road,
that
there
has
to
be
another
another
solution
and
I
believe
this
is
it
and
so
it
it's
one
of
the
few
projects
that
have
a

Parish
benefit
and
we're
essential
is
willing
to
set
the
O
M,
which
is
critical
most
of
the
other
parishes
with
Pump
Station
options
did
not
want
to
have
or
take
on
the
responsibility
of
the
operation
and
maintenance,

so
that's
a
huge
part
that
will
be
on
ascension,
parish's,
nickel
and
so,
but
the
other
parishes
will
benefit
and
so
I
think
that's
a
big
part
of
this.

upfront
funding
to
go
ahead

start

also
protect
the
highway

Corridor,
which
creates
jobs
throughout
the
region,
not
just
for
Ascension

every
surrounding

economics
to
this
project
as

ability
to
affect
the
Women's
Correctional
Facility

governmental
buildings

as

overall,
it's
just
a

huge

it
without
clearing
out

Amit
River,
it's
gonna
negatively
impact

try
to
address
on
the
lower
a
meet,
so
I
believe
that
this
is

opportunity
to
repurpose.
This
abandoned
lunar
looks
like
a
lunar
landscape
so
for
multiple
uses
and
benefits,
and
maybe
flood
reduction
sorry
to
have
to
throw
that
out.
