A
A
I'm
sorry
I
want
to
go
back
to
item
six.
The
public
comment
on
any
item:
Stacy
had
anyone
submitted
a
card
for
public
comment
or
any
item.
Yeah
okay
I
had
skipped
over
that
I
wanted
to
get
back
to
that
next
item
on
the
agenda's:
public
hearings
to
approve
or
deny
the
following
family
partitions:
a
is
o'bear
Boudreau
property
lots,
3h1
and
3h2
Earls
and
Associates
LLC
Council
District
three.
Yes,
sir
James.
A
A
A
A
Okay,
Stacy
any
any
member
of
the
public
wishing
to
comment
any
cards.
A
Mr
gedri
and
the
in
the
public
comments
the
our
bylaws
allow
three
minutes.
I
just
want
to
advise
you
that
before
you
start.
I
I,
don't
all
I
have
is
some
questions:
I,
don't
oppose
Mr
Simpson's
plan,
but
I
do
have
some
some
questions
about
access
to
that
property,
I
own
the
property
just
south
of
one
of
his
tracks
and
I
want
to
know
if
that
access
is
coming
through.
My
property.
H
H
A
H
I
H
H
I
H
I
Let's
talk
about
that
server
too,
then
it's
on
my
property,
it
it's
approximately
613
feet,
long
with
a
width
of
10
foot,
10
and
three
quarter
feet
from
the
fence
to
the
ditch,
alongside
that,
there's
a
Cove
at
160
feet
from
the
front
of
my
property
that
drains
the
front
of
my
yard
and
a
tail
line
from
my
modad
goes
through
it.
I
I
A
We'll
discuss
this
we'll
discuss
this
amongst.
H
Yeah
I'm
happy
to
address
all
his
comments.
It's
not
an
issue.
Okay
like
so
he
our
client
is,
will
be
responsible
for
maintenance
of
that
road
as
well
I
mean
it's,
it's
a
private,
it's
a
public
server
too.
It's
a
private,
sorry,
a
private
servitude,
and
it's
in
here
and
he's
responsible
for
maintenance
of
the
road.
Just
any
private
servitude
of
Passage
everybody
who
has
access
is
that
responsible
for
if
it,
if
he
makes
any
damages
to
existing
conditions,
he
is
obviously
responsible
for
fixing
it
back
to
where
it
was
or
even
proven,
the
conditions.
H
A
C
Yeah
Mr
Miller,
so
the
Conservatory
is
going
to
come
off
on
the
west
end
over
there
off
of
White
Road
yeah.
H
Yes,
yeah
right
there
was
it
White
Road.
You
know.
H
H
C
West,
oh
okay,
I
was
looking
on
the
way
I
thought
it
was
I
mean
I'm
familiar
with
the
prophet.
That's
why
I
was
asking
I
thought
it
was
going
to
come
off
a
white
Road
there.
C
A
K
A
L
A
J
A
J
Basically,
we're
just
family
and
I'm
married
to
her
son,
Timothy
parmes
and
she
is
dividing
half
an
acre
with
us.
So
we
plan
on
building
on
the
land,
hopefully
within
the
next
year,
and
that's
that's
pretty
much
it.
Okay,.
A
Thank
you.
Yes,
anyone
anyone.
K
A
L
K
L
L
G
Even
the
only
thing
I
mean
the
property
surveyed,
the
legal
surveyor.
If
there's
a
dispute
between
the
property
lines
and
or
property
Corners
it's
up
to
each
person
to
have
their
Corners
marked
and
surveyed,
and
then
whatever
discrepancy
is
there.
It
has
to
be
worked
out
between
the
two
of
you
and
there
has
to
be
some
kind
of
an
agreement
as
to
what
the
property
lines
are,
because
there's
they're
showing
a
gap
in
the
in
the
the
the
the
the
blow
up.
G
M
K
L
G
You
only
have
three
men,
the
only
thing
that
I
can
say
to
do.
They
had
a
survey
come
out
and
Survey
the
property
for
the
subdivision
of
property.
If
you
want
to
get
a
survey
to
go
out
there
to
verify
those
markers
and
and
have
a
final
say
as
to
how
those
are
set,
and
if
there's
any
discrepancy,
that's
going
to
be
something
that
you
guys
are
going
to
have
to
work
out,
because
surveyors
will
go
from
section
lines.
They
may
come
from
different
directions.
There
may
be
a
gap.
There
may
be
an
overlap.
G
L
L
J
A
By
the
by
the
mic,
please,
if
you're
going
to
have
discussion
together,
then
that's
not
part
of
our
public
hearing.
You
can
go
ahead.
Okay
is
anyone
else
wish
to
speak
on
this
matter?
Of
course,
okay.
Public
hearing
is
closed.
Thank
you,
ma'am
commissions.
Do
we
have
any
questions
comments,
discussion,
motion.
M
C
You
said
that
I'm
seeing
that
little
inset
there,
it's
only
a
half,
a
foot
that
they
were
there's
a
dispute.
G
Yeah
I
mean
there's
a
half
a
foot
discrepancy.
There's
a
half
a
foot
Gap
I've
seen
that,
but
the
surveyor
is
interpreting
that
the
corners
that
he
found
are
2.226
feet
beyond
the
marker
that
he
set.
So
that
is
his
interpretation
of
it,
and
the
only
way
to
to
get
it
straight
is
to
have
heard,
get
a
survey
and
verify
the
corners
and
then
they'll
have
to
get
together.
G
D
A
Five
years
motion
passes
two
of
us
and
Cloutier
I'm.
Sorry
clue
what
an
attendance
I
have
to
apologize.
Probably
I
have
a
friend
whose
last
name
is
Cloutier
and
I.
Keep
calling
Randy
clue
Cloutier
by
mistake.
So,
okay
next
item
on
the
agenda
public
hearing
to
approve
or
deny
the
following
preliminary
plot,
Moss
side,
Villas
major
revision,
Mr
engineering.
E
Mr,
chairman
I,
don't
are
you
here
for
them.
H
G
That's
the
only
thing
it's
here,
for
they
did
address
the
initial
comments
and
the
conditions
that
were
given
at
the
original
approval,
I
think
back
in
February.
So
what
you
have
before
you
is
the
revised
map
based
on
the
original
approval,
as
well
as
a
relocation
of
the
sewer
treatment
plant,
as
was
requested
by
staff.
K
A
Okay,
so
this
is
going
to
be
a
public
hearing
on
my
side,
Villas
major
revision,
it's
by
Mr
engineering
and
surveying
LLC,
Council
District
8.
states
that
anyone
fill
out
a
card
to
yes,.
F
Hi
good
evening,
oh
and
it's
really
it
enough
for
against
common,
it's
more
or
less
a
question
to
ask
I,
don't
know
if
it's
possible,
but
I'm,
going
to
ask
him
and
I'm
asking
on
behalf
of
several
of
the
residents
on
ellisaur
road
whose
property
will
be
bordering
the
development
along
there's
a
chain
link
fence
along
the
property
line,
with
full
of
mature
trees.
A
F
A
Is
this
item
is
for
the.
F
M
F
Anything
on
our
side
of
the
property
line,
they're
not
going
to
touch
which
I
get,
but
the
trees
that
are
on
the
property
line
are
gonna.
Roots
systems
are
going
to
be
on
that
other
side,
where
they're
going
to
be
putting
a
drainage
and
so
and
when
I
asked
him
about
it,
he
said.
Of
course
you
know
if
it's
on
the
property
like
they'll,
remove
it.
F
F
We
don't
feel
like,
because
we
don't
want
the
subdivision.
Why
should
we
have
to
pay
to
cut
down
our
trees?
So
I
was
gonna.
Ask
if
it
could
be
stipulated
that
it'd
be
the
burden
of
the
developer,
to
tear
to
cut
down
trees
and
remove
fencing
that
they're
going
to
put
up
a
new
fence
that
Mr
Robertson
said
they
were
going
to
do
and
and
then
just
be
done
with
it.
That
way,
we
don't
have
to
worry
about
later
on
they've
killed
this
tree,
and
now
it's
Fallen.
We
have
to
clean
it
up.
A
A
M
The
reason
we
have
it
located
where
we
do
is
because
it
is
the
closest
to
the
private
servitude
for
the
road,
and
that
would
be
the
path
that
we
would
be
able
to
take
to
get
to
a
future
sewer
system.
And
so
it's
located
closest
to
a
future
public
sewer
system,
tie-in
location.
C
Okay,
so
that's
going
to
be
your
that's
where
your
utilities
are
all
running
anyway.
Yes,.
M
A
D
The
main
comment
I
have
is,
in
the
past,
we've
really
discouraged
tea
turnarounds
in
favor
of
a
cul-de-sac
and
while
we've
never
codified,
say
that
we're
eliminating
tea
turnarounds,
one
thing
I
really
want
to
encourage
is
if
we
could
have
it
cul-de-sac
instead
of
that
t-turn
around.
Is
that
something
that
y'all
can
incorporate
in
there?
We've.
M
Pulled
the
stub
outs
to
the
east
back
some,
but
we're
not
able
to
incorporate
a
cul-de-sac
at
this
point.
C
Eric
is
this
the
only
place
they're
showing?
Is
this
the
only
place
that
they
can
put
that
plant
to
be
able
to
tie
in
there.
A
A
A
E
Take
that
Mr,
chairman
members
of
the
commission,
the
last
meeting
we
approved
the
inclusion
of
traffic
calming
measures
into
the
unified
Land
Development
code
as
an
appendix.
What
this
measure
does
basically
is
put
language
in
the
uldc
subdivision
section
that
says
that,
when
subdivisions
are
designed
that
we
want
to
look
at
in
the
incorporation
of
traffic
calming
measures
per
the
appendix
that
we
put
in
place,
so
this
just
adds
language
to
the
subdivision
section.
That
requires
us
to
look
at
it
and
what
we'd
like
to
do
is
we?
E
A
Okay,
so,
okay,
this
is
a
public
hearing
on
the
to
recommend
approval
or
denial
to
the
parish,
council
and
members
to
the
Ascension
Parish
unified,
Land
Development
code
to
amend
the
Ascension
Parish
unified,
Land
Development
code,
appendix
15
traffic
calming
and
appendix
14
subdivision
regulations
regarding
traffic
calming
policies,
a
public
hearing.
C
E
C
E
A
They
had
a
couple
yeah,
okay,
so
any
other
comments
from
the
commissioners
before
I
make
mine.
A
No
I
I
have
I'm
I'm
supportive
of
this
traffic
calming
measures,
and
you
know
they're
they're,
common
they're
in
use
all
over
the
country.
It's
very
successful.
My
my
concern
with
how
we're
doing
this
is
by
is
by
presenting
and
allowing
the
entire
palette
of
those
measures
to
developers.
A
Then
I
have
to
believe
that
they're
going
to
go
always
with
the
cheapest
one,
because
they're
in
business
to
make
money
and
there's
nothing
wrong
with
that
right,
but
I
think
that
we
have
an
obligation
to
protect
the
citizens
and
and
and
and
the
the
homeowners
and
the
traveling
public
I
I
would
like
to
see
maybe
a
paired
down
list
of
traffic
calming
measures
that
would
be
allowed
in
Ascension
Parish,
as
the
developments
were
considered
and
approved
rather
than
the
entire
pallet.
You
know,
maybe
20
different
ones
and
say.
A
Well,
you
know
these
will
work,
because,
if
I'm
a
developer,
what
I'm
going
to
do
is
put
a
put
a
flower
pot
in
the
middle
of
the
street
and
say
oh
cast.
My
traffic
call
me
measure
and
it
cost
me
six
hundred
dollars
I,
you
know
and
I
know
that's
been
a
little
bit
snide
and
I
don't
mean
it
that
way.
I
was
just
trying
to
be
very
demonstrative.
So
I
like
to
know
what
what
staff
thinks
thinks
of
that
suggestion
to
Pare
down
the
available
options.
E
Well,
it
may
be,
we
may
be
able
to
pare
it
down
a
little
bit,
but
what
we
wanted
to
do
was
not
eliminate
any
option
from
that
pallet
because
we
don't
know
what
how
the
subdivision
is
going
to
be
designed,
the
landscape
that
that's
others
should
be
on.
You
know,
and
some
of
the
limitations
within
the
subdivision
in
terms
of
putting
these
on
there
note
at
the
very
end
on
on
item
8,
that
any
of
the
measures
that
are
going
to
be
proposed
for
the
subdivision
is
going
to
have
to
be
approved.
E
You
know
analyzed
and
approved
by
the
staff
before
it
even
gets
to
you
as
a
Planning
Commission
right,
and
that
includes
the
planning
director
engineering
review
agency,
you
know
and
and
others
the
traffic
consultant
who's
actually
working
on
that
project.
All
right,
so
I
think
that
there's
a
lot
that
a
lot
there's
a
lot
of
input
that
we'll
have
as
a
parish
to
what
traffic
calming
measures
will
be
used
for
that
subdivision.
Right,
I.
A
I
understand
my
concern
with
that
is,
is
you
know
we
may
disagree
with
what's
recommended
and
and
and
to
to
say
well
we're
not
gonna
We're
Not
Gonna
accept
what
you
recommended
could
just
be
judicious
right
right.
It
could
be.
You
know
we
don't
like
the
Aesthetics
of
it,
which
which
doesn't
really
address
the
technical
component
of
it
right
whether
it
works.
It
doesn't
work
right,
so
I
I
just
feel
that
there
should
be
less
choices.
A
E
We're
requiring
them
to
analyze
traffic
calming
measures.
They
may
come
back
with
a
very
small
subdivision
and
say
that
they're
not
needed
and
the
parish
may
agree
with
that.
On
the
other
hand,
if
we
have
a
large
subdivision
that
has
a
long
straight,
you
know
Street,
we
may
require
them
and
we
may
want
different
type
of
traffic.
Calming
measures
pop-outs
near
sidewalks.
E
You
know
there
could
be
islands
with
landscape
Islands,
there
could
be
roundabouts,
any
of
those
things
can
be
utilized
as
traffic
calming
measures,
but
because
we
we
want
to
leave
that
to
the
designer
of
the
subdivision.
We
don't
want
to
limit
them
into
in
terms
of
what
they
can
use
right,
but
we
will
have
the
