Description
Transportation Committee- August 9, 2022
B
Call
your
attention
to
the
august
9th
2022
transportation
committee,
meeting
councilman
call
to
order
and
roll
call.
Let's
see,
councilman
caglotti
has
joined
us,
councilman,
malossa
and
lambert
are
with
us
and
councilwoman
cazzo
and
councilman
mason,
I
believe,
are
on
their
way
so
councilman
lambert.
Will
you
lead
us
in
the
invocation
and
the
pledge?
Please.
A
A
Lord,
we
actually
again,
please
give
us
the
wisdom
and
strength
to
move
our
parish
forward
with
the
trans
transportation
needs
is
so
desperately
needed.
We
ask
all
of
you
to
thank
all
these
things.
Your
son,
jesus
christ,
his
name,
amen,
amen,
pledge
allegiance
to
the
flag
of
the
united
states
of
america
and
to
the
republic
for
which
it
stands.
One
nation,
under
god,
indivisible
with
liberty
and
justice
for
all.
C
B
I
would
like
to
invite
the
public,
if
they'd
like
to
speak,
to
go,
fill
out
a
card
and
you
can
drop
it
off
to
darla
over
there
and
she'll
bring
it
to
us
and
you'll
have
three
minutes
to
speak,
but
there's
so
many
people
here
again
and
we'll
move
on
to
general
business
acceptance
of
the
july
12
20
22
minutes.
As
written,
we
have
a
motion
by
councilman
lambert.
The
second,
my
councilman
will
also
any
further
discussion.
No
any
any
objections.
None
so
moved
item
b,
department
reports,
mr
toro.
D
The
I
just
love
the
minutes
from
from
the
last
meeting,
we
will
be
changing
the
speed
limit
sign
on
calco
tomorrow,
so
we'll
get
that
gun
done.
I
happen
to
see
mr
tommy
aldridge
at
a
the
east
ascension
alumnus
meeting
there.
So
we
we
talked
a
while.
It
was
good.
D
The
dotd
report
la-44
traffic
signal
we've
been
reporting
about
that
for
quite
a
while,
but
they
do
have
the
the
loops
in
so
those.
C
D
All
should
be
functioning
as
good
as
they
can
be.
The
the
roundabout
at
941
is
still
in
utility
relocations
that
should
wind
up
shortly
to
where
they
can
actually
start.
Construction
la-74
has
the
wearing
course
and
a
cross
drain
near
the
railroad
tracks
left
to
do.
D
D
The
only
thing
that's
left
is
signs
and
striping.
The
left
turn
lane
on
la
30
at
la
3115,
which
is
actually
in
iberville
parish,
but
it's
just
barely
into
everville
parish.
D
D
And
that
roadway
will
become
the
parishes
once
it
is
accepted
by
dotd.
It's
part
of
the
road
swap
that
was
done
to
where
we
got
highway,
930
to
be
funded,
la-1
from
donnasville
la
3089
to
the
iberville
parish
line.
D
That
has
a
delay
because
of
materials,
I'm
not
sure
exactly
what
it
could
be
semen
or
it
could
be
a
liquid
asphalt.
But
I
know
it's
common
lately
to
have
all
those
those
type
delays
on
materials
la-18
from
the
sunshine
bridge
to
la-3120,
which
is
in
abend
all
the
drainage
work
is
done
there
they're
milling
now,
and
that's
going
to
be
a
mill,
an
overlay,
that's
what
remains
to
be
done.
There.
D
The
on
the
road
rehabilitation
which
rj
daigle
is
the
contractor.
You
have
a
list
of
task
order,
2,
which
has
been
complete
and
accepted.
D
D
The
manshack
road
ridge
over
muddy
creek,
they
did
a
a
small
pour
late
last
week.
They
do
to
have
another
pour
tomorrow.
I
don't
think
that
rain
today
is
going
to
hamper
that,
so
they
should
get
another
pour
in
there's
still
two
more
good-sized
pours
to
be
done.
D
E
D
In
regards
to
bridges,
it's
been
a
very
good
thing
to
have.
You
know
we
had
an
rfq
to
have
a
bridge,
inspection
and
load
rating.
We
had
an
rfq,
we
have
fort
noblada
and
huval
and
associates
I've
been
using
those
guys
fairly.
Often,
I've
issued
six
task
orders
for
each,
and
I
have
five
more
for
each
that
I'll
be
giving
out.
This
allows
us
to
be
in
compliance
with
the
off
system
bridge
program.
D
D
We
also
have
several
parish,
only
bridges
that
we're
going
to
attack
the
same
way
that
we
have
concerns
about
so
we'll
get.
You
know
an
expert
to
look
at
it
and
make
repairs
as
needed.
D
The
kc
road
bridge
is
one
of
those
that
we
attacked
first,
because
it
had
a
very
small
load
limit.
School
buses
could
not
pass
on
it.
We
have
a
contract.
The
contractors
contractor
is
on
site
they're,
making
pile
repairs.
They
close
the
the
road
down
monday
they're
working
very
quickly,
we're
hoping
by
maybe
the
middle
of
next
week
or
the
end
of
next
week
that
we'll
be
able
to
open
the
bridge
back
up
they're
doing
the
actual
work.
D
In
the
move
ascension
program,
the
construction,
of
course
we,
the
henry
at
9
30
roundabout,
has
been
open
for
quite
a
while.
We
actually
had
a
ribbon
cutting
ceremony
on
july.
28Th
cebro
is
also
completely
finished,
fully
functional.
D
D
However,
part
of
the
project
has
to
do
with
traffic
signals
and
the
the
cabinet,
which
has
all
the
circuitry
that
goes
to
the
traffic
signals
that
has
been
on
a
a
very
long
delay.
I've
been
told
it
may
be
actually
october
before
we
get
that
equipment
but,
like
I
said,
the
the
intersection
is
fully
functional.
The
only
thing
is
the
traffic
signal.
Timing
is
not
the
best,
so
you
know
it's
just
in
the
the
best
that
dotd
can
do.
D
With
the
with
the
alignment
they
have,
so
there
is
some
like
we
have
a
a
final
lift
of
asphalt
to
put
over
the
entire
project
after
that
is
just
dressing,
we'll
dress
it
up,
but
then
there's
new
traffic
signals
and
traffic
signal
heads
and
that's
got
to
be.
The
timing
has
to
be
put
in
the
loops
have
to
be
cut
into
the
pavement,
so
that
remains
on
that
one.
But
it's
it's
going
to
stay
in
this
mode.
For
probably
you
know
another
month
or
so.
B
Joey
I
was
gonna,
ask
a
quick
question.
I
know
the
administration,
the
president
have
been
working
with
demco,
so
we
can
move
a
lot
of
these
other
all
these
projects,
along
that
we
have
to
move
ascension.
Also,
do
you
know
where
we
stand
on
that.
D
We
just
jeff
burst
and
I
have
just
been
discussing
that
and
we
got
plans
finally
from
demco
for
the
parker
and
929
project,
and
you
know
we
have
some
some
tweaks,
that
we
are
we're
wanting
to
them
to
to
move
things
a
little
bit.
You
know
it's,
but
it's
nothing
major.
I
think
it's
something
that
we
can
work
with
them
on
to
get
that
one
moving,
the
you
know,
that's
the
first
round
about-
or
I
guess
the
next
round
about
that
involves
demco.
D
So
if
we
can
get
them
in
agreement
on
that,
and
you
know,
that'll
get
the
ball
rolling
and
hopefully
we
can
get
that
project.
Let
there's
other
utilities
that
have
been
working
at
that
roundabout.
D
So
if
we
can
get
demco
on
board
and
they've
been
on
site,
I
know
studying
their
plans
and
that's
how
they
they
were
able
to
come
up
with
plans.
So
if
you
know
the
the
changes
that
jeff
and
I
are
recommending
are
not
major,
I
think
it's
just
minor
moves.
So
if
if
they
can
move
a
little
bit
and
and
you
know,
cooperate
with
us
on
the
different
phases,
I
think
we're
going
to
be
to
where
we
can
move
on
that
project.
Okay,.
A
H.H
wilson,
I
still
let
in
november,
when
is
this:
when
we're
gonna
start
construction.
D
That
one
has
not
been
let
yet
we
have.
We
adjusted
the
amount
of
servitude
that
we
need.
The
plans
actually
had
way
more
servitude
than
the
property
owner
I
know
cared
for
and
it
was
not
necessary.
So
we
got
with
dotd
jeff
and
I
had
had
met
with
them.
D
We
are
going
to
meet
with
entergy,
we
were
gonna
meet
today,
but
they
had
a
delay,
so
we're
going
to
be
with
them
early
next
week
as
soon
as
that's
established,
we're
going
to
go
to
the
property
owner
and
you
know,
make
the
the
land
purchase
and
once
that's
done
we're
going
to
inform
the
otd
and
they
should
be
able
to
let
that
one
out
for
bid
so.
D
What's
out
in
the
field,
right
now
is
actually
the
the
property
that
that
we're
going
to
permanently
buy.
A
D
C
D
Old
bulgy,
trees
and
all
to
get
taken
down,
it
was
gonna.
Take
a
a
nice
wooded
scene
and
kind
of
wipe
it
out.
So
the
property
owner
was
not
going
to
be
happy
with
that.
A
Appreciate
it
and
I
want
to
send
out
a
big
thanks
also,
they
put
the
signs
up
in
front
of
the
fire
station,
the
fire
station
sign
and
on
joe
celerio,
the
I
think,
since
we've
had
a
transportation
meeting
viewers
on
tv
talking
about
all
the
roundabouts,
I
think
real
good
job
and
you
know
I
know
everyone
is
anxious
to
get
these
things
started.
So
thank
you
for
promoting,
thank
you
for
pushing
them
out
there.
F
D
We
did
we're
in
the
process
of
clearing
henry
road,
also
we're
about
75
percent
complete
on
that
so
that'll
be
another
project,
that'll
be
ready.
Whenever
we,
of
course,
it's
going
to
be
in
line
with
all
the
other
utility
priorities,
but
that
clearing
project
is
close
to
being
finished.
B
A
A
D
Mention
the
road
rehabs
on
the
pavement
report,
you
see
our
our
guys
have
been
plenty
busy
with
overlaying.
You
know
the
little
short
roads.
You
know.
A
lot
of
you
know
roads
that
that
typically,
the
contractor
doesn't
care
to
do
because
they're
they're,
small
and
real
tedious,
but
they've
done
quite
a
few.
D
You
notice.
The
sign
list
is
a
a
little
larger
than
before,
because
we've
had
a
change
in
the
the
supplier
of
the
post,
so
we
finally
got
a
big
supply
of
those
square
tube
posts
that
we
use
for
signs.
So
you
can
see
there's
about
three
pages
of
signs
that
were
replaced
this
past
month.
A
B
Further
questions,
that's
it!
Thank
you
very
much
sure
that
was
excellent.
Thank
you.
Okay.
Moving
on
to
item
5c
hncb
move
ascension
update
mr
burst.
B
E
The
you
have
a
packet
in
front
of
you,
but
also
on
the
screen.
No
I'll
run
through
you've.
Seen
some
of
these
things
the
last
couple
of
months,
so
I
won't
belabor
all
the
parts
that
are
redundant
but
we'll
talk
about
the
construction
status
joey
hit
on
a
few
points
just
now
where
we
stand
on
pre-construction
activities,
it's
already
been
approved
before,
but
as
a
reminder,
the
covenant
and
traffic
impact
fee
funds
that
will
be
funneled
into
the
program
as
well
as
I'm
going
to
highlight
some
other
funding
streams.
E
Other
than
move
ascension
funds
that
have
been
we've
been
able
to
successfully
go
and
secure
to
help
augment
the
program
and
and
then
we'll
talk
about
some
upcoming
activities.
So
so
you'll
see
the
projects
completed
there
pretty
good
list.
The
last
one
bro,
germany,
clear
and
grubbin
just
wrapped
up
recently
joey
was
working
closely
with
the
contractor.
E
The
project's
underway
is
the
intersection
at
61
in
germany
that
joey
just
mentioned,
which
the
configuration
is
very
nice
and
is
flowing
and
working
operationally,
but
there
are
some
delays
in
the
traffic
signals:
the
mast,
arms,
the
cabinet,
henry
road,
widening
clearing
grubbin.
E
As
he
just
mentioned,
is
about
to
wrap
up
and
we're
gonna
do
some
post
travel
runs
on
the
west
bank
to
test
out
the
new
synchronization
of
those
signals
on
la1
through
donaldsonville
that'll
start
here
here
in
the
next
week,
and
then
you'll
see
what's
coming
up
next
we're
gonna
do
some
more
clearing
for
one
of
the
roundabouts
at
929
and
brew
joey
mentioned
once
we
move
the
last
utility
dot.
E
Duplexes
in
germany
are,
in
final
plans
we're
going
to
start
right
away
acquisition
on
those
two
projects
here
in
the
next
month,
or
so
we're
at
varying
stages
on
the
three
roundabouts
that
you
see.
621
931
and
933
931's
to
follow
this
along.
It
just
moved
into
final
plans.
We'll
begin
right
away
acquisition
on
that
here
shortly
as
well.
E
The
73
to
bluff
connector
is
almost
complete.
We're
about
95
final
plans
complete
with
that
we're
also
going
to
be
slightly
revising
the
runaway
maps
and
beginning
acquisition
on
that
as
well,
and
then
we
just
began
recently
after
giving
getting
the
notice
proceed
from
dotd,
the
roundabout
on
73
at
that
bluff,
connector
tie-in
and
that's
going
to
be
a
dual
lane
roundabout
and
then
you
see
the
projects
up
next
to
a
these
are
the
same
ones
that
were
presented
to
you
before.
E
I
do
want
to
highlight
the
five
segments
on
the
us
61
superstreet,
as
well
as
the
fact
that
we
have
a
50
percent
cost
share
with
the
city
of
gonzalez
through
an
iga
to
share
in
all
pre-construction
costs,
including
design
right
away,
and
any
utility
call
shares
that
may
come
along
with
that
right-of-way
acquisition.
E
We,
you
know
just
a
little
under
300
parcels
required
to
date
we're
actually
working
on
acquiring
right
away
onto
the
off
system,
bridges,
the
one
that
hh
was
just
mentioned
and,
as
I
just
said,
duplessis
germany
and
the
rotty
931
roundabout
are
we're
about
to
begin
very
soon
on
those
acquisitions
as
well
and
then
utility
relocations.
Church
point
has
now
been
complete.
E
So,
as
I
said,
y'all
seen
this
before
this
is
the
money
that
was
approved
for
these
specific
seven
projects.
Two
of
them
are
just
to
provide
the
match
for
the
federal
funds
we
received
on
two
of
the
roundabouts,
and
so
that's
just
really
to
kind
of
highlight
that
you
know
we're
we're
pulling
to
fund
some
of
these
projects
from
from
many
different
pots.
E
I
have
to
skip
this
slide
here
because
it
requires
me
to
end
the
show
and
do
manipulation.
So
I
could
do
a
google
map
earth
fly
through
well,
we'll
have
to
get
you
get
you
all
that
another
time
impact
fees
we
talked
about.
That's
just
another
thing.
E
You
know
that
you've
seen
before
about
how
we're
now,
adding
to
the
impact
fee
allocation
to
several
of
these
move,
ascension
projects
in
both
zone
two
and
three,
and
then
you
can
see
the
amounts
there,
which
ones
have
been
complete,
which
are
the
ones
we're
adding
monies
to,
and
then
what
that
does
to
the
allocation
fund
balance
per
traffic
zone
since
those
have
been
implemented.
E
E
A
lot
on
here,
there's
some
federal
funds
that
we've
got
either
from
state
safety
funds
through
dotd
or
through
the
mpos
greater
than
200k
federal
dollars,
and
being
grateful
to
be
to
receive
a
lot
of
these
funds
to
help
augment
the
program
and
then
you'll
see
here
is
a
breakdown
of
those
funds
through
funding
type,
whether
it
be
federal
impact
fees
covet
in
the
state.
E
So
you'll
see,
we've
been
able
to
successfully
be
awarded
over
36
million
dollars
in
federal
funds
to
help
augment
these
projects.
E
E
Coming
up,
joey
mentioned
the
ribbon
cutting
we
just
had
very
successful
for
the
9
30
henry
roundabout,
we're
having
project
specific
utility
meetings,
we're
working
on
getting
these
construction
proposals
at
the
ready
for
when
we
can
advertise
for
construction.
E
And
of
course
these
are
just
the
ongoing
activities
that
y'all
see
every
month
with
design
oversight.
Radio
acquisition
utilities
we're
looking
at
a
possibility
of
a
long
run
range
ascension
loop
that
the
administration
is
looking
at.
So
we're
analyzing
that
now
working
with
dotd
to
see
how
we
can
stage
that
in
and
then,
of
course,
we're
now
into
construction
and
inspection
phases
as
well.
G
E
And
here's
a
picture
of
that
ribbon-cutting
ceremony
that
right
in
front
of
the
school
it's
been
named,
the
panther
roundabout.
E
B
What
this
is,
we
just
simply
had
the
wrong
number
on
there,
we're
not
that
we
already
had
the
money
a
portion
to
this
germany
road
project.
We
just
had
the
wrong
number,
so
chase
moss
song.
H
Yeah,
I
just
got
a
quick
on
our
transportation
impact
fee
ordinance.
Are
we
allowed
to
take
money.
B
It
says
know
what
it
is
and
joe
you
can
help
explain.
This
is
germany.
Road
has
always
been
in
in
district
three.
When
we
got
a
portion,
it
was
just
the
wrong
number.
That's
my
understanding,
for
what
I've
been
told
is
that
when
I'm
actually
moving
the
money,
we're
just
correct
correcting
the
what
was
done
back
in
2019
when
it
said
to.
H
D
Put
in
in.
B
B
B
Sometimes
we
selected
a
group
of
engineering
firms
from
which
the
move
ascension
projects
could
be
allotted
to
many
times,
based
on
their
specialty
based
on
past
and
our
prior
performance,
and
so
those
contracts
are
about
to
end
so
we're
picking
a
new
group
and
once
again,
what
it
allows
us
to
do
is
instead
of
having
to
for
each
project
having
to
go
out
to
bid
on
it.
We
have
this
group
that
is
already
qualified
that
has
already
gone
out
for
bid
we've
already
approved,
and
then
we
just
start
moving
projects
along
a
little
quicker.
A
D
D
And
the
the
selection
committee
recommended
14,
but
it's
whatever,
whatever
you
all
want,
really
on
it.
There
was
27.
B
E
D
Year
well,
the
previous
contract.
We
had
11.,
so
it
was
just.
I
D
D
D
Some
are
different
and
you
know
there's
some
additional
ones
for
sure.
D
D
These
are
the
ranks
these
are
ranked
in
order
and
the
list
I
have
actually
shows
one
through
25,
but
if
you
notice
there's
two
that
tied
at
number
12
and
I
think
there
was
another
yeah
number
seven,
there
was
two.
So
if
you
count.
A
25,
unless
you
see
something
different.
G
D
Right
well,
an
example
is
the
the
very
first
one
did
not
participate
last
year.
So
that's
a
new.
I
H
B
I
So
I
I
really
feel
like.
I
need
some
some
input
from
you
all
about
who
these
folks
were
and
what
jobs
they
did
and
how
well
pleased
we
were
with
them
and
who's.
Why
would
we
appoint
a
new
one
and
take
out
an
old
one
if
he
did
a
good
job?
I
don't
know
that
that
happened,
I'm
just
trying
to
figure
it
out,
but.
D
So
it
was
not
necessarily
everybody
that
participated
last
year.
They
certainly
were
invited.
I
H
I'm
going
to
make
a
an
amended
motion
for
mr
lambert.
I'm
gonna
make
a
motion
that
the
the
top
15
scores
and
ties.
I
don't
want
to
put
anybody
on
the
spot,
but
that
top
15
I
know
I
know-
we've
had
some
good
experiences
with
that
company.
H
It's
only
one
more
than
the
committee
was
was
recommended,
so
I
would
recommend
going
down
to
the
the
sigma
consulting
group
with
the
15th
best
score
and
taking
everybody
who
I
think,
it's
actually
16,
because
there's
a
tie
in
there
but
yeah
I'll
go
with
the
top
15
scores,
including
ties.
