C
B
Okay,
it's
2,
30.
carol
is
not
going
to
be
here
today,
because
she's
involved
with
a
hearing
all
day
at
the
courthouse
and
john
henning
will
not
also
be
joining
us
today.
B
We
don't
have
a
lot
of
business
to
cover
so
I'll,
be
chairing
the
meeting
this
afternoon
and
I'd
like
to
therefore
call
the
meeting
to
order.
B
B
First
item
of
discussion
is
the
minutes
from
december
3rd.
Did
everybody
have
a
chance
to
look
at
the
minutes?
Yes,
okay,
any
questions
or
comments
on
the
minutes
or
corrections.
B
B
I
don't
think,
there's
any
updated
reports
that
I'm
aware
of,
and
I
don't
think,
there's
any
unfinished
business
from
our
last
meeting.
So
let's
go
into
new
business.
The
only
item
I
have
and
and
we're
going
to
be
joined
in
these
online
with
us,
with
chief
coggins
to
talk
about
change
in
one
of
the
fire
department.
B
Rules
for
a
training
officer
is
the
date
and
time
for
our
meetings
going
forward,
and
I
assume
nobody
else
or
nobody
has
any
problem
with
the
the
first
thursday
of
each
month
at
2
30..
B
If
that's
okay
with
everybody
and
I've
talked
to
carol
and
john
henning
I'd
like
to
propose
the
following
language
and
then
someone
can
make
it
a
motion.
The
civil
service
board
will
continue
to
hold
its
regular
board
meetings
in
2021
on
the
first
thursday
of
every
month.
B
C
B
Okay,
let's
go
through
our
roll
call,
mike
hi
rick
hi
carter
hi,
and
I
also
approve
that
so
the
motion
is
approved
and
in
2021
the
rest
of
the
year
we're
going
to
be
meeting
the
first
thursday
of
every
month
at
2,
30
we'll
be
holding
our
meetings.
Firstly,
unless
we
can
well
until
we
can
safely
hold
a
meeting
at
city
hall
and
the
room
will
be
determined
at
that
time.
B
Motion
has
been
approved,
4-0,
shannon,
okay,
the
next
item
of
business
is
the
minimum
requirements
for
the
fire
and
safety
educator
and
safety
and
training
officer
chief.
E
Coggins
good
afternoon,
thanks
for
taking
the
time
to
meet
with
us
today,
I'll
talk
briefly
about
the
first
one:
that's
the
fire
and
life
safety
educator.
E
We
we
have
people
who
expressed
interest
within
the
fire
department
that
if
this
was
to
be
the,
if
they'd
have
two
years
to
get
this,
they
would
test
for
the
position.
E
So
we
think
this
will
bring
about
some
candidates
if
we
post
it
again
and
we
do
not
get
candidates,
we're
we're
asking
to
go
external
from
the
fire
department,
but
first
we
will
run
an
internal
check.
If
we
get
anybody.
If
not,
we
would
go
external.
C
E
B
Okay,
chief,
this
is
alan
escovitz.
Yes,
sir,
is
it
unusual
to
not
have
candidates
in
the
department
for
this
kind
of
an
opening.
E
This
this
position-
we
don't
run
it
every
year,
like
we
do
the
other
positions,
our
recent
fire,
my
safety
educator,
moved
to
a
different
role.
She
had
held
that
position
for
several
years,
so
this
was
kind
of
like
a
last
for
the
moment
type
thing.
So
this
is
kind
of
unusual
for
us
for
this
position.
B
One
follow-up
question:
if
you
don't
mind,
do
you
think,
with
this
change
you'll
be
able
to
have
candidates
applying
for
the
position.
B
D
Yeah
chief
one
question:
if
this
change
is
made
and
someone
is
promoted
into
the
position
with
the
understanding
that
they
are
within
two
years
of
being
a
fire
inspector,
two,
what
what
happens
if,
if
that
does
not
happen
in
the
individual
at
the
two-year
point,
has.
D
E
E
That
said,
there
was
a
couple
spots
that
held
them
up
the
live
burn,
the
safety
training
officer
and
the
peer
support
that
they
would
definitely
be
interested
in
if
they
could
have
some
time
to
get
those
ranks.
So
we've
actually
had
three
three
and
possibly
forward
express
interest.
E
There
currently
there
was
two,
but
we
promoted
the
one
candidate
that
passed
the
first
promotion
process.
Okay,.
B
Is
this
also
going
to
be
a
one-year
change
or
is,
or
are
you
reverting
back
to
the
old
once
you
have
candidates
in
yeah?
I
wanted.
E
I
think,
last
year,
if
I
recall
y'all
approved
the
live
burn
instructor
that
would,
that
has
a
sunset
date
of
11
1
2023
for
every
candidate,
even
the
one
that
just
applied
and
the
reason
I
think
we
brought
that
forth
last
year
or
that
we're
discussing
it
is
the
state
recently
changed
how
you
can
obtain
that
certification
and
that's
why
we
went
back
and
readdressed
it
because
they
changed
their
whole
process.
So
it
takes
almost
two
years
for
someone
to
get
that
certification.
E
D
In
chief,
if
these
changes
were
not
made,
would
you
also
go
external
on
this
position?
Also.
B
C
E
I
think
we
usually
don't
have
an
issue
fill
in
these
spots.
I
think
adjusting
that.
I
truly
feel
that
the
off
year
we've
had
with
covid
certain
circumstances
with
people's
families
that
that
they're
just
not
ready
to
make
that
move.
E
We
usually
offer
these
certifications
on
a
regular
basis,
but
but
they
have
been
slow
in
recent
years
over
the
last
year.
So
that's
kind
of
why
we're
doing
and
I
feel
confident
once
we
go
back
except
for
the
wildfire
that
would
stay
two
years.
The
other
two
classes,
I
think,
are
fairly
simple
to
obtain.
B
Chief
one
other
question
for
the
live
brewing
instructor.
What
was
the
sunset
date
on
that.
B
And
that
will
be
noted
somehow,
with
this,
the
application
form.
E
B
Are
those
the
only
two
promotional
changes
coming
forth
today?
That's
correct.
Okay,
then
I'd
like
to
have
a
motion
that
there
aren't
any
further
questions
that
these
two
changes
and
positions
be
approved.
Is
there
a
motion.
A
B
B
Okay,
thank
you.
The
last
point
I
wanted
to
include
is
that
it's
not
an
agenda
item,
but
it's
just
an
update.
I
talked
to
john
henning
about
a
week
or
so
ago
and
just
asked
for
our
information.
If
there's
any
planned
hearings
right
now
or
any
plan
for
the
immediate
future-
and
he
said
there
are
not
so
we'll
have
to
wait
and
see
if
we
have
agenda
items
for
the
march
meeting
and
that
will
determine
whether
or
not
we're
meeting.
B
D
Reading
news
reports,
I
saw
that
the
city
council
approved
the
substantive
rules
that
were
voted
on
in
our
last
civil
service
board
meeting,
and
I
just
it's
just
more
of
an
administrative
question
is:
does
there
have
to
be
anything
that
comes
back
to
the
civil
service
board
from
the
city
to
say
you
know
yay
verily,
those
those
rules
are
now
approved
and
they
are
filed
or
is
there
anything
that
we
need
to
do
just
to
sort
of
you
know?
Obviously
we
read
the
paper
and
watch
the
news
and
stuff
like
that
right.
F
Sure
is
john
here,
I'm
sitting
here
eating
my
lunch,
so
I
did
not
turn
on
my
camera
today.
Yes,
the
rules
did
go
through
and
there
is
no
administrative
duties
that
I
can
read
from
the
rule.
The
requirement
is
that
y'all
pass
them
and
that
the
city
council
adopt
them
and
I'd
imagine
upon
adoption
and
the
way
I
believe
hr
is
interpreting
the
rule
is
that
they
are
effective
upon
adoption
by
city
council.
So,
as
of
I
believe,
january
29th,
they
are
the
applicable
rules
for
the
city
and
for
the.
B
B
Any
other
questions
or
comments
or
questions
to
assistant
attorney
john
medics
done
then
I'll.
Take
a
motion
to
adjourn
the
meeting
today.
Is
there
a
motion
so
moved
rick,
deveraux,
rick
devroe
moves
that
is
there
a
second.
