applied.
We
will
not

agencies
themselves

their
representatives,
but
the
agency
representative
will
have
the
option
to
call
in
at
a
certain
time
if
needed.
So

is
the
community
development
division
staff,
recommendation,
meeting
and
information
about
the
funding
recommendations
will
be
posted
on
our
website
in
its
draft
form
on
march
25th
and
reviewed
and
voted
on
at
city
council
on
may
10th.
Before
we
begin
the
staff
recommendations,
community
development,
director,
nikki,
reed
and
interim
community
development
division
manager,
jonathan
jones,
will
provide
us
with
a
short
overview.
Are
you

All

Before
we
dive
into
the
recommendations
for
funding,
we
did
include
a
separate
staff
report
that
I
think
will
help
in
our
future
management
of
these
grant
funds.
As
in
years
past,
we
have
made
funding
recommendations
and
gone
through
the
application
process
submitted.

All
of
our
well-laid
plans
to
hud
and
sent
those
in
may
15th
waiting
for
a
program
start
date
of
july
1,
and
then
we
wait
and
then
we
wait
and
then
we
wait
because
it
takes
us
a
while
to
get
our
hud
funding
contract
that
allows
the
city
to
spend
the
allocation
with
our
community
partners
and
doing
a
little
more
research.

It
looks
like
hud
has
a
provision
in
their
regulations
that
would
allow
the
city
to
begin
that
contracting
process
earlier.
They
refer
to
this
as
their
pre-award
cost
provisions.
The
staff
report
that
we
provided
includes
some
of
those
references
and
what
it
would
allow
the
city
to
do
is
set
up
a
limit
on
contracts
for
some
of
our
awarded
grantees
not
to
exceed
25
percent
of
their
award
and
as
soon
as
the
program
year
begins
on
july.
1,
the
city
could
begin
contracting
with
our
sub
recipients.

The
goal
here
would
be
to
focus
on
projects
that
are
clearly
eligible
and
that
have
costs
that
would
be
necessary
for
them
to
begin
work
and
continue
services.
So,
ideally
that's
something
like
our
tvra
grants
or
our
down
payment
assistance
programs
where
we
know
that
there
are
folks
in
the
community
that
can
use
those
resources
immediately
less
benefit
for
programs
for
projects.

You
know
big
construction
projects
that
still
have
underwriting
environmental
review
funding
clearances
from
hud
that
kind
of
thing,
but
really
where
the
idea
is
to
try
to
get
get
the
money
out
the
door
for
these
essential
programs
as
quickly
as
we
can
so.
Staff
have
worked
with
our
finance
department,
legal
department,
purchasing
contracting
all
of
those
teams
within
the
city
to
sort
of
vet.

This,
and
it
looks
like
we
would
be
able
to
put
that
mechanism
in
place
and
then
once
we
get
our
official
hud
contract
and
execute
that
document,
we
would
simply
notify
any
of
the
agencies
any
of
the
eligible
agencies
that
they
can
proceed
to
spend
the
remaining
funds
so
sort
of
some
low
hanging
fruit.
To
start
this
conversation
to
start
this
meeting
off
to
have
a
way
to
begin
using
funds
starting
july
1
this
year.

that
puts
us
at
the
funding
recommendations
from
staff.
So,
as
many
of
you
are
aware,
we,
the
community
development
team,
released
the
applications
back
in
december.
Applicants
had
time
to
respond
through
the
first
week
of
february.
H
Our
team
has
spent
the
last
month
digging
through
all
of
those
applications
and
trying
to
make
sure
that
we
have
a
good
grasp
on
the
requests,
the
eligibility,
the
program's
capacity
and
began
trying
to
figure
out
a
good
strategy
for
moving
forward
and
had
the
presentation
meeting
last
week
and
got
a
chance
to
hear
from
the
applicants
and
also
discussed
the
possibility
of
bringing
stronger
recommendations
to
this
committee
this
year.

In
doing
so,
we
also
worked
on
the
score
summary.
We
outlined
some
of
the
criteria
that
we've
used
in
the
past,
based
on
the
questions
from
our
application,
so
trying
to
sort
of
build
off
of
previous
work
and
success
there
and
included
that,
as
in
our
staff,
evaluation
and
questions
and
follow-up
two
agencies
over
the
last
two
weeks
this
year
we
are,
we
have
not
received
the
hud
allocations
yet
that
bill
as
usual.

It
takes
it
literally
takes
an
act
of
congress
to
get
this
funding
approved,
so
we
are
waiting
on
that
information
to
come
through
to
find
out
what
our
final
allocation
will
be.
But
at
this
point
we
are
estimating
one
million
two
hundred
and
ninety
six
thousand
seven
hundred
and
sixty
dollars
as
the
new
home
funding
for
this
coming
program
year.
We
do
have
some
return
funds
that
came
back
to
us
from
the
housing
assistance
corporations
cottages
at
oklahoma
project
funded.
H
We
included
some
funding
for
them
in
1920
in
in
fiscal
year,
1920,
as
well
as
in
the
most
recent
fall
reallocation,
given
that
we
don't
have
final
numbers
from
hud
for
this
allocation.
We've
also
put
a
conservative,
twelve
thousand
dollars
worth
of
program
income
into
our
calculation,
knowing
that
a
number
of
our
projects
are
based
on
tax
credit
applications,
we're
anticipating
that
there
will
be
a
fall,
reallocation
meeting
based
on
those
outcomes.

So
with
that
we
shared
out
the
information
to
the
applicants.
The
evaluation
had
responses,
come
back,
updated
application,
scores
and
shared
all
of
those
materials.
So
those
are
available
through
the
city's
website
and
hopefully
folks
have
had
an
opportunity
to
look
through
that
information.

I
will
go
ahead
now
and
share
the
draft
funding
table
that
has
was
included
with
that
and
we
can
walk
through
some
of
those
recommendations
now
and
while
I'm
doing
that,
if
folks
have
any
questions,
I'm
glad
to
field
any
of
those
as
far
as
the
process,
that's
brought
us
so
far.

All

well
a
bit
of
a
quiet
group
this
morning.
Let
me
see
if
I
can
make
some
room

my

ensure
folks
can

that
is
that

it
means
we
won't
have
the
the
funding
table
for
reference,
and
some
of
our
actions
for
ineligible
applications
will
be
cut
off,
but
hopefully
that
can
at
least
get
us
started.

We
did
receive
questions
about
some
of
the
applications
not
recommended
for
funding,
and
I
just
wanted
to
go
ahead
and
acknowledge
that
we
did
have
some
great
applications
this
year
and
for
various
reasons,
we've
not
been
able
to
move
forward
with
a
few
of
those
particularly
elida
homes
and
falling
waters,
contacted
the
team,
contacted
the
city
and
informed
us
that
they
would
not
be
moving
forward
with
their
application.
So
they
have
withdrawn
that
with
the
leader
associates
realty
group,
our
staff
review
during
the
staff
review.

We
determined
that
there
were
some
conflict
of
interest,
concerns
with
a
real
estate
agency
and
broker
doing
business
by
trying
to
include
down
payment
assistance
as
part
of
their
business
operations
and
making
those
loans
managing
that.
And
then
we
have
some
outstanding
monitoring
concerns
unresolved
findings
with
mho
one
of
mho's
down
payment
assistance
projects.

We
are
currently
working
with
an
outside
consultant
and
have
been
in
in
communication
with
hud
to
try
to
work
together
and
get
those
resolved.

Assuming
that
we
can
resolve
the
the
monitoring
findings,
we
would
be
glad,
as
as
the
city
team,
to
to
encourage
them
to
to
inc
to
being
to
reapply
or
to
submit
their
application
again
in
in
the
fall.
Hopefully,
we
can
get
that
resolved
quickly
with
the
help
of
our
consultant,
I
think
I
think
that
that's
a
definite
possibility.

We're
still
we're
still
working
through
some
of
that.
It's
required
us
to
go
back
these.
This
isn't.
These
are
older
funds
agreements
dating
back
to
2013
2014,
so
we're
having
to
pull
a
pull
older
files
and
review
some
of
that
information,
sharing
that
with
our
hud
rep,
so
that
we
can
get
a
determination
turnaround
time
on
on
some
of
that
is
is
lengthy,
so
it's
there's
not
really
a
good
a
good
handle
on
when
we'll
have
that
resolved.
But
we
are.
We
are
very
encouraged
by
mho's
response.

applications

staff
would
recommend

funding.
What
we
have
on
screen
is
the
list
of
the
application
of
the
applicants,
their
projects,
their
project
types,
but
what
you'll
see
is
also

far
end

table

also
their
application
score.
So
this
was
really
you
know
the
the
summary
of
the
staff
evaluation
and
looking
at
their
responses.

We
had
some
again.
We
had
some
great
applicants,
great
projects,
we'd
love
to
be
able
to
fund
them
all,
but
unfortunately
we
don't
have
that
much
money
available,
so
staff's
priority.
Staff's
recommendation
was
to
look
at
our
highest
scoring
applicants
and
try
to
invest
in
those
projects
that
have
capacity
have
good
program.
Design
are
clearly
eligible
and
have
have
experience,
delivering
results,
delivering
units
and
making
affordable
housing
for
those
that
need
it.

So,
starting
out,
we
looked
at
the
highest
scoring
application,
help
mate
and
recommended
75
000
for
for
their
request.
It
was
a
hundred
and
seventy
thousand
talking
to
the
agency
about
their
current
contract.
We
are
still
going
through
the
process
of
executing
their
previous
tbra
contract.
There's
been
some
delays
in
that
a
lot
of
that
through
the
city's
contracting,
and
so
that's
a
hundred
and
ten
thousand
dollars
worth
of
tdra
that
we
are
hoping
that
they
can
get
activated
here
shortly.

were
committed
this

They
received
this
information
as
well
through
the
spreadsheet
and
the
notice
to
this
meeting.
But
no,
we
haven't
had
the
fault
we
haven't
had
a
follow-up
conversation
with
them

additionally,
we
part
of
the
home
regulations
allows
so
moving
more
to
the
bottom
of
the
spreadsheet,
allows
the
city
and
the
home
consortium
to
allocate
10
percent
of
funding
for
administrative
costs.
This
is
what
this
city
uses
to
pay
for:
staff
pay
for
planning
costs,
paper
and
paper
clips.

That
kind
of
thing,
so
we
would
recommend
continuing
to
maintain
that
10
allocation
there
and
then,
because
we
have
chodo
funds
returned
from
the
cottages
at
oklahoma
project.
We
have
approximately.
We
have
right
at
412
thousand
dollars
that
the
city
and
the
consortium
would
need
to
allocate
to
be
in
compliance
with
hud's
15
percent
chodo
reservation.

So
as
our
only
choto
applicant,
we
would
recommend
putting
all
of
those
funds
into
that
one
project:
understanding
that
that
project
is
also
applying
for
tax
credits,
so
that
may
affect
the
viability
of
that
project
going
forward,
but
it
could
also
be.
We
could
also
take
that
into
consideration
once
those
announcements
once
those
awards
are
announced
that
leaves
the
remaining
balance
and
right
off
the
top
of
my
head.

don't
have
that
number,
but
I
can
a
look
a
little
over
one
million
dollars
to
allocate
to
the
remaining
tax
credit
projects,
white
pine
villas,
juniper
and
fair
haven,
meadows
and
staff's
recommendation
was
to
really
start
with
proportional
distribution.

total
amount
being
requested
by
the
projects
and
divide
that
balance
across
those.

withdrawn

they
ranked
fairhaven
meadows

their
top
priority,
followed
by
falling
waters
and
then
jupiter,
I'm
sorry,
juniper.

reasoning
was,
with
fair
haven
meadows
that
it
has
already
zoned
for
the
higher
density
multi-family
development.
There
will
not
need
to
be
any
rezoning
by
by
a
governmental
body.

They,
like
the
partnership
proposed
with
sharing
house,
to
provide
some
food
and
educational
programming
and
that
if
there
is
a
crosswalk
put
across
asheville
highway
from
the
apartment
complex,
it
would
connect
people
to
the
greenway,
which
would
then
give
them
safe,
walking
ability
to
several
local
businesses
and
to
the
bus,
stop
that
is
located
in
front
of
the
lowe's
home
improvement
store
and
that
they
appreciated
the
flexibility
of
the
developer
on
being
willing
to
accept
a
bearing
level
of
support
falling
waters.

rezoning
request
has
been
approved
and
the
cost
and
number
of
units
was
better
than
juniper
with
juniper.
There
will
need
to
be
a
rezoning
request,
which
has
not
happened
yet
and
because
the
area
that
it's
proposed
in
is
quite
congested
they're
concerned
that
there
would
be
larger
public
opposition
to
that
development
and
the
cost
per
unit
exceeds
the
other
two
proposed
projects.
