finance
committee
met
last
thursday.
We
heard
from
applicant
agencies
just
giving
an
overview
of
their
applications
for
this
year.
There
were
lots
of
new
things
in
emergency
solutions.
Grant
the
applications
this
year,
different
questions
being
asked
a
lot
of
emphasis
both
on
yes,
the
esg
side,
as
well
as
the
continuum
of
care
side.
You
know
we
we
we
knew
this
was
coming,
but
a
lot
of
emphasis
on
you
know
how
agencies
are.
A
Ensuring
that
their
services
are
being
delivered
in
a
racially
equitable
fashion,
they're
very
concerned
about
the
inclusion
of
people
with
lived
experience
of
homelessness
being
involved
in
the
decision
making,
and
fortunately
we
had
randy
join
us
as
part
of
those
proceedings.
We
we
had
all
renewal
applications.
We
did
not
have
any
new
project
applications
we
had
roughly.

think
it
was
25
or
so
thousand
dollars
more
in
requests
than
we
had
available.
So
I
think,
there's
actually
a
misprint
on
the
or
in
this
statement
of
that
on
the
materials
that
were
sent,
we
had
127

that
were
allocated
this
year.

Typically,
in
the
past,
we
have
leaned
more
heavily
towards
housing,
stability
efforts
rather
than
emergency
response,
and
there
has
been
a
requirement
at
times
that
we
spend
at
least
60
percent
of
the
allocation
on
housing
stability
and
limit
the
emergency
response
portion
of
the
allocation
to
40
percent.

light
of
just
how
much
how
difficult
it
has
been
for
emergency
shelters
to
operate
during
the
pandemic,
you
know
certainly
an
overall
increased
need
for
shelter.

that
you

really
unique
challenges
that
were
sort
of
regulatory
in
nature.
That
made
it
especially
difficult
for
you
guys
and

me

operating.

of
your
regular
shelter,
increased
need
for
shelter

kids,
it's
been,

a
challenging
year,
so

finance
committee

just
decide

split

allocation

emergency
shelter
side
was
recommended
for
funding
in
forty
three
thousand
eight
hundred
and
fourteen
dollars
and
helpmates
rapid
rehousing
program
was
recommended
for
funding
in
the
amount
of
twenty
one
thousand

brings
us
to
127
628.

always,
the
finance
committee.

got

stuck
with
making
some
decisions
because
there's
always
more
in
requests

we

our
annual
renewal
demand.

dollars
available

the
db
for
a
new

expansion
dvd
project
and
there's
also
eighty
eight
thousand
seven
hundred
and
twelve
dollars

housing
project.

not
subpopulation
specific.

we
did
publish
the
announcement
about
the
availability
and
the
application
process
for
these
dollars
and
received
letters
of
intent
from
both
helpmate
and
homeward
bound,
obviously
for
all
their
renewal
projects,
as
well
as
the
intent
to
expand
their
for
help,
mate,
expand
their
existing
rapid
rehousing
efforts
and
then
homeward
bound
will
be
looking
to
expand
one
of
their
permanent
supportive
housing
efforts
and
then
included
in
the
annual
renewal.
Demand
is

500
that
is
targeted
for
operations
of
the
homeless
management
information
system.

the
city
is

working
with
that
particular
system

particular
project.
It's
actually
included

the
annual
renewal
demand
so
that
it's
actually

competes
with
the
rest

activities.

certainly
good
news,
there's
also
some
additional
planning
grant
dollars
that
come
up
to
the
city
to
help
operate
the
homeless
initiative
and
support
all
the
activities
around
the
compliance
and
participation
in
the
development
of
the
consolidated
plan.
There
are
a
variety
of
obligations
for
those
planning
grant
dollars
and
we're
trying
to
figure
out
exactly
with
a
little
bit
of
increase.
What
specific
activities
we
could.
A
We
could
include
in
our
application
for
those
funds
they're
just
an
additional
allocation,
they're,
not
ranked
or
scored
so
it's,
but
it's
beneficial
to
help
support
the
operations
of
this,
this
committee
and
all
the
other
work
that
goes
along
with
supporting
the
continuum
of
care
work
that
has
to
happen
throughout
the
year.
So
it's
the
it's
a
good
bit
more
money
than
we
have
been
allocated
in
the
past.

It
had
to
do
primarily
with
the
increase
in
the
allowance
for
or
the
value
of,
fair
market
rents
in
the
community
that
david
and
his
team
at
the
housing
authority
applied
for
and
received,
and
and
we
got
an
increase
in
almost
30
percent
increase
in
the
in
the
value
of
that
rental
assistance,
and
so
hud
made
allowances
for
cities
that
had
increases
in
fmr.
You
got
an
increase
in
funding
availability,
so
that's
certainly
helpful,
but
rents
continue
to
go
up.

Units
continue
to
be
scarce,
so
you
know
we
we
have.
You
know
challenges
that
that
remain
on
that
front.
This
year's
in
looking
at
the
consolidated
application,
which
is
the
portion
that
the
city
is
responsible
for
compiling
there,
are
some
different
weights
being
placed
on
particular
aspects
of
the
application.
This
year,
there's
a
strong
re-emphasis
on
housing.
First,
as
as
the
basically,
if
you're,
not
a
housing.
First
project,
don't
even
bother
to
apply
because
you
won't
be
considered.
A
However,
they've
made
it
clear
that
there
will
be
considerably
greater
emphasis
on
system
performance
measures
next
year,
because
they
want
to
see
that
we've
strategically
aligned
all
the
extra
dollars
that
have
come
as
a
result
of
coded,
in
particular
the
esg
cd
dollars.
The
two
rounds
of
funding
that
we
got
totaling
just
over
two
million
dollars,
as
well
as
the
allocation
of
the
home
dollars,
that
our
four
county
home
consortium
will
receive
targeted
specifically
to
address
homelessness.

The
additional
47
emergency
housing
vouchers
that
the
housing
authority
will
receive
as
part
of
the
american
rescue
plan.
The
folks
in
the
special
needs
assistance
programs
office
at
hud
want
to
make
sure
we
strategically
aligned
on
that.
So
they've
made
it
clear
that
they
want
to
see
reductions
in
the
number
of
people
who
experience
homelessness
in
next
year's
system.
Performance
measures,
reports
as
well
as
reductions
in
the
length
of
time
that
people
spend
homeless
and
improvements
in
the
other
system.
A
Performance
measures
as
well
lots
of
emphasis
on
on
inclusion
of
people
with
lived
experience
in
both
the
funding
decision
making,
as
well
as
the
policy,
development
and
decision
making.
We
are
fortunate
to
have
you
know,
randy's
presence
on
this
committee
to
get
us
moving
in
the
right
direction.

We
certainly
want
to
try
to
get
more
input
from
folks
who
are
experiencing
homelessness
and
have
a
variety
of
things
underway
to
engage
them
more
randy
and
I've
had
several
conversations
along
those
lines
and
then
a
lot
of
emphasis
this
year
on
on
racial
equity
concerns,
and
so
I
think
it's
no
secret.
That
pandemic
really
brought
to
light
just
the
disparities
that
exist
in
communities.

I
think
this
group
is
well
aware
that
people
of
color
make
up
only
11
or
12
percent
of
the
population
of
buncombe
county,
but
comprise
about
30
percent
of
our
population
of
people
who
are
experiencing
homelessness.
It's
really
very
disproportionate,
and
so
they
want
to
make
sure
that
we're
taking
steps
to
address
that,
and
so
lots
of
emphasis
and
questions
around
that
and
the
consolidated
application-
and
I
imagine
in
the
individual
project
applications
as
well.
So
just
some
things
that
that
are
that
are
different
this
year.

I
think
october
13th,
the
finance
work
group
will
meet
the
week
following
to
do
its
final
considerations,
and
then
we
will
need
to
have
a
special
meeting
at
the
end
of
october
to
approve
the
finance
committee's
recommendations
and
then
complete
the
consolidated
application
with
the
the
rankings
of
the
projects
as
they
have
been,
as
they
will
be
recommended
by
the
finance
committee
for
submission
to
hud
and
so
lots
of
work.

So
we
get
to
do
it
again
this
year
and
with
all
the
changes,
it's
certainly
going
to
be
an
interesting
process,
but
I'm
glad
to
see
we
have
additional
funding
coming
available
and
I
hope
that
we'll
make
good
strategic
use
of

additional
allocations
that
have
come
our
way
that
were
that
were
code
related
and
that
you
know
the
community's
goal
of
ending
homelessness,
that
we
got
to
start
by
reducing
it
and
so
lots
of
efforts
underway.

think
homeward
bound
acquisition
of
the
days
in
on
tunnel
road
to
convert
to
85
units
of
permanent
supportive
housing
is
great.
We
need
more
permanent
supportive
housing
units.
We
need
more
housing
units
that
are
accessible
and
available
to
people
who
are
exiting
homelessness.
There's
still
plenty
of
work
to
do
and
we'll
get
through
the
continuum
of
care
process.
Just
like
we
do
every
year
it
was
nice
to
get
a
pass
on
it
last
year
and
not
have
this
particular
process
looming
overhead
with
the
pandemic.

I
was
good.
It
was
good
to
get
a
year
off
and
now
I'm
just
having
to
get
reoriented
with
it,
but
the
deadlines
are
already
posted.
We
have
letters
of
intent,
we'll
see
what
the
applications
look
like
and
go
from
there.

anybody's

meeting
regularly
to
talk
about
strategies
to
address
youth
homelessness
in
the
community.

that

going
on,

you

we

get
fed
a
lot
of
information
from
stakeholders
throughout
the
community
in
this,
and
you
know,
certainly
you
know
within
our
department,
it's
a
it's
a
team
effort
with

hmis
data
that
we
have
to
put
in
there.

with

updating
all
the
information
about
coordinated
entry

things
that
they
ask

with

helping
us
do

we're
unable
to
do
it

disengage
with
with
the
back
at
home
part,
because
we
feel
like
it's.

giving
us
a
lot
more
admin
work
where
we're
having
to
do
double
data
entry
and
reporting,
and
it's
taking
us
a
lot
longer
to
get
the

our
funds
we
have
to
submit
department
checks,
so
it's
taking
us

lot
longer
to
get
reimbursed
so
back
at
home
is
just
kind
of
like
a
a
go
between
that
helps
us
manage
the
grant,
but,
like
I
said,
we
were
all
in
agreement
that
it
would
be
more
efficient
for
us
not
to
have
that
because
it
just
creates
more
work
and
it
creates
it
just
delays
things.

we

would
just
like
to
back
out
of
that
and
just
go
through
esg,
so
it
would
just
cut
out
the
middle
man
and
make
our
lives
a
little
bit
easier.

only
question
is
why
it
was
there
in
the
first
place
just
for
convenience,

it's
no
longer
convenient.

part
of
a
statewide
initiative
with
that
the
infusion
of
the
esg
coded
related
money
really
focused
on.
You
know:
rapid
rehousing
efforts,
and
since
it
was
such
a
large
infusion
of
dollars
and
such
significant
expectation
around
landlord
outreach
and
engagement
that
they
structured
it
similar
to
how
I
forget
which
hurricane
it
was,
it
was
structured,
similarly,
housing,
placement
and-
and
you
know
getting
folks,
you
know
back
into
stable
housing
after
a
hurricane
some
years
ago,
was
modeled.

Similarly
to
that,
it
was
again
as
to
me
you
mentioned
you
know
it's
administratively
burdensome,
it
slows
things
down,
and
so
it
was
there
to
try
to
create
more
of
a
consistent
statewide
approach
on
several
different
administrative
aspects
of
the
program.
But
you
know
we're
not
the
only
continuum
of
care.
That's
had
this
experience
of
you
know
being
an
administratively
difficult
project
to
again
double
data
entry,
double
reporting
lots
of
different
issues
with
it,
and
we
don't
want
to
do
anything
that
slows
down
the
process
of
getting
people
housed.

Ultimately,
that's
what
this
is
about
and
since
there's
a
you
know,
a
specific
sunset
date
on
the
on
the
use
of
those
funds.
We
wanted
to
make
sure
that
we
use
all
of
them
and
maximize
the
community
benefits.
So
we
opted
into
back
at
home
initially
thinking
that
okay
would
be
great
to
have
some
statewide.

You
know
training
and
support,
in
particular
around
landlord
outreach
and
engagement
and
getting
people
oriented
on
the
use
of
esg
dollars,
because
they
are
it's
a
steep
learning
curve,
and
so
you
know
that
training
was
certainly,
I
think,
helpful
and
beneficial
in
the
beginning.
It's
just
slowed
things
down
and
and
created
some
inefficiencies
locally.
That
haven't
been
good.
So
I
think
the
request
from
the
group
is
that
that
this
committee
approve
our
withdrawal
from
the
back
at
home
framework
and
and
then
they'll.

use
of
those
dollars
by
the
end
of
the
year
to
hud
and
just
it's
an
opportunity
to
really
really
have
an
impact.
There's
some
eligible
uses
for
home
dollars
that
in
in
this
particular
allocation
that
typically
aren't
eligible

So
it
will
be
interesting
to
see
what
feedback
and
input
we
get
from
the
committee
about
how
to
strategically
deploy
those
funds.
Again,
you
know
in
an
effort
to
reduce
and
end
homelessness.
These
are
dollars
that
are
specifically
targeted
to
address
homelessness.

not
you
know
the
regular
allocation
of
of
home
dollars
that
we,
you
know
some
of
it.
We
use
for
tenant-based
rental
assistance,
certainly
for
folks
who
are
experiencing
homelessness,
but
a
lot
of
it
goes
into.

shoring
up
gap,
funding
for
low
income,
housing,
tax,
credit
development,
so
we
we
did
some
outreach
to
talk
to
some
of
some
of
those
developers
to
see
if
they
might
be
interested
in
using
these
dollars,
specifically
for
a
permanent,
supportive
housing
project.

didn't
get
a
lot
of
warm
and
fuzzy
feedback
from
those
developers,
so
we'll
just
have
to
see.

know
what
what
the
process
looks
like
for
community
engagement,
what
it,
what
input
we
receive,
but
the

encourage
you
to
read
the
announcement.

a

that
hud
is

has

to

youth
outreach
is

homes,

city
schools,

liaisons
we've
been
getting
together,
just
to
really
identify
some
of
the
challenges
and
what
we
are
all
doing
individually
and
what
we
can
do.
So
we
are
not
kind
of
recreating
the
wheel,
but
we
can
work
more
collaboratively.

kiddos
aging
out
of
the
system,
so
we
really
have
a
gap
in
services.
We
we
realize
it's
been
going
on
16
to
21,
22,
that
age
group
and
so
just
looking
at
what
we
have
done.
Historically,

worked

and
yeah
would
welcome
other
participants
to
brainstorm
with
us.
But
it's

a
pretty
cohesive
group

we

support
these
kids
in

conversation
about

The
other
day
you
know
just
for
youth
aging
out
of
foster
care
that
you

not
had
great
experiences
in
that
system.
They're
ready
to
get
out
of
it,
but
they
don't
always
have
the
support
that
they
need
in
place
to
have
a
successful
housing
placement.

So
we
not
only
need
the
additional
housing
units
and
elida
has,
you
know,
started
to
dip
their
toe
a
little
bit
more
in
the
housing
waters
which
we're
grateful
for,
and
I
think
they're
going
about
it
the
right
way,
starting
out
small
figuring
out.
You
know
how
to
put
it
all
together
and
then
you
know
scaling
up
so
that's
been
great
to
see
them
step
in
there.
But
we've
got
to
have
the
right
sorts
of
supported
services
around
those
young
people.

just
as
you
said,
there's
lots
of
dynamics
there,
one
of
the
things
that
that
we
are
being
asked
to
focus
on
next
year
that
we
we
did
a
couple
of
years
ago,
but
we
are
being
asked
to
commit
to
do
as
part
of
our
point
in
time
count
in
january
in
our
consolidated
application
this
year,
we're
being
asked
to
commit
to
a
specific
youth
homeless
point
in
time
count
as
part
of
that
next
year.

So
you
know
hud's
looking
at
this,
they
for
the
last
several
years
they
have
had
three
or
four
rounds
of
what's
called
youth
homelessness
demonstration
program
dollars
that
have
gone
out
to
a
variety
of
communities.
There's
a
lot
of
data.
That's
come
back
on
that
now,
so
I
think
we'll
see
an
increasing
emphasis
on
youth
homelessness,
which
I
think
our
group
has
agreed,
and
I
think
it's
easy
to
understand
that
the
more
upstream
interventions
that
we
have
with
that
particular
population.

know
if
we
can
prevent
them
from
becoming
homeless
and
get
the
supportive
services
that
they
need
earlier
on,
then
we
don't
see
them
as
long-term
clients
at
a-hope
15
years
later.
So
that's.

well,
and
if
we
have
a
gap
in
services
caring
for
children,
we
were
the
only
independent
living
program,
teaching
those
those
life
skills
to
the
that
age
group
and
we
closed.
We
lost
funding
three
years
ago,
and
so
there
is
nothing
in
the
city
of
asheville
for
those
that
independent
living
kind
of
transitional
living.

Yeah,
a
challenging
population
and
and
every
time
that
you
know
our
group
has
met.
I
I
have
learned
things
about
youth
homelessness
that
I
did
not
know.

It's
been
very
eye-opening
on
the
particular
challenges
that
I
know
that
you
face
and
just
lots
of
work
to
to
be
done
and
lots
of
dynamics,
and
I
mentioned
this
to
amy
when
she-
and
I
spoke
about
this-
the
other
day
that
I
remember
back
in
2002
or
three-
you
know
hearing
a
national
alliance
to
end
homelessness
conference
that
the
big,
the
big
waves
that
we
would
see
in
people
becoming
homeless,
were
you
aging
out
of
the
foster
care
system
and
combat
veterans
returning
from
iraq
and
afghanistan,
and
both
of
those
things
came
to
pass.

So
you
know
at
least
I
think
we've
got
a
good
nucleus
of
a
work
group
to
kind
of
hash
through
these
issues
and
come
up
with
some
good
recommendations
and
I'm
glad
that
group
has
formed
and
has
been
meeting
regularly.
