of
those
loans
as
a
group
we're
simply
providing
a
loan
guarantee,

is
the
agreements
that
Rosanna

talked
about,
so
just
wanted
to
clarify
them.

in

we've
talked
about
ways
we
can
get
more
traffic

we've

pandemic
and
we've
not
been
able
to
meet
until
today.

loans,
areas

we

overcome
those
barriers

get
more
people

program
took
over

so
that
has
consumed
all
of

energy

transition

really

that's
gonna
look
like

yet,

we
do
have
one
loan,
that's
for
70,000,
that's

guarantee
amount
that
is
still
pending.

closed
yet
and
we
are
anticipating
it
closed,
probably
in
the
next
60
days.

echo
what
Yellen
said
absolutely
you
know:
we've
been
supporting
people
and
accessing

SBA
disaster
funds
were
also
a
rapid
recovery
funder
and
most
of
those
disaster
loans
are
not
required
in
collateral.
It's
based
on
the
revenue
of
the
business
to
help
them
get
through
or
payroll
of
the
business
in
the
case
of
PPP
zero
protection
program.

So
we're
also
at
a
time
I
Caroline,
a
small
business
where
we're
closely
evaluating
start-up
loans
and
with
the
pandemic
and
recession,
and
all
of
that
it's
definitely
more
challenging
and
more
stringent
for
underwriting.
So
it
will.
It
will
be
interesting
I.
You
know,
I
heard
gene
Holley,
say
I'm
thinking
about
how
to
use
this
for
existing
businesses
that
have
been
impacted.
So
when
some
of
this
on
easier
money
runs
out,
you
know
which
keeps
going
and
freezes
where
there's
no
work.

can't
be
there's
no
more
idle
and
then
there
is
again,
but
you
know
when
that
runs
out,
and
there
aren't
options
for
for
that
easier
money
with
like
no
interest
lower
interest
to
give
you
all
of
that
stuff
on.

we're

a
lull,
we
can
be
thinking

coming
to
us
right
now,

survival,

haven't
had
any
startups,
come
to
me,
I'm
on
a
daily
basis,
you're
having
businesses
that
are
saying.
How
can
we
stay
in
business?

keep
alive
and
that's
and

there's
a
huge
need
in
our
community
for
all
funds
to
be
marshal
to
keeping
these
businesses
alive?

think
it's
a
great
environment,
already
business
at
all
and
and
basically
there's
too
much
need
for
for
the
struggling
businesses
that
we
have
that
we
could
easily
lose

mean
the
pink
paint
program,
for
instance,
does
not
allow
a
business
to
get
two
loans
and
that
money
you
know
from
the
ones
that
got
one
loan,
that
money
is
now
ending
and
they
can't
quote
they
can't
apply
for
a
second
PPP
loan.
So
we
have.
We
have
a
big
crisis
right
in
front
of
our
face.

we're
seeing
a
lot
of
enquiries
actually
about
on
specifically
for
city,
assisting
businesses
that
are
looking
to
expand
and
possibly
take
up
another
business
or
you
know
so
just
make
some
changes
to
their
existing
business
model
because
of
the
pandemic,
so
I
mean
we're
still
getting
a
lot
of
inquiries.
They've
received
about
200,
250,
250
increase
for
new
loans.
Like
I
said
we
had
not
been
processing
those
inquiries
because
we
weren't
just
not
doing
any
traditional
lending.
Okay,
but
you
know
we
are
seeing
that
a
lot.
So
who
knows?

to
say
really
fast
that
we
at
the
city
are
doing
outreach
to
our
black
and
brown
businesses,
so
we
have
been
going
to
the
businesses
and
given
them,
our
parklet
and
outdoor
expansion
shares.
Asheville
spaces

called
information

along
those
documents,
we're
giving
them
mountain
community
capital
fund
flyers
and
information
and
I
have
received
a
few
calls
from
individuals
interested
in
using
the
MCC

guarantee.

as
I
hear
that
the
lenders
saying
that,
like
they're,
not
processing
regular
loans,
why
do
you
guys
suggest
I
tell
the
people
who
have
communicated
with
me
stating
that
they
want
to
go
for
a
loan
and
use
them
up
and
try
to
see
if
they
can
use
the
mcc

Should
I
stop
distributing
the
Flyers
if
you're
not
doing
the
loans?
What

What
should
I
do?
I
just
don't
want
to
show
someone
a
document
and
then
there's
no
reply
to
them.
There's
you

I'm
concerned
about
that
customer
service.

it's
great
that
you
continue

advise
that
it

refer
us
to
get
back
to
them,
just
because
we
have
so
much
in

pipeline

we're

in
this
transition

process

quests

them

bleak

that

struggling

love

new
requests
from
people
who
mean
loans
in
this
environment.

love

pass
them

There
is
a
delay
because
of
the
PPP
program,
but
but
that
is
ending
the
end
of
July,
so
you

think

ahead
and
pass
them
and
let's
get
them
lined
up
in
the
pipeline.

if
they
aren't
already
connected
to
one
of
the
business
services
provider,
is
that
it's
really
critical
to
get
them
in
the
door
because
we're
the
ones
that
have
the
expertise
in
what
is
available
to
them,
whether

it's
funding
or
training
or
technical
assistance,
and
they
might
benefit
from
some
of
those
other
things.
Even
if
we
can't
approve
alone
immediately
and
I,
think
that
we've
seen
some
hesitancy
of
people
to
even
come
in
when
we
have
communicated.

know
what
of
course,
I
want
to
be
honest,
but
I
think
y'all,
we've
seen
hesitancy.
You
have
people
coming
in
when
we've
communicated
that
it's
a
challenging
lending
environment,
they
say:
okay,
well,
I'll
just
stay
away,
but
there
might
be
other
ways
that
we
can
help
them,
or
maybe
they
are
a
good
candidate.
You
know
based
on
circumstances.
I
would
just
say,
of
course,
I
mean
it,
but
it's
a
hard
time,
but
we
have
lots
of
ways
to
help.

sometimes
you

it's
just
a
timing
issue
that
that
I
might
not
be
able
to
help
someone
but
Mountain
biz
works,
especially
and
self-help
have
been
referring
back
and
forth
during
this
period

us

that
more
consistently

we
don't
have,

don't
have

ability

help,

sure
they
know

us
out

certain
ways

risk

mitigated

if
there's

developmental
development
delay

that
something
where
some
of
the
ancillary
providers
who
are
I
guess
being
engaged?
Can
those
startups
can
be
referred
to
to
be
ready
the
company
so
that
they
can
get
into
your
pipeline
and
also
find
some
risk
mitigation?

way,
some
risk
mitigators
like
getting
a
government
contract
that
they
can
get
additional
cash
flow
from
that
sort
of
thing.
Maybe
this
is
with
in
the
old
days
when
I
could
get
my
prime
contractor
to
guarantee
my
materials
like
if
I
needed
some
cement
or
whatever
and
I
wasn't
exactly
credit
ready,
I
could
get
them
to
sign
off.
There
are
many
ways
to
mitigate
that
risk,
especially
with
the
government,
The,
Full,
Faith
and
Credit
so,
and
also
those
developers
that
you
hire.
Maybe
they
can
step
into
the
gap
in.
A
Connectivity
issues,
so
we
can
wait
for
her
to
come
back
and
when
she
comes
back
we
can
hopefully
get
her
questions
answers,
but
while
we're
waiting
on
her
to
return,
so
we
were
talking
about
loan
barriers.

wondering
is
now
the
time
to
ramp
up
communication.
As
far
as
pushing
the
word
out
to
the
community
that
you
guys
are
available
for
traditional
loans,
I'm
hearing
like
I'm,
what
do
you
guys
think
because
I'm
really
seeing
a
lot
of.

loans

the
winter

folks

summers

rely
on
that
seasonal

on
related
to
social

wonder

that's

good
next

either
business
owners

folks

are
working

them
directly
about
what
their
challenges
are,
what
their
challenges

program
and
then
from
there
pivot.

that's

a

always

waiting

wonder
if
that's
gonna
help
us
move
more
strategically.

this
really
strange

out

need

lack

pandemic

better

be

good
time

some
business
owners
and

others.

could
be

lean
time
for
them
and
not

we
have
the

thoughts

bothering

that

don't

many

minority
owned
businesses

under
development.

seems
to
be
a
consistent
thing,

wondering

there's

can't

team
that
you've
engaged
a
contractor
to
develop
more
of
these
businesses
so
that
you
have
a
pipeline
constantly
coming
into
this
long
pool
or
to
this
enterprise.

only
with
the
customers
or
the
borrowers
who

our
pipeline,

also
to
the
technical
assistance

lot
of
folks

this
city
who
need
development,

the

ask
them
from
a
public
policy
standpoint
to
adopt
that
policy
as
early
as
September,
and
so
that's
the
first
step,
obviously
is
adopting
the
policy.

implementation
aspects
of
how

we
create
and
grow
a
pipeline,
and
so
the
other
things
that
we're
working
on
that
it's
going
to
take.

it's
going
to
take

village
to
do
these
things,

a
little
about
it,
but
we
have.
We
have
some
things
that
we're
working
on
it's
really
early,

feel

is
a
guarantee
at
this
point,

these
things
cost
money,
but
we're
looking
at
a
number
of
implementation
tools.

vendor

hoping

able

business

city

some

things
we're
looking
at
is
removing
bonding
requirements
for
anything
under
three
hundred
thousand
strip
like
construction
under
three
hundred
thousand
dollars.

creating

spaces
perfect

like

call
professional
meeting
spaces,
making
spaces
incubators
we're
looking
at
bringing
our
own
MWBE
and
SPE
certifications
to
the
city
and
the
SPE
would
allow

a
shelter
market
which
means
that
the
odds
of
an
SBA
getting
a
contract
will
be
greater.
We
cannot
do
this
without.

all
these
things
to
assist
businesses,

we
know

one
entity
we
cannot
keep
afloat

whole
group
of
black
and
brown
business
owners

we're
gonna
need
assistance

county

together
with
us
and
help
us
keep

businesses

request
for

the

payment
vendors.

working

businesses

conversation,

is
it
more
grassroots
or

it
more
like
leaders
and
organizations,

understand
where
it's

want

tap
into
whatever
infrastructure
they
have
already

like

the
mission
health
system.

talked
with

Chang
earlier

week,
and
he
is
interested
in
putting
together
some
requisites,

called

that
would
lead
toward
equity
as
far
as
how
folks
hire
where
they
buy

Cure
etc.
So
I
think
the
framework
is
kind
of
already
there
if
you
want
to
tap
into
those
for
that.
So
yes,
that's

anything
when

start,
if

start

point
where
you've
got
an
approved
resolution
that
that's
powerful
for
sure,
but
it's
framed
in
a
certain
way
that
could

good

think

thinking
about
next
steps,

making
sure
there's
some
flexibility
so
that
foundations
can
play
a
role
and
they're
not
boxed
in
based
on
what
they
do

governments

and

small
business

reach

folks

of

conundrum

that
you
want
to

word
out,

in

get
the

think

could
even
call

true

people

trucking

sort

thing

dollar

margin

bigger
players

way

one
of
the

they're

everything

construction

out
of
the
house
kinds

stuff.

are
facilitating

them

things

black
business

number

ways

we

downtown
parking
lot.

that's
one

mechanisms

we've

using
to
get
the
word
out
and
kind

keep
people

business
owners
having
more
conversations,

been

sharing

social
media
page
as
well
as
my
business
page
about
SBA
loans
and

Think
when
people
see
that
I'm
pushing
someone
like
these
said
to
the
hurt
point
looks
like
them.
Pushing
these
these
been
using
these
avenues.

think
they're,
more
apt,

more
to
look
into
them,
and
we
just
have
to
do
more
of
that.

everybody
is
in
the
trenches
and
they're
focusing
on
their
own
being,
you
got
your
head
down
and
you
don't
always
come
up
for
air
myself

haven't
been
as
connected
on
social
media
lately,
as
I

goes

but
I'd
have
to
remember
just
to
remain
diligent
