A
We
are
live
all
right.
Well,
that's
me.
Thank
you
everybody
for
being
here
today.
This
is
the
October
2022
meeting
of
the
Asheville
urban
forestry
commission.
My
name
is
Amy
Smith
I'm,
the
chair,
we're
going
to
start
today
with
introductions
around
the
room,
starting
with
commission
members.
I
am
first
going
to
recognize,
introduce
and
welcome
our
newest
member
Karen
McNeil.
Thank
you
so
much
if
you
want
to
introduce
yourself.
A
B
You
I'm
very
happy
to
be
here:
I'm
Karen,
McNeil
I
am
the
newest
member
of
the
urban
forestry
commission.
Let's
see
I'm
a
registered
nurse
and
have
been
for
many
years
and
working
on
the
Capstone
that
maximizes,
the
ecological
Services
of
urban
Forest,
so
I'm
very
happy
to
be
here
and
serving
the
Asheville
community.
A
Thank
you
Karen.
We're
glad
that
you're
here
with
our
group
now
so
with
commission
members,
Dawn
Chavez,
Vice,
chair.
C
Hi
great
to
have
you
Karen,
welcome,
so
excited
for
you
to
be
here,
and
she
also
didn't
mention
that
she
was
the
originator
of
October
which
we're
now
in
celebrating
Oaks
and
I'm.
The
director
of
Asheville,
GreenWorks
and
I
am
an
urban
forestry
commission.
Member
thanks.
D
I'm
Zoe
Hoyle,
Urban,
Forest,
commission
member
and
welcome
Karen.
My
background
is
I'm
retired
from
the
forest
service,
where
the
science
writer
for
research.
E
Hey
Cecil
Bothwell
I
was
eight
years
the
liaison
to
the
tree
commission
and
since
then,
I've
been
on
the
forestry
commission,
50-year
organic
gardener
and
big
supporter
of
canopy.
F
Everybody
Sharon
Sumrall
urban
forestry,
commission,
technical
review
appointee
and
glad
to
see
you
Ms
McNeil,
welcome
aboard.
A
A
Yes
and
absent
today
is
Ed
Macy
and
Roy
Smith,
the
liaison
from
Duke
Energy.
So
again,
once
again
welcome
Karen-
and
nobody
has
also
mentioned
Karen-
is
very
active
in
the
actual
Greenworks
program
with
sorry,
what
am
I
missing
the
tree
protection
test
protection
task
force.
Sorry
the
thing
that
was
escaping
my
mind.
So
thank
you
again,
Karen
for
being
here,
so
we
will
call
this
meeting
to
order
first
order
of
business
is
to
approve.
Oh
no.
A
L
I
I
am
thank
you,
Ben
Woody
development
services,
director.
A
Thank
you
and
we
have
some
guests
here
for
alternative
compliance
requests.
It
says
D
Lloyd,
so
if
you
can
introduce
yourself.
M
Darcel
Grimes
Lloyd
out
of
compliance.
A
L
You
yeah
it's
an
honor
to
attend
this
meeting.
I've
attended
a
lot
of
these
meetings
in
the
past
and
I'm
actually
filling
in
for
somebody.
Who's
surf,
kayaking
right
now
in
England,
she's,
really
the
brainchild
behind
the
restoration
project
at
the
Grimes
Lloyd
household
and
her
name
is
Teresa
Rogerson
she's,
her
company's
ecology
by
Design.
A
All
right,
thank
you
very
much
for
being
here
today,
we'll
get
to
the
alternative
compliance
request
shortly.
Okay
did
I
miss
anyone
on
the
call,
okay,
I
think.
That's
everybody
now
back
to
approval
of
the
minutes,
so
to
kick
us
off,
we
just
need
a
motion
and
a
second
to
approve
them
and
it's
from
the
last
meeting.
These
are
the
action
minutes
attached
in
our
documents
for
the
day
today,.
G
E
A
Cecil,
so
we
do
a
roll
call
vote.
I
will
call
on
everybody
in
the
order
of
my
list
here,
starting
with
Dawn
I
and
Sharon
I
Zoe
aye,
Cecil
hi.
E
A
H
I
believe
we
do
hold
on
one
callers
on
the
line
if
you'd
like
to
provide
public
comment,
not
for
the
alternative
compliance
case,
but
just
general
public
comment
regarding
the
urban
forestry
commission
tap
star
three
to
speak
now.
H
Make
sure,
let's
see
caller
223-223.
Are
you
speaking.
H
H
J
H
H
I
five
yeah
it
shouldn't
that
might
be
the
issue.
I
don't
have
a
way
to
mute
or
unmute.
It,
though,.
H
J
I
had
to
hit
wait
on
help
desk
to
jump
in
there
to
help
me
so
you're
doing
what
I
had
to
do.
I
mean
it.
I
have
a
feeling
what
happens
if
it
joins
two
or
three
people
into
the
meeting
it
automatically
mutes
you
as
when
you
join
in
and
so
I
think
it
just
muted
automatically
and
that's
probably,
relating
to
all
the
problems
you're
having
getting
it
connected.
J
H
Well,
Nancy
just
got
it
unmuted
I
think.
M
H
Okay,
so
let
me
try
this
top
to
speak
again,
callers
on
the
line
who
would
like
to
provide
public
comment.
Please
press
tab
to
speak.
N
Okay,
I'm,
we
heal
whim.
H
Well,
we
could
hear
you
and
now
we
can't
again
hold
on
one
moment
caller
we're
trying
to
work
this
out.
Beth.
We
just
got
somebody
to
be
able
to
speak,
and
then
they
disappeared.
H
D
O
O
N
Okay,
I
wanted
to
bring
some
information
that
I
have
to
go
attention.
It's
called
the
legal
name
fraud
and
it's
actually
illegal
to
use
a
legal
name.
N
N
So
it's
a
very
important
document
that
explains
the
birth
certificate
fraud
and
how
all
this
stuff
that
people
are
doing
is
based
on
legal
and
legal.
Legal
is
not
law,
so
you
need
a
bar
card
to
practice,
legal,
otherwise,
you're
practicing
legal
without
a
license
and
that's
a
capital
felony.
N
Also
the
birth
certificate.
Fraud
itself
is
or
the
legal
name
is
Crown
copyright
infringement,
that's
another
Capital
felony
and
then.
N
N
So
it's
a
worldwide
legal
cult,
religion,
they
worship
money.
So
the
money
is
made
from
the
Blue
Sky
bonds
off
the
birth
certificate
fraud
and
they
create
Securities
off
of
those
contracts.
H
Up
if
there's
any
other
callers
on
the
line
that
would
like
to
provide
general
public
comment,
please
press
star
three
now.
A
J
Yeah
Nancy's
want
to
present
for
me
and
Miss.
Grimes
property
is
the
subject
of
the
request.
J
Thank
you,
chair
and
commission
the
property
in
questions
at
346,
East,
somley
Drive
in
the
hall
Creek
neighborhood
in
East,
Asheville
kind
of
at
the
end
of
the
road
up
there
before
you
get
up
the
mountain
so
make
sure
the
request
is
in
response
to
a
notice
of
violation
from
this
spring
due
to
some
tree
cutting
and
deep
focus
of
B
without
a
tree,
removal
permit,
once
they've
received
that
missed,
find
they
did
apply
for
a
permit
and
then
later
me
miss
a
miser
and
Miss
Martin
made
a
site
visit
into
the
summer
and
found
that
you
know
due
to
the
fact
there
was
a
large
number
of
trees
removed,
and
we
also
noticed
that
some
of
the
trees
had
some
Decay.
J
As
indicated
in
the
request,
and
some
trees
appeared
to
not
we,
the
staff
was
not
able
to
make
a
certain
determination
that
all
of
the
tree
removal
was
necessary
or
warranted,
so
that
tree
removal
request
was
denied,
and
so
the
next
step
was
in
the
remediation
process
was
to
apply
for
the
alternative
compliance
and
so
miss
Grimes
worked
on
that
was
working
with
Miss
Martin.
J
Who
is
no
one
with
City
she's
left
to
work
somewhere
else,
so
I
don't
have
Miss
Martin
here
with
us
today
or
she
would
be
able
to
answer
some
questions,
but
Miss
Grimes
did
work
with
Miss
Martin
pretty
closely
about
trying
to
get
this
corrected,
and
it
just
took
a
few
weeks
to
get
an
application
prepared
and
prepare
the
remediation
planting
plan
so
with
that
they
are
proposing
22,
large,
maturing
type
shrubs
and
several
large
trees
I'll.
J
Let
me
I'm
sorry
we'll
be
back
at
the
second
Nancy
sorry,
a
lot
of
those
were
rotos,
and
then
there
were
67
threes,
36,
large
return
and
31
small
maturing
thanks.
That's
the
next
slide.
Thank
you.
So
the
nature
of
the
request,
if
you
see
the
house
here
in
the
very
center
of
the
slide,
they
were
to
the
downhill,
which
is
Southwest
mainly
Southwest
of
the
home
and
multiple
trees
were
removed.
Most
of
our
large.
What
I
know
is
a
lot
of
large
and
we
did
like
I
said
notice.
J
J
And
so
here
is
the
proposed
planting
plants
or
mediate
and
re-establish
education
cover
on
the.
J
And
one
thing,
I
noticed
when
evaluating
different
plan
was
there
was
three
proposed:
Carolina
hemlocks
I
wasn't
sure
about
that
being
an
appropriate
free
type.
What
they
face
now.
Currently
one
thing
I
might
lean
on
this
pre-commission
for
here
is
elevation
and
Southern
Exposure
of
the
site
and
making
sure
that
the
proposed
vegetation
is
appropriate
with
that
Southern
Exposure,
so
that
that's
all
that
out
of
my
wheelhouse
I'll
say
that
and
as
I
said
before,
it
was
hard
work
with
notable
multiple
oats
and
I
guess.
J
J
But
in
general
I
believe,
based
on
the
number
of
trees
removed
and
the
overall
mixture
and
count,
that's
probably
going
to
be
appropriate
to
reinforest.
That
area
that,
with
that
said,
I
will
turn
it
back
over
to
you,
the
Smith
on
that
one.
A
All
right,
thank
you.
Do
we
have
a
slide
of
the
site
plan
that
was
a
nice
one
to
look
at
too
there's
the
site
plan.
If
anybody
had
any
questions
about
that,
so
we
do
have
the
applicant
and
the
representative
from
the
landscape
design
company.
So
if
there
are
any
questions,
looks
like
Sharon
is
ready
to
kick
it
off,
go
ahead.
F
What
is
the
person's
name
for
the
lens?
Oh
Mr,
Johnson,.
L
F
F
There's
a
lot
of
dense
planting
that
occurred,
I'm
having
issue
as
a
landscape
contractor
with
a
lot
of
years
and
The
Business
with
dogwoods
with
the
anthracnose
Decline,
and
how
poorly
they're
doing
in
the
area
so
I
mean,
if
I
like
them,
but
I
think
that
there's
just
too
many
there's
11
of
them
I
think
that's
just
too
many
and
I
I
am
assuming
that
we're
going
to
have
some
decline
on
those,
as
mostly
they're
in
decline
in
the
area.
F
Also
I
have
problems
with
the
rhododendrons
is
Ricky's.
F
The
size
is
good
if
you
buy
them
from
our
native
Nursery,
but
their
Roots
aren't
going
to
hold
that
Hillside
in
and
I'm
thinking
that
we
need
something
like
I
made,
some
notes,
either
ilexes
or
Marella
or
cyanosis,
something
that's
smaller.
That's
going
to
put
out
roots
quicker
to
hold
on
that
bank,
with
maybe
fewer
of
the
Roadies
as
specimen,
because
they're
just
they're
going
to
be
BNB
with
a
lot
of
heights
to
them
and
they're
not
going
to
put
out
a
lot
of
roots
for
a
fair
amount
of
time.
F
I'm
also
have
had
a
lot
personally
decline
in
the
pinus.
Now
you've
only
got
four
but
they're
really
hard
to
establish
on
the
White
Pine
there's
other.
For
me.
What
I'm
looking
at
here
is
that
there
was
so
much
cleared
out.
It's
got
a
steep
slope
on
it.
F
I'm
looking
for
a
plant,
so
you're
going
to
put
out
trees,
they're
going
to
put
out
a
canopy
and
put
out
roots
right
away
the
whole
to
stabilize
these
hillsides,
and
you
know
I
put
out
Hawthorns
or
something
that's
just
got
a
faster
growing
and
a
bigger
root
system.
I
like
the
beach
and
I
like
the
witch
hazel
and
the
hemlock
is
I,
know
they're,
making
some
Hemlock.
Now
that
are,
you
know
a
little
more
resistant,
but
it's
that's!
F
M
Ask
Sharon
a
question:
yes
expected
your
question
to
Doug,
but
can
I
ask
you
one
prior
to
that?
Yes,
one
of
the
reasons
for
like
the
Dogwood
or
something
like
that
was
to
try
to
get
trees
that
threw
out
that
were
good
for
people
with
severe
allergies.
I
have
severe
lung
condition.
M
You
mentioned
some
things
in
place
of
the
rhododendrons.
Could
you
go
over
that
again,
so
I
can
write
it
down.
F
Yeah
and
again
with
allergies,
I've
been
doing
this
for
40
years,
so
I
know
certain
plants
that'll,
throw
out
a
whole
lot
more
pollen
or
are
more
irritating
as
a
person
that
suffers
from
it
well
in
the
business,
so
I've
got
Morella,
which
is
m-o-r-e-l-l-a.
These
are
natives
by.
F
So
wax
myrtle.
If
you
want
to
get
berries
on
them,
they're
dioces,
meaning
you
have
to
plant
male
and
female,
but
they
get
a
good
size
to
them.
So
you
know
this
also
americanus
their.
You
know
they're
not
as
far
as
I
know.
They
don't
have
a
big
leaf
and
they're,
not
a
heavy
duty
pollinator,
but
they
do
put
out
a
good
root
system
to
hold
the.
M
Yeah
I
just
wanted
to
jot
those
down
since
the
the
landscape
designer
is
out
of
the
country
Doug's
sitting
in
for
her
and
I.
Don't
have
any
problems
with
changing
rhododendrons
for
certain.
We
just
didn't
know
what
to
change
it
to
yeah.
F
Well,
you
know
you've
hired
a
professional
and
she
can
give
you
more.
I'm
also
have
a
feeling
and
I
don't
know.
If
this
is
true-
and
this
may
be
my
opinion
that
has
got
cleared
for
View
and
I'm
looking
at
the
houses
that
are
around
you
and
that'll,
give
more
protection
from
the
people
that
are
looking
up
at
at
the
house
at
your
house
and
what
you've
got
planted
around
the
house.
Isn't
going
to
it's
going
to
offer
you
your
view,
but
it
isn't
going
to
protect
the
people
around
looking
at
it.
F
And
again
you
know
it's
like
anything.
Everybody
can
have
an
opinion
on
what
types
of
trees.
L
F
One
more
thing:
I
do
know
that
the
problem
with
the
dogs
dogwoods
is
extensive,
and
it's
just
it's
getting
worse,
and
it's
not
that
I
don't
want
to
see.
Dogwoods
planted,
I,
love,
dogwoods,
but
I
think
less
amount
of
dogwoods
would
be
better
than
the
amount
that
you've
got.
Okay,.
F
Your
Lance,
your
landscaper,
will
give
you
other
Alternatives,
seeing
how
you've
got
allergy
issues
I
mean
I
could
give
you
lists.
We
have
a
recommended
species
list
that
will
have
a
lot
of
the
natives
on
them,
but
because
you've
got
allergies,
you
probably
should
work
with
that
person
a
little
more.
So
they
can
tell
you.
M
F
Yeah
yeah
and
I
I
agree.
So
so,
when
I
have
to
do
something
like
this
I'll
go
look
what's
in
stock,
for
what
I
need
something
that's
30
feet
or
20
feet
find
out
what's
available,
you
know,
and
the
native
Nursery
that
you'd
probably
get
your
rhododendrons
from,
has
a
good
selection
they're,
probably
not
going
to
be
as
big
as
you
want
or
as
big
as
we
would
probably
like.
But
you
know
sometimes
you
just
have
to
take
what
we've
got
but
I
understand
that
that
is
a
problem.
A
Yeah
I'll
say
that
I
saw
that
note
from
the
landscape
designer
and
we
fully
understand
that.
That
is
an
issue,
but
it's
getting.
It
is
getting
better
I've,
seen
local
nurseries
with
a
bigger
commitment
to
natives
all
right,
so
I
was
going
to
open
it
up
for
more
questions
or
comments.
So
Patrick.
G
Yes,
I
have
two
questions:
one
I
guess
to
the
owner:
when
is
the
landscape
architect
do
back
in
this
country.
M
G
G
Okay,
thank
you
and
then
my
question
to
either
Wiki
or
Nancy
or
potentially
Sharon
is
what
is
the
condition
of
that
at
slope?
Currently.
I
J
Yeah
I'm
trying
to
unmute
here
at
Texas.
Now,
the
last
time
I
was
out
there
Patrick.
There
was
a
lot
of
tree,
so
the
trees
that
were
cut
were
thrown
perpendicular
to
the
slope.
So
there
is,
you
know,
slash
on
the
ground:
it's
not
like
clogged
or
denuded
and
sent
that
there's
all
this
exposed
soil
running
off
into
the
The
Creeks.
There
was
a
lot
of
leftover
material
on
the
ground,
still
a
lot
of
leaf
litter.
J
It
seems
like
they
were
just
kind
of
cut
and
dropped
in
a
perpendicular
fashion
in
the
sense
of
I'm
trying
to
remember
what
was
the
term
the
the
prior
gentleman
used,
but
it's
a
method
of
like
using
the
trees
and
their
leftovers
to
like
fertilize
the
soil
and
also
attenuate
any
soil
erosion
by
keeping
them
dropped
perpendicular
to
the
the
slope
so
that
it
traps
any
runoff
and
erosion
doesn't
actually
make
it
off
the
site
and
I.
J
Don't
it
was
some
European
Scandinavian
term
and
I
I
I'm,
not
even
trying
to
pronounce
it
Huka.
I
M
B
So
I
noticed
under
the
staff
findings
and
recommendations
that
the
Udo
requires
one
and
a
half
inch
calipers
for
small
maturing
trees
at
the
time
of
planting,
and
the
proposal
includes
one-inch,
calipers
and
I
was
wanting
to
request
that
we
maintain
the
one
and
a
half
inch
caliper
requirement
and
also
I
am
sympathetic
to
the
allergy
concern,
but
I
I
do
want
to
talk
a
little
bit
about
the
Oaks.
B
My
next
comments
relate
to
requirement
seven
of
the
alternative
compliance
standards
which
references
chapter
7,
11
3
and
the
application
states
that
they
will
be
preserving
and
enhancing
the
forested
character
of
the
region.
However,
I
feel
pretty
strongly
that
leaving
out
Oaks
from
the
replanting
proposal
after
several
mature
Oaks
were
removed,
doesn't
really
meet
that
standard.
M
N
M
So
it's
it's
not
allergies.
Without
getting
into
specific
health
issues,
I
do
have
a
severe
lung
condition.
I
was.
B
Part
of
it
respectfully
I
respectfully
acknowledge
that
and
I'm.
Sorry,
if
I
understated,
that
by
saying
allergies,
I
guess
I
also
just
need
to
say
that
The
Oaks
live
in
Asheville,
though,
and
it's
going
to
be
hard
to
avoid
the
oak.
M
Oh
no
they're
Oaks
in
the
yard.
Now
yeah
we
have
I
think
when
Ricky
was
here,
he
saw
a
new
baby
oak
growing.
M
M
If
we
were
doing
replanting,
it
was
my
hope
not
to
add
any
more
than
what
we
already
have
in
the
yard.
But
if
that's
not
possible,
then
you
know
it's
not
possible.
A
Okay
and
Karen
we
can,
when
it
comes
time
for
the
approval
or
not,
of
the
alternative
compliance
we
can
approve,
we
can
deny
or
we
can
approve
with
recommendations,
so
you
can
consider
those
options.
All
right
see
you
soon.
E
Although
I'm
sympathetic
to
the
allergy
situation,
it
somehow
seems
to
me
that
eliminating
Oaks
from
one
parcel
of
property
in
the
midst
of
an
oak
forest
is
meaningless,
I
mean
it's
like
I
mean
pollen
and
stuff
is
when
born,
and
unless
you
could
eliminate
all
of
the
Oaks
from
I.
Don't
know.
500
Acres
around
you
not
having
Oaks
on
one
parcel
is
not
a
meaningful
way
to
address
the
issue.
L
If
I
could
say
something
right
now,
yes
go
ahead,
just
that
it's
my
hope
that
those
Oaks
were
massive
and
they
were
literally
in
the
Grimes
as
Windows
up
against
the
house,
and
they
were
when,
when
these
large
trees
die,
they
off
gas
horrendously,
and
that
was
part
of
the
reason
things
were
so
bad.
So
it's
my
hope
that
we'll
be
even
into
every
all
of
this
input
is
excellent.
All
of
these
tree
recommendations
will
be
will
be
acknowledged.
L
Just
Oaks
close
to
the
house.
We've
got
three
different
zones.
Perhaps
we
could
go
with
the
second
Zone
instead
of
right
up
against
the
house
again,.
A
K
Yeah
question
for
Ricky:
to
what
extent
is
this
slope
opened
up
as
far
as
removed
canopy,
and
is
it
like
selective
removal?
Is
it
like
clear-cut
I
mean
how
much
sunlight
are
we
getting
in
here.
J
It
Mark
is
pretty
much
clear-cut
in
the
area
that
we've
cut
I
mean
it's
not
like
four
or
five
trees
in
a
wooded
area
dropped.
It
was
I'm
trying
to
think
maybe
square
footage
wise
how
big
it
is.
Okay,.
J
But
I
say
it's
at
least
a
quarter
acre
cleared,
you
know,
there's
you
know
if
you
drop
everything
you
got
some
of
the
small
saplings
left
they're
like
one
inch,
caliper
they're,
10,
12,
15,
foot
tall,
there's
spindly
stuff,
but
it's
you
know
it's
it's
kind
of
like
you
know
typical.
Second
growth
forest
in
Appalachia,
where
most
of
the
stuff
is
upper
story.
J
Campion,
there's
some
small
Woody,
Brushy
stuff,
that's
growing
in
between
all
the
large
stuff,
but
it's
not
a
real
thick
under
canopy
at
all,
like
you
would
see
in
something
that's
30
years
old,
it's
more
like
I've,
been
there,
probably
for
seven
or
eighty
years
or
better.
Okay,.
K
Well,
I
would
I
asked
that
so
I
can
better
understand
the
site,
and
you
know
frame
my
observations.
K
The
first
thing
I
noticed
about
the
list
was
a
lot
of
the
species
seemed
like
they
would
be
happier
facing
north
or
east
rather
than
facing
south.
The
sugar
Maples
are
not
necessarily
going
to
be
very
happy.
The
beach
wouldn't
necessarily
be
very
happy.
They
probably
get
a
lot
of
sun
scald.
The
rotos
wouldn't
necessarily
like
facing
south.
The
other
thing
that
occurs
to
me.
K
I
I,
I,
share
Karen's
concern
for
wanting
to
make
sure
that
Oaks
come
back
on
any
site
where
they're
removed,
but
seeing
as
this
is
a
formerly
forested
site
that
is
now
receiving
a
whole
lot
of
sunshine.
K
Realistically,
even
if
you
planted
Oaks,
they
wouldn't
grow
fast
enough
to
prevent
being
over
topped
by
all
the
poplars,
and
you
know,
shade
intolerant
species
that
are
going
to
be
growing
like
gangbusters
and
filling
this
place
in
so
we've.
You
know
I
I
see
the
desire
to
have
The
Oaks
in
there,
but
they're
going
to
get
snuffed
by
all
the
faster
growing
stuff
that
is
coming
up
and
really
a
lot
of
the
things
that
are
planted
back
may
or
may
not
keep
up
with.
What's
going
to
rapidly
try
and
fill
that
space.
E
I'm
being
a
good
person
and
muting
in
between,
thank
you,
I
have
a
question
for
Ricky.
Also
I
haven't
seen
the
site
and
again
I'm
I'm,
not
unsympathetic
regarding
the
allergies,
but
would
it
be
your
impression
that
the
principal
reason
for
cutting
all
these
trees
was
a
view.
A
E
L
From
here
there,
there
were
a
total
of
spin
arborists
that
started.
Studying
this
property
in
2013
erosion
was
horrific.
L
Ironically,
until
we
did
this,
there
was
a
complete
loss
of
canopy
due
to
being
overshrouded
massive
trees
and
the
water
was
gushing.
I
worked
for
City
officials
on
this
three
years
to
try
to
figure
out
what
to
do.
Nathan
Pennington's
one
of
the
people
that
I
worked
with
you
guys
might
remember
him
he's
with
the
county
now,
so
erosion
erosion
was
bad
before
we
actually
did
this
operation,
which
we
held
off
on
for
six
or
seven
years,
trying
to
figure
out
if
there
was
any
other
solution.
L
A
F
But
when
we
have
out
there
so
I've
dealt
with
erosion
control,
my
whole
career
and,
frankly,
it's
the
first
I've
heard
that
removing
problems,
crates
or
trees
creates
a
better
solving
of
erosion,
and
if
there
was
really
why
this
was
done
was
due
to
erosion
control,
then
I
would
like
to
see
the
plans
with
the
city,
because,
when
I
go
in
and
do
erosion,
control
well,
I've
got
a
plan
and
generally
90
of
the
time
it
doesn't
mean.
F
With
better
root
systems
to
it
not
saying
that
you're
not
correct,
because
I
didn't
want
the
property,
but
there
were
plans
that
were
brought
in
that
created
this
for
erosion,
and
it
was
specific.
Then
it
would
be
good
to
see
those
plans,
but
personally
I
will
not
recommend
this
to
be
I
know
we
don't
have
it
on
the
table.
F
M
Just
have
one
question:
Sharon:
do
you
want
a
an
increase
in
the
number
of
trees
and
shrubs?
Is
that
what
you're
saying.
F
I
would
like
to
see,
as
Mark
stated,
also
I'd
like
to
see
a
different
type
of
planting,
a
more
diverse
type
of
planting
for
the
exposure
of
this
Hillside
and
I'd
also
like
to
see
some
smaller
shrubs
put
in
there
that
hug
the
ground
better,
that
grow
wider
and
up
to
about
the
four
to
five
feet
height
on
the
steeper
ends
that
will
hold
it
that
are
also
pollinators
and
per,
and
our
natives
that
are
more
conducive
to
an
older
forested
area
as
opposed
to
what
I
call
a
landscaped
area,
a
more
naturalized
setting
for
it.
F
A
more
native
and
a
more
conducive
to
the
site,
I'd
also
like
to
see
on
the
plan
what's
existing,
so
that
if
you've
got
some
over
story
on
this,
that
we
know
what
plants
are
are
offering
the
shade,
because
you
don't
want
to
plant
something
and
spend
all
this
time
and
money
and
struggle
with
getting
things
to
grow.
F
I
mean-
and
you
stated
that
there's
a
lot
of
you
know
and
I
I
understand
this.
You've
got
a
lot
of
natives
coming
up
a
lot
of,
but
they're
all
they're.
You
know
maybe
six
inches
tall,
and
maybe
next
year
I
mean
I,
call
out
trees,
all
the
time
and
and
for
the
future,
but
that
I
have
to
pay
attention
to
what
I'm
calling
out
what's
saving
what's
existing,
what's
going
to
die,
so
it's
just
not
about
putting
plants
in
and
and
calling
in
a
landscape
I
mean
in
these
kinds
of
situations.
F
It
it's
good
to
see.
What's
the
overstory
what's
going
in
on
the
end
of
story,
as
opposed
to
just
circles
with
the
the
plants
you
know
and
the
key
kind
of
situation,
the.
M
F
F
Personally,
so
I
I
mean
my
motion
would
be
to
come
back
with
the
landscaper
and
have
her
talk
to
us
in
more
technical
terminology
and
why
she
chose
what
she
chose
for
an
area
that
is
Southern
Exposure
and
some
trees
that
are
having
difficulty
growing
anyway.
So
I
mean
that's.
What
I
would
ask
her?
M
E
M
Do
have
one
you
have
one
other
question,
but
yes,
given
given
the
growth
we
have
there
do
we
run
the
risk
of
of
having
so
much
stuff
that
nothing's
going
to
grow.
Well,.
F
That's
that's
another
thing,
you
know
and
that's
why,
when
I
see
circles
on
a
plan
what's
going
overhead,
part
of
it
is
clear-cut
or
what
I
call
clear-cut
part
of
it
is
not,
and
therefore
a
part
of
this
job
is
to
keep
from
erosion,
because
Mr
Johnson
said
that
you've
got
a
huge
amount
of
erosion
issues
and
that's
why
they
felt
the
tree
the
way
they
fell
them,
so
you
may
have
to
until
this.
This
may
not
be
something
gets
done
right
away.
F
You
have
to
do
what's
called
mechanically
treat
your
Hillside
with
some
jute
or
some
matting
to
hold
it
over
until
you
can
find
the
correct
amount
of
planting
to
maybe
get
you
through
the
winter.
If
that's
what
you
need,
because
you
may
not
get
this
done
this
season.
G
Yes,
I
just
wanted
to
make
a
little
more
if
I
could
a
more
clinically
sharing
motion,
and
that
would
be
a
motion
to
reject
this
alternative
compliance
and
request
the
applicant
to
consult
with
their
landscape
consultant
and
come
back
to
the
commission,
where
they're
ready
to
have
a
more
thorough
discussion
on
this
plan.
I
think
there's
just
too
many
more.
That.
F
A
Oh
sorry
can
I
give
you
one
sec.
Sorry,
we
have
a
motion.
So
I
have
to
just
ask
real
quick
for
a
second.
Then
we
can
have
more
conversation.
Is
there
a
second
I.
A
So
the
motion
on
the
table
is
to
defer
the
request
till
next
month
when
we
can
have
the
landscape
professional
in
attendance,
to
sort
out
the
details.
So
now
we
can
have
a
moment
of
conversation,
so
Miss
Grimes.
If
you
had
a
question
or
comment.
M
M
A
So
I
think,
to
sum
up
what
Sharon
said,
the
request
to
the
landscape
designer
is
reduce
the
number
of
dogwoods
in
favor
of
more
variety.
It
could
be
some
of
these
or
other
native
tree
species
improve
the
variety
of
understory
shrubs,
fewer
Rhododendron
and
an
increase
in
understory
shrubs
that
have
particularly
more
extensive
root
systems
to
control
for
erosion
and
to
increase.
The
variety
on
the
site
did
I
sum
that
up
correctly
Sharon.
F
Yes,
you
did
and
I'd
also
like
to
see
on
the
plan
what
the
larger
overstory
trees
are,
because
even
your
service
berries
are
not
going
to
want
a
lot
of
shade
in
order
to
dance
out
so.
F
Yeah
and
yeah
and
generally
on
plans
what
they'll
do
is
they'll,
do
a
lighter,
drawing
indication
of
what
the
larger
trees
that
are
overhanging,
the
smaller
understory
trees
and
then
on
the
key,
we'll
point
out
over
to
the
key.
What
is
existing,
how
big
that
existing
is
so
that
when
I
look
at
this,
I
could
see
what's
covering
what
and
how
well
will
that
tree
do
in
that
situation
and
then
also
which
is
north
and
south
and
east
and
west?
Okay,.
A
M
A
G
Yes,
in
addition
to
Sharon's
suggestions,
I
think
the
applicant
should
pay
attention
to
the
comments
and
recommendations
made
by
the
City
Arborist
Mark
Foster
said
that
the
majority
the
tree
suggested
on
this
list
would
not
not
do
well
in
a
Southern
Exposure.
A
That
some
of
them
may
not
be
suited
to
Southern
Exposure
yeah.
Thank
you
for
that
point
as
well,
and
then
the
hemlock
question.
If
you
are
going
to
plant
hemlocks,
you
know
you
need
to
be
prepared
for
the
treatment
plan
that
would
be
ongoing
with
hemlocks,
otherwise
select
a
different
species
for
the
hemlocks.
A
D
A
Hi
and
I
vote
I.
Thank
you.
Everybody
for
being
here
today
and
I
would
acknowledge
real
quick
to
the
applicant.
We
understand
that
these
alternative
requirements
require
alternative
compliance.
Requests
requirements
for
private
property
and
steep
slope
are
not
super
clear.
It
is
hard
to
work
through
this
process
and
we
appreciate
your
time
and
working
with
a
landscaping,
professional
and
meeting
with
us
to
get
it
right.
So
I.
M
A
H
A
H
Would
need
the
revised
landscape
plan
in
theory,
the
deadline
for
the
November
meeting
is
next
week.
I'll
I'll
lean
on
Nancy
as
to
whether
we
could
take
a
landscape
plan
after
that
date.
A
G
A
L
A
A
K
At
this
time,
it's
still
just
routine
removing
dead
and
structural
addictive
trees,
printing
for
roadside
usability.
My
mom
is
actually
running
at
that
half
power,
which
is
better
than
no
power
at
all.
So
that's
that's!
Helping
with
Road
usability,
soon
we'll
be
working
on
holiday,
decorations,
yay
and
I'm
very
pleased
that
we're
not
spending
this
week
and
potentially
next
week-
and
you
know
week
after
week,
cleaning
up
after
a
hurricane,
so
that
was
nice
that
turned
away
from
us.
A
I
A
A
So
the
tree
protection
ordinance
report
is
here
in
the
agenda.
You
can
see
the
breakdown
in
canopy
planted,
preserved
and
fee
and
Lou
paid
and
assessed.
So
obviously,
it's
assessed
when
a
project
starts
but
not
paid
until
the
end,
so
we
keep
both
numbers
there.
So
we
have
an
idea
of
what's
going
on,
but
obviously
don't
spend
it
till
it's
been
in
the
paid
pool.
A
We
do
have
a
decent
amount
collected
in
the
urban
District,
still
no
method
of
spending
that
money
as
of
yet
but
we'll
keep
working
on
our
assistance
with
that
process
with
our
fee
and
Lou
suggestions.
But
just
so
this
is
where
we're
at.
Does
anybody
have
any
questions
for
staff
or
discussion
around
these
metrics.
A
Alrighty
then
next
we
have
old
business,
so
Karen
I'm,
not
sure
if
you've
watched
our
meetings
online-
or
you
know
kind
of
know
where
we're
at
with
this.
But
we've
set
up
several
working
groups
to
be
able
to
conduct
business
outside
of
regular
meetings
and
then
bring
to
the
group
suggestions,
recommendations
and
updates
on
these
different
sections.
We've
been
working
on
so
as
as
far
as
Karen
and
anyone
else.
If
there's
a
working
group
that
you're
interested
in
but
you're
not
on
speak
up,
we
can
move
things
around.
A
If
there's
a
working
group
that
you're
on
and
it's
not
working
for
you
any
longer
speak
up,
we
can
change
the
membership
of
the
working
groups.
So
first
the
policy
working
group
Ed's
not
here
so
Patrick-
that's
Patrick,
Ed,
Sharon
and
myself,
working
primarily
on
the
Article
19
revision,
the
719
free
right,
jacket.
Okay,
thank
you.
Revising
and
updating
the
tree,
canopy
protection,
ordinance
working
on
a
revision
of
chapter
20
and
the
hazard
tree
assessment,
a
response
that
we
started
talking
about
last
month,
so
Patrick
any
updates
right
now.
G
Unfortunately,
I
don't
have
any
updates
because
we
have
it
met.
G
If
he's
still
here
back
on
September,
the
I
believe
it
was
chair
exchange
some
emails
with
Greg
concerning
a
meeting
with
public
works
on
the
chapter
20
revision
Greg
said
in
his
response
to
the
chair
that
he
was
going
to
convene
staff
to
review
our
revision
of
chapter
20
and
gather
any
comments
from
them.
G
We've
not
heard
anything
since
then.
So
I
want
to
ask
you
if,
if
that
staff
meeting
has
occurred
and
whether
there
was
a
review
of
chapter
20,
yes.
K
The
the
review
process
did
occur
and
we
put
in
our
our
comments
or
suggestions
or
approvals
or
disagreements
with
different
amendments
that
you
all
made
and
that's
gone
back
up
the
food
chain
above
me.
So
without
getting
Greg
in
the
conversation,
I,
don't
know
where
it's
at
currently.
G
G
So
Madam
chair
again,
you
and
I-
should
have
a
conversation
offline
about
this,
so
we
can
both
get
some
traction
on
the
revision
of
chapter
20
and
also
some
final
to
finalize
the
amendments
to
the
tree.
Canopy
preservations.
A
Yep
I
agree,
thank
you
so
as
part
of
the
group
and
as
chair
I'll
see
what
I
can
coordinate
for
working
with
City
staff
on
both
those
pieces.
So
thank
you
anything
else.
For
that
part
right
now
any
questions
from
anyone
else.
Okay,
thank
you.
So.
G
Then
the
only
other
thing
would
be,
and
since
it's
not
here,
we
don't
know
any
update
on
the
and
maybe
Sharon
knows
this,
because
she
was
on
the
on
this
committee.
City
task
force
the
latest
on
the
updating
of
the
tree
standards
and
the
yeah.
A
I
heard
a
few
weeks
ago
from
the
Dilla,
it
was
really
close,
but
I
don't
know
how
close
you
know
like
to
the
finish
line
or
not,
but
I'll
ask
for
an
update
on
the
standards.
True
funding
standards.
A
Okay,
just
making
sure
you
know
I
know
you
probably
chime
in
anyway,
but
just
wanted
to
make
sure
so
not
a
problem,
all
right,
okay!
Well,
that's
it,
then,
for
policy
we'll
follow
up
we're
just
kind
of
in
a
cycle
of
checking
on
it
at
this
point,
but
we'll
get
back.
Then
the
budget
requests
working
group
that
is
Don
Cecil,
who
am
I
missing
Patrick.
A
Thank
you.
Any
update
there
have
y'all
had
a
meeting.
C
We
have
not
had
a
meeting
since
our
last
Commission
meeting
and
just
to
let
folks
know
the
focus
of
our
working
group
right
now
for
this
time
period,
since
there
was
approval
for
the
urban
Forester
position
in
the
budget,
we're
looking
at
budgeting
for
a
tree
inventory
and
there
have
been
for
our
semester
plan-
and
this
is
the
time
of
year,
usually
that
the
budget
requests
get
started.
So
then
I'll
be
in
touch
with
you
soon
to
set
up
a
meeting.
So
we
can
talk
about
about
that
process.
A
All
right
sounds
good,
so
yeah
I
agree,
Now's
the
Time
to
at
least
start
organizing.
That
plan
I
know
that
Ed
probably
has
some
of
the
details,
but
if
you
need
any
updates
on
what
some
of
that
pricing
would
be,
let
me
know:
I've
had
some
conversations
with
some
sub
subcontractors
that
do
that
work.
If
you
need
some
data,
yeah
perfect,
so
I
don't
know.
Speaking
of
that,
though
it
as
a
group
I,
don't
think
we're
at
a
point
where
we
need
to
vote
on
what
we're
going
to
pass
up
with
budget.
A
But
just
so
everybody
knows
you
know
it
will
come
to
the
whole
group,
whatever
the
working
group
suggests,
as
our
recommendation
we'll
make
sure
everybody's
looped
in
to
discuss
in
and
vote
on
it
before
we
move
it
forward
all
right
next
working
group,
the
fee
and
Lou,
so
the
fee
and
Lou
working
group
and
the
urban
Forest
master
plan
group
are
currently
the
same
people,
it's
myself,
Zoe
and
Ed,
and
we
have
not
had
another
meeting
since
our
last
urban
forestry
commission
meeting
on
either
of
those
that
same
idea
we're
working
on.
A
If
we
do
get
funding
for
the
urban
Forest
master
plan,
entry
inventory
we're
working
on
a
scope
of
work
so
that
those
pieces
can
be
more
ready
to
go
and
could
help
inform
the
budget
requests
as
well
and
for
the
fee
in
lieu
trying
to
come
up
with
at
least
ideas
and
questions
that
would
go
into
a
framework
for
decision
making
on
how
to
spend
the
money,
but
that
obviously,
is
bigger
than
a
lot
of
us,
because
it's
going
to
involve
City,
probably
multiple
departments,
other
stakeholders,
so
it
would
be
a
ongoing
process
there.
A
Anyone
present
now
have
any
questions
or
comments
about
either
of
those
working
groups
or
the
the
tasks
bless
you.
Oh
sorry,
that's
okay!.
C
Don
go
ahead
just
that
we
had
presented
a
recommendation
to
city
council
that
the
family
funds,
along
with
the
open
space
theodolu
funds,
be
considered
for
a
use
for
purchasing
the
property
at
11
Collier.
C
A
Yeah,
absolutely
actually,
that
recommendation
came
out
of
our
first
working
group
meeting
on
the
fianlu
so
definitely
agree,
and
as
far
as
at
least
in
discussion
in
the
family
working
group,
we
have
put
I,
wouldn't
say
a
priority,
but
high
on
the
list
is
accumulation
of
land,
especially
undeveloped,
land
in
the
city,
because
it's
such
a
premium
and
so
unique.
So
that
is
something
we've
talked
extensively
about
and
I
don't
know
if
there's
a
way
to
follow
up
with
that
recommendation.
A
You
know
at
some
point
if
there's
a
way
to
make
a
new
recommendation
that
could
piggyback
on
top
of
that.
That
might
be
a
nice
way
for
us
to
touch
base
with
city
council
and
keep
getting
those
ideas
out
there.
So
at
any
time,
if
anyone
has
an
idea
for
a
recommendation
or
a
resolution
that
this
group
can
push
up
to
City
staff,
that's
our
primary
goal
is
to
advise
or
sorry
City
Council
on
policy
and
recommendations.
A
A
Any
questions
on
any
of
those
other
working
groups.
Karen,
you
know,
feel
free
to
reach
out
an
email.
If
you
want
to
jump
in
and
talk
if
the
media
you
can,
but
if
you
think
you
want
to
work
on
any
of
those
particular
pieces
or
if
there's
something
we're
missing,
if
you
have
a
new
idea,
we
can
go
with
that.
So,
okay.
B
Thank
you,
I
figure,
I'll,
probably
go
in
an
area
that
you
all
feel
is
like
needed
most,
but
we
can
discuss
that
later.
A
Sure
we
can
chat
whenever
you
feel
right
now.
It's
not
overwhelming
your
first
one,
and
what
do
you
want
to
sign
up
for
so?
Don't
have
to
worry
about
it
now,
all
right
next
on
the
agenda
is
the
boards
and
commissions
realignment
I
know
Sharon
has
done
so
much
work,
there's
been
a
to
survey.
Has
this
background?
A
It's
been
this
crazy
thing,
but
there
are
a
core
group
of
citizens
throughout
the
city
who
have
been
working
really
hard
on
even
just
getting
this
whole
idea
of
the
boards
and
commissions
realignment
more
aligned
with
what
citizens
are
asking
for,
and
the
first
step
that's
been
decided
on
is
to
have
a
survey
of
existing
and
past
boards
and
commissions.
Members
and
Sharon
has
been
working
a
lot
on
that
survey.
So
thank
you.
It's
been
a
lot
of
work,
I
watch
it
because
I
haven't
been
actually
doing
that
work,
but
two
pieces
with
that.
A
Look
for
that
survey
to
be
coming
out
sometime,
hopefully
within
the
next
month
or
so
I
mean.
Who
knows
the
way
this
thing
goes,
but
when
that
survey
does
come,
it
is
essential
that
we
take
it.
If
we
can
and
provide
that
feedback,
because
that
is
what
will
be
used
to
create
the
next
steps
in
whatever
this
project
is
going
to
look
like
along
with
that
as
well,
is
feel
free
to
sign
up
for
email
updates
through
the
city.
A
What's
going
on
with
that
project,
so
feel
free
to
sign
up
for
that
or
Sharon's
been
really
involved,
I've
at
least
tried
to
keep
an
eye
on
it
so
feel
free
to
reach
out
to
either
of
us
as
well.
Does
anybody.
A
So
the
current
commitment
from
the
city
is
that
there
is
not
a
realignment
until
at
some
point
something
is
agreed
upon.
So
just
everybody
knows
it's
not
going
anywhere
this
moment,
but
there
are
discussions
so
we're
not
in
danger
of
being
disbanded.
In
This,
Moment,
Sharon.
F
You
know
I,
don't
know
whether
Ben
got
lucky
or
unlucky,
but
with
his
appointment
or
ask
for
working
with
us.
That's
really
helped
Focus
us
and
keep
things
settled
down.
F
He
has
been
perfect
for
this
and
I
know
he
didn't
know
a
thing
about
it
now
he
knows
more
than
he
ever
wanted
to
know
about
it,
but
we
got
lucky
with
him
on
there
because
he's
been
the
voice
of
reason
and
Congeniality
and
it's
made
that
whole
terrible
process
a
lot
more
difficult,
I
mean
a
lot
more
easy
and
it's
difficultness
yeah.
No,
that
wasn't
a
Freudian
slip.
I
mean
it's
been
bad,
but
it
has
made
it
tolerable.
A
So
thank
you
and
if
we
do
hear
anything
of
course,
we'll
update
this
group
next
is
the
the
Duke
Energy
Rankin
street
land
swap
project
In
This
Moment,
it's
not
a
project!
Oh
thank
you.
Are
you
sharing
the
website?
Yes,
so
you
guys
can
read
on
here,
but
obviously
after
the
public
outcry
to
at
least
slow
down,
that
plan
examine
Alternatives,
it
is
kind
of
on
hold
right
now
they
are
still
planning
public
meetings
for
this
project.
A
It
says
on
here
reschedule
Community
meetings
tentatively
for
November
or
December,
so
you
can
again
sign
up
for
email
updates
through
the
city's
website
on
this
project
and
just
kind
of
it's
been
all
over
the
media.
So
you
can
keep
your
ears
out.
Isn't
that
oh
you're
on
the
city's
website?
Wasn't
there
you
did
there
used
to
be
a
place
where
you
could
sign
up
for
updates
on
here.
H
A
I
think
that's
right.
This
is
just
an
article
with
an
update,
but
the
project
page
has
a
place
where
you
can
sign
up
for
updates
it.
That's
right!
Thank
you
Haley!
So
again,
as
we
hear
more,
we
will
keep
everybody
updated
just
so
everybody
knows.
As
far
as
the
urban
forestry
commission,
we
have
had
a
presentation.
A
We
have
the
general
outline
of
what
this
project
could
be
nothing
official
or
final,
and
we
have
not
made
any
recommendation
resolution
or
decision
on
a
stance
just
so
we
all
know
I,
don't
think
that's
appropriate
at
this
point,
there's
nothing
to
vote
on
it's
kind
of
just
up
in
the
air,
but
if
anybody
asks
you
that's
where
the
commission
is
currently
all
right,
any
questions
comments
all
right:
the
remote
meeting
policy,
discussion
and
vote.
So
we
brought
this
up
last
month,
so
it
is
an
old
business.
A
Now
the
city
council
did
pass
the
guiding
wording,
I'm,
not
sure
what
they're
calling
that,
where
boards
and
commissions
can
choose
two
options-
and
this
would
be
whatever
we
choose,
we
would
be
held
to
for
I
believe
a
year.
Sorry,
if
I
don't
have
those
details
in
front
of
me
a
minimum
of
one
year
or
until
city
council
decides
that
there's
some
other
guidance,
so
the
choices
are
to
maintain
virtual
meetings
and
not
change
it
before
the
whole
period
of
time
or
go
to
in-person
meetings
and
not
change
that.
A
Keep
that,
for
this
whole
period
of
time
at
least
a
year
do
I
have
that
right,
Haley,
more
or
less
okay.
So
we
are
asked
to
vote
on
what
we
want
for
our
commission
and
which
way
we
want
to
go
for
our
future
meetings.
Now.
One
thing
I
will
add
to
that
is
this
does
not
impact
our
annual
Retreat
that
we
will
hold
in
January
or
February
we
can
choose.
So
let's
say
we
vote
for
virtual
meetings.
Here
we
can
choose
to
have
that
meeting
in
person.
A
E
I
move.
We
continue
with
virtual
meetings
because,
if
we're
attempting
to
Green
the
city
having
everyone
drive
to
a
central
point
is
exactly
an
antithetical
to
the
problem.
A
F
So,
unfortunately,
in
my
line
of
work
with
three
vehicles,
I'm,
a
gross
polluter
is
what
I
was
calling.
California
and
I
would
like
to
growth,
pollute
my
way
into
a
meeting
and
meet
in
person,
because
I,
like
the
in
the
my
other
boarding
commission
I'm
on
meets
in
person,
and
it's
really
nice
being
in
a
room
together
with
the
interpersonal
discussion
and
I,
find
it
a
lot
more.
F
Engaging
and
I
feel
that
we're
getting
a
lot
more
done,
and
it's
not
that
I,
don't
like
virtual
I,
just
like
the
in-person
better,
so
I
believe
we'll
just
all
raise
our
hand
one
way
or
the
the
other
and
it'll
just
be
the
vote
of
whatever
it
is.
So
thank.
A
C
In
addition
to
the
the
green
environmental
benefits
of
meeting,
virtually
I
just
want
to
add
that
it's
also
an
equity
issue
of
having
access
to
these
meetings,
and
if
we
meet
in
person,
they
will
be
recorded
in
the
same
way
that
they
are
now
for
people
to
see
at
other
times
so
I
just
I
think
although
I
I'd
love
to
see
folks
in
person,
I
think
we
can
find
other
ways
to
do
that
through
our
working
groups
for
or
you
know,
through
the
retreat,
I
I
just
think
it's
worthwhile
for
the
environmental
and
Equity
benefits.
F
In
responsive
Don's
equity,
which
is
a
discussion
we've
had
with
my
subgroup
on
Boards
of
commission
I,
do
believe
that
the
city
is
going
to
work
on.
They
have
the
capability
now
of
having
what's
called
hybrid
meetings
and
that
we
are
headed
in
the
direction
of
hybrid
meetings.
We
just
need
to
formulate
it
and
we
all
have
our
YouTube,
so
we're
all
still
getting
youtubed,
and
we
also
have
like
how
I
got
on
the
urban
Forester
commission
is
walk
in
and
sit
down
in
a
meeting
and
attend
it.
F
C
Real
quick,
not
just
to
be
following
along
with
that
I'm
sorry
I've
been
following
along
with
the
the
boards
of
conditions,
realignment
discussions
and
I
I
saw
that
and
Amy.
If
we
I
know,
you
said,
if
we
vote
on
this
and
we're
like
committed
to
it
for
what
time
period,
all
for
perpetuity
or
I,
think
we
make
a
decision
somewhere
in
the
future.
I.
A
I
H
So
I
don't
even
know
if
it'll
be
YouTube
so
much
as
just
a
record.
So
there's
a
couple
options:
we
can
bring
a
computer
in
and
set
it
up.
So
we
can
record
using
a
Google
meet
function.
The
group,
while
they're
in
person
or
we
can
just
provide
an
audio
file.
H
They'll
either
be
audio
or
or
or
a
visual
one
or.
A
G
Yes,
would
the
vote
of
the
Commission
in
in
relation
to
its
meetings
applied
to
the
working
group
meetings.
G
Okay
and
then
another
question
to
Haley
I
guess
is
that
the
city
council
has
been
meeting
in
person,
but
they
still
have
their
meetings
on
YouTube
yeah
he's
doing
the
same
thing
so.
H
I
was
asking
about
this
earlier
for
the
noise
Advisory
board
and
the
context
of
their
annual
Retreat
and
I
know
that
for
the
annual
Retreat
we
you
know
we
can
be
in
person,
even
even
if
we
wanted
vote
for
the
virtual
option
and
I
was
told
that
I
don't
have
to
set
up
a
public
input
for
it.
So
with
that
in
mind,
I
don't
know
if
they're
be
a
traditional
YouTube
posting
or
if
it
would
just
be
a
like.
H
A
video
of
the
Google
in
the
meeting
organizer
can
hit
record
on
these
meetings
and
use
that
format.
I
will
have
to
flesh
out
whether
it'll
be
posted
to
YouTube
or
not
that
I'm
not
sure,
but
one
way
or
another,
the
audio
or
visual,
whichever
one
we
have
will
be
posted
to
the
urban
forestry
commission
webpage.
Even
if
it's
not
posted
to
the
public
input.
A
And
to
get
to
your
question
a
little
more
Patrick
I've
heard
that
as
well.
Yes,
city
council
does
this,
but
it
the
other
side
of
that
is
that
it's
only
like
the
one
specific
room.
That's
set
up
for
that
functionality
and
it
takes
a
lot
more
staff
and
time
to
utilize
that.
So
that's
why
it's
not
an
option.
A
Now
they
obviously
recognize
that's
one
of
the
best
options
right
have
kind
of
everything
together,
but
it's
not
an
option
for
boards
and
commissions
at
this
time
and
then
the
next
hand,
up
I
believe
was
Kim
and
sorry.
I
didn't
introduce
that
Kim
Roney
city
council
liaison
to
the
urban
forestry
commission
is
here
with
us.
O
Thank
you,
I
just
wanted
to
offer
a
little
support
here
for
staff
to
the
decision
for
today
is
stay
virtual,
entirely
or
meet
in
person
entirely
and
where
you
meet
will
decide
a
lot
of
the
factors
on
whether
or
not
there
will
be
an
audio
or
video
archive.
For
example,
the
first
floor
conference,
room
and
City
Hall
is
set
up
to
do
more
recording
than
if
you
meet
where
you
were
formerly
meeting
in
the
public
works.
O
So
there
will
just
be
other
layers
of
complications
for
staff
if
you
are
going
to
attempt
to
Archive
the
meeting
and
meet
in
person.
That's
why
I
think
that
we
we're
working
with
the
options
we
have
today.
O
But
what
I
hear
is
a
desire
to
address
both
the
benefits
of
meeting
in
person
and
the
benefits
of
meeting
virtually,
and
that's
why
the
motion
that
I
made
at
the
council
meeting
was
to
prioritize
hybrid,
we're
not
there
yet
so
I
do
hear
your
concerns
and
I'm
happy
to
share
those
with
my
colleagues
on
Council
as
your
liaison,
but
that's
why
the
decision
today
is
fully
virtual
or
for
fully
in
person.
F
Yeah
and
as
to
what
Kim
said
my
neck
meeting
was
held
in
the
room
that
and
I
thought
it
was
YouTube.
F
The
one
room
that's
available
and
I
was
going
to
suggest
that
if
we
wanted
it
to
be
technologically
presented,
whether
it
was
YouTube
or
recording
what
that
we
could
organize
and
meet
in
that
room
if
it
was
available,
I
know
that
Knack
had
to
work
around
the
board
of
adjustments
meeting
in
the
I
think
it's
called
the
conference
room,
so
I
don't
know
whether
it
be
available
during
our
time,
but
we
have
that
availability
and
it's
a
nice
room.
It's
where
a
PNC
meets.
F
It's
where
you
know,
we've
all
been
in
there
sooner
or
later,
I
think
Board
of
adjustments,
and
so
that's
all
I
have
in
that.
C
I
look
forward
to
the
time
when
we
can
do
a
hybrid
meeting
in
the
meantime,
I
suggest
that
we
continue
virtual
also
because
of
public
input.
You
know,
I've
noticed
public
input
is
a
lot
easier
since
we've
been
meeting
virtually
for
people
to
call
in,
and
you
know
it's
it's
much
harder
to
get
to
a
place
and
have
to
arrive
in
person
to
State
your
case
or
your
make
your
comments.
I
There
is
another
meeting,
that's
during
this
time,
but
I'm
not
sure
what
that
is,
but
I
do
know
that
it
was
available
for
us
to
meet
in
the
first
floor,
Comfort
conference
room,
City
Hall.
If
that,
if
we
chose
to
go
back
to
or
if
we
chose
in
person,
option
letting.
H
I
was
just
going
to
clarify
that,
if
we're
in
person-
and
we
have
the
video
or
the
audio
recording
I
just
want
to
reiterate
that
those
will
not
be
live
streamed.
Those
would
just
be
posted
after
the
meeting.
O
When
we
had
this
discussion
at
the
council
meeting
before
we
decided
to
go
fully
virtual
for
all
the
subcommittees
of
council,
which
included
information
around
our
advisory
boards,
what
we
heard
was
there
was
still
a
staff
capacity
issue
and
a
question
about
scheduling
and
whether
or
not
we
had
all
the
equipment
for
all
the
meetings
to
be
hybrid.
So
we
don't
have
a
clear
timeline
on
that.
Yet.
D
E
I
would
note
that
we
have
still
about
400
new
cases
of
covid
a
week
in
Buncombe
County
and
therefore,
if
we
were
all
to
get
together
in
a
a
physical
meeting,
a
lot
of
us
certainly
I
would
have
a
mask
on
and
actually
in
many
ways.
Reading
people's
faces
on
this
virtual
meeting
is
much
better
for
me
than
reading
faces
in
a
meeting
with
masks.
E
A
We
will
do
a
roll
call
vote.
The
motion
is
to
approve
virtual
meetings,
so
a
yes
is
for
virtual,
a
no
is
against
virtual.
So
basically,
four
in
person
we'll
go
down
the
list,
starting
with
Dawn
hi,
Sharon,
nay,.
G
I'm
going
to
vote
I
with
the
hope
that
we
can
quickly
go
to
some
kind
of
hybrid
meeting
format
in
the
near
future.
A
Thank
you,
Karen
hi
and
I
vote.
No,
so
it
is
one
two
three
four
five
to
two
the
motion
passes
for
virtual
meetings
going
forward.
We
will
actually
next
door
to
business,
is
the
annual
Retreat.
So,
as
I
say,
we
could
talk
separately
about
the
annual
Retreat
again,
we
have
different
options.
We
don't
have
to
decide
that
this
minute,
the
things
to
keep
in
mind
in
this
moment
for
the
annual
Retreat
would
be
to
kind
of
tentatively
look
at
your
calendar.
A
I
would
hope,
maybe
for
January
if
it's
February,
maybe
early
February.
So
we
can
really
get
a
handle
on
goals
for
the
year
and
really
Shore
up
our
budget
requests
for
the
budget
season
and
then
the
other
thing
to
think
about
would
be
if
you
are
aware
of,
or
have
any
ideas
for
a
guest
speaker
or
speakers
presentations,
we've
had
a
really
fun
and
interesting
presentations
in
the
past.
A
That
I
think
have
been
helpful
to
give
us
good
information,
help
us
kind
of
get
on
the
same
page
on
topics,
especially
things
that
are
highly
technical
or
new
research,
those
kinds
of
things.
So
if
you
have
ideas,
let
me
know
we'll
see
if
we
can
coordinate
some
guest
speakers
for
that
Patrick.
G
Yeah
I
will
have
a
problem
with
her
early
February,
because
I'll
be
out
of
town
meeting.
My
new
granddaughter
okay.
A
So
we're
gonna
go
say
no
February
and
congratulations
looking
for
January
all
right.
Well,
hopefully,
within
the
whole
entire
month
of
January,
we
can
find
one
four
hour
block
or
so
that
we
can
all
get
together
and
also
think
about
that.
You
know.
Is
that
the
one
where
we'd
want
to
get
together
in
person
just
for
example,
or
do
we
keep
it
this
way
it
really?
We
can
discuss
the
pros
and
cons
of
of
that
being
a
separate
entity
in
itself.
F
Yeah
I
like
to
see
a
topic
on
our
working
group
on
719,
whether
it's
the
changes
we've
got:
7,
19,
1
or
7,
19
3.
I.
Think
that
warrants
a
discussion
for
all
of
us
as
opposed
to
just
the
working
group,
because
there's
going
to
be
some
changes
that
are
going
to
be
made
to
that
that
are
technical
in
explaining
and
I
think.
F
We
really
need
to
understand
those
two
ordinances
to
understand
where
it's
going
to
go
once
we
find
out
from
whether
it's
from
vadilla
or
whomever
it's
from
what
the
implications
are
and
the
impact
can
be
so
that
we
all
don't
have
to
try
to
ask
a
million
questions
once
we
get
it
so.
F
We're
all
together
for
everybody
to
death,
but
I
really
think
we
need
to
do
it,
because
if
these
changes
are
going
to
come
about,
it's
going
to
impact
a
lot
of
areas
that
we
need
to
know
what
that
impact
will
be.
And.
A
C
Just
a
few
things
that
didn't
come
up
during
the
meeting
well,
first
I'd
like
to
see
a
discussion
about
invasives
and
how
we're
managing
them
in
our
city,
at
The,
Retreat,
potentially
or
sometimes,
and
then
Greenworks
is
holding
a
tree.
Adoption
event
on
October
30th,
so
keep
an
eye
out
for
signing
up
for
the
a
a
tree
to
adopt
and
that
will
be
held
at
the
Buckman
County
Sports
Complex
at
the
Greenworks
native
tree
nursery
and
oh
and
Mark
I'll
be
in
touch
with
you
soon.
Sorry
to
throw
this
in
there.
C
But
we
are
a
tree
City
USA
and
our
application
is
coming
due.
So
I'll
get
with
you
and
others
in
the
city
to
find
out
how
many
trees
have
been
planted
and
maintenance
plans
and
that
sort
of
thing
thanks.
A
All
right
good
call
on
a
discussion
on
invasive
species.
We
have
talked
about
it
as
a
group
before,
but
it's
time
to
revisit,
where
we're
at
with
invasives
so
I
like
that
any
other
notes
or
ideas,
and
just
so
everybody
knows
too
the
agenda
setting
meeting
for
these
meetings
is
the
Wednesday
before
we
meet.
A
So
if
you
have
ideas
or
requests
for
agenda
items,
send
them
to
me
before
that
date
and
we
can
have
discussions
and
carve
time
out
for
particular
key
items
that
we're
working
on
so
so
keep
me
posted,
oh
also,
keep
in
mind,
let's
throw
this
out
there.
If
anyone
has
interest
in
chair
or
vice
chair,
we
will
renominate
and
vote
in
the
November
meeting
or
December
I
guess
it'd
be
December
because
we
do
meet
early
December,
so
keep
in
mind
if
somebody's
interested
certainly
will
not
hurt
my
feelings.
C
And
as
Vice
chair
I
am
not
interested
in
being
chair,
so
if
that
affects
your
decisions
or
nominations,
so
be
it
thanks.
A
E
And
not
meaning
to
I,
don't
know
burden
you
I
would
nominate
you
Amy.
A
Well,
thanks
yeah,
so
anyway,
I
appreciate
that
I
think
it
has
solely
to
do
with
my.
You
know:
Decades
of
experience
being
online.
So
I
understand
that,
though,
thank
you
so
much
all
right,
yeah.
