A
It's
too
bad
if
we
have
to
have
one
I
would
rather
have
just
the
sound
to
well.
We
will
continue.
B
A
Okay,
at
this
time,
we
will
do
the
approval
of
the
minutes.
Everyone
should
have
a
copy
of
the
draft
action
minutes
from
our
December
9th
meeting.
Are
there
any
revisions?
A
A
A
We
will
have
a
a
project
update
on
the
pack
Square
Plaza
visioning
project
from
Miss
Steph
I'll,
discuss
briefly
what
we
did
on
the
annual
report,
submittal
we'll
talk
about
the
nominating
committee
and
and
our
preparation
for
officer
elections
and
our
plans
for
our
upcoming
work
session
and
then
we'll
go
through
we'll
go
through
updates
and
reports.
I
have
a
hammer
y'all.
A
So
with
that
our
first
item
of
oh
so
public
comment
again,
those
of
you
who
are
participating
virtually
should
should
know
this.
We
now
that
we're
in
person.
If
you
want
to
make
a
live
public
comment,
you
need
to
come
attend.
Otherwise
you
can
submit
your
public
comment
prior
to
the
meeting
and
I.
Don't
think
we
have
any
public
comment
that
was
created,
correct,
okay,
all
right
Stephanie
to
take
it
away.
Thank.
E
Especially
for
those
at
home
or
watching,
my
name
is
Steph
Munson,
Dahl
I'm,
the
Urban,
Design
and
long
range
planning
manager
with
a
planning
and
Urban
Design
department
and
we're
going
to
talk
about
pack
Square
Plaza,
but
before
we
just
get
into
some
rope
updates
right,
you
know
that
we
need
to
get
through
I
wanted
to
warm
you
up
and
also
address
some
feelings
that
might
be
in
our
community.
You
might
be
able
to
help
along
with
this,
so
why
is
it
important
for
us
to
care
about
the
center
of
our
downtown?
G
H
F
D
H
D
It's
been
known
as
a
place
where
you're
safe
to
come
and
express
whatever
and
I
think
that's
been
important
in
our
city
and
I
think
it
should
continue
to
be
that
way
that
people
feel
welcomed
in
a
place
where
maybe
they
normally
wouldn't
feel
welcome.
E
Okay,
those
are
that's
great
and
I
appreciate
you
sharing
that
with
sharing
that
with
all
the
folks
that
might
watch
us
at
some
certain
point,
something
that
a
lot
of
people
might
know
if
they're
participating
or
engaging
in
this
project
is
at
the
downtown
commission.
Your
commission
is
acting
as
the
overseeing
body
by
having
a
community
advisory
committee,
supported
as
like
a
working
group
or
subcommittee
of
this
commission.
E
So
we're
really
appreciative
of
that
point
and
you're
going
to
play
an
important
role
moving
forward
and
we
will
get
to
that
so
bottom
line
up
front.
There's
three
things
I'm
going
to
share
with
you
one
is
that
we
really
had
a
great
time
at
the
most
recent
public
engagement,
and
that
was
a
design
workshop
and
the
reason
we
had
a
great
time
was:
that
is
because
it
actually
produced
some
outcomes
that
we
were
we
were
looking
for.
The
second
thing
is
that
we
have
a
delay
in
the
project
and
I.
E
Don't
know
why
that
says
delayed
until
April
2023,
because
actually
it
was
supposed
to
be
released
until
on
April
2023
and
now
oh,
no,
it
is
going
to
be
released.
The
the
release
of
the
vision
document
is
delayed.
I'm,
sorry
about
this
delayed
until
April
2023.
We
thought
we
would
be
at
council
at
the
end
of
April.
So
we
are.
We
are
looking
at
a
two-month
delay
and
then
we
are
already
seeking
implementation,
Pathways.
So
I'll
get
to
that.
E
So
they
weren't
able
to
do
any
drawing.
But
they
were
able
to
provide
some
good
input
and
review
at
the
very
end.
But
those
conversations
that
we
had
were
really
rich
and
I
think
there
were
challenges,
because
people
were
working
across
the
table
with
each
other
that
had
to
make
people
think
beyond
their
own
opinions.
And
that
is
what
we
are
looking
for.
As
far
as
an
outcome
is,
how
do
we
come
together?
E
It's
going
to
be
a
little
bit
tough,
perhaps,
but
we
had
a
great
attendance
rate
pretty
much
every
single
person
that
registered
showed
up,
so
we
were
not
planning
for
that,
and
that
is
why
the
room
was
so
packed
and
pretty
much
standing
room
only
so
raise
your
hand
if
you
want
to
that
yeah
thanks
thanks
so
much.
We
really
appreciate
it.
Just
a
couple
pictures
this
actually
I
think
Broadneck
Brian's
at
your
table,
yep!
E
So
Brian,
that's
your
table
that
you
see
in
the
foreground,
but
you
can
see
how
engaged
people
were
just
from
a
couple
pictures.
There's
Stephen
Lee
Johnson
right
there
with
Carly
our
Urban
designer.
You
can
see:
Mitch
silver,
the
back
of
him
Chris
joyo
from
the
actual
Design
Center,
a
bunch
of
other
folks
that
came
in,
and
we
are
lucky
to
report
that
someone
we
had
been
in
contact
with
who
came
was
her
first
meeting
with
us.
Her
name
is
Kim
Smith
she's,
a
member
of
the
Eastern
band
of
Cherokee,
Indians
I.
E
Think
those
of
you
remember
her
being
there
she's
now
on
the
community
advisory
committee.
So
we
have
a
new
member
from
ebci,
which
was
another
great
outcome
from
this
engagement,
so
lots
of
text
here
we'll
walk
through
this
we
and
I
might
get.
Some
I
would
like
to
get
some
input
from
you
on
on
some
of
this.
So
this
is
the
review
timeline.
E
Sorry
for
that
confusion
earlier,
but
it
would
look
like
that
on
4
15,
that's
a
Friday.
We
would
give
you
a
sneak
peek
of
what
that
document
is
going
to
look
like
and
on
Monday.
We
are
going
to
release
it
to
the
community,
so
it's
just
a
draft
and
it
by
releasing
it
to
the
community,
just
means
putting
it
up
online.
You
know
having
asking
some
questions
on
publicinput.com,
providing
a
portal
for
people
to
to
give
comments,
and
you
know
everything
from
minor
edits
and
Corrections
too.
E
That
sounds
really
horrible
or
you
didn't
hear
me
any
of
those
types
of
things,
but
we
will
have
at
least
one
online
engagement
or
discussion
event.
That's
a
way
for
people
to
come
together
and
again
hear
what
other
people
have
to
say,
instead
of
just
saying
their
own
opinion
and
make
people
think
as
we
move
forward
in
the
process.
That
is
going
to
happen
right
around
the
same
time
that
we
have
a
community
advisory
committee
meeting
to
get
their
recommendations
on
what
should
have
happened
to
this
document.
So
you
can
see.
A
It
so
the
the
when
it's
online
are
you
going
to
be
the
online
engagement
discussion?
Is
that
the
only
time
the
public
will
be
able
to
make
comments
so.
E
They'll
be
able
to
make
comments,
24
7
on
publicinput.com,
so
we'll
always
have
that
open
as
a
porter
portal,
where
people
can
make
comments,
they'll
be
able
to
make
comments
at
that
online
engagement.
We
might
have
an
in-person
engagement,
just
not
with
the
McAdams
team
and
they'll
be
able
to
make
comments
here
at
the
downtown
commission.
E
E
You
right
so,
but
I
want
what
I
want
you
to
think
about.
This.
Is
that
it's
our?
This
is
the
beauty
of
bureaucracy.
We
give
people
plenty
of
time.
That's
why
this
seems
so
slow
in
order
for
us
to
fit
in
ped
by
the
way.
For
those
who
don't
know
it's
the
planning
and
economic
development
committee
of
council
and
they
make
recommendations
to
council
about
what
should
be
seen
and
considered
policies.
E
Adoption
of
plans
all
of
that
stuff,
and
so
their
meaning
is
right
before
yours
and
they
want
to
hear
from
you
before
they
send
it
to
council.
So
one
of
the
reasons
why
this
is
so
long-
and
you
see
this
ped
and
Council
commission
either
is
you
know
I
could
take
this
draft
plan
to
ped
on
five
eight,
but
you
have
a
meeting
on
512
and
I.
Really
don't
want
to
do
that.
E
We
would
try
to
get
to
Council
in
June,
but
the
way
to
slow
it
down
and
make
sure
that
everybody
gets
heard
and-
and
we
do
I
still
have
emails
every
day
from
people
saying
I'm
just
hearing
about
this,
because
we
have
90
000
people
in
the
city
and
almost
300
000
people
in
the
county
or
region.
So
not
everybody's
gonna
hear
about
this.
But
if
you
you
see
that
this
is
the
slowing
down
of
the
process
for
a
review.
It's.
C
A
Then
we
would
really
need
to
review
it
in
between
Wing
meetings.
Yeah,
okay,
because
I
would
I
would
really
want
the
I
don't
know,
but
I
would
kind
of
hope
that
there's
public
comment
and
even
public
comment
at
a
DTC
meeting
on
this.
It
seems
like
a
pretty
big
deal
to
me
and
so
I
so
before
it
goes
to
PD.
I
would
like
to
have
I
see
what
you're
saying
so.
Are
you
you're
saying
that
you
really
don't
want
PD
to
take
it
to
review
it
until
we've
had
a
chance?
That's.
E
A
Okay,
I
think.
A
So
we
have
a
yeah,
we
have
a
well
actually
I,
don't
know,
I,
don't
know
when
the
April
meaning
I.
G
H
A
Show
up
and
have
any
kind
of
informed.
You
know,
I
really
want
the
public
to
have
a
couple
weeks.
Have
it
out
in
public,
okay,
that'd
be
being
reviewed
and
then
we
we
come
and
we
talk
about
what
we
think
and
hopefully
there's
some
public
comment.
Maybe
on
this
thing,
because
this
is
a
and
how
does
this
timeline
fit
with?
E
E
So
we
have
a
couple
Outreach
lists
from
all
the
people
who
have
come
to
our
meetings,
since
we've
had
focus
groups
and
everything
last
fall,
but
we
have
those
Outreach
lists.
Those
are
the
people
that
we're
targeting
the
people
that
have
stayed
involved
with
us
that
we
send
direct
emails
to.
We
also
have
a
larger
umbrella.
That's
just
you
know,
press
releases
that
the
city
puts
out
being
honest,
not
a
lot
of
tracking
happens
with
that.
G
E
There
great
point
so
generally
and
a
note
to
you
all
that
they
re
the
council
redid
the
way
they
do
Council
committees
this
year
and
they
changed
the
name
of
some
and
really
clarified
what
types
of
policy
concerns
they'd
be
seeing
in
each
one
of
those
we
are
going
to
check
with
the
city
manager's
office
and
test
the
waters
on
whether
or
not
ped
is
a
necessary
step
yep,
but
basically
I'm
trying
to
send
you
a
signal
that
we
thought
we
would
be.
You
know
wrapping
this
up
in
April.
E
G
A
E
So
the
budget
process
is
you
mean
that
for
the
next
fiscal
year,
so
fy24
budget
process
is
underway.
Now
right,
they've
already
had
a
CIP
work
session
and
they're
doing
a
work
session
on
I
think
Valentine's
day
next
week.
That
would
be
looking
at
special
CIP
Investments,
potentially
McCormick
field.
Things
like
that,
so
they're
they're
already
wrapping
it
up
and
can
I
skip
to
the
next
slide
and
talk.
E
The
window
that
I'm
concerned
it's
a
great
Point.
Our
schedule
is
already
a
little
bit
behind
the
the
budget
process,
but
it
isn't
in
another
way
and
that
is
to
say
that
staff
has
already
put
in
a
request
for
a
nominal
amount
of
money.
Not
you.
You
know
not
something
for
a
huge
Capital
project,
but
from
the
general
fund,
a
couple
hundred
thousand
dollars
to
be
able
to
do
some
short-term
changes
to
pack
square.
That
we
think
would
just
keep
the
momentum
going.
E
Show
the
public
that
we
heard
what
the
challenges
are
in
pack
square,
and
so
Council
already
see
that
that
general
fund
request
in
the
next
couple
of
months
and
if
they
have
questions
they'll,
be
able
to
talk
to
staff
about
what
those
recommendations
are.
Looking
like.
We
already
have
a
pretty
good
idea
about
the
the
you
know
and,
and
those
things
are
in
the
what
we've
heard
document
about
the
types
of
interventions
and
tactical
pieces
that
we
might
be
able
to
do
so.
E
We
are
not
saying
what
it
is
for
we're
just
saying
that
that
would
be
seed
money,
okay,
just
to
say
that,
like
we
know
that
it
takes
money
to
do
something,
but
since
we
don't
have
the
plan.
Yet
that
says-
and
this
is
I
think
where
you
guys
are
going
to
be
really
helpful
during
the
plan
review
process.
Not
only
are
here's
the
recommendations
of
what
should
happen
and
maybe
there's
some
short
and
some
long-term
recommendations,
but
what
are
their
priorities?
E
And
if
we
only
had
a
little
bit
of
money,
what
are
those
little
tweaks
that
our
community
thinks
would
make
the
biggest
bang
for
our
our
buck
so
to
just
to
say
all
that
that
there's
no
presupposition
in
staff's
mind
or
in
mcadam's
mind
about
what
that
money
should
be
used
for
right
away,
because
the
plan
hasn't
been
put
together.
I
A
Decision
yeah
we'll
discuss
it,
we'll
discuss
it
in
May
and
and
that
would
be
the
soonest
I
think
the
public
would
have
chance
to
look
at
it
and
then
come
and
make
any
public
comments
other
than
what
comments
they
might
make
online
or
through
the
website.
In
other
words,
this
is
the
only
public
forum.
I
think
that's
gonna
live
public
forum.
That's
going
to
be
available!
This.
E
A
A
B
Voting
two
weeks
until
we're
so
the
process
we're
already
too
late
to
be
really
specific,
with
budget
requests.
So
there
is
a
budget
request
and
Council
won't
get
into
the
details
of
what
gets
funded
like.
Hopefully,
Council
will
provide
that
funding.
Would
you
say
stuff
a
couple
hundred
thousand
dollars
or
yes.
B
E
A
seed,
it's
a
it's
a
signal
again
right!
It's
it's!
It's
really
more
a
way
to
say
we're
going
to
invest
in
what
we've
asked
people
to
create
a
plan.
We're
going
to
invest
in
it.
There's
always
the
next
coming
year,
and
the
budget
cycle
for
the
next
coming
year
really
starts
in
November
of
this
year.
Right.
A
In
the
in
the
in
the
McAdams
document,
the
consultant
document
is
going
to
be
more
of
a
here's.
What
the
public
says,
here's
their
recommendations
and
priorities.
It's
not
going
to
be
we're
going
to
design
this.
That's
next
really
I
mean
there's
a
there's,
a
taking
taking
these
things
and
then
saying:
okay,
Design
This,
you
know
come
up
with
an
actual
master
plan
with
actual
physical
pieces
in
place.
That
would
be
that's
going
to
be
one.
E
E
Process
so.
A
E
To
get
it
done,
yes,
yeah
exactly
so
there
is.
There
is
public
engagement
for
the
for
the
any
next
piece
with
design,
and
you
know
you
it's
going
to
take
funds
to
do
that,
and
but
there
are
other
pieces,
like
I,
said
tactical
pieces
programming
pieces
work
in
the
community
that
we
can
do
that,
can
help
us
reach
our
goals
about
becoming
more
inclusive
and
welcoming
itself
and.
G
If
we're,
if
we're
putting
a
foot
forward
with
the
budget,
you
know
whether
you
know
we,
whether
we've
fully
designed
you
know
what
that
budget
package
looks
like
just
having
that
foot
forward
there
I
think
is
a
huge
is
a
huge
step.
Oh
it's
something
like
I
haven't
seen
in
other
projects.
I've
worked
on
necessarily
we've
got
plans.
We
don't
have
a
immediate
follow-up
on
it.
So
just
the
fact
that
we're
putting
that
next
step,
that's
right.
I'm
I'm,
happy
to
see
that.
E
E
So
we
have
put
in
that
letter
and
that
we
hope
that
we
hear
this
month
and
February
whether
they
might
want
to
work
with
us
and
by
work
with
us.
What
I
mean
is
they
would
sit
down
with
us
for
a
couple
months
and
really
examine
what
that
scope
of
work
could
look
like.
So
it
would
be
in
a
parallel
process
of
finishing
up
that
that
document
and
and
then
they
might
say,
we'd-
be
willing
to
invest
in
you
in
this
way.
E
If
you
come
to
the
table
and
they're
not
requiring
match
dollars,
it's
a
pretty
great
program
and
the
city
doesn't
often
work
with
philanthropy.
Usually
we
work
with
federal
state
and
other
intergovernmental
kind
of
transfer
like
Grant
funds.
So
this
is
a
different
type
of
thing
for
us.
Similarly,
Bloomberg
philanthropies,
they
have
a
call
for
transformative
public
art
that
closes
next
week,
so
we're
going
to
put
in
a
grant
request
for
that.
That
would
speak
to
any
of
the
art
elements
that
we've
heard
about
from
which
really
are
reactions
to
Art
in
the
heart.
E
Our
temporary
public
art
program-
and
that's
where
we
think
much
of
our
energy
for
for
public
art
and
the
square
is
going
to
go,
is
more
towards
festivals
events.
Commemorations.
Temporary
public
art
pieces
that
can
reflect
in
real
time
are,
are
changing,
Dynamic
culture
so
and
then
other.
Obviously,
we
are
going
to
continue
looking
for
other
ways
for
us
to
keep
this
momentum
going.
I
E
E
Financial
friends
of
downtown
there
was
a
like.
There
is
a
the
Western
North
Carolina
Community
Foundation,
there's
a
Merchants
fund
that
has
funded
a
lot
of
great
things
that
have
happened
in
downtown
and
there
are
yes
so
that
would
fit
in
that
other
category.
E
E
B
E
D
F
D
A
lot
of
money
and
then
of
course
they
ran
out
of
money
and
the
city
had
to
come
to.
You
know
the
table,
but
you
know:
there's
a
possibility,
get
that
or
a
group
like
that
again
together
to
do
funding.
A
A
quick
question
on
timeline
so
we're
having
our
work
session
on
on
the
17th
right
in
the
advisory
and
the
advice
The
Advisory
Group
is
meeting
with
us
after
we're
having
a
work
session.
E
E
Yeah
we'll
be
going
over
the
themes
and
what
we
heard
and
and
any
questions
that
have
come
up
from
the
consultants
and
staff
how
to
rectify
what
I'd
say
is
some
there's
there's
ambivalence
in
our
community
right.
Some
of
the
recommendations
are
exactly
opposite.
E
Yeah,
so
we
might
be
asking
folks
to
think
about
which
path
we
might
take
for
recommendations
and
how
to
handle
okay.
A
H
D
A
No
we're
giving
up
an
hour
of
our
time
because
we
originally
scheduled
it,
because
we
were
thinking
when
we
were
going
to
have
that
that
we
were
going
to
be
working
on
the
annual
report.
But
I
had
to
submit
the
annual
report
because
I
was
late.
So
there
we
go
so.
H
A
E
G
A
So,
okay,
let
me
let
me
recap
so
so
next
Friday
we
will
have
an
opportunity
to
look
at
some
ambiguities
and
ambivalences
that
McAdams
uncovered
during
the
process
in
in
conjunction
with
the
public
Advisory
Group,
we
will
make
recommendations
that
Adams
Then
will
incorporate
into
their
draft.
The
draft
will
come
out
in
aprilish
sometime
in
mid-april.
We
will
that
will
be
online
and
the
public
can
give
their
feedback
online.
There
will
probably
be
a
online
virtual
engagement
kind
of
a
process
at
some
point
in
that
time.
D
A
Okay,
all
right,
so
with
that,
let
me
tell
you
all
the
mistakes
I
made
on
the
annual.
H
A
So
so
I
apologize,
we
just
I
just
didn't
get
your
feedback
in
time.
That's
my
fault,
I
didn't
schedule
things
as
well
as
I'd
hoped
to,
and
we
missed.
We
missed
a
work
session
that
we
were
open
to
do
and
we've
had
some
we've
had
some
hiccups
here
and
there.
So
the
the
annual
report.
First
of
all,
I'll
say
this-
is
someone
who's
been
on
a
few
boards
and
commissions
with
the
city
of
Asheville.
The
annual
report
usually
States,
one
I,
don't
even
know.
A
If
the
council
really
looks
at
these,
they
do,
but
they
you
know
it's
it's
something
that
they
that
they
look
at,
but
what
we,
what
we
advocate
for
matters
much
more
than
what
we
say
we
advocate
for
in
the
annual
report.
H
A
But
but
so
the
annual
report
is
a
statement
of
what
we've
been
doing
and
then
kind
of
looking
a
look
ahead
to
what
we
will
do.
So
it's
it's
somewhat
of
a
governing
document,
but
it
is
not
something
that
I
think
anyone,
because
when
we
looked
at
this
last
year,
I
don't
even
know
if
the
pack
Square
visioning
I
mean
there's
several
things
that
were
not
necessarily
even
on
the
on
our
radar.
In
the
same
way,
you
know
there,
in
other
words,
as
things
come
up,
we
can
always
adjust
and
adapt.
A
So
we
made
some
policy
recommendations.
Anyway,
we
we
talked
about
our
accomplishments,
and
then
we
made
some
policy
recommendations
based
on
the
things
that
we've
all
been
talking
about.
So
hopefully
I
didn't
misrepresent
you,
the
council,
but
I,
said
that
our
policy
recommendations
included.
We
wanted
them
to
assign
staff
to
make
implemental
incremental
revisions
to
the
Udo
and
existing
design
guidelines.
A
That's
a
a
a
partial
step
that
we
can
make
in
a
near
term
to
address
some
of
the
deficiencies
that
we
see
as
we're
trying
to
apply
a
design
to
the
design
review
board,
as
well
as
as
our
role
as
the
DTC
in
in
review,
and
we
also
keep
talking
about
you
know.
We
need
a
scoping
document
to
actually
have
a
hiring
consultant
to
do
actual
major
revisions
to
the
design
guidelines.
A
That
was
our
that
was
my
second
recommendation
and
then
continue
or
or
to
fund
new
programming
for
to
support
Equitable
entrepreneurial
opportunities
as
something
that
we
keep
seeing.
That's
not
just
the
public
Space
Management,
it's
a
much
deeper
conversation
and
our
upcoming
goals
were
included.
Our
coordination
with
staff
Riverfront
and
the
design
review
board
on
any
on
those
items
for
the
Udo
and
guideline
revisions
continue
as
the
lead
public
engagement
vehicle
for
what
we
just
discussed
with
the
pack.
Square
Plaza
visioning
project
I
have
also
had
discussions
with
staff.
A
A
Design
review
of
that
piece,
the
public
engagement
with
probably
a
partnership
with
multimodal
is
what
I
would
for
csb
and
but
since
we
have
a
more
regular
schedule-
and
that's
definitely
in
our
remit,
I
think
that
we
should
play
the
same
role
in
that
process
that
we're
playing
in
the
pack
Square,
not
I,
don't
if
I
don't
know
leading
is
the
right
term.
It's
more
like
we,
the
public
needs
a
forum
and
I
think
this
is
the
best
one.
So
does
that?
A
Does
that
make
sense,
because
that's
coming
fast
and
I
think
it
actually
all
of
the
to
me.
These
are
all
the
same
things,
because
what
we're
talking
about
is
is
what
is
true
and
beautiful
and
good
about
the
city
of
Asheville
and
how
do
we
design
our
environment
and
that's
the
patent
Corridor
in
pack
Square?
A
Those
are
those
are
huge
pieces
of
that.
So
and
then
we
talked
about
cooperating
with
staff
for
the
continued
development
of
the
outdoor,
dining
and
public
space
use
and,
and
then
and
then
just
one
of
the
upcoming
goals
is
I.
A
I
want
to
continue
to
give
the
ourselves
and
the
public
a
way
to
talk
about
the
sustainability
of
downtown
and,
to
me,
that's
a
a
an
umbrella
term
that
talks
not
only
about
the
the
entrepreneurial
items
but
Equity
sustainability,
Public,
Safety
cleanliness,
all
of
those
items
so
that
that's
what
I
submitted,
hopefully
I
didn't
misrepresent
you
do
that
any
questions
on
those
the.
D
Only
other
comment
I'd
like
to
make
is
I
would
like
us
well
sometime
this
year.
The
downtown
commission
I
won't
be
here
because
I'm
turning
off
soon
but
I
would
love
the
downtown
commission
to
say
something
about
infrastructure
and
the
city
and
how
important
infrastructure
is
going
forward
and
I
just
feel
the
situation
with
the
water
issue,
even
though
it
didn't
affect
the
central
business
district,
except
some
of
the
pipes
that
broke
that
it
really
needs
to
be
at
the
top
of
our
discussions
going
forward.
D
I
really
feel
that
I
know
how
important
Greenways
are.
I
know
how
important
pack
square
is
I
spent
three
years
with
Andrew
and
other
people
working
on
a
vision
for
the
Haywood
page
area,
and
we
don't
have
the
money
for
that
and
I
would
just
like
the
city
to
really
address
the
water
issue
without
water.
We
have
nothing
else
in
our
city
and
I.
Think
it's
so
important
and
I
think
the
streets
and
the
sidewalks
are
also
very
important.
G
I
There
could
also
be
some
representation
issue.
I,
don't
think
there
is
City
Council
in
South,
Asheville
I,
don't
believe
there
is
anyone
from
city
council
leaves
living
in
South
Asheville,
so
I
don't
know
if
that,
how
did
that
impact
the
slow
response
to
the
water
issues?
So
I'd
like
to
comment
on
that
as
well.
A
Any
other,
disregarding
the
annual
report
and
the
recommendation
again
I
I,
don't
feel
well
I
want
to
think
they're
reasonable
recommendations.
They
are
things
that
we're
working
on
and
we'll
continue
to
work
on,
but
I,
don't
think
we're
limited
to
those
does
that
make
sense?
Okay
and
we
we
also
recognize
and
I
guess
that's
kind
of
moving
into.
The
next
item
is
that
we
will
have.
We
have
Geo's
open
seat.
B
D
A
The
County's
record,
so
you
could
make
it
to
one
more
meeting.
All
right,
I
was
going
to
say
it
made
me
sad,
the
cupcake
okay.
So
so
what
I'm
trying
to
say
is
is
that
the
makeup
of
and
new
members
will
will
obviously
have.
A
H
A
The
the
point
is
is
that
we
we,
we
will
have
some
new
new
people
on
the
on
the
downtown
commission
before
much
longer
and
they're
all
going
to
have
different
ideas
as
well.
So
with
that
the
nominating
committee,
we
need
to
re-establish
that
and
prepare
for
officer
elections
in
March.
B
A
We
got
three
applications
for
those
two
open
seats
and
three
applications
for
two
seats.
A
Them
yeah
we
need
I
was
really
hoping
that
we
could
get
I
I
was
hoping
we
could
get
a
a
small
business
owner
on
to
you
know
a
kind
of
a
storefront
kind
of
small
business
I
mean
Stephen,
Lee
and
I
I've
been
Robin.
You
know
we,
we
all
own
businesses
in
in
downtown
Asheville,
but
we're
offices,
and
it's
it's
a
different
thing.
I.
J
A
Their
their
clientele's,
coming
in
and
out
of
the
sidewalk
constantly
I
was
really
hoping
to
have
something
like.
H
A
I
was
hoping
to
have
someone
that
had
a
voice
like
Kimberly's,
honestly
that
could
represent
different
different
aspects
of
our
community
and
and
so
I.
This
is
nothing
against
the
the
applicants
that
we
received
I.
A
Just
you
know,
I
was
really
want
more
to
pick
from
and
make
recommendations
for,
so
we
we've
asked
them
to
the
the
and
I
just
the
name
of
it
just
left
me,
but
the
the
council
committee
that
reviews
those
to
extend
that
deadline
if
they
could,
because
we
did
get
a
couple
more
I,
think
or
people
who
said
they
might
be
willing
to
submit
applications,
and
so
I
really
like
that,
the
one
that
is
open
now,
it's
not.
A
So
hopefully,
we'll
know
this
week
and
we
can
let
you
know
what's
going
on
with
that,
and
then
we
will
be
soliciting.
The
county
would
be
soliciting
applications
for
for
Miss
Ruth's
seeds
coming
up
so
again,
we're
losing
lots
of
really
good
voices
feels
like
that.
It's
hard
to
replace
yeah.
A
Go
well
start
recruiting,
so
so
with
that
we
I
need
to
re-establish
the
nominating
committee.
So
Stephen
Lee,
would
you
mind
reprising
your.
D
D
There's
no
internet
service
on
Cumberland
Islands,
celebrating
you
literally
just
told
me:
I
have
a
big
birthday.
It's
my
birthday.
Okay,.
A
Okay,
so
we
have
that
set
up,
I'll
keep
moving,
so
our
work
session
work
plan
development
meeting
is
next
Friday
and
that'll.
H
A
The
sixth
sixth
floor
right,
okay
and
hopefully
we'll
have
even
better
turnout
than
we
had
today
and.
C
Again,
it's
it's
listed.
B
Community
advisory
Community
advisory
committee
and
if
I
could
just
I'll
just
give
you
guys
a
little
bit
of
a
heads
up
on
what
that
work
session
will
look
like
we're
going
to
get
some
updates
from
the
city
manager's
office,
both
from
Ben
Woody
and
from
Rachel
Wood.
Our
assistant
city
managers,
they're,
going
to
provide
some
updates
organizational
wide
on
different
projects
and
services
that
impact
downtown.
B
We're
also
going
to
look
at
the
various
projects
that
the
organization
has
and
that
the
planning
department
has
on
our
work
plans
for
the
year
ahead
and
we're
going
to
ask
you
all
to
to
indicate
through
an
interactive
exercise,
those
that
that
are
most
important,
that
you
feel
are
most
important
or
that
you're
most
interested
in
and
then
we
will
also
do
an
exercise
to
to
specify
what
your
possible
role
or
roles
are
on
those
projects.
A
I
A
But
it's
it's!
It's
going
to
be.
It's
that's
going
to
be
different.
Any
questions
on
the
work
session.
A
Great
okay,
all
right
with
that
we'll
move
into
updates
and
reports.
I
already
told
Stephen
Lee.
He
didn't
have
to
give
one
for
the
design
Review
Committee,
because
we
didn't
meet
Asheville
Downtown
Association.
C
A
few
updates
from
the
Downtown
Association
we
serve
at
our
members
and
downtown
businesses
and
residents
twice
a
year
once
at
the
beginning,
once
mid-year,
so
that
survey
will
be
released
next
week
and
we'll
review
that
at
our
state
of
downtown
luncheon,
which
has
been
set
for
Tuesday
March
14th.
Please
mark
your
calendars.
We
will
have
tickets
on
sale
next
week
and
it's
at
the
Harris
Cherokee
Center
in
the
banquet
hall.
You'll
also
hear
updates
from
City
of
Asheville
mayor
and
Buncombe
County
Commission
chair
on
downtown
related
projects
and
initiatives.
C
We
also
restarted
back
in
November
our
building
our
city
speaker
series
thanks
to
support
from
the
Grove
Arcade
Public
Market
Foundation,
we're
focusing
on
housing
and
housing
related
topics
and
we're
working
with
the
city
for
the
first
one
coming
up.
We
haven't
got
the
date
yet
March
or
April,
they're,
they're
hosting
or
their
correct
me
if
I
get
this
wrong
y'all,
but
a
missing
middle
study
performed
by
a
company
called
optico.
So
this
will
be
the
public
launch
of
that
survey
and
provide
more
information
to
the
community.
C
Know
we
did
a
little
update
on
that
I
made
a
note
to
check
again
we
did
have
a
follow-up
meeting.
The
city
staff
was
in
the
process
of
reviewing.
There
were
like
600
and
some
points
on
that
on
that
survey.
So
this
is
the
walkability
study
that
was
performed
in
the
fall
of
last
year.
That
looks
at
The
Pedestrian
experience
in
downtown.
We
did
follow
up,
so
they
were
working
on
prioritizing
then
identifying
whether
it
is
actually
a
city
of
Asheville,
maybe
it's
dot,
maybe
it's
private
property
and
then
maybe
Dana
has
an
update.
C
A
Works:
okay,
thank
you.
Okay,
downtown
a
big
report.
H
C
Okay,
so
the
big
news
there,
of
course,
is
that
the
National
Alliance
to
end
homelessness
released
their
report
a
couple
of
weeks
ago.
They
started
their
work.
This
is
a
city
and
county
contracted
with
the
National
Alliance,
through
funding
from
the
Dogwood
Health
Trust.
They
began
that
work
back
last
summer
meeting
with
and
talking
with
various
groups,
including
homeless
resource
providers,
people
who
are
or
were
formerly
unhoused
business
and
neighborhood
group
city
and
county
staff.
C
C
The
current
Continuum
of
Care
is
the
Hayak
committee
homeless,
initiative,
advisory
committee
and
I
believe
that
I
saw
a
report
that
they
actually
met.
I
think
it
was
yesterday
to
get
started
on
the
recommendations.
There
are
five
key
strategies,
each
with
short,
mid
and
long-term
priorities
are
just
a
little
disclaimer.
This
is
my
interpretation
of
the
report
and
what
I
heard
at
the
presentation
so
I'm
happy
to
be
corrected.
If
I
get
anything
wrong
here,
it
looked
I
think
the
big
thing
we
heard
was
a
restructuring
of
the
can.
C
The
current
Continuum
of
Care
into
an
independent
board
to
have
better
coordination
amongst
resource
providers,
better
data
and
better
tracking
and
allocation
of
funding,
also
recommendations
to
increase
crisis
or
emergency
shelter,
beds
and
conduct
ongoing
analysis
of
current
options,
a
recommendation
to
draft
an
encampment
policy
to
better
coordinate,
Outreach
efforts
and
then
obvious
findings
like
we
need
more,
affordable
housing.
We
have
a
high
cost
of
living
and
a
low
vacancy
rate,
so
that
is
a
very,
very
broad
umbrella
overview
overview,
I'm
sure
I
missed
some
things.
J
I
mean
I
think
one
of
the
biggest
takeaways
I
wasn't
at
the
meeting,
but
I
watched
it
and
one
of
the
biggest
takeaways
I
saw
was
just.
We
can't
meet
these
goals
because
we
don't
have
the
numbers.
You
know
we
don't
have
the
numbers
of
beds.
We
don't
have
the
numbers
of
apartments
and
the
apartments
that
we
do
there
was
this
slide
that
they
showed
early
on.
G
Have
some
ideas?
I
have
some
ideas,
but
we
talked
a
lot
about
that
last
year.
I
will
note
to
add
on
to
the
current
efforts.
This
is
something
that
a
message
came
from
the
clerk,
the
city
clerk
and
that
there
will
be
some
members
of
councils,
members
of
County
Commission,
going
to
Raleigh
to
visit
a
high
axis
shelter,
and
that
was
I
saw
that
message
come
through
as
like
a
notice
of
a
sort
of
public
meeting
or
a
gathering
of
them.
G
So
I
thought
that
was
very
encouraging
that
they
were
that
there's
some
activity
at
that
level
of
going
out
and
looking
at
some
solutions
for
that
that
part
of
it
so
I
was
really
pleased
to
see
that
and
I
haven't
seen
that
reported
on
yet
I'm.
Just
a
brief
little
message
from
the
clerk.
A
Okay,
thank
you
downtown.
H
A
B
Yeah
we're
doing
great
okay
pack,
Square
Plaza
visioning,
so
I
think
we
talked
enough
about
that
and
we'll
talk
more
at
our
work
session
or
after
our
work
session
next
week.
Downtown
parking
updates
I
just
want
to
continue
to
provide
this
information.
This
link
to
you
all
and
and
ask
for
your
help
to
get
the
word
out
about
the
affordable
parking
options
that
the
city
does
have.
The
county
is,
is
doing
an
affordable
parking
program
at
the
Cox
avenue,
deck
and
I
think
they
got
a
really
good
response.
B
So
they
have
a
survey
out
now
to
see
if
they
should
expand
that
program
over
to
the
College
Street
deck.
I
think
I
forwarded
you
all
that
request
and
the
city,
while
we
don't
have
an
income
based
program
like
that,
we
do
have
a
lot
of
different
options
for
monthly
parking,
so
just
continuing
to
share
that
information
downtown
public
restroom.
So
we
have
an
RFQ
posted
now
on
our
bid
page
and
for
any
design
firms
that
aren't
aware
of
it.
B
I
hope
that
you
received
information
about
it,
we're
looking
to
not
only
install
a
public
restroom
in
the
location,
the
public
space
on
College
Street,
between
Rankin
and
Haywood
over
by
the
Rankin
street
parking
deck.
There
will
be
a
public,
restroom
and
opportunities
to
make
improvements
to
that
public
space
to
that
pocket
park
so
that
now
I
don't
have
the
deadline
in
front
of
me
or
of
when
those
requests
for
qualifications
are
due
Tuesday.
F
B
Thank
you
I'm,
so
glad
that
you
know
so,
once
we
get
a
designer
on
board
we're
going
to
be
working
with
the
community
on
that
plan
over
the
summer
time
with
and
and
then
we
would
need
to
put
a
bid
up
for
construction,
so
we're
looking
at
next
spring
when
that
would
actually
be
constructed.
B
Outdoor
dining
program
updates.
So
I
want
to
get
a
public
space
management
meeting
scheduled,
maybe
later
this
month,
I'll
do
a
doodle
or
early
March.
We
we're
going
to
be
updating
standards
and
fees,
doing
an
overhaul
of
our
current
outdoor
dining
program
as
it
applies
to
sidewalks
and
also
introducing
a
streetery
program
so
that
restaurants
can
use
on-street
parking
spaces.
B
So
we're
going
to
be
doing
a
lot
of
stakeholder
engagement
in
between
March
and
may
definitely
meeting
with
folks
from
air
and
definitely
working
with
you
all
and
with
the
public
Space
Management
committee,
to
get
your
feedback
on
what
we're
proposing
and
make
sure
that
we
have
a
good
program
moving
forward
and
we're
looking
at
we're,
giving
ourselves
some
time
to
roll
this
all
out.
There
will
be
a
lot
of
changes
planning
to
go
to
City
Council,
probably
in
the
July
time
frame,
but
not
to
roll
out
the
new
requirements
until
January
2024.
B
South
slope,
Vision
plan,
I
I,
think
it's
on
council's
agenda
for
February
14th,
but
that
may
get
pushed
again.
We've
just
been
making
some
updates
to
the
maps
based
on
some
Community
feedback.
Those
updates
have
been
made,
but
we
have
to
go
back
to
the
community
East
End,
Community
and
Oakhurst
community
and
and
see
if
the
changes
that
we've
made
are
are
better
and
in
response
to
their
comments.
B
Cox
avenue
complete
street,
so
we
will
be
working
on
a
design
for
Cox
avenue,
based
on
the
concepts
that
that
we
came
up
with
as
part
of
the
South
slope.
Vision
plan
heard
a
lot
from
the
community
really
excited
about
where
we're
headed
with
creating
this
green
Main
Street
for
Cox
avenue,
timeline
wise.
We
are
expected.
We
anticipate
taking
a
contract
to
City
Council
in
March,
and
public
engagement
as
part
of
the
design
process
will
happen
in
the
spring.
So
we
got
a
lot
of
fun.
Projects
coming
up.
B
Construction
is
not
anticipated
until
2025,
but
we
have
some
money
for
construction,
which
is
great.
So
it's
a
it's
an
exciting
project.
That's
moving
along
Carter
and
patton
stormwater
improvements
so
that
work
has
begun.
It
started
in
January.
They
are
mostly
focused
in
the
South
End
area
and
things
because
of
weather
have
been
moving
a
little
slower
than
expected.
They
expect
to
be
up
around
Patton
Avenue
in
April,
so
we'll
definitely
keep
you
guys.
Posted
there'll
be
some
more
impacts
once
that
work
approaches
Patton.
B
When
this
project
is
all
done,
it's
going
to
mean
sidewalk
and
accessibility
improvements
on
Patton,
as
well
as
all
the
storm
water
improvements,
Staffing
updates,
cheer
moffatt
mentioned.
We
have
a
almost
fully
staffed
planning
and
design
Department
we're
going
to
have
some
staff
come
say
hello
at
your
retreat
next
week,
so
they
can
introduce
themselves.
B
B
Ellie's
here-
and
you
all
know,
will
by
now
probably
well,
it's
like
a
long
timer.
At
this
point
we
talked
a
bit
about
homelessness.
The
National,
Alliance
and
homelessness
report
was
a
really
big
deal.
Hayak
The
Advisory
body
that
works
on
these
issues
is
going
to
be
working
really
hard.
So
I
continue
to
encourage
you
all
to
stay
plugged
into
the
work
they're
doing.
B
B
They
identify
the
numbers
of
individuals
experiencing
homelessness
in
our
community
and
ask
them
a
number
of
questions
too,
so
that
we
can
learn
about
as
much
as
we
can
at
that
moment
in
time.
That's
something
that's
done:
Nationwide,
Advisory,
Board
and
commission
realignment
so
that
that
process
you
know
it
kind
of
slowed
down
a
bit.
There's
a
working
group
that
developed
a
survey
that
they
sent
to
All
current
and
past
board
and
Commissioners.
B
B
I
think
it
would
be
the
boards
and
commissions
committee.
Okay
committees
have
adjusted
a
little
bit;
I
know
it
yeah
it's
but
I'm,
pretty
sure
that
it
would
that
it's
that
budget
process.
We
talked
a
little
bit
about
that
want
to
make
sure
you
all
know.
There's
a
survey
out
now
to
hear
your
input
on
priorities.
City
council
is
going
to
be
reviewing
those
results
at
their
one
of
their
upcoming
meetings
and
using
that
information
to
inform
their
prioritization
process.
B
I
really
encourage
you
to
take
that
survey
and
I
am
happy
to
and
I'll
just
say,
I
think
next
week
at
our
Retreat
it'll
be
great
to
get
we're
going
to
get
updates
on
cleanliness,
and
you
know
homelessness
kind
of
some
of
the
things
we're
doing
operationally
to
better
manage
some
of
those
day-to-day
issues.
So
yeah
looking
forward
to
to
being
able
to
share
updates
with
you
all
on
those
things.
B
So
we
anticipate
a
search
process
to
begin
soon.
I
would
say,
probably
in
the
March
time
frame,
we're
using
this
opportunity
to
take
a
look
at
some
minor
re-org
opportunities,
so
we're
working
on
getting
some
of
that
figured
out
before
looking
for
the
new
director,
we
have
folks
that
have
very
similar
functions
in
the
planning
department
and
ndsd,
so
we're
kind
of
looking
at
at
how
we
might
be
able
to
rethink
some
of
these
positions
and
and
functions
of
the
Departments.
B
I
think
that's
a
I
mean
it's
a
great
question
and
I
think
it
would
be
fair
to
bring
that
up
next
week
with
our
city
manager's
office
staff,
I'm,
not
aware
of
consideration
of
that
facility,
so
yeah
I'm,
not
I,
don't
have
any
updates
but
I
think
that's
a
fair
question.
B
I'd
have
to
ask
Emily
ball.
I
know
it's
done
annually,
it's
a
requirement
that
we
have
to
report
to
HUD
and
we
will
have
that
information
in
April
I.
Don't
I,
don't
know
if
that's
come
up,
so
I
can
check
with
Emily.
F
B
F
It's
a
big
deal
yeah
and
typically
they
have
out-of-state
license
plates
on
them,
but
I
would
just
like
to
encourage
that
it's
a
big
deal
for
everybody
downtown
that
runs
a
business
that
needs
to
have
staff
drop
off
stuff
residents
need
to
unload
groceries.
I
would
just
really
encourage
this
to
be
like
a
permanent
thing,
because
I
think
word
travels
fast
and
when
people
know
they
can't
just
like
park
a
car
there
for
four
hours,
it
goes
a
long
way.
So
thank.
C
F
Individual
I
think
they're.
Actually
you
know
paying
attention,
I
mean
they
know
if
it's
a
commercial
vehicle,
if
it's
a
car,
that's
got
its
flashers
on
I
mean
that's
pretty
indicator.
If
somebody's
not
going.
A
They
updated
their
system.
Parking
Services
did
so
that
they're
actually
reading
license
for
all
the
own
street
parking
and
and
they've
got
the
so
I
think
with
the
more
sophisticated
reading
system.
They're
more
able
to
do
some
of
that
now
that's
great
what
they
were
able
to
do,
because
we
we
pay
for
on-street
parking
on
Aston
and
the
new
system
is
awesome.
Great
I
mean
honestly
it's
it's
great
for
us.
G
G
Well,
it's
I
just
like
to
see
who
knows
how,
many
months,
years
or
decades
that
project
will
continue
to
look
exactly
like
it
is,
and
I
would
hope
to
see
that
the
city
makes
some
effort
to
make
sure
that
that
mess
does
not
bleed
into
the
public
space
and
that
those
folks,
if
they're,
going
to
wrap
that
thing
up
if
they
wrap
it
up
as
much
out
of
our
way
of
the
Public's
way
as
possible.
G
So
it's
been
something
I've
been
kind
of
concerned
about
I.
Honestly,
it's
very
disappointing
that
we're
just
going
to
get
this
incomplete
structure
there
for
a
long
time.
A
We
don't
really
know
what
the
rules
are
when
you
stop
a
construction
project.
You
know
a
quarter
of
the
way
in,
like
you
know
what
what
can
you
require
them
to
do
because
they
opened
up
you
know.
Are
there
Landscaping
I
mean
technically
it's
still
under
construction?
Is
they
still
have
an
open
permit?
Basically,
you.
A
You
know
so
as
long
as
they
pay
to
maintain
the
permit
you
know,
and
but
if
they
decided
they
wanted
to
close
the
permit,
they
would
have
to
come
up
with
some
kind
of
we're.
Gonna
we're
gonna
stop
the
clock
here,
and
so
this
is
now
the
new
project
and
they'd
have
to
bring
that
to
planning,
and
that
would
probably
require
some
landscape
Hey
guys
you're
going
to
have
to
plants
at
least
plant
some
trees
and
do
some
stuff.
If
you're
not
going
to
do
anything
else,
I
don't
know
this.
It's
a.
B
G
G
D
D
F
As
a
as
a
former
member
of
the
design
team,
I
think
it's
going
to
sell,
it
may
be
like
it
may
be,
like
rad
Lofts
and
it's
going
to
change
hands,
but
it
is
designed
to
be
apartments
in
offices
and
I.
Think
there
are
a
number
of
people
that
are
actively
trying
to
figure
out
how
to
make
the
numbers
work,
but
it's
a
very
attractive
piece
of
property
that
has
entitlements
in
place.
F
You
know
the
first
developer
has
already
really
spent
a
lot
of
money
where
they
didn't
realize
they're
going
to
have
to
they
just
got
burnt
out
so
I
know
there
have
been
discussions
about
their
responsibilities
to
stabilize
the
site.
So
let's
just
pray
that
a
another
developer
comes
in
and
sees
its.
They
can
make
the
bottom
line
work.
B
B
B
Question
so
that
process
has
slowed
down
a
little
bit.
There's
been
some
stakeholder
meetings
and
I
I.
Think
where
we
are
is
to
get
some
probably
going
to
look
at
getting
some
more
input,
but
I
don't
have
information
on
what
that
would
look
like
exactly
or
when
that
would
happen.
But
it's
it's
slowed
down
a
little
bit,
so
I
I
don't
have
any
upcoming.
A
So
yeah
yeah
I
I,
don't
know
that
if
we
can
just
even
have
a
written
update,
do
you
need
them
to
come
talk
I.
I
A
Giving
up
if
you
could
maybe
get
with
Dana
and
I
afterwards
on,
like
some
specific
things,
you'd
be
looking
for,
I
mean
I.
Can
we
can
clue
in,
but
the
more
information
we
give
them
that
we're?
Looking
for
the
the
better
information
they'll
give
us
yeah.
I
I
think
I
share
that
you
know.
I
I
took
my
my
daughter
to
a
birthday
party
and
she
stepped
on
a
burn
piece
of
metal
that
was
used
to
warm
something
right
in
front
of
the
Children's
Museum
right
Amos.
So
I
think
that
it
would
be
from
a
safety
point
of
view
that
that's
the
key
thing
that
I'm
interested
in
okay,
okay,.
A
All
right,
thank
you,
so
our
well
we're
already
going
into
future
agenda
items
officer.
Elections
will
be
at
March.
Are
there
any
other
comments
to
make
today.
I
Wonderful
well
I
do
one
last
question
on
the
homelessness,
so
is
the
city
going
to
take
the
recommendations
and
create
a
strategic
plan
or
what
is
the
next
step?
From
the
city's
point
of
view.
B
A
C
A
Already
that's
what
I
heard
and
I
haven't
read
the
article
yet
I
I
was
going
to
go
back
and
look
through
that,
but
what
our,
what
the,
what
the
recommendation
from
the
consultant
was,
is
that
there's
too
many
there's,
there's
duplication
and
big
holes
and
then,
if
we
had
a
independent
board,
that
was
with
a
city
and
county
appointees,
as
well
as
community
appointees,
that
could
coordinate
these
things.
A
A
Well,
thank
you.
It
was
great
to
be
with
everybody
and
we've
got
cupcakes
to
eat
when
we
adjourn
so
with
that
on
the
table
literally
on
the
table,
so
moved
seconded.
