A
Some
challenges
around
internet,
so
so
just
a
heads
up
on
that
I
told
him.
I
would
let
you
know,
and
I
don't
think
technically
he
has
to
be
in
the
meeting
for
you
all
to
review
the
item,
but.
A
A
No
hey
shannon.
I
was
just
letting
emily
know
that
the
first
applicant
is
traveling
out
of
the
country,
and
he
let
me
know
that
he
might
have
spotty
internet.
If
he
I
was
thinking.
Maybe
we
should
just
at
least
wait
until
we
see
him
appear
to
get
to
his
item
and
then,
if
he
drops
off,
okay
and
and-
and
we
can
just
come
back
like
maybe
just
start
on
a
different
item
and
then
come
back
to
him,.
C
B
Good
afternoon,
everyone
I'm
chair
kite,
and
I
would
like
to
welcome
you
to
the
february
10
2021
historic
resources.
Commission
meeting
the
hrc
is
a
quasi-judicial
body
that
is
governed
by
north
carolina
general
statutes,
the
city
of
asheville's,
unified
development,
ordinance
and
bunking
county
ordinance.
B
All
commissioners
and
staff
are
participating
virtually.
We
appreciate
your
patience
as
we
work
through
commission
meetings
a
bit
differently
than
normal.
We
are
streaming
live
on
the
city's
virtual
engagement
hub,
which
is
accessible
through
the
virtual
engagement
hub
link
on
the
front
page
of
the
city's
website,
as
well
as
through
the
link
on
the
hrc
webpage.
B
855-925-2801
and
entering
code
9384
welcome
to
all
of
you
that
are
joining
us
today.
I
will
now
ask
the
commission
members
who
are
participating
to
introduce
themselves.
Please
make
sure
you
mute
your
microphone
if
you
are
not
speaking,
and
when
you
have
a
question
or
would
like
to
speak,
you
can
unmute
your
microphone.
Please
remember
to
mute
yourself
after
you're
done
speaking
commission
members,
as
I
call
your
name,
please
say
a
quick
hello.
D
B
B
Okay,
we'll
vote
by
roll
call.
Commissioner
mercedes
aye,
commissioner
hornaday
aye
commissioner
lazarus
aye
commissioner
spring
aye,
commissioner
vaughn,
I
myself
I
as
well
those
minutes
are
adopted.
B
We
will
now
begin
the
evidentiary
hearings
for
the
items
listed
on
the
agenda
as
a
quasi-judicial
proceeding.
The
hrc
is
not
setting
policy,
nor
are
we
soliciting
politic
public
opinion
on
the
desirability
of
an
application
the
hrc
hears
and
considers
evidence
presented.
That
applies
the
standard
set
forth
in
the
guidelines
and
standards
of
the
specific
historic
district.
For
that
application.
B
B
If
you
will
be
speaking
as
a
witness,
please
focus
on
the
facts
and
how
they
relate
to
the
relevant
historic
district
standards
and
guidelines,
not
personal
preference
or
opinion
witnesses
must
swear
or
affirm
their
testimony.
At
this
time
I
will
administer
the
oath
for
all
individuals
who
intend
to
provide
witness
testimony
and
I'll
take
just
a
minute.
I
think
we've
got
some
folks
have
joined
and
maybe
others
further
down
on
the
agenda
we
will
come
back
to
it
looks
like
aaron's
allen
is
here.
B
I
B
B
Okay,
let
me
find
my
thing:
okay,
I'm
going
to
read
the
the
oath
to
all
of
you,
and
then
I
will
call
you
each
by
name
to
affirm
one
at
a
time.
So
if
you
could
all
raise
your
right
hand.
B
J
B
K
B
Myself
I
as
well
was
122
west
chestnut
street's
been
continued
to
move
in
and
we
will
move
forward
with
81
cortland
avenue,
which
is
the
construction
of
a
two-story,
2765
square
foot,
primary
structure
and
alex
I'll.
Let
you
start.
A
Thank
you
church
height,
my
name
is
alex
cole,
I'm
a
preservation
planner
with
the
city
of
asheville's
planning
and
urban
design
department.
As
you
all
will
recall,
we
reviewed
this.
The
application
for
this
new
construction
project
at
the
last
meeting.
A
Most
of
the
conversation
during
that
meeting
was
centered
around
the
the
site
rather
than
than
the
design
of
the
structure
itself,
but
I
did
include
just
kind
of
a
slide
for
context
to
remind
you
of
all
of
the
property
that
we're
talking
about.
A
Obviously,
last
time
we
spent
talking
about
how
to
navigate
the
parking
on
the
site,
and
so
a
couple
of
the
options
that
we
discussed
at
the
last
meeting
were
trying
to
get
the
parking
either
as
far
off
to
the
front
right,
building
corner
as
possible
and
narrowing
the
driveway
width
down
to
something
that
would
be
more
consistent
with
a
typical
driveway
or
looking
at
any
option
to
move
it
to
the
other
side
of
the
house
and
take
it
down
the
side.
A
Even
though
we
knew
that
that
would
require
a
substantial
amount
of
work
and
a
large
retaining
wall
to
if
that
were
even
possible,
so
so
in
your
packet
there's
the
only
change
they
resubmitted
the
whole
set
of
drawings,
but
the
only
change
is
the
site
plan
that
I'm
presenting
on
the
screen
right
now,
as
you
can
see,
they
did
narrow
the
driveway
width
to
12
feet.
A
You
know
done
their
best
to
try
to
minimize
the
parking,
as
you
know,
per
the
feedback
of
the
commission
at
the
last
meeting.
The
only
thing
I've
noted
is
that
we
do
need
at
some
point
the
the
specifications
for
the
mechanical
unit,
which
obviously
can
come
later
after
the
hearing
so
other
than
that.
I'm
not
noting
any
concerns
and
I'm
supportive
of
approval
of
the
project
happy
to
answer
any
questions,
if
you,
if
you
all,
have
any.
B
H
Okay,
no
sure
I
appreciate
that
if
it
gets
choppy
or
something
please
ask
me
to
repeat,
and
I
apologize
in
advance.
So
we
looked,
it
went
back
to
the
architect
aaron
wilson
and
we
looked
at
you
know
several
options
alex
had
noted.
H
H
So
sloping
the
land
on
the
lower
portion
would
have
been
difficult
without
putting
a
secondary,
retaining
wall
a
little
more
easy
based
upon
the
topography
of
on
the
upper
left
side.
H
And
you
know
we
endeavored
to
take
a
look
at
the
original
plan.
As
I
said,
minimize
the
width
and
push
it
as
far
as
possible
from
the
property
line,
which
is
five
feet
from
the
edge
of
the
property
line
at
the
curb
at
the
curb
edge.
And
then,
as
you
see,
it
kind
of
moves
its
way
closer
right
to
the
edge
of
the
building
envelope.
H
On
the
closest
point
to
the
house,
so
alex
is
correct.
It's
it's
actually,
a
third
about
still
in
front
of
the
house
and
two-thirds
to
the
side.
B
Okay,
thank
you,
mr
zone
commissioners,
any
other
comments
seeing
a
lot
of
head
shaking.
No
okay,
are
we
ready
for

G
G
H
H
I'll
follow
up
over
great,
thank
you
so
much
to
the
commission
for
taking
into
consideration
and
approval.
I
really
appreciate,
and
thanks
again
sorry
for
the
poor
connection.
I
really
apologize
for
that.
A
L
B
Moving
through
the
agenda
into
new
business,
we'll
be
looking
at
17
panola
street.
We
close
a
non-original
porch
on
the
rear
up,
rear
elevation,
and
I
believe
that
we,
the
applicant,
did
not
get
sworn
in
in
the
first
round.
At
the
beginning
of
our
meeting.
A
No,
but
she
is
she
is
here
with
us.
I
think
I
just
got
a
message
from
her
that
she's
on
her
phone,
so,
okay,
laurie,
are
you
there
if
you?
If
so,
can
you
meet
yourself
to?
Let
us
know
that
you
can
be
sworn
in.
M
A
A
Don't
worry
so
we
just
need
to
get
you
sworn
in
really
quickly.
Okay,
oh
thank
you.
Actually
chair
kite,
jerry
snow
looks
like
he's
present
too.
So,
if
let's
just
square
them
both
in
and
if
he
jerry
are
you
there.
N
N
N
N
K
B
Okay,
great
all
right,
lori,
jerry
and
brenda,
I'm
gonna
read
the
oath.
If
you
can
all
raise
your
right
hand
and
then
I'll
call
it
each
of
you
individually
by
name
to
a
firm
once
we've
read
through
the
oath,
okay,
okay,
thank
you.
Do
you
solemnly
swear
or
affirm
that
the
information
you
present
during
the
hearing
for
a
certificate
of
appropriateness
before
the
historic
resources
commission
shall
be
the
truth,
the
whole
truth
and
nothing
but
the
truth
glory.
K
A
A
A
So
let
me
skip
ahead,
so
I
included
two
sampler
maps
in
your
packet
to
illustrate
the
changes
that
the
structure
has
undergone
over
time
in
terms
of
the
rear
elevation.
This
is
the
image
on
the
left
is
1917,
as
you
can
see
from
1951,
it
looks
quite
different
and
this
is
not
showing
a
porch
on
the
rear
elevation.
So
this
is
I'm
not
sure
what
year
this
was
constructed,
but
as
it's
not
original
to
the
house,
I
don't
have
the
requested
to
fully
screen
this
fortune.
A
So
the
proposal
is
to
basically
center
a
screen
door
here
and
then
it
would
obviously
need
some
framing
around
it
for
support,
and
then
I
do
have
one
question
that
I
hope
that
laurie
can
answer
for
us.
This
they're
on
the
side
elevations
it's
shown
with,
I
think
maybe
some
framing
like
here
and
I'm
wondering
if
the
railing
is
gonna,
carry
all
the
way
around
or
if
it's.
E
A
Okay,
I
I
guess
that
being
said,
it
would
be
helpful
to
probably
see
that
with
the
window
sill
heights
behind
it,
although
I
still
don't
think
that
I
would
really
have
much
pause
for
concern
unless
there's
a
way
that
it
can
be
done
without
the
railing,
I'm
not
sure
I
don't.
We
don't
receive
that.
N
N
A
Okay,
so
anyways
just
a
couple
of
thoughts
that
I
had
and
then
I
I'm
interested
to
hear
what
the
commission
says,
but
it
and
just
like
from
a
philosophical
standpoint,
whether
you
all
are
supportive
of
the
of
the
screening
or
not.
Generally
speaking,
I
think
that's
probably
where
we
should
start
with
the
discussion
and
then
we
can
get
into
the
details
on
the
framing,
so
okay,
so
that
that's
really
the
information
I
have
to
share
with
the
commission.
N
N
B
B
C
C
B
E
This
is
chairman
ryan.
E
I
agree
with
alex
that,
since
it
is
not
original
and
it's
on
the
back
of
the
house,
I
think
it's
perfectly
appropriate
to
be
screened.
E
D
I
agree
as
well:
I
think
it's
easily
removed,
maybe
the
less
racing,
the
better
for
the
cross
member.
It
seems
like
a
a
stability
issue
which
is
fine,
but
I'm
I'm
in
support
of
the
application.
G
Well,
in
that
case,
I
move
that
we
approve
the
certificate
of
appropriateness
for
17
panola
street
chairman,
based
on
the
evidence
presented
to
the
commission,
including
exhibit
a
application
project
description.
G
G
G
Three,
this
application
does
meet
the
design
guidelines
for
the
following
reasons.
A
existing
porch
is
located
on
the
rear
elevation
and
is
not
original
or
historic,
b
enclosure.
The
porch
will
not
obscure
any
character.
Defining
features,
four
that
the
action
and
improvements
proposed
in
the
application
before
us
for
a
certificate
of
appropriateness
are
congruous,
with
the
special
historic
character
of
the
montford
historic
district.
N
B
K
G
A
I
think
it
would
be
helpful
to
have
the
revised
elevation
drawing
showing
the
railing
on
the
rear.
F
N
A
B
A
Thank
you
church
height,
so
I've
added
a
photo,
a
couple
of
photos
here
in
the
presentation
of
the
the
primary
structure.
Just
to
give
you
some
context,
this
house
is
down
on
cumberland
avenue
kind
of
near
montford
park
basis,
montford
park,
it's
a
pretty
big.
A
Lot,
sorry,
you
can
you
can't
really
see
the
accessory
structure
beyond
the
house
very
well.
You
can
a
little
bit.
It's
kind
of
there's
a
the
grades.
A
Excuse
me
upwards,
so
you
can
see
it
kind
of
back
behind
the
house,
but
it's
it's
pretty
small.
It
is
a
historic
structure.
It
is
missing
its
garage
doors,
as
you
can
see
from
the
photos.
A
These
are
the
images
of
the
door
specs,
so
it
would
just
be
a
wood,
a
single
light,
pedestrian
door,
and
then
this
is
the
proposed
design
for
for
the
carriage
house
stores,
they're
also
proposing
to
do
some
minor
things
for
the
accessory
structure,
including
just
repair
and
replacement
as
needed
of
some
of
the
shake
siding,
that's
damaged
or
missing,
and
then
and
then
the
site
work
involves.
There's
a
there's,
a
currently
a
kind
of
a
mashup
of
different
wall,
either
material
and
or
states
of
deterioration
on
the
site.
A
There's
a
stack
stone
wall
going
along
the
driveway,
and
so
their
plan
is
to
repair
that
wall
as
needed
and
then
continue
that
wall
a
length
of
this
distance
along
the
the
side
of
the
driveway
to
the
front
corner
of
the
accessory
structure
and
then
the
con.
The
driveway
is
currently
concrete,
but
then
peters
out
into
kind
of,
like
just
grass
and
dirt
here
in
front
of
the
accessory
structure,
so
they're
just
going
to
pave
a
new
parking
pad
there.
A
D
Are
there
any
other
stabilization
of
the
garage
structure,
yeah
like
that
middle,
pier
or
any
of
that,
or
is
it
pretty
much
fine.
I
I
can
respond
to
that.
There
will
be.
I
That
we'll
know
more
after
the
the
old
slab.
That's
in
there
is
it's
broken
up
and
and
collapsed
in
a
couple
of
places.
It's
got
dips
in
the
floor,
so
we're
gonna
pull
that
out,
and
then
we
can
we'll
dig
around
that
small
pier
in
between
the
doors
to
see
if
it's,
if
it
has
a
footing,
we
we
probed
and
and
determined
that
there
is
probably
about
an
8
to
12
inch
footing
that
comes
out
either
side
of
the
wall.
I
And
if
we
need
to
I've
visited
the
site
with
our
engineer
and
if
we
need
to,
we
can
actually
dig
that
footing
out,
lay
down
an
appropriate
base
of
gravel
and
put
the
footing
back
in
and
it's
it's
tilting
slightly
towards
the
outside
of
the
structure.
So
we
want
to
make
sure
it's
nice
and
even
before
we
do
anything.
But
that
was
it.
Everything
else
looked
solid.
I
B
Is
there
anything
else
you'd
like
to
clarify
before
we
open
the
florida
public
company.
I
I
So
they
would
go
across
just
eight
eight
vertical
sections:
they're
made
to
look
like
two
doors,
so
each
each
simulated
door
would
have
four
vertical
sections
and
her
windows
in
the
main
house
are
four
over
one.
I
We've
done
a
lot
of
work
on
the
main
house
as
well
inside
and,
and
so
it
would
be
nice
to
match
that
number.
A
A
K
I
We
looked
at
two
companies,
haas
and
chi.
They
have
pretty
much
identical
options
for
wood
overlay
doors,
and
so,
if
you're,
looking
at
heists,
it's
number
921
plain
and
glazed
four-pane
windows.
A
Okay-
and
you
said
you
said:
they're
they're
four
lights
right
in
each
store.
Okay,
actually
make
sure,
because
I
wrote
the
request
differently.
So
I'm
just
gonna
correct
it.
I
D
A
B
B
A
Rob
can
you
send
me
that
that
sheet
you
just
held
up
so.
I
D
Alex
I
had
a
question
that
I
I
missed
there
a
second,
so
the
retaining
wall
is
going
up.
The
left
side
of
the
driveway
is
going
to
match.
The
right
side
is
that.
A
I
Yeah
sure
sure,
if
you're
looking
up
the
driveway,
the
retaining
wall
to
the
left
stops
around
the
house
and
then
once
you
get
to
the
top
of
the
driveway
at
the
garage
there's
another
retaining
wall
on
the
right,
we're
not
sure
exactly
where
the
lot
line
is
in
there.
But
we
have
a
surveyor
coming
out
to
mark
that
and
we'll
be
in
the
appropriate
area.
I
The
one
on
the
right
will
stop
before
you
know
down
the
driveway
towards
the
street.
The
one
on
the
left
starts.
D
I
Yeah
from
the
garage
there's,
there's
probably
20
feet
of
existing
rock
wall
and
then
we're
gonna,
add
40
feet.
M
G
Any
new
materials
will
match
existing
in
dimension
material,
texture
and
color
install
two
new
eight
light
over
wood
panel
garage
doors
in
existing
openings,
install
one
new
single
light
over
wood
panel
pedestrian
door
in
new
opening
on
north
elevation
trim
to
match
existing
and
dimension
and
color
replace
existing
concrete
slab,
and
that's
the
existing
concrete
slab
within
the
garage
carriage
house.
So
we
got
it
repair
replace
as
needed.
G
G
G
Three,
this
application
does
meet
the
design
guidelines
for
the
following
reasons:
a
would
shake
siding
will
be
retained,
preserved
and
repaired.
Any
deteriorated,
siding
will
be
replaced
with
new
wood,
shake
siding
matching
existing
in
material
texture
dimension
and
color
b.
New
garage
doors
will
be
wood
and
compatible
with
the
original
opening
and
historic
character
of
the
building.
G
C.
New
pedestrian
door
will
be
wood
compatible
with
the
overall
design
of
the
building
and
located
on
a
non-character
defining
elevation
d.
Existing
retaining
wall
is
being
retained,
preserved
and
repaired.
New
section
of
wall
will
match
existing
in
material
and
design
e
new
section
and
driveway
will
be
concrete
and
located
in
the
rear
yard.
B
Okay,
we'll
vote
by
roll
call.
Commissioner
mercedes.
G
B
It's
like
in
your
report,
you've
asked
for
some
clarifications.
Did
you
get
those
that
you
wanted
around
the
retaining
wall?
I.
B
M
B
I
I
A
Thank
you
sure,
kite
the.
As
you
noted,
the
proposal
is
a
very
small
addition
on
the
back
of
this.
M
A
Shown
here
it
is
one
of
the
multiple
colonial
revival
house
styles,
on
our
style
houses
on
cumberland,
a
few
doors
down
from
the
house.
We
were
just
looking
at.
This
request
is
also
a
pretty
simple
one.
They've
got
if
you're
looking
at
the
rear
elevation
of
the
house,
you
can
see
where
that
hvac
unit
is
there.
F
A
A
A
Elevation
drawings,
showing
the
proposed
addition
and
the
floor
plans,
so
I
and
I'll
let
darcy
and
david
speak
to
this,
but
so
when,
when
we
we
talked
through
this
project
a
while
back
and
their
goal
is
to,
as
you
can
see,
accommodate
a
master
bathroom
here,
but
an
ensuite
bathroom
for
this
bedroom.
A
The
design
standards
require
that
additions
be
inset
from
the
rear
building
corners.
I
think
this
one
is.
It
is
inset,
but
just
imperceptibly,
so
it's
just
a
very
small
amount
and
the
guidelines
do
not
dictate
any
particular
dimension
that
there
it's
you
know
for
decks.
We
have
a
a
requirement
that
a
deck
be
inset
by
12
inches,
but
we
don't
there's
no
measurement
for
the
amount
that
a
addition
has
to
be
inset.
A
I
think
it
helps
in
this
case
that
the
material
is
differentiated
from
the
sleeping
port
itself.
To
me
that
helps
to
differentiate
the
addition
from
the
historic
portion
of
the
first
floor.
A
The
sighting
will
match
the
upper
story,
lap,
siding
and
then
they
will
repurpose
two
of
the
six
over
one
double
hung
windows
on
the
edition,
and
I've
noted
in
the
in
the
approval
that
they
should
be
required
to
retain
and
preserve
the
other
two
windows
that
they
aren't
proposing
to
reuse
and
just
keep
them
on
site
so
that
in
the
future,
if
an
if
they
or
another
owner
wanted
to
undertake
a
different
project,
there
would
be
original
windows
to
be
reused.
A
So
it's
obviously
it's
very
small.
It's
only
140
square
feet.
They'll
then
just
relocate
the
the
mechanical
unit
to
be
on
the
rear
wall
of
this,
and-
and
so
that's
that
will
be
still
in
compliance
with
the
design
standards
as
well.
A
The
only
thing
I
noted
in
my
staff
report
that
I
reached
out
to
darcy
and
david
about
today
was
just
that
we
need
the
manufacturer
specifications
for
the
membrane
roofing
material
which
they
don't
have
yet
so
we
can
certainly
just
make
that
a
condition
that
they
get
that
to
us
when
it's
available
and
and
staff
can
approve
that.
So
so
that's
all
the
information
that
I
really
have
to
share
with
you
all
but
happy
to
answer
questions.
A
B
M
J
B
B
A
I
just
want
to
add
chair
kite,
I'm
sorry
to
interrupt,
but
one
thing
really
quickly
that
I
left
off
is
that
they
are
proposing
to
remove
one
of
the
original
chimneys.
This
is
an
aerial
image
of
the
chimney.
It's
on
the
rear
up
facing
portion
of
roof,
I'm
kind
of
a
purist
when
it
comes
to
chimneys
and
north
buildings,
but.
N
A
Would
consider
this
to
not
be
a
character
defining
chimney?
It
is
clearly
secondary
if
you're
looking
at
the
front
elevation,
you
can
just
barely
see
it
over
the
over
the
roof
line.
So
I
am
in
support
of
removing
the
chimney
as
well
and
they
are
planning
to,
if
possible,
reuse.
Some
of
the
bricks
on
the
foundation
of
the.

G
B
F
B
J
A
J
B
Okay.
Moving
on
to
the
next
item
on
our
agenda,
the
kingsland
alley:
construction
of
a
12
foot
wide
paved
road
within
an
existing
unopened,
right-of-way.
A
Thank
you,
chair
kite,
so
this
application
is
for
a
little
bit
unusual
for
us.
We
do
not
have
this
very
often,
but
it
is
for
a
new
is
for
some
right-of-way
improvements
in
montford.
A
As
you
all
know,
we
there
are
many
unopened
right-of-ways
across
the
city
and
this
one
in
montford
stretches
between
danville
place
and
pearson
drive
it's
open
on
the
pearson
drive
side
to
some
degree.
It
hasn't
really
been
fully
improved
on
that
side
either.
A
But,
as
you
all
might
recall,
you
reviewed
a
subdivision
for
this
lot.
It's
it's
not
shown
on
the
gis
yet,
but
you
can
see
where
the
little
dot
is
for
99999
kingsland
alley.
A
So
in
order
to
meet
the
city's
standards
for
the
subdivision,
they
have
to
provide
access
to
this
lot,
which
requires
them
to
build
to
improve
the
right-of-way
in
the
alley.
So
they
are
improving
it
to
a
city
standard.
It
will
be
a
12
foot
wide
paved
right
of
way
that,
thankfully
they
are
not
being
required
to
provide
street
trees
and
other
elements
that
wouldn't
be
commonly
found
on
secondary
streets
like
alleyways,
so
it
will
just
be
the
12
foot
wide
paved
asphalt
portion
of
the
road.
A
Initially,
the
applicant
did
propose
replacement
trees,
but
I
I
don't
think
that
that's
a.
I
don't
think
that
that
would
be
practical
in
this
particular
instance,
due
to
the
fact
that
there's
not
really
anywhere
to
replant
trees,
because
he
doesn't
own
all
the
property
of
budding
this
right-of-way
and
then
the
where
the
new
lot
is.
Eventually,
there
will
be
a
house
there
of
some
kind.
So
so
I
don't
think
that
I
let
him
know
that.
A
I
didn't
think
that
we
would
require
replacement
trees
at
this
time,
and
so
that
is
something
that
I
talked
with
him
about.
I
also
talked
with
him
about
the
there's,
a
retaining
wall
that
needs
to
go
on
the
south
side
of
the
of
the
right
of
way
for
a
span
of,
I
believe
it
is
63
feet
long
and
so
in
the
initial
submittal
was
noted
as
a
timber
wall,
which
is
not
a
permitted
material
type
in
the
district.
A
So
I
let
him
know
that,
and
he
confirmed
that
it
will
be
a
stacked
stone
wall
and
will
be
will
range
from
6
to
30
into
36
inches
in
height,
as
you
move
through
this
section
kind
of
right
in
here
where
these
lot
boundaries
are
along
the
south
side-
and
the
last
thing
I
had
asked
for
was
a
section
drawing
of
the
road,
so
that
is
included
in
your
packet.
Now,
it's
pretty.
It
was
kind
of
hard
to
see
when
I
zoomed
in
on
it
to
try
to
cut
it.
A
To
put
it
in
my
in
my
in
my
presentation,
so
you
may
just
want
to
pull
up
the
document
separately.
It's
on
there's
a
site,
there's
a
site
plan
that
I
added
yesterday
or
the
day
before
to
the
packet
and
you
just
in
the
the
section-
is
just
kind
of
up
by
the
the
project
data
block.
So
it's
kind
of
it's
easy
to
miss.
If
you're
looking
at
that
site,
it
looks
like
you're
just
looking
at
the
site
plan,
but
there's
a
little
cross-section
on
there,
so
it
will
just
be.
A
It
will
be
an
asphalt
surface
which
is
commonly
found
in
montford
as
a
paving
road
paving
material.
So
that's
all
I've
noted
I
did
note
in
the,
in
my
reasons,
that
to
just
clearly
call
out
tree
protection
for
the
trees
adjacent
to
the
construction
of
the
alleyway
and
make
sure
making
sure
that
we
cover
our
bases
there
to
include
that
in
the
approval.
A
So
those
are
all
my
notes,
but
I
am
happy
to
answer
questions.
If
you
have
any
alex.
B
B
Alex
okay,
jerry
or
brenda
is
there
anything
else
that
you
would
like
for
the
commissioners
to
hear.
K
Well,
we
appreciate
you
adding
us
on
to
the
end
of
your
meeting
today
we're
looking
forward
to
to
making
this
happen.
It's
it's
been
a
year-long
project
to
get
to
this
point,
so
we
appreciate
you
you're
hearing
us
today
yeah
and
the
question
about
the
retaining
wall.
D
D
K
Side
yeah
roughly
it
doesn't
have
to
be.
Let's
see
the
see
if
I
can
blow
my
plan
up,
have
some
open
as
well.
K
D
M
K
D
B
I
mean
I
in
general,
I
would
say
that
replacing
all
of
those
trees
doesn't
feel
practical
at
this
time,
especially
since
you
know,
but
those
two
trees
might
be
of
the
biggest
concern
for
me
in
terms
of
making
sure
the
neighbor
is
whole
at
the
end
of
this.
With
regards
to
the
you
know,
if
those
trees
don't
make
it.
K
A
I
think
chair
kai,
it
would
make
sense,
since
you
all
have
concerns
about
those
two
trees,
that
there
just
be
a
condition
on
the
ca
that
I'm
not
sure
how
we
follow
that,
because
you
know
maybe
that
they
are
doing
fine
at
first
and
then
a
year
from
now
they
start
to
struggle.
You
know,
I
don't
it's
hard,
it's
hard
to
say.
B
K
Yeah
we
could,
we
could
have
those
we
could
have
those
evaluated
by
an
arborist.
K
See
what
what
impact
that
grading
has
and
where
they're
actually
located
in
terms
of
the
property
line
at
that
point,
have
someone
look
at
those.
A
I
think
if
we
maybe
we
could
require
that
and
then,
if
the
arborist
determines
that
there
will
be,
you
know
a
negative
impact
on
the
trees
that
the
that
the
applicant
will
work
with
the
property
enter
to
replant
trees.
If
the
property
owner
wants
them
to
replant
trees.
A
I
mean
they
may
not
want
that,
and
you
know
we
can't
require
them
to
if
the
trees
die
without
you
know
them
having
any
control
over
it.
So.
K
B
Well,
let's
we'll
we
can
continue
that
conversation.
I
do
want
to
pause
for
just
a
moment
for
any
public
comment.
B
Okay
and
we
will
close
for
public
comment,
we
can
continue
our
conversation
about
the
trees
and
certainly
open
the
floor
to
any
other
commissioners
with
comments
or.
D
B
N
B
E
G
Muted
gail,
I
will
get
out
of
you,
turkey,
based
upon
the
evidence
presented
to
this
commission,
including
exhibit
a
application
plan.
Seven
pages
exhibit
b
gis

added
by

and
the
commission's
actual

and

by
all
members.
Except
I
move
that
this
commission
approved
the
certificate
of
appropriateness
based
on
the
following
one
that
the
application
is
to
construct
new
12-foot
wide
paved
road
with
an
existing
unopened.
G
G
G
G
Two
that
the
standards
for
sidewalks
streets,
public
and
public
infrastructure
on
on
pages,
46-47
fences
and
walls
on
pages
36-37
and
landscaping
in
trees.
On
pages
40-41
of
the
montford
historic
district
design
standards
adopted
april
14,
2010
and
amended
december
11
2019
were
used
to
evaluate
this
request.
G
Three,
this
application
does
meet
the
design
guidelines
for
the
following
reasons.
A
new
infrastructure
features
are
compatible
with
the
historic
district
in
terms
of
design,
material
and
scale
b.
Retaining
wall
will
be
constructed
of
stone
and
will
be
sited
in
a
location
that
is
compatible
with
walls
to
historic
properties.
In
the
district
see
mature
trees
are
being
removed
to
accommodate
the
new
road
d,
adequate
protection
for
mature
trees.
Six
inches
or
greater
dbh
will
be
provided
for
trees
immediately
adjacent
to
the
construction
area.
B
G
G
B
K
B
Okay,
alex
that
concludes
our
applications
for
this
meeting.
A
Yes,
so
now
we
move
into
other
business
and
the
only
thing
that
I
have
added,
unless
you
all
would
like
to
discuss
anything
else,
is
the
continuation
of
the
sonley
award
renaming
discussion
that
we
started
back
in
december.
So
I
added
I
got
some
comments
from
commissioner
hornaday
and
commissioner
vaughn,
which
I
added
to
that
soundlyawart
info
folder,
that's
in
the
commissioner
packet,
so
I'm
just
going
to
turn
the
floor
over
to
you
all
to
kind
of,
discuss
and
and
see
what
you
want
to
do.
A
I
think
the
three
there
were
maybe
three
main
things
we
had
to
determine
that
we
they
needed
to
do
number
one
determine
if
you
all
want
to
rename
definitively
and
if
so,
what
what
will
be
the
name
number
two
we
have
upcoming
will
award
the
give
the
award
the
commission
will
and
so
just
to
consider
whether
right
now
the
award
is
a
silver,
a
sterling
silver
bowl
mounted
on
top
of
a
wooden
base.
A
It's
obviously
because
we've
you've,
given
the
award
so
many
years,
it's
kind
of
old,
it's
you
know,
sold
it's,
it's
not
bad
shape,
but
it's
old.
You
know,
and
we
ran
out
of
space
for
names
on
the
bowl
itself,
so
we
had
to
add
the
space
and
it's
it's
not
it's
not
particularly
beautiful,
but
anyway.
So
just
thinking
about
that,
whether
you
want
to
continue
with
that
award
or
if
you
want
to
choose
some
other
format
to
give
the
award
and
also
how
we
give
the
award
you
know.
A
Normally
in
non-coveted
times
the
award
is
given
at
the
preservation
society's
annual
griffin
award
event,
which
is
great
and
we're
thankful
to
psabc
for
supporting
us
in
that
way
for
so
many
years,
but
and
not
necessarily
that
we
want
to
move
away
from
that.
But
do
we
want?
How
do
we
want
to
provide
context
when
giving
the
award
about
the
name?
A
Change
to
kind
of
you
know,
provide
some
educational
information
to
the
awardee,
or
you
know,
contextual
information,
so
those,
I
think,
were
the
kind
of
main
things
that
we
were
trying
to
to
figure
out
so
I'll.
Let
you
share
your
thoughts.
B
B
It
feels
like
something
without
someone's
name
in
it
is
probably
gonna.
It's
not
a
good
idea.
It
feels
a
little
safer
in
the
long
run.
To
not.
You
know,
50
years
from
now
have
another
commission
wrestling
with
the
same
issue.
B
That
feels
like
it's
important
and
you
know
so
those
two
things
feel
kind
of
easy,
a
little
bit,
I'm
in
favor
of
a
new
award.
I
think
it's.
B
If
the
other
one
is
tired
in
the
first
place
and
running
out
of
room,
then
I
think
starting
fresh,
you
know-
and
maybe
it's
a
plaque
and
there's
something
on
the
back
of
it-
that
that
captures
the
history
of
the
award
up
to
that
point
and
explains
the
name
change
I
think,
would
be
nice
also,
I'm
going
to
just
keep
rambling
with
answers
until
someone
else
talks.
F
Well,
to
the
point
about
the
award,
though,
since
we
are
the
historic
resources
and
preservation
et
cetera,
it
seems
that
we
should
be
able
to
preserve
the
cup
in
some
manner.
My
suggestion
was
that
we
keep
it
and
maybe
a
new
base
where
we
can
add
the
old
names
and
still
have
room
for
the
new
ones
and
have
that
displayed
in
our
chamber
at
our
meetings,
so
that
people
get
that
idea
and
give
a
new
cup
a
new
version,
a
new
award
to
people.
F
B
So
is
there
attraction
around,
and
I
I
isn't
her
is
it
was
it
andrea
clark
is
that
who
was
the
recipient
from
last
year
yesterday?
B
Is
there
an
opportunity
to
really
honor
her
role
in
all
of
this,
in
bringing
the
issue
to
light
and
to
acknowledging
that
that
she
really
pushed
us
to
to
consider
what
we
were
going
to
be
doing
moving
forward,
either
in
a
significant
way
on
the
new
plaque
or
new
award
of
some
kind,
or
maybe
in
part,
to
present
this
year's
award
to
the
next
recipient
as
an
opportunity
for
us
to
to
be
vocal
about
the
reasons
behind
the
change
and
the
role
that
she
played
in
all
of
that.
A
A
I
mean,
I
know
that
we
have
a
lot
of
these
around
our
office
that
are
really
old,
but
I
think
that
they
can
be
a
more
meaningful
thing
is
like
a
not
just
a
plaque
but
like
maybe
something
that's
framed,
but
not
not
a
diploma,
but
something
that
kind
of
looks
like
that.
With
the
name
signed
by
the
chair.
You
know
all
those
things
on
a
you
know,
beautiful
document.
That
then,
could
be
frank.
You
know
they
could.
We
could
frame
it
and
they
could
keep
that
forever.
A
I
don't
know
that
was
just
one
idea.
I
had
that
might
be
more
of
something
that
they
would
want
to
like,
hang
in
their
office
or
their
home
somewhere
or
you
know
versus
a
you
know,
little
trash,
I
don't
know,
do
you
have
like.
I
don't
have
any
awards
in
my
house,
so
it
just
seems
like
it
would
be
weird
to
have
a
cup
somewhere.
You
know
for
forever,
like
I
might,
that
might
end
up
in
my
closet,
where's.
I
might
be
hanging
something.
B
J
M
D
X
and
that
might
happen
in
a
city
council
sort
of
zoom
meeting
as
much
as
a
s
award,
zoom
meeting,
maybe
a
bigger
audience.
B
Yeah,
I
just
know
she
was
reluctant
at
first
to
really
participate
in
it
when
we
wanted
to
give
her
the
award
last
year-
and
I
think
that
you
know
acknowledging
that
and
giving
her
some
prominence
around
the
the
name
change.
I
think
feels
important
to
me
in
making
right
what
we
tried
to
do
for
her
last
year.
G
G
You
don't
want
to
say
like
made
aware,
brought
this
up,
but
just
to
give
like
a
factual
chain
of
events
of
what
happened
and
then
a
little
bit
of
history
of
like
the
originator
and
why
he's
no
longer
named
after
him,
because
I
think
having
that
not
losing,
that
narrative
is
kind
of
important
and
if
it's
something
that's
like
a
one-pager
thing
that
could
be
emailed
with
the
award
or
or
printed
on
the
back
of
the
certificate.
You
know
something.
G
That's
that
kind
of
keeps
the
story
rolling
with
it
and
and
memorializes
the
the
the
unveiling,
but
where
the
the
bringing
into
light
this
history
of
injustice
around
it
just
to
keep.
A
I'm
sorry
I
didn't
mean
to
interrupt
you
gail.
I
think
I
said
what
I
needed
to
say.
A
Okay,
I
was
just
gonna
say
I
wonder:
if
a
we
can
give
andrea
a
new
award
this
year
like
get
you
know,
if
you
know,
do
two
like
get
one
for
the
new
person
whoever's
awarded
to
this
person
and
then
get
one
one
of
the
certificates
for
andrea
and
then
I'll
draft,
a
letter
kind
of
to
the
effect
of
what
you
said
like
a
formalized
letter
that
would
be
from
the
commission
to
the
awardee,
and
would
you
know,
provide
exactly
what
you
just
described
like
the
how
the
award
came
to
be
named
and
then
how
we've
evolved
to
and
andrea's
kind
of
plays
in
that
evolution
would
certainly
be
highlighted
in
that
letter
was
that
and
that
could
be
something
we
could
give.
A
E
An
idea
about
a
potential
name
for
the
award,
since
I
mean
the
award
is
supposed
to
be
about
someone
giving
you
know
to
the
preservation
community,
giving
in
some
way
giving
that
the
spirit
of
that.
I
I
think
that
potentially
a
good
name
could
be
like
the
heart
of
preservation
award,
because
it
you
know
instead
of
an
old
guy's
name
it.
It
kind
of
you
know,
gives
a
little
bit
of
light
to
the
reason
behind
the
award.
F
I'll
go
ahead
and
reiterate
my
pitch
for
historic
resources
champion,
because
that
is
the
description
within
the
award.
Is
people
who
have
been
champions
for
historic
preservation
and
have
excited
other
people
not
opposed
to
heart
by
any
means,
but
hrc
historic
resources
champion
also
reflects
the
hrc
historic
resources
commission.
So
it's
the
hrc
award,
but
you
know
it's
also
not
a
hill.
I
would
die
on
so
you.
M
B
I
think
we
ought
to
potentially
put
the
naming
to
the
larger
group.
We've
got
a
really
short
list.
You
know
of
commissioners
this
week
and
I
feel
like
there's
probably
some
value
in
at
least
getting
all
the
options
on
the
table
and
letting
letting
the
larger
commission
weigh
in.
We
could
even
do
that,
probably
by
email
and
vote
formally
at
the
next
meeting.
If
we
wanted
to
alex.
I
don't
know
what
the
rules
are
around
that
email
chain
that
could
happen.
A
Could
we
do
that
jana,
since
it's
not
I
mean
if
we're
just
if
I
just
send
out
an
email
with
like
a
list
of
oh,
she
just
left
the
meeting.
Maybe
why
don't
we
just.
B
A
If
we
just
form
a
short
list
today
and
then
I
can
float
it
out
to
the
group
ahead
of
the
next
meeting,
and
then
we
can,
we
can
ask
for
a
vote.
Is
that.
B
A
F
A
Yes,
we
will,
because,
if
we're,
if
we're
have,
if
we're
getting
a
certificate
made,
I
don't
think
I
mean-
I
think
we'll
have
plenty
of
time
to
do
that.
We
just
would
need
to
vote
before
we
would
need
to
vote,
or
the
commission
needs
to
vote
at
the
april
meeting
on
who
they
want
to
give
the
award
to
so
in
my
email.
I
also
remind
everyone
to
consider
not
potential
nominees,
because
we'll
talk
about
that
next
meeting
and
then
you
all
will
vote
on
that
in
april.
A
F
Can
I
get
a
quick
clarification
then
on
the
number
or
types
of
nominees,
then
so
we're
ready
because,
as
I
stated
in
my
thing,
I'd
like
to
nominate
some
people
from
the
the
south
african
cemetery
association,
but
I
don't
know
how
many
and
whether
they
still
have
to
be
alive
or
posthumous
and
et
cetera,
et
cetera
and
or
can
the
board
minus
me
be
nominated?
What
are
the
sort
of
the
criteria
that
you
have
used,
whether
officially
or
unofficially,
for
this
please.
A
So
there
is
a
document
just
for
the
description,
but
if
you
look
it's
kind
of
historically
been
either
one
person
or
two
people
who
have
gotten
the
award
together,
we
don't
have
any
restrictions.
So
really
it's
up
to
you
all.
If
you
want
to
give
the
award
to
a
group,
you
can
do
that.
There's
no
there's
nothing!
This
is
just
kind
of
our
thing.
We
can
do
with
it,
what
we
want.
So
so,
if
you
think
that
there's
a
you
know,
you
want
to
nominate
the
whole
group.
A
F
Okay,
is
there
any
fuel
from
unofficially
from
people
so
that
you
know,
if
I
want
to
you
know,
be
some
people
go?
Oh,
no!
I
don't
like
the
idea
of
groups
of
people
or
multiple
people
or
whatever,
so
I'd
rather
do
something.
That's
gonna
potentially
attract
some.
You
know
support
rather
than
you
know,
step
on
toes
because
I'm
the
new
kid
on
the
block
who
doesn't
know
how
you
all
think.
B
Yeah,
I
would
echo
that
statement.
A
F
Again
without
dominating
this,
the
reasoning
behind
that
is
there's
mr
gibson
who's,
the
obvious,
but
and
I'm
going
to
draw
blank
because
I'm
horrible
with
names,
but
there
was
another
gentleman
he
worked
very
closely
with
who
has
passed
on
and
I
just
feel
badly
about
leaving
him
out
just
because
he's
no
longer
with
us.
So
that
would
be
my
thought
about
someone
posthumously
and
a
pair,
because
these
two
gentlemen
were
known
throughout
the
history
of
the
cemetery.
F
G
A
And
janice
just
so,
you
know
after
you
dropped
off.
What
I
said
was
that
you
know,
as
I
do
pretty
often
just
email,
the
commission
with
our
short
list
and
say
if
anybody
else
has
any
ideas
for
names.
Please
let
me
know
and
we
will
discuss
at
the
next
meeting.
So
it's
clear
that
we're
not
you
know
discussing
anything
within
the
email
so.
L
Perfect
yeah,
I
don't
know
how
I
did.
I
hit
the
wrong
button
and
then
I
couldn't
get
back
but
yeah,
so
the
general
rule
about
everyone
emailing,
if
it
looks
like
all
commissioners,
are
sort
of
going
back
and
forth
and
deliberating
even
by
email.
That
can
be
viewed
as
a
public
meeting
that
we
haven't
noticed.
So
that's
why
you
don't
do
that.
I
mean
you
can
email
with
one
or
two,
but
it's
better
to
do
it.
The
way
that
alex
is
saying,
get
all
the
input
and
let
her
send
out
the
input.
B
Names
I
was
going
to
switch
gears
if
there
aren't
any
other
suggestions
at
the
moment.
I
somebody
suggested-
and
maybe
that
was
will
about
presenting
this
as
part
of
a
council
meeting.
B
I
think,
in
light
of
the
current
situation,
where
we're
meeting
virtually
that
might
be
a
better
option
this
year
than
I
don't
know
what
the
plan
is
for
the
griffin
awards
with
preservation
society.
I've
been
to
you
know,
most
of
us,
I
think,
maybe
been
to
the
griffin
awards
when
it's
done
in
person.
It's
kind
of
a
nice
little
deal,
but
I
you
know,
especially
if
is
willing
to
participate
and
and
be
involved
in
the
transition
from
the
sound
league
to
something
else
it
feels
like.
B
A
L
How
this
is
history
in
itself
and
and
if
miss
clark's
willing
to
participate,
it
might
be
something
a
council
member
wants
to
decide
that
council
should
be
the
one
giving
the
award,
but
I
don't
I
and
shannon
you've
seen
it
longer
than
me,
but
it's
kind
of
unusual
protocol
for
the
hrc
to
say
we'd
like
to
have
council
present
this
award,
but
if
you
had
a
liaison
that
understood
that
and
promoted
that,
I
think
you
could
do
it
that
way.
D
Or
is
it
if
I
see
what
you're
saying
that
it
shouldn't
be
the
cap
city
council
or
it's
a
little
chunky,
but
well.
L
J
A
Yeah
in
may-
and
I
was
going
to
say
what,
if
we
did,
some
did
some
press
around
this
too,
I
mean
I'll,
certainly
loop
and
gwen
whistler,
our
council
liaison,
but
I
can
also
ask
our
communications
staff
to
help
us
do
a
press
release
that
could
include,
like
a
version
of
the
letter
that
we
are
going
to
you
know,
give
to
the
awardee
so
that
the
context
is
explained
to
everyone
who
chooses
to
read
the
press
release.
Does
that
sound
like
a
good
plan.
L
A
C
L
Then
I
handled
the
way
that
you
were
saying
you
knew
it
is
something
I
think
the
council
would
probably
want
to
highlight
it
and
I've
been
thinking.
It's
not
my
place
really
at
all,
but
I've.
I
don't
know
if
this
miss
clark,
I
mean
it's
so
she
created
history
by
bringing
this
forward.
So
if
you
were
gonna
name,
it
f
or
a
name
how
historic
naming
it
after
her.
If
she
wanted,
you
know
if
she
wanted
that
kind
of
she
sounds
like
a
very
a
person
that
wouldn't
want
that
kind
of
attention.
L
But
I
just
thought:
that's
that's
interesting.
She
really
changed
the
history.
F
Yeah,
there's
all
kinds
of
dangers
of
that.
Obviously
you
know
something
happens
later
on
something
in
her
past
that
she
hasn't
wanted.
Anyone
else
to
know
about
suddenly
comes
up,
because
somebody
decided
to
dig
into
this.
I
mean
there's
just
so
many
landmines
out
there
for
naming
after
a
person
living
or
dead
that
I
just
think
we
get
back
onto
our
safe
ground
and
not
naming
it
after
people
just
be
my
immediate
reaction
to
that.
Sorry.
N
D
M
A
Okay,
cool
well,
what
I'll
do
then,
is
maybe
next
week
I'll
just
send
out
an
email
to
the
group
and
say
these
are
if
they're,
if
they're
any
other
names,
you
guys
want
to
add
like
well.
I
know
you
had
quite
a
long
list.
So
if
you,
if
you
want
to
me
to
add
any
of
those,
just
let
me
know-
and
I
can
the
only
one.
D
A
D
A
D
A
All
right:
well,
are
you
guys
good
with
that?
Then,
if
I
just
send
out
a
list
to
the
group
and
then
obviously
thank
you
james
for
the
suggestion
for
nominee
potential
nominee
for
the
south
asheville
cemetery
folks
and
then,
if
you
all
think
of
anyone
else
in
between
now
and
next
month,
certainly
or
just
be
considering
that
so
that
we
can
talk
about
it
next
month,.
D
Oh
there's
a
home
tour.
The
preservation
site
is
doing
a
home
tour.
I
think
it
might
be
live
this
weekend
if
the
phones
are
ringing
for
that.
D
Anyway,
I
think
it's
on
the
preservation
website
and
our
amy
and
my
wife's
house
is
on
it
it's
what
and
soundly
is
on
it.
So
that's
cool
yeah.
You
can
see
the
swats
the
coast
and.
B
You
know
whatever
is
no
big
deal
well,
I
learned
it
today
and
I
still
made
a
mistake
today,
but
I'm
terribly
that's
one
of
my
biggest
fears
is
that
I'm
gonna,
like
all
of
a
sudden.
I
don't
know
how
to
pronounce
someone's
last
name
and
I
have
to
say
it
in
front
of
everyone,
so
I'm
terribly
sorry
for
having
pronounced
it
incorrectly,
for
you
know
going
on
six
months
or
so
now,
so
I
do
apologize.
B
G
A
Not
looking
that
way,
somehow
it
usually
shakes
out
to
be
a
little
more
reasonable
than
the
tentative
agenda
looks
when
I
first
start
to
draft
it.
So
hopefully
we'll
continue
that
in
that
direction,
but
yeah
I'll
keep
y'all
posted,
but
it
could
be
a
longer
a
longer
meeting
for
sure.
So
all
right,
thank
you,
everybody
guess
we
just
need
a
motion
to
adjourn.
