retirements
and
resignations
have
created
a
number
of
supervisory
vacancies
here
at
apd
and
I've
reviewed
the
current
process
and
the
promotional
requirements
that
are
currently
in
place
and
feel
strongly
that,
if
we're
gonna
succeed
in
our
mission
here
pages
are
necessary
to
that
process
and
those
requirements.

have
discussed
the
proposed
changes
extensively
with
the
current
command
staff,
human
resources,
both
employee
representative
groups,
the
fraternal
order
of
police
and
the
police,
benevolent
association,
as
well
as
our
promotional
criteria,
advisory
committee
and
the
changes
that
we
have
proposed,
or
I
am
proposing
a
product
of
those
discussions
and
primarily
the
change
really
centers,
around
emphasis
on
formal
education
in
a
greater
emphasis
on
on-duty
performance
experience
and
personal
values.

not
to
say
we're.
Looking,
you
know
we're
devaluing
education,
educate,
formal
education
is
still
very
important
and
we'll
be
a
strong
consideration
in
promotion,
but
we
just
don't
want
it
to
be
a
disqualifying
factor.

I
think
the
current
requirements
do
not
will
not
help
us
elect
to
hurt
us
in
our
ability
to
diversify
our
ranks.

We're
also.
This
is
an
agency
that
has
suffered
a
tremendous
amount
of
turnover
in
the
last
few
years.
We're
talking
over
50
percent
of
the
department
have
less
than
five
years
of
experience.
So
there's
a
number
of
hurdles
here
and
I
think
the
current
promotional
process
would
definitely
in
requirements
would
definitely
work
moving
forward
in
our
mission.

that
in
the
new

First
of
all,
you

equivalent
combination
of
education
and
experience.

I
do
think
it
covers
it
that
you
know
12,
certainly
12
months,
what
you're
looking
for
is
time
in
rank
at
that
higher
level
responsibility,
and
you
know
you
have
to
the
other
issue
we
have
here
is
the
the
current
level
of
experience
at
captain
is,
I
believe,
three
of
our
four
only
have
one
year
of
experience.

necessary

quantify

want
to
leave

promotion

done

with

think
the
academic
degree
is
certainly
working

candidate's
favor
and
it's
certainly
something
that
we'll
consider.
But
you
know
in
speaking
with
again
all
of
our
employee
group
there's
many
candidates.
Who've
performed
very,
very
well
exemplified
what
we're
looking
for
in
leadership,
but
perhaps
didn't
have
the
economic
advantage
to
seek
higher
education
and
again,
when
you're,
trying
to
diversify,
ranks
and
bring
the
best
people
forward.
You
don't
want.
You
know
an
economic
disadvantage
to
be
a
hindrance
in
finding
we're.
Looking
for
to
be
leaders
of
the
future.

let's
say
an
individual
moves
into
the
position

moving
up

rank

it's
kind

the
same
theory.

education
is
certainly
going
to
work
and
at
its
advantage,

again

have
the
largest
pool
possible
to
choose
from
and
again
I'm
I'm
more
concerned.

an

shouldn't
be
a
disqualifying
piece.

noticed
that
for
the
higher
promotional
positions
from
lieutenant
to
captain
and
so
forth
on
to
dc
the
focus,
if
one
has
a
degree,
it's
in
the
police
sciences
and
I've
always
been
a
strong
proponent
of
a
liberal
arts
education
because
I
believe,
studying
and
learning
across
the
disciplines
helps
one
broaden
one's
perspective
on
life
and
introduces
an
individual
to
a
variety
of
disciplines.

always
thought
and
and
thinking
that,
having
been
one
who
went
through
blet
myself,
one
could
get
that
police
education
on
a
let's
say,
a
postgraduate
level,
let's
be
on
the
bachelor's
degree.
So,
as
has
there
been
any
thinking
of
going
beyond
the
police
science
requirement
for
a
degree
and
looking
at
other
options,.

I
think
that
was
the
intent
of
our
language,
where
we
say
a
degree
in
police,
science,
criminal,
justice
or
related
field.
I
think
because
I
agree-
I
totally
agree
with
you.
I
I
don't
believe
just
because
you've
graduated
or
just
only
had
an
interest
in
law
or
law
enforcement.

would
you
know
somehow
make
you
a
better
candidate,
certainly
degrees.

related
field
could
be
sociology
psychology,
even
the
sciences,
so.

I'm

I
always
thought
that
would
be
helpful
in
the
field
to
be
able
to
use
those
kinds
of
skills
when
interacting
with
the
public
absolutely
and
may
reduce
some
of
the
problems
later
on.

general

if
I'm
understanding

these
requirements,
give
you
more
flexibility
based
on
what
you
think
are
the
sort
of
more
important
criteria
and
allow
you

flexible
in
how
you
assess
both
education
and
experience.

think
we're
with
we're
our
biggest
hurdle
moving
forward,
and
especially
now
in
the
current
climate,
where
I
think
you
know
if,
if
we
follow
along
with
what
I'm
hearing
in
other
major
cities,
is
going
to
be
a
significant
amount
of
experience,
walking
out
the
door.

Officers
aren't
putting
in
the
full
30-year
career
anymore.
Some
of
them
are
leaving
at
the
first
chance
for
retirement
at
a
younger
age.
So
here,
like
I
say,
we're
talking
about
officers
coming
in
now,
again
50
of
the
department
having
less
than
five
years
on
the
job
and
about
field
training
officers.
You
know
we're
going
to
have
field
training
officers,
training,
new
recruits
with
limited
experience
on
the
job
themselves.

That's
going
to
be
a
huge,
huge
problem
and
I
don't
want
to
perhaps
you
know,
take
an
inexperienced
officer.
Who's
maybe
had
some
college
as
opposed
to
an
experienced
officer
that
we
perform,
who
hasn't
so
again.
It
just
gives
us
that
larger
pool
that
I
think
we're
going
to
need
definitely
moving
into
the
future
in
the
short
term,
but
also
the
long
term
as
well,
because
police
careers-
I
don't
you're
not
going
to
see
a
guy
like
me
with
37
years
on
anymore.

we're
going
to
be
looking
for
that
as
we
develop
them
and
trying
to
develop
those
skills,
and
I
would
just
hate
to
see
you

that

then
have
some

of
you

like

education

unable

fulfill

may
started
a
family,
younger
or
so
forth.

now
we've
lost
a
really
good
coach
and
mentor.

proposal

incentivize
recruitments
that
do

would

avenue
to
pursue
without

process

as
we
move
forward
