is
a
residential
multi-family

due
to
the
size
of
the
proposed
project,
the
number
of
housing
units
they're
proposing
the
request
is
to
re-zone
the
entire
property
to
residential
expansion,
conditional
zoning
districts.

of
the
site,
so
this
is
the
the
review
portable,
affordable
housing,
that's
owned
and
operated
by
asheville,
affordable
housing.

is
actually
phase
one
of
probably
a
two-phase
project
where
approximately
half
of

residents
will
be
moved
into
these
new
buildings
after
they're
constructed,
and
then
that
will
allow
for
folks
to
remain
in
the
community,
while
the
second
phase
of

redevelopment
of
the
parcel
happens
so
there's
basically
two
separate
project
sites
more
or
less
one
is
located
in
southwest
corner
identified
as
building
one
and
building
two.

other
is
on
the
southeast
corner
of
the
parcel
identified
as

driveway

access
the
parking
at

near

and
the
existing
driveway

shifted
slightly

continued
access

the

parking

five
foot
wide
sidewalks

foot
wide
planting
strips
proposed

portions

adjacent

extent

go
as
far
north

Road,
the
sidewalks
would
extend
kind
of

the
project
site
limits

not

built

the
interim
geography

of

project

delay

the

phase

and
it's
the
plan
that
between
this
hearing

city
council
hearing
the
applicant
will
know
for
sure
the
amount
of
open
space
provided

parcel

this
phase
and
if
a
exemption
is
required,
they'll
be
pursued
at
that
time
and
the
tree
preservation
tree
canopy
preservation
standards
can
be
paid
with
a
fee
in
blue.
So
if
they
cannot
meet
those
standards,
then
blue
is
always
an
option.

southwest
corner
of
the
parcel
where
buildings,
one
and
two
are
located:
they're
kind
of
sister
buildings,
similar
in
design
and
layout
they're,
each
three
stories
in
height

12
units

feet
in
height
building,
one
which
is
the
more
western
one,
has
a
mix,
and
these
are
more
oriented
towards
families.
So
building
one
has
six
two
bedroom
units
and
six
three
bedroom
units
and
then
building
two
has
eight
three
bedroom
units
and
four
four
bedroom
units.

here
are
just
some

building

You
can
see
it's
a
kind
of
a
combination
of
siding
and
stucco
veneer
with
a
hipped
roof.
As
for
asphalt
shingles,
you
can
see
kind
of
the
the
main
orientation

building

the
north
elevation
towards
the
interior
parking
lot
and
then
this
interior
stairway,
with
landings
to
access
the
units.

similar

some
changes
in

massing
and
materials,
but
overall
a
similar
layout.

building
also
has
a
laundry
room
on
the
western
side.

we're
doing
the
only
comment

is
there
is
a
typo
on
the
first
slide.
It's

we

think,

the
one
that
mentioned
phasing
and
I
think
that's
the
whole
key
to
this
is
that
we're
sort
of
knitting
in
a
new
development
into
the
existing
one
and
then
taking
out
the
old
one
as
we
move
through,
but
the
idea
is
that
we
want
to
build
new
housing
so
that
the
people,
the
the
people
that
are
moving
out,
have
a
place
to
go
and
don't
have
to
move
twice,
because
that's
a
key
issue
for
people
and
so
we're
we
happen
to
have
some
available
space
on
the
site
where
we
can
build
enough
units
that
we
can
get
a
big
chunk
of
the
existing
development
out
of
the
way
once
we
build
the
new
ones.

So
it
is
a
step-by-step
process.
We
don't
have
the
entire
site
planned,
yet
we're
still
working
on
getting
a
survey
and
getting
some
things
done
for
the
rest
of
the
site.
So
we
can
do
that.
It
certainly
will
come
back

you
all
and
I
think
that
was
brought
up
in
the
trc
meeting
as
well.
That
and
what
process
it
is,
how
it
falls
in
I'll
leave
that
up
to
y'all,
but
we'll
definitely
be
coming
back

y'all,

a
larger
plan

the
whole
thing.

rezoning
has
to
be
finished
in
may,

think,
is
correct,
rich,
and
so
we

to
have

in
this
year's
funding

whole
thing
gets
pushed
off
a
year,

on

the

hope
is
that
we
can
get
this
built
and
eventually
move
forward
with
probably
three
phases
to
get
everybody
moved
out
into
new
housing
and
a
complete
new
I'd,
rather
call
it
a
neighborhood
than
a
development,
but
a
new
neighborhood
where
d
review
is
now.

can't

I've

about
community

There
is

least

000
square
feet
of
community
amenity
space
plus

offices

common

new
building

least
one
playground
area
identified
right
next

the
parking
lot
near
building
one
at
the
far
west
end,
and
then
there
there's
also
one
possibility
at
the
right
side
right
near
building
two.

So
we

open
space
and
playground
space
that
we
can
be
have
available
once
we
finish
these
pro
these
buildings
and
then,
of
course,
there'll
be
much
more
as
the
as
the
development
moves
on
the
the
trick
is
that
we
have
to
get
these
built.

get
the
other
buildings
out
of
the
way.

dumpster
behind

it

that's

to
be
hard

a
dumpster
truck
to
get
in
there
to

service
that

but
that

don't
know
that
seems
tricky.

idea

we
get
this
building
finished

building
that's
right
next
to
the
dumpster
will
be
gone,

more
opportunity

truck

it
needs

to

to
guarantee

concerns
with
the

lee
walker
project
about
the
moving

get
the
new
and
you
certainly
have
it
on
this
site:
the
ability
to
to
build
the
new
buildings
and

just
move
people
just
the
one
time.

is

great
that
that
was
one

questions

had
some
conversations
with
someone.

about
you

Is
there
a
way
to
to
keep
a
playground
somewhere
because,
obviously
right
now,

have
to
go

one
question

and
this

probably

little
more

city

know
that
there
is
a
bus
stop
pretty
much
near
the
entrance
off
of
north
bear
creek
road.

think
the
other
bus
stop
is
on
beaver
view
out
close
to
building

for-profit
developer,
I'd
want
to
see
in
the
conditions
that
there's
a
bus
stop

city

that

not

transportation

improvements

far

those
bus
stops

project

proposed

be
improved

phase

closely

that
and
unless
there's

planned

sheltered
bus,

current
entrance,

main
entrance

beavery
road,
but
the
city
built

years

think
that

new
plaza
area
there

corner-

close

the
red
light.

could
be
a
potential
stop
for
the
buses
going
in
both
directions
out
on
beaver
view
and
back
on
north
bear
creek,

certainly
public
transportation
is
essential
to
our
families,

we

sure

there
continues

bus.
