third

believe,

we
are
looking
forward

a
retreat,

retreat
with
them

looking

to

reparations
right
now
is

educate

impact
focus

group

these

first

how

in

space

commission

bringing
short,
medium

long-term
goals,
recommendations

city
council
in
the
coming
three
to
six
months,
probably
in
the
next
four

issues

county
function

decide
if
it's
raising
taxes,
but
but
the
recommendations
will
come
from
the
impact
focus
area
groups,
meeting,
bringing
recommendations
to
the
greater
committee

organized

then
we
will
move
forward
to
bringing
those
out.

number

members

meetings
remains

same

the
original
and
there
we
just
wanted
to
note,
following
our
discussion
from
last
meeting,
that
both
percentages
and
identified
numbers
function
as
racial
quotas,
which
are
not
permitted
under
law.

under
the
membership
portion
of
the
rules
and
procedures,
there's
currently
numbers
in
place
on
that
list,
and
so
we
are
proposing
to
remove
those
numbers
from
the
membership
list,
while
still
maintaining
that
spirit
of
having
a
board
that
represents
asheville's,
diverse
communities.

this

want
everyone

know

I've
also
personally
reviewed
all
the
proposed
changes.

well
in
compliance
with
all
legal
standards.

understanding

the
proposed
changes,
because
I
know
there
was
some
lively
debate
about
the
numbers
in
front
of
the
the
different
like
racism
classes
and
abil
abilities

oriented
individuals,
but
because
I
want
to
make
sure
that
I
understand
correctly
that
because
those
are
deemed
as
quotas
and
are
illegal
in
the
non-discrimination,
ordinance
they're
basically
ignored
anyway,
as
if
they're
not
there
is.

is
that
right.

However,
we
can
absolutely
say-
and
I
think
your
suggested
changes
reflect
this-
that
we
see
this
community
as
being
a
diverse
one
and
calling
out
some
of
the
specific
characterizations
that
we
would
have
be
they
racial
gender
identity,

sorts

things
and
suggest
that
those
are
important
elements
to
be
included
in
this
particular
commission.
So
there
is
absolutely
no
prohibition.

fact,
there
is
an
encouragement
now
to
include
those
particular
people
from
those
backgrounds
with
those
expressions
it
just
no
longer
says
you
must
hit
a
certain
number
of
any
particular
one.
So
I
believe
that
what
we've
tried
to
do
here
is
take
away
a
little
bit
of
the
unnecessary
precision,
but
kept
the
spirit
and
the
I
don't
want
to
say
requirement
but
goal
of
having
those
members
of
our
community
that
truly
reflect
the
entire
community
represented
on
this
committee.

the
changes
leave
in
all
of
the
individuals
specifically
named.

seen

people

they

afford

city

they
have
vouchers
or
child
support,
and
so
what

adding
source
of
income
to
the
non-discrimination
ordinance
under
housing
will
give
people
a
way
to
start
making
complaints.
So
we
can
see
how
often
this
is
happening
and
if
we
need
to
do
something
more
extensive
about
it.
But
right
now,
no
one.

There
is
a
reference
in
the
current
ordinance
to
housing
and
that's
something
that
we
had
looked
at,
whether
or
not
we
were
going
to
add
that
in
or
not
the
final
decision
was
to
not
include
it
and
primarily
because
the
state
human
relations
commission
has
such
a
robust
program
around
that.
That's
almost
their
primary
focus
that
we
felt
it
would
be
somewhat
redundant
and
perhaps
confusing
to
have
two
separate
regulations,
both
a
local
one
and
a
stay
one.

we
ended
up,
including
in
the
ordinance
essentially
that
housing
discrimination
of
any
kind
would
be
sent
to
the
state
hrca
to
be
able
to
review
and
adjudicate.
So
at
this
point,
the
housing
portion
of
that
had
not
been
added.
That's
always
something
we
could
look
at
in
the
future,
but
that
was
the
rationale
of
the
current
ordinance.

is
kim
rony,
your
liaison.
It's
my
understanding
that
the
subcommittee
or
working
group
of
housing
for
the
hrca
is
pursuing
recommendations
that
they
could
make.
That
would
be
meaningful
in
being
able
to
assess
what
kinds
of
discrimination
are
currently
happening
in
our
community.
The
example
that
we
discussed
in
our
meeting
was
similar
to
how
the
buncombe
county
register
of
deeds
office
was
not
recording.

folks
were
discriminated
around
marriage
licenses,
it
wasn't
until
they
started
to
record
the
no's
that
they
were
able
to
see
where
the
discrimination
was
happening,
and
so
that
this
may
be
a
recommendation
for
the
hrca
to
consider
at

future
meeting.

just
what
I'm
hearing
a
request
for
that
would
inform
the
council
if
this
is
part
of
the
work
plan,
because
it's
part
of
the
agreements
that
you
made
in
your
retreat,

certainly
available
to
continue
