commission
originally
called
the
public
art
board
was
established
by
asheville
city
council
in
2000.

commission
serves
as
an
advisory
board
to
the
city
on
matters
concerning
art
and
public
spaces.
The
commission
is
responsible
for
promoting
public
art
in
the
city,
overseeing
the
city's
public
art
projects
and
ensuring
that
the
art
displays
in
public
buildings
and
public
spaces
in
the
city
of
asheville
are
properly
maintained.

are
participating.

discussed
that
three
different
members

an
event
that
starts

as

we're
starting
pac
square
visioning
and
pack
square
improvements
project
as
our
first
discussion
item
today,

what
I
want
to
update
you
on
is
that
we
are
negotiating
with
our
top
ranked
consultant.

top
ranked
consultant
is
mcadams
and
the
folks
that
are
on
that
main
primary
team
are
mitchell
silver,
whom
some
of
you
probably
know,
because
he
was
the
planning
director
in
the
city
of
raleigh
for
quite
a
while
and
did
such
a
great
job
there
that
he
was
hired
to
be
the
parks
commissioner,
in
new
york
city
for
several
years
and
when
he
retired
from
that
he
went
to
macadam.

Has
a
lot
of
public
public
government
or
government
experience
and
is
a
expert
in
community
engagement,
so
those
three
will
be
the
first
consultants
that
we
will
bring
on
board.
We
will
be
going
to
city
council
on
june
14th
to
get
that
contract
authorized.
As
a
reminder,
this
project
is
a
joint
city
county
project,
so
the
county
is
contributing
funds.

We
don't
need
to
go
to
the
county
commission,
necessarily
because
the
contract
is
going
to
be
managed
by
city
council,

just

that
we
are
partnering
with
them
all
the
way
on
this
and
the
timeline

probably
be
having
some
internal
work

week

and
then
kicking
off
with
the
community
in
the
beginning

we
have
selected
a

exciting.

were
struggling

timeline

I'm
going

go
over
the
selection
committee
members
that
we
have
gathered
together
over
the
past
month
or
so
and
then
also
do
a
review
of
application
and
call
for
artists.

special
events
permitting
and
then
suzanna
horton
from
parks
and
rec
she's,
a
project
manager
with
them
external
stakeholders
that
we've
gathered
are
pam,
myers,
executive,
director
of
asheville
art,
museum,
brent
skidmore,
professor
and
chair
of
the
public
arts
and
humanities
at
unca,
and
then
darren
papoor.
He
is
the
chief
curator
with
biltmore
company
and
jim
samsall,
who
is
an
architect
and
a
member
of
the
friends
of
buncombe
county
special
collections.

I
think
we
have
a
great
crew
gathered
that
will
do
provide
a
lot
of
wonderful
input
and
make
sure
that
we're
getting
good
artists
into
pac
square
plaza
when
the
time
comes
and
just
a
note,
there
will
also
be
a
internal
team
of
technical
staff
that
will
look
at
each
individual
applicant's
proposals
and
make
sure
that
you
know
they're
going
to
be
safe
in
the
public
realm
and
help
help
out
with
any
permitting
or
other
requirements.
That
may
be
needed,
so
things
are
moving
and
grooving.

probably
be
a
request
for
quotes,
but
we're
looking
for
somebody
that
can
take
professional
photos
and
videos
of
the
artist's
work,
and
then
those
professional
videos
and
photos
can
be
used
by
the
artist,
of
course,
to
advertise
their
work
and
then
also
used
by
the
city
as
we
archive
this
information
for
for
future
reference
and
also
market
the
program
and
the
visioning
project.

There
are
four
locations
that
have
been
pre-identified
by
staff
as
good
opportunities
for
various
forms
of
public
art
or
performance,
and
the
evaluation
criteria
that
artists
will
be
weighed
against
are
completeness
of
the
submission
feasibility
of

project,
as
proposed
in
their
previous
work.

lot

great
feedback

reviewed
by
purchasing
and
legal
internally
with
the
city,
so
we
are
ready

go
and
launch
that
next
week.

and
that
form
will
include

the

for
artists

exhibit

describe

give

more

on
in
just
a

the
google
form
will
allow
people
to
upload
images

documents,

also

found
a
way
to
be
able
to
have
people
request.

preferred
dates,
a
start
time
and
an
end
time
and
that
automatically
be
updated
to
a
google
calendar
that
I
created
for
this
program.

went
out
and
identified
where
power
hookups
are
so
which
locations
would
have
the
ability
to
hook
up
to
electricity.

what

much
they
can
eat
into
the
sidewalk
which
which
arts
installations
could
only

visual
pieces
like
if
it's
not
an
accessible,

accessible

sort
of
thing,
so
all
that

we're
going

call

submissions
will

two

three

artists

applicants
will
be
selected
and
confirmed.

internal
city
staff
review
make
sure

timing

permits
and
everything
are
all
taken
care

on

the
first
installation.

sure
it's

go

participating

scholars
are
coming

unc
chapel
hill

they

helping

more
inclusive.
They
might
do
things
like
business
surveys.

will
probably
go
out
to
communities
like
shiloh
and
actually
sit
in
the
community
centers
and
talk
to
people
about.

whether
or
not
they

a
connection
to
downtown
and
maybe
do
a
survey
with
them
there
we're
not
exactly
sure
yet,

it's
going
to
be
good.

folks
are
talented.

be
helping

art

the
heart
program

experience

carly

communications

we're

I

myself,
I'm
nicole
george,
I'm
a
assistant
project
manager
with
the
capital
projects
department
here
at
the
city,
I'm
fairly
new
to
the
city.
I
started
working
in
capital
projects
in
november
and
this
public
art
project
for
the
broadway
public
safety
station
is
one
of
my
first
projects.

It's
been
a
very
good
experience
and
I
think
a
really
great
way
to
kind
of
start
my
time
here
at
the
city
oops
trying
to
click
on
the
wrong
screen.
Here
we
go
so
if
you
aren't
familiar,
I'm
pretty
sure
you're
somewhat
familiar
with
the
project,
but
the
new
building
is
a
going
to
be
the
fire
station
13
the
headquarters
for
actually
not
the
headquarters,
but
a
substation
for
the
police,
and
there
will
be
a
community
room
in
this
building
as
well.

It's
in
the
five
points
neighborhood
at
the
intersection
right
there
at
the
the
five
points
intersection
and
if
you
haven't
been
by
lately,
I
know
if
you've,
driven
by
you
know
over
the
last
six
months,
you've
just
kind
of
seen
a
big
pile
of
dirt,
but
this
is
what
we're
looking
like.
As
of
yesterday,
you
know,
we've
actually
got
a
building,
we've
got
three
levels
and
it's
once
you
start
going
vertical.
It
goes
pretty
fast,
so
it's
all
starting
to
come
together.

It's
due
to
be
completed
in
the
early
2023,
the
first
quarter
of
2023,
so
january
february.
Construction
will
be
wrapping
up
and
then
hopefully,
we'll
be
moving
in
there.

about
march.

So
the
committee
that
we
put
together
for
this
public
art
project
had
a
you
know.
We
had
a
very
strong
committee
of
art
professionals,
city
of
asheville
representatives
and
community
members.

We
had
hannah
duncan
from
the
asheville
area
arts
council
for
the
first
half
of
the
selection
process,
but
then
she
relocated
so
pete
perez,
thankfully
stepped
in
and
then
jen
woodward
was
a
community
member.
She
was
a
former
president
of
the
five
points,
neighborhood
association,
but
unfortunately
she
had
to
drop
out
and
couldn't
participate
because
she
had
an
alternate
obligation.

So,
but
still
I
you
know,
even
even
still
we
had
a
great
committee
and
a
lot
of
good
input
and
I
really
enjoyed
the
experience
of
working
with
everybody.

So
we
issued
our
call
in
february
the
region
for
eligibility
was
the
carolinas
tennessee
georgia
virginia
maryland
and
dc.

We
were
only
looking
for
a
concept
level,
a
very
high
level,
preliminary
concept
level
submission.
You
know
it
was
very
important
to
the
committee
that
public
engagement
be
a
key
piece
to
the
final
design,
so
we
weren't
looking
for
a
90.
Almost
you
know
almost
completed
concept.
We
were
just
looking
for
an
idea
of
where
the
artists
thought
that
this
art,
where
it
could
go
the
fee
you
know,
based
on
the
one
percent
the
the
maximum
fee
for
this
is
84
000..

We
received
submissions
in
late
march
and
we
got
a
really
good
turnout.
28
artists,
an
artist
team
submitted,
we
evaluated,
scored
all
the
submissions
and
then
invited
the
top
four
scoring
teams
for
interviews.

And
those
four
were
stone
cloud
studio,
washington,
glass,
alex
irvine
and
nick
gertz
and
steam
studio,
and
it
was
a
tough.
It
was
a
tough
evaluation.
There
were
a
lot
of
good
submissions
and
it
took
a
bit
of
time
to
go
through
them
all
and
yeah.
There
were
a
lot
of
really
great
concepts
to
to
go
through
and
it
was.

I
don't
know
what
you
would
call
that
in
the
art
world,
but
where
you're
kind
of
immersed
in
the
experience,
it's
not
just
visual,
it's
a
full
experience,
so
the
two
of
them
together.
I
think
you
know
the
group,
the
committee
thought
would
make
some
very
nice
art
for
this
building
for
the
city
and
their
preliminary
concept.

So
this
is
where
their
their
heads
are
at
with
it,
and
I
think
we're
going
to
have
a
really
great
final
product,
and
I
think
that
the
collaboration
between
nick
and
alex
is
going
to
be
really
great.

we
are
in
june
right
now
or
actually
we're
in
may
right
now
so
going
into
from
now
till
june,
we'll
I'll
be
working
with
nick
and
alex.
If
we
get
approval
from
the
from
the
pack,
I
will
work
with
them
on

contract

have
a
meeting
with
legal
next

that

away
and
be
ready

council
approval

representation

the

real
impressed
with

finalists

we
recommended
was
they.

had

real,
deep
perspective
on
what
to
do
to
create
community
engagement,
both
at

listening
phase
as
well
as
actually
putting
it
together
about
taking.
There
was
a
lot
of
ceramic
pieces
that
they
talked
about.
Putting
on
this
that
actually
being
able
to
have
youth
or
people
in
the
community
actually
helped
build
it
as
well.
So
I
think
the
interview
for
me
was
really
helpful
to
be
able
to
get
better
perspective
and
and
because
it
was
tough,
as
nicole
said,
that
they
didn't
have
a
90
final.

able

have
local
artists

there

some
people

nice
balance
and
dynamic
between
being
the
artists

engineer
side
who
understands
how
things
work
and
know

to
work
with

excited

move
forward

budget

public
art
was
encapsulated

project

broadway
public
safety
station.
You
would
see
that
in
the
city's
cip-
and
it
would
have
one
number-
maybe
two,
because
it
might
be
a
number
of
funds
that
go
through
different
years
and
that's
that
and
you
would
say
well,
hopefully,
that's
a
capital
project
that
has
public
art
in
it
this
year.

We're
bundling
all
the
money
from
all
the
projects
and
we
are
doing
a
line
in
the
cip,
it'll
say
the
the
topic
will
be
place
making
and
it
will
say
public
art
allocation.
So
I
don't
want
you
to
think
we're
suddenly
allocating
130
or
140
000
for
an
unknown
public
art
project,
but
it
is.
It
is
instead
of
burying
it
in
those
separate
projects,
a
way
for
it
to
become
visible
and
the
community
to
better
understand
what
kind
of
money
we're
bringing
to
the
table.

addition,
it
does
allow
us
now
we
are
bundling
that
money
so
that
if
instead
of
taking
the
one
percent
and
saying
well
we'll
do
one
percent
of
broadway
public
safety
and
we'll
use
it
all
here,
we're
able
to
take
that
one
percent
and
say
well.
We
might
not
only
need
fifty
thousand
dollars
for
this
project,
but
this
other
project
would
be
great
if
we
could
add
twenty
thousand
dollars
to
it.

been
some
meetings
over

past
month

goal

proposed
restructure
is
to
make
our
advisory
boards
and
commissions
more
strategic,
more
effective
and
more
inclusive.

front
and

details
of
that
proposal.

kind
of
taking
a
step

coming
up
in
the
community,

fellowship

fellowship

artists

it

folks
who
are
doing
research

craft
archives
that
are
kind
of
it.

gonna
award,

think,
up
to
five
thousand
dollars
to
several
recipients,
for
I
think
up
to
nine
months
of
researching
craft
archives
and

looking
at
really
underrepresented
makers
and
artists
and
histories
in
the
craft
space.

looking

kind
of
represent
some
of
the
voices
that
haven't
been
heard.

stories
that
haven't
been
told
and
kind
of
come
up
against
some
of
the
dominant
narratives
in
craft
histories,
particularly
that
have
kind

emerged
