arts
place,

city's
building,
that's
currently
being
considered
to
be
leased
for
strategic
purposes
right
across
from
the
new
gear
sign
in
the
river
arts
district,

wilma
deichmann
101st
birthday
anniversary
party
was
just
wrapping
up,
so
we
got
to
connect
with
some
friends
and
partners
and
we
walked
from
that
location
up
the
new
wilma,
dykeman
greenway
to
the
smoky
park,
captain
bowen
bridge
talking
about
the
locations
and
sites
and
projects.

we
went
when
we
got
up
to
the
bridge,
we
did
stop
and
have
a
a
more
prolonged
conversation
about
the
types
of
partners
that
folks
might
want
to
see
in
future
public
art
projects,
and
specifically
we
we
talked
hard
about
hard.
We
talked

talked
intensely,
I
would
say
about
prioritizing
existing
community
projects
and
organizations
as
we
move
forward
with
different
pieces
of
public
art.

our
job
is
to
leverage
and
amplify
the
voices
that
are
already
out
there
and
doing
things,
and
so
there
are
some
notes
that
are
attached
to
the
agenda
of
this
meeting.
That
include
just
a
a
small
brainstorm
that
the
group
was
able
to
come
up
with
of
different
partners
that
we
could
look
to
part
or
we
could
look
to
meeting
up
with
in
the
the
future.
We
also
discussed
what
type
of
call
for
artists
might
be
most
conducive
to
the
outcomes
that
this
group
is
looking
for.

think
that's
worth
talking
about
and
a
larger
discussion
with
this
group,
if
you
guys
want
to
do
that
today,
I'm
happy
to
clarify
what
those
types
of
calls
for
artists
are.
The
pros
and
cons
of
each
of
those.

and
that's
so
I'd
say
that
we
might
I'm
trying
to
see
we
might
for
discussion
purposes.
Would
it
be
helpful
if
I
started
with
calls
for
artists
and
what
and
the
group
can
talk
about
their
thoughts.

So
we
looked
at
a
variety
of
projects
that
we
want
to
do
in
the
river
arts
district,
but
the
ones
that
we
have
prioritized
are
two
mural
projects
and
then
a
musical,
sound
art
project,
and
that
was
based
on
the
input
and
nods
from
the
public,
art
and
cultural
commission
in
december
of
last
year.
So
mural
project
number
one
is
on
the
stanchions
or
pylons.
Underneath
the
captain
bowen
bridge
there
smokey
park
bridge,
most
people
still
call
it
and
they're
really
two
different
murals
that
are
possible
in
this
location.

The
content
would
be
about
the
ecology
of
the
area,
so
the
deep
ecology,
both
from
land
and
a
river
and
riparian
perspective,
that
would
be
on
the
west
side
of
the
road
on
the
east
side
of
the
road.

That
would
require
some
partnership
and
working
with
folks
that
currently
aren't
at
this
table,
and
the
third
mural
is
the
west
asheville
riverlink
bridge,
which
the
underneath
part
of
it
is
connected
to
gene
webb
park
and
the
13
bones
bridge,
where
clieste
cotton's
piece
from
soul
singing
is
attached,
and
that
area
would
be
a
very
large
mural
that
would
span
across
both
sides
of
the
street.
That
would
focus
on
the
history
and
that
of
the
area.

So
we're
not
going
to
say
the
history
of
the
river
arts
district,
necessarily
because
it
makes
people
think
that
we're
talking
about
how
the
river
arts
district
came
to
be,
and
what
really
we're
talking
about
is
the
longer
term
history
of
the
area
say
from
you
know
when
indigenous
people
were
settled
here
or
using
it
for
trading
and
transportation
until
now.

So
those
are
the
three
projects
that
we
were
mostly
looking
at,
oh
musical
art.
I
didn't.
I
didn't
do
that
musical
and
sound
art
is
a
a
very
loosely
defined
project
for
the
area
where
the
swings
are
up
by
the
northernmost
wetlands
and
we
when
we
sat
there,
we
listened
to
all
of
the
ambient
noise
that
was
happening.

It's
a
very,
very
busy
intersection
with
lots
of
cars,
and
then
above
you,
you
hear
you
have
a
constant
percussive,
it's
not
regular,
but
it's
a
little
bit
of
a
regular,
a
beat
happening
from
the
clank
of
all
the
seams
in
the
bridge.
Up
up
above
so
we
had
some
discussions
about
what
partners
we
could
be
looking
for,
which
could
include
the
community
partners
that
were
after
mentioned
as
well.

Well
I'll
share
the
timeline,
but
I'll
share
a
comment.
First,
I
think
that
the
group
really
had
a
an
aha
moment
when
we
realized
how
difficult
it
is
going
to
get
to
some
of
these
projects
together.

But
it
is
a
several
months
long
review
period
and
we
could
not
get
an
approval
to
do
this
work
until
we
know
the
content
of
the
work,
so
it
is
going
to
require
us
to
hold
a
an
rfq
or
rfp
process
to
work
with
an
artist
and
the
community
on
the
content
and
come
up
with
a
fairly
well-defined
concept
and
then
to
go
into
review
with
ncdot
for
several
months.
So
we
are
talking
about
that.

However,
we
have
to
remember
that
again,
this
project
is
unique
in
that
it
is
sitting
in
the
flood
plain,
and
so
it
will
require
certain
permits
through
the
city
that
aren't
required
in
certain
other
areas,
and
that
just
means
that
I
would
add
about
30
days
on
to
a
normal
kind
of
process,
but
we
did
decide
that
we
really
should
get
cooking
with
well,
we
didn't
decide
anything,
but
I'll
say
that
we
we
decided
that
we
really
should
get
cooking
with
the
prod.

The
timeline
project
is
what
I
think
I
walked
away
hearing
is
that
that
mural
and
being
able
to
engage
in
an
artist
and
get
something
going
that
might
be
a
little
bit
of
a
lower
hanging.
Fruit
would
be
important,
and
then
we
could
parallel
process
the
the
musical
piece
at
the
same
time,
sidebar.

is
possible
for
us
to
go
ahead
and
get
our
artists
under
contract
or
under
underway,
and
not
be
working
with
them.
At
the
same
time,
we
could
go
ahead
and
release
those
rfqs
and
rfps
and
take
advantage
of
the
excitement
of
having
more
than
one
happen
at
the
same
time,
but
also
make
clear
that,
for
instance,
that
we
weren't
going
to
work
on
the
the
musical
piece
until
december.
Something
like
that.

think

wanted

just
say
that

love
the
walking
tour
first
of
all,
and
I
think
it
did
really
hit
home
for
me
like
the
scope
of
the
projects,
and
we
were
talking
about
sort

like
local
artists
versus

down
on
the
side
of
having
the
broader
call,
so
we
wouldn't
just
pick
from
the
same
like
very
small
pool
of
local
artists
who

be
able
to
pull
this
off,

the
really
big
murals
for
me,
that
would
be
important,
would
be
having
like
a
training
element
for
local
artists
and
having
that
be
a
really
important
piece
of
it.

collaborating

band

the

that

it
would
be
important
to
have
them

advisory

of
different
comments
and
input
and
people
aren't
standing
up

saying

one

things

came
out
was
a
discussion
about
programming
and
how
we
don't

projects

want
them
to
have
a
life
and
serve
a
purpose
in
the
community,
and
this
group
came
up
with
a
lot
of
different
ideas.

for
example,
one
of
them
was
well.

follow
that
up

people
to
understand,
because
we
didn't

focus

invitational

usually

request
for
qualifications,
and
more
often
we
have
a
request
for
proposals
process,
and
the
pros
of
the
request
for
proposals
process
generally
in
most
folks,
mind
is
that
you
get
to
see
what
people's
approach
is
going
to
be

your
and
the
evaluators
are
thinking.
I,
like
you
know
this
idea
better
than
I
like
that
idea.

That
process
means
that
you
originally
have
to
have
a
large
pool
of
applicants
in
which
to
invite
several
people
to
submit
proposals
based
on
their
qualifications.
So
it
takes
a
little
bit
more
time.

takes
a
lot
more
time.

takes
about
two
more
months
because
you
are
asking
those
people
then
to
submit
concept,
proposals
you're,
paying
them
an
honorarium
and
then
you're
having
a
second
review
process
and
picking
the
the
person
that
you
want
to
work
with
the
request
for
qualifications,
purpose
or
process.

allows
you
to
streamline
a
lot
of
that,
so
that's
that's
the
pro
on
that
one.

won't
know
what
that
person
is
going
to
come
up
with,

idea
is
that
if
you
can
find
someone
who
really

public
artist

understands

to
engage
with
community
well,
you
trust
that
they're
going
to
come
up
with
a
kind
of
content
that
is
going
to
reflect
the
stories
and
the
culture

the
community
want

see
or
the
aesthetics
or
design
pieces
that
the
community
wants
to
see
in

don't

decide

think
it

moving
forward

a
group

refine

using

type

process

project

goals

the

our
most
likely
allies

received

role
is
to
make
sure
that
the
content
is
appropriate
and
that

permitting

city

the
artists
that

when
that
area

there'll
be
a
second
process
where
there
will
be
an
interim
installation
of
landscaping

monument

be,

then
this
summer
there
will
be
a
community
engagement
process
and
it'll
look
a
lot
like
a
public
art
process,
meaning
that
we're
gonna,
you
know,
ask
the
community
what
types
of
public
art
engagement,
engagement-like
activities
they
would
like
to
have
in
and
around
that
area,
to
bring
forth
their
culture
and
their
stories
and
what
this
place
means
to
them.

a
little
bit
more
alternative
as
far
as
engagement
process
for
our
community.

should
look
like
something
super
fun.
You
guys
will
have
a
role
in
it.
We
don't
know
what
that
looks
like
yet,
but
it's

timeline
that
we

planning

we

qualifications

our
committee
and

connect

art
project
that
the
city

always
a
committee
that
includes
three
members
of
the
public
art
and
cultural
commission
to
help
advise

artist
selection,

call

artists
in
the
artist
selection
process
and
make
sure,
and
I
to
just
expand
on
that
a
little
bit.
