purpose
of
the
Asheville
area.
Riverfront
Redevelopment
commission
is
to
recommend
to
the
city
and
county
and
overall
policy
for
the
continued
development
and
sustainability
of
the
regional
Riverfront.

commission
is
made
up
of
14
members
representing
the
city
of
Asheville,
the
Council
of
Independent
Business
owners,
riverlink
Asheville
city
council,
Buncombe,
County
Commission
and
the
town
of
Woodfin.
Our
committees
consist
of
mobility
and
transportation
connections
and
Public
Safety,
including
River
Recreation
and
water
quality.
All
commission
members
and
staff
are
participating
virtually.
We
appreciate
your
patience

work
through
the
committee

differently
for
students
of
North
Carolina

my
last
meeting
as
chair
and
I've
agreed
to
stay
on
until
my

seat.

city

updates
of
the
goals
that
we
decided.
We

pursue

2022

update

goals

where
we
are
within
those
goals.

that's
the
first
thing
there's
a
little
glitch
on
there,
but
I
wanted
to
just
go
over
these
and
provide
you
with
some
reminders
about
what
you
have
accomplished
or
what
has
happened
in
context.
So
your
work
priorities,
you
were
able
to
split
it
up.
Based
on
the
two
subcommittees
you
created
the
first
one
is
transportation
and
Mobility
connections,
including
flood
and
storm
Communications.

This
group
pretty
quickly
realized
that
they
didn't
need
to
work
on
flood
and
storm.
Communications
Christy
Quinn
was
heading
that
up.
She
met
with
several
business
and
property
owners
in
the
district,
who
felt
at
the
time
that
things
were
going
fairly
well
and
there
wasn't
a
need
to
spend
energy
there,
and
so
the
group
dropped
their
secondary
goal,
which
was
to
reconvene
a
stakeholder
group
to
discuss
how
to
improve
Communications
between
all
stakeholders.

So
you
may
remember
that
Darren,
Green,
Tim
Schaller
and
other
people
worked
with
rata
as
a
not-for-profit
to
submit
an
arpa
application
to
the
city
of
Asheville
last
year
to
get
funding
that
would
support
covid
recovery
for
all
the
businesses
and
entrepreneurs
in
the
river
Arts
District
and
downtown
by
having
a
shuttle
between
the
two
places,
with
the
stop
being
at
Black
Wall
Street
AVL.
A
That
was
not
a
successfully
funded
arpa
application,
but
what
it
did
do
was
Galvanize
that
group
and
attracted
the
attention
of
several
other
people
who,
for
that
team
to
then
expand
on
people
like
Adam
charneck
from
high
wire
brewing
and
Katie
Cornell
from
what
was
then
called
the
Asheville
area,
Arts
Council,
and
what
is
now
called
Arts
AVL.

There
may
be
two
routes
that
occur:
they're,
going
to
start
with
the
second
Saturdays
per
usual
and
they're,
going
to
try
to
expand
that
the
goal
is
to
align
with
the
subcommittee's
original
goal,
which
is
to
have
trolley
service
every
Thursday,
Friday,
Saturday
and
perhaps
Sunday
I,
say
all
this
to
let
you
know
that,
while
Arts
ADL
has
taken
on
the
charge
for
the
trolley,
they
have
not
completely
funded
the
trolley.
A
There's
no
sustainable
funding
mechanism
for
an
annual
trolley,
there's
still
a
ways
to
go
so
the
progress
on
this
is
really
attracting
a
more
diverse
set
of
Partners
to
the
table,
and
it
may
be
something
that
you
want
to
continue.
Looking
at
and
working
on,
the
other
subcommittee
was
Public
Safety,
including
water
quality
and
River
Recreation,
and
that
committee's
top
goal
was
to
convene
Partners
around
the
topics.
Public
Safety
topics
in
the
summer
of
2022.

The
subcommittee
actually
narrowed
that
down.
As
you
know,
so,
at
the
end
of
March
of
last
year
we
took
a
intra,
or
you
know
our
own
City
Tour
along
the
Amboy
Road
Corridor
and
started
focusing
on
water
quality,
and
then
that
committee
was
able
to
work
together
to
do
the
water
quality
Summit
in
September
of
this
year.
A
So
they
released
a
report
and
we've
been
talking
at
meetings
around
next
steps
for
that.
So
in
both
of
those
areas
there
have
been
some
progress.
There
were
two
recommendations
that
were
made
as
far
as
city
and
county
advice,
which
is
under
your
purview.
So
the
commission
members
identified
public
art
and
public
property
Redevelopment
as
areas
in
which
the
city
and
county
should
come
to
you
all
and
seek
advice.
So
those
are
things
to
consider.
A
Moving
forward
is
how
you
can
be
involved
in
in
that,
and
then
there
was
also
recommendations,
specific
recommendations
to
ask
for
a
hundred
and
fifty
thousand
dollars
to
develop
revised
or
new
guidelines
for
both
the
riverfront
and
also
downtown,
and
that
is
a
long-standing
ask
and
what
I'd
say
with
that.
One
I
just
want
to
give
you
an
update
is
that
City
staff
is
working
on
a
phased
approach
to
improve
the
design
guidelines
for
both
of
those
areas,
seeing
what
we
can
do
for
economies
of
scale
with
both
and
then
also
seeing
separately.

What
some
of
the
priorities
need
to
be,
quite
frankly,
do
not
think
that
that
an
ask
for
150
000
will
be
able
to
compete
again
this
year.
However,
we
know
it
is
a
priority
and
feel
like
it's
a
on
us
to
do
something
in-house
or
to
make
some
kind
of
progress
with
the
design
review
committee
as
our
primary
work
group
moving
forward.
So
there's
more
to
come
on
that.

did
have
a
meeting
with

existing
executive
committee
and

people

existing
committees

talk
about

using
the
previous
schools
as
a
springboard
and
just
suggesting
to
you
all
five
goals
that
combine
some
of
the
things
that
you
have
been
wanting
to
work
on
the
progress
areas
and
also
some
of
the
things
that
you
might
be
wanting
to
Branch
out
into
so
the
first
and
here's
what
we're
looking
for
for
you
today
we're
looking
for
feedback
and
input
you
can
think
of
it
in
that
mode
of
add
edit
delete.

as
we
discussed
last
year,
you
know
there's
only
there's
only
so
many
of
you
and
you
all
are
experts
in
a
variety
of
areas
and
also
very
busy
people,
so
the
fewer
the
the
Lesser
number
of
goals
that
you
can
adopt
the
more
progress
you
can
probably
make
in
a
year's
time.
So
that
is
a
little
bit
of
a
North
star
for
you
goal
number
one.

This
is
providing
input,
connections
and
resources
that
support
the
implementation
of
the
rad
public
art
planning
efforts
on
each
sidebar
here,
so
the
public,
art
and
cultural
commission
has
a
subcommittee
that
exists
already
for
the
river
Arts
District
public
art
initiative.
It
is
something
we
put
on
hold
during
covid
and
anticipate
starting
back
up
in
February.
We
have
almost
two
hundred
thousand
dollars
to
spend.
We
have
a
list
of
four
or
five
projects
that
the
community
and
the
subcommittee
has
already
identified,
but
not
has
not
scoped.

So
what
we
need
is
some
additional
help
from
this
commission
to
push
that
forward
and
help
make
things
happen.
The
way
that
is
worded
is
providing
input,
connections
and
resources
that
support,
so
that
doesn't
mean
that
you
all
are
necessarily
going
to
be
writing
requests
for
qualifications
and
have
to
spend
10
hours
a
month
on
this
initiative.

But
it
would
be
a
subcommittee
that,
starting
in
February,
if
you
were
able
to
provide
the
resources
for
it,
they
they
would
be
meeting
on
a
monthly
basis
and
the
first
few
projects
that
we'll
be
looking
at
are
murals
history,
mural,
Natural,
History,
mural,
Community,
mural
and
a
Gateway
mural.

Moving
on
to
number
two,
this
suggested
goal
is
helping
educate
the
public
and
elected
officials
about
the
issues
and
solutions
regarding
better
River
Health,
and
this
is
really
an
outcome
from
the
water
quality
Summit.
You
discussed
it
at
your
October
meeting,
even
discussed
the
idea
of
having
Darren
Green
support,
a
brainstorming
effort
or
talking
with
other
people,
about
how
to
educate
the
public
and
Ann
Keller
working
with
a
small
group
of
people
to
look
at
elected
officials
and
educating
them
across
the
region.
So
this
is
something
you
already
have
basically
committed
to
doing.
A
Learning
about
what
stormwater
projects
the
city
is
invested
in
how
we
choose
our
storm
water
projects,
the
level
of
backlog
we
have
for
maintenance,
what
it
costs
to
do
these
projects,
hand
in
hand
with
a
subcommittee
from
Stacy.
That
means
you'd,
probably
be
going
on
a
couple
field.
Trips
and
you'd
be
doing
some
joint
meetings.

Maybe
on
those
off
months
or
something
like
that,
and
while
we
don't
know
any
of
those
recommendations,
might
look
like
we're,
hoping
that
by
having
you
informed,
you
can
do
your
job
at
helping
educate
the
public
and
