B
B
Three
or
three
of
those
members
are
appointed
by
the
actual
city
council,
three
appointed
by
buncombe
county
board
of
commissioners
and
three
appointed
by
six
appointed
members.
The
commission
is
to
advise
the
city,
council
and
county
commissioners
about
the
preservation,
interpretation
and
promotion
of
african-american
arts,
history
and
culture.
B
All
committee
members
and
staff
are
participating
virtually.
We
appreciate
your
patience
as
we
work
through
committee
meetings.
A
bit
differently.
We
are
streaming
live
on
our
virtual
engagement
hub,
which
is
accessible
through
the
virtual
engagement
hub
link
on
the
front
page
of
the
city
website,
and
also
link
on
the
committee
page.
B
Now
I'll
do
road
call,
I
will
go
through
and
introduce
all
the
committee
members
and
staff
who
are
participating
virtually
for
our
committee
members.
Please
make
sure
to
mute
your
microphone
if
you're,
not
speaking
when
you
have
a
question
or
like
to
speak,
click
raise
hand
and
when
you
recognize
by
the
chair
unmute
your
microphone,
please
remember
to
mute
your
phone
after
you
are
called
after
you're
done
speaking
comment
committee
members,
as
I
call
your
name,
please
say
a
quick
hello.
B
C
B
B
Thank
you
for
being
here,
sir,
to
help
our
audience
follow
along
I'll,
say
each
section
of
the
agenda
aloud
again.
I
ask
committee
members
to
click,
raise
hand
and
be
recognized
to
speak.
Please
set
your
name
each
time.
You
come
in
just
a
reminder
that
the
public
is
listening
on
the
phone
and
this
keeps
them
up
to
date
on
the
order
of
the
meeting
and
who
is
con,
commenting
or
speaking
so
with
on
our
agenda.
Now
we
we
have
approval
of
minutes,
but
let's
see
how
many
do
we
have
quorum?
B
No,
no
so
we'll
move
on
to
two
staff
updates.
F
Hey
everyone-
I
actually
don't
really
have
much
to
say
today.
Just
one
of
the
key
initiatives
kind
of
coming
out
of
the
county
is
that
the
primary
early
voting
will
be
starting
in
around
april
28th
through
may
14th.
So
we
just
really
want
to
get
that
community.
Get
that
information
out
into
the
community
and
kind
of.
Let
them
know
that's
coming
up,
and
so
early
voting
does
start
around
april
28th
and
that's
all
I
have.
A
To
city
council
on
tuesday
I
have
not
had
the
chance
to
physically
do
that,
so
they
were
very
much
welcomed
and
appreciated.
On
that
day,
we
heard
an
update
on
the
reparations
commission.
The
community
reparations
commission
we're
looking
at
their
first
meeting
being
around
april
30th.
Maybe
may
14th
we're
not
sure
if
it'll
be
two
two
hour
meetings
or
one
four-hour
meetings,
they
have
a
very
delineated.
A
On-Boarding
guide,
so
they'll
be
be
given
four
hours
of
orientation
included
in
that
orientation.
Is
our
city
and
county
legal
team
to
talk
to
them
about
open
meetings,
things
of
that
nature,
just
getting
them
on
board
with
who
they
are,
what
their
charge
is,
and
then
we
had
two
more
alternates
added
for
the
impact
focus
area
who
were
for
the
city.
City
council
was
osandu
mcpeters
and
tiffany
develo,
so
the
county
has
two
alternates.
We
have
two
for
the
impact
focus
areas.
A
few
of
the
neighborhoods
have
alternates.
A
B
B
Update
as
well
that
in
tuesday's
meeting.
G
A
B
B
Please
take
a
few
minutes
to
review
and
need
a
motion
with
a
second
for
both
sets
of
minutes.
So
we
have
march
the
10th
right
monster,
10
yeah,.
A
I
found
a
couple
of
errors
on
the
minutes,
so
you'll
have
to
forgive
me.
I
must
have
been
doing
this
at
night
asleep,
but
if
you
look
at
the
who's
president
absent
michael
hayes
was
president
at
the
last
meeting
right
right
and
I
did
not
add
ashley
wilberding.
I
thought
I
did.
I
did
not
right,
so
those
should
be
added
to
the
present
list,
other
than
that.
I
think
we're
good
so
yeah,
so
we
can
lean
forward.
A
B
Okay,
so
I'll
move
back
to.
G
D
B
I
really
can't
see
it
on
my
screen,
michael
jace's
friend,
michael
hayes,
michael
hayes.
Thank
you,
sir
president.
B
B
I
do
so
beverly
brandon
stephen
blunt.
C
F
C
The
city
so
and
we
also
basically
approved
the
financing
of
funding
for
the
memorial
park
and
we
were
able
to
get
that
voted
on
and
approved.
C
We
are
looking
forward
to
our
funding
of
the
26th,
we'll
be
getting
together
and
hopefully
still
making
some
selections.
So
hopefully
we
can
consulate
first
in
may.
So
that's
about
it.
Thank
you
so
much.
B
So
I'm
gonna
move
on
to
line
four
unfinished
business,
a
reminder
of
our
upcoming
retreat.
The
data
retreat
is,
may
21st
2022.
B
B
We
have
I
facilitated
joseph
fox
from
fox
management,
consulting
enterprises
here
to
speak
with
us
today,
so
I'm
gonna
turn
it
over
to
joe.
Mr
fox.
E
I'm
delighted
to
be
with
you
today.
I
am
joseph
fox
with
fox
management,
consulting
enterprises.
I
know
most
of
you
or
have
been
on
communities
with
most
of
you.
E
I,
a
local
person
split
my
time
between
black
mountain
north
carolina
in
my
hometown
of
trying
started
my
management
consulting
firm
in
the
late
80s,
really
looking
more
around
hr
issues,
we
really
got
started
with
eeoc
audits
and
compliance
reporting
policies,
procedures
and
manuals,
and
then
we've
moved
into
strategic
planning
for
for
profits
and
non-profit
organizations,
as
well
as
the
last
few
years.
A
lot
of
work
with
dei.
E
So
we've
been
around
for
a
while.
I'm
retired
department,
chair
of
business
administration
from
av
tech
was
in
the
north
carolina
community
college
system
for
24
years,
and
that's
actually
how
the
the
consulting
firm
got
started.
E
I
in
the
late
80s
was
attending
several
conferences
and
I
guess
I
was
really
outspoken
and
I
started
getting
requests
for
presentations
and
from
that,
even
though
I'm
still
working
full
time
with
the
north
carolina
community
college
system
that
that
created
the
fox
management,
consulting
enterprises,
and
so
we've
been
around
since
the
late
80s
and
do
a
lot
around
strategic
planning.
And
so
I'm
looking
forward
to
getting
to
know
this
body
a
little
bit
more
and
to
lead
kind
of
the
work
group
locally.
E
I
am
the
outgoing
vice
president
of
the
mlk
association
of
asheville
in
button
county,
and
so
several
of
you
have
worked
with
on
our
bucking
community
remembrance
project,
as
well
as
some
other
committees
around
here.
So
I'll
I'll
stop
there
and
take
any
questions.
But
overall,
our
plan
is
to
really
look
at
opposing
the
question
to
this
body
when
we're
working
together
as
to
a
thriving
and
successful
african-american
heritage.
Commission
will
be
what
so.
E
We
focus
a
lot
on
the
outcomes
and
then
working
backwards
around
creating
the
programs
and
recommendations
around
that
success,
and
so
that's
kind
of
our
focus
of
revisiting
your
mission
statement.
E
Sharing
with
you
what
some
other
commissions
are
doing,
this
body
is
a
little
bit
different
than
some
of
the
other
commissions
that
are
out
there
and
that
you
are
providing
recommendation
versus
the
programming
piece,
and
so
we
will
have
those
conversations
and
work
through
your
work
plan.
C
C
Yes,
first
of
all,
I'd
like
to
thank
you
very
much,
mr
fox,
for
being
here
today,
and
I.
C
Even
though
I've
seen
you
around
or
whatever
I
really
didn't
realize
that
you
know
I
had
so
much
to
offer,
and
I
greatly
appreciate
you
know
giving
us
that
information
and
also
what
you
were
just
saying.
The
question
what
you
just
said
about
this
body
of
commission
is
a
little
different
from
the
others,
and
could
you
more
or
less
elaborate
a
little
bit
more
about
that.
E
So
of
some
other
states,
the
the
commission
is
its
own
standalone
entity,
and
so,
instead
of
it
being
a
a
commission
that
provides
recommendations,
they
actually
do
the
programming,
and
so
they
have
projects
versus
recommending
projects.
You
know,
for
example,
I
think
it's
the
it
may
be
the
south
carolina
african-american
heritage
commission.
E
I
think
it's
their
state
that
actually
put
together
kind
of
the
green
book
of
all
black
businesses,
local
churches
etc,
where
this
body
is
really
more
in
a
advisory
committee
versus
actual
programming.
C
Yes,
but
thank
you
so
very
much
that
sort
of
actually
clarifies
a
lot
because
we
actually
need
to
be
more
or
less
in
the
programming
mode
to
actually
be
effective
and
about
bringing
about
change
in
the
community
at
brethren
advisory.
So
I
appreciate
that-
and
hopefully
we
can
take
a
look
at
that
and
maybe
you
know,
work
out
a
way
to
get
that
changed
over,
because
that's
the
only
way
I
can
see
this
particular
body
or
commission
making
sense
in
the
community.
Thank
you.
D
I
I
wanted
to
comment
before
dr
fox,
but
it's
okay,
because
what
I
wanted
to
ask
is
about
the
commission
actually
performing
one
of
its
mission
tasks,
which
is
the
installation
of
an
african-american
memorial
or
some
other
racial
incident,
monument
at
or
near
pack
square.
D
D
E
I
would
be
very
happy
to
to
share
any
lessons
learned
and
appreciate
mrs
mitchell
for
working
with
us
on
that
committee,
as
well
as
leonard
jones.
B
B
B
We
are
scheduling
another
meeting
with
about
the
the
boys
and
commission
restructure
on
may
in
may,
it
says
21
yeah
may
2022
must
be
less
than
a
quorum
four
or
less
any
questions
concerning
that.
A
And
then
it
intersected
with
me
having
a
much
needed
vacation
starting
tomorrow.
So
when
jimmy
matthews
in
the
city
manager's
office
will
be
working
with
us
to
get
a
date
and
I'll
try
to
get
you
a
multiple
one.
A
But
I
did
talk
to
the
mayor
and
she
said
she'd
be
happy
to
meet
with
you
and
so
we'll
just
get
a
date
for
when
we
come
back
now
when
I
send
out
an
email,
unless
you
know
beverly
is
not
going
to
come
back
for
the
next
meeting,
because
she's
been
to
her
and
herself
and
your
chair
met
with
gwen
whistler
and
sarah
gross,
who
are
our
deputy
clerk
a
couple
of
weeks
ago.
We
need
to
hear
an
rsvp
of
who's
going
to
attend.
A
So
if
you're
interested
in
this
matter,
so
does
everybody
understand
what
we're
talking
about,
and
I
thought
it
an
email.
A
Asking
for
any
volunteers
on
working
group,
we
have
hired
a
facilitator
to
help
with
that,
so
that
process
will
begin
soon.
So
if
you
could
get
back
with
them,
that
would
be
great.
Thank
you.
H
Yeah
chairman,
so
this
this
this
meeting,
that's
gonna,
take
place
who,
who
who's
receiving
the
invites
and
is
it?
Is
it
necessary?
For
I
mean
we
do
have
a
chance
to
meet
with.
When
I
mean
who
has
to
be
there
for
the
meetings,
does
the
liaison
have
to
be
there?
That's
like
who.
A
We
met
with
the
community
members
and
then
there
was
a
series
of
three
or
four
workshops,
so
anyone
was
invited
to
come
to
the.
What
has
happened
in
the
interim
is
sheriff
griffin
and
I
talked
about
it
and
he
wanted
to
have
some
specific
time
to
talk
with
councilman
whistler
and
the
deputy
clerk
about
the
board
restructure.
A
So
we
had
a
meeting,
we
did
not
have
full
attendance,
you
can
only
have
less
than
a
quorum,
so
you
can't
have
the
whole
board
meeting
with
the
with
the
mayor
or
it
would
have
to
be
noticed.
So
we
have
room
for
four
people,
because
you
currently
have
eight
current
members.
A
H
No,
it
doesn't
that's,
not
the
question
and
I
was
asking
who
else
besides
the
commission,
who
else
needs
to
be
at
those
meetings
in
order
for
it
to
happen,
the.
B
I
think
he's
referencing
like
well,
we
it's
with
the
mayor
and
councilwoman
whistler
right.
So
I
guess
is
that
what
you're
talking
about
michael
so
my.
H
H
H
I
bet
you
talking
you're
cutting
me
off
so
with
this
opportunity
for
us
as
the
commission
to
have
a
conversation
with
the
mayor.
I
would
just
like
for
it
to
be
the
commission.
I
don't
know
if
that's
a
voting
opportunity
to
vote
on
it,
but
we
need
to
have
our
own
voice
in
what
we're
wanting,
and
I
just
don't
think
that's
happening
right
now.
B
B
Okay,
so
we
can
communicate
with
each
other,
we'll
we'll
get
this
we'll
get
that
figured
out
we'll
get
that
figured
out
before
then.
Thank
you.
Thank
you,
michael
thank
you
brenda.
So
next
on
agenda.
Well,
yeah!
Please!
If
you
haven't
already
taken
a
look
at
the
look
at
the
project
page
for
restructure
and
it's
public
input
there
too.
So
if
you
haven't
taken
a
look
at
it,
look
at
it
and
give
us
some
input.
B
They
want
to
hear
from
us
next
on
agenda
number
six
public
comments:
we
have
anybody
in
the
queue
waiting
for
to
speak
so.
B
So
we'll
move
on
to
seven
any
future
general
items,
so
we
said
someone
has
brandon
all
over
has
his
hand
raised.
Go
ahead,
sir.
G
Hello.
Everyone,
commissioner,
over
here
for
a
future
agenda
items
I'd
like
to
put
on
about
possibly
supporting
difficult
teens
and
a
scholarship
fund,
or
something
like
that,
something
for
the
community
through
the.
A
Commissioner,
oliver
are
you
planning
to
come
with
a
like
a
presentation
about
that?
Or
would
you
like
that
to
be
part
of
the
retreat,
where
you
provide
some
level
of
a
presentation
to
get
us
started.
G
Yes,
I
can
do
that.
Yes,
I
can
do
that.
Let's
talk
with
some
of
the
community
and
then
also
talking
with
a
couple
other
board
members
like
you
know.
You
know
I
don't
know
just
a
little
something
to
send
these
kids
down
the
way
with
or
just
to
help
increase
their
likelihood
after
they
leave
high
school
or
leave.
They
have
to
be
able
to
survive
for
a
little
bit.
So
if
we
could,
you
know
we
may
not
even
have
to
do
the
funding
if
we
could
find
out.
A
A
few
and
then
we're
gonna
schedule,
a
meeting
and
you're
welcome
to
join
us
as
secretary
to
the
board.
You're
welcome
to
join
us:
okay,
okay,
okay,
all
right.
