update

the
point
in
time
count
we

still
working

hud
did
just
announce
that
the
reporting
deadline
to
the
federal
government
will
be
april
29th
and
we
are
close
to
having
that
done,
and
so
I
hope
to
be
able
to
present
that
at
our
meeting
next
month
we're
also
looking
to
review
the
system
performance
measures
at
next
month's
meeting
so
hoping
to
do
a
real,
deep
dive
into
our
data
and
get
a
clear
picture
of
who's
homeless
in
our
community
and
how
our
homeless
service
system
is
functioning.

Ramada
wanted
to
give
you
an
update
on
the
ramada,
so,
as
you
know,
the
non-congregate
shelter
that
has
been
operating
there
since
april
of
last
year
will
be
closing
next
week,
so
that
is
ending.
On
thursday
we've
been
working
really
hard
on
positive
exits
for
all
the
folks
who
are
there.
As
of
today,
we
have
35
rooms
still
occupied
there
and
nine
of
those
are
slated
to
move
out
in
the
next
couple
of
days,
and
then
we
have
another
handful
of
people
who,
I
think
are
likely
to
move
prior
to
the
31st.

So
just
working
really
hard
to
get
as
many
folks
as
possible
into
some
kind
of
stable
situation
prior
to
the
31st
and
then
separate,
but
related
track
at
the
ramada.
Is
that
the
real
estate
closure
is
still
on
track
there.
So,
as
you
know,
shanker
law
industries
is
purchasing
that
property
to
convert
it
into
permanent
supportive
housing
in
partnership
with
step
up.
They
are
on
track
to
close
on
that
purchase
also
next
week
and
we'll
immediately
be
securing
that
site.

Beginning
construction
there
to
renovate
into
those
efficiency
apartments
for
permanent
supportive
housing,
they'll
start
meeting
with
neighbors.
Really
getting
to
integrate
into
the
community,
and
it
will
be
a
number
of
months
until
they
until
we
have
occupancy
at
that
year
at
that
property,
but
they'll
be
working
on
that
renovation.

the

spending
time
at
the
aramada

talking
to
folks
there
and
just
I
it's
really
important

me

staff

city
stay

connected
with
what's
true
on
the
ground
and
what
the
the
realities
of
homelessness
are
and
what
the
options
are
in
our
community
and
what
options
don't
exist
in
our
communities.

request

proposals.

been
out
for
a
consultant
to
help
develop
a
strategy
to
respond
to
unsheltered
homelessness
in
our
community.
As
you
know
that
has
been
posted.
This
is

partnership

city,
the
county
and
dogwood.
Dogwood
is
funding
this
consultancy,
but
the
contracting
will
route
through
the
city.

deadline
for
submissions
was
last
friday
and
we
received
11
responses.
I'm
excited
to
tell
you
that
we
received
11
responses.
I
think
our
group
feels
really
positive
about
that
number
and
that
amount
of
interest,
and
also
really
positive
about
the
quality
of
firms
who
responded
to
that
opportunity.
We
really
have
a
lot
of
expertise
in
the
mix
on
this,
and
so
we'll
be
excited
to
give
you
all
updates,
as
this
goes
forward,
but
we're
feeling
really
positive
about
the
opportunity
and
the
impact
that
this
can
have.

confidential
nature

the
selection
process.

in
order
to
ensure
parity

just
integrity

that
process,
we're
required
to
keep
the
details

those
firms

projected

selection

bound

supportive

we
were
awarded.
Helpmate
was
awarded
a
new
project
which
is
expansion
of
rapid
rehousing
for
folks
who
are
survivors

violence

so
ricardo.

the

the
net
change
for
our
continuum
of
care
as
a
whole
is
70
000
increase
in
our
total
award
of
continuum

care
funding
compared

process,
each
agency
that
is
pursuing
that
continuum
of
care
funding
submits
a
project
application
and
then,
additionally,

office
submits
the
collaborative
application
to
accompany
that.
That
collaborative
application
describes
the
activity
of
our
continuum
of
care
as
a
whole,
and
what
hud
is
looking
for
is
a
high
performing
continuum
of
care,
a
system
that
is
effective
at
ending
homelessness
and
the
way
that
hud
is
evaluating
that
changes
a
little
bit
every
year.

cycle
that
just
ended,
the
maximum
possible
score
was
163
points,
and
so
what
you
can
see
on
the

there

breakdown
of

those

points
and
how
we
were
able

back
from
hud.
That
is
information
that
we
will
get
at
some
point,
so
we'll
be
able

share
that
with

this
is
just
a
picture
of

we
need
to
be
focused

order

continue

decrease
the
number
of
people
who
are
experiencing
homelessness
in
our
community

see
that
the
bulk

the
points

coordination

engagement

dollar
increase
is
specifically
for
the
sub-population
of
rapid
rehousing
within
folks,
experiencing
homelessness

fleeing
domestic

projects
at

bound
that
had
decreases,
and
the

question

whether

think
that
that
is
indicative
of
like
sort
of
strategic
or
nationwide
policy
thinking
on
hud's
level
about
addressing
homelessness.

terms

rapid,
rehousing

again,

not
up
to
date
on
on
all
the
terms,
but
it
would
seem
like
that
would
be
targeting
you
know,
maybe
more
like
folks
early
in
their
homelessness,
as
opposed
to
chronic
long-term
homelessness.

is
that
not
the
case.

other
is
that
I
think
we
we
won't
have
great
insight
into
the
particularities
in
our
community
until
we
get
some
feedback
from
hud
about
the
scoring
of
our
application.
So
so

say
about
that,

hud,
then
we
can
explore
that
a
little
further.

know

not
heard
anything,

nationally
about
sort

from
each

our
community

housing

approach
and
making

street
outreach

covering

entirety

our
continuum

downtown
area,
making
sure
families
are
not
separated
as
they're
seeking
services,
but
that
we
have
interventions
that
are
able
to
respond
to
the
people
in
our
community
who
need
those
interventions.

really

looking

most

did
want
us
to
educate
ourselves
as
to
not
only
our
consumer
care
awards,
but
also
these
system
performance

we
have
something
to
start
with

a
baseline

all
of

community
members
with
their
various
lenses.
We

representatives,

representatives,
non-profit
representatives,
veterans,
administration,

foundation
representative,
so
everyone
holds

very
different
lens,
but
we
need
all
of
those
together
to
see
the
picture
more
clearly.

system
performance
measures
are
and
I'll
read
these
for
the
folks
on
the
phone,
a
five
percent
reduction
in
the
number
of
people
experiencing
homelessness
reduction
in
the
number
of
first-time
homeless,
reduction
in
length
of
time
homeless,
successful
permanent
housing
placement
or
retention
reduction
in
returns
to
homeless
and
increase
in
earned
income,
and
those
are
pretty
also
significant
scores.
As
far
as
the
the
baseline
measurement,
the
highest
points
for
its
reduction
in
length
of
time
of
homelessness,
the
lowest
is
the
five
percent
reduction
in
the
number
of
people
experiencing
homelessness.

helping
me
digest
where
we've
been,
what
our
responsibilities
are
even
going
through
the
bylaws
with
me,
which
for
committee
members,
those
are
available
on
the
hayak
website,
as
are
other
meeting
materials.

meetings
that
we've
had,
but
there
are
three
main
functions
of
hayak:
that's
continuum
of
care
governance,
including
the
written
standards
and
the
scorecard.

which
city
councils
definitely
ask
for
our
expertise
as
they
work
on
the
duality
of
affordable
housing
and
homelessness
as
their
top
priorities

this
next

representatives
here

really
play
a
role.

educate
ourselves.

example,
I
know
that
there's
been

the
accuracy

count,
but
that's
the
data

we

right

else
can
we
pull
from?

on

time

heard
about

homelessness,

I'd
like
you
just

put

your
thinking
cap
again,
you
already
collect
some
kind
of
data
somewhere
in

organization,
already

about
local
homelessness.

comfortable
with
in
your
organization,
supports

you

two
weeks

next

just
to
have
a
discussion
about
what
you're
comfortable
with
sharing
what
would

most
effective

I,
as
I
look
at
all
these
experts

we
have
here

love

hear
more
from
you
from
your
specific
area

expertise.

start
putting
this
together

really
incorporate
that

working

our
system
performance

principles

to
meetings,

really

role

principles
are.
Everyone
has
the
right
to
housing,
the
belief
that
there
are
achievable
solutions,
homelessness
and
actions
should
be
based
on
those
solutions.

People
experiencing
homelessness
should
inform,
planning
and
be
informed
of
plans.
Consistent,
accurate
data
and
measurable
results
should
inform
decisions
so
that
you
know
that
spreadsheet,
for
example,
is
really
key.
Where
are
we
falling
down?
We
could
probably
estimate
some
gaps
already
and
then
resources
should
be
used
responsibly
in
a
coordinated
fashion.
So
that's
where
we're
starting
here
we're
going
to
take
your
expertise
along
with
local
data
and
start
to
be
able
to
make
some
policy
recommendations.

people
in
groups
that
support
people
experiencing
homelessness
have
unique
and
diverse
needs
that
require
multiple
solutions,
so
we've
been
focused
on
some
policies
and
procedures
in
the
past
and
funding
also,
so
we're
going

start

back
that
up
with
more
research,
so
also
in
your
area.
Just
beyond
data,
if
you
have
research
from
your
area
of
expertise
that
you
would
like
to
educate
our
community
on,
if
you
can
send
that
to
me,
we'd
like
to
sort
of
have
a
cache
of
documents
on
kayak.

I
look
at
all
these
experts
that
we
have
here
really
love
to
learn
more
about
team
homelessness.
Myself
or
where
are
we
with
emergency
department
admits
anything
that
will
help
us,
inform
the
policies
and
alignment
right.
So
we
have
all
these
funding
streams
that
are
coming
into
our
community,
which
is
great,
but
we
we're
still
kind
of
siloed,
so
this
group
can
be
really
instrumental
in
changing
that.

you
know
about
research.
In

past
month,
I've
been
connected
contacted
by
different
groups
that
all
are
very
interested
in
homelessness,
including
law
enforcement,
including
other
service
providers
that
are
not
listed
and
also
importantly,
different
neighborhood
groups,
which
is
you
know,
as
emily
has
said
before,
we
want
that
we
we
want
input,
we
want
discussion,
we
want
education,
because,
while
if
you
look
at
the
point
in
time
count,
the
data
shows
that
we
actually
had
a
decrease
in
homelessness
over
the
last
year.

did
see
was
almost
a
doubling
in
unsheltered
homelessness,
so
it
was
almost
as
if
we
improved
in
one
area,
but
visible
homelessness
became
more
visible.
So
I
think
educating
ourselves
on
research
on
sort
of
you
know.

changed
a
lot
of
things,
but
we
also
had
baseline
machines
that
existed
before
kovid.
