moving

concern
is
that
the

1819
award,

000,
is
now
well
past
two
years
old.

not
sure
if
our
commitment
letter
to
applicants
gives
them

timeline

usual,

with

local
funds,

proceed
and
go
to
contract,
but
we're
in
danger.

we
don't
press
this
issue

may
lose
days
weeks
months
and
then
tie
this
money
up

think,

many

who

a
part
of
this-
that
there's
never
been
great
clarity
around
how
we're
allocating
funds
in
the
tax
credit
awards
and
what's
happened
over
the
last
couple
years.
Probably
three
is
the
applications
come
in
and
we
prioritize
the
tax
credit
applications.

Maybe
a
few
other
things
wait
to
see
what
happens
with
the
tax
credit
allocations
and
then
come
back
at
a
later
date,
usually
in
september,
and
then
reallocate
what
wasn't
awarded
from
north
carolina
housing
finance
agency,
because
this
has
kind
of
never
been
a
part
of
the
the
process
or
the
timeline.
We
thought
it
was
important
to
at
least
do
some
type
of
you
know.

Policy
addendum
just
for
clarity
for
all
the
people
who
are
applying
to
understand
that
the
first
round
will
be
very
much
focused
on
the
tax
credit
applications,
and
so
we
thought
putting
this
out
made
a
lot
of
sense
and
then
you

you've
all
heard
us
talking
about
the
home
policy.
The
home
policy
we
inherited
was
about
it's
about
170
pages,
and
so
we
are
trying
to
deal
with
that
that
bear
of
a
policy
which
is
very
difficult
and
we're
actually
looking
to
see
if
we
can
get
a
better
example.

and
much
more
to
the

In
the
meantime,
our
team
thought
it
was
best
to
put
something
in
writing
about
the
second
round
allocation.
So

don't
know
if
y'all

is
there,

we
also
recommended
that
there
was
a
the
in
the
initial
round,

be
awarded
to
tenant,
based
rental
assistance
right
off

focused

exclusively

tax
credit

funding

be
focused

construction
order,

forty
thousand
dollar
construction
award,

would
then
require
a
full
environment
where

full
compliance,

back-end
monitoring,
just

awareness

non-construction

start

deal
with
smaller
pools
of
money,
but
for
our
construction
projects,
often
there's
going
to
be
a
threshold,
I
feel
that's
going
to
make
it
worthwhile
for
both
the
applicant
and
the
staff
managing
them.

looking

make

consortium

what
would
be
considered
to
be
a
grant

home
funds?

we
came
up
with
three.
These
three
bullet
points,

housing
for
homeless,
100

the
units,
housing
that
targets
very
low
income,
100
of
the
units

housing
that
offers
permanent
affordability,
and
I
don't
think
you
know
it's
a
guaranteed
upfront
with
the
grant,
because
the
home
is
still
got
to
be
a
contract
and
all
of
that.

But
I
think
that
if
folks
bring
a
project
like
this
forward
with
one
of
these
target
points
or
all
that
it
should
be
considered
to
possibly
be
granted,
because
we
know
permanent
affordability
or
very
low
amis
homeless
is
very
difficult
to
make
happen.
So
we
just
tried
to
put
some
clarity
around
this
issue
as
well,
and
then
what
that
would
be
kind
of
structured
as
as
well
as
for
rehabilitation
of
affordable
housing.

we're
not
having
a
lot
of
clarity,

we're
trying
to
get
that
clarity,
and
I
think
this
is
the
one
I
anticipated
a
bigger
discussion
on

the
time
limits
and
stuff.

we
can

can
