department
on
drafting
this
and
also
looked
at
various
models
from
other
north
carolina
municipalities
around
the
state.
It

a
standard
policy
to
have
for
boards
and
commissions,
and
so
we
just
thought
it'd
be
appropriate
time
to
to
propose
one.

couple
questions,
so
one
of
the
recommendations
says
to
be
mindful
that
they
serve
an
advisory
capacity
to
the
city
council
and
cannot
direct
the
work
of
city
staff.

when
we

a
situation
like

they
have
state
guidelines
for
procedure
that
may
include
a
staff
recommendation.

try
to
think
how

Pnz
is
unique
in
that
it's
both
advisory

quasi-judicial

that
they
do
have
the
public
hearings
and
the
very
state
judicial
side.
They
have
their
own
rules

policy.

this
would
strictly
address
just
our
advisory
committees.

conversations
that

has
caused

conflict
or
conversation
on
boards
and
commissions
about
whether
or
not
it's
within
the
scope
of
the
work
to
advise
outside

just

council
advisement

of

boards,

example,
you
might
have
language
in
the
resolution
that
has
instruction
for
educating
the
public,
so
it's
not
just
advising
council
but
educating
the
public
is
outlined
in
their
work,
so
there
there
has
been
a
conversation
about
whether
or
not
a
advisory
board
is
only
to
advise
counsel.
