approved

resident

90s
I
live
in
West
Asheville
have
two
teenage
boys,

wife

I
am

teach
economics
at
Warren,
Wilson

wear
a
few
other
hats,
but
I
think
my
interest
is
over
the
last
10
years,
I've
been
involved
with
the
friends
of
hominy
Creek
Greenway
I'm,
a
founding
Trustee
of
the
organization
and
I'm
pretty
active
in
the
stewardship
of
the
greenway.

Greenways
are
a
big
interest
of
mine,
but
I'm
also
interested
in
broader
Transportation
issues.

Asheville,

deep
interest
things
Beyond
Greenways,

thinking
about
how

engage
communities
successfully

you

advocating

transportation

not
have
any
mechanism
for
streaming
those
meetings
or
receiving
any
public
comment
other
than
if
someone
came
to
the
meeting
and
showed
up

know
that
they
during
the
pandemic.
They
made
some
technology
improvements,
but
it
was
mostly
to
the
audio,
visual
and
I.
I
Don't
believe
that
there's
yet
been
I
I
know
that
they're
working
on
trying
to
create
a
method
for
hybrid
and
it's
been
challenging.
I
think
from
the
public
comment
perspective
where
tried
to
have
in
person
live
comments
as
well
as
phone
in
live
comments
and
have
streaming
and
I.
Don't
to
be
honest,
I,
don't
totally
understand
all
the
technology
barriers
that
are
causing
us
not
to
be
able
to
do
a
hybrid
meeting,
but
I
know
that
that's
the
ultimate
goal.
It's
just
taking
time
and
money.
I
I
think-
and
you
know,
I
would
say
that
some
people
I
think
get
don't
feel
comfortable
coming
to
city
hall
or
can't
get
to
City.

know
that
that
can
be
a
barrier
for
folks.

also
know
that
computer
access
can
be
a
barrier.
So
again,
it's
kind
of
like
there's
pros
and
cons
to
both
sides
and

have
a
hard
time
with
it
as
myself.

toward

continuing

virtual

long

effort

something

person

we

last

transit

felt

good

us
to
see
each
other.

many
of

folks

never
met

person

just

think
it's

very
good
thing
for
this

more
productive
in
a
healthier

like

direction
that

need
to
go
probably

staying
virtual

sense

trust

you're

person
with
somebody
rather
than
over
the
virtual
meeting

cents,
those
are
the
two
value
points
that
you
get
I'm
disappointed,
there's
not
a
hybrid
option.

think
we
should
push
for
them
to
create
a
hybrid
option,
but
until
that
happens,
I
value
the
time
aspect
of
virtual,
so
I'll
vote
for
virtual.

just
gonna
offer.
I
was
at
a
hybrid
meeting
this
past
weekend
and
in
New
Jersey,
and
we
used
an
owl
they're
a
little
expensive,
but
they
work
quite
well
for
a
group
size
of
up
to
20
25
people
in
person,
which
I
think
far
exceeds
the
use
case
that
we
would
have
for
people
in
person
and
it
works
really
well
to
connect
to
people
outside.
So
there's
easy
technology.
That's
you
know
plug
and
play
with
the
computer
at
a
host
on
site,
and
you
know
it's.
It's
certainly
not
insurmountable.

down
to
trying

fix

error

time

closing

The
applicant
is
actually
the
bug
from
County
Rescue
Squad.
They
have
petitioned
for

closure,

property

to

rectify
an
error
that
was
made

plot,
and
the
error
essentially
says
that
Clayton
Avenue
is
in
a
slightly
different
location
than
it
actually
is

is

own

building

to
the

of

commission
improve

request

onto

city

to
recommend

council
approve
their
requested
closure
or
a
portion
of
the
right-of-way
on
Clayton
Avenue
adjacent
to
77
Hansel,
to
rectify
an
error
on
the
original
plaque.

lowercase
Clayton
Avenue
south
of
its
true
location,

am

we

streets
right.
Everybody
remembers
that
and
an
urban
micro
Hub
is
part
of
a
preferred
pedestrian
solution.

The
biggest
problem
with
the
desk
preferred
pedestrian
streets
are
the
trucks
business
deliveries.
How
do
you
deliver
to
a
business
if
the
trucks
have
to
get
in
the
way
and
there's
various
ways
to
do
it?
They're
all
complicated
and
difficult,
and
we've
actually
heard
in
our
meetings
that
I've
attended
in
the
last
year
now
of
places
where
we
run
into
things
where
we
have
to
compromise
on
our
pedestrian
landscape
because
of
business
deliveries.

know
we
had
a
very
specific
example
on
Walnut
Street
when
we
were
talking
in
a
downtown
commission
about
that
they
wanted
to
make
Walnut
Street
a
pedestrian
street,
but
know
the
antique
store
down
at
the
corner
required
business
deliveries,
trucks,
and
so
we
couldn't
make
it
that
way.
I
think
I
heard
similar
things
about
the
Biltmore
Avenue
redesign.
There
were
certain
loading
requirements
that
may
have
compromised
some
design
choices
is
so
the
and
when
I
first
came
upon
this
as
an
idea
for
Asheville
is
in
a
meeting
with
Kim.

it

we

thought
about
this,
and
it
was
the
first
time
she'd
heard
about
it.
But
her
comment
to
me
was
Bill.
If
we
can
figure
out
a
way
to
manage
business
deliveries
without
trucks,

Asheville
would
be
interested
in
that,
because
we
have
always
tried
to
make
our
streets
more
accessible
and
the
trucks
get
in
the
way.
But
she
didn't
say
use
those
words,
but
that's
how
I
took
it
so

start

that
as

wondering
what
is
an
urban
micro
hub
and
I'll.
Just
read
off
the
email
I
sent
to
Dennis

Kim
about
maybe
making
this
part
of
the
agenda
today.

the
result
is
the
cleaner
streets,
better
pedestrian
access
to
and
around
businesses
that
allows
them
to
increase
their
business
Revenue
tax
revenue.
It
reduces
vehicle
emissions,
it
enhances
the
climate.

Now
we
don't
see
them
often
they're
relatively
new,
in
kind
of
their
current
form,
because
now
there's
technology
available
in
collaboration
models
that
are
becoming
preeminent.
That
kind
of
allow
the
configurations
to
be
designed,
they're
being
piloted
and
deployed
in
various
places
around
the
world.

If
you
Google
into
the
University
of
Washington's
Urban
Freight
lab,
you
can
see
an
example
of
a
pilot
that
they
they
implemented
last
year
in
Seattle
and
successfully,
so
it's
probably
more
common
in
Europe
than
it
is
in
the
United
States,
but
you
can
see
examples
of
other
municipalities,
pilots
and
exploring
with
these
kind
of
programs.

that's
all
background.
The
thing
that's
new
right
now
is
that
money
has
become
available
through
the
infrastructure
bill
that
was
passed
last
year.
I
was
made
aware
of
this
through
one
of
my
network,
Associates
or
colleagues.
As
as
Dennis
mentioned
she
was,
she
was
familiar
with
a
program.

did
with
Georgia
Tech's
senior
design
project
for
their
master's
class,
which
utilized
a
concept
like
this,
and
she
said-
and
I
mentioned
to
her-
that
I
was
trying
to
find
something
like
this
out
and
she
said
she
advised
me
that
the
money
is
part
of
the
smart
funds
and
she
said
y'all
be
be
ready
for
it,
because
when
this
comes
out
you
you
really
have
a
fairly
small
window
of
time
to
apply
for
the
money,
but
the
money
is
simply
to
get
funding
to
approve
a
solution,
design
and
so
now
the
money's
available.

the
new
thing
right
now
is
we're
not
we're.
There's
money
available,
so
I'm
I'm
bringing
this
to
group,
because
we've
agreed
on
this
as
a
priority:
I'm
preferred
streets
but
username
preferred
streets.
This
is,
without
a
doubt,
part
of
what
can
solve
the
constraints
around
pedestrian
streets
and
so
I
think
we
would
be
remiss
by
not
going
for
the
money.
We
are
always
told
we
don't
have
enough
money.
Well,
it's
available.
We
just
need
to
go
gather
the
resources
apply
and
hopefully
be
successful.

are
being
worked
out,
but
it's
an
old
problem
and
that's
oftentimes
not
solved
and
the
the
local
story
I'll
tell
you
is.
My
wife
is
familiar
with
the
historical
workings
of
the
Asheville
Design
Group,

many
of
you
are
probably
familiar
with
local
Architects
and
planners
who've
been
working
on
our
urban
planning
for
30
plus
years,
and
she
tells
me
that
this
problem
has
always
existed.

They've
always
sought
out
Solutions
the
annoying
persistent
well
what's
new
now
is
we've
got
money
available
to
solve
it.
There's
pilots
and
deployments
out
there
that
have
solved
it
and
it's
a
way
we
could
solve
some
of
our
problems.
So
what
I?
What
I
brought
to
the
party
today?
Is
that
I'd
like
us
to
make
the
suggestion
to
and
move
make
a
motion
to
city
council
for
them
to
authorize
resources
took
fat
to
secure
this
funding.

that's

Pedestrian
impact,
but
it's
a
huge
impact
on
the
bike.
Lane,
installation
in
the
downtown
area
and
Biltmore
was
basically
Knicks,
because
one
specific
business,
but
maybe

other
ones

well,
said
that
they're
and
we're
happy
with
having
a
traffic
lane
removed
that
they
were
using
as
a
loading
pill
but
illegally,
and
so
that
got
mixed
at
this
point
in
time.
The
name
you
put
in
and
in
the
college
and
patent
Mike
Lanes
also
too
had
to
be
reconfigured
because
of
loading,
its
own
issues
too.

this
is
a
step
to
eliminating
the
need
for
those
type
of
loading
zones
to
be
active
and
certainly
sometimes
I
think
you
know
if
it's
a
huge
item
that
can't
be
used
by
a
motorized
electric.
You
know
bicycle
cargo
truck
or
something
like
that.
They
need
to
get
in
once
in
a
while,
but
on
an
ongoing
basis.
So
many
aspects
of
their
deliveries
can
be
covered
without
the
need
to
have
a
big
truck
go
into
loading
zones,
but
I
think
this.

has
four
items
on

leading
and
that
this
is
not
one

them,
because
it
wasn't
something
that
was
really
in
the
hopper.

But
we've
got
two
Transit
items
and
we've
got
a
parking
item
and
we've
got
implementation
of
the
Gap
plan
as
one
of
our
organizational
work
program,
projects,
I,
guess
what
I'm
saying
is
that
I
don't
know
that
we
can
apply
for
this
this
year.
But
this
is
something
that
we
can
start
to
have
conversations
about,
adding
to
our
work
program
for
the
following
year
to
try
to
be
ready
for
it
when
the
next
round
comes
out.

this
is
part
of
the
bipartisan
infrastructure
bill
and
we
expect
them
to
release
100
million
dollars
each
year
for
the
next
five
years
for
this
program.

also
completely
appreciate

in
Seattle

more
of
a
community
center
that

of
a
solution.

neat
thing
about
going
for
the
money
in
this
way
is
that
it
requires
sort
of
a
ground
up
stakeholder
consensus,
building
effort.

do

really
need?

multi-year

of
thing

piloted
examples
and
so
forth,

venture
to
say
this

would
never
accomplish
something
like
this
on

issue

metal
onto
Lyman

bike
lane

still
a
messy
intersection
too.
But
again
the
city
is
splitted
to
helping
us
work
with
ncdot,
because
that's
an
ncdot
intersection
decided
to
make
make
that
better.
But
at
both
ends
of
that
have
got
the
issues,
but
at
least
people
are
working
with
us
on
things
and
aren't
just
washing
their
hands,
but
something.

if
anybody
bumps
into
somebody
on
the
Aesthetics
committee
give
them
a
round
of
applause,
because
that
team's
been
working
for
years
on
this
project,
the
most
recent
thing
that
was
brought
to
our
attention
was
the
massive
retaining
wall.
That's
going
up
right,
adjacent
to
the
sidewalk
along
Riverside
Drive,
and
trying
to
get
a
little
bit
of
landscape
buffering
between
the
sidewalk
and
the
retaining
wall.
So
you're,
not
just
hugging
a
giant
concrete
wall
as
you're
walking.
It
might
make
it
a
little
bit
more
attractive.

little
nudges
that
dot
needs
to
just
you
know,
get
their
their
project
that
much
better,

they're
doing
a
lot
of
good
work
and
our

rep
is

greenway
committee

work
on

I
think
I
actually
jumped
the
gun
a
little
bit
when
I
was
talking
earlier
about
some
of
the
things
happening
in
neighborhoods.
Obviously,
the
big
talk
in
the
neighborhoods
are
two
things.
One
is
Merriman
Avenue,
which
I
won't
go
into
just
a
lot
of
neighborhood
chat,
lots
of
inputs,
lots
of
you
know
it
seems
to
be
a
half
and
half
mix
of
compliments
and
frustration,
and
then
what
I
mentioned
around
the
other
bike
lane
possibilities
I.

Think
one
of
the
biggest
things
that
comes
up
in
the
neighborhood
advisory
council
is
sort
of
how
things
get
prioritized,
which
neighborhoods,
which
areas
of
the
city
get
prioritized
and
those
that
are
not
prior
test,
the
south
and
east
as
much.
So
that
is
a
continuing
Equity
issue
that
gets
brought
up
and
people
say.

In
this
meeting,
we
decided
to
continue
meeting

decided
on
meeting
dates

holidays,

big

There
were
two
big
items
on
the
agenda
that
we
discussed.
One
was
there's
a
route
recommendation
for
Transit.

W5
runs
a
loop
going
west
from
from
the
hearts
from
the
downtown
in
its
route.
It
has
to
kind
of
go
out
to
Hill,
Street
and
circle
and
service
the
Hillcrest
Community,
and
then
it
gets
back
on
patent
I
think
it
is
to
go
on
to
go
further
west.

The
issue
the
recommendation
from
staff
was
to
drop
part
of
that
route
because
of
a
couple
things
number
one.
It
has
almost
zero,
if
not
exactly
zero
Riders.

So
we've
been
driving
past
this
stop.
They
gave
several
months
of
data
and
I
recall
seeing
zeros
on
the
ridership
on
that
particular
stop.
So
it
was
it's
an
unused
part
of
the
route
and
the
other
thing
is
it
because
of
its
because
of
this
location,
and
it's
it's
it's
needed
for
on
an
unpredictable
Street
patent.
It
can
have
on-time
delivery
issues
as
well.
So
we
have
this
unused
area
and
we
also
have
poor
service
for
the
rest
of
the
Riders
on
that
route.

Now,
that's
not
the
only
route
that
goes
past
those
stops.
There
are
two
other
routes
that
service
those
stops
on
a
daily
basis.
So
in
the
current
world
we
have
three
buses
an
hour
that
satisfy
the
Riders
who
might
be
at
that
stop
if
we
accept
the
proposal-
and
we
did
then
there's
two
per
hour
that
get
service.

So
it's
it
technically,
it's
a
reduction
of
service,
but
the
reality
is,
it
doesn't
have
any
users
in
the
first
place
so
anyway,
that
was
the
that
was
it
in
a
nutshell:

portion
