the

added

any

locations

information
regarding

the
bicycle
would
be
added
to
the
city's
website.

this
all
gets
approved.

received
actually
comments
from
a
number
of
people
saying
hey.
What's
this
doing

agenda

first
place
because
consent
agenda
and
insured

knows,
but
that's
the
stuff
that
doesn't
get
discussed
at
city
council
and
it
gets
passed
as
a
blanket
page
of
things
that
are
going
on
and
no
one
ever
talks
about.

so
appreciate
that
this
being
taken
out
of
that.

think
this

the
appropriate
place

kind

change

city
council

just
want

say
I
appreciate
that
first
and
one
of
the
reasons
why
I
wanted
you
to
look
at
the
motor
vehicle
comparison
was,
you
know
in
north
carolina
state
defines
a
bicycle
as
a
is
a
vehicle
on
the
road.

chicago
tag
on
the
bicycle:
bright,
yellow
piece
of
paper.
That
said:
hey,
if
you
don't
move
this
bicycle
with,
and
it's
not
a
time
it's
going
to
be
removed,
even
if
there
was
a
sign
also
saying

same
thing
on
the
wall
or
something
next
to
it,
because
then
the
person
that
they
go
out
and
check
on
their
bicycle
and
see
that
has
a
tag
on
it.
They
can
be
like.

I
think
that
the
tagging
idea,
just
as
it's
done
on
a
car,
would
be
great
to
have
that
on
the
bicycle
and
then

signage,
so
the
by
corrales
makes

lot
of
sense,
but
then
other
places
as
needed.

never
wanted
to
have
a
situation
in
which
someone
had
a
bike
lock
to
a
rack,
and
then
a
sign
was
put
up
after
that
and
the
bike
was
taken.

should
be
a
sign
by
that
rack,
no
matter
where
it
was
just
like
people
have
good
notification,
because
people
are
not
going
to
check
on
city
ordinances
to
see
how
long
they
can
keep
their
their
bike
parked
at
a
cyttorak

in
terms
of
the
concerns
about
the
cons.

was,
you
said,
potential
difficulty
and
storing
a
band
of
bicycles.

We
definitely
have
a
plan
in
place
before
this
ordinance
will
go
into
effect,
because
we
don't
want
to
take
a
bunch
of
bicycles
and
not
know
what
to
do
with
them.
So
we
need
to
make
sure
that
that
plan
is
in
place
before
this
is
implemented
and
then
under
the
fiscal
impact
it
says,
there's
no
fiscal
impact,
but
I'm
not
sure
what
the
threshold
has
to
be
for
fiscal
impact,
but
certainly
signage
would
be
fish
alone
pack
with
to
create
signs
and
install
them.

that
would
have
a
small
fiscal
impact
and
then
time
that
isn't
considered
because
you're
going
to
pay
for
the
staff
and
regardless
you
know,
unless
you're
hiring,
someone
is
separate
for
it
too,
but
definitely
takes
some
time
for
someone

make
signs
and
stall.

signs
then
monitor
the
bikes,
I'm
not
sure
whose
job
that'll
be

it'll

look
at

laws
and

it

the

the
answer
to
the
surplus
question,

would

there,

think
that,
as
far
as
the
store

it,
I
would
go
out
on
the
limb
to
say
that
we
would
not
be
rushing
to
get
rid
of
these.

idea
that

it's
some
point
in
time
that
would
have
to
be
triggered,
and
we
already
have
is,
we
already
have
will
say
certain
bikes
that
are
stored
because
there
left
at
bus
stops
or
they're
left
on
the
bus
or
what
god.
So
there
is
a
collection
of
bikes
over
at
the
bus
garage.
So
but
we
would
we.
If
we
get
to
that
all
that
point
we
would
definitely
make
sure
we
address
it.

addition
to
bikes,
so
I
definitely
agree

eric
what
everybody
said
that
actually
a
bicycle:
a
legitimate
mode
of
transportation,
similar
to

It
follows
the
same
laws,
but
in
this
particular
case
the
definition
is
a
little
bit
more
narrow,
so
they're,
looking
at
the
overall
ordinance
as
personal
property
and
a
bike
happens
to
be
one
of
those
items
items
does
that
help
clarify
it
so
really
they're
trying
to
set
the
ordinance
up
for
all
personal
property
bike
is
bike
is
just
one
of
those.

undue
burden

bad
enough

we

it's
abandoned
property
you

collect
it,

shouldn't

storage
has
cost
to
and
we
might
think
about
a
prudent
way
to
deal
with
that.

vehicle

move

not

comes

our
department
the
only
time
that
something
like
that
would
even
be
considered
and

we
would
have
to
involve
the
police
department,
we
did
experience
just
a
couple
months
ago,
a
situation
where
an
individual
truly
had
an
abandoned
vehicle
on
his
on
the
street
front
of
his
house.
In
fact,
there
was
no
tag
on
the
car
and
other
things,
and
so
we
got
notice
of
it.
We
went
out
put
the
proper
identification
on
it
told
it
on
the
eighth
day.

But
yeah,
it's
just
a
short
sweater
is
fun
to
joseph,
because
he
had
expressed
a
concern
saying
that
the
bicycle
is
blocking
the
sidewalk
or
you
know,
maybe
a
access
things
like
that,
but
that's
already
addressed
in
the
current
ordinance.
It
says
that
the
bicycle
at
any
point
in
time
can't
be
secured
in
such
a
way
as
to
not
obstruct
streets
sidewalks
and
do
not
do
this.
They
can't
if
they're
gonna
be
parked
on
the
street
or
on
the
public
right
away.

have
to
be
parked
in
such
a
way
that
they
are
secured
and
not
streets,
sidewalks
and
don't
interfere
with
the
use
of
city
property.
So
you're
worried
that
the
72-hour
period,
because
it
might
be
blocking
access
to
that
sidewalk
or
anybody
else
for
longer
than
that,
but
it
already
can't
do
that
as
its.

Ascertain
whether
a
bike
has
been
abandoned,
then
it's
tag
and
there's
an
additional
three
days
until
it's
actually
removed.
So
I'm
comfortable
with
that.

do
think

mentioned
that
it
would
be
important
to
kind

clarify
the
rationale
behind
that.

if
we
are
putting
signs
on
the
bike
racks
themselves,
which
I
also
support,

explaining
the
rationale

daughter

written
her
bike

school,

caught
the
bus
home,

we
drove
her
in
the
next
day
because
it
was
raining
and
the
bike
was
out
for

few
days.

trying

young
folks

bike
in
the
city.

think
we
should
make
a
little
caveat,
at
least

reactions.

is,

whatever
we
do
it
needs

sense
is:
it
needs
to
be
as

non
restrictive
as
possible,
because
the
cycling
is
good
right
and

did

same
time.

need
to
respect
the
rights
of
non
cyclists
wherever
they
might
potentially
be
in
inflicted
upon
in.

charge
out

this
all
of
a
sudden
spent
three
weeks
in
the
netherlands
this
spring
and
holy
cow,
there's
millions
of
bikes
on
us
in
a
city
and
it's
hard
to

abandoned
and
which
ones
are
used.

absolutely
incredible,
so
I
mean
I
would
look
forward
to
asheville.

rigidity

it's

necessary

real
issues

places

were

kind

look
at
is

2021

miles
traveled
was
largely
back
to
within
pre-pandemic
and
averages
and
so
we're
seeing
less.

not

lot

pain
points
in

least

commutes
and

traveling,
it's
really
our
afternoon
peaks,

we
start
to
see

lot
more

reliability
issues

and
leaders
in

planning
