an

proposed
reparations
resolution.

chart

path
forward
on
reparations
so
before
the
council

Considering
specific
initiatives
such

one
that
was

the
agenda
tonight
more
than

majority
of
council
ask
that
we
pull
the
proposed
funding
resolution
from
tonight's
agenda
in
order
to
have
time
to
schedule.

work
session

the
new
council.
Obviously
it'll,
be
the
new
council
to
develop
a
road
map
for
how
to
proceed
with
the
implementation
of
the
already
adopted
reparations
resolution,
and
this
work
session
will
be
scheduled
in
the
very
near
future.

council
to
set
aside
time
solely
dedicated
to
a
discussion
around
reparations
which,
frankly,
we
haven't
yet
had
time
to
discuss
in
depth.
In
terms
of
how
to
move
forward,
so
let
me
reiterate
that
council
remains
unanimously
supportive
of
the
reparations
resolution
already
adopted,
but
more
than
a
majority
of
council
requested
that
this
item
be
removed
from
tonight's
agenda.
So
we
have
time
to
first
develop
a
roadmap
for
moving
forward,
and
I've
asked
the
city
manager
to
schedule
a
work
session
for
council
to
have
this
necessary
discussion
and
provide
direction
to
the
staff.

regarding
funding
for
reparations

has
been
pulled.
Those
who
signed

advance

on

the

sensitivity

doing
what
was
best

the
entire
community

he

courage,

had

his
convictions

special

in
dealing
with
complex
issues

demonstrated

many
practical
ways

deep
and
genuine
love
for
the
city
and
the
surrounding
area.

talked

great
length
about

need
to
diversify
our
local
economy
and
the
tangible
benefits
it
would
bring.

intensify
our
efforts
towards
black
and
minority-owned
business
creation,
co-ops
and
employee-owned
businesses

trying

entice
large
companies,
corporations
to
open
or
move
here.
Let's
focus
that
pursuit
towards
those
who
share
our
community
values
such
as
those
with
b
core
certification
in
the
year.

If
the
year
2020
has
taught
us
anything,
it's
the
necessity
of
a
rapid
movement
towards
a
more
just
society
that
would
include
not
only
reimagining
policing
but
reimagining
governing
as
well
a
government
that
puts
the
health
and
well-being
of
its
citizenry.
Above
all
else,
the
progressive
majority
of
this
city
have
again
shown
their
commitment
towards
diverse
representation,
and
in
three
weeks
we
can
celebrate
the
first
all-woman
mayor
and
council
in
our
city's
history.

comments

We
have
accomplished
a
lot
of
things
in
the
last
five
years,
much
of
which
I've
been
fortunate
to
play
a
leading
role
in
some
of
these
things
are
the
energy
innovation
task
force,
partnership
with
duke
energy
and
buncombe
county
that
resulted
in
eliminating
the
need
for
a
190
megawatt
peaker
plant
at
lake
julian
and
the
creation
of
a
new
program,
the
blue
horizons
project
that
will
help
the
city
reach
our
renewable
energy
goals.
This
was
a
nationally
unique
partnership
that
has
seen
outstanding
results.

We
also
still
have
a
handful
of
residents
hard
at
work
on
the
aesthetics
recommendations
that
will
enhance
the
project
and
make
it
visibly
interesting,
rather
than
just
a
new
big
highway
going
through
town,
we've
almost
doubled
our
funding
for
transit
in
the
last
five
years,
vastly
expanded
service
and
have
a
better
roadmap
for
how
to
expand
the
system
in
the
future.
So
it
works
better
for
people
who
have
to
ride
the
bus
and
for
people
who
want
to
ride
the
bus.

We
supported
the
development
of
lee
walker
heights
that
will
result
in
a
more
in
more
than
doubling
of
the
units
there
available
to
low-income
echo
residents.
We
adopted
a
new,
comprehensive
plan
that
lays
out
the
long-term
vision
for
asheville
that
ensures
it
will
be
a
great
place
to
live
in
20
to
30
years.

We
also
adopted
a
set
of
missing
middle
regulations
to
increase
density
and
smaller
scale
development,
and
the
next
council
is
poised
to
adopt
a
new
open
space
ordinance
that
will
help
facilitate
those
missing
middle
rules
and
to
adopt
the
urban
center
zoning
that
will
fill
in
and
revitalize
our
old
underutilized
shopping.

We
have
also
had
our
challenges,
notably
the
johnny
rush
events
of
2017,
the
transition
to
a
new
city
manager
and
the
demonstrations
of
this
past
summer.
I
know
that
we
made
changes
to
improve
the
city
in
the
wake
of
the
first
two
and
I'm
confident
the
future
council
will
do
the
same
in
the
wake
of
the
third.

year
has
shown
us
that
faith
in
government
is
perhaps
at
an
all-time
low.
Even
so,
I
continue
to
believe
in
the
power
of
government
to
improve
people's
lives
and
to
bring
our
community
through
hard
times
our
city,
our
city
staff,
are
dedicated
public
servants
who
seek
to
do
their
best
every
single.

all
do
it

known
as

a
little
background
here
and
apologize

a
little
reading.
There's
some
good
information
here.
The
consolidated
plan
is
designed
to
help
states
and
local
jurisdictions
assess
their
affordable
housing
and
community
development
needs,
as
well
as
market
conditions,
and
to
make
data-driven
place-based
investment
decisions.
I
This
planning
process
serves
as
the
framework
for
community-wide
dialogue
to
identify
housing
and
community
development
priorities
that
align
in
focus
funding
from
the
cpd
formula
block
grant
programs,
which
is
the
community
development
block,
grant
cdbg
or
the
home
investment
partnerships,
which
is
our
home
funding
every
five
years.
The
community
development
division
must
prepare
and
submit
to
hud
a
consolidated
plan
that
details
our
priority
strategies
and
performance
targets
for
the
region,
which
includes
buncombe,
county
henderson,
transylvania
and
madison
counties.
I
As
a
reminder,
the
city
of
asheville
is
the
entitlement
community
for
cdbg
funding
and
the
participating
jurisdiction
for
the
home
funding.
We
did
a
lot
of
outreach,
which
is
in
the
the
plan
itself.
We
actually
started
in
august
of
2019
with
committee
meetings,
letting
people
know
that
the
consolidated
was
planned
was
coming
and
we
were
looking
for
community
and
stakeholder
input
out
of
all
of
those
community
and
stakeholder
meetings.
I
One
of
the
large
items
that
comes
out
of
the
consolidated
plan,
which
I
think
checks
in
at
about
316
pages-
is
your
housing
and
community
development
priorities
from
community
and
stakeholder
outreach.

priorities
came
out,
there's
high
priorities
and
low
priorities.
Those
high
priorities
are
number
one:
the
new
rental
for
households
at
or
below
60
area,
median
income
number
two
special
needs.
I
This
goes
along
with
our
council
goals
of
a
diverse
community
quality,
affordable
housing
and
a
thriving
local
economy
and
fiscal
impact.
This
is
fiscal.
Our
comp
plan
includes
a
2021
annual
action
plan,
which
is
fully
funded
by
federal,
cdbg
and
home
entitlement
grants
and
asking
to
adopt
this
resolution
this
evening
for
submission
of
the
city's
five-year
consolidated
plan,
which
includes
the
annual
action
plan
and
I'm
happy

answer

So
again
update
to
the
luige
policy.
We
looked
at
a
couple
things
to
point
out:
a
minimum
qualification
of
length
of
affordability,
recommended
cap
on
per
unit
subsidy
and
some
post
grant
guidance.
That's
been
asked
for
from
many
of
our
partners
regarding
reporting
requirements,
guidelines
when
tenants
exceed
income
thresholds
and
maximum
rent
increases
next
slide.
I
So
as
a
background
here
in
2010
city
council,
first
adopted
a
land
use
incentive
policy
that
provided
incentive
to
encourage
development
projects
that
fulfill
important
public
purposes
like
affordable
housing.
The
draft
louisa
is
available
with
recommended
changes,
highlighted
and
in
front
of
you
this
evening.
I
As
an
example,
if
there
was
a
piece
of
land
where
the
city
property
taxes
that
were
paid
were
a
thousand
dollars
post
construction,
the
city
property
taxes
came
in
at
eleven
thousand
dollars.
The
city
would
grant
back
that
ten
thousand
dollars
in
improvement
after
the
payments
made.
This
grant
is
applied
annually
to
be
dated
from
the
date
of
release
of
all
cos
or
occupancy
permits
for
the
project,
and
the
landings
incentive
grant
is
not
to
exceed
21
years,
so
changes
of
notes
to
qualify
previously.
This
was
at
10
of
the
units.
I
We've
upped
this
to
at
least
20
percent
of
the
units
must
meet
the
affordability
standards
set
by
the
city
of
asheville
for
households,
earning
80
percent
or
less
of
the
area
meeting
income
ami,
which
would
now
include
at
least
five
percent
of
the
units
accepting
rental
assistance
like
housing,
choice
vouchers
as
an
example.
If
a
hundred
home
rental
community
was
being
built
and
someone
wanted
to
utilize,
our
land
use
incentive
grant,
they
would
need
to
build
20,
affordable
units.

of
those
would
be
affordable
at
or
below
80
of
the
area.

Change
is
a
new
to
the
luige
cap.
The
city
will
only
support
a
luige
for
up
to
eighty
thousand
dollars
per
unit
of
subsidy
during
the
term
of
the
grant,
although
this
figure
may
be
adjusted
upwards
by
council,
if
requested
by
the
developer,
based
on
the
type
of
build,
the
level
of
affordability,
targeted,
length
of
affordability,
shared
parking
agreement,
etc
or
when
city
property,
taxes
increase
or
revaluation
occurs
next
slide,
and
some
changes
to
note
again
for
post
award.

What
happens
if
you
get
the
land
use
incentive
grant,
and
this
is
where
we've
been
asked
for
a
lot
of
guidance
in
the
policy
appendix
one
which
is
where
you
can
find
our
affordable
rents
posted
online
and
there's
a
link
in
the
staff
report.
We
have
added
many
bullet
points
there
at
the
bottom
for
clarity
and
you
get
that
rent
there's
rents,
plus
that
additional
guidance
also
for
post
award.
I
If
the
tenant
is
over
120
of
area
median
income
at
renewal,
they
can
either
stay
in
their
unit
with
an
adjustment
to
market
rent
or
not
renew
their
lease
of
note.
The
city
requires
that
income,
verification
for
affordable
units
for
renewal
will
occur
120
days
or
four
months
before
the
lease
end
to
allow
the
tenant
additional
time
if
they
are
over
income.

And
one
year
before
the
end
of
the
luige
affordability
period,
all
tenants
in
the
affordable
units
must
be
notified
of
this
ending
date.
So,
at
the
end
of
the
luigi
affordability
period,
units
that
are
occupied
by
income,
qualified
tenants
must
be
able
to
remain
in
tennessee
at
the
affordable
rent
until
the
lease
is
into
lease
renewal.

As
an
example,
if
the
luigi
agreement
ends
in
may,
an
attendance
lease
ends
the
january
prior,
their
affordable
lease
will
be
renewed
at
the
affordable
rent
as
long
as
all
the
criteria
are
met
next
slide,
and
this
was
reviewed
by
the
affordable
housing
advisory
committee
back
in
march
and
also
reviewed
by
housing
and
community
development
committee
hcd
in
september
and
october,
approved
unanimously
to
move
to
city
council
and
this
evening
asking
for
a
motion
to
approve
the
amended
land
use
incentive
grant
policy
with
the
proposed
changes
out
as
outlined.

this
resolution,

whatever
the
correct
language,
is
that
we're
now
looking
at
the
80
percent
ami,
whereas
at
least
in
the
prior
one
we
were
looking

affordable
housing
with

those
numbers.

I
could
give
this
specifics,
but
I
wasn't
able
to
do
that.

city's
overall,
affordable
housing
policy
remains

consistent
with

but
people
applicants
do
get
more
points

lower

incentive
for
them
to
lower
the
affordability
point
to
get
more
and
a
longer
term
to
get

bold

amends

centuries

harm

this

interpret

latest
resolution

agenda

indicator

agree
that
a
debate
on
whether
we
should
be
set
aside,
a
million
or
4
million
for
reparations,
is
pointless
because
we
all
know
reparations
are
going
to
require
many
many
millions
of
dollars,
and
this
is
not
only
going
to
bring
about
long
overdue
justice
for
black
asheville.

to
lead
to
an
economic
boon
in
this
region,
the
likes
of
which
we
haven't
seen.
So
I
appreciate
the
intention
to
do
reparations
right
live
up
to
the
massive
commitment

made,
but
this
is
a
crisis
folks

all
know
that
racism
is
killing
people
every
day.

urge

hold

work
session

soon
as

months
since

resolution
passed
and

many

going

doubting

commitment,

meeting

they're
planning

talking

really
hope
that
in
the
future

reparations
discussion
continues

ahead

me
said,

do
think
that
you
should
put
more
into
it
than
you
were
even
originally
planning.

a
country
have
really
done
a
disservice
to
people
of
color
and
the
black
community,
and
we
as
a
country
and
as
a
community
here
in
asheville,
need
to
do
better,
especially
considering
that
we
like
to
call
ourselves
a
progressive
place,

hope
that
you
recognize
that
we
as
community
members,
will
continue
to
monitor
this
situation
and
continue
to
push
for
what
is
right.
