Okay,
we
have
one
Proclamation
tonight
and
I
am
going
to
read
this
Proclamation.
It
concerns
the
I
26
connector.
As
you
all
know,
the
Department
of
Transportation
has
selected
the
alternate
4b
plan
for
the
I
26
connector,
and
that
was
a
very
long
process,
and
so
we
wanted
to
acknowledge
this
milestone.

And
whereas
this
alternative
has
the
least
amount
of
impact
on
the
burton
street
community
and
would
provide
the
opportunity
for
a
new
connection
from
hillcrest
directly
to
patent
avenue.
And
whereas
this
decision
will
help
ensure
the
project
provides
benefits
to
the
residents
of
asheville,
in
addition
to
those
travelling
through
our
city
and
whereas
there
are
still
improvements
needed
to
make
this
project
context
in
neighborhood
sensitive
and
two
ish
ensure
it
aligns
with
the
city
of
asheville
strategic
vision
and
goals,
including
making
the
footprint
as
small
as
possible.

the
noise
and
visual
impacts
on
all
Asheville
neighborhoods
and
historic
resources.
Designing
new
bridges
that
will
contribute
to
Asheville
scenic
beauty,
including
more
bike,
pedestrian
facilities
and
maintaining
accessibility
to
and
the
scenic
nature
of
the
french
broad
river
as
an
amenity
for
residents
and
visitors.

therefore,
be
it
resolved
by
the
city
council
of
the
city
of
asheville.
That
the
city
of
asheville
is
grateful
to
the
north
carolina
department
of
transportation
and
other
state
and
federal
agencies
for
responding
to
public
input
and
selecting
the
alternate
for
B
option.

project
and
the
city
of
Oshawa
looks
forward
to
continuing
the
positive
working
relationship
between
the
cities,
working
group
and
NCDOT
to
address
remaining
issues
and
looks
forward

positive
decisions

will
continue
to
improve
the
project
for
the
residents
of
Asheville,
read
and
approved
and
adopted
this
fifth
day

and
there
is
a
working
group
that
has
been
working
really
hard
in
dedicating
incredible
amounts
of
time.

the
bond
issue,
and
that
is
the

estimated
amount
for
necessary
property
rate
tax
increases
to
pay
for
the
proposed
72
million
dollars
in
debt?
The
second
is
the
timeline
for
filing
the
application
for
approval
with
the
state's
local
governmental
government
Commission
in
Raleigh,
and
the
third
issue
has
to
do
with
the
use
of
public
funds
from
a
25
million
dollar
proposed
bond
issue
to
assist
private
investment
and
investor
developers.

to
the
first
issue,
I
would,
in
the
interest
of
transparency
and
full
disclosure.
I
would
request
that
before
the
meeting
is
adjourned
this
evening,
that
the
council,
art
staff,
would
publicly
inform
the
citizens
of
the
community
on
the
record
of
the
estimated
minimum,
an
estimated
maximum
percentage
of
the
tax
increases
that
are
anticipated
in
the
city's
property
tax
rate
structure
in
order
to
service
the
debt
that
will
be
required
under
72
million
dollar
bond
issue.
In
order
to
make
the
required
annual
interest
in
principal
payments.
That
is,
repayment,
the
principal
72
million.

issue
is
the
timeline
for
filing
the
application
for
approval
of
the
bond
issued
with
the
North
Carolina
local
government
commissioned

resolution
adopted,
