council,

items

the
consent
agenda
under
Council

only

two
that
are
meeting

23rd

some
information
on
the
eight-week
agenda,
as
well
as
a
couple
of
items
in
terms
of
Staff
updates.

so
I
will
turn
it

I'm
going
to
start
with
a
review
of
the
May
23rd
city
council
agenda.
Also,
as
Deborah
mentioned,
there
are
several
items
on
the
consent
agenda,
the
majority
of
which
are
very
routine
in
nature,
so
I'm
going
to
go
through
those
items
by
exception
only,
but
please
feel
free
to
ask
questions
if
I
don't
cover
an
item
where
you
would
like
a
little
more
clarification
before
I
go
into
consent.
I
do
want
to
note
that
there
are
two
proclamations
scheduled
for
the
May
23rd
meeting.

The
first
is
recognizing
May
21st
through
27th
as
National
Public
Works
week
and
I
see.
We've
got
Greg
Schuler
on
today's
meeting,
but
this
will
be
an
opportunity
to
recognize
Greg's
team
for
the
great
work
that
they
do
throughout
the
year
and
then
also
recognizing
June
2023
as
pollination
celebration
month.

So
moving
on
to
the
consent
agenda,
I'm
going
to
start
with
item
G
item
G
is
a
really
good
news
item.
The
city
owns
just
over
33
Acres
off
of
80
Hardesty
Lane
at
the
rear
of
Azalea
Park
Asheville
GreenWorks
has
proposed
to
lease
1.3
of
those
acres
to
serve
as
a
growing
area
for
native
trees,
which
will
in
turn
be
provided
free
of
charge
back
to
the
city
for
City
purposes.
Under
the
lease
Greenworks
will
be
allowed
to
park
vehicles
on
the
designated
area,
while
they're
working
and
also
construct
an
8x8
shed.

Greenworks
is
working
with
the
city's
arborist
to
determine
the
exact
number
and
types
of
trees
that
will
be
planted
and
available.
Trees
that
are
not
needed
or
requested
by
the
city
will
be
made
available
for
planting
on
public
land
owned
by
Buncombe
County
other
jurisdictions
in
Buncombe
County,
as
well
as
non-profit
agencies.
So
just
wanted
to
note
that
really
exciting
opportunity.
This
is
proposed
to
be
a
1
near
lease
I'm.

Had
a
question
about
this
one
because
I
know
there's
always
a
concern
around
when
we
set
speed
limits,
how
do
we
enforce
it?
So
will
we
have
a
chance
to
ask
a
question
about
like
how
the
design
speed
is
going
to
be,
in
fact
impacted?
Not
just
the
limit,
for
example,
are
there
ways
to
tweak
the
way
that
stop
signs
are
located
or
narrowing
or
in
the
infrastructure
that
would
be
added
to
help
automatically
enforce
that
new
speed
limit.

I
know
for
certain
that
actual
speed
limit
signs
are
going
to
be
posted
referencing.
The
change
changes
to
the
speed
limits,
but
I
would
need
to
get
with
the
traffic
engineering
team
to
get
details
on
any
other
enhancements
going
in
on
those
streets
to
make
sure
residents
are
aware
of
the
changes.
I
know
that
the
transportation
department
typically
reduces
speed
limits
on
city
streets
based
on
a
request
basis,
and
they
respond
back
to
that
requester,
letting
them
know
that
the
change
is
being
implemented.

You
chime
in
quickly
that
the
multimodal
commission
has
been
actively
working
on
this
with
a
traffic
engineer,
Transportation
engineer
so
speed.
Limit
reductions
has
just
been
a
safety
theme
in
that
committee
this
year
and
to
my
knowledge,
none
of
the
discussions
have
include
any
infrastructure
changes
outside
of
signage.

Moving
on
keeping
with
the
transportation
theme
just
wanted
to
highlight
item
L
is
a
resolution
of
support
for
Planned
improvements
to
the
intersection
of
Sardis
and
Sand
Hill
Road.
Of
course,
artists
and
Sandhill
are
ncdot
roadways
and
that
specific
intersection
has
a
history
of
rear,
end
crashes
and
congestion.
Ncdot
has
planned
improvements,
including
pedestrian
signals,
a
crosswalk
right
turn
lane
at
the
westbound
Sardis
Road
approach,
relocating
a
traffic
signal,
pole,
sidewalks
and
curb
and
gutter.

Unless
there
are
questions
on
other
items,
I'll
quickly
highlight
that
item

is
setting
the
council
Retreat
follow-up
work
session
for
2
P.M
on
June
13th
in
the
city
council
chamber,
and
we
are
actually
going
to
have
a
more
detailed
conversation
later
as
part
of
today's
agenda
to
get
feedback
from
Council
on
how
you
would
like
for
us
to
go
about
planning
for
and
making
sure
we're
meeting
your
expectations
for
that
day.

Thank

We
have
right
now
they're
on
our
consent
agenda,
but
this
is
part
of
our
discussion.
We
have
two
proposed
resolutions
taking
a
position
on
legislation
that
has
been
introduced
in
all
cases,
I
think
voted
on
in
the
legislature
and
in
one
case
passed
by
the
legislature.
A
This
is
something
that
Council
has
done
from
time
to
time.
Take
take
a
position
on
pending
or
pass
legislation
in
the
North
Carolina
State
Legislature.
Obviously
we
don't
have
the
ability
to
vote
on
it,
but
on
the
legislation
itself,
but
for
us
to
take
a
position
on
it.
So
I'm
going
to
turn
this
over
to
councilwoman
Roney
to
discuss
these
resolutions
in
more
detail,
she
is
bringing
them
forward.

so

avoid
some
potential
confusion.
I
will
start
with
item
P
the
resolution,
affirming
our
support
for
Asheville's
lgbtqia
plus
Community,
originally
presented
in
February.
This
was
a
effort
of
cities
across
the
state
of
North,
Carolina
I
think
there's
some
strength
in
coordinating
efforts
so
that
we're
not
alone
in
this
work
and
I
also
have
heard
from
community
members
that
resolutions
are
not
the
work
I
agree,
but
these
are
an
opportunity
for
our
organization
to
establish
value
statements.

So
that
said,
we
did
make
some
changes
with
Community
Partners
and
editors,
to
update
lgbtq
plus
to
lgbtqia
plus
to
be
consistent
with
the
County's
previous
language
and
I
understand.
There
are
some
concerns
about
the
draft
language
supporting
drag
performance
and
I
would
just
ask
us
to
consider
that
this
is
a
value
statement
of
support
for
our
community,
which
is
in
the
scope
of
this
body's
work.

is
not
a
reflection
of
the
values
we
might
wish
that
our
entire
state
had,
but
this
suggestion
is
coming
from
Community
organizations
and
Community
Partners,
so
I
welcome
any
input
or
feedback
on
the
first
of
the
Proclamation
or
the
resolutions,
which
is
reaffirming
our
support
for
our
lgbtqia
plus
community
members.

guess
we
have

just
ask
this
in
the
past,
when
we
looked
at
doing
this,
it
was
explained
to
us
that
there
could
be
some
repercussions
that
would
be
potentially
worse
and
would
making
a
statement
actually
create,
potentially
more
harm.
Do
we
have
any?

everyone
on
Council
I
think
the
best
response
that
I
can
give
to
that
question
at
this
time
is
to
say
that
we
are
still
in
the
midst
of
the
general
assemblies
legislative
session,
and
although
we
have
passed
the
crossover
deadline
which
really
limits
the
amount
of
local
bills
that
can
be
filed,
we
are
still
for
probably
another
month
and
a
half.

Perhaps
in
the
midst
of
legislative
session,
we
are
monitoring
multiple
bills
right
now
that
have
already
been
filed,
some
of
which
would
be
very
helpful
to
the
city
of
Asheville,
some
of
which
would
be
very
detrimental
potentially
to
us,
as
well
as
other
municipalities
throughout
the
state,
we're
working
very
closely
with
our
legislative
Partners
in
other
cities,
as
well
as
our
lobbyists
and
the
league
of
municipalities,
to
try
to
Advocate
on
all
fronts.

What
I
would
implore
Council
to
do
is
always
give
consideration
anytime.
You
would
like
to
proceed
with
an
action
that
might
have
a
detrimental
effect
to
keep
those
matters
in
mind
this.
H
I,
don't
think
that
anything
has
changed
in
that
regard,
and
probably
the
only
time
that
I
would
suggest
we're
really
out
of
that.
Woods
is
when
the
legislative
session
is
closed,
probably
closer
to
the
end
of
summer,
but
again
the
substance
of
what
council
person
Roney
has
proposed,
or
certainly
one
that
we
value
and
I
believe
it's
in
council's
purview
to
approve
these,
as
you
have
done
in
the
past.
But
we
always
do
that
with
an
eye
towards
any
potential
ramifications
from
the
state
legislature.

On
our
community
that
we
that
we
would
stall
this
and
the
risks
of
not
having
a
value
statement,
especially
timed
with
other
municipalities
across
the
state,
is
a
missed
opportunity
to
build
Coalition
with
those
cities.
And
so
there
are
other
risks.
In
addition
to
isolating
ourselves
as
being
the
ones
who
are
not
presenting
value
statements
for
our
community.
I
And
so
is
there
more
to
be
said
about
which
cities
I
guess
I'm
just
behind
on
this
issue
and
I'm
sensitive
to
I,
very
much
want
to
affirm
and
support
I,
also
very
much
want
to
make
sure
that
we're
not
creating
harm
or
doing
something
vocally.
That
has
such
a
repercussion
that
we
might
regret
it.
So
is
there
more
information
available
on
what
other
cities,
or
can
someone
send
that
to
me
for
a
review
by
Tuesday.

Sure
I'm
happy
to
do
that.
Some
of
the
cities
that
were
the
ones
that
passed
it
in
February,
alongside
with
the
quality
and
sea
support,
included,
carb,
Road,
Durham
and
Hillsborough,
but
that
list
may
have
grown
so
I'm
happy
to
follow
up.
I

A
I
I,
you
know
I've
had
a
chance
to
talk
to
our
lobbyist
and
with
Julie
Mayfield
in
the
legislature,
I
think
there's
always
the
risk
of
repercussion
and
Asheville
has
had
some
serious
legislative
repercussions
in
the
past
unprovoked
at
times,
and
but
the
waters
are
calmer.
Now,
in
terms
of
of
those
kind,
that
kind
of
legislation
that
we've
seen,
for
example,
you
know
trying
to
take
the
water
system,
the
airport,
removal
of
the
etj
extra
territory,
zoning
jurisdiction,
prohibiting
water
transfers,
there's
a
whole
bunch
of
legislation.
A
That's
already
happened
to
us
that
has
now
you
know.
It's
already
happened.
What
I
think
I
can
glean
that
would
be
our
biggest
risk
and
that
we're
weighing
here
one
is.
You
know,
I,
think
it's
very
important
for
us
to
support
our
community
here
in
Asheville
and
continue
to
maintain
our
position
that
we're
in
open
and
welcoming
Community.
We
have
done
that
consistently
and
I.
Think
that's
really
important.
So
to
me,
these
resolutions
are
in
that
vein.
It
is
not
because
the
republican-controlled
legislature
will
listen
to
these
resolutions.
A
I,
do
not
think
that
is
the
case
they're
going
to
make
a
decision
whether
or
not
to
pass
the
legislation
pending
in
the
Senate.
None
of
this
has
been.
Finally,
you
know
it's
not
there's
no
final
vote.
Yet
it's
not
even
clear
it'll
come
up
for
a
vote,
but
I
don't
know
that
the
legislature
will
listen
to
us
in
doing
it.
That's
not
why
I
would
vote
on
these
resolutions.
I.
Think
if
you
want
to
weigh
the
the
real
the
real
probability
here
is
that
we
will
not
get.

Unfortunately,
those
are
the
kinds
of
that's
the
situation
where
we're
put
in
the
and
the
other
one
was
around
parking,
Revenue
flexibility
that
there
was
a
bill
pending.
That
would
have
allowed
us
greater
flexibility
with
our
parking
Revenue,
so
I
mean
I,
think
it
I
think
it's
and
Brad.
Maybe
you
can
think
of
any
others
that
were
pending,
but
those
are
the
two
that
I
recalled
I.
Think
the
civilian
crash
investigator
bill
is
the
one
that's
the
most.

That
was
the
most
likely
to
pass
the
session
and
is
still
pending.
So
we
have
and
there's
some
other
threats
that
are
still
looming
out
there
in
terms
of
short-term
rental
regulations.
Maybe
you
would
agree
with
that.

the
legislature
going
to
at
punish
us
if
you
will
that
that
is
hard
to
know,
but
but
it's
a
possibility-
and
we
know
that
because
it's
happened
to
us
before
so
you
know
that
that
I
think
it's
not
a
fair
situ
position
to
put
us
in
when
it
comes
to
this
kind
of
you
know
it's
not
it's
not
fair
for
us
to
have
to
pick
one
interest
against
another,
but
that's
what
it
is.

I
To
your
knowledge
are
other
cities
that
councilman
Roney
mentioned.
Are
they
doing
this
now?
Are
they
making
supportive
statements
now
or
are
we
referring
to
studies?
Did
this
in
February.

need
to

check

my
Mayors
and
see
if
any
of
them
have
passed.
It
councilwoman
Rooney
may
be
more
up
to
date
on
that
I
have
not
I've
not
heard
one
way
or
not
the
other

Usual
Suspects
on
this.
This
type
of
resolution
would
be
Chapel,
Hill
and
Carrboro,
so
I
can
reach
out
to
them
and
see.

Durham
has
also
passed
this.
One
of
the
things
that
also
came
up
is
As.
North
Carolina
is
becoming
under
the
microscope
around
whether
or
not
we
are
a
great
place
to
live,
work
and
visit.
What
is
the
impact
on
Asheville
if
we
are
stay
quiet
on
this?
And
people
no
longer
feel
that
they
should
grow
their
business
here
or
bring
their
business
here
if
they
should
choose
to
grow
a
local
business,
for
example,
or
if
whether
or
not
people
should
visit
so
while
it's?

would
take
more
time
to
look
at
the
economic
impact
of
not
doing
this
I
have
not
forgotten
what
happened
with
House
Bill
2
and
that
we
almost
lost
basketball
and
and
other
economic
opportunities
for
our
community,
because
we
chose
not
to
stand
with
the
other
municipalities.
In
that
case,
it
was
Charlotte.
I

Clarity,
I'll
jump
in
yeah
I,
guess
to
me
that
the
economic
impact
is
important
and
I
think
that's
nice
to
bring
up,
but
I
connect
to
this
more
on
just
the
fact
that
this
is
a
really
really
scary
time
in
our
in
our
state
to
be
lgbtqia
to
be
female.
I
know
we're
going
to
look
at
another
Proclamation.

Also
so
I
think
just
there
is
a
lot
of
leadership
and
showing
support
and
solidarity
and
I
think
the
rationale
that
we're
hearing
about
the
strategy
of
what
are
the
risks
versus
versus
what
are
the
benefits
is
really
important.

think
we're
elected
to
weigh
way
way
through
those
really
hard
things.

I
kind
of
have
a
question
like
one
I
just
appreciate
hearing
like
what
the
risks
are
of
what
bills
are
currently
in
motion
over
the
next
month
and
what
what
could
be
at
stake
and
then
I
hear
the
benefit
which
I
feel
very
deeply
of
being
able
to
really
connect
to
our
neighbors
and
be
like
we're
with
you.
We
know
this
is
a
really
intense
time
and
we
as
Leaders
support
you
that's
a
huge
benefit
to
me
and
Kim.

to
this
like
collaborative
potential,
but
I
don't
really
understand
what
that
actually
means.
So
I
I
hear
that
it's
a
value
statement
and
that
is
important
to
me,
but
as
I'm
weighing
kind
of
those
risks.

what
the
collaboration
strategy
is
for
impact?

might
help
kind

me
understand.

the

tremendous

responsibility

statements

community

to

is
the
coordination
with
cities
across
the
state
so

we
aren't
in
these
solo
fights,
but
really
building
that
Network
for
economic
development,

human
and
civil
rights
and
for
what's
possible
for
the
state
of
North
Carolina.

it's
a
really
scary
time
right
now

a
lot
of
people
and
I
think
as
Leaders
weighing

risk

Neighbors
and
constituents
right
now
about
how
life-threatening
a
lot
of
this
really
feels
to
them
makes
me
inclined
to
be
really
loud
about
what
I
believe
and
the
value
statements
kind
of
ring.

love

staff

work
on

little

the
resolution
regarding
really
reaffirming
the
gender
affirming
full
spectrum:
reproductive
Health
Care
access.
This
is
something
that
is
pulling
from
our
previous
language
that
we've
used
to
support
and
to
affirm
access
to
reproductive
Health.
Care
I've
also
included
some
language
from
mayor
Damon,
Styles
and
Carrboro,
and
elieza
prasada
and
carbo
that
have
already
passed
this
this
week.
So
thanks
for
their
support
and
helping
to
craft
some
updated
language
once
again,
there's
some
benefit
to
coordinating
efforts
with
other
North
Carolina
municipalities.

I'm
open
to
any
feedback
or
suggestions
on
what
we
might
need
to
make
edits
for,
or
how
to
strengthen
this
or
seen
in
a
different
way.

think
it
would
be
helpful
if
this
one
could
be
included
and

our
position
on

fighting

opportunities
because
of
value
statements
like
this
one

really
ensure
people
that
the
work
continues
in
the

resolved

accommodation
for
our
local
delegation
that
voted
against
Senate,
Bill,
2
and
supporter
of
Governor
Roy
Cooper's
decision
to
veto,
which
was
overridden,
but
I
have
been
reminded
that,
while
this
is
a
very
tense
in
trying
time,
it
is
also
an
opportunity
to
remind
people
in
our
community
that
gender,
affirming
full
spectrum
reproductive
care
is
still
accessible
in
North
Carolina,
though
it
is
limited
and
there's
a
concern
that
it
could
be
further
limited.

meeting
to

at

are
two
substantive
items
on
the
agenda.

an
update
on
the
affordable
housing
plan
and
just
for
this
group's
knowledge,
I'm
really
excited
to
say
that
the
RFP
was
actually
advertised
on
Monday
of
this
week
to
select
a
firm
to
update
the
city's
affordable
housing
plan.
And
then
there
will
also
be
a
policy
discussion
on
whether
land
use
incentive,
Grant
applications
should
be
considered
for
micro
apartment
projects
or
if
we
should
consider
pausing
consideration
of
micro
Apartments
until
the
afford
housing
plan
updates.

land
use
incentive,
Grant
policy
in
the
upcoming
fiscal
year.
