Suicide
Prevention,
Week

know.

the
past
decade,
and
whereas
it
is
estimated
that
there
over
1.1
million
suicide
attempts
each
year
and
whereas
in
2017
North
Carolina
experienced
1406
deaths
by
suicide,
whereas
over
90
percent
of
the
people
who
die
by
suicide
have
a
diagnosable
treatable
mental
health
condition.
Although
often
that
condition
is
not
recognized
or
treated,
and
whereas
the
stigma
associated
with
mental
health
conditions
and
suicidality
works
against
suicide
prevention
by
discouraging
persons
at
risk
for
suicide.
From
seeking
life-saving
health
and
further
traumatizes
survivors
of
suicide
loss
and
people
with
lived
experience
of
suicide.

we
know
that
this

remembrance

imagine

the
horrors

9/11
or
happening
here
in
our
beautiful
city
every
day,
because
that
is
what's
happening
in
many
parts
of
the
world?

celebrating
International
Day
of
Peace
over
at
the
new
Elder
and
stage
community
garden
over
on
page
Avenue,
and
on
that
day
we're
going
to
be
installing
our
first
peace
pole
there
and
written
on
the
peace
pole

be,

prevail
on
the
earth
and
will
be
in
English,
Spanish,
Korean
and
Cherokee
languages.

Asheville
Police
Department
open
data.
We

going

however,
hear

our
interim
fire
chief,
but

it's
key

a
little
bit
about
Asheville's,
prepared
preparing
process
for
the
hurricane
I
know
this
is
probably
all
of
us
here
are
going
to
be
last
in
line
to
get
gas,
but
I
still
hope.
We
thought
people
might

to
hear
how
the
city
is
preparing
for
this
hurricane.

our
public
works

To
answer

So,
as
you
are
well
aware,
there's
a
hurricane
headed
west
in
the
Atlantic
at
least
one
there's,
actually
three
that
are
in
the
Atlantic
at
this
point,
but
it's
strengthened
as
a
major
hurricane.
It's
a
category
four
at
this
point.

One
of
the
biggest
things
for
us
to
remember
at
this
point
is
that
the
4k
forecast
is
subject
to
change.
It
is
definitely
a
prediction
and
as
they
as
a
prediction,
it
is
subject
to
move
in
different
directions
and
there's
all
sorts
of
models
out
there,
as
y'all
have
seen
that
it
could
come
straight
for
us
or
it
could
go
north
or
back
west.

This
is
the
most
up-to-date
storm
track
that
we
currently
have
as
it
as
you
can
see.
It
begins
to
impact
North,
Kona
Coast
around
Friday
to
a
image
and
then
Sunday.
It's
parked
pretty
close
to
Raleigh
Rocky
Mount
area
of
North
Carolina,
that's
the
center
of
the
track.
Obviously,
that
can
go
either
direction
and
as
the
track
increases
in
width,
the
probabilities
increase
as
well.
So
we
know
less
the
further
down
the
timeline.

The
earliest
reasonable
arrival
time
for
the
tropical
storm.
Winds
are
around
Thursday
around
8
o'clock.
For
us.
If
the
track
continues
like
it
is
rainfall
through
next
Tuesday.
Excuse
me
the
18th.
It's
2
to
4
inches
for
our
region.
This
current
was
forecast,
as
you
can
kind
of
see,
the
direction
that
the
expected
storm
is
going
to
take
with
the
red
and
purple
areas
and
the
coastal
and
Piedmont
sections.

So
any
cost
that
we
incur
relate
to
this
storm
as
it
gets
closer.
So
we
can
hopefully
get
FEMA
reimbursement
and
down
the
line.
If
that's
possible,
preparing
our
workforce,
they
need
to
know
what's
expected
of
them
and
then
that
allows
them
to
prepare
their
home
and
family
as
well.
And
lastly,
for
me,
the
AFD
we've
been
requested
already
Biocon
emergency
management
to
deploy
some
resources
and
also
to
make
preparations
for
other
resources
to
deploy
and
assist
in
the
state's
response
to
the
storm.
But
that
like
to
recognize
mr.
P
Evening,
much
like
chief
Burtynsky,
alluded
to
we're
doing
the
same
thing
here,
watching
the
weather
patterns
and
the
storm
tracks,
and
and
and
and
trying
to
make
the
best
predictions
based
on
their
predictions.
It's
just
one
time
as
far
as
the
operation
of
the
reservoir
we're
under
normal
flood
operation
plan
right
now,
the
normal
level
for
us
this
time
of
year
is
down
at
five
and
half
feet
below
full
pool
we're
actually
about
six
feet
below
full,
full
right
now
and
we'll
make
adjustments
as
we
need
to
going
forward.

the
current
forecast,
I
think
we're
going
to
be
in
good
shape.
We've
got
a
lot
of
capacity
and
like,
of
course,
the
big
embankment
projects
going
on
now,
so
we've
got
barges
on
the
water
at
the
same
time,

we're

to
balance
that
with
the
weather
and
the
work
going
on
at
the
same
time,
but
if
nothing
drastic
changes,
I
think
we're
going
to
be
fine.

comprehensive
emergency
management
plan
discusses

EOC
operations
and
we
begin
at
level
three
which
would
occur
once
we
determine
that
we
are
going

fill
significant
impacts
from
the
storm,

department
directors
and
key
personnel
as
the
storm
begins
to
impact
our
city
a
level
one
would
be
the
worst
case
scenario
that
would
be
a
catastrophic
impact
to
our
infrastructure.
So
I
just
wonder
it's
part
of
our
emergency
management
plan
and
then
for
our
residents.

suggest
that
they
begin
to
prepare
their
homes
and
family
and
just
be
ready,
and
this
should
occur
all
the
time,
because
whether
it's
unpredictable
along
with
other
things,
so
there's
great
information
located
on
the
ready,
NC
gov
web
page.
They
allows
folks
to
prepare
and
plan
for
these
type
of
events
would
also
like
to
encourage
our
residents
and
visitors
alike,
along
with
business
owners,
to
sign
up
for
the
AVL
alert
system,
and
that
can
be
done
on
our
coa

the
city
of
Asheville
website.

that
take
them

sign

takes
about
three

five
minutes

us

send
out
alerts

evacuations

sort

released

data
and
crime
data

APD
has
created

open

web
page
with
a

it
a
lot
easier
to
get
access
to
police
data
policies
and
reports.

citation

arrest
data
is

estimated
release
in
mid-november,
due
to
some
turnover
at
the
county
in
their
IT
department,

set

to
figure
out
the
best
way
to

name.
River
arts
place
portion
of
river
side
drive
is
being
realigned

construction
of
a
new,

new
roundabout
and
it
will
move
Riverside
Drive
further
towards
the
river,
and
this
leaves
of
remnant
of
the
existing
Riverside
Drive
left
over
as
a
separate
piece
of
road
as
a
separate
piece
of
road.

a
separate
street
name
and
the
proposed
street
name
is
River
arts
place.
Several
community
groups
and
organizations
have
been
involved

this
renaming
request
inside
your
agenda.

meeting

the

What

can
see
that
is
further
south
and
down
that
corridor
location
barbed
road
has
been
transitioning
fairly
quickly
and
in
some
areas
the
zoning
has
not
kept
up
with
this
transition.

This
parcel
and
the
adjacent
parcels
are
rs8
single-family
high-density.
However,
staff
feels,
and
particularly
the
parcels
that
are
fronting
on
Brevard
Road,
probably
should
be
redeveloped
and
a
higher
density,
more
mixed-use
pedestrian
fashion.
So
we
feel
that
the
RS
is
selling
district,
it's
probably
not
appropriate
again,
and
particularly
to
the
parcels
that
are
directly
adjacent
to
Brevard
Road
and
it's
ensure
the
staff
report.
Obviously
it
was
in
relation
to
highway
business
just
want
to
give
you
a
quick
couple
points:
the
differences
between
CB
2
district
and
the
highway
business.

The
CBD
test,
cb2
district
is
more
community
scale,
for
instance
the
maximum
building
size.
There
is
45,000
square
feet
as
within
the
highway
business.
It's
200,000
square
feet.
One
of
the
large
things
is
the
location
of
the
parking
in
the
CV
2
district.
The
parking
has
to
be
the
side
or
the
rear
of
the
structure.
There
are
no
placement
standards
in
the
highway
business
district
building
height
in
the
CB
2
is
40
feet
highway
business
at
60
and
uses
there
are
still
wide
range
of
mixed
uses
that
are
allowed
in
the
CB
2
district.

This
project
was
heard
by
the
Planning
and
Zoning
Commission
on
June
6.
2018,
now
note
at
that
time
the
request
was
for
highway
business,
but
it
did
was
recommended
for
approval
unanimously.
There
was
one
member
from
the
general
public
that
spoke
had
concerns
with
the
compatibility
with
the
existing
single-family
uses
that
are
in
that
area.
Right
now,
our
living
Asheville
comprehensive
plan
identifies
this
area
of
urban
corridor,
which
the
cb2
district
would
fit
that
description.

It
is
described
as
a
workhorse
street
for
transportation,
commercial
activity
and
Asheville
recommends
the
redevelopment
over
time
in
the
form
of
mixed-use
residential
commercial
office
and
places
emphases
on
pedestrian
friendly
amenities.
Another
thing
to
note
at
the
time
of
this
application
was
submitted
are
the
current
comprehensive
plan
was
not
adopted.
Sissors
was
actually
submitted
underneath
our
old
comprehensive
plan.
However,
that
comprehensive
plan
had
similar
goals
for
this
area
also
feel
it
aligns
with
a
number
of
council
vision,
considerations,
a
well-planned
community
again
with
the
placement
of
parking
and
the
scale
of
the
building.

We
feel
fits
this
area
quality,
affordable
housing.
It
allows
for
higher
density
than
the
rs8,
which
is
generally
associated
with
affordable
housing.
One
other
thing
to
note
is
there:
it
will
be
a
30
foot,
vegetative
buffer,
that
is
required
for
any
areas
where
it
is
adjacent
to
the
RS
districts.
Where
this
parcel
is
adjacent
to
the
yellow
area,
there
will
be
a
vegetative
buffer
that
is
required,
but
all
in
all
staff
finds.
This
is
a
reasonable
request.
Consistent
with
the
city
adopted,
plans
and
strategic
goals
of
the
same
I'd
be
happy

revisions

incentive,
grant
policy

on

books

number
of
years
we
actually
have
had
had
six
approvals
of
the
land
use
incentive
grant
by
council
and
to
this
at
the
state
time.
None
of
those
have
been
executed.
So
again,
it's
not
the
grant.
It
works
that
you
pay
your
permit
fees
at
the
completion
of
your
project
and
the
certificate
of
occupancy.
You
apply
for
and
receive
a
grant
equal
to,
whatever
your
incentive
was
for
permit
fees
on
an
annual
basis.

property
taxes
and
then
apply
for
and
receive
a
grant
after
confirmation
that
the
benefit
is
achieved.
You
would
receive
those
property
taxes
back

This
year,
the

affordable
housing
advisory
committee
made

number

recommendations
which
staff
then
followed
up
with
developers
to
check
to
a
reality
check
on
these
and
generally,

recommendations
that
went
from
staff
to
the
housing
Community
Development
Committee
also
did
pass
muster
with
the
majority
of
developers
who
would
be
looking
to
excess.

programs
I'm
just
going
to
briefly
review
the
major
changes
rather
than
all
the
of
this.
That,
probably
one
of
the
more
significant
is
that
the
minimum
period
of
affordability
that
you
would
that
a
developer
would
need
to
promise
for
their
affordable
or
workforce
units
is
recommended
to
increase
from
15
years
to
20
years.

this
is
a
response
to
concerns
in
the
community
and
on
council
that
that
time
passes
quickly
and
that
the
longer
the
the
incentive
lasts,
the
more
beneficial
it
is
to
the
community
and
the
residents
who
are
served
by
that
and
added
a
new
section,
which
is
essentially
a
bonus
section
that,
if
a
developer
that
so
the
the
baseline
is
housing,
that's
affordable
to
households
at
80%
of
area.
Median
income
based
upon
that
straight-line
math
calculation,
that
that
someone
should
pay
no
more
than
30%
of
their
income
for
rent
act.

levels
of

whatever

of

you

and

percent

qualifying

added
recommendation

transit

of
job
centers.

will

include

centers
that

defined
in
the
comprehensive
plan
where

applicant

make
a
case
that
their

location
is
convenient
for
residents
to
get

job
centers.

of
that
as
a
key
component
of
housing
that
is
truly
affordable
for
people
and
finally,
in
terms
of
the
point
system,
then
recommending
that
the
total
number
of
points
that
an
applicant
would
be
able
to
obtain
would

200
points

opposed
to
140,
and
each
ten
points
represents
one
year
of
grant
of
city
of
Asheville
property
taxes
available.
So
a
project
would
need
to
be
very
affordable
and
very
efficiently
located
in
order
to
qualify
for
those
two
points.

economic
development
tools

critical

building

ladder

social
and
economic
mobility

sustainability
in
our
community
there's
perceived
gap
in
the
existing
business
and
service
provider
network
regarding
access
for
capital
for
small
and
minority
businesses.

city
can
support
a
strong
public/private
partnership
to
help
diversify
our
business
ownership
by
participating
in
this
initiative,
and
so
that's
what
we've
been
working
to
do
since
the
adoption
of
the
strategic
plan
staff
isn't
working
with

lending
agencies.
Mountain
biz
works
self-help
and
Carolina
Small
Business,
Development,
Center
and
Buncombe
County
to
design
the
program
through
this
process,
the
city
and
its
partners,
design
a
gun
and
reporting
requirements,
system,
legal
documents,
roles
and
responsibilities
and
key
services.
These
components
are
serviced
summarized
in
the
allocation
of
services
and
duties.
Agree
with
the
mountain
community.

Partners
will
begin
to
market
the
fund
and
process
loan
applications
as
part
of
the
partnership.
Each
lender
will
provide
quarterly
reports
with
financial
performance
and
data
about
their
borrows,
including
demographic
business

job
information
to
the
city's
program.
Metrics

minority-owned

also
relates
a
partnership
with
Buncombe
County
to
provide
access
to
capital
for
small
businesses

providing
pooling
funds

serve

collateral
for
these
loans.

ongoing
staff
support
and

we
move

the
future
fiscal

city
has
committed
a
$250,000

a

forgivable

additional
collateral

loans
to
small
businesses.
Part

the
program
which
will
enable
the
lenders
to
make
loans
that
they
would
otherwise
not
have
been
able
to
make
the
funds

this
loan
were
included
in
the
city's
adopted
2016-17
budget
and
have
been
carried
forward.

Since
then,
as
part
of
the
city's
assigned
fund
balance,
Buncombe
County
previously
committed
funds,
the
program
again
has
been
slow
to
get
done
because
it's
so
many
moving
parts.
They
are
now
reconsidering
and

next

we'll
have
a
consideration
of
making
a
$200,000
commitment
to
the
program
as
well.
