first

really
say

bunch

teenagers
here,
but
you
guys
actually
know
how
to
silence
your
cellphone's,
which
is
the
advantage
if
you
have
over
the
older
folks.
But
first
do
that
and
then
the
other
thing
I'm
going
to
mention
is
that
we
we
do
have
a
request
to
continue
the
flatiron
item,
a
flatiron
building
item
under
public
hearing.

The
first
item
on
our
agenda
tonight
is
our
honor
to
recognize
the
city
of
Asheville
Youth
Leadership
Academy
students,
which
is
why
we
have
so
many
folks
here
tonight
and
I
am
first
going
to
tell
you
just
a
little
bit
about
the
Kayla
program,
which
is
the
city
of
Asheville
Youth,
Leadership
Academy.
If
we
call
it
Kayla,
it
was
created
in
2007
and
it
prepares
Asheville's
youth
for
future
employment.
The
program
focuses
on
leveraging
relationships
with
nonprofit
agencies,
businesses
and
the
community
to
provide
meaningful
career
oriented
internships
for
students.
A
Kaela
leaders
are
motivated
high
school
students
who
attend
Asheville,
High,
School,
sill,
sanur,
bumpkin,
County
Schools
and
are
recommended
by
community
partners,
including
the
Asheville
City
Schools
avid
program.
My
daddy's
sister
taught
me
that
vamos
and
the
Irwin
Heights
High
Career
Academy,
the
majority
of
Kayla
students
will
be
the
first
in
their
families
to
attend
college
and
many
have
overcome
significant
barriers
to
reach
that
goal.
Kayla's
vision
is
that
all
Asheville's
youth
have
opportunities
to
learn
the
career
demands
skillsets
and
qualifications
necessary
for
future
employment.
A
In
short,
the
purpose
is
to
support
students
as
they
find
their
purpose
long
term.
The
hope
is
to
encourage
students
to
encourage
talented
young
students
to
return
to
Asheville
after
college,
while
in
citing
their
passion
to
and
grow
to
grow
our
entire
community
to
support
this
goal.
The
city
has
now
developed
a
three-month
fellowship
program
intended
for
Kayla
alumni,
who
have
earned
a
college
degree
and
returned
back
to
the
city
to
launch
their
career
before
I
invite
two
of
the
current
Kayla
students.
To
make
a
few
remarks.
A

would
like
to
thank
the
entire
group
of
students
who
are
here
in
the
council
chamber
tonight.
This
year
you
have
taken
a
deep
dive
to
learn
about
racial
equity.
You
have
created
clubs
that
support
your
peers.
You
have
mentored
middle
school
students.
You
have
spoken
out
about
the
achievement
gap
and
the
environment.
You
have
balanced.
The
demands
of
a
rigorous
course
load
help
part-time
jobs
that
support
your
family,
earned,
honors
and
athletics
and
extracurricular
activities
and
applied
and
were
accepted
to
colleges
across
the
state
and
region.

the
city
of
Asheville
used
the
Leadership
Academy
known
as
kala
has
opened
so
many
opportunities
for
me
as
a
student,
it
really
helped
me
engage
with
my
community
and
helped
me
work
the
parent
you
when
mark
de
alcalá
Williams
my
supervisor
last
summer,
I
really
got
to
see
what
ash
ville
was
like
and
meet
people
and
really
network
with
other
people
around
me.

Ivo
Tyson
and
I'm,
a
junior
at
the
School
of
in
Korean
Life
Sciences,
a
tional
I
want
to
start
by
saying,
thank
you
to
all
of
you
for
allowing
this
amazing
opportunity
for
myself
and
my
fellow
peers,
as
we
have
learned
a
lot
about
ourselves
and
each
others,
and
about
different
things.
In
our
city
last
summer,
I
was
going
to
the
opportunity
to
intern
at
the
YMCA
for
nutrition.

Within
this
internship
I
was
able
to
go
to
a
lot
of
different
housing
communities
around
Asheville
and
be
able
to
feed
students
who
aren't
able
who
don't
have
access
to
food
over
the
summer.
The
oftentimes
rely
on
school
food,
and
in
doing
so,
we
also
taught
them
about
nutrition
as
many
predominantly
African
Americans.
We
don't
necessarily
always
know
about
nutrition.
We
don't
get
taught
that,
and
fortunately,
this
summer
I
have
the
opportunity
of
interning
at
the
French
bawd
Pediatrics
being
a
part
of
Calais.

These
past
two
years
has
allowed
me
to
identify
and
grow
and
seek
my
own
leadership,
abilities
and
I've
grown
up
with
a
single
parent.
My
mother
she's
worked
very
hard
to
raise
me
and
see
who
I
am
today
and
being
a
part
of
Kayla
I've,
been
able
to
learn
a
lot
about
myself
and
not
having
this
opportunity.
I
wouldn't
have
been
able
to
learn
that
so
once
again,
I
want
to
say
thank
you.
In
addition,
I've
been
able
to
apply
my
own
leadership
leadership
abilities
within
our
community.

example,
this
past
January
I
started
my
own
Club
through
the
IRL
program,
the
actual
middle
school.
It
was
called
leaders
in
action
and
the
whole
purpose
was
to
teach
students
what
leadership
is
and
what
a
leader
looks
like
and
that
you
can
be
a
leader.
It
doesn't
take
a
superhero
and,
in
addition,
I
just
truly
appreciate
my
Kayla
family
I
appreciate
all
of
the
opportunities
that
we've
been
able
to
have,
and
thank
you,
Miss
Erica,
and
thank
you
to
all
of
you
for.

we
got

hear
a
lot
more
from
several
of

your
experiences

how

experience

class

little
bit

building
safety
month
and
councilmen.

thank
the
mayor
and
the
council
for
recognizing
the
importance
of
building
safety
month.
By
doing
this,
Proclamation
you've
done
it
in
years
past,
and
it
means
a
lot
to
the
department
to
the
staff
into
the
community.
I
also
want
to
thank
the
city
manager's
office
for
their
continued
support
of
development
services.
They've
always
been
supportive
and
very
confident
in
our
department.
We
appreciate
that
as
well.
I
do
want
to
recognize
a
few
folks.
I'm
will
ask
them
to
come
up
for
the
proclamation.

our
business
services
specialist,

means
she
makes
things
happen
and
get
done
so
misty
is
very
important
to
the
department.

also

recognize
and
graham

with
the
city
for

many
years
now
and

plan
review
coordinator.
So
she
is
responsible
for
the
building
plan
review.
So
when
things
come
in
for
permitting
and
helps
those
those
get
done
and
get
out,
the
door
also
want
to
recognize

Korn

is
our
inspections,
coordinator
and
I
just
found
out
today
that
J
is
retiring
on
June
30th.

Mark's
name
is
on
every
permit
in
every
certificate
of
occupancy
that
comes
out
of
the

there's
a
lot
of
permits
and
a
lot
of
ceilings.
So
people
probably
know
his
name,
but
it's
not
sure
why
they
know
his
name
exactly
it.
Mark
I
want
to
really
recognize
him
for
his
accomplishment.
The
building
Safety
Officer
of
the
year,
which
was
presented
by
that
ICC
region,
a
that's,
a
four
state
region.
So
that's
that's
the
number
one
number
one
person
in
four
states:
that's
really
impressive!

something
I'm,
really
proud
of
and
glad
to
point
to
mark
and
his
accomplishments.
Mark's
combination
of
technical,
interpersonal
and
leadership
skills
are
extremely
important
to
development
services,
he's
able
to
navigate
the
world
of
regulatory
environments
and
difficult
decisions,
but
do
a
level
of
interpersonal
relationship
building
in
leadership.
That
I
think
makes
our
department
very
successful.
So
thank

us

and
we've
got
a
great
proclamation
coming
beyond
the
small
pieces
that
you
guys
hear
every
now
and
again,
the
phone
and
the
emails
I
always
try
to
rein
people
into
the
big
picture
right.

Council

critical
role

our
communities,
largely
unknown
protectors

Safety

encourages
all
Americans
to
raise
awareness
of
the
importance
of
safe
and
resilient
construction.
Now,
therefore,
is

city

our
city's
residents
value
our
state's
ocean
and
coastal
waters
which
provide
habitats
to
a
vast
array
of
wildlife,
including
endangered
mammals,
fish
sea,
turtles
and
birds
that
depend
on
a
healthy
and
clean
environment.
And
whereas
offshore
oil
and
gas
drilling
and
seismic
exploration
of
the
Atlantic
coast
put
these
coastal
resources
and
the
communities
and
industries
that
depend
on
them
at
risk.
From
all
spills,
intense
ocean
noise
and
other
damage.
And
whereas
expanding
offshore
oil
and
gas
drilling
and
seismic
exploration
threatens
coastal
stakeholders,
marine
wildlife,
human
health
and
climate.

Now,
therefore,
be
it
resolved
by
the
City
Council
of
the
city
of
Asheville
that
the
city
of
Asheville
supports
a
ban
on
new
offshore
oil
and
gas
drilling
and
seismic
oil
exploration
and
federal
and
state
waters
off
the
Atlantic
coast
and
to
no
new
federal
oil
and
gas
leasing
in
all
US
waters,
including
off
the
Atlantic
coast.
The
clerk
shall
forward
a
copy
of
this
proclamation
to
Acting
Secretary,
David,
Bernhardt,
governor
Roy,
Cooper,
US
senators,
Thom
Tillis
and
Richard
burr,
u.s.
congressman
Mark
meadows
and
Patrick
McHenry
and
any
other
interested
parties.

Good
evening,
mayor
and
city
council,
my
name
is
Kim
Roni
and
I
wanted
to
thank
you
for
the
resolution
that
councilman
Haynes
just
read.
It's
really
important
for
us
to
take
this
stand
with
the
fight
against
offshore
drilling,
but
on
our
same
consent,
agenda
I
see
that
we're
applying
for
a
grant
for
hybrid
vehicles
and
I
brought
this
up
into
the
transit
committee
meeting
last
week
that
that
seems
to
go
in
opposition
to
where
our
stated
goals
are
for
sustainability.
I
In
2017,
the
transit
committee
and
the
multimodal
transportation
commission
were
presented
with
information
about
transitioning
to
a
completely
electric
fleet
within
ten
years,
so
that
we're
already
two
years
into
what
that
would
have
been.
If
we
had
set
goals
for
ourselves
and
the
summary
statement
from
that
report
reads
quote:
the
city
is
required
to
purchase
buses
every
year
in
order
to
maintain
a
healthy
fleet.
Transit
vehicles
are
a
huge
capital
costs
that
each
demand
significant
resources
to
operate
for
their
12-year
life,
including
approximately
a
hundred
and
twenty
thousand
gallons
of
diesel
fuel.
I
In
order
to
align
its
commitment
to
climate
change
mitigation
and
carbon
reduction
goals,
the
city
should
resolve
to
transition
to
a
zero
emission
battery
electric
transit
fleet
within
ten
years.
I
know
that
each
of
one
of
you
is
aware
of:
what's
going
on,
we're
still
working
towards
moving
towards
our
electric
fleet,
and
there
are
challenges
I
just
wanted
to.
Let
you
know
that
we're
still
waiting
for
courageous
leadership
and
adopting
a
strategy
to
fully
electric.

Center
for
Biological,
Diversity

I
want
to
thank
Brian
councillor
Haynes
for
putting
forward
that
resolution
on
opposing
onshore
drilling
it
may
or
may
never
for
allowing
us
to
consider
it.
It
is
critically
important
that
we
show
a
united
front
here
in
North
Carolina
against
all
threats
to
our
state
economy
and
our
state
environment,
as
well
as
threats
to
the
climate.
So
I
know
you
know
many
people
think
one
of
the.
What
does
have
what
happens
on
the
coast?
How
does
that
affect
us?

But,
as
we
know,
it
does
not
only
through
our
state
economy
but
also
in
our
food
systems
and
of
course,
climate
change
knows
no
geographic
boundaries
whatsoever.
So
with
Trump's
executive
order
in
2017,
the
Atlantic
seaboard
is
actually
under
direct
threat
of
of
drilling.
For
the
first
time
we
may
see
some
of
the
five-year
lease
plans
come
out
as
soon
as
this
week.

putting

on
your
consent
agenda
and
also
I
wanted
to
just
kind
of
follow
up
on
with
a
lot
of
previous
speakers
said,
and
continue
to
push
to
lessen
the
demand
of
fossil
fuels
here

Asheville,

do
everything
we
can
to
transition
to
renewable
energy
as
quick
as
possible
and
to
lessen
the
demand
for
the
oil
that
would
come
out
of
these
wells,
because
that
is
the
one
way
we
can
actually
influence
these
policies.

effects
