advice

we
doing

may

best

initiatives

larger
properties
with
that
are
greatly
affected,
that
it
just
costs

much
more
to
clean
them.

if

to
tell

the
notification

notifying
people

graffiti

the
money

or
whatever

get
the

city
has
really
gone
above

beyond
to
get

never
seen

everybody
there,
and
it's
really
kind
of
meeting
our
promise
to
the
community
that
we
made
several
months
ago
around
that
we're
going
to
seriously
address
this

through
all

proposals
here
and
was
initially
leaning
towards

alternate
one,
as
Jan
said,
just
kind
of
biting
the
bullet
and
moving
ahead.
But
after
hearing
that,
okay,
maybe
there's
still
some
folks
out
there
who
somehow
haven't
heard
about
this.

got
me
to
thinking
and
I
wanted
to
float
this
past
council
tonight
around
being
able
to
keep
the
program,
as
is,
however,
well
yeah
go
ahead
and
october
first
notifications
begin,
but
to
amend
the
policy
to
allow
for
a
one-time
five
hundred
dollar
city
contribution
during
the
first
year
of
the
ordinances
enforcement
up
to
up
to
that
$300,000
cap
that
we
that
we
set.
So
it
would
still
allow
for
those
who
hadn't
heard
of
it
to
get
the
benefit
of
the
of
what
we've
been
offering
during
this
three-month
time.

idea
of
that,
because
that
after
Greg's
presentation

Public
Safety
yesterday
I
do
not
have
a
real
clear
one
that
I
was
going
for
other
than
the
option,
one
which,
regrettably,
this

this
would
be
a
way
of
continuing
the
process
and
may
not
be
a
full
year,
but
it
till
the
money
is
gone.

gone
relatively
unchecked
for
some
time
unless
the
property
owners
have
taken
action.

terms
of
tackling
the
large
ones,
apportioning
the
remaining
budget
and
setting
a
specific
amount
available
to
clean
up
the
large
ones
within
the
next
two
months,
because
one
thing
we
hear
staff
saying
is
that
it

important

get
these
larger
ones
down
quickly,
as
opposed
to
presidents.
Ten
months
from
now
when
the
European
runs
out.
So
if
you're
between
10
and
20,
I
would
suggest
maybe
apportioning
seventy
thousand
dollars
toward
cleaning
up
the
big
ones
so
10,000
per
per
piece
and
having
that
expire
60
days
after
October.

sense
about
this

opposed
this
program
from
the
beginning
and
I
appreciate
what
the
staff
is
done
to
work
on
this

Don't
deny
that
we've
done
a
good
job
here,
but
again
as
I
as
I
noted
when
we
first
addressed
this,
when
staff
came
back
to
us
with
what
is
effective
in
other
cities
in
North
Carolina
to
address
graffiti.
What
is
effective
is
to
find
they
let
the
property
owners
for
not
cleaning
it
up.
That's
what
works
elsewhere!
We
aren't
ever.

haven't
gotten
there
yet
here
and
that
maybe
we're
approaching
that
at
this
point,
but
but
what
I
see
with
this
kind
of
expenditure?
Okay,
we've
got
another
300,000
or
so
maybe
400,000.
Yet
we
haven't
spent
that's
15
to
22,
maybe
30,
affordable
homes
that
we
could
incentivize
under.
Our
current
process
is
not
affordable,
housing,
more
important
than
cleaning
up
somebody's
idea
of
art
and
and
and
if
its
private
property.

spending
tax
money
on
private
property
to
clean
things,

don't

when
I
look
at
the
pictures
that
you
showed
here,
the
pictures

the
remaining

big
projects.
Most
of
those
look
like
art

that
have
been
painted
over
under
this
program.

it

art

me

really
uncomfortable
with
the
idea
that
we're
expending
tax
money

we
could
put
toward

somebody's

people

expense

or
publicly
owned
property.

city
can
be
authorized
to
use
public
funds
to
assist

removal

apart
from
this
program,
so
there's
authority
in
the
ordinance
to
sort
of
go
where
you,
where
you're
looking
to
go.

one

have
four
things
to
say
where
I
got
them
very
simple
and
I
should
just
mention
it's
three
minutes

hearing

this
program,

sounds

me
minimally
effective
and
probably
not
a
long,
lasting
result,
because
I
think
when
it's
done
with
the
money
will
be
gone
and
the
graffiti
will
eventually
be
back
so
I
feel,
like
the
researchers
may
be
missing
before
it
was
ever
created.

It
took
me
about
five
minutes
to
research.
Preventive
methods
for
graffiti
one
is
what's
called
surface
armor
that
can
be
coated
on
a
surface
and
then
easily
removed
hunger
feed
a
riser
that
was
just
one
the
program.
One
of
the
reasons
for
the
program
presented
was
that
high
crime
coincides
with
high
graffiti
areas.
I
also
found
that
high
graffiti
air
is
also
coincide
with
on
low
employment
among
youth.

So
I
was
looking
at
more
diplomatic
city
solutions
that
cities
have
done.
San,
Francisco
and
Waterloo
fall
into
this.
They
have
hired
local
artists
to
create
murals
in
places
where
graffiti
is
a
recurring
problem
and
the
artists
who
will
create
the
graffiti
see
them
as
art
and
do
not
retag
that
place
generally
and
it
seems
a
whole
lot
more
effective
than
putting
shoddy
paint
jobs
that
actually
make
a
building.
Look
a
little
bit
older
and
less
owned.

good
place
to
paint
graffiti,
and
my
last
thing
to
say,
is
the
I'm
wondering
about
the
areas
of
where
graffiti
is
the
most
an
issue,
because
it
seems
like
downtown
with
historical
buildings
and
looking
aiming
for
a
and
span
effect.
It
would
be
appropriate
to
try
to
remove
graffiti
and
somewhere
called
the
River
Arts
District.
It
may
be
that
graffiti,
some
graffiti,
that's
not
obscene,
could
be
approved,
as
art
may
be,
at
the
discretion
of
the
property
owner.
As
long
as
the
city
doesn't
see
it
as
a
lewd
image.

see
graffiti
around
town,
occasionally,
but
more
often

see
tree
pits
with
six
inch
holes
where
hazardous
sidewalks
are
so
people
on
Walker's
in
wheelchairs,
on
in
Cannes
and
with
low
vision.
That's
where
I
feel
insecure
so
on
this
graffiti
issue
graffiti
often
is
a
voice
of
dissent.

if
you've
been
sued
on
that,
but

know
elders
who
have
fallen
and
it's
a
clear

present
danger
and
I
would
say
redirect
your
concerns
from
painting
over
what
some
people
might
consider
artwork
and

defacing

think
our
sidewalks
are

defacement
and
an
insult
to
the
elders.
