I
will
turn
it
over

you.

I
would
add,
though,
that
the
majority
of
our
time
today
is
going
to
be
spent
on
following
up
on
your
strategic
priority
goal
of
setting
work
session
so
Rachel
take
it
away.

I'm
going
to
start
with
a
review
of
the
June
27th
city
council
agenda.
We
do
have
one
Proclamation
scheduled
for
next
Tuesday
and
that
is
highlighting
July
as
Parks
and
Recreation
month
under
consent,
as
is
typical
I'm
going
to
highlight
a
few
items,
but
please
feel
free
to
ask
questions
on
other
items
that
I
may
not
mention
the
first
item.
I'm
going
to
bring
up
to
the
group
is
item
D.
This
is
a
contract
for
biohazardous
Waste
cleanup.

After
the
contract
was
approved
in
February,
City
staff
became
aware
of
a
misunderstanding
in
the
bid
unit
pricing,
and
this
did
not
become
evident
until
after
we
started
receiving
quotes
for
individual
projects
from
the
vendor.
We,
the
city,
requested
a
bid
for
project
hours
in
the
selected
vendor,
misinterpreted
that
and
thought
that
meant
staff
hours,
so
that
was
a
big
differentiation
in
pricing
staff
were
unable
to
come
to
an
agreement
on
unit
price.

In
a
way
that
honored
the
legal
obligations
of
the
original
bid,
and
so
the
project
had
to
be
rebid,
interestingly,
though,
the
original
awardee,
whose
stera
clean
revised
their
bid
and
were
again
the
low
bidder,
both
purchasing
staff,
as
well
as
public
work
staff
that
can
have
consulted
with
Sarah
clean
to
ensure
we're
all
on
the
same
page
with
pricing
and
contract
terms,
and
so
this
is
just
an
update
to
that
contract.
That
was
originally
approved
in
February,
with
the
same
vendor
for
biohazardous
Waste.

I
thought
there
might
be
a
time
for
questions
for
that.
So
since
we
haven't
had
a
contract,
how
have
we
been
implementing
the
you
know,
downtown
and
and
City
cleanliness
projects
that
we've
scheduled

know.
We've
had
some
events
with
partners.

volume
and

ability
to
respond
as
quickly
as
possible,
that's
why
we
won't
be
a
digital
assistance
in
with
this
contract.

know
that
one
of
the
things
that's
come
up
in
the
past
is
when
we
make
contracts
so
big.
It
makes
it
harder
for
smaller
mwbe
contractors
to
participate
and
I
wondered
if
we're
doing
that
again
is,
is
having
smaller
contracts
a
way
to
open
up
the
door
for
more
mwpe.
Is
this
current
contract
in
wbe
business.

Barring
any
additional

that

This
is
a
resolution
authorizing
a
10.6
million
dollar
contract
with
ratp
Dev
for
fiscal
year
2024..
This
contract
was
included
in
the
adopted
fiscal
year.
2024
budget
and
I
just
want
to
note
that
this
is
the
final
renewal
of
this
contract.

So
back
in
2017
is
when
city
council
approved
the
original
contract
with
ratp
Dev,
and
a
new
request
for
proposals
will
need
to
be
developed
this
fiscal
year,
because
this
is
a
two-year
contract
renewal,
so
in
FY
2025
that
will
be
our
last
year
with
ratp
Dev.
So
staff
will
be
working
on
developing
that
new
RFP
in
consultation
with
I
believe
the
planning
and
economic
development
committee,
as
well
as
mmtc
and
other
groups
over
the
course
of
the
next
fiscal
year.

Sure
the
purpose
of
this
item
is
to
address
an
exception
in
the
current
ordinance.
That
does
not
specify
a
time
period
for
how
long
bicycle,
strollers,
carts
and
other
means
of
personal
Transportation
can
be
affixed
to
city
property,
namely
on
City
bicycle
racks.
You
may
recall
this
item
was
first
brought
to
the
city
council
at
your
April
11th
meeting.
The
item
was
pulled
from
consent
and
then
referred
to
mmtc
for
their
consideration.

Mmtc
heard
the
item
at
their
May
24th
meeting
and
voted
unanimously
in
favor
of
the
proposed
revision,
with
with
one
note
that
they
wanted
to
update
the
number
of
hours
for
the
storage
period
from
72
hours
to
168
hours,
which
is
equivalent
to
seven
days.
So
the
proposed
amendment
requires
a
first
reading
which
will
occur
at
your
June
27th
meeting,
followed
by
a
vote
to
consider
the
amendment
at
your
July
25th
meeting
council
member
Rooney.

a
couple
of
things
have
come
up
since
the
multimodal
media
I
did
review
that
meeting
and
I
also
heard
during
that
meeting,
though
they
did
vote
to
recommend
it
with
the
addition
of
the
days
that
will
match
automobile
Vehicles,
not
just
other
modes
of
transportation
vehicles,
and
one
of
the
things
that
came
up
is
the
unanswered
set
of
questions
around
when
property
is
removed
from
public
property.
How
long
was
it
stored?
How
does
one
re
acquire
your
property?
What
is
the
fiscal
impact
of
that?

It's
certainly
not
nothing,
and,
and
so
I
appreciate
that
staff
did
note
that
there
will
be
a
fiscal
impact.
It's
not
an
identified
fiscal
impact,
but
I
still
am
not
really
clear
around
we're
going
to
have
some
signage,
but
not
in
all
places
we're
going
to
have
property
removed,
but
I'm,
not
clear
for
how
long
or
how
you
get
your
property
back
during
a
period
of
time.
That's
unidentified.
Could
you
maybe
help
me
understand
that.

Sure,
once
you've
noted
are
definitely
some
of
the
cons
that
you'll
see
listed
in
the
staff
report.
Bicycles
are
inherently
going
to
be
more
difficult
to
track
down
the
owner
than
it
is
than
an
automobile
is,
and
so
those
are
things
that
we're
going
to
have
to
figure
out,
on
a
case-by-case
basis,
staff
plans
to
install
signage
at
the
bicycle,
Corrals
and
then
heavily
utilize,
bicycle
racks,
downtown
and
we'll
continue
to
add
signage
based
on
an
as
needed
basis.
So
we
don't
have
great
answers,
but
that's
something
that
we're
working
through.

We
do
have
different
facilities
across
the
city,
where
we
do
plan
on
storing
the
bicycles
or
other
modes
of
personal
Transportation,
and-
and
we
have
space
for
now.
So
the
timeline
isn't
necessarily
a
concern.
It
would
just
be
more
the
logistics
of
how
do
you
track
down
the
owner
of
of
those
Vehicles
once
they've
been
removed
from
the
bicycle,
rack
or
other
city
property.

so
I
would
love
to
see
if,
if
some
kind
of
the
how
to
get
your
property
back
once
it's
being
removed,
go
along
with
this,
and
then
things
got
a
little
bit
more
complicated
at
Transit
committee
this
week.
So
there's
a
new
Rider
rules
and
procedures,
that's
meant
to
it
seems
like
the
spirit
of
it
is
meant
to
keep
Pathways
clean
and
safe,
while
you're
riding
the
bus,
but,
along
with
it,
is
a
visual
that
the
transit
committee
had
questions
about.

By
the
time
they
asked
questions,
I
had
to
ask
questions
to
even
understand
what
they
were
asking
about.
For
example,
you
can
bring
a
cart
if
it
has
groceries,
but
not
the
same
car.
If
it
has
laundry,
you
can
bring
a
scooter
if
it's
not
battery
operated
or
if
it
is
battery
operated
that
wasn't
clear
and
if
it's
used
for
Mobility
device.

All
of
this
led
me
to
believe
that
we're
gonna
have
people
who
have
items
that
they
can't
then
bring
on
the
bus
that
they're
gonna
have
to
lock
up
somewhere,
and
does
that
then
get
piled
in
with
this
other
thing
that
we're
getting
ready
to
look
at
for
the
consent
agenda
and
because
we
don't
have
a
policy
in
place
for
how
you
get
things
back
back.
I.
Just
think
that
there's
a
couple
pieces
that
need
to
be
fleshed
out
before
we
pass
it.

But
then,
when
I
look
at
the
Spirit
of
why
we're
doing
this
and
I've
I've
walked
the
streets
of
downtown
every
weekend,
trying
to
figure
out
where
all
these
bike
racks
are
that
are
full
of
items
and
if
anything,
when
I
bring
my
bike,
downtown
I
don't
have
enough
places
to
park
my
bike.
So
if
the
issue
is
capacity,
maybe
we're
using
the
wrong
tool
is
still
a
question.
I
have.

And
then,
if,
if
that's
now
going
to
be
part
of
the
consideration,
because
the
timing
lined
up,
how
do
people
get
their
bikes
their
carts,
their
scooters
there's
like
a
lot
more
pieces
now
that
you
can't
bring
on
the
bus,
so
I
need
to
understand
how
those
fit
together
or
don't
before
I
could
support
something
like.

It
should
be
noted
that
we
already
have
in
place
an
ordinance
that
covers
all
property
that
would
be
left
essentially
for
several
days
at
a
time,
so
I
would
lump
carts
into
that
right.
Now,
there's
already
an
existing
ordinance.
That
says,
if
that's
abandoned
the
city
has
the
right
to
go
in
and
remove
it
after
a
certain
period
of
time.

The
reason
that
we're
bringing
forth
this
additional
amendment
is
that
there
is
an
exception
for
bikes,
which
makes
the
sense
all
the
sense
that
those
are
going
to
be
utilized
differently
than
some
other
personal
property.
But
what
we've
done
is
tried
to
plug
the
hole
to
say
there
is
still
a
limit
on
how
long,
essentially,
something
could
be
left
or
fully
abandoned
on
city
property.
It
only
applied
to
bikes,
so
this
new
ordinance
only
applies
to
that
everything
else
is
actually
already
codified.

So
if
someone
left
a
cart
for
several
days,
the
city
would
have
the
right
to
remove
it
now,
in
terms
of
disposing
of
that,
we
hold
those
things
which
does
not
happen
very
often,
but
we
told
those
things
for
an
extended
period
of
time
and
North
Carolina
law
actually
already
defines
how
long
the
city
is
required
to
hold
on
to
property
before
it
could
dispose
of
it,
which
is
a
considerable
amount
of
time
and
it's
relative
to
the
equipment
and
the
value
of
it.

Beyond
that,
I
would
say
it
is
important
to
remember,
with
regard
to
the
transit
stuff,
that
that
is
dictated
primarily
by
the
Ada
at
a
federal
level,
because
anything
that
essentially
would
be
required
to
fit
into
the
aisles
creates
an
ADA
violation
and
we're
not
allowed
to
have
those
things
stored
on
the
buses.
So
we
have
limited
Authority
about
what
we
can
and
cannot
allow
for
buses,
and
it's
really
dependent
upon
the
actual
spatial
allowance
within
the
vehicle.
Well,.

If
anybody
else
is
as
clear
on
this
I'm
not
I
think
we
need
more
time
to
flesh
this
out,
because
our
own
document
says
current
ordinance
contains
an
exception
that
allows
persons
to
leave
or
allow
remain
unattended,
any
bikes,
carts,
strollers
or
other
means
of
personal
Transportation,
so
cards
either
are
or
aren't
in
there.
Our
document
is
different
than
the
information
we
have
today.

Will
the
signage
that's
going
to
go
up,
explain
how
people
get
their
items,
it
seems
like
the
transit
and
multimodal
still
had
some
other
questions
that
we
could
flesh
out.
If
we
had
more
documentation
and
examples
to
give
an
example,
I
would
love
to
see
is:
where
is
the
equipment
that's
supposedly
sitting
around
the
city?
If
anything
I
haven't
been
able
to
find
enough
bike
racks?
So
maybe
it's
a
capacity
issue.

seeing

report
that
ultimodal
unanimously
approved
this
so
long
as
the
time
frame
was
extended
to
seven
days
and

hear
your
questions

council

anybody

not
want
this

we
need
to
delay
it
so
I'm
just
trying

get
the
pulse

So
we
don't
have
one
council,
member
directing
staff
to
do
a
number
of
things
regarding
this
matter.

on
the
multimodal
and
thought
that
they
had
a
thorough
discretion
and
a
big
part
of
their
discussion
was
to
make
this
a
streamlined
approach.
You
know
some
folks
who
had
worked
in
other
cities
and
transportation
departments
cited
how
they've
seen
very
elaborate
and
extensive
programs
from
this,
and
there
seemed
to
be
a
sense
from
the
group
that
they
didn't
want
to
make
a
mountain
out
of
a
molehill,
so
I
I'm
inclined
to
reinforce
the
committee.

I'll
just
say,
I
mean
I'm
fine
to
proceed
with
it.
I
am
curious
if
we
can
address
this,
how
you
get
items
back,
though,
at
a
later
date,
I,
don't
know
that
that
will
require
a
follow-up,
direct
ordinance
update
to
this,
or
if
it's
a
separate
thing,
but
I
would
like
for
people
to
know
how
they
can
get
their
items
back,
but.

think
the
plan
was
and
Rachel

would
invite
her
to
correct
me
if
I'm
wrong
is
that
the
signage
would
include
contact
information
to
allow
you
to
come
in
and
simply
reclaim
the
item
depending
upon
how
long
something
might
have
been
abandoned
there.

know
it

It
depends
also
upon
what's
been
abandoned
to
a
degree,
but
we
would
give
people
contact
information,

Think
generally,
Transportation
stores
those
things
we
don't
have
massive
warehouses,
because
this
quite
frankly
doesn't
happen
all
that
often
and
to
to
Kim's
earlier
question.
I
did
check
the
statute.

The
exception
right
now
does
apply
to
bicycles,
carts,
strollers
and
other
means
of
personal
transportation.
That
is
where
the
current
exception
lies.
We
want
to
maintain
the
exception
for
those
items,
because
we
do
think
that
they
are
different
than
other
personal
property,
but
what
we
wanted
to
do
was
not
make
it
an
infinite
exception.

So
if
someone
were
to
fully
abandon
something
under
the
current
ordinance,
if
someone
left
the
bicycle
on
a
rack,
as
Kim
mentioned
our
limited
supply
of
racks
for
15
years,
the
city
would
have
no
right
to
go
in
and
remove
that
bike
right
now.
What
multimodal
has
recommended
is
that
the
city
would
then
simply
have
the
right
to
remove
it
after
seven
days.

Obviously,
we
don't
have
a
an
individual
or
staff
member
going
around
to
every
one
of
these
every
day,
so
this
will
primarily
be
when
we
notice
them
or
complaint
base,
which
would
start
the
clock.
So
it's
probably
going
to
be
always
in
excess
of
seven
days
before
any
of
those
things
would
be
removed.
But
we
would
provide
information
on
the
included
signage
to
allow
someone
to
come
in
and
retrieve
those
items.

now
there's
the
understanding
that
it's
going
to
be
complaint
based
so
that
we
don't
really
know
what
the
physical
impact
is
going
to
be.
Yet
I
find
it
strange
that
we
would
have
a
piece
of
equipment
somewhere
for
15
years,
but
I
also
just
once
again
don't
see
that
level
of
need,
so
I,
don't
I,
don't
really
see
where
we're
addressing
a
concern
that
exists
other
than
some
complaints
that
aren't
being
surfaced.

same
outstanding
questions
around

know
we're
not
going
to
be
able
to
put
up
signs
everywhere

people

their
bikes.
That's
just
not
possible
because
we
don't
have
enough
bike
racks.

one
slated
city

report
item
and
it's
another
employee
recognition
for
a
fantastic
employee
who
received
another

certification.
So
definitely
a
good
new
city,
manager's
report
item

then
I'm
actually
going
to
turn
it
over
to
assistant
city
manager,
Ben
Woody,
to
cover
the
public
hearings.

see
Council

this
is
the
area
highlighted
in
Orange-
is
an
unopened
right
away.
This
particular
right
away
was
plotted
in
1924.
It
was
at
that
point
called
West,
View
Place,
and
it's
one
of
the
right-of-ways
that
were
plotted
many
years
ago
that
the
city
never
accepted.
So
it's
not
a
city
street.

It's
just
a
vacant,
ride-of-way
properties,

and

Sunrise
Drive
have
requested
to
close
this
right
away,
and
what
happens
when
a
right-of-way
closes
is
the
property
that
otherwise
was
in
a
right-of-way,
then
reverts
or
is
given
back
equally
amongst
the
adjoining
property
owner.
So
they'll
maintain
ownership
of
this.
What
will
have
previously
been
an
unopened
right-of-way?

These
particular
four
homes
are
already
addressed
off
of
Sunrise
Drive
in
terms
of
how
they
receive
their
mail
and
how
emergency
911
response
occurs
so
that
that
will
not
change.
It'll
maintain
those
Sunrise
Drive
addresses
upon
closing
of
the
right
way.
The
owners
will
record
a
new
plat
that
will
create
any
necessary
easements
for
Access
or
for
sewer
and
utility
access,
so
that'll
be
covered
on
the
new
Flash
recorded.

it

that

the
construction

occurred
as
part

Lee
Walker
Heights
Redevelopment,
this
particular
tract
or
total.
Both
Parcels
total
4.59
Acres.

The
new
the
development
proposes
two
new
buildings
that
total
221
residential
units
include
2,
600
square
foot
of
commercial
space
as
well
as
Community
amenity,
space
of
the
221
residential
units,
a
total
of
30
or
66
of
those
will
be
affordable
with
a
target
of
20
or
44
at
60
Ami
and
a
target
of
10
or
22
units
at
80,
Ami,
all
for
a
affordability
period
of
30
years.
Hopefully,
all
that
made
sense
I
feel,
like
I,
said,
a
lot
of
percentages
in
a
row.

In
that
statement
the
project
is
seeking
is,
is
it
allowed
in
the
conditional
zoning
process?
Projects
can
seek
technical
modifications.
This
project
seeking
three
technical
modifications,
one
is
for
sidewalk
construction
on
Biltmore
Avenue.
The
construction
of
sidewalks
on
Biltmore
is
tied
to
and
necessarily
dependent
on,
Transportation
project
that
that
affects
Biltmore
Avenue.

We'll
talk
a
little
more
about
that
in
one
of
the
pnz
recommended
conditions,
also
a
modification
to
allow
five
foot
internal
sidewalks
to
the
side,
as
opposed
to
the
required
10-foot
standard
and,
finally,
a
request
to
have
no
bike
Lanes
into
the
development.
So
those
those
are
the
three
modifications
the
developers
requesting
planning
set
has
reviewed
this
request
for
consistency
with
our
living
National
comprehensive
plan.
They
did
find
that
it
is
consistent
with
their
comp
plan
and
staff
is
recommending
approval
of
this
conditional
zoning
planning.

One
is
that
the
applicant
will
work
with
the
city
to
ensure
that,
ultimately,
the
installation
of
the
sidewalks
along
Biltmore
Avenue,
so
just
making
sure
that
that
does
occur
when
it's
appropriate
and,
finally,
that
the
applicant
also
worked
with
the
city
to
determine
and
install
any
needed
or
appropriate
high
visibility
crosswalks,
including
a
speed
table
across
John
Walker
Avenue,
to
provide
access
to
both
buildings.

far
as
multimodal
infrastructure,
this
spot
is
really
close
to
downtown
I'm
surprised
that
we
don't
have
some
more
infrastructure
for
vehicles
other
than
cars.

know,
one
of
the
things
that's
come
up
regularly
around
this
property

crosswalk
access,
because,
if
folks
are
coming
to
and
from
it's
really
difficult
in
that
area
to
cross
as
a
pedestrian,
do
we
have
a
better
understanding
of
if
crosswalk
access
could
be
made
available
and
what
are
the
things
that
are
holding
back
the
sidewalks?

regretful

able

many
years

fully
integrated
project

the
Housing
Authority

the
Redevelopment
of
Lee
Walker,
now
Maple
Crest,
but
that
ship
has
sailed
so

this
is
the
city's
project.

This
is
one
example
and
of
course
this
is
by
no
means
comprehensive,
but
under
your
quality,
affordable
housing,
formerly
focused
area
now
Vision
framework
component.

That
item
is
most
directly
tied
to
the
Strategic
priority
of
Equitable
and
affordable
housing
instability
and
the
Strategic
priority
goal
is
to
maximize
tools,
plans
and
regulations
to
increase
housing,
Supply
prioritize
access
for
low-income
residents
and
households,
reduce
barriers
to
construction
and
begin
preparing
to
update
the
unified
development
ordinance
and
initiate
a
2024
housing
Bond.

Then
the
council
committee
that's
most
directly
aligned
with
that
strategic
priority
and
priority
goal
is
the
Housing
and
Community
Development
Committee,
of
course,
as
we
already
mentioned,
items
that
that
committee
considers
are
not
mutually
exclusive

there
could
be
other
committees
that
consider
items
and
some
examples
of
work
plan
projects
that
would
fall
under
the
Housing
and
Community
Development
Committee,
and
these
are
examples.
This
is
by
no
means
comprehensive.

We
have
not
yet
had
the
work
plan
conversation
for
the
upcoming
fiscal
year
with
this
committee,
but
three
items
that
we
know
we
currently
have
underway
are
the
affordable
housing
plan
update.
This
includes
a
comprehensive
review
of
all
of
our
affordable
housing
tools,
including
the
land
use
incentive,
Grant
policy.
There
will
likely
be
referrals
to
the
affordable
housing
advisory
committee
for
them
to
look
at
policy
considerations
and
make
recommendations
back
to
Housing
and
Community
Development
Committee
prior
to
recommendations
being
brought
forward
to
full
city
council
for
policy
consideration.

Another
item
on
the
work
plan
is
complete
the
missing
middle
housing
study
as
I
mentioned
earlier.
This
item
will
most
likely
go
both
to
the
planning
and
economic
development
committee,
as
well
as
to
the
Housing
and
Community
Development
Committee
and
then
affordable
housing,
Bond
considerations
for
the
2024
Geo
Bond
referendum,
we're
wanting
to
use
the
affordable
housing
plan
kind
of
as
that
seed,
but
we
will
need
to
make
some
determinations
on
how
we
plan
to
use
and
structure
that
referendum
language
for
2024
General
obligation
Bond.
So
that's
just
an
example
of
the
flow.

do
hope
to
have
more
direct
linkages,
as
we
piloted
last
year
with
the
Housing
and
Community
Development
Committee
between
our
organizational
work
plan,
as
well
as
the
work
plans
of
the
individual
Advisory
board,
so
that
there's
more
direct
connectivity
between
the
work
of
the
advisory
boards,
the
work
of
the
council
committees
and
ultimately,
policy
considerations
that
are
brought
forward
to
full
city
council
for
consideration.
So
that's
something
we're
really
excited
about
further
refining
at
the
council
committee
level
in
fiscal
year,
2024.

These
will
include
specific
policy
review
referrals
to
The
Advisory
boards,
also
throughout
the
course
of
the
Summer
Staff
will
be
finalizing
our
FY
2024
organizational
work
plan,
as
well
as
departmental
work
plans
summer
and
ongoing
we're
going
to
continue
working
to
enhance
performance
management
and
communication.
This
is
going
to
include
a
new
website
which
we
think
will
go
live
sometime
in
August
of
2023
credit
to
the
finance
department
and
our
office
of
data
and
performance.
They've
done
a
lot
of
great
work,
improving
our
output
measures
and
developing
meaningful
outcome
measures.

That's
something
we're
going
to
focus
on
throughout
the
course
of
the
next
fiscal
year
is
how
do
we
translate
those
individual,
outputs
and
Milestones
into
intended
outcomes?
And
how
does
that
ultimately
move
the
needle
for
the
Strategic
priority
areas
that
city
council
has
established
and
we're
going
to
have?
Deborah
mentioned
this
earlier:
more
regular
status
updates
to
the
city
council
on
the
work
that
we're
doing
associated
with
your
strategic
priorities.
This
is
going
to
include
regular
updates
at
Council
committee
meetings,
city
managers,
reports,
future
agenda
briefings
and
other
outlets
as
appropriate
in
Fall
2023.

plan
to
finalize
and
present
the
fiscal
year
2023
annual
report
fiscal
year,
2023
ends
at
the
end
of
June
and
so
early.
This
fall.
We
plan
to
give
you
an
update
and
an
annual
report,
which
will
also
be
available
on
the
city's
website
and
then
ongoing,
as
I
previously
discussed,
we're
going
to
continue
working
with
advisory
aboards
to
align
their
work
with
the
initiatives
and
policy
review
considerations
that
are
happening
at
the
council
level.

that
really
serves
as
a
guidepost
for

staff
deliver
services
to

specific
snapshot
of
what
you
want.
Your
key
areas
of
focus
to
be
for
the
upcoming
fiscal
year.
City
council
has
maintained
their
previous
six
strategic
priorities
for
fiscal
year
2024
and,
as
part
of
your
retreat,
drafted
70
goal
statements
related
to
your
priorities
at
your
June
13th
work
session.

further
revised
and
created
a
single
goal
statement
for
each
priority
area.
