meeting

snowing

it

cancelling
this
meeting,
but
our
city
clerk
told
me
that
city
council
has
been
canceled
one
time
in
the
last
30
years
and
it
was
a
significant
blizzard
in
1998.

so
we
have
a

agenda
and
is
there
any

on
the

anyone

lighting
standards,

allow

updates

standards
regulating
LED
lights,
to
better
align
the
goals
of
reduced
glare
and
dark
sky
concerns
with
energy-efficient
lighting
goals,

council
members

the
public,
my
name
is
Shannon
tuck
I'm,
the
director
of
the
development
services
department
and
for
the
last
several
months
have
been
working
with
Maggie,
Ullman
and
sustainability
office
on
some
relatively
minor
revisions
to
our
existing
outdoor
lighting
ordinance.
The
changes
primarily
address,
lumen
output
and
bug
ratings
and
the
bug
ratings
for
those
of
you
are
not
familiar,
have
to
do
with
LED
lights.

Those
details
are
in
the
ordinance
and
the
staff
report,
so
I
won't
go
into
them
now,
but
they
can
generally
be
summarized
as
changes
that
are
designed
to
address
product
availability
in
the
marketplace.
So
in
an
effort
to
balance
those
environment,
environmental
and
those
efficiency
goals
with
availability,
fiscal
concerns,
lighting
safety
concerns,
we
thought
it
appropriate
to
adjust
those
bug
ratings
in
order
to
make
it
or
provide
more
options
available
to
the
development
community.

The
stronger
standards
fun,
and
that
was
where
the
Commission
started
was
like:
let's
go
with
a
higher
stronger
standard
expecting
that,
eventually
the
prot,
you
know
the
marketplace
will
respond
and
we'll
have
more
products
available.
But
so
the
answer
to
that
question
is
yes.
However,
what
we're
finding
now
that
we
kind
of
dig
a
little
bit
deeper
into
this
issue
is
that,
while
products
that
meet
the
standards
are
available,
they
fail
to
address
other
concerns.
For
instance,
you
can
meet
the
bug
ratings,
but
the
lumen
output
is
so
low
that
it
requires
you
to
have.

district
manager
with
Duke
Energy
progress
and
I
just
really
want
to
come
in
this
Tut,
miss
Ullman
and
in
Kirby
as
well
in
the
sustainability
office.
They've
worked
really
hard
to
be
a
champion
for
the
city
of
Asheville
to
make
sure
that
the
city
continues
on
their
leadership
role
when
it
comes
to
LED
lighting
across
the
city,
but
also
recognizing
the
limitations
of
the
market
today
and
we're
happy
to
be
a
partner
in
that
and
always
looking
at
the
evolving
LED
technology.
So
we
just
appreciate
city
staff's
attention
to
this
matter.

bring
it
into

state

these
changes,
which
is
the
mayor,
said,
do
bring
us
into
compliance
which
changes
to
state
law
which
we
believe
are
good
changes.
This
is
not
beats,
have

been
changed

1920s,
it
does
modernize
the
procedures.
The
changes
mainly
relate
to
the
appeals
processes
and
are
somewhat
technical.
They
relate
to
grant
standards
for
granting
variances
and
they
relate
to
standards
regarding
board
decisions
and
voting
requirements.

One
specific
change
with
that
is
change
to
a
majority
vote
on
decisions
of
zoning
and
conditional
use
permits
where
previously,
a
five
four
to
five
vote
was
required.
So
staff
believes
the
changes
are
important
to
comply
with
state
law.
We
believe
that
they
will
modernize
the
Board
of
Adjustment
procedures
and
they
affect
boards
like
the
Planning
Commission,
when
they
are
acting
in
the
role
of
the
board
of
adjustment.
We
recommend
approval,
and
this
was
recommended
unanimously
at
the
Planning
and
Zoning
Commission.

and

worth
watching,
I'm
sure
it
will
be

again
and
it
would
be
wonderful
if
we
could
get
that
segment

portion

it
