authorizing
the
city
manager

amend

contract
with
Parker
Technologies
Inc

garage

center.
Answering
services
has
been
removed
from
consideration
for
this
meeting
and
before
I
entertain
a
motion
from
any
council
members.

of
background
about
the
or
maybe

you'll
ask

to

but
regardless
about
the
transition
of
folks
at
the
Harris
Cherokee
Center
to
the
Red
Roof
Inn.

strategy,
auto
logistics
to
work
through,
and
it
took
us
this
amount
of
time.

we
do
think
that
our
experience
in
her
Center
was
the
success,
and
it's
now
time
for
us,
quite
literally,
to
choose
to
transition
and
almost
using
some
Street
terminology
step
up
our
game
and
that's
exactly
what

we're
doing
now
and
the
Casa.

want
to
give
some
more
detail.

happy

We
transitioning
the
folks
who,
at
the
Harris
Center
there's
approximately
now
there
that
have
been
there
for
over
a
month
at
this
point,
and
we
are,
we
will
be
transitioning
them
to
a
non
congregate
living,
so
they'll
each
have
rooms,
and
that
is
safer
because
they're
able
to
be
in
the
room
and
and
have
more
distance
between
themselves
and
the
rest
of
the
folks
in
the
center.
We're
also
able
to
add
additional
capacity.

This
is
reimbursable
by
FEMA
the
non
congregate
living,
so
we
will
be
able
to
use
our
funds
to
hopefully
transition
some
of
the
folks
into
permanent
housing.
So
our
goal
as
we
work
with
the
folks
who
are
in
that
location,
is
to
provide
the
wraparound
services
and
then
hopefully
end
up
being
able
to
transition
to
permanent
housing.

hope
that

emails
about
this
just
want
to
confirm
that
we
are
working
very
closely
with
homeless
advocacy
groups
on
this.
This
is
not
the
city
sort
of
from
a
very
top-down
way
making
decisions
about.
What's
best
for
homeless
people,
we
are
working
with
people
who
work
with
homeless
people
every
day
and
doing
doing
what
they
agree
or
what
they
work.
We're
coming
to
this
conclusion
and
decision
together
about
about
the
best
way
to
help,
protect
and
support
this
population
is
that
right.

fail.
That
is
correct.
In
fact,
the
city
is
contracting,
with
homeward
bound
to
provide
these
services,
so
it
is
not
the
city
of
Asheville
doing
the
work
with
the
homeless
population
and,
in
addition
to
doing
the
work
with
the
population
of
folks
are
going
to
be
at
this
location.

We
still
will
be
providing
outreach
services
to
folks
who
have
decided
to
remain
housed
in
tents
or
other
locations,
so
it
is,
it
is
fully
being
run
by
the
providers
of
these
services
and
has
been
a
full
team
approach
to
include
all
the
providers.

mental
health,
behavioral
health
for
this
population
of
folks.

have

making
the
motion
to
adopt
the
consent
agenda
and
when
Whistler
a
second
adjust
just
a
couple
of
differences
about
this
evenings
protocols.
First
of
all,
the
legislation
that
just
passed,
allowing
for
councils
to
have
virtual
meetings
during
the
emergency
order
requires
that
we
have
a
roll
call
vote.
So
I
will
call
a
roll
call
vote
when
it
is
time
to
vote
and
then
also
we
have
allowed
folks
to
provide
public
comment
on
items
on
our
agenda
this
evening.

couple
of
different
ways.
A
Some
people
have
chosen
to
submit
written
comments
and
others
have
left
voicemails.
So
we're
going
to
hear
the
voice
mails
that
were
left
regarding
the
consent
agenda,
and
there
are
four
so
and
there
may
be
a
little
bit
of
a
short
delay
between
each
audio
file
and
there
will
be
an
announcement
after
the
last
audio
file
is
played.
So
now
that
we
have
a
motion
and
a
second,
we
will
hear
those
public
comments.

live
in
Asheville,
leaving
a
comment
for
the
consent
agenda

very
much
feel
that
hotels
in
the
city
center
should
be
opened
up
to
people
experiencing
homelessness,
as
well
as
other
people
who
need
quarantine,
housing
and
people
escaping
domestic
violence.
Right
now,
everyone
needs
a
place
where
they
can
socially
distance.
That's
accessible,
that's
in
the
middle.

want
to
pay
for
these
rooms,
that's
great,
but
the
actual
choice
of
the
rubber
and
is
not
adequate
is
on
the
outskirts
of
town
away
from
transit,
medical
and
the
tourist
to
be
quite
honest,
which
it
is
not
new.
It's
the
continuation
of
a
trend
of
focusing
on
people
that
don't
live
here
at
the
expense
of
people
who
do,
and
it's
maddening
to
watch
so
talked
about
this
point
where
case
numbers
continue
to
rise,
and
people
of
color
are
already
disproportionately
helpless
there.
Policies
such
as
that
directly
units
gotten
our
most
vulnerable
neighbors.

try
to
find
a
room,
a
hotel,
that's
closer
to
town,
where
you
don't
have
to
pay
three
hundred
thousand
dollars
per
security.
You
could
use
that
money
in
much
better
ways
providing
personal
protective
equipment.
You
know
setting
up
those
towels
as
much
as
you
need
you
to
you
know,
make
it
safe.

could
buy
more
hotel
rooms
for
locals
who
need
them,
including
online
medical
workers.
Who'd
aren't
showing
symptoms
victim
survivors
of
domestic
violence
and
recently
released
prisoners.
Please
make
the
right
decision,
do
not
fall
for
the
bait,
it's
not
enough
and
it
pushes
the
local
far
out
could
have
taken
tour
it.

According
to
the
proposal,
this
will
cost
almost
three
hundred
thousand
dollars
how
many
more
people
could
be
housed
here,
instead
of
investing
in
unnecessary
security,
the
city's
invested
in
printing
more
space
for
those
who
have
no
space
to
call
their
own
additionally,
while
this
is
a
step
in
the
right
direction,
providing
people
with
housing
who
do
not
have
it.
As
of
the
2017
census,
there
were
approximately
five
hundred
people
without
adequate
housing
in
the
city
of
Asheville
and
as
of
April
2020,
there
were
84
people
who
were
confirmed
to
be
unsheltered
living
in
Buncombe
County.

Where
are
these
people
now
and
why
has
the
see
of
Asheville
not
taken
steps
to
find
these
people
safe,
socially
distant
housing
at
this
time,
forcing
helpless
people
to
be
under
guard?
If
evil
and
assumin
izing
do
city
council
members
have
to
stay
in
their
house
all
the
time?
If
you
leave
your
house
city
council,
are
you
allowed
back
into
it?

They
remain
no
empty.
There
is
no
shortage
of
empty
hotel
rooms
in
the
city
of
Nashville
city
council,
in
partnership
with
the
County
Commission
must
find
safe,
socially
distant
housing
for
the
entire
houses
population
of
the
city,
and
must
do
so
in
a
way
that
does
not
deny
the
basic
humanity
of
people
who
suffer
from
housing
and
security
taffy
ball.
This
city
assistant
manager
claims
that
houseless
people
cannot
be
trusted
without
24/7
and
security.

is
a
slight
tangent
from
my
previous
point,
but
I
would
advise
the
City
Council
to
either
suspend
or
terminate
contract
with
Kathy
ball
for
her
clearly
classist
remarks
at
a
previous
council
meeting.
Thank

hope
the
City
Council
of
Asheville
will
do
the
right
thing,
providing
our
houses
community
with
safe
housing
in
a
way
that
does
not
dehumanize
them
or
deny
them
basic
rights.

receive
comments
under
the
public
comment.
The
general
public
comment
portion
of
our
agenda,
which
comes
at
the
end
that
really
do
relate
back
to
the
consent
agenda,
so
we
may
hear

way
people
left
the
messages,
we
won't
hear
those
toll
at
the
end
before
we
vote
on
this
on
the
consent
agenda

staff
would
care

address
any

the
issues
raised
in
the
in
the
comments-

you

I
apologize
to
Kathy
ball,
our
assistant
city
manager,
who
is
here
who
is
a
wonderful,
very
experienced
assistant
city
manager
with
the
city
of
Asheville.
Normally,
if
we
were
in
a
council
meeting
and
public
comments
were
directed
directly
to
staff,
I
would
ask
those
comments
to
be
directed
to
Council,
so
we're
not
able
to
do
that
in
this
format.

couple
of
points
that
I
heard
that
I
would
at
least
clarify
one
is
that
as
far
as
leisure
travel
goes,
what
we're
calling
leisure
travel
that
is
still
banned
in
Buncombe
County,
and
that
that
is
not
a
city.
It's
just
a
citywide
ban.
That
is
a
countywide
ban
and
it
is
issued
under
the
county's
order
that
prohibits
leisure
travel
bookings
in
hotels
and
Airbnb
throughout
uncle
County.
They
are
working
hard
to
figure
out
when
and
how
to
begin
the
the
changes
to
leisure
travel.

have
already
rolled
out
some
rules
that
they
will
likely
put
in
place,
they
being
the
counting
when,
when
leisure
travel
permission
resumes
so
I
just
wanted
to
clarify
that
that
is
still
as
far
as
I
as
I
understand
not
not
permitted
in
Buncombe
County.
The
the
concerns
around
transportation
as
I
understand
it
at
the
Red
Roof
Inn
transportation
will
be
provided
and
I
see,
Kathy's
nodding
her
head.
This
is
an
on-demand
transportation
service
that
will
be
provided
at
that
location.

Also,
I
would
defer
to
staff
to
answer
this
in
more
detail,
but
my
understanding
of
the
security
to
be
provided
is
for
a
number
of
reasons,
but
but
but
certainly
security
is
provided
at
homeless
shelters
as
as
well
so
I'm.
Not
it's
not
clear
to
me
that
this
is
a
different
protocol
than
would
normally
be
followed
by
the
nonprofit's
that
operate
homeless,
homeless,
shelters,
but
maybe
someone
else
can
speak
more
to
the
issue
of
the
security.

that
no
offense
is
taken

think
we
all
care
about
our
homeless
population
and
want
to
do
the
very
best.
We
can
so
I
totally
understand

passion

folks
have
around
this
issue,
as
do
I
the
security.
The
contract
that
you
see
before
you
includes
eighty
nine
thousand
dollars
of
which
was
used
for
the
security
at
the
Harris
Center,
so
the
security
of
the
Red
Roof
Inn
will
would
be
not
to
exceed
two
hundred
thousand.

homeward
bound,
along
with
the
security
folks,
walked
the
site
and
provided
an
estimate
of
the
number
of
security
that
would
need
to
be
provided,
which
is
approximately
two
every
day
we
think
this
number
may
go
down,
and
so
we're
hopeful
that
that
cost
will
not
be
incurred.

would
also
like
to
speak
to
the
comment
about
being
able
to
leave
the
rooms.
There
is
the
ability
for
folks
to
be
able
to
leave
their
rooms
and
be
able
to
go
out
into
the
public.

that
these
folks,
that
we're
going
to
be
housing
are
able
to
come
and
go
actually

sort

maybe
sets
us
apart

little
bit

providers

homeless

we're
not

keeping
people
in
jail
under
lock
and
key.
That's
not
that's
not
what's
happening
here
and
yeah.

don't

the
authority
to
commandeer
hotel
rooms
anywhere
in
the
city.

I
commented

this
was
a
fairly
complex
issue
for
us
to
respond
to,
so
that
you
all
have
identified
some
of
the
things
finding
a
location,

hotel
iord.

participate
with
us
understanding.
What
those
terms
would
be,
but
mostly
I
want
to
say
that
this
was
not
a
decision
that
was
made
alone
just
by
the
city
of
Asheville
staff.
What
the
staff
did
was
actually
research,
they
researched,
Greensboro,
they
researched
Charlotte.

They
researched
a
number
of
other
communities
in
North
Carolina
to
figure
out
what
they
were
doing
and
how
they
were
housing.
This
important
population
and
we
tried
to
take
lessons,
learned
and
adapt
our
response
in
Asheville.
That
would
be
unique
and
meet
the
needs
of
people
who
are
in
Asheville
that
need
this
service.

of
the
most
important
aspects
that
is
different
from
a
lot
of
the
other
communities
is
that
we
are
providing
the
wraparound
services
to
try
to
move
that
population
from
being
houseless
are
homeless,
to
either
a
transitional
housing
opportunity
or
permanent
housing.
So
it's
it's
it's
bigger
than
just
taking
people
to
a
hotel
to
shelter
them.
It
is
literally
having
a
population
that
we
could
work
with
and
hopefully
again
address
their
needs
and
in
particular,
provide
them
with
permanent
housing.
So
I
just
wanted
to
add
that.

amendment
to
the
current
firearms
ordinance.
This
was
brought
by
a
citizen
to
in
January
in
front
of
the
public
safety
committee
and
or
at
Asheville
School,
where
a
teacher
mr.
Arbor
requested
that
the
city
city
amend
the
firearms
ordinance
to
allow
bow
hunting
on
their
property
in
order
to
control
the
deer
population,
they
indicated
that
deer
were
affecting
their
forestry
efforts
as
well
as
there
was
a
concern
with
Lyme
disease.

the
time
it
went
back
before
public
safety
in
February
and
legal
staff
was
then
requested
to
do
present
and
do
his
research
on
the
issue
and
then
was
then
requested
to
do
an
amendment
to
the
firearms
ordinance.
Sorry,
this

current
firearms
organ
as
I
have
a
minute.
I
have
shortened
it
to
highlight
the
information
that
is
pertinent
where
it
would
be
amended.

vote
YES
on
housing
for
those
experiencing
housing
insecurity
at
times
such
as
the
bare
minimum
that
should
be
done
for
those
experiencing
housing
insecurity.

have
all
their
basic
needs
met
and
well
in
this
time
of
crisis,
and
also
this
should
be
a
priority,
always
not
only
during
them
global
pandemic,
because
lack
of
shelter
is
always
a
crisis.

vocalize
concern

also
to
urge
City,
Council
and
the
county
to
work
together
to
support
and
provide
resources
for
people
facing
housing
insecurity
at
this

work
in

same
building
with
and
she
is
immunocompromised
and
has
been
living
with
her
niece,

her
niece
was
not
taking
health
precautions.

when
my
friend
vocalized
to
her
that
she
was
concerned
about
her
health
and
safety,
there
was
an
altercation
and
she
ended
up
getting
kicked
out
of
the
house
so
now
she's
living
in
a
hotel
and
is
running
out
his
money.
So
that's
one
example
of
someone.
I
know
who's
reached
out
to
me.

Story
is
just
happened.
Last
night
I
was
walking.
My
dog
near
the
Municipal
Golf
Course
and
I
came
across
an
elderly
woman
sleeping
in
the
bushes
near
the
bus.
Stop
on
the
main
road
there
and
I
spoke
with
her
for
a
while
and
tried
to
get
her
a
list
in
uber,
but
there
were
none
out.
I
was
trying
to
get
her
a
ride
to
go
sleep
outside
the
Civic
Center,
where
she
said
she's
been
staying
because
she
felt
the
most
safe
out
there.
I
But
so
that's
why
she
was
sleeping
there
and
I
end
up
bringing
her
some
camping
supplies
and
I
didn't
have
a
car
and
I
don't
own
the
home
that
I
live
in,
or
else
I
would
have
tried
to
find
her
some
more
help,
and
so
and
her
story
is
that
she
moves
to
Asheville
in
early
March
and
was
looking
for
housing,
then,
and
even
having
trouble.
Then
she's
on
disability
and
she's
on
a
couple
of
different
wait
lists
for
homes
for
older
people
on
disability,
but
now
she's
having
a
lot
of
trouble.

just
wondering
what
the
city
plans
to
do
to
us
as
community
members
who
are
experience
experiencing
housing,
insecurity,
I,
think
it's
something
that
needs
to
be
sorted
out
and
now
is
the
time
to
do
it.
People
can't
pull
money
out
of
this

who
can't
work.
This
is
a
bigger
problem
that
I
think
is
really
it's
not
really
being
taken
seriously
as
far
as
I'm
concerned
and
if
it
is
being
taken
seriously,
I'd
like
to
see
some
action
on
that
so.

tourists

Asheville

opposed
the
reopening
of
hotels

out-of-state
visitors
and
tourists
until
we
see
a
steady
decline
in
a
number
of
Cove
in
19
cases
and
deaths
in
the
country
as
a
whole,
without
that
we
increased
the
risk
to
essential
workers
here
and
increase
the
risk
to
our
entire
community.

all
available
empty
hotels,
provide
shelter
to
helpless
people
as

any
shelter
for

this
folk
need
to
provide
humane
treatment

option
to
come

go
as
necessaries
for
essentials
like
exercise
and
free,
fresh
air
and
regular
access
to
food
and
medical
treatments.

front
of
restaurants,
where
that
might
be
helpful
to
eat
with
deliveries
and
pick
up
