my

is
lucy
crown.
I
work
with
the
transportation
department
at
the
city
of
asheville
and
I
would
like
to
welcome
you
to
our
meeting
where
our
intention
of
this
meeting
is
to
walk
you
through
our
greenway
connector
project
taking
place
in
the
city
of
asheville,
I'm
here
today
with
vinnie
sullivan,
who
also
works
for
the
city
of
asheville
in
the
capital
projects
department,
he
will
be
the
capital
projects,
construction
manager
and
also
with
us
today,
is
mike
repch
from
ulta
planning.
He
is
our
consultant
working
on
this
project.

If
you
really
love
looking
into
the
state
tip,
the
number
for
this
project
is
eb
5790
and
we
are
currently
working
with
a
120
000
grant
for
engineering
and
design,
and
we
have
approximately
1.2
million
dollars
to
work
on
the
construction
of
this
project.
Once
the
designs
are
finished,
we're
currently
working
on
the
designs,
we're
at
the
65
mark
of
the
designs
and
once
they
are
finished
and
we're
hoping
they
will
be
by
january
of
2022.

This
is
a
map
of
the
greenway
connectors.
The
green
line
here
is
the
nasty
branch
greenway.
It
will
start
at
the
dr
wesley
grant
senior
center
and
field
go
through
the
field
and
then,
through
the
south
side
neighborhood,
it
will
terminate
at
the
piper
street
just
about
a
hundred
feet
from
the
intersection
of
pifer
and
mcdowell
street.
And
that's
where
the
eastern
connector,
which
we're
calling
the
south
side,
south
slope
connector,
will
begin
and
it
will
travel
along
the
roads
here
to
a
memorial
stadium
and
boatcatcher
greenway.

So,
just
so
that
you
have
a
list
of
the
streets
where
these
projects
will
be
the
nasty
the
south
slope.
Connector
will
start
at
piper
street
at
the
intersection
of
piper
and
mcdowell.
It
will
travel
down,
southside
avenue
to
cox,
avenue
and
then
from
shortcuts.
It
will
make
its
way
to
biltmore
avenue
and
cross
built
more
and
travel
north.
Just
about
a
half
block
to
be
canon
avenue.

will
go
up,
buchanan
avenue,
past
the
baseball
stadium
and
it
will
terminate
in
the
parking
lot
of
memorial
stadium,
and
that
is
where
the
trail
head
of
the
future
bow
ketchup.
Greenway
will
be
located
and
on
the
west
side
of
nasty
branch
greenway,
it
starts
right
at
the
trailhead
on
depot
street.

will
travel
all
the
way
down
depot
street
to
the
new
roundabout,
and
at
that
point
you
can
either
go
up
clingman
extension
to
the
future
trailhead
of
the
coke
branch
greenway
located
at
the
little
big
lane,
which
is
across
from
great
eagle
approximately
or
you
can
go
over
the
railroad
tracks
on
lyman
street
and
get
to
the
wilma
dykman
greenway.

East
is
to
the
right
and
we
will
focus
going
west
to
east,
so
our
project
starts
at
the
corner,
intersection
of
mcdowell,
fight
for
ashland
and
south
side,
and
the
nasty
branch
greenway
which
is
not
shown
here,
will
be
coming
right
here
by
this
building
and
then
curving
towards
the
intersection
and
that's
where
our
project
picks
up.
So
what
we'll
be
doing
is
the
purpose
of
this
project
is
to
try
to
replicate
the
greenway
experience,
but
on
road
or
just
off
the
road
is
what
we
call
a
side
path.

So
we
will
be
building
a
10
foot
wide
share
used
path
and
we
will
be
introducing
a
new
crossing
across
mcdowell.
That
currently
does
not
exist
today,
and
I
will
zoom
out
here
so
under
the
green,
you
can
see
what
we
call
the
old
slip
lane,
which
basically
is
a
right
turn
lane
coming
off
mcdowell
on
the
south
side
and
turns
into
an
existing
exclusive
right
turn
lane
to
the
corner
of
shortcox.

As
part
of
our
project.
We
did
a
detailed
traffic
analysis
and
it
was
determined
that
the
number
of
lanes
on
the
roadway
exceeded
what
was
needed
for
the
actual
traffic.
So
as
part
of
this
project,
we
were
able
to
take
away
some
of
the
traffic
lanes
to
build
this
facility,
so
it
could
stay
within
the
existing
right-of-way
as
opposed
to
needing
to
riding
in
the
private
properties
and
to
acquire
right
away.
So
what
we'll
be
doing
is
instead
of
having
a
slip
lane
off
of
mcdowell,
we
will
turn
it
into
a
right
turn
lane.

So
you'll
actually
now
make
a
right
turn
physically
at
the
intersection,
and
I
would
like
to
point
out
to
the
corner
here.
This
corner
looks
wider
than
most
other
corners
in
the
corridor.
The
reason
being
is,
this
is
used
for
large
truck,
turns
and
also
school
bus
turns,
and
we
had
to
design
it
to
make
sure
that
a
school
bus
could
make
the
turn
from
lane
to
lane
and
not
look
out
into
opposing
traffic
here.

So
this
was
studied
in
great
detail
and
it
was
coordinated
with
the
school
district
to
make
sure
they
felt
that
was
satisfactory.
So
we'll
continue
up
south
side.
So
we
have
a
10
foot
wide
side
path,
going
all
the
way
up
to
the
intersection.
Here,
everything
was
built
in
the
right
away.
We
were
able
to
narrow
the
roadways
we
stated
and
then,
when
we
come
up
to
the
intersection
of
source,
short
south
side,
shortcox
and
cox
avenue.

What
we'll
be
doing
is
we'll
be
upgrading
the
entire
intersection
to
provide
to
provide
formalized,
crosswalk
pedestrian
crossings
across
the
whole
intersection,
whereas
today
they're
not
all
corners,
all
legs
do
not
have
a
crossing.
So,
with
this
design,
we
are
now
fully
upgrading
this
intersection,
so
you
could
cross
any
direction
that
you
wish.

So
we
go
up
shortcox
avenue
and
we
still
have
a
10
foot
wide
minimum
side
path
here.
One
item
to
to
that
should
be
shown
here.
This
aerial
is
old.
This
whole
housing
complex,
has
now
been
built
out
here
and
as
part
of
that,
there
was
no
parking
there.
Today
they
put
parking
there,
the
developers
and,
unfortunately,
to
build
this
facility
that
parking
lane
will
have
to
be
taken
out.

Once
we
get
to
buchanan,
we
are
reconstructing
this
whole
leg.
Here
we
are
redoing
the
the
existing
parking
there.
Today
it
is
angled
on
one
side.
We
are
going
to
parallel
on
both
sides
to
increase
parking
in
this
area,
and
then
we
will
be
stopping
the
project
right
at
the
stadium,
where
it
will
connect
into
the
future
greenway
project
that
will
be
constructed
after
this.

Today,
the
roadway
is
wide
enough
to
have
parking,
but
it's
not
formalized
so
as
part
of
this
project,
we
are
going
to
formalize
parking
this
area
and
by
doing
so,
this
area
from
livingston
up
to
the
existing
parking,
as
we
make
this
a
little
bit
of
a
right
turn
here
on
depot,
we'll
be
adding
61
parallel
parking
spaces.
So
hopefully
that
will
help
with
parking
in
the
riverards
district
and
any
overflow
that
may
happen
from
the
wesley
grant
center.
We
will
also
be
installing
what
we
call
these
little
bike.

As
we
come
around
this
turn
here,
there
is
a
little
bit
of
construction
going
on
here.
There
have
been
some
issues
because,
as
you
can
see,
the
turn
is
very
tight
that
drivers
are
inadvertently
hitting
that
aisle
in
there.
So
what
we'll
be
doing
is
we'll
be
cutting
it
back
here
so
to
make
this
turn
a
little
bit
more
forgiving,
and
not
have
anybody
hit
this
here,
so
we
will
be
widening
this
out
a
little
bit.

Another
interesting
thing
that
we'll
be
installing
here
is
at
specific
crossings,
we're
going
to
be
putting
in
what
are
called
rectangular
rapid
flashing
beacons
and
what
those
are.
Here's
an
example
what
they
are
so
they're.
Basically,
a
warning
system
for
drivers,
the
user
pushes
the
button,
the
rectangles
flash
back
and
forth
and
we're
hoping
that
will
give
the
drivers
the
alertness
they
need
to
say.
Okay,
somebody
is
crossing
here,
be
careful.
I
gotta
slow
down.

And
as
we
go
further
east
on
the
project,
a
few
more
areas,
we
would
like
to
look
at
here
some.
We
would
like
to
tighten
up
the
corner
at
this
specific
intersection
here.
So
this
is
a
partly
depot
so
right
as
of
right
now
we're
proposing
a
special
color
pavement
here.
Basically,
this
just
alerts:
hey,
you
should
be
driving
over
this,
that's
more
meant
for
normal
size,
passenger
vehicles,
and
it
will
allow
trucks
to
go
over
that
area,
because
trucks
obviously
need
more
of
a
turning
radius.

Some
ramps
are
not
there,
they're
not
up
to
ada
standards,
which
is
a
federal
requirement
for
people
with
accessibility
issues
to
be
able
to
have
a
facility
that
allows
them
to
be
able
to
cross
safely
here
so
we'll
be
upgrading
and
installing
curve
ramps
at
these
two
locations
where
these
existing
crosswalks
are
today
another
element
of
the
design,
the
an
attempt
to
try
to
calm
the
street
from
high
speeds
is,
we
will
be
installing
what
we're
calling
speed
cushions,
and
I
have
a
picture
here.

So
basically,
these
are
a
little
bit
less
than
what
you
would
see
as
a
speed,
hump
or
a
speed
table
in
a
parking
lot.
They
don't
rise
as
high
they're
much
more
forgiving.

When
you
do,
these
type
of
treatments
is
always
important
and
you
always
need
to
buy
in
and
that's
our
current
design
as
of
today
and
as
we
go
further
east,
we
just
put
more
additional
speed,
cushions
and
shadows
at
specific
locations
and,
as
we
go
east
of
the
roundabout,
there
are
no
rrbs,
no
other
speed
humps,
and
it
is
just
shadows
to
allow
people
to
know
that
they
are
allowed
to
be.

You
know,
biking
in
the
middle
of
the
roadway
and
with
that
that
is
the
end
of
my
summary
for
the
river
arts
district
of
the
project.

I
think
an
interesting
point
of
the
changes
that
we're
making
on
buchanan
avenue
are
that
in
order
to
put
that
side
path
in
without
a
very
expensive
retaining
wall,
we're
building
the
sidewalk
into
the
road
bed,
and
that
is
what
is
making
us
need
to
change
those
parking
spaces
which
are
currently
diagonal
parking
that
are
not
even
built
to
modern
standards.
They're,
not
in
compliance
with
our
parking
standards
today.
So
these
changes
will
make
a
big
improvement
on
the
street
and
also,
I
think,
tell
me
if
you
agree
mike
and
vinnie.

That
is
correct.
It's
we're
proposing
ten
and
a
half
foot
travel
lanes
which
is
totally
acceptable
and
within
standard
here
and
having
that
formalized
parking
really
will
tighten
things
down
and
you
have
to
be
take
the
road
a
little
slower
to
be
safe,
great.

We
should
also
mention
that
there's
a
there's
two
projects
going
on
two
other
projects.
Besides
this
one
going
on
at
the
corner
of
livingston
and
livingston
and
depot
street,
where
we
have
the
grant
center
itself
is
going,
is
undergoing
some
construction
and
there
is
a
plan,
a
project
on
the
books
by
a
very
preliminary
project,
called
the
livingston
complete
streets
project.
So
the
parking
that
mike
is
showing
right.

There
is
something
that's
our
goal,
but
depending
on
what
happens
at
the
grant
center
and
the
living
street
livingston
street
complete
street
project,
those
that
layout
might
change
depending
on
what
happens
over
there,
or
so
I'm
told
right.

Some
elements
that
I'd
like
to
talk
about
in
construction
now
that
have
shown
this
project
and
they
are
primarily
in
the
south
side
district,
I
think,
are
important
to
understand
that
residents
always
ask
me
about,
is
how
will
my
business
or
my
access
to
my
complex
will
be
impacted?
Basically,
the
contractor
is
required
to
maintain
all
accesses
to
driveways,
doorways,
etc,
so
that
will
be
coordinated
through
construction
with
the
various
property
owners
and
residents
to
make
sure
that
is
that
is
maintained.

I
do
want
to
give
that
as
a
that
is
a
comment
I
a
question
I
typically
get
with
these
urban
type
projects
is:
how
will
my
business
be
impacted
when
construction.

good
point
mike
and
usually
with
with
the
city
the
city
also
does
outreach,
so
we'll
have
our
community
meetings
and
that
type
of
thing
that
we
typically
used
to
do
them
in
public.
But
you
know,
depending
on
whatever
the
pandemic
situation
is
here.
This
might
be
an
opportunity
to
have
the
public
contact
us
as
far
as
specific
details
with
their
business
or
their
residents.

thought
I'm
looking
forward
to
looking

getting
this

in
the
ground
and
connecting
some
greenwood.

Sorry,
I
was
going
to
say
we
were
talking
about
some
wayfinding
on
this
project
as
well,
that
isn't
part
of
mike's
project
design
so
we'll
there
will
be
ways
where,
especially
if
somebody
speaks
from
out
of
town
and
is
riding
from
a
greenway
or
from
their
airbnb
over
in
the
river
arts
district,
they
want
to
get
over
the
mccormick
place.
There'll
be
a
way
finding
which
will
give
them
a
you
know,
directions
or
just
signs
that'll
tell
them
how
to
get
different
places.
