plan
for
the
joint
advance
monument
task
force
to
give
some
recommendation
on
the
scope
and
the
expectations
of
that
that
joint
task
force
share
the
support,
staffing
details
around

task
force
and
then
make
the
final
request
of
the
boards
and
commissions
committee
to
approve
and
provide
additional
direction
as
we
move
forward
with
the
task
force.

part

the

council

june
9th
approved
a
joint
resolution
and
buncombe
county
board
of
commit
board
of
commissioners
approved
on
june
16,
a
resolution
that
would
remove
two
confederate
statues
that
are
located
at
the
buncombe
county,
courthouse
and
pac
square
park
and
then
also
establish
a
jointly
appointed
task
force
to
recommend
action
regarding
the
removal
or
the
repurposing
of
the
vance
monument
and
then
to
also
honor
the
local
history
of
african
americans.

resolution
the
task
force
was
set
up
for
it
to
consist
of
up
to
12
members
appointed
by
both
the
two
governing
boards,
the
county
commission,
as
well
as
the
city
council,
six.
Each
the
task
force
is

citizen
input
and
particularly
input
from
those
most
impacted
by
the
monuments
and
also
participate
in
public
dialogue,
and
the
board
is
excuse
me.
The
task
force
is
to
present
the
recommended
their
recommendations
within
90
days
or
three
months
of
the
completion
of
all
membership
appointments.

met
a
staff
group
from
the
city
and
a
staff
group
from
the
county
met
together
and
talked
about
what
we
were
hoping
to
see
in
the
actual
paper
of
the
application,
which
would
be
paper
and
electronic
and
came
up
with
a
timeline
that
we
would
like
to
propose.

it
may
not
feel
like
a
joint
process
right
now,
because
they
have
already
posted
the
application
and
are
receiving
applications

folks,
it
is
still
really
a
joint
process.

we
work
together
in
the
planning,

together

closing
date
of
the
city's
applications
which
I'll
get
to.
But
I
did
want
to
just
say
real
quickly
that
this
is
buncombe
county's
timeline.
They
opened
the
application
on
the
23rd
it'll
close
on
july
7th.

they've

committed
that
all

only
appoint
people
from
outside
the
city
limits.

and
again,
this
joint
application
that
we
put
together

folks

the
city

if
they
live
outside
city
limits
and
the
link
will
be
posted

websites

receive
applications
both
electronically,
as
well
as
by
paper,
to
make
sure
that
those
who
may
have
barriers
to
electronic
submission
can
still
apply

reasons
why
we
chose

have
them
host
all

the
applications

the
time
comes

us

close

application

will
send

our

that
were
for
folks
that
live

the

expectations
around
the
scope

the

making
sure
that
the
recommendations
that
are
coming
from
this
task
force
are
will
include
fiscal
implications,

understanding
of
what
it
will
take
to
remove
or
and
or
repurpose
the
advance
monument
that
they
would
also
develop
and
implement
an
inclusive
community
engagement
plan
as
part
of
their
work
in
ensuring
that
there
is
broad
community
engagement,
especially
of
those
most
harmed
and
or
most
negatively
impacted
by
the
vance
monument,
and
then
that
they
that
the
that
they're
part
of
their
scope
is
to
quickly
set
up
a
and
select
a
chairperson,
a
vice
chairperson
and
or
secretary.

the
means
to
do

I
come
from
a
place
where
I
kind
of
believe
that
it's
difficult
for
a
member
of
a
task
force
to
also
be
the
secretary,
so
in
the
commissions
on
the
commissions
that
I
helped

support
we've

notes

recently.
So
we

say,
city
staff
have
been
taking
notes
so
that
they
can
fully
participate.

far
as
staff
and
legal
support

forward

enable
them

the
work

are
asked

the
scope

expectations
just
to
be
very
clear
and
transparent
about
some
of
the
expectations
we'd
like
to,
since
both
the
county
and
the
city
will
have
their
appointments
made

28th

july.

expecting
the
first
meeting
to
get
scheduled
within
the
first
two
weeks
of
august
and
that
there
would
put
together
a
meeting
schedule
across
the
90
days
that
they're
to
meet
to
come
up
with
recommendations
about
the
vance
monument.

know
that
from
some
other
task
force,
we've
had
some
issues
with
attendance,
etc.
So
just
wanted
to
put
out
there
and
again
be
as
transparent
as
possible
that
the
expectation
is
at
least
the
80
scheduled
meeting
attendance.

committee

interested
in
increasing
that
I'd
love
to
hear
your
opinion
on
that,
we
anticipate
one
meeting
a
week.

don't
know
if
that's
actually
feasible,
because
it's
difficult
for
folks
to
meet
that,

well
as
the
research
and

that
needs
to
happen
between
meetings,
but
at
least
we're
putting
it
out
there
that
there's
an
expectation
that
there's

of
activity
and
that
there
will
there's
enough
time
that
there's
a
lot
of
time

will
be
taken

expected
of
the
members
of
the
task
force
as
well

staff.

folks

actively
participate
in

planning,
the
gathering
of
data

input,
also
the
evaluation
of
facts

alternatives

reaching
consensus

final
content

report
and
then,
in
addition

this
task
force,

expect
them
to
maintain
a
connection
and
include
input
from
other
boards
and
commissions
that
are
existing,
that
touch
on
this
topic,
and
that
would
be
the
african-american
heritage
commission,
which
is
a
joint
commission
between
the
city
and
the
county.

the
lead

county

city
assistant,
county
manager,
takisha
wesley,
and
if
there
are
any
other

commissions

county
that
are
solely

counties,

those
recommendations
and
we'll
be
happy
to
again
make
sure
that
we
stay
connected
to
them
in
either
consult
or
work
to
make
sure
that
their
input
is
is
a
part
of
this
process.

that
the
city

asheville
put
together
a
team
and
in
it
and
it
it's
kind
of
split
into
two
as
a
result
of
the
resolution.
We
know
that
that
there's
there
was
a
request
for

shrouding

vance
monument
and
then
there's
the
actual
technical
pieces
of
the
removal
of
the
other
two
monuments.
So
we
have
a
task
force
team,
that's
meeting,
and
then
we
also
have
an
internal
technical
team.

around
the
monuments
that
are
on
city
property
and
so
the
representation
from
the
city
of
asheville
task
force.
Team
includes
the
office
of
equity
and
inclusion,
the
city
clerk's
office,
community
and
economic
development,
communications
and
public
engagement

then,

addition,
we're
meeting
with
the
technical
team
for
the
city
and
that's
a
representation
from
the
city,
manager's
office,
city
attorney,
capital
projects,
development
services,
parks
and
recreation,
community
and
economic

and
planning
and
urban
design.

studied

written
about

history

vance
monument

member

a
community
that
that

quite
impacted

its
removal
as

I'm

hoping

this
committee
will
also
look
at
some
cultural
demographics
and
consider
who
would
be
impacted
by
its
removal
to
quite
a
few
of
us.
Like
me
as
a
wiccan.
This
was
quite
a
surprise
here.

characterizes
a
confederate
monument
because
it
was
built
by
local
masons,
the
imitation
of
of
the
washington
monument.
Nobody
really
knew,
I
mean
I,
I
wrote
an
article
about
the
vance
monument
and
its
history
in
2003
for
the
mount
express.
While
I
was
a
reporter
there
and
nobody
knew
about
vance's
racism.

instance,
the
jewish
community,
which
bernai
burnett
berith
used
to
lay
a
wreath
of
galax,
leaves
every
year
at
the
base
of
that
monument
in
honor
of
the
good
thing
the
vance
did,
which
was
to
argue
for
tolerance,
religious
tolerance
of
jews,
at
a
time
when
there
was
great
prejudice
against
them
in
this
country,
so
you
know
very
mixed
character,
yes,
and
certainly
it
deserves
to
have
more
names
on
there,
but
and
I'm
also.

also
think
that
you
know
it's
good
that
you're,
including
the
historic
resource
commission,
and
I
just
want
to
make
sure
that
there
is
a
true
diversity
of
opinions
on
this
committee,
because
that's
our
strength
in
asheville
when
we're
faced
with
polarization
we,
you
know,
we
find
a
way
for
everybody
to
win
by
honoring
and
using
our
diversity
all
right.

do
appreciate
what
the
last
caller
said
about
diversity
in
the
community,
but
one
of
the
things
that
I
want
to
say
is
for
folks
who
see

removal
of
a
confederate
monument
as
being
erasure
of
our
history.
I
just
would
like
to
say
to
those
folks
that
it
is
not
anybody's
intention
to
erase
history.

As
a
matter
of
fact,
I
believe
that
it
is
our
intention
to
bring
forward
history
and
remind
folks
of
what
the
confederacy
fought
for,
although
that
is
widely
debated.
I
think
it's
something
that
we
can't
entirely
ignore
that
slavery
was
a
huge
reason.
The
confederacy
fought
against
the
union,
and
so
I
think,
to
really
look
at
it
from
both
perspectives.

believe
that
a
lot
of
folks
don't
want
to
continue
to
glorify
confederate
soldiers
and
military
officers
who
who
were
fighting
for
things
that
we
no
longer
wish
to
to
contribute
to
or
glorify
or
hold
in
this
country,
and
I
do
think
that
folks,
who
you
know
still
look
back
at
the
civil
war
with
you,
know
kind
of
romantic
reminiscing
emotions
towards
it.

implore
those

look
at
everything
that
took
place
in
the
civil
war
and
and
really
ask
themselves
if
they'd
like
to
go
through
something
like
that
again
and
I
think
taking
steps
to
remove
confederate
monuments
is
a
huge
statement
to
americans
in
this
country
that
we
do
not
support
those
ideologies,
and
I
would
really
love
to
see
asheville
take
that
step
because
we
are
in
the
south,
and
we
do
have
folks
who
do
still
reminisce
about
the
confederacy,
and
I
think
it's
important
for
us
to
as
a
country
really
stand
up
and
say
we
do
not
stand
by
those
ideologies
and
we
won't
allow
it
otherwise
we're
implicit
in
the
inherent
violence
that
comes
with
those
ideologies.

organizations

consideration
more
than
just

12
people
that
are
going
to
be
on
the
committee,
but

I

think
it
is
great
that
you
guys
are
putting
it
together
and
I
look
forward
to
keeping
in
touch

watching
