these

So

lengthy
updates
about
different
projects
and
ups
and
things
happening
in
the
community
and
at
the
bottom

them
are

other

homelessness

it
looks
like
that
got
updated.

this

think
that
the
hayek
folks
of
the
homeless
coalition
have
a
couple
tweaks
that
they'll

so
you
may
see

update

It

lot

resources
out

We
would
love

share

anyone

the
community
that,

they
are
struggling
with
houselessness
with
rental
payments,
to
please
call
2-1-1
who
have
many

these
resources

their
fingertips

our

for
community
development
updates.

rental
assistance
and
utility
assistance
available.

can
go

the
buncombe
county
website
and
I
believe
it's
kind
of
flashing
across
the

get

their
page
there's

application
process.
It

cover
not
only
current
rent
utilities
but
also
arrears,
and
I
think
I
read
an
article
that
they
had
spent
about
40
of
the
funding.
So
there's
a
significant
amount
left.

plan
for
our
hud
funding.

back

we
came

in
june

received
additional
funding

this

year

we
come
back
again
for
any
kind
of
additional
program
income
and
as
well

the
the
home
funding
that's
handled
by
the
asheville
regional
housing
consortium,
so
we're
here
today
to
ask
for
an
authorization
to
submit
the
updated,
21
22
annual
action
plan
to
hud,
which
we
would
be
doing.

believe,
a
council
meeting
on
october
26.
I
believe,
and
taking
a
look
at
the
staff
report.

had
an
original
allocation
of
approximately
1.137
million
dollars
back
in
april
when
we
received
the
funding,
and
then
we
received
an
additional
15
296
dollars
of
cdbg
funds
that
we
put
through
in
june
to
reallocate
those
into
this
hud
funding
for
this
year,
but
as
contingency
funding
of
15
296..

That
city
staff
recommends
we
put
into
contingency
the
riverfront
development
group
rescinded
their
1819
cdbg
grant
of
14
629,
and
a
few
of
our
agencies
had
remaining
balances
that
from
the
fact
that
funding
was
received
super
late
this
year,
hud
funding
came
in
at
march
and
it
was
very
difficult
for
some
of
our
agencies
to
be
able
to
spend
all
of
that
money
by
june
30th.

All
the
balances
are
relatively
very
small,
and
a
lot
of
that
had
to
do
with
the
timing
of
hud
funding
this
year,
so
community
bill
and
staff
in
coordination
made
recommendations
for
these
funds
previously
and
we're
now
recommending
that
all
these
funds
go
into
contingency
for
a
total.

think
of
133.

to
be
used
towards
next
year's
funding
in
the
2020
22-23
program
year
and
lastly,
pointing
out
that
the
home
meeting
for
their
additional
funding
happens
this
thursday,
and
we
will
be
sage-

councilwoman.

thursday
for
that
funding
and
we'll
be
taking
all
this
to
council
on
october
26th,
and
with
that
I'm
happy
to
answer
any
questions
in
the
stanford

great
question:
usually
it
is
somewhat
atypical,
but
because
again
the
funding
came
in
from
hud
due
to
covid
so
late
this
year.

we
didn't
actually
get
the
hud
contract
until
march
and
get
the
funding
actually
in
april,
and
even
though
cdbg
funding
can
go
back
to
last
july,
1st,
it
can
be
really
tricky
to
get
all
those
draw
requests
in
get
that
money
spent
and
agencies
similar
to
a
lot
of
folks
right
now,
with
capacity
have
struggled
to
get
some
of
the
money
out
the
door,
but
bounces
are
very
low
and
all
the
agencies
were
great
to
work
with,
and
we
can
just
put
this
money
forward
for
2223
funding.

okay,
when
we're
down
that
was
a
big
one,
though
I
was
a
little
confused
by
the
homework
down
a
hundred
thousand.
Is
there
that's
a
lot
of
money?
What
happened.

Well,
because
of
their
project
of
acquisition
for
6.5
million
dollars,
they
received
about
six
million
dollars
of
that
between
the
county
and
dogwood
and
the
city
for
that
acquisition
base,
and
then
they
had
another
half
million
dollars
in
their
private
donations
and
so
that
hundred
thousand
dollars
wasn't
necessarily
needed
for
acquisition
which
we
had
recommended.

If
you
all
remember
in
march
that
to
not
do
the
funding
for
acquisition,
it
also
triggers
a
lot
of
hud
things
that,
like
hud
regulations,
that
don't
necessarily
need
to
happen
for
this
project,
that's
completely
dedicated
to
homelessness,
and
so
that
our
recommendation
in
march
was
to
not
fund
a
hundred
thousand
dollars.
Looking
at
how
their
timeline
went
to
get
the
money
to
them
for
acquisition,
as
well
as
all
the
environmental
assessments
that
would
need
to
be
done.

timing
doesn't
doesn't
quite
work
out
for
that
acquisition
and
they
were
able
to
get
their
funding
from
other
sources
like
the
arpa
funding,
which
I
think
made
more
sense
for
the
project.

funds

great

great
source
for
acquisition
funds
in
general
for
cdbg.

a
lot
of
public
service,
economic
development
and
housing
services
when

affordable

better
fit.

the
action
plan
is
always
due
in.
I
think
the
date
is
in
the
end
of
may
or
june
12th
this
year,
because
we
got
additional
funding.
I
think
we
had
until
june
16th
and
now
what
we're
doing
is
what
you
would
call
an
amendment
to
our
action
plan
to
identify
the
changes
here,
and
so
I
think,
with
this
community
development
team
right
now,
councilwoman
smith,
as
changes
are
made
to
those
annual
allocations,
it's
important
to
put
in
amendments
to
hud
okay.
So
this
is
an
amendment
correct.

thinking
I

hate
to
let
me
start
here:
we
turned
a
lot
of
people
away,
let's
go
around
and
if
we
have

000
on
the
table,
how
hard
would
it
be
for
those
agencies
to
be
for
for
this
committee

look

of
those
requests
and
to
allocate
this
this
money
to
those
agencies
or
agencies
that
we
underfunded.

funding
that
comes
back

reminder
of
two
things
is
that
councilwoman

only

percent

the
funding

go
towards
public
services.

because
of
that
limit
with
public
services,
which
is,
I
believe,

always

additional
requests.

we
don't
have
enough
money
in
public
services,
so

we
maybe
have
another
20
000
that
we
could
possibly
redistribute
between
those
12
or
14
agencies
and
then
looking
at
a
timeline
it
takes
us
about.

we're
going
in
for

july

they

able
to

spend
it
in

into

could

funds
with
some
of
these
other
applicants.

applications

in

grant
application

passenger
development
group
for
their
development
at
120
charlotte
street.
The
development
is
a
residential
rental,
mixed
use
with
186
total
rental
units
made
up
of
167
one
bedrooms
and
19
two
bedrooms
with
housing
representing
a
majority
of
the
overall
rentable
square.
Footage
of
the
186
37
apartments,
which
is
20,
would
be
affordable,
serving
individuals
and
families
earning
at
or
below
80
percent
of
the
area,
meaning
income
for
a
minimum
of
20
years.

Passenger
development
group
is
offering
30
years,
and
please
know
that
half
of
those
37
units
would
accept
housing,
choice,
vouchers,
rental
assistance,
the
developer
estimates,
a
development
cost
of
42.9
million
dollars
with
a
tax
value
coming
in
at
about
27
million.
The
project
as
presented
to
staff
meets
the
following
eligibility
requirements.

more
dwelling

At
least

percent
of
the
units
meet
the
affordability
standards
set

the
city

asheville

proposed

diverse

pros
listed
there.

proposed

rental
units,
mostly

the

them
time

unit
that
opened

would

go
to
that
low-income
family.
So
far,
that
has
not
been
a
problem
and
has
not
happened.

housing
deed
restriction
on
any
project

committing
affordable
housing

conditional
zoning

violation
of
the
deed
restriction
as
well,
which
gets
recorded.

we,

it's
a
change
of
ownership
and
somebody's,
not
following
it,
they
could
have
a
violation

a
luigi
perspective
if
they
promise
it
as
part
of
the
conditional
zoning.

accept
vouchers,
they're
really
touching

50
ami
range
and
so
we're
seeing
a
deep
affordability
in
this
to
me,
this
application
is
like
it's
kind
of
amazing.

is
what
we
set
out

do.

think
it's
a

seems
pretty
clean

me
we're
getting

on
transit

for

years,

which
I
thought
was
a
nice
addition
as
well.

don't
really

concerns
about

five
years
to
get

luigi
policy

even
enact
within
a
project,
and

I
can't
remember

first
one

actually

seeing

me
the
policy
is,
is
coming
together
really
well,
you
know
they're
kudos
to
staff
and
volunteers
that
got
us
here
over
the
years.

been
a

updated
one
