B
All
right
good
afternoon,
I'm
councilwoman
well
good
morning,
I'm
councilwoman
smith
and
I'm
the
new
chair
of
boards
and
commissions
committee,
I'm
just
making
sure
my
mic
is
on
okay,
I'd
like
to
welcome
you
all
to
the
december
8th,
remote
meeting.
All
council
members
and
staff
are
participating
virtually.
B
We
appreciate
your
patience
as
we
walk
through
holding
these
committees
a
bit
differently
to
help
our
audience
follow
along
I'll
state.
Each
section
of
the
agenda
allowed.
We
are
streaming,
live
on
our
virtual
engagement
hub,
which
is
accessible
through
the
virtual
engagement
hub
link
on
the
front
page
of
the
city
website.
B
We
are
all
we
also
have
the
option
for
the
public
to
listen
live
by
phone
for
those
of
you
out
there.
Welcome
for
today's
meeting,
we'll
have
the
option
for
people
to
call
in
and
make
live
comment
during
the
meeting.
If
you
want
to
do
that,
call.
B
855-925-2801
use
the
meeting
code
9478,
your
phone
will
be
muted
and
you
will
hear
the
meeting
live
at
that
point.
Speakers
will
need
to
push
star
3
to
enter
the
speaker
queue.
Okay.
At
this
point,
I'm
going
to
introduce
the
staff
and
committee
members,
the
new
committee
members
I'll
go
through
and
introduce
each
staff
member.
Could
you
please
unmute
your
phone,
a
mutual
microphone
and
then
remember
to
mute
your
microphone?
After
speaking,
just
please
give
a
quick
hello,
councilwoman
antoinette
mosley.
D
B
And
jerry
mike
she's
having
some
audio
difficulty
so
she'll
be
communicating
through
the
chat
today,
we'll
just
relay
those
messages
to
you
for
anyone
who
might
be
listening
by
phone
okay,
can
I
get
a
motion
to
approve
september
meetings,
minutes.
D
B
Okay,
now
that
I
have
a
motion
and
a
second
I'll
do
a
roll
call
vote.
Councilwoman
mosley
I
councilwoman
roney,
I
and
myself,
I
okay.
The
minutes
have
been
approved
so
on
today's
agenda.
We
have
a
couple
couple
recommendations
for
appointments
to
make
we'll
do
abc
board
homeless
initiative,
advisory
committee,
human
relations,
commission,
multimodal
transportation,
commission,
neighborhood
advisory
committee.
B
So
we'll
start
off
with
the
abc
board,
we
do
have
board
recommendations
for
those
vacancies,
actually
just
two
vacancies
and
one
reappointment
for
reappointment.
We
have
rob
and
kate
for
the
vacancies.
We
have
application
recommendations
from
the
board
on
sharon,
west
and
david
and
angelus.
D
If
I
may,
I
wanted
to
read
a
note
from
vice
mayor
whistler
on
friday
december
4th.
She
says
I
serve
as
a
liaison
for
the
abc
commission.
I
support
the
board's
recommendation
for
appointment.
I
appreciate
your
willingness
to
take
that
and
consider
into
consideration.
So
I
just
wanted
this
group
to
know
about
that
recommendation.
D
C
Given
the
newness
of
the
makeup
of
the
board,
I
move
that
the
committee
consider
these
recommendations
at
the
next
meeting
and,
as
a
result,
also
reopen
the
application
process.
D
I
will
second
that,
and
also
we
could
consider
interviewing
the
applicants.
Okay,.
B
There
was
a
discussion
I
have.
I
need
clarity
on
on
something.
Sarah.
If
you
can
answer
this
question,
I
think
there
is
an
option
to
go
a
different
route,
the
traditional
route.
When
we
do
interviews,
we
have
to
hold
a
special
meeting
for
council.
I
think
maybe,
if
we
make
the
recommendation
as
a
committee
to
maybe
hear
interviews
just
as
a
committee,
that's
an
option.
B
Okay,
we
have
a
motion
and
a
second
I'll
do.
A
roll
call
vote
is
that
okay,
councilwoman
mosley.
B
We
could
hear
you,
but
I
think
yeah,
okay,
councilwoman
rody,
hi,
okay.
We
have
a
motion
and
a
second
to
postpone
and
to
hear
this
on
our
next
meeting.
We
have
not
set
the
next
meeting
we'll
set
the
next
meeting
at
the
end
of
this
meeting,
correct
okay,
so
we'll
just
leave
it
as
that
we'll
postpone
and
revisit
the
applications
during
our
next
meeting.
B
Okay,
all
right,
we'll
move
on
to
the
homeless
initiative
advisory
committee,
chair
mcminn,
recommends
sarah
kulpley
jason
desai
and
there
for
the
third
vacancy
they're
recommending
that
that
we
hold
that
open
until
our
next
meeting.
B
So
can
I
have
a
motion
and
a
second
or
does
the
committee
have
any
other
recommendations
to
make.
D
I
have
a
question
because
I've
attended
the
homeless
initiative
advisory
committee
meetings
for
some
time,
elvia
diaz's
term
was
set
to
expire
on
november
1st.
It
is
my
understanding
that
that
member
is
both
eligible
and
interest
interested
in
reappointment.
Okay.
Now,
what
I'm
not
clear
on
is
why
we
wouldn't
consider
her
application.
In
addition,
okay.
A
Other
than
to
say,
yeah,
she
is
eligible
and
interested.
It
just
wasn't.
The
recommendation
that
we
received
only
because
from
what
I
understand
from
staff
is
that
there
is
this
board.
Has
so
many
different
call.
I
don't
know
if
qualifications
is
the
word
or
they
try
to
get
a
diverse
outlook.
To
for
the
word
makeup,
I'm
wondering
if
brian
is
available.
D
Though
so,
some
of
my
questions
specifically
are
when
we
have
people
who
are
most
affected
by
the
decisions
at
the
table.
Elvia
brings
a
very
unique
experience
as
someone
who
has
experienced
homelessness
and
has
used
local
services
in
the
past
and
also
her
personal
lived
experience
that
she
brings
to
the
table
as
a
black
person
in
america.
B
Well,
if
she
is
up
for
reappointment
and
she's
interested,
does
she
have
to
submit
an
application
to
be
to
be
eligible
or
to
be
considered?
Is
the
proper
word.
A
No,
she
does
not
have
to
resubmit.
She
has
expressed
interest,
so
we
could
certainly
go
ahead
and
reappoint
if
okay
well.
B
A
C
B
All
right
there's
a
motion
in
a
second
I'll.
Do
a
roll
call
vote,
I'm
councilwoman
mosley,
I
councilwoman
rony,
I
and
myself,
I
so.
The
recommendation
by
the
board,
plus
the
reappointment
of
elvia
diaz,
will
be
our
recommendation.
Moving
forward
to
full
council
later
on.
Okay.
B
D
Well,
I
would
like
to
offer
some
additional
information.
Is
that,
as
the
new
liaison
to
the
human
relations
commission,
I
spoke
with
the
chair,
tiffany
devoe
last
night
and
confirmed
that
these
recommendations
are
exactly
the
same,
still
very
strong.
They
haven't
met
since
september.
So
that's
why
I
felt
it
was
important
to
reach
out
to
the
chair.
So
I
would
make
a
motion
to
recommend
these
nine
applicants,
as
recommended
by
the
human
relations
commission,.
A
To
interrupt,
there
is
there's
only
seven
vacancies,
but
they
did
put
forth
nine
names.
Okay,.
B
So
kim
my
question
to
you:
after
having
conversation
with
with
thank
you
editor,
it
seems
that
they're
in
order,
I
think
they
they
have
nine
recommendations,
but
there's
seven
seats
here.
The
committee
rep
recommended
nine,
but
the
first
are
highly
recommended.
The
first
three
are
highly
recommended.
A
I
think
there
are
15
member
board,
which
is
like,
I
believe,
our
largest
board,
and
then
we
have
these
these
seven
vacancies
at
the
at
the
moment.
A
And
what's
unique
about
this
committee
is
that
they
are
two-year
terms
rather
than
our
typical
three,
so
you'll
see
more
term
expirations
for
this
board.
B
So
I
would
need
more
time
to
be
more
thorough
in
examining
the
applications
outside
of
what
was
recommended
by
chair
devlo.
So
I'll
make
a
motion.
Is
that
appropriate?
I
guess
so
yeah
I'll
make
a
motion
to
postpone
this
decision
until
our
next
meeting
it'll
give
us
more
time
to
comb
through
after
you
know,
receiving
clarity
right
now
that
you
know
there
was
a
little
mix-up
in
our
understanding.
Is
there
a
second
on
that
motion.
C
D
B
So
for
for
me,
there
is
a
postponement
for
further
examination
by
the
board
and
there
is
another
postponement
that
could
be
to
reopen
the
application
process.
I
think
here
and
I'm
kind
of
opening
it
to
you
all
for
for
me.
I
would
just
like
to
postpone
for
more
examination
of
the
applications
that
have
already
gone
forth,
because
I
think
they
did
they
did
interviews
internally.
B
So
I
support
that
yeah
so
I'll
make
a
motion
to
postpone
for
the
purpose
of
the
this
committee
re-examining
or
doing
a
deeper
dive
into
the
applications
a
second
okay.
Now
we
have
a
motion
in
a
second
I'll.
Do
a
roll
call
vote,
councilwoman,
mosley,
hi,
okay,
councilwoman,
rony,
hi
and
myself.
I
all
right
we're
moving
right
along
okay
kim
this.
Is
your
old
commission
committee,
multimodal
transportation
commission.
We
do
have
a
board
recommendation
here.
B
The
board
has
recommended
to
reappoint
patricia
katz
as
our
at-large
representative,
john
boston
for
the
transit
representative,
michael
waddle,
transit
representative
lydia
barr.
I
don't
want
to
mispronounce
her
name
viewer
viewer
as
the
greenway
representative,
and
they
have
recommended
a
postponement
on
appointment
for
the
last
seat.
I'm
really
not
sure
who
that
representative,
I
mean
what
that
person
represents,
but
kim
do
you
know
with
that
last
seat.
D
D
My
question
is
because
the
multimodal
is
the
umbrella
organization
for
the
or
group
for
the
subcommittee
for
transit
and
greenways.
Does
this
mean
that
john
and
michael
will
be
put
on
the
transit
committee
or
that
they're
coming
from
the
transit
committee.
A
It
is
my
understanding,
and
this
establishing
ordinance
is
a
little
wonky
in
comparison
to
our
other
ones,
that
they
will
be,
since
this
is
umbrella
one
they
will
be
per
on.
That
subcommittee
for
the
trans.
D
Right
and
I
know,
there's
multiple
openings
on
the
transit
committee,
so
the
reason
I
bring
that
up
is
the
transit
committee
needs
members,
but
these
members,
what
I
didn't
see
in
the
paperwork
is
whether
or
not
they
were
supported
by
the
transit
committee.
Has
the
transit
committee
been
able
to
review
these
applicants.
D
So
I
know
that
we
need.
We
need
more
members
of
multimodal
in
order
for
them.
D
So
my
recommendation
currently
is
to
reappoint
patricia
katz
and
john
balsan,
and
if
we
have
the
same
would
go
for
greenways.
Do
we
have
a
greenways
recommendation
for
lydia.
A
I
I
we
are
in
the
clerk's
office.
We
don't
reach
out
to
the
subcommittees,
just
the
multimodal.
So
these
are
the
recommendations
we
did
receive
from
multimodal
whether
they
consulted
with
the
subcommittees.
I'm
just
not
sure
about
that.
Okay,.
D
D
We're
gonna
my
suggestion
with
that
would
be
that
we
re-advertise
for
the
remaining
openings.
Okay,
also
to
say,
offer
a
lot
of
gratitude
for
all
of
our
boards
and
commissions
who
are
meeting
during
a
pandemic.
I
know
there's.
A
B
B
Okay,
the
full
recommendation
with
the
last
seat:
a
postponement
on
the
last
seat
as
they've
recommended.
Okay,
is
there
a
second
for
that
motion.
B
B
Yes,
I
think
that
was
in
the
motion.
Correct,
okay,
have
a
motion
in
a
second
I'll.
Do
a
roll
call
vote,
councilwoman
mosley,
I
councilwoman
roney,
hi
and
myself.
I
all
right-
and
we
have
one
last
committee
here-
is
the
neighborhood
advisory
committee.
The
staff
liaison
is
brenda
mills
and
she
is
recommending
that
we
re-advertise
for
the
the
two
eight
eight
zero
four
seat
and
she's
also
recommending
sharon
sumrall
for
the
two
eight
eight
zero
five
seat.
B
Okay,
I'll
do
a
roll
call
vote,
councilwoman,
mosley,
aye,
councilwoman,
roney
myself,
I
all
right.
That's
all
we
have
our
work
is
done.
We
just
need
to
schedule
future
meetings.
I
believe
that
normally
it's
the
second
tuesday
right.
So
if
that's
good
with
everybody
is
this
time
good
on
the
second
tuesday
of
every
month,
for
all
of
us.
D
Yes,
I
have
to
check
the
board
and
committee
liaisons
that
I
have,
but
right
now
it
seems
to
line
up
perfectly.
B
A
Not
currently,
I
will
make
sure,
as
we
start
with
our
regular
meeting
schedules,
but
I
don't
see
a
conflict
right
now,
so
I
will
get
these
these
on
your
calendars,
reoccurring.
B
Okay,
so
we
we
have
first
dibs,
so
we'll
meet
this
time
on
the
second
tuesday
of
every
month
at
10
a.m.
Perfect.
A
A
B
E
Madam
chair,
you
have
no
live
comments
or
people
waiting
in
line
at
this
time.
B
Okay,
there
are
no
live
callers
right
now,
so
if
there's
no
more
discussion,
I'll
call
for
adjournment.
D
I
have
a
recommendation
for
future
meetings
as
somebody
who's
attended
these
meetings
as
a
member
of
the
public.
Often
these
as
we
just
saw
all
these
decisions
are
made
before
public
comment
is
requested.
So
I
would
request
that
we
please
consider
a
public
comment
at
the
beginning
of
the
meeting
in
case
anyone
has
advice
that
they
could
lend
to
our
work.
B
A
Yeah,
definitely
that's
definitely
doable.
If
that's
the
preference
of
the
committee.
A
So
I'll
build
that
into
the
next
agenda
and
just
to
make
sure
I'm
on
the
same
page.
Public
public
comment
at
the
beginning
and
at
the
end
of
the
meeting
correct.
Thank.
