boards

commission
meetings
are
scheduled
to
return
to
an
in-person
format
in
august,
despite
an
increase
in
coveted
cases
locally
due
to
the
delta
variant.
The
latest
guidance
I've
heard
from
city
staff
indicates
the
mass
will
not
be
required.
This
concerns
me,
however,
I'm
equally
concerned
by
how
the
shift
in
format
will
result
in
a
dramatic
reduction
in
transparency
and
accessibility
in
our
city
government.

However,
for
the
public
to
bring
an
informed
perspective
to
these
conversations,
they
must
be
able
to
follow
the
work
of
our
many
boards
and
commissions.
The
city
currently
lacks
any
plan
to
live
stream.
All
boarding
commission
meetings
outside
of
council
committees
when
they
return
to
an
in-person
format.

feel
that
this
place
is
an
unreasonable
burden
on
residents,
especially
considering
the
serious
public
health
concerns
that
exist.
We'll
soon
see
our
city
shift
from
a
moment
of
great
transparency
to
one
of
darkness,
where
options
for
accessibility
are
rolled
back
without
any
opportunity
for
the
public
to
weigh
in
on
these
significant
changes.

encourage
our
city
council
to
immediately
allocate
resources
and
direct
city
staff
to
determine
a
plan
to
live
stream
all
board
and
commission
meetings.
We
ask
residents
to
volunteer
their
time
to
serve
on
these
boards
and
I
feel
that
our
city
has
a
responsibility
to
make
their
work
accessible
to
all
residents.

a
request

multimodal
transportation
commission
to
consider
elevating
the
transit
committee
to
a
council
of
appointed
commission.
We
have
the
assistant,
transportation,
director
and
members
of
the
multimodal
transportation,
commission
and
transit
committee
here
with
us
to
provide
more
information.

I'm
here
to
give
you
guys
a
brief
presentation
this
morning
regarding
the
request
and
some
history
of
the
request
and
of
the
transit
committee
itself,
and
you
should
have
in
your
pocket
a
staff
report,
and
I
will
try
to
share
this.

Okay,
so
first
here's
an
overview
of
the
presentation.
We'll
talk
a
little
bit
about
the
background,
the
current
structure
of
the
transit
committee,
the
concerns
that
are
driving
this
request,
some
of
the
pros
and
cons
that
that
staff
has
considered
and
some
other
considerations
for
you
guys,
as
well
as
options
and
next
steps.

At
that
time
there
was
an
existing
transit
commission
and
a
greenway
commission
and
in
an
effort
to
better
coordinate
the
different
modes
and
to
consolidate
council
commissions,
the
multimodal
commission
was
formed
and
the
transit
commission
and
greenway
commission
became
sub-committees
and
the
biped
task
force
was
also
included
as
part
of
one
of
the
subcommittees
prior
to
formation
of
the
multimodal
transportation
commission.
The
transit
commission
was
in
place
for
about
17
years
and
then
prior
to
that
there
was
a
regional
transit
authority
that
was
in
place,
which
was
not
under
city
control.

And
more
recently,
in
january
of
2020,
the
transit
committee
drafted
a
resolution
for
the
multimodal
commission
to
consider
in
that
resolution
they
were
requesting
to
become
a
commission
of
counsel
in
october
of
that
year
of
2020.
The
multimodal
commission
briefly
discussed
the
request,
but
did
not
make
any
decisions
at
that
time
due
to
a
number
of
factors,
including
covid19
turnover
on
the
transit
committee
and
the
upcoming
council
elections.

So
the
current
structure
of
the
multimodal
commission
is
that
it
has
nine
members.
There
are
three
at-large
members
and
then
two
members
are
assigned
to
each
of
the
three
subcommittees
and
then
there
are
two
non-voting
members
and
we
currently
have
on
the
multimodal
commission
one
vacant
seat
for
a
sustainability
committee,
member
councilwoman
rony.
As
our
current
liaison
and
the
transit
committee.
It
can
have
no
fewer
than
seven
members
and
no
more
than
11
members,
including
two
multimodal
members.

Some
of
the
pros
that
we
have
cited
include
that
we
already
have
dedicated
stopping
in
place,
so
the
stopping
situation
wouldn't
really
change.
We
already
have
a
transit
planning
manager
and
she
has
a
number
of
staff,
and
so
the
staffing
would
not
change
whether
it
was
a
continue
to
be
a
committee
or
a
commission.

Another
consideration
would
be
that
it
could
lessen
the
coordination
among
transportation
modes.
I
personally
think
that
this
would
be
maybe
not
as
big
a
concern,
because
both
transit
and
greenways
bicycle
and
pedestrian
issues
all
fall
under
the
transportation
department.
So,
from
a
staffing
perspective,
we'll
still
have
that
coordination
in
place.

As
I
mentioned,
transit
is
one
of
the
city's
largest
budget
items.
The
city
continues
to
invest
in
transit,
adding
new
services
recently
in
this
current
budget
year.
So
we
see
we're
going
to
see
a
continued
increase
in
our
services
and
one
thing
that
we
could
consider
if
we
decided
to
move
forward
with
this
is
that
we
would
need
to
you
know,
create
bylaws
and
a
new
structure,
and
we
could
design
a
new
commission
transit
commission
to
ensure
that
there's
continued
coordination.

So,
for
example,
we
could
include
members
of
the
multimodal
commission
and
still
have
crossover
that
would
facilitate
that
coordination.
So
the
options
that
we
have
are
do
nothing
leaving
the
current
structure
in
place.
You
could
create
a
transit
commission,
so
we
would
draft
a
new
ordinance
establishing
the
commission.
We'd
revise
the
multimodal
commission,
ordinance,
appoint
the
liaison
and
members
and
all
of
those
sorts
of
logistical
things,
and
then
there
could
be
other
alternatives
that
we
can
consider.

think
that
you
know
we
would
like
to
hear
your
discussion
and
and
then
we'll
move
forward
as
you
see
fit.
That's

the
way
of
both
parts
of
this
decision
to
keep
things
as
they
are,
or
to
reinstate,
not
necessarily
a
new
transit
commission
but
reinstate
the
committee
as
a
commission.

My
suggestion
is
that,
instead
of
us
making
a
action
and
voting
on
a
recommendation
today
that
we
hear
from
the
members
of
the
transit
committee
that
are
here
and
then
request
a
draft
change
of
the
resolution
for
consideration
by
this
committee
at
our
next
meeting.
I
do
have
four
points
of
why.
I
think
that
reinstating
the
transit
committee
as
a
commission
makes
sense.
One
transit
is
a
core
service.
As
it's
been
identified,
the
transit
commission
being
demoted
in
the
past
decade
means
they're
now
advising
multimodal
instead
of
advising
council.

We've
had
robust
recruitment
and
engagement
efforts
from
advocacy
groups,
including
just
economics,
better
buses
together
and
fellow
bus
riders.
The
transit
committee
is
seated
by
people
who
ride
the
bus
from
every
part
of
the
city,
by
necessity,
riders
from
a
broad
and
deep
range
of
lived
experiences.

We
also
know
that
working-class
and
poor
people
are
moving
to
the
outskirts
of
the
city
and
into
the
county,
doing
the
right
due
to
the
rising
cost
of
living
and
that
there's
a
growing
population,
ashwin
buncombe
county,
who
are
paying
more
than
30
of
their
income
and
transportation
costs
with
the
new
census
data
forthcoming
we'll
be
able
to
identify
what
our
next
move
should
be,
what
we
need
to
hear
from
the
people
most
affected
by
our
transit
system
and
they're
already
showing
up,
because
we
already
have
the
transit
committee
meetings,
so
I
think
it's
time
to
hear
from
them
directly.

Additionally,
with
the
future
of
the
multimodal
transportation
commission
we're
in
the
final
processes
of
the
close
the
gap
survey,
we
have
significant
ada
compliance
issues
to
address,
so
the
multimodal
could
really
focus
on
greenway,
ada,
accessibility
and
bike
and
pedestrian
issues.
In
addition
to
the
I-26,
connector
and
right-of-way
closures
they
already
address.
F
So
my
suggestion
is
to
keep
that
transit
committee
multimodal
liaison,
so
we
can
ensure
that
communication,
as
well
as
helping
keep
transit
within
the
multimodal
goals
and
scope
of
work.
Thirdly,
this
will
help
our
council
vision
priorities.
Transit
is
at
the
intersection
of
economic
mobility,
equitable
access
and
environmental
stewardship.

And,
lastly,
I
think
there's
an
opportunity
to
support
our
staff
and
our
advisors
during
my
time
serving
on
the
multimodal
and
transit
committee
for
four
years.
I've
served
with
black
and
brown
lgbtq
plus
veteran
faith
leader
neighbors
in
recovery,
transportation,
planners
disabled
neighbors,
non-profit
staff
and
people
of
all
ages
who
ride
the
bus
to
these
meetings.
I've
heard
really
difficult
conversations
and
praise
reports
and
I've
seen
advisors,
catch
details
that
made
big
changes
in
the
meetings.

One
example
is
when
we
were
going
through
the
transit
master
plan
process,
then
advisor
calvin
allen
pointed
out
the
need
to
duplicate
service
on
the
s4
and
that
serves
the
south
side
and
bruce
emery,
who
also
serves
on
the
transit
committee
and
multimodal
noted
that
if
we
interlined
the
northbound
routes
with
the
s4
that
we
could
double
the
service
to
the
south
side
without
having
additional
costs,
and
so
people
from
the
transit
committee
were
able
to
make
those
changes
that
were
missed
by
the
planners
and
the
and
staff
and
the
consultants,
and
it
had
a
positive
impact
that
we've
benefited
from
today.

So
to
support
this
change,
I'm
willing
to
make
maintain
the
liaison
roles
to
both
groups,
if
that's
needed
and
have
offered
to
schedule
monthly
check-ins
with
the
multimodal
and
transit
chairs
to
sure
ensure
I'm
supporting
their
leadership
roles
by
streamlining
the
meetings.
I
think
we
can
better
utilize
our
staff,
time
and
commission
time
to
advance
both
the
transit
master
plan
and
the
gap
plan.

mentioned
earlier
that
there
there's
a
need
to
form
a
new
group
anyway,
I
think
when
you
were
referring
to
recent
regional
transit,
could
you
restate
that
I
didn't
hear
you
sure.

So
the
metropolitan
planning
organization
is
looking
at
this
regional
transit
study
right
now.
It
has
not
yet
been
adopted
or
funded,
but
if
we
are
going
to
move
to
that
regional
transit
authority,
then
what
we
would
be
seeing
is
that
we're
taking
step
backwards
along
our
timeline.
We
used
to
have
a
transit
authority
in
asheville
and
then
with
the
management
company
coming
in,
we
bumped
it
down
to
a
transit
commission,
and
then
we
put
it
underneath
the
umbrella,
the
multimodal
so
by
stepping
back
into
a
transit
commission.

We're
further
prepared,
I
think,
to
move
back
towards
a
transit
authority
so
that
we're
looking
holistically
at
the
needs
of
the
city
and
the
county
and
ways
that
people
can
move
without
a
car.

When
we
look
at
the
data
of
how
north
carolina
is
growing,
we
see
a
lot
of
people
that
are
aging
in
place,
so
our
elders,
but
also
young
people
and
families
and
folks
who
may
not
have
access
to
a
car.
Those
numbers
are
growing
exponentially
with
our
population
growth.
So
I
think
we're
going
to
need
a
bigger
plan
to
look
at
the
budget
plans
and
policies
not
just
for
asheville,
but
for
us
as
a
hub
for
the
whole
region.

mean
you
propose
this,
and
you
also
suggested
at
the
beginning
of
your
comments
that
you
have
a
pathway
forward,
restate
that
as
well.

suggestion

was
to
hear
from

then
because
we
have
the
recommendations
from
multimodal
and
transit
already
that
we
not
vote
for
a
recommendation
today,

our
next
opportunity
for
the
boards
and
commissions
committee
to
review

updated
resolution
to
reform
the
transit
committee
back
to
a
transit
commission
so
that
we
have
time
to
absorb
all
this
information
and
make
sure
that
we
have
all

details
ironed
out
instead
of
trying
to
rush
through
and
push
a
recommendation
today.

sorensen-cox.
I
am
a
time
resident
an
employee
and
volunteer
in
the
city
of
asheville.
I
relocated
here
from
utah
in
1995,
and
I've
had
just
a
myriad
of
jobs.
My
residence
has
mostly
included
the
28801
and
the
2806
zip
codes,
so
I'm
downtown
and
in
it
I
have
done
a
myriad
of
things,
including
learn,
to
become
a
bus
rider.
I
currently
do
not
own
a
vehicle
or
a
valid
license
to
drive.

So
as
a
50
year
old,
working
single
mom,
I
rely
on
the
bus
system
to
do
every
thing,
including
navigate
myself
and
my
13
year
old
daughter
when
she's
in
my
custody,
which
I
share
with
her
other
mother,
who
is
a
employee
of
the
city
of
nashville,
so
our
family,
my
life,
I
couldn't
be
more
invested
in
this
community
and
in
just
really
supporting
the
infrastructure
and
the
well-being
of
the
citizens
and
and
the
community
as
a
whole
as
a
bus
rider.

I've
worked
downtown
so
it
to
come
to
a
meeting
when
these
meetings
become
virtual
again
or
in
person
again,
I
can
either
access
the
w1,
w2
or
w6
transfer
it
transit
and
take
the
w
e
1,

the
meeting,
or
I
can
walk
the
couple
blocks,
but
it's
those
kind
of
things
and
the
time
and
the
energy
and
the
cost
and
the
seat
on
the
bus
and
the
interactions
I'm
going
to
have
along
the
way
that
weigh
in
to
every
every
decision
I
make
about
how
I
navigate
myself
and
my
family
in
this
city.

am
just
as
sick
as
everyone
else
at
seeing
needles
at
my
bus
stops,
and
I
also
love
that
the
bus
stop
is
there
to.
You
know
to
get
me
where
I
need
to
go.
I've
been
a
necessity
bus
rider
since
2017,

I
say
all
that
to
to
just
say
that
I
I
am
committed
to
this
plan.
I
support
councilwoman's
rooney,
move
to
pump
the
brakes
and
see
the
long
haul.
I
see
the
need
as
a
working
person
to
expand
the
system.

got
to
get
our
neighbors
in
and
out
of
communities
that
are
more
than
just
downtown
and
I
see
the
growth
every
day
I
sell
furniture,
so
I
know
how
much
money,
how
many
resources,
how
many
people
are
moving
into
this
town?
It's
here
and
it's
really
time
to
just
capitalize
on
buses,
mean
business.

able

get
everything
I
need
to
get
done
on
a
200
transportation
budget
for
my
whole
family
and
actually
because
I'm
on
this
transit
committee-
and
I
give
my
time
I
mean
a
lot
of
times-
I
won't
break
it
down
in
terms
of
time
and
money,
but
I
got
a
free
pass
and
so
I'm
I'm
on
the
bus.
So
anyway,
I
say
all
of
this
to
just
I
support
this,
I'm
happy
to
be
a
part
of
the
team
as
the
transit
chair.

really
hope
that
we

move
forward
in
this
way
and-

I
appreciate
that
the
time

energy,

also

diverse

is
very
early

stages

community
engagement
and
be
a
little
bit
farther

line,
but
but
I
do
want

know

that
is
happening
and
that's
something
that
this
committee
will
be
looking
at
in
the
future.

just
years

we
get
access

surveys
from
our
outgoing
members.

done
some
surveys
and
we
hear
from
our
staff
liaisons
as
well

concerns

compiling
what
we're
hearing
and
thinking
about
just
different
ways
to
better
align,
how
it's
structured
to

council's
priorities
and
also
the
communication
flow
just
how
recommendations
are
made
and
how
how
they
are
staffed.

just
again,
taking
that
holistic
look
on
where
improvements
can
be
made.

support
of
it,
but
I'm
in
support

both.

as
you
consider
your
consolidation
plan,
I
hope
that
by
then
this
committee

a
recommendation
to
move
forward
to
council.

have
a
rich
discussion

be
prioritized
and
maybe
it
can
fit

your

final
plan
when
you
roll
it
out
and
we'll
see
this
happen,

not
much
work
to

councilwoman

bylaws

already
somewhere.

might
have
to
dust
it
off,

reinstatement.

accessibility

this
commission
has
had
years
of
issues
with
equitable
representation
and
we
have
we
are
not
going
to
like
address
that
need
unless
we
have
a
space.

transit
committee

staff
that
took
the
initiative

flyers

as
